starting

My
name
is
tina
chronopolos.
I
live
on
laurel
avenue
and
my
representative
on
councillor
sofia
rasaniti
a
couple
of
things.
I
would
like
to
talk
about
tonight
just
to
clarify
on
foil
when
the
clerk's
office
says
that
they
have
received
an
inordinate
number
of
foil
requests
that
relate
to
police
work.

Unlike
the
city
clerk,
this
person
responds
to
requests
within
five
days,
is
generally
responsive
and
gets
the
job
done.
So
I
would
like
you
to
all
know
this
claim
that
increased
police
records
requests
are
making
life
difficult
for
the
city
clerk's
office,
at
least
from
where
I'm
sitting.
That
is
not
an
excuse,
nor
really
an
explanation.

Another
thing
that
I
want
to
talk
about
just
a
point
of
information
or
additional
information
at
the
last
council
meeting
sofia
rasniti
at
the
end
reminded
us
all
that
is
domestic
violence
month.
So
yeah,
that's
all
good
and
well,
but
you
know,
aside
from
prevention,
when
it
comes
to
educating
teenagers,
some
risk
factors
for
what
is
called
intimate
partner
violence
is
actually
low
income
and
unemployment
and
something
that
leads
people
to
perpetrate.

This
is
stress
anxiety,
a
belief
in
strict
gender
roles
such
as
you
know,
toxic
masculinity,
as
well
as
just
general,
aggressive
behavior
in
general.
So
you
know
some
of
the
votes
that
you
have
taken
over
the
last
year
or
so
make
me
think
that
you
don't.
You
seem
not
to
be
aware
of
the
risk
factors
at
work
at
large
rate,
like
the
way
that
you've
shuffled
upper
money
around
the
way
that
you're,
constantly
underfunding
social
services
in
the
city
makes
me
think
that
maybe
you
are
not
fully
aware.

I'm
also
hoping
to
talk
to
you
about
what's
called
officer-involved
domestic
violence
in
1999,
the
international
association
of
police
chiefs,
characterized
officer-involved
domestic
violence
as
a
problem
that
exists
at
some
serious
level
and
deserves
careful
attention.
Okay,
in
1999
johnson,
in
a
report
called
on
the
front
lines.

A
hearing
before
the
select
committee
on
children,
youth
and
families
reported
that
40
of
responding
officers
admitted
they
had
behaved
violently
towards
their
spouse,
at
least
once
during
previous
six
months
and
in
an
article
called
interspousal,
aggression
and
law
enforcement
families
published
in
the
journal
on
police
studies
in
1992
by
nades,
russell
and
sang
they
found
that
41
of
physical
aggression
and
marital
relationships
during
the
previous
year
was.
This
is
related
to
officer-involved
domestic
violence.
So,
just
to
remind
you,
you
are
on
flailing
support
of
the
police
and
your
unflailing.

Yes,
votes
on
increasing
their
budgets
seem
and
stark
contrast
when
you
claim
that
you
want
to
make
us
aware
of
domestic
violence,
I
just
found
that
just
so
patronizing
because
it
sounds
to
me
like
you
exist
in
some
kind
of
bubble
and
by
the
way
I
I
don't
mean
to
sit
here
and
say
that
the
work
that
police
officers
do
is
easy
and
in
fact
research
shows
that
it
is
one
minute
spill
over
of
violence
right.

exposure
to
violence
on
the
job
that
makes
it
very
difficult
for
officers
to
to
sort
of
stop
bringing
that
attitude
home
and
then
finally,
thank
you.
I
guess,
for
putting
on
a
special
meeting
to
allow
the
public
to
comment.

early
for
those
of
us
who
work.
Some
of
us
don't
finish
work
until
six
o'clock
in
the
evening.
I
speak
of
myself,
so
I'm
not
really
sure
how
this
is
inclusive
or
accessible
could
have
been
nice
if
you
had
maybe
put
that
hearing
for
six
o'clock
or

I'm
just
looking

this
direction

read
it
I'm
reaching
out
to
you
today
to
have
a
concern
addressed.
My
name
is
aaron
alexander
and
I
have
been
a
resident
of
the
city
for
around
30
years.

Mr
barry,
has
repeatedly
stalked
my
social
media
and
has
several
times
sent
officers
from
the
binghamton
police
department
to
my
home.
In
order
to
threaten
me
and
force
me
to
remove
statements,
I
had
made
from
my
social
media
under
threat
of
police
violence
regarding
his
treatment
of
me
and
actions,
all
of
which
were
not
public
facing
rather
visible
solely
to
a
limited
audience
of
which
he
was
not
a
member.

the
last
such
occurrence,
during
which
an
armed
police
officer
appeared
at
my
home's
door
to
demand,
I
remove
a
statement
I
had
made
that
mr
berry
has
been
threatening
me
by
using
the
police.
I
told
the
officer
that
if
that
was
the
case,
he
also
needed
to
visit
mr
barry
regarding
the
real
crime
of
stalking
and
harassing
members
of
this
community,
which
was
dismissed
immediately
by
the
officer.
As
quote,
that's
a
civil
matter,
end
quote.

then,
why
are
they
not
telling?
Mr
barry?
The
very
same
thing
question
mark
what
special
privileges
or
office
elevates
him
about
the
other
members
of
this
community
and
allows
him
to
violate
our
civil
rights.
On
a

asking
this
body
for
a
few
minor
things
to
address
this
issue

permanent
suspension
of
mr
barry's
and
staps
southern
tier
aids
programs
ability
to
call
the
police
and
send
them
anywhere
in
the
city

than
to
one
of
their
offices
to
address
safety
concerns
with
staff
there.

running
in
this
area
is
expected
to
do

of
calls

reports

binghamton
police

staff

barry,
to
determine

extent

staff
abuses

access

emergency
services

utilizing

police
department
as
their
private
security

they
can

plans

know

benefit

it
creates
housing.

privately
funded
source
of

private

funding

create
more
housing.

a
pilot,

we
would
generate

revenue

this

want

do
things
that
create
an
atmosphere
for
downtown
binghamton,
where
people
want

live

work

spend
time

spend
money.

the
benefits

want
to
highlight
those-
but
there
are
also
drawback
to
this
project
as
well,
and
these
are
these
are
weighing
on
me.
The
number
one
is
gentrification
and
displacement
of
people,
so
we.

have
pretty
much
met
the
need
for
market
market
rate
or
and
or
luxury
housing.
I
know
that
technically,
these
are
considered
market
rate
housing,
but
any
rent-
that's
minimum
fifteen
hundred
dollars
a
month
to
me
and
to
many
people
living
in
the
city.

That's
luxury,
that's
a
that's
a
price
point
that
is
more
than
you
know,
let's
say
thirty,
thirty
percent
or
so
of
most
people's
income
in
this
city,
and
we
have
heard
people
at
basically
every
single
meeting
talking
about
the
desperate,
desperate
need
for
affordable
housing,
and
I
I
know
that
one
is
not
mutually
exclusive
with
the
other
it
it
does.
You
know
we
take
a
look
at
the
bigger
picture
here
and
the
housing
stock
as
a
whole.

are
people
that
are
being
displaced
in
their
communities
because
of
lots
of
factors,
but
one
of
them
is
again
gentrification.
This
increase
in
luxury
housing
that
pushes
people
out
who
are
transient
because
they
can
only
afford
you
know
they're
kind
of
at
the
whim
of
the
landlord
and
if
maybe
they
can
afford
housing,
but
it's
not
safe
or
it
has
bed
bugs
or
there's.
You
know
there's
issues
that,
like
technically
it's
up
to
code,
but
it's
not
really
the
kind
of
place
that
someone
would
want
to
live
so
before
we.

while
I
see
the
benefits
of
this
project,
I
just
I
can't

good
conscience,
vote
for
more
luxury
housing
while
we
haven't
met
the
needs
of
people
who

living
here,

instead

into
these
luxury

people

pushed
out

the

picture

tier

on
the

honor

light

being
domestic
violence
awareness
month,
and
I
guess
I'll
just
I
can
paraphrase
what
I
said
earlier
today,
which
is
that
the
ywca
is
in
my
district
and
I'm
so
thankful
that
we
have
a
resource
such
as
that
that
many
women
and
children
and
families
rely
on
and
their
mission
statement
or
their
tagline
is
empowering
empowering
women
and
eliminating
racism.

I
am
I'm
glad
that
they
are
doing
that
work
and
I
also
dream
of
a
day
when
that
work
is
no
longer
necessary.
I
don't
mean
to
come
after
your
jobs,
ywca
employees,
but
wouldn't
it
be
nice
if
one
day
we
could
say
mission
accomplished,
but
until
then
we
have
to
continue
funding.
Important
programs
like
this,
that
help
people
who
are
experiencing
homelessness
or
on
the
verge
of
homelessness
and
providing
daycare
and
a
shelter
in
a
safe
space.

things
like
that.

think
that's

and

husband's

went

some

great
things.
They
have
never
forgotten
their
roots,
they've,
never
gotten
binghamton
and
they
have
always
supported
our
community,
and
so
I
want
to
thank
them
for
reaching
out
and
wanting
to
replace
a
bench
that
apparently
was
there
decades
ago
or
many
years
ago.

know,
destroyed

misplaced
and
wanted
to
say
something
like

memory
of
mike
anderson,
eddie,
family
members,
webster,
our
nation.

is,

said.
We
were
here
today
for
a
flag
raising
declaring
this
week
a
week
without
violence.
I
believe
it's
the
18th
through
the
23rd.

I
too
would
like
to
see
the
day
when
domestic
violence
doesn't
exist.
I
would
like
to
see
the
day
when
our
sons
and
daughters
from
a
very
young
age
are
able
to
understand
what
is
appropriate.
What
is
respectful
and
it
takes
time
it
takes
effort,
effort.
It
takes
education,
it
takes
funding,
takes
legislation,
it
takes
a
whole
lot
of
things
to
make
that
happen,
and
I'm
certainly
committed
to
that
as
much
as
possible.

Along
with
that,
I
well
first,
let
me
just
say
that
domestic
violence
and
I've
talked
about
this
before
so
I
I
don't
want
to
you
know,
keep
repeating
myself,
but
this
is
an
issue
that
crosses
all
social
economic
status,
sort
of
lines.
It
impacts
folks
from
all
races,
gender,
even
it
it's
ethnicity
and
so
on.
It's
something
that
is
so,
unfortunately
much
ingrained
into
our
culture
in
so
many
ways,
and
I
can't
speak
enough
of
it-
I
think
that
is
one
of
the
biggest
pills
in
our
society.

Along
with
that,
I
wanted
to
just
let
folks
know
that
I
will
be
having
a
supply
drive
for
much
needed
items
for
victims
of
domestic
violence
october
30th
erect
park,

we're
hoping
the
weather
will
be
decent,
but
no
matter
what
I
will
be
there
even
with
an
umbrella,
and
I
do
ask
folks
to
support
this
event.
That
