Currently
the
chairman
of
this
commission,
which
is
comprised
of
local
community
members,
tasked
with
reviewing
site
plans
and
special
use
permits
for
consistency
with
the
standards
and
criteria
set
forth
in
the
city
of
Binghamton
code,
based
on
our
total
number
of
Planning
Commission
members.
Four
members
must
be
present
to
constitute
a
quorum
tonight.
It
looks
like
we
have
five
members,
which
means
we
do
have
a
quorum
and
can
proceed.

first

applicants

they

asked

a
brief
presentation
describing
their
plans
to
the
commission.
Commission
members
May
then
ask
questions
of
the
applicant
to
clarify
any
items
that
are
unclear
and,
after
all,
questions
have
been
answered.

What
brings
us
here
today?
Yeah
I've
worked
with
the
principal
of
this
company
in
deciding
whether
they
wanted
to
sell
their
existing
building
to
relocate,
stop
their
business,
whatever
whatever
seems
to
make
sense
at
the
time,
and
thankfully
we
came
to
the
conclusion-
he
came
to
concluding
that
if
we
sell
the
existing
business
and
relocate
and
modernize
the
consultation
and
become
more
efficient
and
made
sense
to
keep
the
business
functional
during
that
process,
we
looked
at
several
sites
around
Broome
County.

all
the
aspects
of
it
and
and
Andrew
can
talk
about
the
actual
way
the
company
functions.
We
thought
it
was
great,
not
only
the
location
but
great
for
the
city
bring
some
employment
into
that
part
of
the
video
public
city
and

a
fashion
that
does
not
disturb
the
neighborhood

we
tried
to
be
very
specific
in
our
application.
You
know
a
limited
amount
of
traffic,
we're
not
talking
a
lot
of
trucks
or
things
of
that
nature.

noise,
we're
not
going
to
make
any
changes
to
the
outside
of
the
building,
except
for
one
little
dent
it's
a
little
bigger
than
a
drier
event
that
will
start
to
up
the
side
of
the
building
other
than
that
won't

traffic
wise.

kind

us

process

what
the
company
does

shape
metal.
Basically
we
have
a
fiber
laser.
We
have
four
brakes,
we
can
build
server,
racks
and
9-1-1.
Custom
consoles
sit
stand
consoles.
We
do
lots
of
work
for
the
government
facilities
most
of
it's
two
resellers,
though
so,
basically
we're
we
cut
the
metal.

the
metal
we're
now
going
to
set
we've
weld
it
and
then
we're
going
to
ship
it
out
to
get
powder
coated
someplace
else
in
a
different
facility,
we're
going
to
use
our
own
little
pop
truck
that
we're
going
to
load,
and
then
it
goes
off
the
guy
in
Endicott
who's
going
to
do
that
and
I
come
back
for
assembly.
We
decided
to
eliminate
the
powder
coat
just
because
of
the
facility
and
the
location
it
was
easier
and
we
decided
that
it
was
just
a
better
option
to
chip
it
out.

to
explain
it
any

than
I

six

we've
downsized
through

last
year
to
sustain
we're
now
making
a
profit
again
so,
but
in

fourth
quarter,
we're
projecting
growth
and
then
moving
forward.
We
have
quite
a
few
projects
that
are
coming
through
with
CNB
labs
in
New
Mexico
and
then
there's
a
few
in
California,
because
we
have
a
seismic
rated
rack
with
not
a
lot
of
other
people
have
so
we've
done
all
the
testing
for
seismic.
So
a
lot
of
the
labs
and
stuff
for
the
government
facilities
are
buying
our
product,
fantastic.

plan
for
the
restaurant
is
to
expand
the
rear
deck.
That's
already
existing,
roughly
doubling
the
size
of
the
rear
deck
and
that's
at
the
river
side
of
the
property.
It's
actually
at
the
street
level.
But
when
you
get
out
to
the
river,
it's
actually
a
like
an
elevated
deck
currently
below
the
existing
deck,
there's
a
sort
of
an
events
space-
that's
not
conditioned
space.

basically
covered
by
the
existing
deck,
but
it's
it's
basically
open
air
right
now.
So
the
other
aspect
of
the
project
is
when
we
extend
the
deck,
we're
actually
going
to
enclose
that
lower
area.
It's
going
to
be
treated
almost
like
a
three
season
space.

we've
submitted
a
schematic
design
package
about
a
month
ago
for
the
for
the
planning
Board
review,
so
that
should
be
pretty
illustrative
of
the
conceptual
plan
for
the
project.

stairs
that
come
out
or
go
between
the
upper
deck
and
the
lower
deck.

going
on
so
the
owner
prefers
not
to
build
the
stairs
in
Board
of
the
deck
to
take
square
footage,
so
an
agreement
between
the
owner
and
the
neighboring
property
to
encroach
on
their
property
to
build
an
egress
stair
from
the
deck
down
to
the
lower
level
has
not
been
finalized
yet
in
a
formal
easement.
But
it's
it's
in
the
process.

way
it's
been
explained
to
me
is
that
the
planning
board
would
consider
the
project
without
the
easement
in
place,
but
a
building
permit
would
not
be
granted
until
that
easement
was
finalized.

so
where
the

upper
Landing
comes
off
the
deck
we're
gonna
design
it
structurally
in
such
a
way
that
that
that
upper
Landing
is
kind
of
diagonal,
supported
and
cantilevered
off
the
the
Thai
Time
structure.
So
there's
no
physical
posts
going
to
the
ground
on
that
side
of
the
easement
at
the
Lower
Landing.

does
encroach
on
the
property
a
little
bit
to
support
that
Lower
Landing,
but
it's
it's
so
close
to
the
river
at
that
point,
but
the
neighbors
only
concern
is
that
he
didn't
want
to
lose
any
parking
as
a
result
of
the
stair
construction,
so
so
we're
accommodating
it.
That
way,
he's
currently
not
parking
in
the
area.
The
Lower
Landing,
so
he's
not
losing
anything.

owner
hasn't
finalized
the
easement
yet
because
he
was
waiting
first
time
getting
a
boundary
survey
done,
which
he
just
received.

forwarded
that

So
now
that
that
step's
been
completed,

feed
and
all
that
good
stuff.

far
as
legalizing,
the
easement.

waiver

the
public
hearing

it's
basically
a
modification
to
an
existing
structure
that
doesn't
really
impact
anything
