B
All
right
good
morning
welcome
to
the
may
13th
meeting
of
the
vancouver
traffic
board
congress.
President
mark
donovan,
representing
the
department
of
public
works
ron
lake
from
the
engineering
department
jared
kram
office
of
the
mayor
assistant
chief
john
ryan,
from
the
binghamton
city
police
department.
B
B
So
we
all,
we
all
have
a
copy
of
the
design.
Can
you
just
kind
of
walk
us
through
the
traffic
flows
from
a
traffic
board
perspective,
we're
looking
at
again
like
curb
cuts,
pedestrian
safety,
traffic
safety
in
terms
of
making
a
recommendation
to
the
city's
commission
on
architecture
and
urban
design?.
D
Entrance
all
the
vehicles,
the
fire
trucks
will
enter
through
there
and
they'll
drive
through
the
straight
through
bays
and
and
they
have
to
leave
for
emergency
they'll,
be
pulling
out
onto
chapman
street.
D
C
C
C
B
Vehicles
that
are
traveling
east
on
port
street
can
they
make
a
left
onto
chapman
street
to
enter
to
get
to
pine
if
their
emergency
vehicles
or
otherwise.
F
D
B
B
I
know
cindy
paddock,
hopefully
that's
you
on
the
on
the
line.
I
know
that
was
one
of
your
questions.
I'll
give
the
floor
to
you.
If
you
have
any
other
questions
on
this,
I.
A
Am
on
my
question
was
then,
how
will
they
return
from
the
west?
Are
they
going
to
come
down
pine
and
come
in
like?
Will
they
turn
at
fayette
and
come
in
pine?
Will
they
come
down
henry?
How
are
they
going
to
get
back
to
the
station.
A
A
C
B
There's
part
of
this
will
be
no
parking
on
either
side
of
pine
street
from
basically
the
curb
cut
entrance
moving
west
to
chapman
street.
C
E
A
So
I
guess
the
only
concern
the
only
concern
with
that
is
when
we
took
a
ride
out
there,
some
of
those
apartments-
I
don't
know
that
they
all
have
off
street
parking.
D
Look
run
a
template
see
if
they
can
make
a
turn
with
east
one
side
parking,
I'm
actually
in
canada.
No,
they
cannot.
F
D
Jared,
if
I
could,
this
is
t.o,
we
do.
B
You
know
residential
parking.
If
we're
going
to
be
eliminating,
say
you
know
six
or
eight
or
more
spots
for
the
the
turnaround.
B
G
B
C
F
B
B
Coming
from
court,
I
won't
be
able
to
make
it
left
onto
chapman,
300
and-
and
frankly
I
mean-
and
I
know
we
don't
have
anyone
from
fire
here,
but
the
returning
of
the
vehicles
to
the
station
is
less
the
less
time
sensitive
than
than
getting
out
to
respond
to
a
call.
F
E
I
I
think
the
only
thing
that
we
saw
the
other
day
cindy
was
the
concern
about
the
width
of
the
street
with
the
fire
trucks.
Returning
and
I
don't
know
if
the
park
on
both
sides
of
the
street,
the
width
of
the
street
can
handle
some
of
the
trucks.
G
B
Tito
from
a
planning
perspective
or
a
caught
perspective,
was
there
anything
else
you
needed
from
in
terms
of
review
from
the
traffic
board
before
we
sign
off
on
this
plan,.
G
No,
nothing,
nothing,
traffic
related,
okay,.
B
So
there's,
if
there's
any
other
questions
I'll
I'll,
entertain
a
motion
to
approve
the
schematic
site
plan,
as
presented
by
keystone
associates
for
the
fire
section
at
235
court
street.
Do
you
have
a
motion.
B
Okay
motion
passing
zero,
one
auntie.
Thank
you
so
much
and
we
will.
This
has
been
approved
for
the
travel
board
and
it
will
go
to
a
pod
for
further
review.
Thank
you.
So
much.
C
D
E
Yeah,
the
riverside
of
murray
street,
the
main
concern
we
had
there
was
the
number
of
accidents
at
the
intersection
with
the.
E
For
90
days,
we
pulled
the
action
reports
from
the
intersections
from
approximately
there's
a
little
bit
of
confusion,
document
states
our
start
date,
but
it's
90
days.
We
had
no
accidents,
4
26
back
90
days,
so
there's
no
no
concern
over
traffic
accidents
at
that
location.
G
E
Are
we
going
to
have
a
in
the
middle
worlds
for
that
browsing.
B
That's
correct
and
mark.
I
believe
that
dan
merkel
was
aware
of
this.
E
B
B
So
you
just
follow
up
on
that,
because
we
will
be
like
with
removal
of
the
signal.
E
E
Based
on
the
accident
reports
that
we
got
in
speed
doesn't
seem
to
be
a
problem
going
through
the
intersection
or
accident.
So
I
think
his
questions
would
be
answered
and
the
fourth
person
we
had
contact
with.
I
can't
recall
his
name
right
now,
but
I
know
who
he
is
and
he
lives
on
murray
street
corner
murray
and
visit,
and
he
says
if
he
has
to
get
out
either.
E
It
would
either
use
oak
a
riverside
drive
where
there's
a
trash
light
or
at
the
chat
riverside
drive,
which
is
up
the
street
from
the
the
location
and
he
has
no
problem
without
using
either
okay.
E
So
based
on
the
everything
that
we
had
coming
in,
it
appears
at
the
intersection,
with
the
light
on
flash
is
handling
the
situation
so
taking
the
flash
out
completely
and
having
a
two-way
stop
for
for
murray
street
north
of
southbound
would
resolve
the
problem
over
there
and
traffic
traffic
vision
recommends
that
we
remove
the
traffic
light.
A
No,
I
I
agree
with
everything
dan
said.
The
only
thing
I
had
is
you
were
going
to
put
up
no
parking
signs
on
the
one
corner
for
someone
who
had
complained
about
their
driveway
site
distance.
E
Yeah,
okay,
okay
cindy-
that
was
a
different
little
side
of
the
street
that
what
we
looked
at
and
was
wondering
it's
going
to
be.
A
concern
was
on
the
south
side
of
the
intersection
for
that.
But
I
think
that
what
we'll
do
is
just
watch
that
location
and
see
if
that
does
become
a
problem,
nobody's
complaining
about
that.
What
jared
was
talking
about?
It's
on
the
north
side,
where
the
dentist's
office
is
the
sign.
A
B
Any
other
questions
or
comments
all
right
with
that,
following
the
90-day
study
at
riverside
murray
street
I'll,
entertain
a
motion
for
a
permanent
removal
of
the
traffic
light
at
riverside
murray
street,
based
on
the
recommendation
of
the
epd
traffic
division
and
others
on
the
traffic
board
motion.
E
B
Placed
there
all
right
so
in
following
that,
I
think
we
should
also
make
a
I'll
entertain
a
motion
for
installation
of
a
two-way
stop
at
the
intersection
on
murray
street
north
and
southbound
at
its
intersection
with
riverside
drive
and
that's
included
in
the
the
idc
as
well.
Do
we
have
a
motion.
B
Motion
mark
makes
a
motion
second
chief
ryan
seconds,
all
in
favor
aye
any
opposed
unopposed.
All
right.
That
motion
also
carries
okay.
Thank
you
before
we
move
to
discussion
of
conklin
bridge
and
riverside.
Dr
excuse
me
conclude
bridge
detour
with
the
change
of
the
downtown
fire
station
out
here
on
court
street
and
the
fact
that
that
is
not
no
longer
being
used
for
vehicles
going
in
and
out.
B
The
area
south
of
the
fire
hydrant
on
state
street
chief
sukusky
would
put
in
a
request
for
curbside
parking
to
serve
the
crime
and
outside
center
at
the
city
hall,
and
to
not
market
as
crime
analysis,
but
cac
parking.
These
would
be
for
other
agencies
or
people
visiting
the
center.
We
don't
wanna
necessarily
highlight
that.
It's
for
crime
analysis
center
parking,
but
I
think
cac
would
keep
it
anonymous
enough.
I'm
not
sure
how
many
spots
we'll
be
able
to
to
get
out
there.
B
I'd
assume
it'd
be
not
too
many,
but
at
least
it
provides
some
level
of
parking
for
outside
agencies
or
individuals
visiting
the
crime
analysis
center,
which
which
opened
up
last
week.
So
I'm
not
sure
if
we
can.
I
don't
have
these
specific
measurements,
but
if
we
can
kind
of
approve
it
here
at
traffic
board,
if
everyone's
okay
with
that,
then
dan
can
work
with
dpw
to
get
the
the
lines
striped
as
as
necessary.
A
B
A
This
is
cindy
you'll,
be
able
to
remove
the
fire
station
warning
sign
out
there
now
too,
on
state
street.
F
B
B
Yeah,
I
would
imagine
that
it
should
I.
I
don't
see
a
reason
that
it
serves
that's
probably
ron
and
more
of
a
question
that
we'll
have
to
talk
about
getting
that
removed.
I'm
not
sure,
because
that's
not
a
traffic
signal
cindy
would
that
be
subject
to
the
same
90-day
review
or
no.
A
Well,
not
too
much
the
signal.
Well,
I
guess
the
signal
will
be
able
to
be
removed.
That'll
have
to
look
into
it,
but
the
sign
itself,
the
fire.
It's
got
a
yellow
warning
sign
of
a
fire
truck
in
both
directions
out
on
state
street.
We
don't
need
that
sign
anymore.
A
B
Put
on
there,
you
know
state
street
signage
and
signal
okay,
we
can,
you
know,
make
sure
that,
since
the
fire
station
is
gone,
everything
can
be
removed
out
of
there.
A
A
G
B
All
right,
we
have
a
motion
for
installation
of
cac
parking
only
south
of
the
fire
hydrant
for
other
agencies,
barking
on
on
state
street
and
have
the
bpd
traffic
division,
conduct
measurements
and
install
the
sign
in
coordination
with
dpw.
B
Last
item
on
the
agenda
is,
I
don't
think,
an
action
that
we
have
to
take,
but
more
of
a
discussion
to
make
sure
that
we're
coordinated
the
conklin
ave
bridge
over
pierce
creek
is
going
to
be
replaced
this
year,
and
I
think
that
there's
going
to
be
installation
of
a
temporary
traffic
signal
at
an
intersection
as
part
of
the
detour
ron.
I
don't
know
if
you're
familiar
with
kind
of
the
plan,
so
yeah.
B
One
of
the
things
we
want
to
just
talk
about
is
that
I
don't
think
the
traffic
board
should
take
any
action,
because
it's
only
going
to
be
a
temporary
thing,
but
whether
or
not
and
talking
to
the
consultant-
I
don't
know
if
it's
mcfarland
johnson
who's
the
designer
consultant,
that
they
work
with
engineering
department
and
the
traffic
division
to
see.
If
we
need
to
put
some
temporary
no
parking
in
the
area
of
that
traffic
signal.
If
we're
going
to
have
the
huge
traffic
volumes
all
right
come
june
july,.
B
G
D
B
Us,
in
terms
of
you
know,
temporary
signage,
that
works
because
it's
a
it's
a
public
works
project.
F
B
E
There's
two
things
that
we
have
been
included
in
this
meeting
because
we
didn't
get
back
in
one
is
north
street.
We
have
to
follow
up
on
that,
as
you
guys,
hopefully
cindy
and
I
can
get
down
there
and
get
that
resolved.
E
And
the
other
is
I'm
glad
what
they
have
at
the
prospect.
Okay,
the
new
liquor
store
going
in
there
the
parking
issue
we
didn't
follow
up
on
that.
Yet,
okay,.
B
No
other
items
they'll
take
a
motion
to
adjourn.
