From YouTube: Traffic Board Meeting 2021 04 08
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Good
morning,
welcome
to
the
april
8th
edition
of
the
binghamton
traffic
board,
president
r
mark
donovan,
representing
dpw
myself,
jared
kram
and
assistant
chief
john
ryan.
As
voting
members,
tom
scanlon
and
ray
standish
are
absent
due
to
some
some
changes
in
staff.
I
don't
have
the
the
minutes
from
the
past
meeting,
but
we'll
have
those
to
be
voted
on
at
the
at
the
main
meeting,
both
march
and
april.
In
advance
of
that,
I
know
we
have
the
recording
of
the
meetings
as
well.
B
So
the
first
order
of
business
is
an
update
on
conklin
avenue,
with
the
improvements
to
the
where
parking
can
happen
and
dan.
If
you
could
just
walk
us
through
at
this
point,
what
traffic
board
would
be
voting
on.
C
Okay,
yes,
okay,
what
we've
done
is
basically
the
orders
are
going
to
be
the
same
as
they
were
last
last
board
meeting.
We
had
a
few.
We
had
one
minor
exception,
but
that
I'll
address
that
in
a
second
here,
but
basically,
first
thing
what
I'm
going
to
do
underneath
the
cockpit
nav
bridge
the
state
street
bridge
going
over
tackling
that
we're
going
to
delete
the
no
parking
underneath.
A
C
We're
going
to
amend
that
no
parking
zone
on
franklin,
they
have
from
390
feet,
east
to
550
15
feet.
East
is
now
going
to
be
the
615
feet.
East!
That's
going
to
take
us
past
the
fire
hydrant
at
that
location
and
then
we're
going
to
amend
the
alternate
side
parking
on
conklin
to
include
from
south
washington
street
down
to
exchange
street,
so
there'd
be
no
parking
on
the
at
going
back
and
forth
doing
offside
parking.
C
The
one
exception
that
we've
decided
to
extend
is
the
diagonal
parking
that
was
passed
previously.
It
was
repainted
parallel
parking,
a
set
of
diagonal
parking
as
it
should
have
been
when
they
repaved
the
street,
we're
going
to
leave
it
as
that
right
now
and
in
the
future
date
we're
going
to
put
the
diagonal
parking
back
in,
so
we're
not
going
to
change
anything
as
far
as
the
traffic
code
goes.
C
We're
going
to
leave
that
like
that
and
then,
when
the
dpw
comes
back
to
repaint
the
street
again
we're
going
to
put
the
diagonal
parking
back
in
this
was
decided
at
a
meeting
that
we
had
last
week
between
yourself,
cindy
paddock,
nate
miller
was
there
and
so
that
that's
basically
what
what
we
want
to
do.
There.
B
Okay,
so
in
sum
it's
to
increase
the
the
number
of
spots
that
are
under
the
icon
under
the
the
state
street
bridge
and
just
clarify
some
of
the
no
parking
anytime.
Is
that
correct?
That's
correct?
Okay,
so
I
know
that
we
have
an
idc,
but
just
for
the
record,
we'd
entertain
a
motion
to
delete
the
no
parking
anytime
on
conklin
avenue
north
side
from
264
feet,
west
of
tremont
avenue
to
421
feet.
B
Next
up
is
an
update
on
riverside
drive
and
murray
street.
The
traffic
signal
removal
study
dan.
C
Yes,
both
cindy
and
myself
have
been
reviewing
that
and
with
the
traffic
light
now
on
flash
at
the
intersection
of
murray
and
riverside
drive,
the
traffic
seems
to
be
flowing
smoothly.
There's
no
backups
or
anything
and
there's
been
no
reported
accidents
that
we
have.
C
As
of
this
time,
we
did
post
the
signs
out
there
on
march
first,
the
so
we
have
90
days
from
that
date
to
come
up
with
the
final
solution
as
to
what
we
want
to
do
there,
but
as
of
this
time,
traffic
seems
to
be
complying
with
the
the
the
flow
there,
and
so
at
the
next
meeting,
we're
going
to
make
our
proposal
probably
to
eliminate
the
traffic
traffic
light.
There.
B
Okay,
anyone
else
have
any
comments.
One
of
the
things
I
just
want
to
bring
up
again
is
on
the
north
side
of
riverside
drive
on
murray
street
from
the
intersection
to
the
first
curb
cut.
B
I
believe
there
needs
to
be
a
no
parking
sign
from
here
to
corner
because
of
the
geometry
of
the
intersection
so
mark,
if
you
could
take
care
of
that,
get
with
dan.
Just
looking
at
no
parking
here
at
a
corner,
there's
a
fire
hydrant
on
the
other
side
of
the
street,
but
there's
room
for
about
two
cars
that
have
parked
there
make
it
impossible
for
elena
traffic
to
approach
the
stop
bar.
That's
that's
out
on
the
the
intersection
on
north.
B
West,
so
on
the
west
side
of
murray
street
north
of
riverside
drive
between
the
the
intersection
in
the
first
curb
cut
and,
and
then
in
as
part
of
the
final
recommendation,
we
traffic
division
can
take
a
look
at
the
totality.
B
Okay,
next
on
the
agenda,
is
north
street
update
dan.
C
Okay,
yes,
myself
and
bmts
cindy
paddock.
We
we've
both
been
studying
that
street
there
we
had
a
request
to
make
additional
stop
signs
on
that
street.
C
It
came
from
the
the
council
person
over
in
that
district
councilman
angela
riley.
C
She
didn't
indicate
the
reason
why
she
wanted
the
no
parking
signs
in
her
idc
to
you,
but
what
we
did
is
we
didn't
do
a
study
anyhow
and
we
pulled
all
the
accident
reports
from
2018
2019
2020.
C
In
the
first
two
months
of
2021,
we
came
up
with
a
total
of
14
accidents.
I
believe
it
was
I'm
sorry
16
accidents
about
during
that
three
three
year
plus
period
and
there
only
one
year
there
seemed
to
be
an
incident
where
there's
more
than
two
accidents
at
an
intersection.
B
We'll
have
to
adjourn
the
meeting
and
real
quick
and
we
will
come
back.
B
B
F
B
B
Hey
no
problem:
okay,
so
we'll
notate
that
we
left
the
during
the
meeting
at
9
26
for
fire
drill
and
we're
back
here
at
9
37.
B
F
Yeah
we
talked
about
doing
a
road
safety
assessment
out
there
like
a
walking
one
on,
maybe
the
end
of
may
when
the
weather's
turned
nice
because
it
seemed
like
the
council
person
out
there
had
concerns
about
pedestrian
traffic
along
there
and
there
aren't
any
pain
across
walks
or
anything
like
that.
So
I
thought
if
we
just
went
out
there,
you
know
spend
some
time
we
might
notice
some
things
that
could
be
easily
changed.
B
Okay:
okay,
we
will.
We
will
keep
that
on
the
agenda
and
you
know
allow
bmts
to
kind
of
you
know,
take
a
look
and
any
support
they
they
need
from
the
city
we
can.
We
can
do
that.
Hochis
street.
B
C
Okay,
hofstra
street,
we
received
a
request
to
make
that
a
a
street
that's
exempt
from
multi-sided
street
parking.
Originally,
I
guess
I
was
quick
to
review
it
and
thought
that
it
would
be
a
good
idea.
However,
it
was
second
guessed
and.
C
I
went
out
in
person
and
reviewed
the
street
myself,
and
I
observed
that
there
are
every
just
like
four
four
residents
on
that
location,
two
on
one
side
of
the
street
and
two
on
the
other.
Everybody
has
off
street
parking
available,
there's
no
reason
really
to
even
think
about
making
that
an
example
from
the
also
cited
street
parking.
So
therefore,
from
our
review
of
it,
I
would
suggest
that
we
do
not
make
that
exempt
from
also
insider
street
parking.
B
B
C
Okay,
all
right,
I
may
have
been-
I
had
leaning
against
something.
Maybe
that's
what
the
problem
was
I'll.
Try
this
19th
evans
street.
Basically,
that
was
where
they
put
a
driveway
in-
and
all
I
want
to
do
is
just
say
that
the
people
have
been
notified
by
tito,
that
the
driveway
was
approved
and
that
they
can
go
ahead
and
do
their
project.
B
C
C
C
Okay,
bmps
reviewed
the
street
and
cindy
thinks
that
possibly
we
can
come
up
with
a
one
space
on
that
street,
for
it
I'm
still
questionable
about
it,
and
I
think
that
cindy
and
myself
are
going
to
go
up
there
together
to
look
at
it
and
meet
with
a
person
to
see
if
we
can
actually
come
up
with
something
for
them.
But
yes,
at
this
time,
I
think
we
should
put
it
on
hold.
C
B
So
we'll
we'll
hold
until
the
main
meeting
for
further
investigation.
C
B
Okay,
next
is
the
holly
street
garage
I
sent
along
to
the
traffic
board
the
mcfarland
johnson's
proposal
for
the
area
of
holly
street
and
washington
street
near
the
holly
street
parking
garage
this
year,
they're
going
to
be
making
upgrades
to
the
pedestrian
safety
signals,
and
I
think,
a
completely
new
signal
for
that
intersection
and
mcfarland
johnson
had
laid
out
what
they
designed
for
on-street
pavement
markings,
including
loading
zones
and
hashed
areas
on
the
north
side
of
holly
street
kind
of
in
the
the
block
in
front
of
the
stone
fox,
as
well
as
the
area
in
front
of
the
parking
garage.
B
This
is
consistent
with.
I
think
what
we
normally
had
talked
about,
that
you
know.
Certainly
not.
We
didn't
necessarily
want
to
see
parking
but
to
facilitate
a
commercial
loading
zone
as
to
not
allow
the
tractor
trailers
or
other
large
commercial
vehicles
to
go
onto
washington,
street
and
block
traffic
as
part
of
unloading.
B
F
B
Yes,
yes,
okay,
any
questions
as
part
of
that.
B
That
was
my
understanding.
Yes,
the
westbound
lanes
are
striped
as
loading
zone.
F
Okay,
all
right,
because
one
of
the
questions
in
the
emails
back
and
forth
was
we
know
whether
you
should
put
parking
or
anything
else
instead
of
the
hatched
area.
But
I
think
that
having
a
loading
zone
in
that
block
would
be
really
important
for
both
washington
street
and
the
state
street
who
gets
maybe
deliveries
off
the
back
side.
B
And
could
this
could
this
loading
zone
also
operate
like
other
ones,
in
the
city
where
it's
in
certain
hours
and
then
outside
those
hours,
it's
available
for
standard
parking
or
it
would
be
a
24
7
loading
zone
as
to
not
encourage
you
know,
overnight
parking,
etc.
F
Well,
you'd
want
to
make
sure
there
wasn't
any
overnight
parking
there.
Definitely
I
guess
it
depends
when
you,
when
they
get
to
their
deliveries.
There.
C
I
think
right
now.
I
think
that
the
the
loading
zones
are
until
like
6
p.m,
citywide
from
eight
a.m,
to
six
p.m,
or
some
somewhere
in
that
vicinity.
F
C
Was
just
saying
we
had
something
that
coordinated
with
that.
I
think
that
that
would
be
probably
the
time
frame.
You're
looking
at.
F
The
one
out
there
is
because
it
was
out
there
yesterday,
it
has
a
loading
zone
from
8,
am
to
7
pm
monday
through
friday
and
then
8
to
noon
on.
Saturday
is
what
this
posted
right
now
out.
There.
G
F
I
ran
that
by
scott
regal
from
our
office
he's
out
of
the
office,
but
he
took
a
look
at
the
plan.
He
didn't
think
there
was
going
to
be
enough
room
in
there
for
the
bike
lane,
so
he
thought
a
cheryl
instead
on
the
through
lane
might
be
better.
G
G
To
see
if
it
could
work,
okay,
you
know
scott
knows
much
more
than
I
do,
but
it
just
seems
to
me
that
maybe
cheryl's
aren't
the
best
for
bicyclists.
Okay,.
F
F
I
don't
think
there's
going
to
be
room
there
as
you
go
towards
court
street
right,
so
you
might
get
to
washington
street,
but
I
don't
think
you
can
go
further,
but
I
will
definitely
have
him.
Take
a
look
at
it.
Next
week
I
went
out
and
just
looked,
but
I'd
rather
defer
to
him.
G
F
I
can
have
him
go
out
and
beginning
of
the
week.
B
All
right-
and
we
can
hold
on
to
this
until
I
I
don't
think
that
construction
are
going
to
be
starting
or
these
will
be
painted.
But
I
think
this
plan,
which
I
always
kind
of
thought,
existed
answers
a
lot
of
the
questions
and
it's
at
least
mapped
out
for,
what's
going
to
be
happening
on
holly
street.
C
Jared
the
other
question
I
had,
though,
is
the
loading
zone
on
holly
street.
Just
west
of
washington
street
is
that
necessary
on
the
map.
It
shows
that
that
is
there,
and
I
just
wondered
if
we
wanted
to
keep
it
there
with
that
flat
lock
going
in
there.
We're
gonna
need
a
turn
lane
going
into
that
flat.
Lock
the
driveway
cut
going
into
that
flat
lot
is
wider
than
what
was
going
to
go
into
when
we
had
the
housing
going
there.
C
E
Of
the
main
meeting
that
loading
zone
that
they're
talking
about
there
that's
west
of
state
street
that
is
unloaded
every
day
for
the
salvation
army.
There's
a
tractor
trailer
pulls
up
there
every
day
and
unloads
food.
That's
what
that's
what
that's
used
for!
I
can
see.
E
Yeah,
the
one
just
past
washington.
C
Oh
without
obit
there
to
answer
the
questions
right
now
we
don't
see
a
major
problem
with
the
way
it's
being
handled.
I
don't
know
what
orbit's
concern
was
at
that
location.
The
flashing
lights
are
working
when
people
are
crossing
the
street
people
do
stop
pick
up
either
passengers
or
or
meals
from
that
location.
C
I
don't,
I
don't
think
they're
long
term.
I
do
know
that
the
broom
transit
uses
that
that
location,
but
I
don't
really
think
that
there's
a
big
problem
there
again
unless
obits
here,
I
don't
think
we
can
get
the
answer.
We're
looking
for.
B
Okay,
we
can.
We
can
mark
that
item
as
complete,
and
I
know
you
know
when
when
obit
is
back,
we
can.
We
can
follow
up
with
him.
F
B
C
F
H
Sure
I
did
see
that
we
had
police
up
here
for
about
a
month.
They're
now
gone,
and
I
wondered
if
there
were
any
tickets.
D
D
Traffic
compiled
totals
as
far
as
there
was
an
organized
detail
there
on
all
three
shifts,
so
they
have
a
statistical
breakdown
of
the
traffic
arrest.
There
were
arrests
made
on
all
three
shifts
and
numerous
cars
stopped
some
warnings
given,
but
it's
all
been
documented
there
by
traffic.
I
I
They
they
wrote
two
tickets
for
speeding
145
mile
an
hour
150.
They
stopped
seven
vehicles
in
total
relief,
two,
which
is
our
day
shift.
They
ran
their
detail
from
seven
in
the
morning
until
ten
in
the
morning
at
various
times,
and
they
only
got
one
violation.
One
vehicle
was
was
stopped
for
speeding
and
given
a
ticket
relief
three
afternoons,
they
ran
their
detail
from
three
o'clock
until
six
o'clock.
I
I
So,
okay,
that's
what
they
did
in
their
in
their
little
detail.
B
H
H
F
Been
out
there
twice
and
it
hasn't,
I
have
not
been
able
to
download
the
data,
I'm
going
to
give
it
a
third
time
and
then
call
the
manufacturer
again
see
if
they
can
meet
me
out
there
jared.
We
have
talked
about
that
last
week.
H
B
Yeah,
we
just
want
to
make
sure
that
it's
we
it's
in
a
format,
that's
kind
of
easy
to
understand.
I'm
sure
that
it
comes
in
a
raw
format
and
we'll
have
to.
F
We'll
put
it
into
like
a
a
chart
or
a
graph
or
something.
B
And
heather,
the
last
thing
I
have
for
you
and-
and
I
don't
want
to
take
up
too
much
of
your
time-
did-
has
anyone
from
the
post
office
ever
got
back
in
touch
with
you,
okay,
nope,
we're
continuing
to
bird
dog
that
and
now
with
a
new
member
of
congress.
We
hope
that
maybe
we
can
get
some
movement.
H
B
I
will
I
will
follow
up
on
the
post
office
matter.
Anyone
else
on
the
board
have
any
other
items
hearing
none.
I
will
entertain
a
motion
to
adjourn.
