This
is
our
48th
year
of
administering
the
cdbg,
which
is
the
Community
Development
block
grant
program.
It's
a
program
designed
to
provide
resources
to
low
moderate
income,
individuals
and
organizations
in
our
community.
In
plan
year
22
we
invested
more
than
600
000
in
a
variety
of
different
programs
with
Melissa
may
speak
to
as
she
does
our
presentation
as
part
of
the
process
of
administering
that
program.

required
to
do
a
review
each
and
every
year
and
provide
that
to
the
Department
of
Housing
and
Urban
Development.
Part
of
that
review
also
requires
us
to
have
a
public
hearing
which
we'll
be
having
tonight
and
so
with
that
I'll
turn
things
over
to
Melissa
Han,
who
is
the
director
of
Economic
and
Community
Development,
and
she
will
have
a
short
presentation.

the

This
is
for
our
program
year
of
2022,
for
the
cdbg
consolidated
annual
performance
evaluation
report.
Next
slide,

the
city
of
Bloomington
is
an
entitlement
community,
so
we
do
receive
funds
from
Housing
and
Urban
Development
through
the
CD
cdbg
program
on
an
annual
formula
basis.
That's
how
the
funding
is
provided.

This
Caper
covers,
as
I
mentioned,
the
city's
program
year
of
2022,
which
is
May
1
through
April
30th,
so
kind
of
that
year
off
from
our
our
fiscal
year,
we're
looking
more
at
the
year
that
we
started.
So
this
is
for
the
2022
program
year
and
the
Caper
provides
the
snapshot
of
our
performance
and
what
we've
achieved
from
the
current
Consolidated
plan
and
that
our
current
Consolidated
plan
is
from
2020
through
2024.

we
did
nine
single
family
owner
occupied
Rehabilitation.

We
did
accept
accessibility,
ramps
for
two
single-family
owner
occupied
housing
units.
We
provide
water
and
sewer
service
for
new,
affordable
housing
units,
three
units
there
for
public
housing.
We
did
modifications
to
the
Urban
Apartments
for
security
cameras
and
those
will
benefit
25
units
at
that
apartment,
complex
demolition
of
Slum,
blighted,
anteriorated
residential
structures.
We
did
one
unit
public
service
projects,
one
public
facility
improvements,
section,
three
job
training
we
do,
that
is
funded
for
the
Bloomington
housing
authority
to
provide
that
section,
3
job
training
and
then
the
fair
housing
program
is
funded
and
provided
by.

We
fund
that
and
that's
provided
by
Prairie
State
Legal
next
slide,

so
the
total
spent
on
the
program
year,
2022
activities
to
date,
is
approximately
673
thousand
dollars.
Total
expected
to
be
spent
on
22
activities
remaining
is
about
184
000
and
that
will
put
the
total
expenditures
for
act.
2022
activities
at
a
little
over
857
000,
the
remaining
of
the
2022
funding
will
be
carried
over
to
program
year
2023..
We
do
still
have
some
carry
forward
every
year
that
we're
hoping
to
get
expended
with
some
of
those
projects
being
completed.

everybody's
aware,
we
were
greatly
impacted
by
the
pandemic
and
projects
being
put
on
hold
and
then
with
supply
chain
issues
and
things
so
we're
now
just
getting
caught
back
up,
and
so
we
do
still
have
some
remaining
carry
forward
into
the
next
program
year.

the

contractors.

were
supported

bicycle
co-op
program,
the
tool
Library
program
and
the
bed
Blitz
program
partners
for
Community
was
also
funded
in
public
service
and
they
provided
249
community
members
through
recycling.
Furniture
for
families
and
KTB
Financial
was
also
funded
and
they
provided
120
community
members
with
Services
helping
them
avoid
homelessness,
improving
food
security,
receiving
Medical
Care
and
preventing
fraud,
and
then
also
path
was
funded.
They
provided
752
community
members
and
the
program
year,
helping
prevent
homelessness
and
providing
Emergency
Services.

is
an
opportunity
for
speakers
to
provide
their
views
and
feedback
to
the
city
council.
It's
also
an
opportunity
for
the
city
council
to
listen
and
hear
diverse
points
of
view,
to
maximize
the
impact
of
public
comment
and
to
show
respect
for
the
expression
of
All
Views.
Speakers
should
maintain
Civility
and
focus
on
City
issues.
A
Speakers
must
identify
themselves
for
the
record
but
are
not
required
to
give
their
address.
Each
speaker
is
given
the
floor
for
three
minutes,
and
the
council
does
not
respond
or
engage
in
debate.
Any
speaker
that
engages
in
threatening
or
disorderly
Behavior
will
be
deemed
out
of
order
and
their
time

the
city

Bloomington
thought
nothing
of
discharging
the
fireworks.
The
vast
majority
made
a
loud
boom.

very
frightening
to
pets
and
firecrackers

sounds
like
a
weapon
going
off.

to

ortho
hearing
protection,
our
police
officers
use
hearing
protection
that
their
the
pets
don't
have
hearing
protection.
There
are
some
displays
that
they
do
go
up,
they
make
a
nice
display,
but
there
is
no
sound
to
them.
You
know
take
the
money
and
put
them
right
back
in
the
roads.
I
understand
the
fireworks
may
be
donated,
but
do
you
think
the
police,
the
fire
rescue
those
kind
of
people
to
donate
their
time?

there
was
a
person
that
was
using
a
walker
and
they
were
trying
to
sidewalks.
They
went
out
tried
the
streets,
the
streets
are
worse
and
they
went
back
to
their
son's
house.
That
speaks
real
well
for
the
city
of
Bloomington,
the
there
was
a
grandmother
that
was
two
blocks
down
and
I
saw
her
hike
her
the
wheelchair,
with
her
Junior
High,
granddaughter
in
it
up
over
the
curb
that
was
20
years
after
the
Ada
laws
in
existence.

amazing
all
the
sidewalks
around
the
city
hall,
the
government
center.
All
of
them
are
Ada,
isn't
it
amazing,
but
you
come
to
the
room
in
the
residentialers.
It's
not
the
the
storm
drain
right
out
in
front
of
my
house,
I've
been
after
the
city
to
put
another
four
inch
drain
beside
that
four
inch
drain.

project

mayor

Holiday
Spectacular,

ribbon
cutting
for
the

in

Park
at
the
corner

Tanner
and
Morris
Street
and
council

but
I
guess
he's
