From YouTube: Township/City Council Meeting - 7/24/23
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Okay,
good
evening,
everyone
I'm
gonna
go
ahead
and
call
to
the
city
of
Bloomington
Township
meeting
to
order
if
everyone
could
stand
for
the
fight.
B
C
A
Is
there
a
motion
to
approve
the
consent
agenda
as
presented
with
Distributors?
There
corrected
a
second,
so
one
of
my
trustee,
Warren
and
seconded
by
trustee.
A
D
E
A
Dad
we're
gonna
move
on
to
item
seven.
D
Township's
seen
a
lot
of
increase
in
a
number
of
people
coming
through.
That's
definitely
because
LIHEAP
has
no
money.
The
more
time
had
been
lifted
over
the
summer
and
so
we're
seeing
huge,
uptick
and
high.
We
still
have
the
issue
of
the
individuals
that
can
is
following
through
with
the
requirements
of
document
s.
D
So
again,
we
do
everything
that
we
can,
at
this
point
to
opt
out
with
that
and
one
of
the
things
I'm
looking
at
is
actually
looking
into
getting
into
the
Illinois
Department
of
Employment
Security
portal
to
review
that
it's
taking
time,
I
did
put
the
application
in,
but
I
haven't,
heard
one
more
step
to
try
to
help
them
complete
their
application
process.
D
F
G
H
.,
yes,
I
noticed
in
the
report
that
they
also
serve
clients
from
Danvers
and
fire
townships.
It
is
a.

Move
on
to
recognitions
and
appointments
and
for
do
recognitions
I
wanted
to
call
to
everyone's
attention
that
we
are.
We
are
currently
visiting
with
our
assistant
CD
delegation
from
acai
Kawa
in
Japan.
It
has
been
a.
A
Really
a
great
great
group
of
individuals
and
we
we
visited,
we
met
yesterday
for
the
first
official
meeting
and
exchange
of
gifts
at
the
Marriott,
and
then
we
I
had
a
dinner
in
the
evening
and
then
this
morning
they
had
a
number
of
different
activities,
including
a
community
lunch
at
Miller
Park.
They
visited
city
hall
this
afternoon.
So
thank
you,
Leslie,
a
tour
of
the
Hub
this
afternoon.
They
also
visit.
A
L
B
A
B
A
It's
it's
definitely.
It's
been
a
great
time
there
here
until
they're
here
tomorrow
and
then
they
depart
on
Wednesday,
obviously
13-hour
flight
from
Japan
two
hours
from
from
Chicago,
so
they
they
got
here,
exhausted,
they're,
definitely
enjoying
their
visit.
A
C
A
Congratulations
and
as
the
episode
The
servant,
you
know
she's
taking
pictures
of
others
instead
of
herself.
This
would
have
been
a
good
time,
but
thank
you.
We
definitely
appreciate
your
work
on
the
awarded.
A
To
to
have
you
there
and
connect
Transit
is
moving
in
the
right
direction,
and
we
definitely
thank
you
for
assisting
with
that.
A
With
that
and
next
Item
B,
we
will
have
a
presentation
and
recognition
of
the
2023
Youth
and
use
in
Rapid
City,
Club
resources
and
I'm,
going
to
turn
it
over
to
city
manager.
Gleason,
who
all
these
Resources
Director.
M
N
O
N
Of
all
super
excited
to
be
here
to
present
to
you
the
youth
report
123.
As
mayor
Gleason,
said,
it's
been
in
the
work
since
2019.
N
To
read
a
little
bit
of
history
about
the
program
you,
the
enrichment
program,
started
in
2019
to
support
a
partnership
between
Youth
and
local
government
in
the
city
of
Bloomington
students.
Ages,
15
to
22
are
matched
with
a
mentor
in
one
of
the
city's
departments
to
learn
skills
in
Civic
engagement,
office,
etiquette
and
collaboration
for
high
school
students.
The
program
provides
a
comprehensive
understanding
of
the
professional
duties
that
support
municipal
government
college
students.
The
program
creates
an
authentic
Channel
through
which
young
adults
can
explore
their
interests
in
future
career
paths
and
strengths.
N
All
participants,
I
think,
are
going
to
be
a
sense
of
responsibility
for
the
city's
well-being
which,
as
you
just
heard,
is
essential
to
local
government,
whose
future
depends
on
today's
really
excited
to
bring
them
to
you
today.
I
do
want
to
take
a
moment
to
recognize
any
mentors
we
have
in
the
audience.
I
know
some
of
our
city.
Employees
volunteer
to
be
mentors
to
mentee.
So
if
you
do
have
anybody
in
the
audience,
if
you
recognize
we
would
appreciate
it.
N
Q
N
Interns,
so
not
a
member
of
the
program,
but
one
of
our
ISU
interns
who
really
collaborated
and
worked
a
lot
behind
the
scenes
to
make
sure
today
was
Public
Safety
day.
She
was
out
there
from
like
6
a.m
to
5,
so
I
said:
yeah
I
have
to
come
to
the
meeting.
How
much
your
name?
It's
all
good
I,
also
wanted
to
recognize.
N
Emily
over
who
is
responsible
for
this
presentation
is
also
immensely
in
the
program,
but
it
really
pulled
it
together
and
appreciate
all
of
her
hard
work
and
then,
of
course,
our
yep,
yes,
Jenny
Smith,
our
city
recruiter,
who
also
was
not
able
to
be
here
tonight,
but
she
did
a
lot
of
the
behind
the
scenes.
Coordination.
N
N
R
K
R
R
R
I
use
leadership
skills,
as
my
job
has
changed
through
inputting
information
into
spreadsheets
secreting
people
as
they
come
in
the
door
and
eventually
answering
people's
questions
on
the
book.
I've
been
assessing
as
much
as
I
can
I've
been
able
to
use
My
Philosophy
skills
as
I
greeted
people
when
they
walk
into
the
door.
I
would
use
this
skill
while
my
mentors
are
on
the
phone
or
not
available
at
the
moments.
With
this
skill,
I've
also
been
able
to
conjure
up
interesting
conversations.
R
As
One
customer
knew
me
how
did
I
impact
the
city
and
residents
in
school
during
my
time
in
the
ecd
I've
seen
how
the
employees
created
positive
impacts
with
the
customers
on
the
bones
and
in
person.
I
also
created
a
positive
impact
with
the
customers
that
walked
in
as
well.
So
as
president
of
the
Bloomington
normal
interplay,
CP,
youth,
Council
and
Illinois's
kindness,
Ambassador
I,.
R
Assist
in
additional
franchise,
the
ostracize
and
become
a
trial,
so
they
can
feel
like
their
value
and
our
support
in
conclusion:
I'm
very
close
to
Miss
Linda,
Miss,
Alyssa,
Ms,
Trudy,
Miss,
Aaron,
and
so
many
others
that
help
you
through
my
time
here
and
Purdue
leadership.
My
experience
into
the
city
of
Bloomington
has.
R
P
O
K
O
All
of
you
in
the
city,
clerk
Department
I've
learned
a
lot
of
different
things:
I've
learned
how
different
computer
programs
function
and
how
they
work.
I
spent
a
lot
of
time
in
munis
and
researching
businesses.
O
I've
learned
how
different
departments
work
together,
such
as
when
the
city
clerk
has
gone
over
to
the
police
department
and
we
have
given
them.
They
have
to
take
an
oath
and
Addie
does
a
great
job
of
making
those
else,
but
I've
gotten
to
see
that
which
is
a
really
cool
experience
and
I.
My
mentor
is
Ashley
Laura
and
she
is
a
Rutgers
and
Licensing
specialist
and
I've
gotten
to
just
see
how
like
the
different
kinds
of
licenses
and
what
goes
into
get
getting
a
license.
Whether
that's.
K
O
Video
gaming
license
or
any
other
of
those
types
of
license,
I've
also
gained
a
lot
of
communication
skills.
I
have
to
talk
on
the
phone,
which
is
kind
of
scary.
O
For
me,
I
wasn't
expecting
to
talk
on
the
phone
at
all,
but
it's
definitely
taught
me
a
lot
of
communication,
especially
when
those
business
owners
are
older
than
I
am
so
I've
impacted
the
residence
and
community
of
Bloomington
by
I
type
minutes
from
Liquor
Commission
meetings
and
I've
attended
those
again
I've
answered
some
calls
to
business
owners
and,
like
other
people
that
want
to
be
transferred
to
the
city,
manager
or
stuff,
like
that
and
I
also
sent
reminders
to
businesses
when
they're
Insurance
expires
for
their
liquor
license,
which
is
I'm
a
good
fit
for
this,
because
I'm
21.
O
O
U
U
You
guys
probably
know
this,
because
she
does
link
everything
and
she's
super
moment.
While
I
was
here,
I
learned
a
lot
about
how
local
government
offer
rates.
I
did
not
know
that
the
city,
clerk
and
city
manager
were
the
only
required
Physicians.
Thank
you,
Leslie,
and
the
importance
of
all
the
Departments
and
working
together
to
make
one.
B
U
Item
happen,
like
Peak,
was
a
personal
nightmare,
so
I
don't
know
how
you
guys
do
that
every
day
and
also,
finally,
how
different
computer
programs
function.
My
generation
is
really
big
on
G
Suite,
so
Office
365
was
not
the
most
fun
thing
I've
ever
done,
but.
U
To
learn
Peak
and
then
pdfa,
which
the
K
Drive
is
almost
out
of
storage
because
of
all
the
pdfas
that
we've
been
doing
for
the
past
few
months
and
then
in
terms
of
impact.
We
drafted
city,
council
and
cow
agenda
so
like
that
memo
that
was
just
read.
Emily
and
I
wrote
that,
and
we
worked
a
lot
on
recording
meeting,
minutes,
archiving
important
files
for
attention
and
completing
a
huge
audit
project.
So
if
there
are
any
BNC
Liaisons
in
here,
you
received
like
many
emails
from
me.
I'm
very
sorry,.
U
Am
super
grateful
for
this
program.
I
feel
like
I
have
been
able
to
do
a
lot
with
local
government
and
look
at
the
ways
that
we
impact
each
other
on
a
daily
basis
in
ways
that
we
don't
usually
see,
because
if
the
emphasis
put
on
state
and
federal
government
and
I'm
super
grateful
to
this
program.
But.
U
P
U
C

So
my

I'm
I'm
in
the
city,
clerk
and
I've
learned
a
lot
of
stuff
this
past
a
few
months,
I've
learned
some
discipline
I
have
had
a
different
point
of
view
from
my
first
ever
like
job,
I,
guess
and
and
I've
also
learned
what
each
department
like
works
with
so
I've
also
impacted
the
community
by
sorting
some
Oaths
never
knew
how
to
do
that
before
also
sort
of
employers
and
then
sort
of
some
pdfas
and
I
renamed
them.
S
S
As
in
there's,
certain
positions
like
the
cap,
the
captain,
the
chief
deputy
chief
stuff,
like
that
and
filing,
is
just
pretty
simple,
like
I.
Just
scan
documents
show
them
and
stuff
like
that.
I
impacted
the
community
slash
prizes
in
South
Wilmington
by
assembling
300,
kids,
safety,
awareness,
packs
and
I
have
that's
it.
Thank
you.
W
Ashley
Brian
Mark
and
I.T
staff
for
giving
me
this
opportunity
to
enter
in
the
IT
department,
now
I've
seen
that
there's
there's
various
paths
in
the
I.T
Department
and
there
will
be,
though
there
will
be
many
careers
that
I
could
work
as
in
the
future
after
I
pursue
computer
science.
Some
of
them
include
computer
support,
cyber
security
and
networking,
and
in
a
couple
of
weeks,
I
will
be
officially
assuming
Senior
High
School
students
has
given
me
better
understand
signs.
I've
had
a
many
I've
had
many
projects
that
I've
been
a
part
of.

Hello,
my
name
is
Taryn
Shields
and
I
work
for
parks
and
rec,
so
I
teach
little
kids
I
play
tea,
while
they're
hard
and
like
I
also
work
at
this
I
also
work
as
a
slide
attendant
at
a
pull
out.
A
learner
from
his
job
is
how
to
interact
with
gays
and
have
family
creates
how
different
age
you
were
to
act.
I
mean
Hello
I'm
thanking
the
community.
Y
Hi,
my
name
is
Anthony
Kristin
I'm,
intern
mentored
in
the
public
works
department,
I'm
an
urban
planning,
major
and
I
sign
up
for
Public
Works,
assuming
that
it's.
Y
It's
perpendicular
field
understands
about
this
one.
Now
what
I
mostly
did
in
the
program
was,
you
know,
I,
do
inspections,
helping
people
file
paperwork.
You
know
very
office
things
very
things
in
the
public
record,
you
get
how
it
is,
but
I
met
a
lot
of
great
people.
Everyone
I
worked
with
was
amazing.
They
all
were
very
helpful
in
what
I
wanted
to
do
very
supportive
and
I
impacted
the
city
of
Wilmington
residents
by
well.
Y
Let
me
let
me
put
it
like
this,
why
I
want
to
do
planning
and
public
works,
and
things
like
that
is
I
only
have
80
years
on
this
planet
and,
in
my
opinion,
the
way
to
impact
people's
lives.
You
know
substantially
materially,
is
by
you
know:
everyday
quality
of
life,
standard
of
living,
Improvement,
improved
nature.
Y
We
need
the
mobility
in
today's
world.
My
story
has
just
started
and
I'm
happy
to
announce
that
I
am
just
getting
started.
This
is
not
going
to
be
the
end
of
my
Public
Works
career
and
my
generation
is
just
getting
started.
So
I
do
appreciate
the
council
and
the
city
and
everyone
that
helped
in
this
program
for
opening
those
doors
to
the
people
involved.
N
Ties
founder.
Excuse
me:
she
works
for
the
arena.
I
expressionally
love
her
product
here
for
my
girlfriend,
because
I
have
heard
him
say
it
before
never
say
you
have
a
problem.
We
only
have
challenges,
so
it
looks
like
she
learned
how
to
step
outside
of
her
comfort
zone,
be
more
open-minded
to
new
things,
develop
new
skills,
put
down
ice,
it's
huge
and
how
to
use
a
register.
She
made
an
impact
by
making
it
a
more
comfortable
space
for
everyone
to
enjoy
and
greeting
people
with
the
smile.
N
Z
I
impacted
the
residents
talking
to
the
children
from
the
little
Jewelers
about
their
time
on
the
ice
outside
they
were
and
time
I
gave
my
full
attention
to
the
customers
whether
they
had
had
good
or
were
happy
in
general.
Just
putting
a
smile
on
his
face,
I
mean
the
Jehovah
Witness
conference,
whether
it
was
telling
a
joke.
T
No
reason
to
be
nervous:
this
is
fantastic
hi.
My
name
is
Alyssa
Cagle
and
I
interned
at
the
Bloomington
Police
Department.
This
summer,
I
was
given
the
opportunity
to
intern
at
the
Bloomington
Police
Department.
My
internship
was
with
Sergeant
mowers
and
through
this
internship
he
had
taught
me
what
it's
like
to
be
an
officer,
but
not
just
an
officer
in
uniform
but
outside
of
the
uniform.
He
showed
me
what
it's
like
to
truly
care
about
the
community
and
what
efforts
go
behind
the
events.
T
Just
about
saying
that
you're
an
officer,
but
it's
about
going
out
there
and
putting
in
the
efforts
and
reaching
out
to
communities
who
don't
have
the
best
reputation
with
the
police,
she
showed
me
that
every
position
in
the
department
is
valued,
whether
it's
just
hearing
people's
complaints
or
it's
the
patrol.
He
showed
me
that
without
them
that
there
wouldn't
be
no
department
and
it
wouldn't
run
smoothly,
he
also,
let
me
take
photos
which
I
love
photos.
T
Happy
it
gave
me
the
opportunity
to
expand
my
growth
in
photography
and
just
reaching
out
to
the
younger
crowds.
I
was
able
to
impact
the
city
through
engaging
with
the
community
events
and
editing
the
photos
that
I
had
taken,
or
he
had
taken,
helping
out
with
the
office
and
handing
out
stickers
to
little
kids.
At
these
events,
I
was
able
to
hand
out
food
to
the
homeless
people
and
give
daily
Necessities
to
people
who
were
less.
T
We
also
went
on
neighborhood
walks
and
I
think,
especially
through
those
ones.
It
just
showed
that
they
do
care
about
the
community
and
they
don't
just
say
that
it's
not
just
a
check
box,
it's
it's
they
care
and
they
want
to
go
out
there
and
they
want
to
reach
out,
and
just
their
Sergeant
now
is
like
I
was
able
to
show
that
like
this
is
what
I
want
to
do.
This
is
where
I
want
to
be,
and.
AA
Now
I
was
working
on
this
spreadsheet
for
the
longest
time
ever
since,
like
the
first
day,
one
of
the
things
I
was
doing
was
this
spreadsheet
compiling
the
list
of
every
High
School
in
Illinois,
Michigan,
Wisconsin,
Iowa,
Indiana,
I,
think
there's
one
I'm
forgetting
but
I
can't
remember,
and
that
taught
me
that,
like
that
sheer
Euphoria
of
finally
finishing
it
just
like
not
like
long
tasks
when
they're
good,
but
it
is
so
worth
it
for
just
the
feeling
of
finally
getting
that
done
and
I
learned
that
it
takes
a
lot
of
effort.
B
AA
Spreadsheet
but
also
I
hung
out
with
the
first
Star
Academy
kids
during
two
tours
to
help
them
figure
out
what
they
want
to
do.
I
got
this
actual
kid.
K
K
AB
AB
Bending
project
management
and
how
contracts
are
made
in
kept
I
also
got
a
behind
the
scenes.
Tour
and
saw
some
of
the
animals
that
were
not
an
exhibit,
which
is
really
neat.
I
went
to
the
ministry
of
Court
hearings
and
met
some
very
interesting
people.
I
also
learned
that
the
hearing
officer
only
goes
it
goes
is
not
met
and
once
an
agreement
was
met,
I
brought
him
papers
to
sign
and
made
dog
or
made
copies
for
The.
AB
AB
In
the
workforce-
and
that
is
something
that
I
believe
is
really
important-
I
was
how
I
visited
the
community
is
I
made
a
database
of
650
's
case
files
in
the
past
seven
years
and
also
scan
them
all
online.
This
is
important
to
allow
political
Department
to
access
any
pass
file.
That
is,
questions
arise
about
from
anywhere.
This
was
a
time
consuming,
but
necessary
process.
I
also
went
through
three
cards
and
made
sure
that
the
money
that
employees
are
spending
are
benefiting.
AB
AB
AC
L
Hello,
my
name
is
David
Gary
and
I
work
for
the
finance
department
this
summer.
What
I
learned
was
life
skills
I
mean
what
I
mean
by
that.
Just
working
in
an
office
like.
L
How
I
impacted
the
Community
was
watching
and
seeing
the
checks
go
to
vendors
was
really
cool
to
see
big
numbers
and
things
like
that
bankruptcy.
AD
Oh
hi
I'm,
Alex,
Austin
I
work
with
the
zoo
in
Parks
and
Rec
and
I
learned
how
to
be
in
the
workspace
involving
food,
evolving
money,
social
skills
and
work
skills
I.
Thank
you.
The
residence
in
city
of
rooms
to
watch
certain
people,
food,
helping
people
navigate
around
the
zoo
and
making
snow
cones
for
kids
and
families
visiting
Museum.
Thank
you.
AE
I've
impacted
the
city
of
residence
of
Wilmington
by
sitting
on
the
team
down
for
certain
events
like
our
next
events,
Nitro
Circus,
which
we
have
them
but
help
people
guide
through
the
building
if
they
need
help
and.
N
So
I
just
one
last
slide.
This
was
today
Public
Safety
day
and
Emily
captured
some
photos,
and
so
I
do
want
to
give
a
shout
out
to
our
fire
and
police
departments,
because
it
was
a
full
day
for
them
as
well.
So
I
do
really
want
to
thank
them
for
that.
So
you
know
them
what
it
was
like
in
the
day
of
the
day
of
a
firefighter
paramedics
showed
him
what
it
was
like
in
the
day.
A
You
I
just
want
to
just
take
just
a
couple
seconds
just
to
say
thank
you
to
all
the
participants
I.
You
know,
I'm
glad
that
you
have
you
had
a
great
experience.
A
In
class-
but
you
know
in
in
Practical
terms,
you
know
it's
something
that
they
might
not
always
like
and
make
a
career
out
of
it.
So
I
think
this
is
a
great
opportunity
for
you
and
I'm
glad
that
you've
taken
advantage
of
it
and
are
willing
to
come
back
despite
the
long
spreadsheets
and
the
four
years,
and
everything
I
also
want
to
thank
the
the
staff,
those
who
served
as
mentors
that.
A
A
So
at
this
point
we
are
going
to
move
into
the
public
hearing,
and
this
is
item
6A
and
a
public
hearing
is
on
a
annexation
agreement
with
Bloomington
77
developments,
LLC
pertaining
to
property
commonly
located
north
of
West
Market
Street
Route
9
near
the
Eastern
terminusable
Peoria
Court,
consisting
of
more
or
less
as
requested
by
the
economic.

F
M
How
to
turn
the
floor
over
for
to
Melissa
on
the
economic
community
development
director
I'll
say
my
very
brief
comments
for
the
agent
Melissa.
J
And
I
never
been
a
long
way
of
city
manager,
Gleason
city,
council
and
City
staff.
We
want
to
personally.
Thank
you
guys
for
your
time.
This
evening
my
name
is
Phil
Hoffman.
With
my
partner,
William
Kofi
of
Bloomington
77
is
a
lifelong
resident
of
Bloomington.
Normal
I
can
tell
you.
No
one
is
more
excited
about
this
development
and,
more
importantly,
what
it
means
to
and
for
the
community
than
I
am
as
a
realtor
with
Coldwell
Banker
Real
Estate
Group
I
see
the
overwhelming
need
for
housing
daily.
J
We
are
tasked
as
professionals
and
Civic
leaders
to
help
in
any
way
that
we
can
I,
and
our
team
want
to
do
just
that.
This
project
directly
meets
the
needs
outlined
in
the
most
recent
Economic
Development
ongoing
narrative
on
housing
shortage
and
the
City
that
asks
us
to
accomplish
accommodate
a
broad
range
of
types
sizes
and
equitably
just
District
throughout
the
city.
J
This
project
meets
all
criteria
for
zoning
and
the
special
use
permit,
as
noted
by
the
unanimous
vote
by
the
Planning
Commission,
we're
not
asking
the
city
for
any
special
waivers
conditions
or
financial
incentives
from
the
city
as
part
of
this
annexation.
Agreement,
we
were
just
asking
for
an
opportunity,
good
use,
of
a
chance
to
help
a
positive
future
at
West
Side.
My
client
and
partner
William,
Kofi
and
I
have
been
researching
Bloomington
in
the
surrounding
area.
J
For
almost
two
and
a
half
years
now
we
have
had
countless
meetings
with
City
staff
Caribbean
and
the
EDC
to
gauge
the
need
and
interest
in
this
project
and
the
feedback
sentiment
and
research
has
shown
that
this
project
is
greatly
needed
in
our
community.
With
that
knowledge,
we
are
proud.
We
are
planning
for
approximately
790
house.
J
Bedroom
apartments
and
three
and
four
bedroom
townhouse,
along
with
plans
for
three
30
000
square
foot.
This
development
will
also
offer
clubhouses,
Recreation
and
other
gathering
places
for
residents,
as
well
as
a
truly
walkable
Community,
including
Recreation
Trails.
Our
team
has
been
in
contact
with
connect
or
dialogue
regarding
service
to
the
development,
as
well
as
reviewing
to
help
with
the
transit
issues
that
both
our
community
and
the
Employers
in
our
area
are
facing.
We
truly
are
striving.
C
A
A
That
is
what
we're
working
with
public
comment,
as
is
to
register.
A
A
Q
Q
Thank
you
very
much,
I'm,
not
sure
who
was
totally
responsible
for,
but
one
of
the
things
was
the
old
pantograph
building
and
the
homeless
encampment
that
had
grown
back
there
and
we
someone
put
up
a
fence
around
most
of
it
and
knew
those
people
out
as
an
update,
I'm,
letting
you
know
three
of
the
people
that
were
living
back.
There
are
now
living
in
the
doorway
on
the
Madison
side
of
what
is
it?
Q
Is
it
yeah,
Madison,
Street,
yeah,
two
bikes,
a
bunch
of
luggage
and
two
to
three
people,
but
we
really
thank
you
for
getting
that
up
and
getting
back
encampment
out
also
another
one
of
the
buildings
that
we
had
brought
up
was
on
West
Front
Street
and
that
was
between
the
police,
department
and
city
was
also
rectified,
so
we're
concentrating
one
by
one
in
our
area.
Trying
to
help.
Do
you
need
help
to
update
or
those
buildings?
Also,
thank
you.
Q
What
was
it
two
meetings
ago
you
passed
one
of
our
other
buildings
on
the
list.
Was
there
on
Morris
in
what
is
that
differences,
the
one
that
was
the
fire
anyway,
that
you
did
pass
or
they're
going
to
take
it
down?
I
think
was
97
thousand
dollars,
we're
seeing
more
and
more
where
we
know
something
is
empty
and
there
are
definitely
people
living
in
it,
so
we
will
be
coming
back,
but
I
think
you
profusely
for
helping
and
getting
something
done
about
some
of
the
areas
we
have
brought
forward.
Thank
you
very
much.
Q
E
C
A
And
before
I
turn
it
over
to
senior
manager,
Gleason
I,
just
kind
of
wanted
to
to
make
some
some
marks.
First
I
want
to
thank
staff
who
bringing
us
this
item
to
consider
was
stated
earlier,
realized
that
these
items
contain
can
take
work
and
what
we
see
culminate
here
here
in
just
20
20
presentations.
M
The
mouse
thank
you,
mayor
council
and
to
the
community.
Thank
you
to
the
person.
This
is
sort
of
the
first
public
face
and
step
in
this
process,
but
there
have
been
many
many
steps
behind
the
scenes.
A
lot
of
credit
goes
to
the
entire
city
staff.
Getting
us
to
this
point,
but
definitely
to
Melissa
on
and
her
team.
I
know
that
she
goes
the
extra
mile
in
Outreach
and
many
different
things
to
bring
something
like
this
before
Council,
so
that
it's
a
nice
package
for
Council
to
ultimately
consider.
We
recommend
approval.
Obviously.
I
I
AF
AG
Actually
kind
of
it's
not
short,
honestly,
you
know
it's
it's
pretty
rare
that
we
have
something
that
impacts.
The
entire
Community
is
fully
as
it
sounds
like
the
last
few
weeks
months.
How
many
units
we
are
short,
seven
thousand
eight
thousand
something
that
units
project
alone
represents
10
of
that
number,
so
I
think.
Actually
it's
an.
A
That
was
my
problem.
Thank
you,
mayor,
I'm
excited
about
this.
H
Project
and
certainly
see
it
as
a
benefit
to
the
Bloomington
housing
market.
You
know
and
I
really
appreciated
that
the
developers
studying
the
area
for
almost
three
years,
and
that
shows
me
notice
not
only
their
purposefulness
but
the
earnestness
in
which
they're
undertaking
this
project
and,
as
I
said
I
plan
to
support
it.
You
know
it's
a
really
large
undertaking
and
I
wonder
if
this
developer
has
completed
other
projects,
similar
scope
in
the
last
few
years,
either
in
Bloomington
or
in
Central
Illinois,
and
if
they
might
be
able
to
highlight.
P
It
below
good
evening,
my
name
is
William
Kofi
I'm,
part
of
gloomington
77,
along
with
Mr
Hoffman,
and
this
entity
was
created
recently
for
the
affordable
housing
crisis
plague
in
America.
But
we
have
a
team
full
of
people
from
high
expertise
who
who've
been
doing
this
for
years.
Over
35
40
years,
world
10
win
a
Consolidated
corporation
facade,
Construction
Corporation.
They
they
do
about
3500,
that's
their
bandwidth
per
year.
P
We
work
with
Albert
hope
who
was
on
track
to
build
twenty
thousand
affordable
housing
units.
We
have
an
architect
name,
Mr
Cromwell
who's
over
35
years.
He
also
deals
affordable
housing
units
as
well
as
Assisted
Living
centers.
So
we
have
a
really
really
strong
team
behind
us.
That's
that's
back
in
this
project.
That's
been
along
with
this
doorway.
We
also
have
a
dedicated
team
locals
such
as
Mr
Finland
group
Alyssa,
and
a
lot
of
people
from
the
local.
That's
actually
party
the
steps.
So
we
we've
done
our
we've
done.
A
E
But
I
would
hope
project
would
address.
E
E
E
E
But
over
the
long
run
the
city
will
have
to
maintain
it
and,
to
be
honest,
we
were
having
trouble
maintaining
what
we
have
with
the
allocated
funding.
So
you
know
that
is
mine.
AF
Great
question
and
I
think
I've
got
an
answer
in
that
regard.
Much
of
the
infrastructures
in
Virginia
there's
a
15
inch
diameter,
sanitary
sewer,
that's
already
on
site,
and
it's
it's
to
the
site
and
it's
adjacent
to
the
site.
With
this
as
what
this
project
does,
it
is
repay
some
of
that
investment
that
has
been
made
15
inch.
Diameter
of
sanitary
is
very
large
easily.
It
publishes
handling
this
this
loading
and
then
in
that
area
as
well,
is
a
16
inch,
diameter
water
main
along
Market
Street.
So
what
we
did
we
looked
at.
AF
You
know,
of
course,
in
the
performa
we
needed
to
look
at
what
the
with
the
tap
on
fees
would
be.
What
costs
are
involved
that
would
be
seen
by
the
city
and
when
you
had
it
all
up,
the
payback
literally
to
the
city
is
in
excess
of
1.4
million
dollars
and
and
I
was
hopeful,
believe
it
or
not
that
that
question
might
come
up
because
I
think
it
is
a
good
opportunity.
AF
You
know
to
meet
the
need
for
housing,
that's
it's
desperate
and
then
at
the
same
time
not
impact
the
city.
It
could
be
viewed
as
urban
sprawl,
but
it's
not
it's.
No,
it's
not
an
infill.
You
know,
you
know,
you
know
in
a
donut
hole,
it
is
on
the
edge,
but
that's
where
it
needs
to
be
for
the
housing
for
Rivia,
so
we're
told,
but
by
the
same
token
the
pipes
are
there
and
the
pavement's
there
with
Route
9.
AF
So
what
I
did
I
I
itemized,
that
1.4
million
and
for
that
sanitary
sewer
investment?
That's
already
been
made
this
project
repays
over
time,
422
thousand
dollars
for
the
water
main
it
is
the
water
main
is
similar
to
cost
parts,
would
see
fees
of
some
446
thousand
dollars.
AF
Inspection
fees
for
the
project
you
know
for
the
for
the
two
percent,
that's
necessary,
is
do
short
of
a
quarter
million
dollars
and
then
there's
annexation
fees
that
are
235
000.
So
it's
really
a
it's
really
a
partnership,
because
the
pipes
are
there,
the
pigments
there
and
those
kind
of
things.
It's
a
good
question,
but
in
this
case
luckily
the
money's
been
spent
and
then
I
think.
E
Thank
you
for
that.
I
did
read
in
the
packet
that
the
cost
and
memory
what
I'm
saying
is
that
we
will
be
adding
infrastructure.
You
mentioned
the
underground,
that's
going
to
be
done,
the
developer's
going
to
pay
for
that,
but
once
it's
handed
over
to
this,
the
world
right
be
responsible
for
maintaining
it
for
the
next
15
years
there.
So
that
is
always
my.
C
You,
please
call
the
rule
me
too,
so,
just
to
so
everybody's
on
the
same
page
motion
there
was
award
and
the
second
year
was
money.
C
AH
A
And
next
item
on
the
agenda
is
item
10
and
finance
director's
report
and
turn
over
to
City
management.
Thank.
M
You
mayor
Council
to
the
community
Finance
directors
report.
We
are
three
months
almost
three
months
up:
yeah
and
the
close
FY
23
and
then
tonight
in
the
Finance
director's
report
under
the
wrapping
I
guess
closing
the
book
23
and
then
this
time
next
month,
we'll
start
talking
about
the
first
quarter,
ending
FY,
24,
Scott.
AI
AI
AI
Inflation
of
course
drove
a
lot
of
the
tax
revenues
up
and
I
mentioned
this
before
it's
a
double-edged
sword
what's
been
official
to
local
governments.
You
know
it's
tough
for
the
consumer,
but
you
can
see
that
bottom
line
number
there
of
the
15
million
dollar
over
budget
for
our
major
tax
revenues.
But
this
really,
you
know
just
to
kind
of
have
a
flavor
for
the
year
as
opposed
to
going
into,
provided
us
really
the
opportunity,
with
our
funds
impact
on
the
long
term,
positive
impact.
AI
AI
Bring
those
accounts
accounts
a
safe
potential,
potentially
interest
costs,
cost
ex-like,
please
so
no,
no
material
changes
here,
I'm
just
highlighting
in
that
the
projected
budget
adjustment
columns,
the
15
plus
million
dollar
adjustment
to
the
tax
column
or
the
tax
row
that
we
just
discussed
for
the
major
tax
revenues
like
I,
said
we're
going
to
roll
through
these
pretty
quickly.
Next
slide,
please
the
general
fund
expenditures
highlighting
here
that
bottom
line
number
last
month
it
was
42
million
it's
a
little
under
42
right
now
at
least
we're
still
having
some
adjustments
going
to
go.
AI
Very
strategic
use
of
those
literally
saving
the
other
Enterprise
funds
of
the
city,
millions
and
millions
of
dollars
related
interest
by
using
for
this
slide,
I
wanted
to
kind
of
get
into
the
details
a
little
bit
as
far
as
like
how
the
slide
is
set
up,
the
year-to-date
actual
column.
You
can
see
it's
on
17
point,
but
then
looking
down,
we
have
in
conferences.
AI
K
AI
You
added
the
117.9
million
plus
plus
four
million
you're
at
the
122
122
million
dollars
in
total
expenditures.
We
have
to
manually
ads
or
not
year-to-date
actual
numbers,
but
that's
how
we
kind
of
but
again
42
million
dollars
projected
fy24
we're
looking
at
59
million
dollars
for
a
general
fund,
Reserves
for
FY
23,
reiterating
very
fortunate,
the
city
of
Bloomington,
very
strong
local
economy.
AI
Yes,
there's
been
an
impact
from
inflation,
but
we
are
fortunate
with
the
employers
and
the
activity
such
as
we've
heard
tonight
next
slightly
and
then
the
Enterprise
funds,
no
material
changes
here,
I
believe
Chris,
Tomlin
sort
of
reviewed
the
year-to-date
gain
loss.
You
can
see
in
sewer
and
storm.
We
have
positive
year-to-date
activity
of
2.5
million
2.2
million.
AI
But
when
you
look
down
you
can
see
the
budget
induced
or
the
budget
capital
projects
was
4.8
for
sewer
and
2
into
the
Locust
Colton
project
was
about
four
and
five
was
budgeted:
FY
23
it
got
bumped
out
to
24.,
so
those
funds
were
not
used.
That's
why
we're
ending
the
year.
You
know
with
positive
numbers
in
those
categories.
AI
Next
slide,
please
so
moving
on
to
fy24
those
numbers
that
we
just
went
through
for
halfway.
23
did
not
change
material
from
last
year,
so
wanted
to
just
kind
of
roll
those
fy24
there's
a
there's,
a
lag
in
revenues,
and
that's
one
of
the
reasons
year
end
April
review
three
months:
sales
tax.
We
don't
perceive
sales
taxes
from
the
state.
AI
K
AI
We
have
28.5
million
dollars,
budgeted
in
total
for
Pro
sales
tax
for
the
week
last
year's
budget
was
27
.,
so
you
can
also
see
the
variability
within
the
months
throughout
the
year.
The
biggest
Peak
you
know
showing
in
January
is
really
related.
It's
the
holiday
season,
Christmas
time
we
have
information.
AI
AI
K
AI
What's
happening
in
the
economy,
IML
I'll
discuss
that
in
a
second,
they
come
out
with
predictions
for
local
government
preservative
fund
like
for
impacts
and
things
of
that
nature,
but
it
helps
us
kind
of
build
in
that
month
of
variability
here
at
the
state
fee
and
the
highlighted
pedestal
that
you're
still
charging
us.
You
know
all
local
governments,
1.5
percent
of
total
sales
tax
is
kind
of
a
processing
fee.
So
that's
30.
You
know
37
000
a
month
so
doing
the
math.
You
can
see
that's
a
material
item
that
you
know
basically
from
the
year.
AI
AI
So
state
sales
tax,
so
this
is
the
city's
one
percent
share
of
6.25
base
state
state
tax,
so
same
comments
related
to
seasonality.
We
use
the
same
worksheet.
It
relates
to
the
historical
data
going
back
in
2005,
looking
down
the
left
column,
and
you
see
that
we
have
8
million
dollars
for
state
sales,
tax
revenues,
a
budgeted
and
16.5
for
fit
that
up
a
little
bit
more
state
sales
tax.
You
know
it's
more
impacted
from
from
inflation
in
groceries,
you
know
food
costs
and
things
of
that
nature.
AI
So
that's
why
that
went
up
year
over
year.
You
can
see
last
year
for
the
first
month,
year-to-date
last
year
was
one
point:
five,
five
six
one
thing
I
didn't
highlight
on
home
rule
that
I
wanted
to
go
through
briefly,
if
I'm
tired
of
me
here
saying
this,
but
the
delay
in
sales
tax
so
use
an
example.
AI
You
know
if
a
sale
occurs
in
April
the
retailer
will
submits
that
to
the
state
via
their
tax
forms
in
May
state
tabulation
in
June,
and
then
they
pay
us
in
July
and
then
our
Revenue
recognition
says
we
can
only
retro
recognize
two
months.
So
we
don't
put
it
back
to
the
full
three
months
prior.
It
just
goes
two
months
ago,
so
we
kind
of
have
a
one
month
before
showing
that
was
made.
Revenues
that
we
show
are
really
for
April
sales.
AI
AI
Income
tax
revenues
papers
here
so.
AI
AI
Looking
at
the
left
column,
we
do
have
some
seasonality
here.
This
is
dependent
on
tax
payments
by
corporations
and
individuals,
and
this
can
kind
of
vary
tremendously.
So
this
is
our
best
budget
up
by
one
million
dollars,
and
this
is
one
category
that
IML
the
school
league.
They
they
do,
projections
based
on
purpose
or
utilize.
Those
legit
you
know,
rely
on
them
100,
but
they
do
offer
us
a
so
looking
at
year
over
year.
You
can
see
that
we're
about
two
point.
AI
Two
point:
last
year
we
were
right
around
two
million
dollars,
so
it's
it's
really
pretty
pretty
static
from
year
to
year.
So
far,
it's
like
these
food
and
beverage
tax
revenues.
AI
The
note
there's
a
city
overseas
funds
boxing
one
month
of
the
rears.
Another
explanation
is
to
the
delay
in
some
of
the
reporting
that
we
have
so
Amaze
retail
activity
is,
is
required
to
be
submitted
on
the
tax
return
to
the
city
by
the
25th
of
the
following
month.
AI
So
that's
June
20
that
it
takes
us
a
couple
of
weeks
to
tabulate
those
so
we're
looking
at
early
July
of
the
time
by
the
time
we
have
Revenue
realize
you
know
for
calculated
for
the
month
of
May
year
to
year,
you
can
see
where
491
versus
458
last
year
it
you
know
these
are
very
strong
numbers.
They've
been
going
up.
AI
The
Bloomington
is
a
very
robust,
robust,
I
think
restaurant
activity
and
people
here
in
our
in
our
community
like
to
go
out
to
eat
inflation,
has
definitely
driven
these
sales
tax
revenues
up
watch
it
up
from
5.1
4.5
million
dollars
and
23
to
5.1
million
24.
You
can
see
in
FY
23
Second
to
the
right
column.
Over
there
we
realized
5.6
million
dollars
at
FY
23,
so
our
budget
for
24
is
actually
down
Internationals,
but
I've
mentioned
this
before
we
do
want
to
be
projected
into
the
next
year.
AI
There
really
isn't
a
lot
of
seasonality
in
those
local
motor
field,
tax
numbers-
you
would
think
you
know
notification
times
and
stuff
like
like
really
more
of
a
straight
line.
So
when
we
take
that
budget
we
just
minded
during
the
year
of
333
thousand
dollars,
38.7
positive
over
a
positive
variance
from
a
and
also
you
know
we're
over
FY
23.
P
AI
AD
AI
AH
AI
Month
well
for
the
coming
year,
I
believe
our
budget
is
okay,
10
million
dollars,
so
four
million
dollars
or
10
million
is
coming
from
the
motor
fuel
tax,
so
a
home
rule
or
I
think
believer
subsidizing,
two
million
dollars
from
harpa
from
fy24
and
then
going
out
the
future
years,
we're
The
General
with
general
fund.
That's
where
the
rest
is
coming
from.
AH
So
just
want
to
follow
up
on
the
comments
from
Council
earlier,
which
I
certainly
agreed
agreed
with
challenges,
maintaining
our
current
students
and
flocks
you,
you
can
all
share
stories
from
our
boards
about
that
and
I
I'm
wondering
Scott.
AH
A
M
And
to
the
community
I
think
we
have
four
slides,
maybe
more
and
then
I
have
a
couple
of
follow-up
comes
downtown
events.
Pride
Fest
is
coming
up,
July
29th,
it's
this
coming
Saturday
and
then
we
have
a
concert
on
August
5th
and
that's
in
the
downtown
and
troubles
reading
the
screens,
the
downtown
Square
next
slide.
Please
brought
some
bags.
This
is
August
4th
and
it's
11
A.M
to
9pm
Square.
Again
then
August
First
Friday
is
downtown
dog
news
for
it
next
slide.
M
M
M
Meredith
with
marketing,
Parks
and
Rec,
thank
you
very
much
for
the
assist
and
is
that
in
on
the
slides,
okay
and
then
broke
work
for
the
community.
This
is
going
to
be
home
I
as
we
do
the
council
chambers
renovation
until
September.
M
M
A
A
A
Staff
member
works
with
groups
from
various
from
emerging
countries
so
and
trainees,
and
on
a
number
of
various
issues,
whether
it's
your
physical
management
project
management
agriculture,
so
they
reached
out
to
me
wanted
to
which
is
to
get
together
with
staff.
So
staff
could
spend
some
time
explaining
rations
function.
A
A
A
Anniversary,
and
so
everyone
is
definitely
welcome
to
really
get
prepared
to
go
up,
because
that
definitely
they've
shown
us
so
much
kindness
and
told
that
their
hospitality
is.
AG
AG
I
also
just
wanted
to
give
a
shout
out
to
economic
and
Community
Development
put
to
the
Ida
funds
and
helping
with
the
HVAC.
AG
Early
May
I
happen
to
be
about
the
name
of
the
neighbor
who
I
specific
Ally
switched
out
to
and
Enbridge
to,
and
she
very
very
grateful
very
excited
to.
AG
AG
F
Parole,
mental
health,
behavioral
health,
everybody
together
to
try
and
combat
this,
and
they
got
together
with
Dr
Frank
back
in
Searchers
at
ISU
to
look
at
data,
and
they
decided
part
of
that
initiative
that
the
best
way
to
reduce
the
violence
was
to
focus
on
a
specific
Group,
which
was
the
emerging
adult
group.
K
F
F
What
do
we
think?
What
do
you
think
we
should
keep
doing
to
help
other
people
getting
into
the
adult
system?
It
was
very
interesting,
the
things
that
they
really
said
they
needed
when
they
offended
as
an
adult
or
as
a
youth.
They
needed
parental
support,
pushing
them
in
the
right
direction
to
to
rebound
from
the
mistakes
they
needed
more
father
involvement
they
to
be
involved
in
extracurricular
activities,
they
needed
supported
the
schools
and
they
needed
mental
health
support.
F
F
V
F
F
So
that's
where
the
meeting
generally
went
as
far
as
the
history.
But
then
the
question
did
come
up
about
our
recently
past
committee
and
they
all
acknowledge
the
the
parallels
and
they
said
very
clearly
that
they
wanted
to
be
involved
with
us.
They
offered
judge
kostigan
and
Frank
both
talked
to
me
individually,
but
will
Scanlon
who
runs
it.
F
He
said
if
you
need
them
to
come,
talk
to
council
and
give
input,
give
data,
give
anything
ask
we
will
be
there
and
if
the
people
from
the
committee,
once
it's
formed
when
I
come
and
sit
in
on
the
these
meetings,
whether
it's
the
executive
meeting
that
happens
monthly
or
quarterly
meeting,
they
can
bring
it
in.
They
even
requested
that
we
write
into
this
group
that
we
just
want,
as
part
of
their
Charter,
to
collaborate
together
to
get
larger
groups
of
groups,
others
so
I.
F
Receptiveness
for
all
the
groups
involved
and
just
asked.
