maximize
the
impact

respect

civility
and
focus
on
city
issues.

of
my
family.
My
name
is
save
a
day
brother
of
jelani
day
and
also
older
brother
of
my
siblings
me
and
jelani
are
two
years
four
months
and
30
days
apart
in
age
by
the
time
jelani
finished
high
school.
He
was
taller
than
me
and
my
older
brother
deandre,
and
he
told-
and
he
had
the
confidence
that
could
motivate
you
on
your
worst
day,
whether
it
was
school,
whether
it
was
music,
whether
it
was
sports
or
even
food.
We
competed
and
strived
to
be
better
than
one
another.

Bereaved
parents
reported
more
depressed
symptoms,
poor
wellbeing
and
more
health
problems
and
were
more
likely
to
have
experience
of
depressive
episodes
and
marital
disruption,
then
were
comparison
in
comparison
to
being
parents.
Recovery
from
grief
was
associated
with
having
a
sense
of
life
purpose
and
having
an
additional
child,
but
was
unrelated
to
causes
of
death
or
amount
of
time
since
the
death.
The
results
point
to
the
need
of
defection
and
introvert.

experienced
like
lasting

cameras

purchased

use

months

how
is
the
bloomington
technology
commission
involved,

is
there

way

get
that
commission
involved
in
what
this
data

look

even

decisions

bloomington
police
department?

received

bloomington
police

bloomington

police
department's
mission
is
to
work

a
partnership
with
the
community
members
of
bloomington

enforce

laws
and
to
enhance
the
quality
of
life
in
this
community.

Since
jelani
was
a
part
of
this
community,
his
disappearance,
the
po
and
involving
his
experience,
this
police
department
has
not
worked
in
a
partnership
with
the
community
or
the
immediate
family
of
jelani
day.
The
bloomington
police
chief
jamal
simmington
has
contacted
me
only
two
times.
The
last
time
he
made
contact
with
me
was
october
13th
of
2021.
I
That
is
not
someone
that
is
showing
me
that
I
am
important
that
jalani's
life
was
important.
That
this
case
has
been
important,
remain
confident
that
somebody
knows
something
somebody
seen
something
and
that
those
somebodies
will
be
held
accountable
for
the
death
of
jelani
day
beyond

january

stating
that
the
bloomington
police
department
has
all
video
coverage

jelani
day
to
the

this
day

video
coverage

not

shared

my

technology

how

deployment

backup

for
this
proposal
suggest
that
placement
will
be
in
high
crime
areas
and
locations

traffic
accidents.

general
language
should
not
be
a
formula
to
monitor
the
everyday
activities
of
black
and
brown
communities
by
building
an
electronic
moat
around
these
neighborhoods

the
city
council
must
insist
on
an
annual

alpr

license

increased
community

communities

fact
regret
their
decision

deploy
these
systems
finding
the
increased
surveillance
has
brought
more
harm

departments
need

clarify

alpr
data

tech
moats
around
communities

police
departments

disclose

planned
locations

alpr

that
we're
rushing
into
a
multi-year
contract
that
will
cost
taxpayers
more
than
fifty
thousand
dollars
with
no
trial
period
or
public
transparency
until
bloomington
residents
can
be
assured
that
flock
safety
or

other
alpr
provider
will
improve
our
community
instead
of
selling
us
fear.

ask
that
this
topic

removed
from
the

people
in
that
neighborhood
beg

cameras

been
asking
for
it

hershey

been
begging
for
this
and
you
know
just
listening

them
say
we
need
this
help
to
protect
our
neighborhoods
and
to
make
us
safe.

was
very,
very
excited
for
it.

that
cameras

have
helped

placed

community

those

there

be
limitations
on
data
storage
and
in
terms
of
the

policy

practice
for
how
we
use
them,
they're
not
to
be
used
for
traffic
stops
or
other
other.

want

call
them
smaller
crime
crimes,
but
that
used
to
be
used
for
major
crimes,
things
like
missing
persons,
things
like
homicides
and
shootings
and
robberies
and
assaults,
etc,
etc.

that

gladly
share
it

this

can
share
it
tonight

you

choose,
but
wanted
the
public
to
know
that
at
the
end
of
the

we
believe
that
these
cameras
are
going

a
vital
tool

solving
crimes
throughout
the
community,
not
just
in

not
targeted
to
any
one
area.

all,

secondarily,
we've
seen
successes
through
their
use.

other

where
we've
used
camera
data
to
literally
get
the
information
that
we
need
to
solve
a
crime,
we
have
partnered
with
other
communities
using
the
plate,
readers
to
solve
crimes
as
well.
So
just
want
the
public
to
know
that
again.

it
is
the
council's
direction
to
table
things,
we
completely
understand
and
we'll
react
accordingly,
but
the.

To
add
to
that,
our
other
video
footage,
that's
provided
by
businesses
and
or
residents
at
times
we're
we're
combing
through
that
video
numerous
days
several
hours,
hundreds
of
man
hours,
sometimes
for
specific
cases
when
this
technology
is,

very
efficient
and
effective,
and
we
will
use
it
accordingly.
There
will
be
a
policy
developed.
We
are
looking
at
best
practices
throughout
the
nation
and
pulling
those
best
practices
to
put
those
into
a
policy.

first

granted,

purchase
these

illinois,

be

second
agency

have
a
dashboard
that
will
display
what
uses
that
technology
has
provided
for
us
and

will
also

officer

have
access
only
specific
detectives
and
supervisors,

then
we
will
audit
and
provide
reports
back
on
an
annual
basis
to
ensure
that
we
are
being
very
transparent

its
use

effectively

commission
has
been
working
on
privacy
policies
for
many
of
the
things

city

because

we
move
forward

to
keep
using

technology,

forward
to
make
operations
as
streamlined
as
possible
and
keep
costs
down,
and
so
the
privacy
policies
and
the
use
of
data
policies
around
everything
that
we
do
are
going
to
continue
to
be
important.

obviously
seen

event

been

successful

our

of
events

our
team

downtown
merchants

spent

lot
of
time
there
here
recently,
but
it's
an
active
place
and
it's

It's
we're
excited
about
some
of
the
things
that
are
happening
there
and
going
to
be
happening.

know
that
I've
been
asked

questions
and
unfortunately,
as
members
of
the
city
council,
there's
things
like
this-
that
we're
not
allowed

comment
on
with
an
ongoing
active
investigation.

you
know,
I
think
it's
a
priority

members
of
the
city
council
to
keep
pushing
forward
and
hopefully
find
out
all
the
details
and

make
this
a
solved
thing,

so
the
family
gets
resolution
in
terms
of
what
happened,
but
there's
just
there's
some
pretty
serious
limitations,
what
we
can
and
cannot
say
as
council
members,
and
so
you
know
we
we
definitely
do
want
to
see
resolution
to
this,
and
we
want
it
to
be
as
soon
as
possible,
but
we,
we
can't
say
a
lot
on
that
other
than
that.

other
thing
I
would
mention
to
everybody
is:
please
stay
safe.
Obviously,
covid
has
not
gone
away.
It's
gotten
worse,
it's
back
with
the
vengeance
right
now,
so
back
to
the
basics
that
we
all
learned

kindergarten
right
is,
you
know,
cover
your
face
when
you
cough
and

wash
your
hands
a
lot
stay
safe,
stay
socially
distant
when
you
possibly
can,
and
if
you
feel
like
you've
got
the
symptoms,
you
know
make
sure
that
you're
you're
protecting
those
around
you.

I
both
were
diagnosed
positive
with
covid
a
week
ago,
and
it
was
more
like
two
weeks
ago
now
and

was
not
a
fun
time,
and
so
it
is
in
our
community.

know
many
people
have

positive

now,

be
as
safe
as
you
possibly
can.
