Stacey
Ashley
is
completed
her
probationary
period
and
is
well
on
her
way
to
being
one
of
our
most
active
and
dependable
officers.
Officer
Stacey
was
a
three-sport
athlete
in
high
school,
those
sports
being
volleyball
basketball
and
track
and
field
in
high
school
track.
She
was
a
three
time
state
champion
twice
for
the
long
jump
once
for
the
200-meter
dash.

obtained
her
Bachelors
of
Arts
in
criminal
justice
with
a
minor
of
woman
and
Gender
Studies
from
there
she
went
to
Illinois
State
University,
where
she
obtained
her
Masters
of
Science
and
criminal
justice,
with
a
focus
on
human
trafficking
and
sexual
assault
and
a
graduate
certificate
in
women
and
gender
studies
prior
to
starting
at
BPD.
She
did
two
internships,
one
with
the
Illinois
State
Police,
the
other,
with
the
state
of
Michigan
human
trafficking
task
force
she's
here
with
her
girlfriend

foster

enjoys
reading
working

and
traveling.

Stacy
has

firefighter
in
Nevada.
He
pursued
his
paramedic
license
to
the
McLean
County
EMS
system.
Derek
has
is
the
youngest
of
three
sons
whom
all
are
firefighter
paramedics.

Peoria
firefighter
and
Nathan.

sometimes

usually
get

answers
right

sometimes
even
solve
problems
right
on
the
spot.
So
if
you
want
answers
etc,
that's
where
you
go,
but
the
public
comment
is
again
up
to
three
minutes
to
speak
on
whatever
you'd
like
and
we
have
one
person

since
I
have
three
minutes
might
sound
fast.
Okay,
unemployment
in
McClain,
County
went
from
three
point.
Six
two
point
four
point:
four
and
a
major
employer
is
making
changes
that
will
have
a
negative
impact
on
the
community.
The
traditional
message
method
for
measuring
the
burden
of
property
taxes,
look
at
the
households
property
tax
bill
and
compared
to
the
home's
value.
Illinoisans
pay
the
highest
property
tax
in
the
nation
at
2.7
percent.
H
The
unfortunate
reality
is
that
Illinois
incomes
have
been
stagnant
for
years
and
falling
when
you
consider
the
impact
of
inflation,
Illinois
property
tax
bills
for
households
have
three
times
faster
than
household
incomes.
Since
2000,
that
means
more
of
our
hard-earned
income
is
going
towards
property
taxes
and
less
towards
groceries.

College
tuition,
retirement
savings
in
2017,
6.7
3%
of
household
incomes
went
towards
property
tax
up
from
4.3
in
2000,
I
proposed
the
following:
be
careful
with
these
creative
financing
hiding
things
the
city
should
be
in
the
business
of
providing
quality,
basic
services,
emphasis
on
basic
and
not
luxury,
don't
replace
a
pool
with
an
aqua
facility
to
compete
with
normal.
The
console
should
remove
I,
say
just
replace
the
pool.
The
console
should
remove
all
yearly
automatic
fee
and
tax
increases.
The
console
should
justify
these
increases
when
needed.

Instead
of
putting
automatic,
unjustified
increases
and
burdens
on
the
taxpayers,
most
taxpayers
don't
get
a
five
percent
yearly
increase
in
wages
and
most
pensions
are
fixed.
Unlike
government
workers,
major
expenses
should
be
put
to
the
vote
in
the
form
of
a
referendum
to
get
enough
input
to
make
the
decision
don't
rely
and
hide
behind
handpicked
committee
recommendations
and
expensive
consultants.
We
know
what
the
consultant
will
recommend
spent
since
then.
Also
things
like
the
welcoming
City
and
section
or
any
City
ideas
should
be
put
to
the
referendum
to
get
true
input.

Where
is
cost
justification
for
a
new
library,
Sports
Complex,
half
million
arena
maintenance
raised
private
donations
like
B
CPA
did
for
these
things.
Do
you
know
how
much
we
spent
on
the
sister
city
boondoggle?
How
much
in
travel
and
food
expenses
did
it
cost
to
fly
people
to
China
in
the
last
ten
years?
Don't
take
surpluses,
especially
that
are
generated
by
fee
increases
and
just
find
something
to
spend
it
on
return
surpluses
to
the
taxpayers.

principle
the
council
should
have
is
to
strive
to
reduce
property
taxes,
fees,
gas
taxes
and
other
sales
taxes,
and
not
continually
keep
increasing
them.
We
have
had
several
revenue
and
fee
increases.
Lately,
I
heard
of
a
surplus
of
$500,000
there's,
also
a
$300,000
savings
from
consulting
and
public
works
and
water
departments.
The
general
fund
is
not
anticipated
to
be
an
ongoing
source
of
revenue.
I
heard
stop
right
there.
That
should
be
the
red
flag,
but
instead
I
hear
the
surplus
will
allow
the
Consul
to
complete
some
small,
smaller
capital
projects
spend
it.

mayor
I
received
several
emails
concerning
this
item.
The
summary
in
our
packet
does
not
show
that
this
item
first
came
to
the
Liquor
Commission
in
June
of
2018,
and
at
that
time
commissioner
bait

bait
all
had
concerns.
He
stated
in
his
opinion.
This
is
not
a
good
spot
for
it.
Commissioner
Powell
stated
it
is
unfortunate
that
the
area
has
changed.
She
is
uncomfortable
with
approving
the
liquor
license
and
then
you
went
on
to
say
that
is
the
liquor
commissioner
and
mayor
with
the
divided
Liquor
Commission.
I

was
it's
shown
that
15
to
20
percent
of
the
sales
will
be
attributed
or
are
attributed
to
alcohol.
I
have
stopped
in
at
this
facility.
It's
at
the
corner
of
Hershey
and
Route
9.
It's
a
very
well
maintained
facility.
It's
clean!
It's
neat
good
customer
service,
which
is
also
a
theft
deterrent,
but
I
have
to
believe
that
more
than
15
percent
of
their
sales
15
to
20
percent
of
their
sales
come
from
alcohol.
Just
based
on
the
inventory.
I
Over
half
of
the
selling
space
is
related
to
alcohol,
whether
it's
wine,
when
you
first
go
in
whether
it's
11
of
the
18
coolers
that
hold
dear
the
alcohol,
that's
at
the
front
by
the
cash
register,
so
I

don't
know
that
we
can
deny
this
license.
But
I
just
feel
that
when,
when
we're
looking
at
potential
liquor
licenses,
we
should
have
accurate
information
and
I.
Don't
feel
that
this
was
accurate
information
just.

a
public

this
case,
there's
been,

been
at
least
one
public
hearing,

this
particular
application
instead

circumstances

hasn't

wasn't

testimony
provided
against
it
at
that
hearing
in.

anticipated
originally,
but
we
think
it's
good
value
that
we
take
it.

that

intersection

looked

approval

we
can
do
the
design
work

this
intersection.

favorable
trends

revenue

pick

couple

revenue
categories

month

sort
of
highlight
this

draw

attention
to
the
utility
tax
line,
we're
up
thirty
four
thousand
dollars,
but
what's
underlying
that
is,
we've
got
electric
water,
gas
and
telecom.
The
electric
water
and
gas
they're
up
$175,000,
combined
Telecom
is
under
budget
one
hundred
and
forty
one
thousand
dollars.
It's
been
going
down
steadily
over
the
last
few
years.

think
everyone's
probably
understands.
Why
that's
the
case,
you
know
people
moving
away
from
landlines
are
contacted.
The
Illinois
Department
of
Revenue
also
says
it's.
It
may
have
something
to
do
with
the
way
the
cellphones
are
packaging,
their
services.

you

you're
paying
$200
a
month.
You
know
how
much
of
that
is
actually
the
telephone
versus
data,
etc,
etc.
So
it's
having
a
significant
impact
on
that
line.

is
helping
us

until
last
month,
I
had
just
updated
the
revenue
line
and
the
salaries
and
benefits,
and
a
couple
of
other
expenses
we're
starting
at
eight
months
in
now,
so
we're
we're
looking
at
each
line
and
trying
to
do
a
projection.

So
that's
why
there's
a
decrease
in
that
line
as
well
moving
down
salaries,
the
vacancy
savings
one
thing
I
wanted
to
highlight
was
you
know
you
can
see
that
benefit
shows
pod.
Like
$100,000
addition
to
the
budget,
the
issue
there
is,
we
have
work
comp
payments,
and
so
it
really
that's,
it's
really
just
a
salary
payment,
but
it
gets
classified
as
a
benefit.
So
that's
not
an
increase
in
benefits.
You
know
in
health
insurance
and
that
type
of
thing
it's
really
kind
of
an
accounting
and
now
anomaly.

you
could
almost
offset
that
to
the
salaries,
but
I
wanted
I
wanted
to
highlight
that
the
contractuals
one
of
the
material
items
that
was
reduced
in
that
line
item
was
be
an
advantage,
was
taken
down.
We
originally
budgeted
three
hundred
sixty
four
thousand
dollars
for
that
through
discussions
with
him
that
was
taken
down
to
125
thousand,
that
was
in
contractuals
last
year.
So
that's
the
most
significant
portion
of
that
decrease.

didn't
really
want
to
capture
that
until
we
were
eight
months
in
because
that's
another
large
category,
where
we
could
have
some
training
going
other
directions.

wanted
to
comment
on.
You

also
some
of
the
some
of
the
issues
that
when
it
comes
to
projections
that
we
encounter
it's
just
like
you
know,
what's
happening
outside
was
snowing.
You
know
the
snow
and
ice
Department
of
the
general
fund.
I
wanted
to
give
you
a
couple
of
statistics
here.

The
overtime
for
snow
and
ice
has
ranged
from
three
hundred
thirty
two
thousand
dollars
over
budget
in
2014
to
just
$52,000,
actually
total
three
hundred
thirty
two
thousand
dollars
total
in
2014
to
52
thousand
dollars
in
2016.
So
you
know,
we
can't
predict
mother
nature
and
you
can
see.
That's
that's
a
really
material
movement.
So
our
projections
we
do
the
best
we
can,
but
sometimes
you
know,
there's
there's
certain
things
that
popped
up,
that
you
just
have
no
control
over.

Oh
and
I
want
to
highlight
most
I-
guess,
maybe
not
most
importantly,
but
with
all
the
adjustments
that
we've
done.
We've
done
in
the
projection
column
that
our
projected
surplus
at
this
time
has
gone
from
1.2
million
up
to
about
1.5
million
for
2019,
okay
and
then
just
with
the
enterprise
funds.
I
just
like
to
highlight
it's
hard
to
see,
but
the
annualized
trend
target.
If.

could
just
just
clarify
one
thing
before
we
go
to
the
enterprise
funds,
and
that
is
in
terms
of
property
taxes.
I
mean
you
have
taxes
just
there
have
been
in
public
comment,
a
question
about
property
taxes
and
but
we've
not
had
an
increase
in
property
taxes
in
Bloomington
in
over
11
years,
and
actually
that's
been
slightly
decrypted
as
the
city
of
Bloomington
Speas,
at
that,
like
my
property,
taxes
have
gone
up
considerably,
but
none
of
that
has
anything
to
do
with
the
city
of
Bloomington.

with
the
the
enterprise
funds
I
was

commenting
that
the
trend
that's
the
way.
We
look
at
the
budget
to
eight
eight
months
out
of

67%.

can't
apply
that
to
all
categories,
because
the
other
deviation

based
on
seasonality,
but
with
revenues.

is
something
that
we
like
to
look
at
it.
