And
is
there
a
second
move
by
a
move
by
all
of
them,
Matthew,
second,
by
all
the
woman
Schmidt,
and
we
can
do
this
by
voice
vote
all
in
favor
signify
by
saying
aye
aye?
Are
there
any
opposition?
Is
there
any
opposition
season?
Okay,
thanks
Kim
you're
good
to
go?
Okay!
Well,
let
us
know
if
you
can't
hear
us
or
something:
okay,
okay,.
C
A
Right,
thank
you
at
this
point.
We
start
out
with
recognitions
Proclamation,
so
we
don't
have
any.
We
do
start
out
with
public
comment.
I
do
want
to
clarify
that
we
have
right
around
the
what
we
call
the
fishbowl
in
the
back.
There
I
have
a
mayor's
open
house
every
two
weeks
from
4:30
to
5:30.
You
can
come
and
ask
questions
or
voice.
Your
opinion
doesn't
have
to
be
something
that's
on
the
agenda
and
it's
kind
of
like
a
mini
town
hall
meeting.
Sometimes
we
have
more
people.
A
Sometimes
we
have
fewer,
but
we
want
to
try
to
do
what
we
can
to
make
sure
that,
if
possible,
we
can
get
you
answers
or
solve
problems
in
real
time,
and
certainly
that's
our
broader
commitment
to
making
sure
that
we're
as
transparent
as
we
possibly
can
be.
But
in
addition
to
that,
of
course,
we
have
public
comment.
Public
comment.
We
do
not
comment
back.
A
It's
your
up
to
three
minutes
apiece,
your
time
to
say
whatever
you
would
like,
but
if
you
do
want
to
engage
in
a
dialogue
with
out
of
myself
or
or
we
can
take
the
if
the
city
manager
is
not
there,
we
can
take
information.
There
are
questions
in
the
city
manager.
If
you
want
to
get
answers,
come
to
the
open
house,
so
in
a
first
we
start
with
Karen
consumer
and
then
Scott
styling.
D
Good
evening
everybody
could
I
have
can
I
pass
these
out.
Yeah.
D
My
husband
and
I
are
here
tonight
and
we
are
speaking
on
behalf
of
some
of
our
tenants
and
ourselves
on
the
escalating
violence.
That's
happening
on
the
west
side.
I
know
it's
kind
of.
It
is
escalating
all
over
Bloomington,
but
I'm,
going
to
speak
of
the
area
and
and
I
already
talked
to
Scott
blast
a
little
bit
about
it
between
the
800
block
of
Roosevelt
and
603
seminary.
It
is
just
escalated
since
August
of
this
year,
I
the
two
or
the
two
pages
that
I
get
gave
you.
D
If
you
look
at
the
green
circled
area,
you
will
notice
they
our
highest
crime
area
at
603
seminary
and
at
11:05
North
oak,
where
my
husband
and
I
have
a
property.
It
is
now
considered
a
high
crime,
so
in
August
1
at
we
had
our
tenants
move
in
it
was
considered
the
lowest
crime
so
somewhere
in
between
August
and
now
it
has
escalated
so
bad
that
it's
now
considered
the
highest
crime
and
a
high
crime
area,
and
my
tenants
are
concerned
for
their
safety,
so
I
have
to
feel
calls
from
them.
D
My
husband
and
I
are
concerned
with
our
safety
going
in
there
safety
being
number
one,
and
then
we
addressed
property
values
which
will
nobody
wants
to
buy.
Nobody
wants
to
rent
in
a
high
crime
area,
so
we
have
to
address
that
concern
too,
and
I
am
NOT
here
to
criticize
we
are
not.
We
are
here
to
offer
our
help
whatever
we
can
do
to
remedy
the
remedy
this
and
correct
us.
We
are
here
if
we
need
more
resources
for
the
police,
because
I
just
talked
to
chief
wheeler.
D
D
My
husband
and
I
would
like
to
continue
it
to
invest,
but
we
cannot
invest
in
an
area
where
safety
is
not
well
I'm,
not
gonna,
say
not
a
priority
where
the
safety
is
questioned,
so
we're
here
to
help
if
Scott,
if
you
we
want
to
get
together
and
make
a
plan,
there's
ECU
Christian
Church
there
I'm
sure.
If
we
incorporate
them
into
this,
they
will
be
highly
motivated
to
remedy
this,
and
I
would
work
with
chief
wheeler
on
may
be:
do
they
need
more
resources?
She
mentioned
something
about.
D
They
need
more
police,
so
maybe
if
we
need
to
dedicate
some
more
of
the
resources
to
the
police,
I
don't
know
I'm
just
posing
suggestions.
So
mr.
mayor
Renner,
I
emailed
you,
maybe
we
can
do
an
email
back
and
forth
and
thing
and
again
this
is
not
a
criticism.
This
is
addressing
addressing
safety
concerns
and
we
want
to
help
my
family's
been
down
here
for
generations.
I've
never
seen
this
area
be
so
violent.
It
is
very
disheartening.
Thank.
A
E
Yes,
I
can
echo
her
words
because
I
know
someone
that
lived
in
an
area
where
the
police
were
out
there,
probably
three
times
four
times
a
week,
I
used
to
live
like
four
six
blocks
from
there
I'm
glad
I
got
out
of
there
when
I
did,
which
lets
you
ain't
saying
the
property
values
keep
going
down
and
nobody
wants
to
buy
in
or
rent
in
a
high
crime
area.
Number
one
number
two
I
don't
know
is
this:
my
understanding
was
this:
welcoming
city
ordinance
is
still
on
the
in
front
of
this
council.
Is
that
correct.
E
E
Would
you
want
to
live
in
an
area
like
that?
I,
don't
think
anybody
would
I.
Wouldn't
the
streets
are
to
say
that
they
are
in
disrepair,
would
be
an
understatement
and
I
think
most
people
would
agree
with
it.
If
they
would
drive
past
there's
water
standing
out
on
the
sidewalks.
You
know,
I,
don't
know
the
city's
waiting
for
somebody
to
trip
and
really
hurt
themselves
before
they
do
anything.
E
The
other
item
that
I
was
going
to
talk
to
Jim
about,
but
I'll
mention
in
front
of
everybody.
The
recycling
was
not
picked
up
again
Friday,
and
this
is
the
second
week
in
row,
and
you
know
it's
almost
like.
Do
you
really
want
and
you
get
charged
for
that
lousy
stuff
on
your
city
services
bill
anyway,
I
find
it
hard
to
believe
that
the
city
has
to
have
on
a
deputy
city
manager.
E
E
A
A
A
B
A
A
A
And
now
we
move
right
along
to
our
consent,
achieves
me
a
regular
agenda
and
that's
consideration
of
approving
an
ordinance
amending
chapters,
2
and
22
of
the
Bloomington
Municipal
Code,
creating
a
technology
committee
and
we're
going
to
go
ahead
and
start
with
I'm
going
to
do
a
brief
of
a
brief
overview.
Excuse
me
I'm
not
going
to
do
it
we're
going
to
have
a
brief
overview
by
Tim,
Gleason
or
city
manager,
and
then
that
presentation
by
alderman
mathy
and
then
a
brief
council
discussion.
But.
G
Single
he's
thinking,
mayor
and
council,
credit
does
go
to
alderman
mathy
with
this
idea
that
was
first
submitted.
Last
fall
as
a
council
on
initiative
gave
us
a
little
bit
of
time
to
pull
this
together
and
what's
before,
council
tonight
is
an
ordinance
for
consideration
to
create
a
Technology
Commission.
This
will
be
very
similar
to
the
boards
and
commissions
that
the
city
has
a
seven
member
board,
its
advisory
and
I.
Think
the
timeliness
of
this
is
perfect.
I'll
turn
it
over
to
Halderman
mathy.
F
Thank
you,
I
had
no
idea.
I
was
talking
on
this
tonight,
but
hey.
What
can
a
politician
do
but
talk?
So
no.
This
is
I
really
appreciate,
Tim
your
work
and
Jeff
for
getting
this
put
together
so
fast.
The
basic
concept
is:
is
the
Technology
Commission
to
talk
about
the
forward-looking
things
that
we
can
be
doing?
Where
do
we
what's
next?
F
A
H
You
and
yes,
I
think
it's
a
good
idea,
I
think
it's
a
well
overdue
idea.
One
thing
that
I
would
notice
is
whenever
we
decide
to
kind
of
the
structure
as
we've
kind
of
created
committees
in
my
time
up
here,
we've
kind
of
gotten
an
engagement
process
built
into
it.
So
they
were
poor
back
to
the
council,
and
you
know
three
months,
six
months,
nine
months
with
either
some
concrete
recommendations.
H
I
know
you'd
sent
an
email
today
earlier
that,
if
I
were
to
have
responded
to
would
have
been
the
emoji
hand,
clap
because
it
was
just
so
good,
but
with
several
like
some
excellent
ideas,
but
you
know
working
in
technology.
You
know
that
there's
always
cost
that's
involved
and
you
know
you
can
buy
a
Toyota.
You
can
buy
a
you
know,
Carl's
Royce,
when
it
comes
to
some
of
these
things,
but
let
the
council
be
the
bad
guy
hope.
C
A
B
A
G
G
Other
items,
real,
quick
alderman
black
at
the
last
meeting
under
alderman
discussion,
asked
what
the
impacts
of
the
federal
shutdown
now
what
has
had
on
the
city,
none
that
we
know
of,
but
also
we
don't
know
if
there
might
have
been
a
dip
in
spending
that
we
won't
see
for
the
next
month
or
so,
but
wanted
to
report
back.
That's
something!
That's
still
on
our
radar
that
we'll
follow
up
with
you
and
Council
in
a
month
or
so
from
now.
G
Next
item
committee
of
the
whole
next
week,
we're
going
to
have
update
number
two
on
the
FY
2008
process
and
then
also
we're
going
to
have
a
connect,
transit,
their
annual
presentation
by
executive
director,
Isaac,
thorne
and
then
also
deputy
city
manager
Tyus.
He
started
last
Thursday,
but
this
is
his
first
meeting.
You
know
first
council
meeting
and
then
also
the
reception
was
well
attended.
So
thank
you
to
all
that
came
out
an
hour
early
to
introduce
themselves
to
deputy
city
manager
Tyus
and
if
I
could
get
Vanna
White
Jim
karch.
G
A
Thank
you,
and
in
my
discussion
with
Jim
I,
understand
that
our
long-awaited
Art
Deco
sign
will
be
coming
and,
as
I
said,
my
heart
started.
You
know
palpitating
and
much
much
more
rapidly,
as
you
had
mentioned
that
so
we're
looking
forward
to
that,
I
also
would
like
to
welcome
Billy
Tyus.
Thank
you
so
much.
