budget

things

we

union
representatives

trucks,
have
agreed

help
improve
efficiencies
and
reduce
the
expenses
which
I
think

accountability

and

revenues

Department
area

lot

interest
in

normal
doing

that

weird

always
wanting

kind

match
up
with

normals

like
there's
competition
going
on
something
there
between
the
town
and
the
city
and
that
I
wouldn't
view
that
as
being
real
healthy,
and
so,
if
you
want

know,
what's
going
on
and
make
sure
that
you're
equal
to
normal

say
that
normal
is
98.6
temperature
wise
and
that
I
wouldn't
worry
about
it
any
more
than
that.
So
what
with
that
I
hope
that
you
will
put
on
your
to-do
list,

collaborate

normal
during
fiscal
2019.

concern
is,
since
the
last
City
Council
meeting
I
lost
a
wheel
disc
due
to
all
the
potholes
in
this
lousy
town.
Some
almost
swallow
up
a
small
car.
This
is
not
the
first
time.
It's
happened.
Not
only
are
they
hard
on
cars
and
tires,
they
caused
a
number
of
tires
to
blow
out
prematurely.

the
small
cars
get
better
gas
mileage
to
the
city,
so
the
city
does
not
get
as
much
gas
tax
and
there
goes
the
death.
The
city
is
unable
to
control
their
spending.
They
feel
flushed
when
the
property
real
estate
tax
payments
come
in
what
in
the
spring
and
fall,
but
they
appear
to
fail
to
realize
that
this
must.
Last
to
the
next
tax
season,
I
thought
that
Jim
karsh
was
getting
paid
to
solve
problems,
not
creating
them.
He
will
say
we
are
working
on
it
why
the
city
continues
to
put
off
until
tomorrow.

they
can
do
today
is
puzzling.
I
forgot
that
Terry
thinks
that
it's
free
money
sort
of
like
Westland,
if
it
costs
more.
The
city
solution
is
to
increase
taxes
and
fees,
not
control.
Spending
Prospect
Road
is
absolutely
pathetic,
drive
down
there
sometime,
if
you
don't
believe
me
as
you
enter
Bloomington,
it
should
say:
welcome
to
Bloomington
the
home
of
the
high
taxes,
rotten
roads
plus
a
mayor
that
refers
to
one
individual,
the
worthless
piece
of
garbage.

I've
been
here
several
times
before,
I'm
sure
he
I
don't.
Remember
me:
I
came
to
a
lot
of
meetings
about
the
grove
subdivision
being
annexed
into
the
old
town
Township
several
years
ago
and
I
think
there's
some
discussion
gonna
be
again
denied
on
the
stoplight
20
Barnes
and
iron
Grove
Road,
and
whatever
happens
on
that
stoplights
not
going
to
solve
the
problem
that
the
township
has
and
I
was
just
hoping
somewhere.
Somehow,
City
Council
can
see
some
way
to
help
our
Township
out
from
The
Grove,
subdivision
traffic.
That's
getting
worse
and
worse.
I
I
know
at
one
time
the
deal
was
trying
to
be
made
with
former
people
on
the
city.
I
think
it
was
in
the
engineering
department
that
they
would
take
those
roads,
but
they
wanted
the
township
to
maintain
them
with
the
motor
fuel
tax
that
they
generate,
which
is
impossible.
I
think
our
Township
gets
twelve
to
fifteen
hundred
dollars
per
mile
for
motor
fuel
tax.
When
we
get
that
that's
you're
not
going
to
maintain
a
road
with
that
kind
of
money.
I
Right
now
we
got
2,100
Road
out
there
in
that
area,
we're
going
to
sealcoat
it
this
year.
It's
gonna
cost
us
$20,000
a
mile
just
to
sealcoat
that
road,
which
is
just
putting
a
bandaid
on
it
for
the
time
being,
once
we
patch
it
well
seal
coat
it
and
okay
I'm,
just
hoping
some
way
that
somebody
can
help
us
out,
give
us
some
kind
of
an
answer,
whether
these
signs
out
there
to
keep
the
trucks
off
or
anything
possible.

going

talk
about
the
taxes
a
little
bit.
Staff
has
done
a
great
job,
but
can
only
do
as
much
without
strong
direction
from
the
council.
Most
apartments
have
made
great
efforts
to
reduce
cost
after
four
hours
at
the
Saturday
work
session,
which
I
attended,
there
is
still
a
need
to
close
the
funding
gap
and
they're
still
insufficient.
Funding
for
roads,
I
tend
to
tie
people
to
what
they've
done
to
what
they
will
do.

After
observing
for
budget
cycles,
budget
task
force,
attending
budget
retreat,
two-five
town
hall
meetings,
special
budget
meeting
in
a
work
session,
I'm
disheartened
that
I
don't
see
a
glimmer
of
hope
that
the
council
can
make
difficult
decisions
that
don't
involve
raising
taxes
and
fees.
Please
defund
all
not-for-profits
eliminate
the
creativity
center
position,
eliminates
funding
events
and
galas
reduced
funding
for
economic
development,
cap
funding
for
connect,
transit,
eliminate
pension,
spiking
and
address
employee
health
care
coverage
and
apply
all
the
residual
cost
savings.

If
there
is
any
road
resurfacing,
that
is
our
one
number
one
priority
related
to
job
losses.
Recently
the
local
economy
is
contracting.
If
not
declining
another
890
high-paying
jobs
have
been
lost,
the
1204
Mitsubishi
had
not
been
replaced,
jobs
being
brought
into
the
city
are
low-paying
customer
service
positions.
There
is,
and
will
continue
to
be,
a
negative
economic
impulse.
In
fact,
for
several
years
and
more,
the
ability
to
practice
discipline
and
fiscal
restraint
is
of
the
utmost
importance
at
this
time.

truly
hope
that
the
council
is
up
for
the
challenge
to
focus
more
on
quality
basic
services
because
having
the
highest
elected
official
being
quoted
in
the
local
media
that
he
believes
the
restructuring
of
State
Farm
will
have.
No
economic
impact
on
the
local
economy
is
frightening,
for
the
record
I
was
it
was.
It
was
a
pleasure
to
work
with
several
concerned
citizens
alongside
alderman
alderwoman
helman,
to
take
a
deep
dive
into
the
budget.

just
there's
like
a
little
bit
about
the
budget
and
how
it
seems
the
council
continuously
votes
to
give
the
money
to
some
nonprofits
or
most
concerning
to
me,
is
the
GBA
and
I
sent
email.

Think
you

received
about
one
person
who
at
one
time
was
treasurer
president
of
the
GBA
and
when
I
first
started
coming
to
Council
and
I
was
talking
about
the
GBA
and
my
daughter
was
concerned.

She
was
concerned
because
she
was
paid
from
the
GBA
to
clean
a
bar,
a
hundred
dollars
a
week
for
several
weeks,
written
on
a
check
from
the
downtown
Business
Association,
and
she
asked
me
mom
you
gotta
stop.
This
is
gonna
affect
my
life
and
that's
what
poverty
does
to
people.
It
affects
their
life.
She
needed
that
money.
She
didn't
know
she
didn't
know
until
I
started
talking
that
there
was
something
wrong
with
the
GBA.
Nobody
on
this
council
checked
what
happened
to
that
DBA
money.
Did
they
does
anybody
in?

how
that
money
was
spent,
the
$90,000
that
was
going
to
the
to
the
GBA
know
that
I'm
sure
he
didn't,
but
anyway
I
some
emailed.
All
of
you,
no
one
checked
it
out
or
no
one
looked
into

was
true
or
not.

They
just
assumed
because
their
friend
was
included
on
that
email.
They
would
just
port
it
to
their
friends
and
potentially
put
my
daughter
in
a
volatile
situation.

be

association

accountability

citizens

directing
city
staff

include
funds

the
amount

three
hundred

seventy
thousand
dollars
for
the
fiscal
year.
2019
adopted
budget
for
the
intersection
design
plans,
construction
documents,
right-of-way
utility
relocation
and
construction
of
the
intersection
of
Towanda,
Barnes
Road
and
Island
Grove
Road,
as
requested
by
the
Public
Works
Department,
and
all
just
to
the
record
notes
all
the
woman
Burgesses
recusing
herself
from
this
as
well.

city
council,
this
is
an
item.
You're
familiar
with,
a
staff
has
continued
to
work
on
this
project,
both
with
our
county
partners
or
McClain
County
partners,
trying
to
find
the
best
way
we
can
accomplish
the
goals
of
increasing
safety
and
improving
the
overall
efficiency
of
that
intersection
and
also
complying
with
an
existing
intergovernmental
agreement.
So
with
that
being
said,
you
can
see
up
on
the
screen.
This
is
a
slide
that
was
here
last
time.

We
discussed
this,
but
there's
a
nice
red
X
between
a
four
hundred
and
fifty
thousand
dollar
price
that
we
brought
to
you
we'll
talk
about
how
that
was
lowered,
but
now
that
is
below
the
four
hundred
thousand
dollar
mark.
One
of
the
concerns
that
was
expressed
was
the
dollar
amount
bath.
When
we
brought
this
to
you
as
a
council
in
September
of
28
September
26th
of
2016,
when
the
original
intergovernmental
agreement
was
passed,
there
was
discussion
about
this
project
being
around
that
$400,000
mark.

So
we
tried
to
do
what
we
could
and
we'll
show
you
how
we
did
that
and
continue
to
work
toward
that.
Getting
that
price
closer
to
where
the
council
we
passed
that
intergovernmental
agreement
again,
this
is
not
new
to
you
as
a
council,
but
because
this
project
has
been
discussed
multiple
times,
we
wanted
to
bring
this
back
right
now.
What
we're
talking
about
is
a
project.
The
major
improvement
to
the
intersection
of
Towanda
barns
and
Ireland
Grove
Road
is
the
southbound
free
flow
right
turn
lane
the
other
improvements
to
the
east
leg.

West
leg
and
south
leg
are
not
in
under
consideration
at
this
point.
That
was
what
was
originally
and
discussed
back
in
2016.
How
do
we
make
some
of
these
improvements
back
when
we
had
to
put
the
February
agenda
forth
to
our
council?
We
were
still
working
with
the
county
on
some
right-of-way
acquisition.
Some
additional
refinement
of
engineering
cost
utility
relocation
costs
and
then
I'll
also
give
a
lot
of
credit
to
our
electrician's
City
electricians
that
are
in
the
Public
Works
Department
we
worked
with
them.
Are
there
some
facets?

We
can
even
do
internally
to
try
to
drop
that
cost.
We're
thankful
for
that.
Based
upon
all
of
that
work,
we
were
able
to
reduce
the
the
fees
they're.
Now
the
cost
estimation
is
now
under
that
$400,000
mark.
We
saw
that
as
a
great
coordinated
effort
and
staff
has
spent
a
significant
amount
of
time
trying
to
find
ways
to
continue
to
help
this
project
move
forward.
What
have
we
done
to
date?

To
date,
there
has
been
from
the
city
funds,
almost
a
hundred
thousand
dollars
spent
by
the
city,
and
those
are
matching
funds
as
well,
because
it's
a
50/50
project
with
the
county,
so
there's
been
almost
two
hundred
thousand
dollars
spent
to
date
on
this
project
and
so
the
remaining
funds.
One
of
the
confusion
that
we
had
seen
is
that
oh,
this
is
going
to
take
away
money
from
our
resurfacing
projects.

It
is
that
was
one
of
the
efforts
that
we
did
working
with
our
finance
department
is
we
were
able
to
leverage
this
year
and
some
of
the
motor
fuel
tax
funds
we
spend
on
street
lighting
and
put
that
and
spend
more
money
on
our
street
lighting
that
allowed
us
to
free
up
those
local
funds
so
that
we
did
not
impact
our
street
resurfacing.
That's
a
key
facet
for
our
council
to
consider.
P
We
don't
want
there
to
be
confusion
on
that,
so
the
work
that
you're
looking
at
tonight
does
not
impact
any
street
resurfacing
or
other
money.
We
had
budgeted
already
that
$400,000
previously
for
this
work
to
be
done,
so
that
is,
that
is
a
benefit
the
faster
that
we
see.
We
see,
though,
the
use
of
local
funds
is
a
benefit
because
we're
able
to
remove
that
eye
those
eye,
DOT
requirements
were
very
restrictive.
They
allowed.
They
really
required
us
to
have
that
larger
intersection
improvement.
That
was
some
of
the
concerns
that
were
expressed.
P
You
know
we
have
you
know
lots
of
video
I've
got
another
video
that
I
could
show
alderman
sage
I,
have
it
as
a
backup
and
it
is
not
of
a
toilet.
This
is
one
of
of
cars
that
are
that.
Are
that
showed
the
back
up
that
again,
we
have
over
four
minutes
of
backup.
There
really
is
a
great
video
that
shows
one
one
truck
way
in
the
back
on
the
southbound
right
turn
lane
it
takes
over
four
minutes
for
that
truck
to
get
to
navigate
through
the
intersection.

So
again,
there's
there's
some
good
data
out
there
that
we
have
we.
We
would
say
that
this
also
increases
the
safety
okay.
One
of
the
reasons
we're
needing
to
do
this
project
is
from
a
safety
perspective
from
an
accident
perspective.
We
we
look
at
this
as
taking
out
some
of
the
I
dot
projects,
some
of
the
I
dot
intersections
in
our
community.
This
is
the
the
tenth
most
accident-prone
intersection
in
our
community,
and
so
within
that
top
ten,
that's
concerns
for
the
city.
P
This
is
the
highest
intersection
for
the
county
of
concern
from
a
safety
perspective.
We
also
heard
about
speeding
one
of
the
benefits
of
a
project
like
this
is
when
you
have
a
southbound
free
flow
right
turn
lane
that
removes
that
stop
and
go
which
which
studies
have
shown
does
increase
that
propensity
to
speed.
P
You
see
that
more
of
it
when
you
put
a
lot
of
stop
signs
in
there
that
same
concept
when
people
get
aggravated
and
have
to
sit
for
a
long
time,
they
almost
feel
like
they
have
to
make
up
that
time
in
other
ways.
We
also
see
this
as
a
benefit
as
we
look
to
make
improvements
to
stride
Drive
in
Ireland,
Grove
Road.
P
Now
this
free
Frollo
right
will
also
help
its
staff
internally
works
with
our
own
electricians
to
make
improvements,
as
we
talked
about
before
to
you
and
then
the
last
thing
that
we
really
think
is
important.
Is
this
maintains
that
intergovernmental
agreement
that
City
Council
passed
back
in
2016?
We
see
that
as
a
benefit.
We
do
want
to
make
sure
we
always
are
fair.
We
present
some
of
the
cons
to
this.
This
does
not
take
care
of
the
east
leg.
P
Traffic
concerns
that
are
currently
there,
and
so
that
is,
we've
made
some
efforts,
we'll
talk
about
in
a
minute,
but
with
our
with
unit
five
and
a
school
districts,
but
it
doesn't
solve
that
each
leg
problem
and
also
doesn't
solve
the
problem
of
that
cut
through
traffic.
We've
talked
about
on
that
private
road
of
the
southwest
corner.
That
still
happens,
and
that
will
continue
to
happen.
In
addition,
our
township
road
commissioner,
mr.
Reynolds,
had
a
conversations
it.
P
It
does
not
relieve
some
of
the
concerns
about
the
the
bypass
traffic
using
2100
East,
either
so
again
in
the
future.
The
Ireland
Grove
Road
work
that
we
know
needs
to
be
done
will
cost
additional
money.
What
we
do
want
to
talk
about
the
fact
that
staff
over
the
past
few
years
since
2014
when
there
was
a
fatality
at
that
intersection.
More
of
us,
have
you
know
more
of
a
severe
safety
issue.
We
tried
to
make
a
lot
of
improvements
already.
We
we
have
not
sat
around
and
wait
for
this
project.
P
We
have
already
tried
to
do
markings
differently.
We've
tried
to
adjust
timing,
there's
been
a
lot
of
effort
as
a
staff
that
we've
we've
had.
In
addition,
we
give
credit
to
our
Police
Department.
They
have
made
specific
speeding
effect,
attempts
out
there
to
try
to
slow
the
traffic
down,
so
we
give
them
a
lot
of
credit
as
well
for
their
assistance
and
also
I
give
credit
to
our
county
engineer.
Jerry
Stokes
and
myself.
We
met
with
unit
five
trying
to
find
ways.
We
can
in
any
way
make
modifications
to
their
school
start
times.
P
So
the
point
is
there
have
been
a
lot
of
efforts
made
to
this
point
so
moving
forward
it
should
they
should.
The
city
council
tonight
approve
this
action.
I
would
like
to
thank

County
Administrator
Bill
Wasson,
the
assistant
county
administrator
Don
Knapp,
who
are
in
the

They
have
scheduled
a
special
transportation
committee
meeting
tomorrow
so
that
they
can
continue
to
take
action

move
this
project

project
getting
completed

construction

lot

work

modifications,

we
do
believe
it
can
be
done
in
a
timely
fashion.

it's
clear
that
there
is
still
additional
$33,000
of
money
that
we've
already
been
spending
to.

get
this
project
moving
forward
beyond
what
we've
done
motor
fuel
tax
resolutions

it's
just
postponed
in
any
way,
we
would
not
be
able
to
complete
the
work
this
construction
season.

fuel
tax
money.

motor
fuel
tax

funds
are
expended.
The
council
does
have
to
take
action
on
that,
but

the
things
that
is
of
interest

council

expressed
is
a
desire
to
relook
at
and
continue
other
projects
moving
forward
on
other
parts
of
the
community.
So
one
of
the
areas
we've
looked
at
is
the
Euclid
and
Washington
project
is
one
that
is
on
the
radar.

It
is
in
the
out
years
for
us
to
look
at,
but
taking
one
of
those
next
steps
and
utilizing
motor
fuel
tax
funds
on
an
intersection
design
study
that
is
of
within
reasonable
cost
of
where
we're
within
bridging
that
cost.
To
get
up
to
more
that
$400,000
mark,
we
would
look
to
bring
that
back
to
the
council
another
date
under
a
resolution
and
again
that
would
take
a
council
support
for
us
to
move
that
project
forward.
We
think
it
could
be
done.

received

Michael
Gorman
who
chairs
our
transportation
Commission,
suggesting
that
we
asked
the
Commission
to
have
an
in-depth
discussion
about
funding
and

really

the
kind
of
interchange
of
funding
opportunities
that
maybe
we
don't
see
automatically
that
I
think
the
Commission
could
fill
out
for
us.
So
that
would
be
a
request.

for
some
feedback

other
council

mayor
is
able
to
by
ordinance
it
actually
takes
the
council,
the
majority
of
the
council,
to
put
in
action
like
that
or
mayor.

ordinance
that
put
the
Transportation
Commission
into
effect
and
the
original
ordinance
