disappointed

reached
out

me
regarding

does
say
in

bylaws
chapter

section
1a,
that
all
parties
involved
are
supposed
to
be
notified.
I
However,
it
is
my
understanding
that
board
members
don't
even
know
the
names
of
the
complainants.
How
can
people's
voices
be
heard
if
their
own
names
are
silenced?
I
don't
even
have
a
way
of
contacting
the
board
without
going
to
the
city.
First
then,
I
come
to
understand
that,
had
I
contacted
any
of
them
about
my
complaints
that
they
would
be
required
to
recuse
themselves,
how
can
they
be
a
bridge
when,
if
someone
utilizes
them
to
get
to
the
other
side,
they
become
disconnected?
I
I
expressed
many
of
these
concerns
at
the
pscrb
meeting
last
week
because
of
some
tech
issues.
I
had
to
wait
on
the
phone
for
almost
two
hours
before
I
could
give
my
comments
towards
the
end
of
the
meeting
one
board
member
was
pontificating
about.
If
I
had
spoken
at
the
beginning
of
the
meeting
that
the
board
wouldn't
have
have
been
able
to
review
my
case,
but
this
isn't
anywhere
in
their
bylaws
at
all.
I
In
fact,
this
interpretation
is
in
contradiction
with
chapter
2,
section
1
of
the
bylaws,
where
it
states
quote
such
requests
for
review
shall
be
made
in
writing
and
shall
be
filed
with
the
police
department,
legal
department
or
the
pscrb
itself
at
any
meeting.
If
this
member
is
correct,
how
could
the
board
review
a
case
if
someone
requests
that
review
at
any
meeting?
So
there
are
real
issues
that
you
should
be
addressing
when
it
comes
to
the
board's
bylaw
to
increase
its
efficacy.

that

either
amend
8.l,
to
allow
voting
or
to
vote
no
on
consent
agenda

because
it
makes
absolutely
no
sense
adding
members
to
the
board
that
have
no
voting
power
if

passes.

suffers
from
flawed
interpretations

think

igniting
that
kind
of
neighborhood
association
across
this
community
would
be
really
good
going
forward.

I
will
say,
as
I
I
certainly
approve
of
group
homes
having
a
special
use
permit.

caution
that
these
conversations
are

also
really
mindful
of
the
needs
of
of
those
who
require
group
home
services
and
that
a
well-managed
group
home
is
often
a
lovely
neighborhood
addition.

just
wanted

have
a
survey

they
have
circulated
about
the
three
potential
sites
for
the
downtown
transfer
center.
