Houston's
calls
remain
consistent
where
most
of
ours
are
disturbances.
Again,
we've
discussed
this
in
the
past
intoxication.
The
wage
panhandling
are
all
at
some
points.
Interrelated,
obviously,
you'll
see
some
crossovers
between
each
of
those
different
calls
for
service
major
categories.
Again,
we
see
a
statistical,
pretty
much
Dead
Heat
across
the
entire
month
on
little
variations.

the

from
April
again

rests,
juvenile
referrals
were
up
as
well
again,
really
no
patterns

there

just
we
had

a
juveniles
involved
in
a
variety
of
different
things.

robbery

think
we

pretty
good

the
back

Cruiser.

social
workers
had
33
referrals,
they
had
394
contacts
and
you
can
see
the
Summers
there
where
they
help
connect
family
and
children's
project.
Lifesaver
talk
to
some
elderly
and
aging
clients
about
hospital
care.
We
had
an
individual
had
an
experience,
mental
breakdown
and
they
were
able
to
get
them
to
the
hospital
for
treatment
as
well
as
help
the
client
transition
to
a
long-term
Healthcare
facility.

again
you
will

You'll
see
someone
that
the
community
service
specialists
were
able
to
assist
us
with
someone's
actual
report
tagging.
Sometimes
they
were
there
to
block
traffic.
Sometimes
they
were
there
to
do
other
things.
So
that's.

Night
shift
with
the
help
of
a
couple
other
areas,
she
took
an
individual
into
custody
for
a
burglary
out
of
college
mall.
He
was
armed
with
ahead
of
time
when
that
occurred,
and
that
was
related
back
to
some
of
the
crimes
that
happened
the
day
before
you
know
in
the
downtown
they
were
able
that
ran
in
without
any
issue,
and
then
mental
health
Awards.
We
had
several
of
our
employees,
both
sworn
and
civilian
involved.
With
this,
where
they
reach
presented.

officers
Brittany
crozy
from
our
department
sergeant
bruisine
from
our
department,
that's
wonderful
and
then
Sergeant
Ramos
was
awarded
the
officer
of
the
year
for
the
Northside
Exchange
Club
this
year
for
her
exemplary
Service
as
an
as
a
downtown
resource
officer.
She
also
manages
to
be
service
specialists
and
really
takes
a
lot
of
time
and
effort
to
work
both
with
the
community
with
department
members.

proposed
Laser
Pro
pilot
program
and
I'm
also
passing
out

addition.

be
a

to
our
use
of
force
policy
that
would
include
tasers

support
policy

I
think
those
are.

we've
added
electronic
control
devices

Well,
part
of
it
will
get
into
in
personal
issues,
but
there
are
two
things
that
continually
come
up
and
we're
trying
to
recruit
officers,
the
lack
of
take-home
vehicles
and
the
fact
that
we
don't
provide
a
less
lethal
option
as
a
taser.
So
those
those
continually
come
up
as
a
problem
for
us,
the
President
Obama's
21st
century
policing
report,
that's
one
of
the
pillars
or
one
of
the
recommendations
and
one
of
the
pillars
that
we
have
not
implemented.
And
that's
that's
in
their
his
report.
And
there
are
two
in
that
report.

the
first
time

we
were
first
having
conversations
about
this.
You
had
mentioned
that
there
this
wasn't
going
to
have
an
impact
on
the
budget

probably
coming
through
one
at
a

expenditure

construction

sent
them

two

a
time

they're

trickling
in

it

the
normal
budgetary
replacement

currently
have

openings
it'll

23rd
we
have
an
officer
leaving

recently
earlier
this
month
had
a
hiring
process
where
we
only
had
16
people
show
up.
There
were
185
invited
well,
so
we
are
sadly
lacking
the
ability
to
get
candidates
interested
in
us.
So
what
are.

think
that
well
the
two
issues
that
I
mentioned
before
take
home
cars
and
tasers-
that's
that
comes
up
our
pay
is
better
than
it
used
to
be,
but
other
agencies
have
boosted
their
pay
even
higher
right.
We
have
hiring
incentives,
we
have
housing
incentives,
but
nobody,
nobody
seems
to
be
real
interested
in
those,
so
I
think
again,
I
think
it's
just
a
continuation
of
of
people
not
wanting
to
be
interested
in
policing.

that

Bloomington?

a
pretty
high
housing
market
yeah
it's
expensive
to
live
here
as
well,
and
so
the
housing
incentive
applies
to
living
within
the
city.

lot

people
want
to
have
a
little
bit,
maybe
more
property,
or
something
like
that
right.
So
the
housing
incentive
doesn't
apply
to
someone
who's
who
seeks
to
buy
a
house
outside
the
city
limits
right.
So.

Governor
Holcomb
raised
Troopers
or.

state
police
got
a
significant
increase
yeah
in
salary,
which
I'm
sure
will
affect
us.

people
are
spending

We
cannot
sustain
the
running
of
the
department
on
overtime
right.

we've
hired
a
recruiter.
He
just
kind
of

helped
a
little
bit
with
this
first
process,
but
it's

we're
in
crisis
mode.

We
have
real
issues
that

need
to
address
with
hiring
that
you
know.

amounts

money

fix
it
and
I'm,
not
sure
that
will
fix
it.
So.
I
It
we
hope,
I,
hope
everything
went
well
when
I
was
out
so
just
touching
base
on
some
of
our
statistics.
I'd
like
to
put
a
few
things
in
perspective
for
the
board.
Mid-Year
I
know
this.
I
Through
was
this,
may
we
are
almost
at
the
call
volume
that
we
were
at
for
an
entire
year
when
I
began
Chief
and
seven
years
ago.
So
when
we
say
the
major
increases,
this
is
not
just
police,
it's
not
just
fire
the
ambulance
service.
It's
it's!
The
911
Center
we're
all
feeling
a
lot
of
pain
from
these
increases.
I
I
will
point
out.
There's
a
few
things:
I,
don't
know
how
we
seem
to
be
capped
around
that
600
is
the
most,
but
we're
seeing
us
constantly
set
new
records
and
they're,
not
good
ones,
most
calls
most
vacancies
most.
Those
are
not
good
things.
So
I
did
want
to
point
that
out,
just
as
a
perspective
of
kind
of
like
what
the
deputy
chief
Oldham
said.
Is
it's
not
a
Rhyme
or
Reason?
It's
not
like
just
one
call
type.
It's
just
more
of
everything
with
IU.
I
You
can
see
that
they're
kind
of
on
track
students
are
out,
so
we
have
that
nice
little
dip,
that's
coming,
which
will
be
nice.
You'll,
have
to
forgive
me
on
a
major
incidents.
Those
should
have
been
removed.
Those
were
already
discussed
but
again
I
use
kind
of
staying
with
their
normal
track
record
of
declines,
while
the
students
are
out
response
goals.
Again,
these
are
all
being
tracked.
Based
on
how
the
cad
reports
times,
we
have
identified
a
few
issues
that
we're
going
to
look
to
iron
out.
I
We
do
not
update
or
change
these
from
the
computer
system
importing
it,
but
some
of
these
calls
especially
Medicals,
given
a
great
example.
As
a
car
accident
started
out
as
a
police
call,
it
was
a
property
damage
only
30
minutes
into
the
call
they
say.
Well
now
my
head's
hurting.
Well,
it's
actually
reporting
our
time
as
the
incidents
start
with
the
30
minutes.
So
it's
not
that
it
took
our
crews
30
minutes
to
get
on
the
vehicle,
but
we
don't
want
them
to
alter
the
times.
I
As
they're
reported
from
the
cat,
we
need
to
figure
out
a
better
way
of
figuring
out
how
that
number
is
being
captured,
but
these
are
reported
against
the
goals
as
they're
written.
So
you
know,
a
lot
of
them
are
not
great,
but
I
want
to
remind
the
board,
like
I,
say
all
the
time.
We're
not
seeing
poor
outcomes,
which
means
the
numbers
are
the
numbers,
but
the
outcomes
is
what's
more
important.
I
I
We
can
so
you
know
that's
something
that
we
can
always
build
for
the
board
if
that's
something
that
they
would
like
to
see,
because
we've
only
been
tracking
it.
You
know
for
a
very
short
period
of
time,
it's
hard
to
see
the
year
to
year,
Trend
or
the
trends
in
general.
But
if
you
want
to
see
a
month
to
month
comparison,
then
we
could
do
that.
I
I
would
also
say
that
once
we
get
our
new
Reporting
System
online,
we're
hoping
to
clarify
some
of
this
data
and
the
information,
and
we
may
be
able
to
get
better
reports
and
information
out
of
it.
So
these
are
all
parts
of
the
process
of
how
do
we
get
our
information
into
the
system
and
we
don't
just
make
it
up.
It
comes
from
somewhere,
but
if
that
would
help
the
board,
then
we
can
obviously
look
at
re
revising
the
report,
but
there
is
not
a
Year's
worth
of
data,
so
it's
it's.
I
I
But
you
know
when
we
have
a
fire
prevention
month
in
October,
that's
generally,
where
you'll
start
seeing
all
those
things
happen,
the
smoke,
detector
and
Battery
installs
we've
always
kind
of
been
on
an
at
request
basis,
but
with
our
mobile
integrated
Healthcare
program
going
into
people's
homes
they're
starting
to
identify
people
that
have
shortfalls
and
we're
going
to
be
able
to
reach
those
goals
and
then
for
the
inspection,
I've
always
told
you
that
we
would
never
reach
it.
We
are
adding
our
new
Deputy
Fire
Marshal
this
year.
I
I
believe
he
is
scheduled
to
start
July
10th
and
we
will
get
closer
and
closer
to
reaching
those
goals
of
being
in
every
business.
Every
year,
training
it
is
below
the
red
line,
but
I
want
to
also
remind
us
that
that
is
built
the
hours
that
we
track
at
this
level.
At
the
macro
level,
is
everyone
pulling
their
weight
with
us
fully
staffed?
We
are
down
21
operational
positions,
we
just
hired
11
but
they're,
not
on
shift
helping,
so
we're
actually
well
above
our
actual
goal,
which
is
X
number
of
hours
per
employee.
I
So
the
firefighters
that
are
here
you
can
see
with
us
being
down
almost
20
percent
of
our
staff,
we're
still
getting
really
close
to
our
goal,
as
is
so
that
that's
just
a
testament
to
the
hours
they're
putting
in.
We
have
a
lot
of
people
stepping
up
and
getting
their
drivers
training.
So
we
have
the
command
appointment
called
engineer,
that's
someone
who
can
drive
the
drive
and
operate
the
large
Vehicles
when
the
main
driver
is
gone.
We
also
have
sergeants,
which
is
the
acting
officer
when
their
Captain
is
out.
I
We
have
a
lot
of
people
stepping
up
and
doing
that
training
to
be
able
to
do
those
jobs
so
for
our
mobile,
integrated
Healthcare,
things
are
staying
fairly
fairly
consistent.
Their
total
number
of
active
clients
seems
to
be
slightly
climbing.
We've
almost
hit
a
really
nice
balance.
Point
of
we
have
people.
I
What
we
assume
are
what
we
call
graduating
the
program
as
we're
bringing
more
people
on,
so
that
won't
just
keep
going
up
as
people
get
permanent
help
as
they
stop
calling
us
it's
kind
of
a
mutually
agreed
upon
that
we
say
we
feel
like
you're
good.
They
say
we
feel
we're
good
they've
got
the
support
they
need
and
we
discontinue
the
average
visits
per
client
is
going
up
a
little
bit,
which
is
showing
us
that
some
of
the
issues
they're
dealing
with
are
more
complicated.
I
The
estimated
911
calls
diverted
we
have
to
figure
out
a
better
metric,
their
initial
program
that
they
built
was
for
the
super
users.
So
those
are
the
people
that
we're
going
to
in
excess,
sometimes
of
you
know,
10
times
a
month
they
are
actually
engaging
in
Services,
essentially
sometimes
even
on
the
first
time.
So
our
crews
are
really
embracing
it
they're
they're,
pointing
out
like
hey.
I
We
feel
this
would
be
a
good
candidate
for
your
program
and
we're
not
going
there
eight
ten
times
before
they're
engaged
in
the
program,
but
you
know
we
are
also
starting
to
look
at
trends
of
you
know:
people
that
didn't
have
medical
care.
They
were
equating
to
X
number
of
calls
a
month,
so
there's
other
ways
we're
going
to
try
to
figure
out.
This
is
a
new
program.
I
The
Metro
success
were
built
on
no
Foundation
of
knowing
what
it
could
do,
but
I
did
want
to
point
out
that
one,
why
you
see
zeros
is
we're
getting
to
people
before
they
become
issues
now,
so
we're
not
seeing
those
calls
diverted,
necessarily
some
of
the
things
they
really
want
to
point
out.
I
love
going
over
the
winds,
bad
root
and
patient
was
provided
a
care
of
two
weeks
ahead
that
comes
directly
from
that
at
home
television.
I
So
if
you've
ever
tried
to
use
those
the
doctor
you
get
online
or
you
call
them
and
they
say
tell
me
what's
going
on
and
there's
there's
not
a
whole
lot.
They
can
do
right,
there's
a
few
medications.
They
can
prescribe
others,
but
us
being
there
we
can
be
the
highs
and
ears
for
the
doctor.
They
could
say:
hey
what
are
the?
What
does
the
chest
sound
like
you
know
what?
What
is
the
blood
pressure?
What
are
these
things?
I
We
can
facilitate
those,
and
by
doing
that,
this
person
actually
got
medical
orders
for
In-Home
Care,
all
types
of
other
things,
and
they
definitely
would
not
have
been
okay
if
we
had
not
engaged
in
Services
other
ones.
You
see
where
we
help
people
get
their
their
VA
benefits,
and
then
we
also
have
one
for
the
respite
care
so
that
the
the
family
had
their
two
adult
sons
could
participate
in
Special
Olympics.
So
again,
this
program
is
paying
off
in
dividends
and
live
saved.
I
Yep,
absolutely
I
think
we've
got
a
few.
Obviously
we
get
welcome.
Thank
you
cards
all
the
time,
not
as
often
as
the
police,
but
we
do
get
them.
I
found
out.
Actually
most
of
them
go
directly
to
the
stations
themselves,
so
we
don't
always
get
them
and
scan
them
and
put
them
in
here,
but
the
fire
stations
do
have
pictures
with
handprints
and
thank
yous
and
drawings,
and
all
that
they.

I
think
the
police,
we
get
finger,
finger,
paints
out
and
they
help
us
I'm
sorry,
and
then
we
also
have
one
here
we
had
a
fairly
large
fire.
It
was
caused
by
a
lightning
strike
and
they
were
extremely
pleased
with
the
response
and
how
everything
worked
out.
So
that
concludes
that,
for
our
letters
of
appreciation.

I
And
I
kind
of
put
one
thing
on
that
station
one's
well
beyond
the
due
diligence
phase,
we
are
at
around
75
percent
design.
The
only
things
left
to
be
signed
off
on
are
by
our
construction
manager.
We
do
anticipate
those
meetings
that
happen
in
the
next
two
weeks
and
then
that
would
fast
track
to
100
design.
We
also
already
have
bid
documents
drafted
ready
for
these
last
decisions,
so
we're
hoping
to
break
ground
within
the
next
month
on
the
remodel
station.
I
One
station
three
has
done
the
due
diligence
as
far
as
the
zoning
can
we
build.
Can
we
expand
all
that's
done
and
we
are
in
what
they
they
refer
to
as
programming
determining
how
big
the
station
needs
to
be
within
our
budget
and
then
from
there
we'll
get
crew
feedback
and
then
start
with
the
actual
design
of
that
station,
and
the
final
project
is
the
training
Logistics.
It's
still
in
the
due
diligence
phase.
I
They
uncovered
an
environmental
report
that
gave
them
concern
and
we're
just
going
to
dig
into
it,
not
literally,
but
figuratively,
to
make
sure
that
there's
not
any
issues
prior
to
us
potentially
doing
that.
It's
also
undergoing
the
programming
of
how
big
that
building
needs
to
be
so.
The
three
Bond
projects
from
our
side,
plus
the
the
showers
West,
are
proceeding
but
yeah
station
one
and
three.
You
should
start
seeing
a
lot
of
motion
here
really
soon
and
things
getting
torn
down
and
new
things
being
built.
I
I
think
we
have
to
I,
don't
know
if
they're
what
color
the
shovels
will
be,
but.
A

Know
within
the
zoning
and
approval
of
the
planning
department,
the
signs
will
have
to
be
appropriately
sized,
but
there
should
be
some
signage
that
goes
up
and
I
will
also
let
the
board
know
there
will
be
some
public
engagement
with
that.
We've
heard
some
concerns
during
the
bond
process
about
speakers
on
the
outside
some
things
that
we
may
be
able
to
change
to
make
us
better
neighbors,
especially
with
that
entire
area
building
up.
We
are
24-hour
day
operation
and
maybe
there's
some
things
we
could
do
to
be
nicer
neighbors
while
we're
there.

So,
for
as
far
as
expenditures,
you
guys
are
going
to
see
about
twenty
thousand
dollars
for
new
fire
self-contained,
Brie
and
apparatus
Mass
with
built-in
Thermage
thermal
imaging
cameras
about
thirteen
thousand
dollars
for
a
final
payment
for
station
four
remodel.
That's
finished
now,
and
approximately
thirty
three
thousand
dollars
for
pension
physicals
for
new
recruits
for
the
fire.
Again.
The
two
NIH
vehicles
and
the
two
yeah
you're
gonna
see
fifty
two
thousand
for
two.

we
wore
down
21
firefighters.
We
did
hire
11
that
just
started
EMT
course
for
the
recruit
class
they're,
currently
going
through
the
EMT
class.
We
11
additional
firefighters
that
we
plan
to
hire
in
the
between
next
week
and
weekend
or
the
two
weeks

firefighter
beginning

long

dedicated
service

our
residents

firefighter

over
his
eventful
career,
Jamie
has
fought
fires
and
protected
Public
Safety,

Firefighter,
firefighter,
first
class
Sergeant
captain
and
since
2015
as
Deputy,
Fire,
Chief
and
whereas
Jamie
has
served
under
three
Mayors
Mayor
John
Fernandez,
mayor,
Mark,
Cruzan

received

fire
service
certifications,

meritorious
service
award
and
whereas
Jamie
implemented
changes
to

Dispatch.

a
policy
board
member
to
improve
firefighter
safety
and
health
developed.
