Okay,
it's
all
been
providing
this
in
your
packet,
but
there's
been
a
few
of
the
highlights.

This
month
there
was
4
205
calls
for
service
during
November,
that's
down
almost
a
thousand
actually
1200
from
October,
which
is
not
rare.
We
generally
take
a
step
down
from
there
180
adult
arrests
in
eight
juvenile
referrals
during
the
month.

The
next
slide,
okay,
show
me
the
next
slide,
but
we'll
go
with
that
one.
As
you
notice.
We
were
trending
down
in
most
of
the
categories
across
these
data
fields
between
this
and,
if
you
go
to
the
next
slide
for
me,
this
as
well
again,
not
rare
as
we
get
into
the
colder
times
in
November
as
opposed
to
October,
and
then,
if
you
look
forward
again
any
questions
on
any
of
these
categories
as
far
as
individual
types
of
crimes
or
anything
to
that
degree,
okay,
we'll
keep
going
and
you've
seen
this
one.

We
just
talked
about
180,
adult
arrests
and
eight
juvenile
referrals
for
various
crimes.
So
this
is
not
a
UCR,
a
crime
reporting
period.
Once
you
get
that
in
January
for
the
October
to
December
time
period,
keep
going,
we
do
have
a
couple
Trends.
We
have
an
increase
in
tests
for
Motor
Vehicles,
which
we
see
from
time
to
time.
Those
tend
to
be
cyclical,
so
come
around
for
a
while
and
then
we'll
make
some
rest
and
they'll
decrease.

We
have
had
enough
chicken
motor
vehicle
Pursuits
again,
there's
really
no
Rhyme
or
Reason
of
that,
but
we
look
at
each
of
those
in
terms
of
what
could
we
have
done
better
or
why
did
the
subject
run?
Are
we
in
compliance
comparisons
to
all
of
our
policies,
procedures
and,
quite
frankly,
the
you
know
best
case
scenarios
for
everything
we
do
under
training.
We
had
477.5
hours,
which
is
an
increase
for
2021..
Some
of
the
highlights
you
see.
There's
the
cell
phone
analyst
school,
that's
four
officers
for
20
hours,
each
Glock,
armor,
School,
sorry,.

Basically
allows
them
to
go
into
a
cell
phone
and
look
at
some
of
the
settings
and
some
of
the
data
it
retains
and
to
be
able
to
safely
remove
that
in
accordance
with
the
laws
and
policies.
A
lot
of
things
you
can
do
running
that
data
or
a
lot
of
things
you
can
do
void
the
data.
So
it's
it's.
It's
a
step-by-step
building
process
that
you
have
to
be
very
careful
in
doing
each
technical
step
appropriately.

it

CDU
and
for
Kirkland's
response
team
as
well
as
honor
guard
this
month
under
committee
engagements,
there
were
seven
Community
engagement
events,
which
is
up
from
last
year
again
from
due
to
coven.
We
didn't
have
a
whole
lot
going
on
last
year.

jump
Us,
9.75
hours
and
accomplished
11
of
our
personnel
of
some
of
the
community
events
included
some
middleweight
training,
active
violence,
training
where
we
went
out
taught
that
the
dro
meetings,
which
happened
weekly
and
Social
Work
Outreach.
We
also
had
Community
engagement
events
that
are
upcoming,
which
is
the
college
internship
program
for
first
responder
event,
I'm,
not
sure
on
the
date
on
that,
but
that's
upcoming
quickly.

As
you
look
down
to
police
social
worker
statistics,
you
see
we
had
19
trouble
referrals
this
month
again
a
little
bit
down
from
last
year,
254
contacts
by
the
social
workers.
They
had
the
National
Association
of
Public
Public
Safety
social
workers.
They
share
120
130
attendees
from
23
different
states
that
went
off
really
really
well.
It's
a
very
highly
regarded
thing
that
was
started
here
continues
to
move
forward.
We
worked
with
IU
stress
care.
We
connected
families
to
shop
with
a
cop
that
the
fop
holds
and
connected
some
elderly
patients
or
elderly
I'm.

Sorry,
some
elderly
clients
to
Thanksgiving
dinners
and
food
resources
that
otherwise
they
might
not
have
had
moving
on
now
to
the
community
service
specialists
of
some
valuable
assets
they
took
821
calls
for
service
this
month
of
those
502
were
extra
patrols
where
they
were
providing
a
visible
police
presence
in
neighborhoods.

had
one
letter
of
appreciation
this
month
and
this
one
is
is
fairly
significant.
The
officers
did
a
very,
very
good
job
on
this
one.
Can
you
move

This
is
an
event
down
on
sunflower,
where,
just
out
of
the
blue,
we
get
a
Call
of
a
very
large
disturbance.
Basically,
we
were
told
that
he
had
shot
his
wife.
Shots
have
been
fired,
et,
cetera,
et
cetera,
very
quickly.
As
the
officers
arrived
on
scene,
they
did
it
safely,
did
it
appropriately,
they
did
it
quickly.
It
was
not
what
it
was
related
to
be
is.
This
was
a
false
call
where
he
had.

He
feels
irritated
someone
earlier,
and
they
had
basically
called
in
the
false
call
hoping
to
elicit
an
overwhelming
response
from
us
and
that's
not
what
they've
got.
They
got
a
very
slow,
very
dedicated,
very
methodical
approach
that,
unfortunately,
in
other
places
in
the
country
you
haven't
seen
this,
and
this
person
is
just
calling
in
to
congratulate
the
chief
on
the
officer's
performance
and
again
listen
to
this
we'll
go
out
live
on
the
radio.
The
guys
did
a
phenomenal
job
kind
of
introducing
what
they
were
actually
facing
versus
what
was
reported.

Selection
of
the
officers
to
even
begin
with
I
mean
it's
very
particularly
during
the
afternoon.
Some
of
our
younger
officers
are
there,
but
they
just
have
been
trained
to
the
point
where
they
understand
that
it
may
not
all
be
what
it
says.
It
is
in
the
cad
screen
or
on
the
initial
phone
call,
so
they
basically
performed
to
what
we
require.

had
they'd
specifically
mentioned,
there
had
been
shots
fired
to
the
residents
and
there
was
someone
injured.

being
delivered,
we've
been
waiting
for
a
long
time

cars,

equipment

been
ordered
earlier

beginning
to
come.

expenditures
at
Shore
level
for
vehicles
for
six
of
them
we
ordered
there's
still
a
significant
amount
of
one
back
order

some

body
armor
and
some
other
things
are
coming
as
well
too
so
you'll

coalesce
at
the
end
of
the
year.
It's
not
that
we
waited
this
long
to
do
it.
It's
just
that
long

to
deliver

for

Lube
people
were
able
to
lift
cars
and
then
do
spray
paint
on

spray
paint.

converter,

annual
call
volume
we
are
a
few
hundred
calls
away
from
our
highest
ever
was
last
year,
so
we
are
going
to
break
our
record.
That's
not
something
we
like
to
do
something
you
can
see
is
the
high
trending
over
the
past
few
months.
This
is
actually
going
to
start
getting
into
our
more
busy
season
with
heaters
and
all
kinds
of
other
issues.

Let's
go
ahead
and
move
forward,
IU
same
thing,
they're
following
their
normal
trajectory,
so
we're
plugging
along
with
them
on
major
incidents.
There's
there's
actually
three
total.
So
we
did
have
the
issue
that
kind
of
spilled
from
October
into
November,
with
the
Marathon
gas
station
that
you
may
have
heard
about.
So
that
was
brought
to
a
successful
conclusion.

We
have
filed
paperwork
with
FEMA
in
the
state
to
get
reimbursed
for
that
entire
three-day.
Two
and
a
half
day
response.
We
had
a
subsequent
grease
spill
right
afterwards
that
went
into
one
of
our
waterways
and
that
turned
into
a
mutual
Aid
call
with
the
local
fire
district
who
handles
bigger
hazmats
than
we
do,
but
they
were
able
to
capture
most
of
its
surface
capture.

The
the
grease-
and
then
we
did
have
our
very
first
fire
fatality
since
2017.,
so
this
one,
if
you
can
imagine,
really
got
under
a
lot
of
our
skin,
because
we've
done
a
lot
for
fire
prevention,
it
was
definitely
a
preventable
death.
It
was
a
elderly
gentleman
that
was
smoking
while
on
oxygen
in
an
assisted,
Care
Facility.
F
So
we
have
really
dug
deep
into
that
assisted
Care
Facility
about
their
practices
to
help
prevent
future
occurrences
of
something
like
this
happening.
But
it
did
come
to
successful
conclusion.
It
actually
set
off
the
sprinkler
system
which
kept
the
fire
in
check,
and
it
was
only
that
one
room
that
had
fire
damage
to
it
and
Crews
got
to
very
quickly
and
handled
it
and
evacuated
a
whole
lot
of
people,
and
it
was
just
the
one
individual
that
died.

That
was
a
truck
that
goes
through
different
restaurants
and
they
actually
collect
all
of
their
old
grease.
They
had
a
bad
fitting
and
when
they
drove
away
it
was
just
pouring
all
over
the
place,
so
definitely
a
preventable
accident
that
we
went
out
and
helped
clean
it
up
and
prevent
it
from
being
a
vehicle
accident,
because
once
you
get
that
kind
of
grease
on
the
roadway
you're
just
begging
for
for
accidents.

So
if
we
could
move
forward,
we
finally
have
this
updated
you'll
notice
that
this
is
no
longer
reported
in
seconds,
but
is
in
percentages.
So
we
have
a
goal
and
all
of
our
goals
are
for
the
90th
percentile
mark.
You
can
see
that
we
are
well
below
a
lot
of
our
goals.
Some
of
that
is
an
issue
that
we're
having
with
the
automation
of
times
from
dispatch.

Another
big
issue
we're
having
is
just
like
headquarters,
is
not
an
actual
fire
station,
so
you
know
they
don't
just
run
out
into
the
bay
and
get
on
a
vehicle.
They
actually
have
to
leave
the
building
and
during
the
winter
it's
going
to
get
worse
because
they
have
to
go
across
the
street
to
the
parking
garage
across
the
street
to
get
in
their
vehicle.
So
some
of
it
is
not
the
crew's
fault
entirely,
some
of
it's
just
poor
design
of
the
building
or
issues.

First,
arriving
for
the
total
response:
Force
it's
in
the
in
the
green
and
for
the
others.
That's
what
makes
the
city
of
Bloomington
successful
is.
We
may
not
always
get
there
in
four
minutes,
but
by
the
eight
minute,
Mark
we've
got
that
whole
pile
of
resources
ready
to
handle
the
issue,
so
crews
are
being
held
accountable
to
this.
We
are
starting
to
do
what
we
call
exception
tracking,
so
other
cities,
like
Chicago,
did
this
and
then
started
making
better
decisions
about
station
design
equipment.
Things
like
that.
So
it's
not
again.

It's
not
always
just
the
the
crews
are
not
doing
it
quickly.
Sometimes
it's
just
not
enough
urinals
at
two
o'clock
in
the
morning
for
everyone
to
to
take
care
of
things
or
whatever.
So
we
are
tracking
all
the
reasons
why
we
are
not
making
our
times
and
we'll
be
making
adjustments
as
we
can
and
at
some
point
we'll
have
to
say
whether
or
not
we
can
or
can't
make
this
National
Standard,
but
again
we're
not
seeing
the
negative
outcomes.

There's
there's
quite
a
few:
there
will
not
be
responding
units
from
headquarters,
so
that
is
one
thing
that
you
know.
If
you
hear
all
the
discussions
with
the
bonds
and
all
that
the
station
one
is
going
to
hopefully
be
rebuilt
on
its
current
site,
it's
going
to
be
rebuilt
to
the
point
where
there
is
no
basement.
So
future
flooding
in
the
basement
cannot
happen
because
there
will
be
no
basement
where
the
headquarters
is
at.
That
is
completely
different
from
the
911
response.
It
will
not
have
a
bearing
on
them.

Okay,
all
right.
Moving
on
for
our
inspection
goal,
progress,
if
you
remember,
if
we
look
back
even
just
six
months
ago,
how
much
we
had
not
accomplished
our
inspection
team
has
been
out
quite
a
bit
in
our
new
inspector
civilian
inspector
that
we've
hired
is
really
doing
a
great
job.
We
know
that
we
will
never
meet
this
goal
of
inspecting
every
business
every
year,
but
next
year
we
will
be
adding
a
new
Deputy
Fire
Marshal.

Their
sole
purpose
at
the
beginning
is
to
start
tackling
our
false
alarms.
We
want
to
stop
running
on
many
of
those,
but
while
they
have
time,
they'll
be
adding
to
that
inspection
goal
as
well,
and
then
everything
else
is
starting
to
recover
post
covid.
So
you
can
see
from
21
to
22
adults
and
children,
educated,
they're,
they're
way
above
what
they
were
last
year,
still
nowhere
near
our
pre-covered
numbers,
but
they're
definitely
recovering
all
right.

forward.

and
if
you
look
around
Bloomington,
everything
is
being
built
everywhere,
which
is
adding
to
our
numbers
as
well,
so
everything
that
gets
built
within
the
city
limits
goes
through
a
planned
review
process
and
then
before
they
can
occupy,
the
building
has
to
have
inspections
done,
and
sometimes
that's
two
or
three
inspections
to
get
compliance
before
they
can
open
so
training
again.
I've
said
this
before
the
overages
more
than
cover
up
some
of
the
the
under,
so
we
were
a
little
under
our
monthly
goal.

Is
actually
I
think
we've
got
three
so
we
had
from
Tom
fagola
he's
our
community
engagement
officer
spent
a
long
time
out
with
MCCSC
and
really
you
know
he
does
a
great
job
if
you've
never
been
through
any
of
his
presentations.
He
is.
He
is
great
at
talking
with
people
and
conveying
all
the
fire
safety
messages.
The
other
one
is
for
Tim
Clapp,
which
we
never
get
appreciation
on
he's
the
fire
marshal
and
generally
he's
the
one
that
upsets
people.

again
he
does
a
good
job
and
then
the
last
one
is
from
the
Bloomington
residence
Academy.
So
every
year
we
compete,
and
we
are
generally
the
favorite
sorry
to
our
police
friends,
but
but
no
it
was
never
a
good
day
when
the
cops
show
up.

my
friends,
though,
like

people
I
know
on
social
media.
They
always
like
to

comment
which
is
good
and
stuff,
but
I'm
like
this
helped.

I
guess:
Firehouse
four
was
giving
a
bunch
of
Tours
and
doing
a
food
drive,
and
my
friends
were
just
like
loving
that
only.

We
did
do
our
annual
shop
with
the
firefighter
last
this
month
and
stuff,
and
you
know
again,
they're
doing
a
great
job,
there's
actually
a
box
for
collection.
If
you
want
to
donate
food
I
think
last
year
the
Union
organized
and
donated
like
two
and
a
half
tons
of
food
so
feel
free
to
donate.

So
that's
that's
going
to
be
hard
to
contest
with
and
everything,
but
you
will
also
see
several
contracts
were
approved
for
remodels
at
Station,
2
and
station
four
and
then
station
five
is
finished,
except
for
the
air
conditioning
system.
There's
still
Parts
on
order
for
it.
So
but
that's
those
are
some
really
big
expenses
in
the
several
hundred
thousands
range
for
all
those
remodels.

Personal
issues
we
are
currently
down
seven.
Thank

We

pass
back
and
forth
a
little
bit,
I
guess,
but
we're
down
seven.
We
do
have
two
more
planned
outages
of
people
leaving
and
then
in
January
we
have
our
next
kind
of
mass
Exodus
of
retirees,
January
and
June
or
I'm.
Sorry,
January
and
July.
We've
got
a
total
of
six
people
that
are
going
to
be
retiring
and
they're
in
the
drop.
So
they
told
me
three
years
ago,
they're
leaving
so
that's
anticipated.

We
were
also
informed
that
we
have
three
leaving
for
White
River
Township
that
just
posted
their
starting
salaries
at
72
000
a
year
which
is
almost
20
000
more
than
we're
paying.
So
we
will
lose
three
individuals
to
their
hiring
process.

So
that
is
a
continuing
issue
for
us
and
our
Union
is
starting
to
try
to
open
negotiations
for
reopening
our
contract
and
address
some
of
the
pay
pay.
Complaints
that
we're
having
in
our
own
Department.

Have
two
Community
Care
coordinators
now
and
next
year,
we'll
have
two
yep,
so
we'll
have
a
total
of
four
plus.
We
have
a
pending
Grant,
which
would
give
us
a
program
manager
and
a
higher
level
Community
Care,
which
the
national
model
is
community
paramedicine.
We
are
not
paramedics,
but
with
that
grant
that
would
allow
us
to
upgrade
to
paramedic
capabilities,
and
there
is
a
lot
of
discussion
with
these
positions
potentially
being
funded
by
the
hospital,
not
taxpayer
file.

Plan
starting
next
year,
they
actually
still
have
to
finish.
Some
state
required
training.
Okay,
they
are
meeting
with
they
can't
meet
with
patients.
Yet
so
the
state
came
down
after
we
started
our
program
and
mandated
a
40-hour
training
program,
which
is
a
nightmare
to
do
it's
an
online.
It
is
very
difficult.
It's
taken
them
three
months
to
get
through
it.
They
should
be
finished
this
month.

They
can
put
Hands-On
patients
at
that
point,
but
they
have
already
engaged
with
a
lot
of
stakeholders
at
some
of
the
the
Elderly
Care
Facilities
assisted
living
facilities
and
an
Arab
actually
stopped
about
400
calls
a
year.
Okay
by
you
know
dealing
with
some
of
those
high
high
users
of
911
service
for
BFD.
F
We
we
are
quickly
getting
outpaced,
a
lot
of
departments,
so
I
know
that
you're
fairly
new,
the
fire
district
is
a
different
entity
than
a
city
they're
allowed
to
Levy
their
own
taxes,
and
every
single
fire
district
near
us
now
is
exceeding
our
pay
by
a
lot.
There
is
also
now
the
Statewide
competition,
because
there
is
no
residency
requirement,
so
we
are
losing
people
to
Indy.
We
are
having
people
not
apply
that
will
apply
in
the
Marion
County
area,
where
salaries
are
generally
15
to
20
000
more.

We
are
starting
to
see
a
lot
of
those
pressures
that
we
have
never
had
to
deal
with
before
our
next
hiring
process
will,
let
us
know
where
we
stand.
The
last
one
we
did
was
weigh
less
as
far
as
applicant
pool,
but
we
also
did
a
certified
process,
this
one's
going
to
be
an
uncertified
where
we
will
take
someone
off
the
street
and
teach
them
all
of
the
certifications
and
skills
to
be
a
firefighter
which
generally
yield
a
lot
more
applicants.

But
if
we
don't
get
the
applicant
pool
this
time,
they're
going
to
have
to
make
some
changes,
we
do
have
some
of
the
incentive
programs,
the
rental
assistance.
We
have
three
members
using.
We
have
one
actively
engaging
trying
to
use
the
home
buying
assistance,
so
they
are,
as
you
can
imagine,
trying
to
find
a
home
in
Bloomington,
that's
difficult
so,
but
they
are
actively
trying
to
use
that
program
and
the
higher
starting
salary.

You
know
we
didn't
advertise
it
as
a
bonus,
but
our
probationary
firefighters
normally
start
out
about
6
000
less
than
a
first
class.
We
started
them
all
out
as
certified
members
at
the
first
class
salary
which
went
over
well,
but
currently
in
our
contract.
We
cannot
do
open,
laterals
and
provide
seniority
or
vacation
or
any
extra
bonuses
that
a
lot
of
communities
are
doing
so
that
will
require
a
contract
to
be
reopened.
If
we're
going
to
try
to
adjust
and
come
up
with
some
new
solutions
for
recruitment.

That's
going
to
be
between
City
admin
and
the
union.
The
Union
contract
is
actually
closed
until
2024
unless
they
agree
to
reopen
it
early,
which
there
are
discussions
about
doing
that
at
this
point,
so
you
know
with
every
other
City
employee,
getting
five
percent
or
more
our
firefighters
only
got
a
two
percent
pay
raise
next
year.

quick

though
more
kind
of
referenced
it
that
the
new
the
if
the
showers
does
like
emergency
will
not
be
responding
from
showers.
It'd
just
be

advice

know.
People
before
you
pass
judgment
so
take
some
time
to
get
to
know
Chief,
Moore
and
Chief
decoff
and
his
team,
and
do
the
best
to
make
sure
it's
for
the
community,
not
for
self-interest.
So
so
that's
my
one
word
of
advice
but
yeah
I'm
thankful,
okay,
pass
before
I
cry.
