A
B
Yes,
I
just
want
to
say
briefly,
as
my
colleagues
on
the
board
know,
I've
had
a
family
member,
a
Family
Matter
develop
that
takes
me
out
of
state
for
quite
a
bit
of
time
and,
as
a
result,
I'm
going
to
have
to
step
down
from
the
Board
of
Public.
Works
I
just
wanted
to
take
a
moment
to
say
how
much
I
appreciate
having
been
appointed
to
this
board
by
mayor
Hamilton
and
what
a
privilege
it
has
been
to
serve
with
the
two
of
you.
B
I
have
been
at
the
city
in
a
different
context
for
quite
a
while,
and
it
has
been
just
I-
was
surprised
at
how
eye-opening
it
is
to
see
how
much
work
and
and
skill
and
sweat
and
thought
go
into
all
of
the
things
that
come
before
the
Board
of
Public,
Works
I.
B
Think
anybody
who
really
pays
attention
to
what's
going
on
would
find
it
inspirational
the
amount
of
work
that
the
people
at
the
city
do
to
keep
things
running
and
I
just
want
to
say:
I,
have
all
admiration
and
respect
for
you
Adam
and
for
you
April
for
the
work
that
you've
done
with
this
board
and
for
the
citizens
of
the
city
and
we're
very
lucky
as
Citizens
to
have
you.
Thank
you.
A
D
A
Next
up
we
have
petitions
and
remonstrances
if
we
have
anyone
who
would
like
to
make
a
public
comment
about
something
that
is
not
on
the
agenda
this
evening.
Now
is
the
opportunity
to
do
so.
If
you
are
on
Zoom,
you
can
use
the
raised
hand,
function
or
the
chat
function
to.
Let
us
know
you'd
like
to
make
a
comment,
and
if
you
are
here
in
the
room,
you
can
approach.
One
of
the
microphone
sets.
F
Hello,
my
name
is
Rebecca
Davis
I'm,
a
neighborhood
compliance
officer
with
the
hand
Department
and
I
am
asking
for
approval
for
a
continuous
abatement
on
a
property
1401
West
6th
Street.
This
is
a
property
in
the
neighborhood
that
I
work
and
so
I've
issued
four
four
different
novs
first
one
starting
in
July
as
a
warning
and
then
working
up
through
the
50
100
and
100
150
dollar,
fine,
which
also
included
a
notice
that
I
would
be
coming
here
to
ask
for
approval
for
abatement.
B
E
But
not
quite
something
that
we
talked
about
yesterday.
That
I
learned
is
that
the
continuous
abatement
goes
12
months
from
the
date
of
the
first
nov,
and
you
had
mentioned
that
your
first
violation
warning
was
in
July.
We
know
that
this,
the
first
one
was
in
April.
Can
you
just
for
the
record
correct?
Let
us
know
please.
F
Yes,
so
I
started
working
with
the
city
on
May
15th,
so
previous
to
that
whomever
was
working
in
that
neighborhood
had
issued
a
warning
already.
So
there's
a
warning
in
April.
So
that's
when
the
year-long
continuous
abatement
would
start
and
would
end
in
April
next
year.
Okay,.
F
No
I
have
not
not
regarding
this
matter.
A
Okay
is
the
property
owner
on
the
line.
A
We
have
a
motion
in
a
second
I
will
call
the
roll
coron
aye
Lloyd
aye
Cox
Deckard
I
motion
passes
next
up.
We
have
the
consent
agenda
under
the
consent
agenda.
We
have
resolution
2023-57
little
500
Street
Sprints
resolution
2023-60
Declaration
of
Fleet
Surplus
resolution,
2023-61,
Harvest,
Hooten,
Nanny
resolution
2023-47,
IU
student
involvement,
Fair
date
change,
noise
permit
for
busk
at
dusk
and
approval
of
payroll.
Do
we
have
any
items
that
need
to
be
removed
from
the
consent
agenda.
E
A
C
C
Holdings,
and
so
we
do
have
representatives
from
lime
on
we've
got
Lee
and
Jake.
We
are
recommending
approval
of
the
license
agreement
for
this
term.
We've
been
in
regular
communication
with
all
the
scooter
companies,
including
Lyme
these
last
few
weeks,
as
we've
been
transitioning
into
new
enforcement
procedures,
Etc
and
so
been
actually,
even
as
of
today,
working
very
closely
with
Jake
and
their
team
on
some
specific
issues.
But
so
we
are
requesting
the
approval.
C
I
can't
say
we
are
going
to
be
continuing
to
have
regular,
if
not
weekly,
conversations
with
the
scooter
companies
and
their
representatives
as
we're.
Moving
into
this
new
period
of
enforcement
activity
and
parking
monitoring,
we've
been
pretty
satisfied
with
the
first
few
weeks
of
the
Corrals,
with
some
minor
hiccups
here
and
there,
but
I
can't
say
it
seems
to
be
getting
better
within
that
geographic
area.
C
As
far
as
the
parking
and
the
Corrals
still
having
some
one-off
issues
here
and
there
that
we're
getting
addressed
pretty
quickly,
and
so
with
that,
we
would
ask
for
your
approval
and
we
do
have.
We
did
the
questions
that
were
brought
forward
a
few
weeks
back
to
all
the
companies.
C
We
did
I
forgot
to
get
that
to
you
yesterday
I
apologize,
but
we
got
the
responses
from
Neutron
and
the
line
folks
over
to
you
today
and,
like
I,
said
Lee
and
Jake
and
others
are
here
from
them.
So
if
you
have
questions
we
they
they
are
here
to
answer
them
as
well.
E
I
would
like
to
hear
from
the
company
if
they
would
just
like
to
give
us
an
overview,
especially
as
it
regards
safety
of
riders
safety
of
non-writers
and
parking,
particularly
as
it
pertains
to
keeping
our
sidewalks
and
right-of-ways
accessible
Lee.
Were
you
able
to
hear
all
that.
C
H
I
was
thank
you
so
much
right
there
I
I,
say
to
me
guys
just
to
introduce
myself.
My
name
is
Leanne
Coley
I'm,
the
senior
director
of
government
Behavior
relations
for
live
energy,
gallon
relationships
with
the
city
of
Wilmington
until
2020..
We
are
proud
to
continue
purchasing
the
City
Nissan.
H
Also
joining
you
today,
I've
answered
this
question.
This
team
about
half
Deputy
people
are
responsible
for
ensuring
properly
deploying
devices
into
the
director's
points
about
the
Corral,
any
pickups
that
we've
seen
we're
finding
immediately
to
ensure
that
our
devices
are
deployed
properly
and
what
that
means
that
if
a
device
is
deployed
properly,
that
means
that
that
trip
would
most
likely
be
continues
to
operate
properly
into
these
parts
properly.
H
To
ensure
that
any
of
those
complaints,
particularly
those
that
are
highlighted,
that
block
Ada
ranch
or
bus
routes
or
88
parking
spaces,
particularly
downtown
or
elevated,
so
that
we've
resolve
them
immediately,
and
that
means
that
continuing
to
have
a
very
standard
approaches
to
the
opponents
and
a
line
complete
to
make
sure
that
we're
responsive
as
possible.
So
we
send
out
regular
writer
communication
and
ask
envious
email
and
we
also
accept
buying
providers
who
continue
to
part
them
properly.
H
Others
aligned
with
the
other
operators,
and
we
continue
to
work
diligently
with
the
state
to
ensure
that
when
it
comes
to
the
Future
operations
and
shared
devices
that
these
mandatory
parking
zones
worked
effectively
on
our
end
and
that
the
city
continues
to
grow,
mandatory
parking
as
bio
has
had
advocated
for
so
that
the
free
floating
model
has
a
mid-born
management,
because
there's
nothing
else.
That
gives
me
heartburned
and
walking
down
the
sidewalk
and
being
a
cedar
blocks
again.
H
A
Thank
you
I'm
curious
to
hear
a
little
bit
more
about
the
mandatory
parking
area
in
the
information
that
you
supplied.
We
see
a
map
that
indicates
the
previous
mandatory
parking
Zone
and
the
proposed
new
mandatory
parking
Zone
in
yellow,
tell
me
a
little
bit
about
the
process
of
establishing
a
parking
Zone,
the
first
version
of
the
parking
Zone
and
then
what
led
to
the
decision
to
add
to
that
parking.
Zone.
H
The
line
of
the
huge
proponents
of
mandatory
parking-
if
you
look
at
the
city
of
Grand
Rapids,
where
alignment
default
operator
for
the
city
of
almost
a
200
000
residents
will
be
out
in
the
both
devices
here
of
the
city,
has
a
city-wide
mentoring
parking
requirement
of
which
the
city
is
installed.
Infrastructure
and,
on
our
end,
we've
installed
that
infrastructure
into
our
operations,
and
that
requires
Riders
to
internships
at
all
designated
parking
Zone.
H
What
the
city
has
installed:
We
Begin
voluntarily
implementing
mandatory
policy
around
the
IU
campus,
and
so
at
the
base
of
that
with
identifying
where
bike
racks
existed
with
those
low
cost
effective
ways
to
ensure
that
devices
are
parked
properly.
Well,
let's
use
the
bike
racks
first,
and
so
that
was
the
beginning
of
the
foundation,
and
so
we
self-imposed
the
mandatory
policy
on
the
IU
campus
and
when
the
city's
expansion
throughout
the
sexual
business
district
profile
to
bring
north
of
the
60s.
H
A
Thanks
in
the
document,
it
also
says
we
will
not
deploy
scooters
on
campus
and
parking
is
only
allowed
at
bike
racks
on
campus.
What
does
that
mean?
Not
deploying
scooters
on
campus?
Was
there
a
time
when
you
did
deploy
scooters
on
campus
and
then
that
changed
or
have
you
not
ever
deployed
scooters
on
campus.
H
I,
as
was
mentioned
during
last
week's
meeting
and
I,
what
would
be
remiss
first
off?
I
forgot,
however,
for
apologize
for
not
attending
classes,
and
you
didn't
got
better
than
overtime
an
hour
ahead,
and
we
appreciate
the
opportunity
to
come
up
before
the
board
of
answering
these
questions.
But
in
reviewing
last
week's
meeting,
we
do
recognize
that
no
questions
around
impounding
and
ticketing
and
throughout
relationships
that
IU
would
work
in
the
number
of
the
poundings
that
took
place
and
what
we
recognized
is
working
with
these
universities
was
that
the
number
of
devices.
H
Throughout
conversations
with
IU,
we
decided
that
not
deploying
to
the
campus,
which
means
simply
are
that
we
were
moving
forward
from
the
cancer,
so
that
there's
not
a
large
number
of
vehicles
within
whether
that
they
only
occurred
through
acclimation
through
our
own
ridership,
reaching
campus,
which
becomes
a
much
easier
and
more
manageable
way
of
dealing
with
a
different
things
such
as
is.
H
City
to
prevent
a
large
amount
of
oven
pounding-
and
this
is
where
our
relationship
with
the
Department
of
Public
Works
company
and
our
relationship
with
parking
services,
is
that
we
respond
immediately
to
those
institutions
right
and
so,
when
Adam
sends
us
a
picture
and
probably
Park
sooner.
Our
team
members
are
deployed
immediately
to
resolve.
That
was
one
of
these
more
proactive
and
not
reactive
when
it
comes
to
those
types
of
devices
and
we
hope
to
keep
our
students
out
of
empowerment
and
lower
the
burden
of
work.
A
C
So
Lee
it's
Adam
here,
just
you
know
even
today's
instances
and
such
you
know
what
kind
of
review
are
you
folks
doing
as
the
you
know,
so
a
writer
ends
their
use
of
the
scooter
they're
required
to
take
that
picture
and
submit
it
through
the
line
map
to
show
that
they've
made
it
to
a
destination
where
parking
is
allowed
and
such
what's.
The
monitoring
of
that
like.
H
When
it
comes
to
instances
where
there
are
emergency,
I
notices
of
him,
probably
more
fears
such
as
handicapped
spaces
or
Kirkland,
we
immediately
deploy
our
team
members
to
resolve
those
issues
and
we
think
Communications
to
those
Riders
and
so
just
using
today.
As
an
example
Adam,
the
image
that
you
shared
an
important
guarantee
I'll
receive
an
image
of
a
theater
that
had
been
left
in
the
middle
of
the
current
rent,
which
is
perfectly
to
me,
and
so
why
or
minor
would
be
such
a
thing.
H
D
H
How
inflating
the
behavior
is,
or
we
have
the
ability
to
platform
that
Rider
and
share
that
Rider's
information
with
the
other
operators
so
that
they
are
no
longer
allowed
to
use
shared
devices
in
the
city
period
in
the
instance
of
this,
what
our
boomington
operations
would
be
fun
to
call
the
car
we're
left
properly
apart.
They
were
deployed
first
to
the
Corrals
that
you
have
installed
and
there
were
no
trips
taken
on
that
device.
There
were
no
unboxing.
H
To
believe
that
there
is
the
potential
of
vandalism
within
the
city,
perhaps
for
another
operator
who
moves
those
leaders
from
employee
Corrals
to
give
the
impression
of
a
West
Pike,
which
is
very
concerning
to
us.
H
Cannibalism
in
another
photo
of
wine
devices
that
were
happening
going
to
the
Corral.
There
were
a
number
of
the
another
operator
scooters
that
took
up
the
entirety,
spaces
within
the
Corral,
which
is
not
allow
for
us
to
put
properly
all
right.
So
there's
some
issues
that
we
want
to
work
through
with
the
other
operators.
A
Can
you
tell
me
a
little
bit
about
the
safety
programs
that
you're
offering
on
campus
as
far
as
this
semester?
What
have
you
already
done
and
what
do
you
have
planned
to
help
particularly
students,
but
the
general
Community
understand
how
to
use
scooters
more
safely.
H
He
absolutely
thank
you
guys
battle,
president
well
I'm
a
partnered
with
IU
and
specifically
the
IEP
Department
Every
Spring
and
fall.
H
So
we
at
the
end
of
each
school
year
and
at
the
beginning
of
the
school
year,
which
keeps
returning
partner
with
guided
TV
for
what
we
call
first
round
taxes,
we
post
events
they
had
Duke,
Meadows
or
gunmetals,
where
we
give
out
free
houses,
teach
people
how
to
ride
creators
and
bike
properly,
how
the
parts
of
them
properly-
and
this
happens
either
on
a
pop-up
basis
or
when
we
join
in
with
other,
and
we
also
submit
advertisements
throughout
the
IU
student
paper
to
continuance
courses
and
reinforcing
the
message
of
writing
safely
and
targeting
properly
and
we'll
continue
to
make
those
things
I.
H
Given
our
relationship
with
IU
and
the
relationship
with
the
city
and
we'll
expand
on
those,
let's
make
sure
that
we're
doubling
down
on
the
message
and
providers
and
continue
to
give
out
in
three
houses
as
possible,
while
touching
them
on
the
students
as
possible,
to
make
sure
that
your
own
diet
is
properly
is
safe.
A
And
could
you
just
recap
for
us
the
ways
that
writers
can
get
free
helmets,
so
one
of
the
ways
would
be
attending
one
of
these
events.
What
are
the
other
ways
that
they
might
be
able
to
access
free
helmets.
H
Yeah
they're
also
able
to
request
free
comics
at
the
Uline
website.
Andrew's
signing
up
for
our
program
called
My
Access
find
access
is
our
affordability
program
day
of
running
managers,
snap
beneficiaries.
They
are
eligible
for
line
access,
receiver,
50
discount
on
their
minor
ship
and
then
we'll
have
their
information
to
be
able
to
deliver
helmets
to
them
as
well.
B
I'm
curious:
if
Lyme
does
any
safety
programming
in
Bloomington,
that's
not
on
the
IU
campus.
Is
there
anything
that
you
do
to
reach
non
students.
H
Yeah
we
have
we
also
pop
up
against
across
the
city
as
well
and
so
welcome.
We
know
that
IU
has
become
or
not
have,
because
it
typically
is
that,
then
you
have
a
lot
of
attention
around
the
users
who
shared
micro
Mobility,
but
we're
looking
for
opportunities.
H
Will
go
to
a
farmer's
market
break
our
break
hour,
helmet
on
tables
and
housing
devices,
to
make
sure
that
we
can
touch
as
many
Wilmington
residents
as
possible
as
well.
H

Appreciate
my
colleague's
question,
I
was
thinking
the
same
thing
I
just
putting
together
the
pieces
of
what
we've
discussed
so
far
is
that
Lyme
does
not
actively
deploy
scooters
on
campus,
but
if
scooters
end
up
on
campus,
they
are
used
on
campus,
but
the
safety
programs,
primarily
that
you
spoke
about,
are
on
campus.
So
I
also
was
thinking
about
increasing
your
visibility
on
off-campus
locations,
particularly
for
safety
programming,
helmet
giveaways
things
like
that.
H
Both
the
lime
project,
events
in
our
own
and
hoping
that
people
will
show
up
we'd
like
to
go
to
wherever
we've
lost,
and
so
any
events
like
I
mentioned
farmers,
markets
or
festivals.
That
makes
sense
when
anything's
that
we
can
touch
the
most
people.
We
will
be
there,
but
we
are
to
be
able
to
educate
as
many
people
as
possible
about
the
best
way
to
use
Peter's
advice
and,
most
importantly,
that's
going
to
park.
Peterson
Pike.
E
B
I,
don't
have
any
questions
but
I'll
just
say
that
at
the
last
meeting,
I
spoke
at
length
about
my
frustrations
with
the
scooter
program
in
general
across
the
three
companies
and
I'm
not
going
to
rehash
that
at
this
meeting.
But
I
am
going
to
say
that
my
concerns
and
frustrations
remain
and
color.
My
vote
on
this
matter.
A
D
A
I
Hello,
Mike
Arnold
from
housing,
neighborhood
development-
this
is
a
property
we've
had
trouble
with
for
several
months.
We
just
recently
did
an
abatement
of
this
property
for
title
16
for
trash
and
garbage.
I
There
is
an
issue
with
this
house
being
occupied
by
people
who
are
not
authorized
to
live
in
the
house.
We
have
spoken
with
the
owner
and
she
has
indicated
that
they
do
not
have
permission
to
be
there.
We
have
given
her
the
information
on
how
to
go
about
evicting
the
people
that
are
in
the
house,
and
she
is
either
not
able
or
not
willing
to
do
that
so
because
there
are
issues
with
the
house
that
it
needs
to
be
repaired,
we're
asking
for
in
order
to
vacate,
and
we
need
the
board's
approval
for
that.
E
A
A
J
G
Hi,
it's
Alex
Gray
from
engineering
Gillette,
General
Contractors
is
going
to
be
working
on
the
project
at
Johnson
Creamery,
which
is
at
West,
8th,
Street
between
North
Rogers
and
City
Hall
and
the
beeline
Trail.
The
issue
comes
about
because
they
have
a
storm
water
tunnel
that
goes
kind
of
at
the
northern
part
of
their
property,
and
it
is
six
feet
or
so
outside
of
the
easement.
So
they
have
to
relocate
it
or
else
they
will
not
be
able
to
go
forward
with
their
building
project.
G
They've
been
working
with
CBU
on
this
and
they
just
I
actually
got
word
from
them
today
that
I
think
the
soonest
they
would
be
able
to
actually
start.
The
work
would
be
September,
11th
probably
like,
but
they
said
it
could
be
September
18th
too,
but
it's
going
to
be
in
that
time
period
and
they're
planning
roughly
about
five
days
to
do.
The
closure.
E
G
E
G
I
believe
it
is
Matthew
I,
think
it's
Rollin.
Is
he
not
on
okay,
yeah
I
did
send
the
link
for
them.
So
that's
why
I
was
wondering
if
they
would
be
on
or
not,
but
I
can
reach
out
to
them
to
see
about
getting
a
notice
to
them
and
I
can
also
put
it
within
their
permit
as
well.
Okay,
thank
you.
A
And
then
could
you
just
talk
a
little
bit
about
the
coordination
with
the
school
system?
I
know
it's
sort
of
mentioned
in
the
letter
from
Reed
and
Sons
that
they
made
some
adjustments
to
the
request
because
of
school
traffic.
Do
you
know
if
there's
any
lingering
issues
with
that
or
if
they've
had
time
to
maybe
talk
with.
A
G
G
A
Yeah
that
will
be
October,
12th
and
13th
for
MCCSC,
so
maybe
it
may
align
from.
E
A
G
Hi
it's
Alex
Gray
from
engineering.
Again
AEG
is
going
to
be
coming
to
you
with
one
area
for
approval.
This
time
it's
going
to
be
North,
Morton,
Street
and
North
Rogers
Street
between
West
11th,
Street
and
West
6th
Street.
A
lot
of
this
will
be
Aerial
Work,
which
means
they'll
attach
to
the
existing
poles
that
are
in
the
area,
but
they
do
have
on
some
of
the
connector
streets.
Some
more
of
the
local
they're
going
to
have
some
boring
that
they're
going
to
do,
but
it's
primarily
aerial.
E
G
Hi,
it's
Alex
Gray
again,
Landmark
Urban
construction
is
requesting
a
sidewalk
bike
lane
and
lane
closure
on
North
College
Avenue.
So
they
can
install
a
bus,
shelter
as
part
of
the
14th
Street
development
they
have,
which
is
the
standard.
The
bus
shelter
will
be
located
between
West,
14th
and
West
15th
on
North
College,
and
they
want
to
do
the
work
between
September
5th
and
September
10th,
which
is
roughly
a
week
and
Bloomington
Transit
has
been
working
with
them
and
they
approve
of
their
plan
for
this.
For
the
new
bus,
shelter
as
well.
E
A
C
Director
at
the
August
15th
meeting,
a
contract
was
awarded
to
anchors
for
exterior
repairs
to
the
sanitation
garage.
A
Zoom,
seeing
none
is
there
a
motion.
A
C
Adam,
oyster
again,
just
some
brief
updates.
We
had
a
really
busy
weekend
last
weekend,
downtown
with
the
pride
festival
and
we'll
have
another
really
busy
weekend
this
weekend
with
Fourth
Street,
Arts,
Festival
I
think
it's
their
47th
year
and
we
have
a
football
game
against
a
University
from
the
state
east
of
us.
That's
going
to
bring
a
lot
of
fans,
and
so
it's
going
to
be
a
very,
very
busy
weekend,
downtown
Bloomington,
otherwise
we're
it's
just
that
time
of
year,
where
we're
just
really
busy.
C
Generally
animal
shelter
had
some
good
adoption
events
here
recently.
They
still
have
a
need
for
more
adopters.
They
still
have
a
need
for
more
wet,
wet
food
for
both
dogs
and
cats.
If
anyone's
out
there
wanting
to
donate,
they
are
seeking
those
as
well
and
then
I
just
want
to
finish
with
a
thank
you
to
Jennifer
a
trusted
colleague.
While
she
was
here
at
the
city,
but
also
a
great
trusted
board
member.
C
C
Otherwise,
that's
all
I
have
for
today.
Thank.
