If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
I'd
like
to
call
this
meeting
to
order
today
is
april
23rd.
D
A
I
know
I
know
I
get
it
okay,
thank
you.
We
have
at
least
eight
of
council.
E
Hello,
everyone
thank
you,
so
I
will
make
a
few
brief
comments
to
start.
I'm
gonna
hand
it
over.
E
Quickly
to
deputy
mayor
don
griffin
day,
two
to
just
say
hello,
I
hope
he's
here
too
and
then.
E
E
E
E
E
E
Under
the
same
act,
so
these
are,
these
are
unprecedented
levels
and
opportunities
at.
E
That
we're
in
and
kind
of
beginning
in
a
formal
way
tonight
we
shared
with
you
last
week.
E
E
E
Probably
also
into
into
the
year
2023
as
well
for
for
the
use
of
some
of
this
money,
they'll.
E
Number
one
city
revenue
replacement:
where
have
we
taken
hits
and
losses
in
city
government
in
our.
E
Revenue
in
ways
that
will
hamper
our
ability
to
provide
basic
city
services
in
the
years
ahead.
E
Higher
income,
who
experience
housing
and
security,
what
are
steps
we
can
take
with
this
funding.
E
Of
our
community,
the
the
jobs
and
and
employers
and
employees
all
recover
forward
into
the.
E
Future
and
then
a
fourth
bucket
thinking
about
public
infrastructure.
What
are
what
are
some.
E
E
E
So
I
won't,
I
don't
want
to
talk
more
about
it
I'll
hand
it
over
to
don
griffin
in
just
a.
E
E
E
Together,
this
is
a
this
is
a
chance
to
pivot
and
recover
forward
and
move
into
a
into
a
new
a.
E
New
way,
a
new
community
so
on
day,
two
of
his
tenure
of
deputy
mayor
don
griffin,
I
just
want.
E
To
hand
the
microphone
figuratively
over
to
you
to
say
hello,
this
may
be
your
first
formal.
F
Second,
shot
yesterday
and
man
not
saying
don't
get
it,
you
gotta
get
it,
but
it's
it's.
F
It's
got
me
a
little
bit,
so
if
I
I
sound
a
little
wonky,
let's
blame
the
medication.
Okay.
F
This
is
such
a
great
opportunity,
and
you
know
we're
here
to
listen
to
your
ideas.
I
mean.
F
We
we've
tried
to
frame
suggestions
or
tried
to
make
it
easier
from
the
over
almost.
F
100
million
dollars
requests
and
ideas
that
we've
had,
but
this
is
your
opportunity
to
take.
F
E
I
think
hand
it
back
to
you
in
hopes
that
you
can
kind
of
share
ideas
as
a
group
as
individuals.
E
G
G
And
the
the
prior
recovery
funds
that
we've
received
is
this
can
be
used
to
supplement
lost.
G
G
G
So
it'll
it'll
cover
two
budget
requests,
plus
an
additional
appropriation
ordinance.
G
As
you
can
imagine,
last
year
was
a
a
tough
year
for
the
city
in
some
ways.
In
some
ways.
G
G
Than
what
was
projected
that
certainly
was
welcomed.
Our
lit
obviously
came
in
at
what.
G
Obviously,
some
segments
continued
to
build.
Others,
you
know
did
not
so
we'll
be
interested
to.
G
See
where
that
ends
up
both
from
where
our
levy
goes
again,
that's
a
seven
year
rolling
average
of.
G
That
some
segments
have
done
extremely
well
as
far
as
employment
deliveries
and
those
kinds.
G
Of
things
and
those
businesses
that
retooled
to
be
able
to
stay
in
business
during
this
pandemic.
G
Other
segments
have
been
devastated,
so
a
lot
of
service
areas
have
not
done
well,
so.
G
G
We'll
probably
be
flat,
and
with
a
plus
or
minus
five
percent
on
that
as
well,
it's
right
now.
G
Indications
are,
it
may
be
towards
the
plus
side,
which
will
be
good.
That
said,
in
looking
at.
G
General
fund,
so
we
still
have
adequate
reserves.
We
were
able,
obviously,
to
take
care
of
that.
G
A
lot
of
those
programs
are
profitable
and
they
subsidize
those
programs
that
are
not.
G
So,
anytime
that
we
lose
that
net,
we
lose
funds.
So
what
we've
seen
is
in
their
non-reverting.
G
Fund
was
significant
drop
in
that
balance,
while
in
the
general
fund
they
did
a
great
job
of.
G
Trying
to
hold
down
expenses
and
property
taxes
were
a
little
bit
higher
so
net
that
they
were.
G
G
G
In
a
positive
balance,
they
cut
expenses
as
much
as
they
could.
But
you
know
it's
a.
G
Service
department
that
plows
the
streets
that
maintains
the
streets,
they
maintain
the
sidewalks.
G
Garages
and
park
parking
meters
are
down.
The
good
news
is
the
the
parking
meter
had
a
fairly.
G
G
A
lot
and
we're
trying
to
keep
those
maintained
as
much
as
possible,
so
you
know
it's
going
to.
G
Be
a
flat
to
a
negative
year
again,
the
city
is
well
positioned
to
continue
to
do
those.
G
Things
to
drive
the
economy
forward,
we
won't
see
a
significant
increase,
I
think
other
than.
G
Planned
increases-
and
you
know,
we've
got
three
unions
that
have
contracts
that
will
be.
G
G
G
Things
we
have
seen
a
significant
increase
in
is
materials,
especially
building
type
materials.
G
You've
seen
four
to
five
hundred
percent
increases
in
pricing,
so
we,
you
know,
we've.
G
Experienced
that
as
well
so
departments
continue
to
minimize
expenses
as
much
as.
G
Possible,
but
still
deliver
the
program
so
kudos
to
all
my
fellow
department
heads
that
have
done
a.
G
Wonderful
job,
I'm
not
the
most
popular
person
in
the
world
with
them
over
the
last
year.
G
A
Okay,
thank
you,
mayor
hamilton,
deputy
mayor
griffin
and
city
controller
underwood.
It
is.
A
My
council,
colleagues,
and
in
that
vein,
if
I
may
start
the
questions
and
I
just
kind
of
put.
A
A
But
has
the
city
identified
any
other
potential
sources
of
some
of
the
state's.
E
E
A
Or
not,
okay,
see
no
one
jumping
in,
and
I
think
many
of
us
realize
that
this
is
it's
early
in
the.
A
Game
and
there
may
not
be
some
definitive
answers,
but
it's
worth
bringing
to
the
forefront
and.
A
Sharing
with
whatever
we
have
with
regard
to
my
colleagues,
I
think
the
best
way
to
do
is
I'll.
A
Just
start
up
in
the
corner
and
we'll
go
through
each
person
when
we
get
to
you,
if
you
don't.
A
H
Well,
I
had
a
question
just
for
jeff
underwood
about
our
discretion
on
in
this.
In
this
money.
H
And
whether
we
could
bank
it
and
release
a
portion
of
it,
anticipating
that.
H
A
concern
something
we
should
you
consider
doing
they
specif
one
of
the
things
that
they
did
say.
G
Is
we
can't
necessarily
build
up
reserves
from
that
standpoint?
They
want
the
money
spent.
A
So
I'll
just
remind
that,
moving
on
council
members
can
blurry
before
she
jumps
in.
I
will.
G
Say
philippa
corporation
council
reminded
me
that
they've
already
pushed
that
out
so
that.
G
Leeway
there,
so
they
initially
it
said,
23
and
now
they're
pushed
out
to
24..
Thank
you.
I
Mr
president,
may
we
are
you
wanting
to
focus
on
questions
right
now
or
maybe
comment
as
well
or.
I
Both
or
both
from
council
colleagues,
yes,
okay,
yeah
comment,
first
mayor,
hamilton
and
and.
I
Colleagues,
I
very
much
appreciate
what
you
said
about
leveraging
other
funds,
I'm
a
fundraiser.
I
So
when
we
could
turn
one
dollar
into
three,
that
seems
like
a
good
opportunity
worth
exploring.
I
E
Response
to
that
I
totally
agree:
housing
and
security
generally
homelessness,
in
particular,.
E
That
that
that
can
cross
all
kinds
of
borders
I
have
already
reached
out-
and
there
are
seven.
E
Other
cities
that
have
joined
a
letter
asking
for
dialogue
with
the
state
government
about.
E
E
I
totally
agree
with
that.
I
think
you
know
I
I'm
going
to
probably
be.
E
Urging
that
we
look
at
putting
some
of
our
arpa
american
rescue
plan
act,
money
on
the
table.
I
I
Partnerships
and
leveraging-
I
think
this
is
a
question
for
mr
underwood,
but
I'm
not
sure.
I
G
Financial
transactions,
but
I'll
summarize
I
can
send
a
summary
of
that
to
you
on.
G
A
Thank
you,
councilman
scumbler,
councilmember,
sandberg
and
then
councilmember
flaherty,
be
after.
A
J
J
J
J
J
J
Our
community
have
the
subsidies
they
need
to
afford
the
rising
rental
costs
and
the
rising.
J
J
And
hopefully
we'll
spend
wisely,
I
mean
housing
for
me.
Obviously
is
a
big
piece.
J
Our
nonprofits
are
stressed
to
their
capacity
with
the
pandemic
and-
and
I
I
have
to
say
a.
J
From
being
able
to
get
back
on
top
of
their
game,
get
back
into
attracting
audiences
and.
J
J
Of
our
waldron
arts
center
so
I'll
be
curious
to
hear
what
we'll
be
developing
on
that
front
too.
J
Who
serve
this
city
certainly
need
to
be
taken
care
of
with
the
replenishment
of.
J
Funds
that
that
are
perhaps
definitely
in
the
buckets
that
you've
identified
here
but.
J
Yeah
housing
for
me
is
going
to
be
the
the
primary
focus
make
sure
that
we
have
the
dollars
to
do.
J
That's
just
not,
and
that's
that's
kind
of
a
non-starter
with
me,
so
subsidies
for
both.
J
Needs
to
be,
I
think,
in
pretty
clear
focus
here,
so
that's
it
for
now.
Thank
you.
A
Thank
you,
councilman
sandberg,
we'll
move
on
to
council
member
flaherty
and
councilmember
isabel.
A
E
I
just
wanted
to
mention.
First
of
all,
I
really
appreciate
councilman
sandberg
kind
of
helping.
E
Articulation
and
absolutely
employer
housing
from
the
largest
employer,
like
iu.
E
Know
regulatory
authorities
that
we
have
incentives
that
we
have
and
then
cash
that.
E
May
be
coming
in
with
this,
so
I
I
think
you
know
it's
helpful
to
hear
what
I
heard.
E
K
Sure,
thanks,
thank
you
all
for
the
presentation
and
welcome
deputy
mayor.
K
I've
had
some
challenges
with
the
pandemic
as
well,
and
I'm
wondering
if,
if
that's
part
of
the.
K
E
Yeah,
let
me
I'll
start
with
that
and
if
others
want
to
join,
I
just
was
with
lou
may
for
an
hour.
E
Or
so
yesterday,
transit,
as
you
indicate
council
member
has
been
smacked
hard
their.
You
know.
E
Their
revenues,
their
ridership,
are
way
down
here
and
across
the
country
they
have
gotten.
E
Very
significant
and
specifically
directed
financial
support
from
the
transit
agency
in
the.
E
We
believe
is
the
only
continuous,
fair
free
place,
fair
free
system
in
the
state.
Still
many
went.
E
E
E
Their
their
biggest
problem
is
getting
bus
drivers
and,
and
they
may
need
to
take
some
steps
on.
E
L
So
I
wanted
to,
I
don't
have
questions
I
wanted
to
kind
of
indicate
where
my
priorities
would
lie.
L
L
City
nonprofit
partnership
would
own
the
land
and
and
be
able
to
lease
it
at
very
low
rates.
L
So
I
hope
that
that
that's
an
idea
that
we
could
explore
further
the
the
other
emphasis
I.
L
L
Of
the
overall
one
of
the
overarching
lenses
through
which
you
you
look
at
all
the
expenditures.
L
On
the
other
federal
resources,
for
that
also,
you
know
if
we
can
help
people
on
the
lower.
L
L
Of
funds
as
well,
so
that
those
are
just
some
of
the
things
that
I'm
I'm
looking
for.
Thank
you.
E
C
Interesting
discussion
so
far.
First,
I
want
to
echo
pretty
much
everything
councilman
sandberg.
C
C
C
C
Addition
that
I
you
should
be
thinking
about
building,
I
mean
nice
housing
on
campus.
C
For
people
who
would
live
there
12
months
a
year,
I
want
to
add
also.
I
want
to
agree
with.
C
Coming
we
should
be
able
to
put
a
substantial
amount
of
money
down
to
acquire
land
that
I.
C
Mean
if,
if
the
debate
over
zoning
is
any
indication,
there
is
a
crying
need
for.
C
Become
you
know,
kind
of
a
housing,
that's
better
for
the
community
as
a
whole
and
not
just.
C
Go
to
more
private
market
rate
conversions,
but
I
also
want
to
very
strongly
emphasize.
C
C
Could
do
better
than
shelter
for
most,
if
not
all,
of
the
people
experiencing
homelessness.
C
You
know
with
this
money
this
year
so
like
I
just
can't
emphasize
that
enough.
C
C
C
Can
you
know
what
provides
a
continuum?
Is
it
like
fills
in
holes
in
our
continuum
of
housing.
C
Through
that
that
place,
but
we
have
to
identify
a
place
for
it.
That's
almost
as
important.
C
C
D
Thank
you,
mr
sims,
and
for
the
presentation.
I
want
to
ask
mr
underwood
a
question
and
then
I
have.
D
Some
ideas,
mr
underwood,
how
much
of
the
funds
that
we're
talking
about?
22
million
needs
to
be.
D
Used
for
replacement
for
government,
you
know
for
things
that
we've
missed
out
on
at
the
city.
G
G
The
street
department
and
and
another
million
or
so
in
the
parks
department,
our
I
t
department.
G
G
And
getting
equipment
out
so
people
can
work
remotely
and
do
it
safely.
So
I'd
say
another.
G
One
year,
so
possibly
we
can
continue
to
monitor
that
as
well.
As
you
know,
what
level
reserves.
G
It
can
be
some
mixture
in
between
over
that
it
just
depends
on
how
quickly
the
economy
comes.
G
G
D
D
D
With
a
grant,
we
can
partner
with
indiana
housing,
community
development
authority.
D
For
guidance
on
how
to
do
this,
we
can
partner
with
new
hope
we
can.
D
D
And
help
help
them
get
into
a
home
that
they
can
afford,
and
I
think
that
a
combination
of
the.
D
Things,
council,
member
volun
said
and
piedmont,
smith
and
sandberg.
I
just
think
this
is
the.
D
We
have
the
opportunity
to
do
this
fantastic
program
and
I
didn't
say
it
was
going
to.
D
A
Thank
you,
councilmember
smith,
councilmember
rosenberger,.
M
M
What
other
folks
have
said?
Councilmember
piedmont
smith
talked
about
solar
for
homes.
M
M
M
To
eight
thousand
dollars
a
year
for
people
to
own
one
car,
I
really
love
the
farm
stock.
M
M
Out
there
condo
eyes
small
multi-family
buildings,
so
that
you
know
anything
from
really
doesn't.
M
M
Forgivable
loans
that
folks
are
purchasing
and
then
renovating.
Okay,
that's
my
list
right
now.
A
Thank
you,
councilmember
rosenberger
we'll
go
another
round.
I
think
with.
A
A
And
we've
talked
about
sustainable
or
many
projects.
I
just
want
to
make
sure
that.
A
If
you
can
to
begin
other
things
like
the
land,
trust
like
some
of
the
housing
issues,
but
I.
A
Want
them
to
pay
off
on
into
the
future,
so
I
want
them
to
be
more
sustainable
for
the
long
term.
A
A
As
well
and
lastly,
what
I'd
like
to
offer?
Many
of
the
things
that
we
talk
about
will.
A
Just
won't
be
possible
long
term
until
we
raise
income
levels
through
partnership,
maybe
with.
A
With
the
idea
on
creating
jobs
with
higher
wages
that
people
could
actually
live
on.
A
In
bloomington
so
having
said
that-
and
I
think
this
again
just
begins
a
community.
A
Discussion,
I
think
we
can
go
another
round.
We
will
on
comments
with
our
council
members
and.
A
H
Comments
well
actually,
but
either
or
just
just
yeah,
it's
fine!
It's
fine!
I
I
can.
I
like
everything.
H
To
purchase
land
and-
and
you
know,
create
create
housing,
low-income
housing
there,
and
I
think
that.
H
H
Rents
they
could
go
to
mortgage
payments
and
then
regarding
food.
I
think
that
we've
got.
H
H
H
Expedite
a
lot
of
the
things
that
are
there
aimed
at
carbon
reduction,
I
think
the
only.
H
Emphasis
on
that
I
mean
it's
generally
seen,
as
is
planting
trees
and
planting
vegetation,
which.
H
H
Some
ideas,
but
anyway
I
like
everything,
I'm
hearing
frankly,
I
think
everybody
here.
H
All
very
good
stuff,
so
that's
my
two
cents
thanks!
Thank
you!
Councilman
council
members
can
bluray.
I
Yes,
thank
you.
This
is
interesting
for
me
to
listen
to
because
it
reminds
me
of
a
lot
of.
I
I
I've
been
surprised
that
every
single
one
of
them
has
talked
about
infrastructure.
I
wasn't.
I
Expecting
that,
so
I
think
there
are
ways
to
look
at
interesting
projects
at
the
intersection.
I
I
Mentioned
arts
as
a
community,
I
know
there's
a
parallel
conversation
going
on
with
multiple
arts.
I
I
I
Not
a
tension,
but
a
balancing
that
needs
to
happen,
so
I
would
just
offer
that
thought.
I
J
Thank
you
in
the
next
couple
of
years
of
this
term,
one
of
the
things.
J
That
I
worked
on
in
the
last
term
and
that
is
the
affordable
living
committee
and
our
report.
J
J
Higher
and
higher
rents
are
getting
higher
and
higher
all
costs
that
we
need
to.
J
Recovery
from
this
really
terrible
year
are
everybody
all
hands
on
deck
and,
and
somebody.
J
J
J
J
You
know
working
working
harder
falling
behind,
and
that
seems
to
be
the
nature
even
before
the.
J
J
J
J
That
we
that
we
all
need
we
all
want.
I
want
to
know
a
little
bit
more
about
what.
J
E
It's
music
to
my
ears.
I
didn't
respond
directly,
your
first
point,
but
we
would
love
to
give
a.
E
A
Thank
you,
council,
member
flaherty
sure
thank
you.
Yeah
just
went
with
a
question.
K
The
first
time,
in
terms
of
comments
and
thoughts
on
some
of
what
I've
heard
and.
K
That
pay,
you
know,
other
types
of
dividends
for
the
city,
so
I
think
that's
a
good
approach.
K
K
A
lot
of
sense-
and
we
need
to
do
that-
but
beyond
that-
certainly
housing
and
security,
I
think-
is.
K
Is
a
big
focus
and
something
we
need
to
be
working
on,
and,
in
particular
thinking
about.
K
Is
being
discussed
by
the
housing
and
security
group,
and
some
of
it's
almost
definitely.
K
In
the
very
low
income,
housing
area,
zero
to
four
hundred
dollars
a
month
or
or
lower.
C
A
Ahead,
thank
you,
my
back.
Yes,
you
are.
Thank
you,
my
apologies.
Sometimes
I
have
too
many
tabs
open.
K
My
my
audio
freaks
out
yeah,
just
mentioning
on
the
housing
and
security
front,
that.
K
You
know
the
very
low
income
housing
in
particular
is
is
much
needed
and
that
there
might
be.
K
Unique
opportunities
with
that
kind
of
fit
into
that
seed,
funding
or
startup
funding
role
in.
K
That
category
and
in
particular,
piggybacking
on
council
member
volun's
comments
about
tiny.
K
Homes,
this
is
increasingly
something
that's
being
used
to
help
as
a
more
immediate
solution.
K
That
would
qualify
as
housing
first
to
get
unhoused
folks
back
into
some
stability.
The.
K
City
of
portland
is
considering
legislation
right
now,
for
instance,
that
would
allow
tiny
home.
K
Progressive
cities
already
have
tiny
home
villages
for
for
available
for
folks
who
who
may
fall.
K
Into
homelessness,
but
they
usually
exist
in
a
sort
of
legal
gray
area
and
obviously
they
would.
K
Require
some
sort
of
fairly
significant
startup
funding,
but
could
be
rented
just
like
any
other.
K
Housing,
but
but
could
be
built
in
in
a
way
that
is
meets,
that
very
low
income,
housing.
K
Need
so
that's,
I
know
where
we
have
a
big
gap.
I
actually
was
thinking
about
access
to
basic.
K
With
the
fourth
street
garage,
but
I'm
wondering
about
a
winterized
public
restroom
in
at
least.
K
One
of
our
parks,
my
understanding,
I
believe,
is
that
all
of
our
parks,
restrooms,
are
seasonal.
Only.
K
And
obviously
we
have
folks
who
you
know
are
our
outdoors
and
living
outdoors
year-round.
K
K
The
community
land
trust
idea
is
a
good
one
as
well.
I'm
not
sure
if
purchasing
a
lot
of
land.
K
K
The
convention
center
footprint
greater
campus
footprint-
I
I
think
that's
a
project
that.
K
In
a
kind
of
changing
and
evolving
world,
it's
a
pretty
carbon
intensive
industry.
Our
economy
is.
K
K
Housing
purposes
where
we
could
ideally
have
you,
know,
affordable
owner
occupied
units.
K
In
particularly
those
with
a
public
benefit
kind
of
component,
the
arts
most
certainly.
K
Fall
into
that
category
and
I
think
there's
probably
some
some
needs
there
still.
I
know.
K
K
Some
other
opportunities
with
with
things
like
the
waldron
center
for
the
arts.
K
Maybe
the
busker
chimney
theater
has
needs
as
well.
Finally,
on
on
the
infrastructure.
K
Front,
I
think
the
transportation
plan
we
should
take
a
look
at.
I
know
we've
not
been.
K
Quite
as
quick
out
the
gate
on
on
implementing
some
of
the
things
in
that
plan,
as
it
called
for.
K
Think
about
the
process
of
of
turning
some
of
our
major
corridors.
North
south
east
west.
K
Corridors
walnut
college
third
street
into
complete
streets
and
and
starting
the
corridor.
K
Studies
and
plan
planning
that
will
go
into
transforming
those
corridors
in
a
way
that.
K
That
really
should
drive
quite
a
bit
of
economic
development.
So
thinking
about
that
and
finally.
K
Thanks,
thank
you.
Okay,
councilmember
piedmont,
smith,.
C
First,
I
wanted
to
ask
a
question
of
councilman
smith.
His
idea
for
I
wanted
a
clarification.
C
C
Okay,
that
clarifies
that
I
wasn't
at
first
sure
what
you
you
know
what
you
had
in
mind
for
what.
C
That
would
do,
but
thank
you
for
that
clarification.
I
want
to
say
that
I
wanted
to
echo
some
of.
C
The
things
that
councilman
rosenberger
said
about
transit
related
investments-
I
don't
have.
C
C
Of
call
it
a
parking
shuttle,
call
it
a
downtown
shuttle,
but
going
between
the
garages
between
the.
C
Hospital
center
of
town,
sample
gates
and
city
hall
is
an
idea
whose
time
has
come.
We
could
build.
C
On
that
core
shuttle
route,
to
I
mean
it
would
make
the
whole
downtown
more
accessible.
C
And
might
also
sort
of
reduce
the
demand
for
driving
short
distances.
C
C
C
Underpass
that
single
underpass
directly
impacts
transit's
ability
to
buy
buses
that
are
taller.
C
If
we
can
use
some
of
our
money
to
help
leverage
its
its
raising,
that
would.
C
That
would
provide
tremendous
carbon
benefits
because
we
could
we
could
convert
our
buses
to.
C
C
C
Can
solve
the
problem
of
that
bottleneck?
We
can
have
an
immediate
carbon
impact
on
the
whole.
C
C
So
those
are
some
of
my
thoughts,
but
you
know:
transit
is
a
close.
Second,
in
my
mind
to
the.
C
Housing
ideas
that
I've
talked
about
in
my
first
round,
in
particular
as
councilman
flaherty.
C
You
know
people
who
need
something,
that's
a
step
up
from
a
tent
it
will.
It
will
get
plenty.
C
Of
use,
even
though
it's
it's
it's,
let's
call
it
semi-permanent
housing.
We
need
some.
C
D
Follow
up
a
little
bit
on
mr
vol
yeah,
the
zero
to
400,
when
I
met
with
the.
D
D
That
the
city
might
be
able
to
provide,
they
stated
that
somehow
the
housing
from
zero.
D
To
four
hundred
dollars
a
month
was
critical
in
alleviating
the
homeless
problem,
so
you
know.
D
With
the
20
million
dollars,
it
would
seem
like
we
could
really.
The
tiny
homes
is
great
idea.
D
To
dry
for
big
infrastructure
expenditures,
out
of
that
20
million
or
22
that
we're
getting
now.
D
Because
I
believe,
there's
going
to
be
a
another
round
of
funds
directed
towards
infrastructure,.
M
Be
earmarked
for
like
sewer
and
that
can't
be
like
bike
pad
transit.
I
thought
that
was
different.
E
Expect
from
the
rescue
plan,
my
hope
is,
it
will
be
quite
flexible
and
I
expect
it
will
be.
E
E
E
Utilities
other
other
things
like
that.
It's
just
really
uncertain
right
now,.
N
N
Options
there
will
be
for
local
governments,
but
we're
keeping
an
eye
on
it,
and
we
will
just.
A
A
A
A
Of
comments,
ideas,
a
few
questions
and
to
end
this
evening,
mayor
hamilton,
I'd
like.
A
To
give
you
an
opportunity,
if
you
have
any
final
comments
before
we
end
this
meeting,.
E
E
I
I
agree
with
a
great
deal
of
what
was
said.
I
don't
want
to
start
picking
out
this
or
that
idea.
E
That's
fine,
but
what
will,
as
mr
president,
as
I
said,
what
what
we're
kind
of
thinking
of
is.
E
Thinking
about
what
can
we
do
in
the
remainder
of
this
year
and
try
to
bring
that
to
you
in.
E
Some
things
we
should
start
right
away
this
year,
we'll
be
trying
to
think
about
that.
E
Some
of
that
may
be
restoring
funding.
You
know
making
sure
we
have
replacement
funding
set
aside.
E
The
budget
that
that
we
might
bring
forward
to
you
so
I
know
we're
going
to
have
a
budget
advance.
E
But
please
continue
to
feed
us
these
ideas
and
reactions
and
we'll
have
a
back
and
forth.
E
Process
on
this
there
are
nine
of
you
and
22.3
million.
One
way
is
each
of
you
could
get
2.6
mil.
E
I
don't
know
what
the
math
is,
you
know
and
and
but
but
I
think
we
all
expect
that
there'll
be
a
a.
A
This
evening,
city
staff,
we
have
clerk
staff,
we
have
council
staff
and
last,
but
certainly
not.
