Meeting
regular
session
this
wednesday
april
21st
2021
to
order
will
the
clerk
please
call.
C
A
Of
clarification
for
our
viewing
audience
and
those
at
attendance,
I
just
want
to
remind.
A
A
A
From
the
public,
I
will
remind
everyone
that
each
of
these
sections
I
just
mentioned
is
set.
A
A
A
A
A
A
A
A
A
Comment
I
will
remind
those
present
is
that
this
is
for
a
maximum
of
25
minutes.
A
And
then
we
will
looking
to
adjourn
for
the
evening.
Okay,
we'll
go
back
up
and
do
we
have
any.
A
A
Reports
and
I'll
call
on
our
council
members,
as
I
see
them
on
the
screen.
Councilmember
smith,.
E
Yes,
thank
you,
mr
president,
at
the
end
of
every
ordinance,
after
the
period
of
public
comment,.
E
Period
has
been
referred
to
as
council
comment.
This
has
been
understood
to
mean
that
each
member.
E
E
E
E

E
E
E
E
F
No
report,
thank
you.
Thank
you,
council
member
scam,
blurry.
Yes,
thank
you.
I'd
like
to
extend
an.
B
B
30
pm
it'll
be
held
via
zoom,
actually,
as
we
will
for
the
foreseeable
future,
the
link
to
join.
B
B
Lower
cascades
and
and
related
issues,
but
certainly
anyone
is
welcome
to
attend.
Thank.
G
To
mention
a
resolution
that
the
bloomington
commission
on
sustainability
passed
a
bit
ago.
G
Served
on
that
commission
as
a
resident
prior
to
my
election
to
the
common
council.
G
And
this
was
a
resolution
that
was
in
the
works
before
I
was
appointed
that
commission
this.
G
This
year
I
was,
I
was
excited
to
see
the
commission
taking
up
the
issue
of
of
housing.
G
Because
I
think
it's
important
to
the
mission
of
that
body
and
as
noted
in
the
resolution.
G
Which
is
called
a
resolution
on
housing
first,
it
notes
that
a
lack
of
stable
housing
is
at
odds.
G
G
So
again,
it's
called
a
resolution
on
housing
first
and
it
declares
that
housing
stability.
G
Housing
instability,
of
course,
the
city
you
know-
has
been
working
for
some
time
on.
G
Security
working
group
that
the
united
way
and
community
foundation
are
leading
and
a
number.
G
G
G
G
On
sustainability,
specifically,
if
you
go
to
bloomington.in.gov
boards,
slash
sustainability.
G
Work
and
mention
that
for
the
public
thanks,
you,
council,
member
flaherty,
council,
member
rosenberger.
I
Yes,
I
wanted
to
just
mention
that
tomorrow
is
earth
day,
and
so
please
take.
I
Heart-Wrenching
today,
I
actually
outside
my
office
window
watched
a
big
limb
from
a.
I
I
Well,
the
biggest
challenge
humanity
has
faced
and
we
need
to
do
what
we
can.
I
Going
to
hear
about
the
climate
action
plan
good
week
for
it,
so
that's
all
I
had
thank
you.
A
A
I
think
my
colleagues
know,
and
our
staff
knows,
and
a
majority
of
the
public
knows
that.
A
It
is
my
responsibility,
but
we
have
input
by
those
on
the
council.
Leadership.
A
Team
in
coming
up
with
those
things,
I
will
not
debate
earlier
comments.
A
Moving
forward,
so
thank
you
very
much
for
all
those
comments.
We'll
now
move
down
to.
A
J
I
am
jane
cooper
smith
assistant
director
for
small
business
development
in
the
department
of.
J
Economic
and
sustainable
development
here
at
the
city,
I
apologize
I'll,
be
giving
you
a
little.
J
On
the
stabilization
and
recovery
of
our
local
economy,
I
guess
I'll
go
ahead
and
present.
J
J
J
J
J
Bloomington

I
would
like
to
highlight
in
particular
the
efforts.

J
J
A
Thank
you,
miss
cooper
smith.
First
thing
I'll
ask
is
that,
can
you
ensure
that.
A
Members
get
a
copy
of
your
slides.
Your
powerpoint
absolutely
we'd
appreciate
that.
A
Thank
you
very
much.
Do
we
have
any
questions
from
council
members
on
the
esnr
report,
council.
A
B
Slide,
it's
a
pie
chart
that
showed
different
outcomes,
percentage
of
applications
that
were.
B
Funded
percentage
that
were
denied
so
forth
and
in
particular
I
think
it
would
be
helpful.
J
Yes,
no
one
processing
the
loan
application
abandoned
it.
The
the
borrower.
J
B
J
Funds
from
food
and
beverage
tax
being
made
available
to
borrowers
potentially
as
a
loan.
J
J
Signing
up
for
this
and
then
abandoned
it
thinking,
maybe
that
it
was
going
to
be
a
grant.
J
J
J
To
private
of
data
business
data
and
then
there
were
a
number
of
borrowers.
J
Who
were
uncomfortable
signing
a
personal
guarantee
which
was
required
to
take
the
loan.
D
I
referred
a
couple
of
businesses.
I
contacted
the
rapid
response
team
and
asked
if
they
would.
D
Just
chat
with
a
couple
of
business
owners
who
had
asked
me
a
question
from
district
three
and.
D
You
all
did-
and
I
just
wanted
to
thank
you
very
much.
Both
the
business
owners
were.
D
Very
happy
that
you
contacted
them
and
cleared
up
anything.
So
thanks
a
lot
for
that
good
work.
J
J
I
think
they
said
that
ours
was
the
second
largest
in
terms
of
dollar
amount,
not
comparing
loan.
J
Individual
loan
amounts
but
that
they
had
encountered
and
they
were
looking
regionally.
J
E
Campbelluri
and
the
kim
from
the
county
council
and
you
and
your
staff
did
herculean
work.
E
Last
year,
and-
and
I
just
I
want
to
say
thank
you-
it
was
an
amazing
job
and
I'm
glad
that
we.
E
A
Holden
any
questions
or
anything
else
from
any
further
council
members:
okay,
seeing
that.
A
A
A
This
evening,
okay,
seeing
none,
I
do
have
one,
and
I
would
like
to
announce
with
pleasure
and
with.
A
Members
slot
on
the
public
safety
committee,
so
we're
now
at
the
full
strength
of
four
members.
A
A
I
will
remind
the
public
that
this
is
set
aside
for
a
maximum
of
20
minutes.
These
public
comments.
A
Are
for
items
that
are
not
on
tonight's
agenda
and
I
would
like
to
have
an
indication
if
we
can.
A
Of
those
who
wish
to
speak
in
the
public,
so
we
can
make
a
determination
on
the
allotted
time.
A
K
K
The
one
request
for
comment:
okay,
let's
proceed,
he'll
have
five
minutes.
I
think.
L
L
L
L
Case
has
been
going
on
and
if,
at
the
state
level,
they're
trying
to
end
cases
sooner,
they.
L
L
K
M
Brief
comment
about
the
bike,
cro
and
pedestrian
crossing
on
walnut
at
allen.
M
Almost
daily,
I
love
it.
I
just
wish
it
could
be,
maybe
more
like
the
one
entering
switch
yard
park.
A
Thank
you
very
much
for
your
comment.
Do
we
have
anyone
else,
mr
lucas,
I
believe
so
now.
A
Okay,
seeing
none
we'll
move
on
down
the
agenda.
A
Commissions
this
evening,
council,
member
flaherty,
yes,
mr
president,
on
behalf
of
the.
A
It's
been
properly
moved
in
second,
will
the
clerk?
Please
call
the
roll.
A
Mr
corey
ray
has
been
appointed
to
seek
c4
with
a
positive
vote
of
nine.
A
I
Further
such
appointments,
I
wanted
to
make
a
motion
to
end
tonight's
meeting
at
10:
30
p.m.
I
I
And
after
four
hours,
many
of
us
are
tired
and
not
functioning
quite
as
well.
So
I'm
hoping
that.
I
We
can
wrap
up
by
10
30
and,
if
not
take
up
the
remainder
of
our
business
at
another
night.
A
Okay,
thank
you
very
much
and
I
appreciate
that
motion.
I
didn't
anticipate
that
I
think.
A
Thought
we
had
a
motion
in
the
works
to
end
at
11
p.m.
However,
council
member
piedmont,
smith's.
A
Well,
the
clerk
please
follow
yes,
councilmember
rosenberger,
yeah
scandalory,
yes,
sims!
Yes,.
A
Thank
you
that
motion
passes
eight
one.
Okay,
thank
you
and,
of
course,
when
we
get
to
that
time,.
A
As
we
see
fit
depending
on
where
we
are
in
the
proceedings,
thank
you
very
much.
A
Council,
member
cosmetic
clarity,
yes,
I
move
resolution
2108
be
introduced
and
read
by.
A
To
be
introduced
by
title
synopsis
only
will
the
clerk.
Please
call
the
role.
H
C
A
Thank
you
very
much
and
we.
A
O
And
sustainable
development,
we
look
forward
to
summarizing
the
climate
action
plan
for
you,
this.
O
O
O
O
O
O
O
O
O
A
Catching
that
it's
been
probably
moved
a
second
before
we
go
any
further.
Will
the
clerk
please.
A
P
P
City
bloomington
climate
action
plan
and
I'm
thinking
of
the
opportunity
to.
P
P
P
P
P
P
P
P
P
P
P
P
P
P
P
But
the
rate
of
reduction
is
insufficient
to
meet
our
goals
so
well
I'll
illustrate
later
what.
P
P
P
P
P
P
P
P
P
P
P
P
P
P
P
P
So
as
to
the
next
step,
I'm
asking
you
tonight
to
consider
the
acceptance
of
resolution
2108.
P
P
P
P
A
Do
thank
you
for
that
presentation.
Ms
travis,
do
we
have
any
questions
from
council
members.
A
Okay,
council
member
rollo,
thank
you.
Thanks,
miss
travis,
it's
a
very
good
report.
It's
very
detailed.
F
And
the
goals
are
laudable,
and
I
want
to
thank
you
for
giving
me
a.
F
An
introduction
to
what
has
been
going
on
yesterday,
we
we
chatted
and
it
got
me
thinking.
I.
F
Want
to
ask
one
is
that
in
our
climate
emission
total
for
the
community,
it
doesn't
include.
F
I
you
know,
and
I
don't
know
if
any
communities
do
this-
the
embedded
emissions
of
imported.
F
There
any
attempts
to
you
know
just
I
I
develop
an
average
emissions
number
per
per
capita.
F
Just
by
importing
those
items-
yes,
I
it
would
be
challenging
those
are
sort
of
tertiary
missions.
I.
P
P
P
Then
we
can
better
account
for
what
the
total
is,
but
I
think
realizing
that
that
impact
is
there.
P
P
F
The
goals
of
adaptation
is
building
a
resilient
local
economy,
so
you
know
that
works,
providing.
F
F
And
it
has
to
do
with,
I
think
low-hanging
fruit
is
oftentimes.
What
we're
after
and.
F
I'm
very
happy
about
the
progress
on
trying
to
reduce
the
leaf
pickup
because
I
think
that's
a.
F
F
It
or
wanted
one
in
the
city
wouldn't
that
go
a
long
way
and
and
with
some
instructions
to
just.
F
F
Somewhere,
where
your
leaves
can
go
too,
it
seems
to
me
that
that
would
be
get
a
lot
of
bang
for
the.
F
P
P
F
F
F
I
Yes,
I
just
wanted
to
ask
which
council
member
was
on
the
advisory
committee
for
this
action
plan.
P
P
The
advisory
team,
but
I
presented
on
multiple
locations
to
members
of
council.
A
G
And
all
your
work
on
this,
as
well
as
the
other
folks
who
worked
on
it.
G
G
Inventory
the
transportation
sector
accounts
for
27
percent
of
emissions
for
the
community.
P
P
P
That
were
occurring
as
a
pass-through,
so
I
would
say
that
while
the
freeway
is
important,
it's.
P
It
was
simply
that
they,
the
traffic
engineering
department
and
did
an
update
back
in
december
and.
P
G
Yes,
please,
you
mentioned
a
dashboard
that
the
city
will
develop
related
to
this
plan.
G
G
We'll
track
progress
over
time,
as
you
know,
the
the
actions,
the
detailed
actions
within
each
goal.
G
Are
categorized
into
phase
one
phase,
two
phase?
Three
kind
of
you
know
one
to
two
three
to
four.
G
And
five
to
eight
year
timelines
or
something
like
that
and
it's
obviously
a
lot
of
work.
G
There's
a
lot
of
different
actors
at
the
city,
including
the
council,
that
have
work
to
do.
P
P
On
track
sort
of
that,
it's
constant
or
that
it's
moving
away
from
the
progress
school.
P
P
P
P
P
D
Thank
you
for
the
report.
Ms
travis,
will
you
kind
of
briefly
tell
us
in
the
public
how.
D
P
P
Tax
credit,
it
makes
it
a
lot
more
affordable
than
it
would
be
otherwise
so
happy
to
answer.
P
P
Relatively
simple
process
is
there?
Is
there
any
movement
towards
subsidizing
the
installation.
D
E
Travis
thanks
for
the
report,
by
the
way,
it's
a
phenomenal
achievement,
especially
so
early.
E
E
My
specific
question
is
about
well
for
one
for
one
thing:
to
what
extent
do
you
speak
with
the.
E
Planning
department
about
trying
to
achieve
you
know,
goals
through
more
efficient
construction.
E
Than
the
international
building
code,
which
tends
to
sort
of
not
be
as
stringent
as
government
as.
P
P
P
Need
to
be
undertaken,
as
always,
I
think
new
construction
is
obviously
at
the
design
stan.
P
P
E
E
Be
thinking
about
using
the
udo
or
making
the
udo
more
stringent
than
state
code
or
the
ibc.
I
I
Wanted
to
just
briefly
add
to
your
response
to
council
member
smith's
question
about
solar.
I
I
I
Happening
but
yeah
yeah
just
wanted
to
add
that
masked
installations
that
happened
last
year.
I
A
A
K
Chat
that
I'm
I'm
able
to
read:
okay,
we'll
start
with
our
public
speaker
person.
I
believe
that's.
A
Q
Can
you
hear
me
yes,
okay,
thank
you,
everyone
for
the
opportunity
to
speak
tonight.
My.
Q
Name
is
dave
warren
speaking
on
behalf
of
neighbors
united
bloomington
and
monroe
county.
Q
You
so
much
lauren
first,
I
I
think
it's
fantastic!
That
bloomington
has
put
this.
Q
I
think
pretty
much
everything
in
this
document
is
is
needed
and
laudable.
I
would
just.
Q
Like
to
comment,
and
not
not,
you
know,
this
is
just
constructive
criticism
on
on.
Q
You
know
revisited
in
the
in
the
future,
and
that
considers
that
relates
to.
Q
You
know
sorry,
I'm
just
reading
over
my
notes,
so
you
know
if
the
city
doesn't
make
it
a.
Q
City,
the
city
is
essentially
exporting
some
of
those
carbon
emissions
to
to
other
jurisdictions.
Q
Q
Of
a
wonky
comment,
I'm
trained
as
a
policy
analyst
and
if
anyone
ever
wants
to
discuss.
Q
Appreciate
all
the
work,
that's
that's
gone
into
this
plan
and
I
hope,
as
it's.
Q
Revisited
in
the
the
future,
we
can
broaden
it
just
a
little
bit
to
to
look
more
a
little.
A
K
K
K
K
K
K
A
Okay,
thank
you
very,
very
much,
we'll
go
back
to
council
for
final
comments
before
we
move.
A
To
adopt
I'm
sorry
to
accept
this
resolution,
do
we
have
any
final
comment
from
council
members.
I
Yes,
I
wanted
to
follow
up
with
maybe
with
our
council
attorney
about.
I
K
K
K
Has
has
used,
I
believe
twice
before
I
don't
know
if,
if
lauren
or
alex
might
be
able
to
speak.
K
To
the
table,
if
you're
interested
in
that-
but
I
that
was
the
intent
I
think
in
the
in
the
language.
G
Among
councilmembers,
I
guess
probably
not
yeah.
No,
I
just
wanted
to
say
thank
you
again.
G
First
and
foremost,
for
all
the
work,
certainly
lauren,
who
spearheaded
this
initiative
and
and
the.
G
The
folks
at
pale
blue
dot,
as
well
as
members
of
the
public
who've,
contributed
via
the
survey.
G
Criticisms
or
concerns
going
forward
that
I
hope
are
taken
in
in
a
positive
spirit,
because.
G
I
am
very
encouraged
by
this
plan
and
by
the
steps
forward
here.
One
has
to
do
well
actually.
G
First,
just
another
note
of
praise,
which
is
that
this
is
the
first
time.
I
believe
that
a
city.
G
Document
of
some
kind,
even
if
we're
just
accepting
it
and
not
formally
adopting
it.
G
Has
has
sort
of
softly
committed
to
a
net
zero
emissions
target
by
2050.
most
of
our
past.
G
Resolutions
commitments,
our
signatory
to
the
to
various
things
is
in
line
with
the
paris.
G
Agreement,
which
is
a
two
degree,
warming
target
and
80
emission
reductions
by
2050.
G
In
2018
issued
a
report
that
called
on
on
governments
of
the
world
everywhere
to
to
do
their.
G
Absolute
best
to
work
to
limit
global
temperature
warming
to
1.5
degrees
celsius,
noting
that.
G
Some
really
catastrophic
differences
between
those
two
amounts,
so
similarly,
the
u.n
environmental.
G
Program
has
kept
1.5
degree
warming
target
as
their
focus
for
the
last
number
of
years.
G
Again
that
praise
for
a
commitment
to
net
zero
by
2050
as
a
target.
I
think
you
know
it's.
G
G
Greenhouse
gas,
gas
emissions
or
offset
the
small
amounts
we
do
have,
which
that
tells
you.
G
A
lot
about
things
like
electrifying
heating
sources
for
buildings
and
water
heating,
because.
G
You
know
heating
with
gas
is
simply
not
compatible
with
with
net
zero
emissions,
and
some
really.
G
Big
systems
changes
like
that.
The
criticism,
I
guess
is
that
I
I
feel
like
our
2030
interim.
G
Target
is
a
little
soft.
I
don't
think
it's
entirely
consistent
with
it
with
a
net
zero
target.
G
Based
on
the
unep
figures,
we'd
really
need
more,
like
55,
that
that
upper
end
of
that
range,
this.
G
G
Is
a
lot
of
numbers,
and,
and
the
caveat
to
all
this
is-
is
really
that
it's
a
bit
semantic
and.
G
A
lot
of
this
is
out
of
our
control,
as
was
noted,
how
rapidly
duke
energy
decarbonizes.
G
Is
incredibly
important
to
to
our
ability
to
meet
any
of
our
goals?
How
federal
legislation.
G
And
ways
to
you
know
not
just
back
up
duke
in
their
duke
energy
and
their
commitment
for.
G
Territory
to
push
them
to
go
farther
to
do
better
and
and
decarbonize
sooner
than
2050.
G
Important,
as
is
making
other
decisions
in
the
context
and
spirit
of
of
the
goals
here,.
G
And
and
the
scale
of
action
needed
so
just
thinking
about
you
know
trying
to
get
back.
G
G
And
don't
really
have
a
plan
yet
for
how
to
meet
those
those
recommendations.
G
To
hear
some
on
that
soon
and
how
we,
how
we
prioritize
those
funds
and
where
that
money
goes.
G
As
well
as
just
budgetary
decisions
and
big
capital
projects-
and
I
think
this
climate.
G
Action
plan
again
to
its
credit,
does
a
good
job
of
calling
those
things
out,
saying
that
when
we.
G
G
So
again,
thank
you
so
much.
I
just
wanted
to
share
some
thoughts
on
on
how
this
is
a.
G
G
A
C
A
B
A
C
A
Thank
you
very
much,
our
city
representative
this
evening.
I'm
sorry.
A
R
Hopefully,
that's
sharing
yes,
okay,
so
this
is
2115..
This
is
a
petition.
R
Mobile
home
and
changing
all
occurrences
of
the
phrase,
change
of
use
to
the
use
that
the.
R
Term
defined
as
change
in
use,
and
that
is
the
end
of
2115.,
I'm
happy
to
answer
any
questions.
A
Seeing
none
will
go
to
public
comment
on
ordinance
21-15.
I
will
remind
you.
A
A
A
Okay,
see
none
will
the
clerk,
please
call
the
role
ordinance,
21-15.
I
C
A
A
In
second
will
the
group:
please
call
the
roll
ordinance
21-16?
Yes,
councilmember
smith,
yes,.
C
Okay:
okay,
it's
been
moved
and
properly
seconded
that
ordinance,
21-1-6
being
introduced
and.
C
R
Yes,
thank
you
all
right.
This
is
there's
one
proposed
amendment
for
21
16
to
chapter
two.
A
Thank
you.
Do
we
have
a
council
sponsor
for
that
amendment.
G
I
think
that's
customary
polarity,
I
believe
when
mr
roblin
used
the
term.
A
Very
much
okay
moving
to
council
do
we
have
any
questions
for
mr
roblin
on
ordinance,
21-16.
A
We'll
ask
that
you
indicate
your
intentions
to
speak
by
using
the
raised
hand.
A
C
Yes,
councilmember
sandberg,
yes,.
