A

simms available?
I see him on the meeting I'll ask that he start.
B
His video, but he may have stepped away.
I do see.
We've got mike rooker on the on.
B
The call who will be presenting mr.
roker, I mean we have a quorum and we can.
A
Start I think I just like to get me some snow a minute, but if you're going to.
A
Share a screen now would be a good time to put that up so councilmember hollen.
I.
C
Do not have a screen to share this is a really relatively simple matter.
Okay,.
A
Well then, we'll just give it one more minute and all eyes will start great and.
C
I do want to apologize as well.
My laptop is not equipped with a webcam, so.
C
Unfortunately, it will be audio only for me.
I can't say that I blame you honestly.
A
There he is welcome councilmember simms, all right.
We.
A
Called this meeting to order this as a meeting with the administration committee for may 27, we have one item on the agenda: ordinance, 2010, mandy, titled,.
A
15 vehicles and traffic regarding feast for impoundment a vehicle's mr.
hooker.
A
Would you please give us the skinny?
Yes, thank you.
C
Members of the common council- I come before you here with what would properly.
C
Be described as a simple, clean up ordinance and I just ask you to.
A
Introduce yourself yes, excuse me, the the formalities are so awkward, michael.
C
Rooker city is pink.
That's all thank you.
So I come before you with with a pretty.
C
Simple clean up ordinance here, as you we recall earlier this year, the council.
C
Both proposed and adopted an ordinance establishing rules for non-consensual.
C
Towing performed within the city of bloomington during that process, the.
C
Administration, so our side expressed our preference that the rules for both.
C
Non-Consensual or private tows would end up aligning with the rules in place for.
C
Public tows, specifically that means tows initiated by the police department or.
C
Parking enforcement personnel by updating the rules for public toes in.
C
Proposed ordinance 2010 will create one uniform set of rules for both public and.
C
Private toes having one uniform set of rules for both public and private toes.
C
Will make it easier for members of the public to understand what the rules are.
C
Related to towing it'll make it easier for towing companies to comply with the.
C
City's rules and regulations, and it will make it easier for police officers and.
C
Other city staff members to ensure that when they're enforcing these rules, they're doing it properly to sets rules it's more confusing than one.
C
To that end, ordinance 2010 proposes the following changes to the rules governing.
C
Public tows number one: it proposes increasing the total base towing fee.
C
That may be charged by an authorized towing service for a public tow from.
C
$125 to 135 dollars, which is the base fee per miss permitted for private tows.
C
Non-Consensual tows ordinance 2010 requires towing companies to release a.
C
Vehicle so upon payment of 20 percent of the total fees owed if the owner size.
C
And signs repay the remainder and that's a rule again in place for non-consensual.
C
Toes and then the ordinance 2010 clarifies that storage charges may not.
C
Be assessed against a vehicle until a vehicle has been in storage for at least.
C
24 hours again, just bringing the rules for public.
C
Tows in the line with those for private tows- and I hope these rules still sound.
C
Somewhat familiar to the council, I know of a huge amount of things have happened.
C
Since the non-consensual towing ordinance was passed, but they are the.
C
Same rules that were imposed earlier this year as part of the non-consensual.
C
Towing ordinance so obviously we'd ask that the committee give a positive.
C
Recommendation on ordinance, 2010 and, of course, I'm happy to address any.
C
Questions you may have thank you, mr.
rooker, with.
A
That are there questions from my colleagues on the committee about.
A
Ordinance 2010, seeing none we'll go to the public.
Is there a member of the.
A
Public who would like to express an opinion on ordinance 118?
If so, please.
A
Raise your hand and zoom or type something into the chat and mr.
lucas.
A

A
Give it a few seconds, mr.
lucas, does anyone raise their hand or indicated.
A

A
All right: well, we will come back to the committee now for debate.
Is there any.
A
Discussion comment on ordinance, 2010.
A
Nope, okay: well, then I'll entertain a motion for a recommendation.
A
What's the recommendation.
D
Yeah.
D
Now say that iender recommendation well, you need to be more specifically.
A
What do you recommend I'm so sorry I like to make a motion.
D

B
Report back to the full council before next week's meeting, I'm happy to help.
B
Repair that this might be the shortest committee meeting I've ever seen, so I.
B
Will I will send that to all the members but would appreciate your response and.
B
Approving that report, well, I think we will do that.
Mr.
simms would say we just.
D
Say that we're trying to set a precedent for future standing committee meetings.
D
From the timeframe standpoint, thank you.
A
All right with that, if there's no objection, this meeting will be adjourned.
