A
Thank
you,
clerk
bowden
welcome
everyone,
we'll
do
the
agenda
estimation.
A
Where
a
maximum
of
20
minutes
is
set
aside
for
each
part
of
this
section,
the
reports
first.
A
A
A
A
A
Ready
this
evening
we
will
now
move
to
reports
and
we'll
start
with
council
members.
As
I
see
them,.
A
C
P.M,
to
3
p.m,
still
via
zoom.
For
the
time
being,
there
is
a
link
at
sue
for
city
council,
dot.
C
Com,
there
is
a
join
button
and
you
just
need
to
click
on
join
so,
and
I
want
to
thank.
C
And
advance
director,
adam
wayson
of
public
works
for
being
our
guest
this
month.
Thank
you.
D
Yes
good
evening,
I
wanted
to
announce
my
monthly
constituent
meeting,
which
is
the
the.
D
That's
also
via
zoom
and
the
link
can
be
found
on
the
city
council
website,
so
bloomington.in.gov.
G
I
think
there's
some
confusion.
Thank
you.
Take
a
look
at
that
right
now,
thanks
for
mentioning
that.
G
A
We
will
have
reports
from
the
mayor
and
city
offices.
The
first
report
would
be
housing.
B
Yes,
councilmember
roloff,
yes,.
A
K
K
The
hamilton
hamilton
administration
and
the
department
of
housing
and
neighborhood
development.
K
K
K
Should
expand
that
a
little
bit
and
talk
about
what
else
we're
doing
and
what's
going
on
in
the.
K
Tonight
so
it'll
include
a
lot
of
numbers
and
some
some
inventory
on
the
things
we've
done.
K
For
instance,
since
2016
the
city
of
bloomington
has
tackled
the
issue
of
affordable
housing.
K
Through
the
creation
and
production
of
housing
and
we've
got
a
total
of
over
4
000
units.
K
Created
and
when
you
look
at
the
affordability
in
those
that
doesn't
include
all
the
affordable.
K
Units
totaling
1
1672
bedrooms
here
in
the
city
that
are
in
that
affordable
category
we've.
K
K
K
K
K
And
home
ownership,
but
want
to
make
sure
that
we
are
keeping
that
fundamental
question
on.
K
K
K
So
some
challenges
with
rental
housing
right
now:
sixty
percent
of
rental
households
in.
K
Monroe
county
are
cost
burdened,
which
means
they
spend
more
than
thirty
percent
of
their
monthly.
K
Income
on
housing,
we
are
the
most
cost
burdened
metro
area
in
the
state
when
it
comes.
K
K
K
K
Advisory
commission
last
month
and
we've
gathered
some
of
that
information
from
that
and.
K
In
the
region
and
the
third
challenge-
and
there
are
obviously
more
challenges,
but
three.
K
To
sort
of
talk
about
here,
a
third
one
being
the
impacts
of
senate
world
act,
148.
K
K
Tenants
that
was
that
was
pulled
back
by
the
general
assembly
a
little
bit,
so
it
makes
our
job.
K
A
little
more
difficult,
especially
when
it
comes
to
communication
with
renters
here
in
the
city.
K
To
the
rest
of
the
state,
when
it
comes
to
rental
situations,
the
number.
K
K
Total
rent
debt,
rent
debt
per
household,
the
percentage
of
rental
assistance-
that's
been.
K
Information
broken
out
for
you
on
the
next
slide
and
then
eviction
filings,
and
so
this
is
a
good.
K
Graphic
slide
from
prosperity
indiana.
Just
to
give
you
a
snapshot
of
where
we
compare
with.
K
At
solutions
as
a
city,
we
have
a
pretty
heavy
effort
on
on
public
outreach
with
rental.
K
K
K
K
K
Well,
we
need
to
get
the
word
out.
The
money
is
there,
and
the
word
needs
to
get
out
that
that.
K
K
Development
agency
at
the
state
level,
so
that
money
is
people
apply
to
that
program.
K
And
each
county
has
has
assistance,
that's
provided
locally
rental
assistance
has
been
provided.
K
K
Projection
as
well
as
a
real
one,
so
this
includes
assistance
that
is
being
paid
is,
is
going
to
be.
K
K
K
K
I
think
we
I
would
like
that
to
be
talked
about
in
in
that
way.
I
think
that
why
we
do.
K
K
Out
of
place
to
no
gfi
in
the
kitchen
to
make
sure
windows
are
operable,
those
are
all
things
I.
K
K
Those
have
been
very
minimal
thus
far
this
year.
I
think
we
had
two
that
were
resolved
by.
K
Upgrade
it
whether
it's
a
water,
heater
or
kitchen
cabinets
as
our
new
housing
authority
director.
K
K
Cdbg
funds
to
assist
with
sidewalks
and
ramps
and
solar
panels
with
with
part
of
that
renovation.
K
K
Housing
authority,
so
there
are
some
solutions
that
we
wanted
to
present
in
response
to
the.
K
Challenges
that
we're
facing
as
a
part
of
this,
this
housing
issue,
so
the
housing
development
fund.
K
K
Old,
it
was
created
to
provide
tools
for
both
affordable
rental
and
home
ownership
for
to.
K
K
Income
loan
repayments
and
recover
forward
funds,
which
is
a
big
piece
of
it,
which
I'll
get.
K
Into
in
just
a
minute,
here
are
the
projects
that
that
are
from
the
housing
development
fund.
K
The
ones
this
year
with
the
pandemic
had
an
impact
on
most
things,
but
we
are.
We
continue
to.
K
Damage
with
the
june
storms,
and
so
we
have
continued
to
stay
in
touch,
and
we
think
this
is
a.
K
Years,
you
see
2020
back
through
2017,
some
of
the
investments
we've
made
and
will
continue.
K
Our
fund
balance,
so
our
housing
initiatives-
and
you
know
when
we
make
an
expenditure
most
of
the.
K
Program
balance
there
was
roughly
400
thousand
dollars
allocated
to
that
through
recover
forward.
K
We
have
some
outstanding
commitments:
the
rad
money,
the
215
thousand
dollars
to
the
bloomington.
K
Housing
authority
will
be
something
we
will
be
looking
at
encumbering
here
before
the
end.
K
Of
the
year
I
believe,
and
then
we
are
assisting
habitat
for
humanity
with
phase
one
of
their.
K
Habitat
yet
this
year
to
help
with
that,
the
development
of
that
infrastructure
we
have.
K
An
upcoming
contribution
from
the
developer,
almost
1.7
million
dollars,
will
come
into
the
fund.
K
Development,
so
I
would
expect
that
to
be
within
2022,
so
obviously
we'll
update
you
that
on
that.
K
Thus
far,
uncommitted
is
226
thousand
dollars,
426
money
that
we
have
yet
to
commit.
We
do
I.
K
K
K
That
is
what
the
agreement
stipulates:
the
house
or
the
destruction
of
the
demolition.
K
Bring
that
project
into
reality
and
overall
the
master
plan
and
associated
discussion
and.
K
Studies
have
somewhere
between
600
and
a
thousand
units
of
housing
there,
so
we
sort
of
split
them.
K
K
Know,
but
we
do
have
a
goal
that
we
are
zeroing
in
on
for
housing
there
and
it's
important.
K
So
home
ownership
some
challenges
there,
as
we
talked
about
with
rental.
K
For
affordability,
if
you
still
consider
that
affordable,
okay
and
so
the
question
goes.
K
K
K
It
is
very
different
when
you're
looking
at
the
volume
and
how
you
approach
that.
But
it's.
K
K
Both
help
build
infrastructure,
as
I
mentioned
with
habitat
for
humanity,
has
gotten
money.
K
Program
and
looking
at
how
we
can
get
more
people
into
the
pipeline
through
our
home
buyers.
K
Home,
buyer
and
those
are
all
efforts
that
are
done
here
in
the
in
the
hand,
department.
K
Our
summit
hill
community
development
corporation
sort
of
the
development
nonprofit
arm
of
the.
K
K
Bloomington
housing
authority,
our
new
director
is,
is
a
real
pro
and
so
she's
on
board,
and
we.
K
Stock
in
the
city,
and
that
include
incentives
for
for
affordability,.
K
So
to
round
it
out
here,
affordable
housing
numbers
total,
affordable
units.
I
indicated
1132.
K
Out
there,
which
guide
this
discussion?
Okay,
the
city
last
year,
the
hand
department.
K
K
The
bloomington
housing
study
and
outlined
a
set
of
goals
for
for
housing
units
and
production.
K
And
and
what's
known
as
replacement,
so
when
someone
moves
out
of
one
owner-occupied
house.
K
K
So
the
limited
housing
study,
which
will
be
our
main
guide
here
since
it
is
a
city.
K
Commission
study
about
2600
more
units
are
called
for
in
that
study
by
2030..
That's.
K
Not
just
affordable
right,
that's
all
ranges.
It's
1555
owner
occupied,
1037
rental.
K
Are
three
different
sort
of
ranges
with
130
000
and
then
up
to
around
200
000
and
then.
K
Over
200
and
250
and
then
there's
a
rental
threshold
of
about
seven
hundred
thousand.
K
Dollars,
excuse
me
seven
hundred
dollars
that
would
indicate
a
rental
payment.
That's.
K
Still
a
little
high
when
you
are
on
those
lower
income
brackets,
but
it
does
note.
K
K
That
can
be
in
there
too,
which
brings
in
that
higher
income
level
from
80
to
120
percent
of
ami.
K
Can
do
with
that
goal
and
we
will
do
and
are
doing
and
so
important
to
lay
out,
though,.
K
What
what
one
study
the
one
that
will
guide
us
most
is
the
the
2020
bloomington
housing
study.
K
K
K
Parameters
there
that
you
keep
in
line
with
and
then
the
working
hard
falling
behind
report
that.
K
Economic
supply
chain
and
property
availability.
We,
I
will
tell
you,
there-
are
challenges
we
all.
K
K
Short
on
contractors
and
trying
to
find
people
to
do
that,
work
is
tough
right
now.
So
all
of
those.
K
Proactive
communication,
looking
at
some
of
you
have
indicated:
how
do
we
approach
this
regionally.
K
You
know
these
goals
are
for
the
city
of
bloomington.
That
doesn't
mean
that.
K
You
know
we
we
aren't
aware
and
engaged
with
our
partners.
Regionally,
we
work
a
lot
with
roi.
K
K
A
group
of
a
number
of
departments
that
work
on
the
the
effort
we
meet
bi-weekly.
K
At
least
the
mayor's
in
those
meetings
and
that
we
tackle
projects-
and
it's
really
a.
K
To-Do
list:
how
are
we
executing
what
are
we
doing
to
bring
this
online
and
bring
this
to.
K
Fruition,
the
council,
obviously
all
of
you
as
partners
and
supporters
of
the
affordable
housing.
K
New
federal
dollars,
rescue
plan
dollars,
which
were
appropriated
through
the
2021
and
2022
budget.
K
There,
what
is
allowed
there
and
where
are
we,
is
it
privately
owned?
Is
it
something
the.
K
Talking
about
rental
assistance,
I
will
tell
all
those
watching.
I
will
ask
all
those
watching
to.
K
Help
get
the
word
out
about
rental
assistance.
If
you
know
somebody
that's
behind,
if
you
know
a.
K
Landlord
or
a
tenant
that
is
in
need,
please
let
them
know
that
indiana
housingnow.org
will.
K
K
President,
that
concludes
my
presentation
and
I'm
glad
to
take
questions
from
council
members.
A
Director,
zodi
and
we'll
now
go
to
council.
If
we
have
any
questions
council,
member
rollo.
G
Wanted
to
follow
up
on
your
because
home
that
program.
What
do
I
do
for
I
mentioned.
K
G
So
home
ownership
has
benefits
of
building
equity,
so
that's
clearly
advantageous
to
to
people.
G
G
The
fund,
what's
available
to
applicants,
you
said
before
we're
currently
on
it.
G
K
Largely
our
first
time
home
buyers,
but
will
help
them
with
up
to
fifty
thousand
dollars
in.
K
In
establishing
immediate
equity
with
long-term
affordability,
so
that's
a
99-year
affordability.
K
K
With
the
two
folks
that
we've
got
enrolled
in
the
program
thus
far,
who
took
advantage
of
it
and.
K
We
expect
to
have
a
couple
more
yet
this
year,
if
we
can
make
them
happen,
but
in
the
midst.
K
Of
that
I
think
this
year
so
far,
we've
done
two
or
three
down
payment
assistance,
programs.
K
Where
we
help
people
with
down
payment
and
closing
costs
up
to
ten
thousand
dollars,
so
that
does.
K
Help
and
again
it's
individual
and
that's
you
know
up
to
or
around
six
folks,
but
it's.
K
K
For
the
question,
what
what's
what
just
before
we
leave
that
what's
the
status
of
the
fund.
K
Dollars
will
I
won't
ask
that
they
will
need
to
be
reappropriated,
so
we
can
continue.
K
Using
them
in
the
next
year,
so
we
still
have
money
left,
but
that
is
that
is
in
the.
K
L
L
For
the
report
I
had
two
questions,
but
the
only
one
I
could
think
of
now.
L
L
That
that's
the
number
of
net
new
units
that
we
need
by
2030
and
how
many
units
typically
might.
L
Get
replaced
or
taken
offline
in
the
next
decade.
You
know
gross
in
addition
to
how
many.
L
K
The
study
calls
for
I
project
165
units
of
replacement
by
2030..
So
only
that's
you.
K
You
know
identify
when
you
say
the
study
calls
for
it,
they're,
not
saying
that.
That's
what.
A
E
Hand
department,
it's
a
great
department,
love
it.
Can
you
tell
me
if,
when
you
were
telling.
K
You
mean
with
respect
to
where
the.
K
As
far
as
the
rental
versus
home
ownership
and
the
impact
on
the
market
of
student.
K
Rentals,
you
know
some
folks
who
are
living
in
higher
priced
market
rate
units
versus
those
who.
K
Are
always
looking
for
a
more
affordable
place
to
live
if
they're,
you
know
if
they're.
K
Paying
for
their
own
school-
and
I
think
that
so
no
is
the
short
answer
to
your
question.
K
K
E
Sure
sure
yeah
and
thank
you
I
appreciate
it.
I
just
I
just
wanted
to
kind
of
unders.
E
Make
sure
I
understood
the
scope
of
the
data
so
sure
that's
a
great
question.
Thank
you.
I
K
They
they
need
to
go
through
our
home
buyer
education
program
and
meet
certain
income.
K
Qualifications
either
80
or
60
percent
ami
and
and
they
they
go
through
there
and.
K
And
we
work
with
lenders
and
trying
to
get
those
programs
online
for
either
one
mortgage.
K
Or
multiple
mortgages
and
cody
works
with
the
potential
home
buyer
in
all
those
instances.
So.
K
I
Yep,
thank
you
any
more
council
member
piedmont,
smith
and
then
council,
member
scandaler.
D
I
assume
that
we
will
have
the
the
slide
sent
to
us
as
well
sure
there
I
I.
K
Lay
out
for
you,
I
will
tell
you
that
accessibility
issues
are,
you
know,
it's.
K
K
K
As
far
as
requirements
on
buildings,
I
think
outside
of
ada,
there
aren't
any
requirements.
K
D
On
what
the
ada
requires
and
what
we
might
additionally
require
locally
sure,
okay,
thank
you.
C
Thank
you
for
this
report,
mr
zodiac,
can
you
screen
share
your
slides
again
and,
in
particular,
go
to
slide
four
sure.
C
Rental
challenges
sure
we
get
there.
Can
you
see
the
slides.
C
C
C
C
K
K
K
K
But
the
30
would
include
anyone
renting
in
this
market.
Theoretically,
okay,
regardless.
C
C
Thank
you
and
what
I'm
hearing
you
say
is,
but
we
don't
know
how
many
I
do
not
know
now
I
can.
I.
K
K
C
C
K
Yeah,
well,
the
moratorium
expired
in
august.
Then
it
was
reinstated
and
challenged
and.
K
Struck
down
by
the
court
that
moratorium
was
going
to
expire
on
october
3rd,
but
was
struck.
K
K
So
let's
say
at
the
end
of
or
the
beginning
of
august
and
then
the
county,
as
you
know,
county.
K
K
Has
put
in
place
a
non-mandatory
eviction,
diversion
program
which,
by
my
last
reading.
K
Not
in
place
very
long,
and
I
think
it
had
potential-
I
will
say
that
sea
jam
and
hep
and.
K
All
the
eviction
prevention
services
we
have
here
in
monarch
county
are
are
greatly
helpful
to.
K
There's
some
other
mitigating
factor
there,
but
if
they
have
knowing
that
the
resources
are
there.
K
A
Thank
you
for
the
report
as
well.
Part
of
your
report
talked
about
the
summit
hill
community.
A
Land
trust
and
with
a
250
k,
investment
for
this
year
and
21
and
anticipate
2050k.
A
Investment
in
2022.
can
you
with
regard
to
that
investment,
and
can
you
expound
on
that
a
little.
A
Bit
as
far
as
community
partners
do
we
have
other
investors
in
this
or
how?
What
can
we
expect.
A
And
I
know
it's
not
come
to
fruition
yet.
But
what
can
we
look
forward
to.
K
You
know:
increase
home
ownership,
affordability
or
land
trust,
you
know,
owns
a
property
and.
K
Summit
hill
nonprofit
summit
hill
community
development
corporation
exists
now.
K
And
then
this
year
and
then
the
250
next
year
will
help
stand
that
up.
Organizationally,
though.
K
K
K
On
how
to
stand
that
organization
up
in
a
sustainable
way,
and
then
once
that
is.
K
Engage
in
housing
development
that
way-
and
that
is
that's
not
wouldn't
expect
that
to
happen.
This.
K
Getting
the
organization
organized
not
to
offer
a
duplicative
word,
but.
K
We're
still
working
on
standing
it
up,
and
so
that's
that's
where
it
is
that's
the
status
of
it.
K
Okay,
thank
you
very
much
before
we
go
to
the
second
round.
Councilmember
rosenberger
did.
A
Then
council
members
can
blur.
Thank
you,
mr
president,
could
you
put
the
slides
back
up
sure.
L
And
while
I
was
gonna,
ask
you
to
to
go
through
them
a
couple
of
them,
but
can
you.
L
L
L
Total
number
of
units-
I
think,
keep
going
so
we
get
a
number
of
units
and
what
it
was
about.
L
10
000
units
there's
a
slide
that
had
they
talked
about
a
different
number
of
it's
next
one
more.
L
L
L
Keeping
up
with
those
numbers
we're
keeping
up
well,
the
rental,
the
rental
inspection.
K
K
K
You
know
feels
something's
wrong
with
their
unit
and
and
feel
the
city
and
just
come
and.
K
Check
it
out,
we
do
a
number
of
those.
We
have
required
inspections
through
the
home
program.
K
Are
indicated
that
way,
so
it's
hard
to
break
them
out
any
further
council
member,
where
it.
K
Gives
you
an
indication
like
we're
keeping
up?
We
are
not
behind
on
scheduling
when
permits
come.
K
Up,
we
are
staying
on
top
of
scheduling.
Our
inspectors
are
out,
you
know,
they're,
not.
K
A
unit
they
are,
of
course
looking
at
their.
You
know:
they're
they're,
working
through.
K
Their
neighborhood
on
the
from
the
title,
six,
weeds
and
trash,
if
you
will
perspective
so.
K
We're
doing
well
with
with
keeping
up
on
those
making
sure
that
permits
when
they
are.
L
Do
your
inspectors
check
every
single
unit
or
do
they
do
samples
of
large
buildings?
Well,.
K
K
Inspections
take
very
various
times
right,
like
if
you,
depending
on
what
the
history
shows.
K
If
it's
new,
you
know,
move
in
and
spare
a
occupancy
permit
inspection
I
mean
they
can
take.
K
L
Shouldn't
assume
that
the
total
number
of
rental
units
in
town
are
necessarily
reflected
in
the.
L
This
is
the
number
of
units
inspected
in
one
year.
This
is
yes,
as
of
as
of
october,
31st,.
K
A
C
K
Believe
it
says
october
9th,
yes,
and
across
those
2700
households
there
are
1600
children.
C
Were
assisted,
that's
491
of
the
2700
plus
right,
yes,
and
just
for
accuracy,
council,
member,
the.
K
K
Yes
out
of
that
2
700.,
so
so
there
are
2200
households
that
have
this
opportunity
that.
K
C
Households
with
children
or
anything
like
that
with
me,
I'm
sorry
I
I
didn't
have.
K
K
C
I
have
one
more
big
picture
question,
but
I
can
wait.
I've
already
taken
out
my
two
for
this
room.
A
Council
member
rollo
well
actually
before
we
do
that
well,
yeah
councilmember
olive!
Please.
A
Go
ahead
thanks,
mr
zodie,
regarding
strategies
for
increasing
housing
stock.
G
In
the
community
is
part
of
the
pallet
that
you're
looking
at.
G
K
That
we
meet
with
we,
I
talked
to
scott
robinson
daily,
and
so
we
collaborate
work
with
them.
K
My
answer
is
not
that
I
know
of
right
now.
However,
the
I
will
mention
go
back
to
the.
K
K
Usage
place
neighborhood,
which
is
infrastructure,
money
and
then
the
development
on
17th
street.
K
K
G
It
seems
like
that
might
be
promising
that
I
don't
know
enough
and
okay,
you
know
maybe
I'll.
G
Speak
to
you
privately
about
that
and
and
with
director
robinson
yeah,
I'd
like
to
talk
more
okay.
A
Mention
the
core
building
yes
and
use
and
correct
me
if
I'm
wrong.
If
I
misheard
anything.
A
Hear
that
correctly
well,
the
I
just
mentioned
that
the
council
and
what
I'm
getting
at
I
mean.
K
Timeline
has
moved
along
there,
we're
looking
at
affordability
of
you
know
what
it
takes.
K
It
is
our
you
know
our
our
goal
to
save
it,
that's
what
council
designated
as.
K
Those
pieces
of
that
project
all
operate
and
move
in
different
ways
and
different
times.
A
C
But
I'd
appreciate
your
helping
me
think
through
this,
mr
zodie
sure.
Sometimes
it
seems
to
me.
C
C
From
that,
but
some
programs
are
actually
mutually
exclusive
and
either
promote
affordable.
C
Renting
or
affordable
home
ownership,
do
you
see
that
trending
any
particular
way?
How
do
we
decide.
K
I
think
it's
it's
it's
it's
you
know,
I
you
look
at.
You
know
kind
of
what
I
described
earlier.
K
Development
down
at
switch
yard
park,
and
so
in
another
year
we'll
have
it's
a
total
of
64.
K
K
K
It's
it's
a
slower
move
right,
you're
you're
trying
to
get
you
know.
We
had
two
people.
K
K
K
But
I
don't
think
the
that
we're
ever
sort
of
and
you're
not
telling
us
we're
confused.
I
don't.
K
C
Sense,
it
does,
and
I
was
struck
by
council
members
earliest
comments
this
evening-
that.
C
C
C
It's
a
long
game,
so
it
is
and
I'll
tell
you
that
if
I
may
being
creative,
there
is
really.
K
Creation,
affordability
is
really
important.
What
we're
always
talking
about.
How
do
we
get?
Can
we
do.
K
K
K
K
That
ball
forward
as
much
as
you
can-
and
I
think
this
environment
allows
for
that.
But
we
have.
C
A
From
any
fellow
council
members,
okay,
seeing
thank
you
again
for
your
presentation,
mr
zodie.
A
And
I'm
sure
I'm
sure
many
of
us
will
be
in
touch
with
you
for
to
continue
discussions.
Thank.
A
A
Moving
on
through
on
reports
from
mayor
and
city
offices
report
on
sidewalk
equity
improvements,.
M
City
of
bloomington,
planning
and
transportation
department
and
as
the
planning
as
the
bike
and.
M
M
Looking
at
sidewalks
and
tree
plots
and
and
and
I'm
always
thinking
about
them,
but
I
want
to.
M
Share
with
you
an
experience
that
I
had
in
june,
I
went
to
an
event
that
was
hosted
by
the
council.
M
Some
of
you
were
there,
so
forgive
me
if
you
know
this
already,
but
during
this
event.
M
With
into
small
groups-
and
they
had
folks
across
a
wide
spectrum,.
M
Of
requiring
mobility
considerations
in
our
network
and
in
migrant
before.
M
There
was
a
woman,
who's
blind
and
there's
a
man
who
used
an
electric
wheelchair
and
I'm
not.
M
Gonna
get
into
the
details
of
this,
but
due
to
a
slight
miscalculation
on
my
part,
the
group.
M
That
was
kind
of
a
harrowing
experience.
The
experience
was
to
encounter
our
sidewalk
network.
M
M
Been
walking
on
for
15
years
in
a
new
light
and
in
public
health,
we
call
this
environmental.
M
M
M
Is
one
of
my
favorite
activities
and
and
the
sidewalk
network
in
bloomington,
which
has
enabled.
M
That
sidewalk
and
trail
network
that
has
enabled
that
behavior
in
my
life,
I
hope
the
work
that.
M
I'm
doing
and
the
work
that
I
continue
to
do
allows
you
all
to
see
sidewalks
in
a
new
way.
M
M
A
seemingly
infinite
number
of
people
to
wherever
they
go
or
want
to
go
at
any
time.
M
For
a
time
period
that
could
last
generations
and
and
so
when
a
community
invests
in
sidewalks.
M
M
Is
my
project
collaborator
on
this?
He
he
answered
a
ton
of
questions
and
helped
me.
M
With
my
mapping
skills,
if
you
saw
them
last
year,
they
are
not
to
the
level
that
they
are
now
and.
M
M
M
M
M
M
M
M
M
This
is
looking
the
other
way
from
that
very
same
point.
This
is
a
swear
literally
the.
M
Sidewalk
ends
near
south
adams
street
and
that
development
that
I
mentioned
on
woodhill
drive.
M
M
Time
that
was
could
also
have
been
could
have
been
better
served
with
trying
to
find
a
more.
M
Approach
for
at
all
parts
kind
of
led
to
some
inefficiencies
from
a
staff
perspective,
we
do.
M
And
in
an
ideal
system
that
the
city
maintained
streets
could.
M
M
If
that
changes,
we
can
update
the
maps
to
to
new
information
as
well
as
it
allows
us
to
project.
M
M
Will
be
posting
this
presentation
with
written
content
so
that
link
will
be
made.
M
Program
or
the
this
project
of
mine,
and
so
this
is
kind
of
where
it
all
started.
M
M
Spatial
equity
analysis,
which
is
a
tool
through
the
equity
justice
project,
and
we
put
in
20
years.
M
Then,
to
test
our
variable
about
the
request
based
system
we
put,
we
just
chose
100
locations.
M
How
fared
in
the
spatial
equity
tool-
and
you
will
see
that
system-
you
see
that
this
is.
M
Comprehensive
but
they're
so
to
orient
you
to
these
maps,
you
are
able
to.
M
M
M
M
We
have
darker
areas
showing
areas
where
there
is.
It
says:
higher
population
in
the
notes
and.
M
I
have
to
fix
that
because
I
just
changed
it
so
that
the
colors
pop,
so
the
white.
M
M
M
That
are
popping
out
more.
Those
are
city
streets
that
have
the
highest
speed
limits
that.
M
And
would
we
would
support
more
pedestrian
facilities
towards
that
end,
just
to
show
priority.
M
And
then
we
have
street
width,
it's
the
same
really
for
street
speed,
the
wider,
the
roads.
M
Are
black
indigenous
and
people
of
color
by
census,
block
group,
and
you
can
see
the
areas.
M
Would
like
to
support
per
our
comprehensive
plan
goals
that
the
areas
that
are
going
to
be.
M
And
here's
how
we
have
used
the
data,
I
created
a
gif
that
shows
to
what
extent
we
weighted.
M
M
That
some
of
the
areas
that
were
in
the
previous
expression
are
efficient.
M
Downtown
area
definitely
influenced
by
that
walk
potential,
and
but
we
do
have
brighter
areas.
M
M
Maps
where
you
can
look
at
how
the
two
different
expressions,
how
they
compare
and
contrast.
D
M
So
project
the
mechanisms
that
we
are
using,
we
want
to
present
some
other
considerations.
M
For
these
data,
as
we
think
about
the
potential
to
expand
our
sidewalk
network.
M
M
M
M
G
Thank
you.
Thanks
for
the
presentation,
I
wondered
about.
G
Whether
you've
studied
sidewalk
network
density.
G
That
is
how
many
sidewalks
are
there
available
to
a
household
within
a
certain
radius.
M
Per
census,
block
group:
that's
how
we
we
were
trying
to
visualize
that
data.
We
didn't.
G
G
G
That
that
speaks
to
availability,
it's
pretty
basic,
so
yeah,
that's
a
great
question.
M
From
my
standpoint-
and
I
don't-
maybe
I
didn't
mention
this
earlier-
so
it
isn't.
M
Where
perhaps
say
it's
a
low
volume
or
a
low
speed
street
that
that
it
might
be
okay
to
do.
M
M
And
then
and
then
we
can
use
the
the
mincing
sidewalks
okay.
So
I
guess
that's
what
I'm
getting.
G
To
be
able
to
evaluate
that
redundancy,
do
you
do
you
see?
Do
you
follow
what
I'm
saying.
G
A
sidewalk
for
three
blocks
and,
and
you
know
so,
I
have
other
questions.
G
President
sims,
should
I
continue
or
do
you
want
to
come
back
we'll
come
back?
Thank
you.
A
You're
welcome.
Do
we
have
any
other
questions
from
council
members,
council,
member
piedmont,
smith.
D
D
That,
but
I
my
question
is:
is
this:
have
you
developed
this
as
a
tool
to
help
the.
D
E
You
miss
rick
beal.
That
was
a
great
report
and
I
appreciate
all
the
work
you've
done
on
it
and.
E
A
constituent
just
yesterday
or
the
day
before
that
talking
about
sidewalks,
they
said.
E
E
The
city
that
will
kind
of
give
us
an
idea
of
how
many
we're
missing
and
how
many
are
needed.
E
And,
of
course,
with
the
various
factors
involved
with
whether
they're
maybe
needed.
M
M
That
that
data
through
different
expressions
that
has
still
yet
to
be
written.
But
once
it
is.
E
A
F
I
guess
the
idea
of
connectivity
to
me
and
prior
where
to
prioritize
I
mean
I,
I
think
to
me.
F
F
Most
sense
for
where
sidewalks
should
be,
but
just
I
guess
that
idea
of
like
are
we
looking
at.
M
M
May
pose
some
limitations,
especially
for
people
who
maybe
require
the
concrete
of
a.
M
A
G
Thanks
president
sims
yeah,
I
I
had
a
question
about
the
evaluation
of
harm
reduction.
G
Do
we
do
do
we
evaluate
also
on
the
basis
of
traffic,
counts
and
speed
and
speed?
In
other
words,.
G
25
mile
an
hour
speed
limit
that
carry
cut
through
traffic,
for
instance,
I
mean
this
goes
back.
G
Remove
request-based,
you
know,
motivations
for
for
sidewalk
funds,
and
I
I
have
mixed.
G
Views
on
that,
because
I
think
that
neighborhoods
bring
forward
requests
on
the
basis
of
things.
G
Like
harm
reduction,
so
they
have,
you
know
kids
walking
to
school,
for
instance
that
use
a.
G
G
Know
an
important
place
for
a
sidewalk,
but
we
get
a
request
about
it
and
a
lot
of
them
have.
G
G
Anyway,
my
question
is
so
when
you're
evaluating
this
you're
doing
it
on
on
counts,
vehicle
counts,.
M
Wasn't
as
comprehensive
as
I
would
have
liked,
but
it's
it's
you.
I
did
look
at
how
much.
M
It's
pretty
consistent,
there
there's
definitely
speed
non-compliance,
but
most
people
are.
G
G
G
M
M
M
M
M
M
M
Recall
in
the
fall
when
I
am
having
a
or
I
am
looking
at
the
inventory
of
sidewalk
projects
that.
M
G
Yeah
yeah,
I
get
that
I'm
glad
to
hear
that,
for
that
you
know
you
clarified
it
that
it's.
G
G
L
Image
that
lets
us
go
back
and
forth
to
show
yes,
so
yeah
you
can
send
that.
As
I
mean.
M
Story
map
that
you
can
access
through
the
online
portal,
so
there's
a
link.
M
A
Okay,
thank
you,
wait,
where's,
the
link
I
can.
I
can
put
it
in
the
chat
right
now.
Okay,
thank
you.
A
Yeah,
thank
you
either
that
or
send
it
to
us.
Thank
you
very
much
and
there
will
be
no.
A
Presentation
or
no
powerpoint
or
anything
that
you
could
send
to
us,
we
have
to
access
it.
A
That
would
be
helpful
for
me
and
probably
if
you
could
send
it
to
everyone
that
needs
it.
A
Is
sometime
in
the
future
just
get
in
touch
with
you,
so
we
can
just
kind
of
sit
down
and.
A
In
many
cases,
priorities
nine
different
views
of
equity,
depending
on
which
land
you're.
A
Daughter
or
our
program
is
looking
through
that
and
one
last
request
for
any
other
questions
from.
A
A
Okay
back
to
the
agenda,
we'll
now
move
down
to.
A
This
section
for
a
public
comment:
you
will
be
allowed
three
minutes
for
your
comments.
A
A
A
Zoom,
and
as
always,
we
ask
you
to
please
identify
yourself
when
speaking
mr
lucas.
A
I
see
one
hand,
do
you
see
the
same?
I
do
yes,
craig
alexander
is
up
first.
A
Hi,
mr
alexander,
how
are
you
hi
thanks?
I'm
great,
my
name
is
greg
alexander.
I
I
didn't
realize.
I.
N
I
would
be
following
such
a
great
presentation.
I
I
wanna
echo
something
that
mallory
just.
N
Said
about
the
privilege
of
the
sort
of
people
who
actually
come
to
you
guys
and
I
I
embody
that.
N
N
Just
very
briefly,
I
would
say
I'm
just
going
to
go
ahead
and
say
it.
We
shouldn't
build
a
single.
N
Sidewalk
in
council
member
rallo's
district
until
after
we
build
sidewalks
on
both
sides,.
N
We
we've
been
doing
this
too
long
to
be
even
pretending.
N
So-
and
I
just
want
to
draw
some
attention
on
those
maps
each
time,
there's
like
a
tiny
missing.
N
N
N
N
Anyway,
so
I
want
to
talk
to
you,
I
read
you
reports,
that's
just
something
I
do
and.
N
N
Public-Private
partnership
of
affordable
kind
of
low-rent
apartments,
34
units
right
on.
N
Accessible
and
so
what
they
did,
is
they
just
they
just
mounded
asphalt
where
the
sidewalk,
where.
N
N
I
I
laughed
when
I
saw
that
for
for
two
reasons:
one
is
that
you're
never
going
to
see
a
wheelchair.
N
To
see
a
wheelchair
actually
take
that
that
asphalt,
mound
and
the
other
is
that.
N
N
In
their
responsibilities
for
accessibility,
but
so
those
apartments
are
built
now
and
so
one.
N
Of
the
residents
there
made
this
your
report
and
they
so
they
they're
disabled.
And
if
you.
N
A
A
A
C
A
A
Sanders
for
c
c,
two
be
appointed
to
the
martin
luther
king
junior
birthday.
Commission
is
that.
A
A
Congratulations,
mr
sanders.
I
know
we
just
move
on,
but
mr
sanders
has
been
the
chair
of
that.
A
A
Congratulations,
mr
sanders.
Okay,
do
we
have
any
other
appointments,
councilmember,
piedmont,
smith,.
D
Yes,
I
move
that
we
appoint
shelby
ford
to
seat
c
11
of
the
community
advisory
and
public
safety.
A
Appointed
to
seek
c11
on
the
caps
commission
will
the
clerk.
Please
call
the
rule.
B
A
A
A
And
congratulations
and
miss
shell
before
pointing
to
the
caps
commission.
I
also.
D
Yes,
I
have
an
unusual
motion
which
is
to
remove
matthew
diaz
as
an
appointee.
A
Commissioner,
matthew
diaz
be
removed
from
the
caps
commission
due
to
non-attendance.
B
A
B
L
Q
Q
A
Hey
thank
you
for
voting
and
I
will
get
you,
mr
holden,
but
I.
A
Slated
for
next
november,
10th
at
6
30
p.m:
council,
member
volun.
Yes,
sir
I'd
like
to.
A
This
ordinance
from
the
committee
of
the
whole
speed
second,
and
will
please
call
the
world.
A
I'm
sorry
council
members
gambler.
Yes,
thank
you
just
to
confirm
understanding
of
what
that.
C
Means
for
the
public
councilman,
the
committee
of
the
whole
would
not
need
to
see
it
correct.
A
Okay,
mr
lucas,
is
this
a
council
member?
Well,
I
was
curious
to
know
how.
A
And
after
discussing
it
with
our
legal
counsel
on
our
council
administrator
one-
and
I
don't
want.
A
Hearing
or
a
committee
meeting
to
hear
that
me
personally,
I
think
a
majority
of
council.
A
So,
that's
why
I
refer
to
it,
I
think,
and
I'm
okay
with
the
other
motions.
So
that's.
A
I
hope
that
answers
your
question.
Thank
you
for
your
time
well,
and
I
will
further
say
that.
A
Will
have
to
be
postponed
and
that
will
affect
the
the
meeting
notice
for
the
app
board.
In.
L
A
Thank
you
any
more
discussion
on
this
motion
to
remove
the
committee
of
the
whole
recommendation.
L
J
J
A
J
Q
A
A
To
meet
on
november
10th,
beginning
at
6
30
p.m:
council,
member
volun,
seeing
that
the
vote.
L
Did
not
carry
in
the
first
one,
I'm
not
going
to
bother
to
make
a
motion
the
next
three,
but
I
will.
L
A
L
A
C
P
Q
Q
Q
D
Yes,
I
I
moved
to.
L
Second,
thank
you.
It's
been
properly
moved
in
second.
A
A
To
remove
ordnance
2143
and
refer
to
the
transportation
committee,
I
think
one
thing.
A
D
So
I
would
like
to
refer
ordnance
2143
to
the
transportation
committee
to
meet.
A
A
A
F
F
F
And
I
just
have
no
question
so
I
personally
don't
feel
a
need
to
attend
a
committee
of
the.
F
L
L
Controversial
or
matter
within
it
or
something
that
needed
extra
scrutiny.
L
I
would
you
know,
be
pleased
to
see
it
go
to
any
committee,
but
so
I'll
be
abstaining.
L
On
this
vote,
because
I
don't
want
to
vote
against
something
that
I
I
seconded
thank
you.
D
Yes,
my
reasoning
for
sending
this
to
the
transportation
committee
is
that,
unlike
the.
D
Have
a
committee
hearing
because
it
does
impact
parking
and
the
streets
where
people
live.
So
it's.
D
A
A
The
rule
on
this
motion
to
move
important-
it's
21-43,
two,
I'm
sorry
to
remove
this.
A
Ordinance
to
be
heard
at
the
transportation
committee
at
8pm
on
november
10th.
J
A
Thank
you.
That
motion
fails
three
five
one.
A
And
the
original
reference
or
I'm
sorry,
referral
by
the
president
for
next
wednesday
november.
A
Introduced
and
read
by
the
clerk
by
title
synopsis
only
will
the
clerk.
Please
call
the.
Q
The
last
vote,
I
thought
I
heard
you
say
that
it
was
three
five
one
and
I
had
two
five
one.
No.
A
Okay,
thank
you
now
with
the
clerk.
Please
call
the
roll
absolutely
start
with
councilmember
holmen.
P
A
Q
A
Thank
you
very
much
clerk
bowden,
as
previously
I'm
referring.
A
Go
into
additional
public
comment.
If
anyone,
I
would
remind
folks
that
members
of
the.
A
A
R
Since
he
was
the
only
individual
to
speak
at
the
earlier
portion
of
the
meeting.
A
If
we
want
to
alter
that,
so
what
is
the
will
of
the
council
council
member
of
olin?
Well,
I
think.
L
Mr
lucas
is
pointing
out
that
we
would
normally
provide
five
minutes
unless
there
were
more
people.
A
A
Three
minutes
for
public
comment
since
that
time,
but
I
do
recognize
this
fact
and
mr
alexander.
N
Hi
thanks,
I'm
greg
alexander.
I
just
wanted
to
show
this
new
report
comes
from
a
person
that.
N
N
N
Their
their
device
up
onto
the
sidewalk
at
that
point,
but
they
can't
use
the
the
so-called
ramps.
N
On
the
sidewalk,
because
they're
not
actually
engineered
and
could
have
to
do
that
to.
N
N
We
required
building
parking,
and
so
I
just
you
know
I
I
really,
I
feel
a
lot
of
empathy
for.
N
This
person
and
and
they
point
out
that
several
people,
including
in
their
family,
in
that
in
that.
N
About
this,
but
by
golly
we
gotta
start
now
and
just
for
the
record,
I'm
in
favor
of.
N
A
Jewish
childhood
center
no
disrespect
intended,
and
I
believe
when
we
started.
A
Your
public
comment
and
participating
okay.
Do
we
have
anyone
else,
mr
lucas.
R
R
R
R
Help
balance
those
funds
and
then
finally,
this
friday
could
be
an
opportunity
for
the
council
to.
R
If
it
would
like
begin
discussing
the
annual
schedule
for
next
year,
there
was
a.
R
Consideration,
but
if
there
are
matters
related
to
that,
that
you
would
like
to
begin
discussing.
A
So
that
is
the
majority
I'm
assuming
council
member
rosenbarger
did
not
raise.
A
A
Much
and
seeing
that
we
have
no
further
business
this
evening.
I
call
this
meeting.
A
And
thanks
everyone
for
showing
up
have
a
good
one.
Bye.
