Sorry
Clement,
yes,.
J
E

E
B
J
Sorry,
this
list
got
all
confusing:
I
might
have
to
remake
it,
okay,
nickel
and
who
panic
sorry.
Thank
you.
A
Moving
on
to
item
four
Communications
from
the
chair
and
vice
chair,
I,
just
want
to
say
good
luck
to
the
IU
football
team.
This
evening,
Steve
I
had
to
acknowledge
my
shirts
and
she
gave
me
a
hard
time.
C
Met
and
reviewed
the
in
the
various
proposals
for
our
tip
amendments
and
approved
them
unanimously.
Thank
you.
H
L
Since
I've
done
this,
so
sorry
first
thing
we
have
is
the
update
of
the
schedule,
the
mpo
committee
meeting
schedule.
Today's
meeting
was
a
was
a
reschedule.
We
also
rescheduled
in
November
in
recognition
of
the
Thanksgiving
holiday,
and
then
we
also
have
a
reschedule
of
the
policy
committee
next
month
on
the
6th
and
that's
in
recognition
of
the
fact
that
we
have
the
mpo
conference,
and
that
was
in
a
conflict.
But
all
of
this
is
up
to
date
and
please
feel
free
to
circulate
and
update
your
calendars.
Accordingly.
L
Okay,
the
second
second
thing
we
have
is
the
mpo
fiscal
year,
2024
unified,
planning,
work
program,
approval
you'll,
find
on
well.
The
Bates
pays
just
doesn't
show
up
here:
golly
we've,
we've
got
approval
of
the
unified
planning
work
program
for
fiscal
year
2024..
Our
budget
was
approximately
five
hundred
thousand
dollars
in
planning
funds.
The
next
thing
we
have
it,
oh
and
of
that
we
must
also
spend
2.5
percent
of
our
budget
on
complete
streets
requirements
or
Safe,
Streets
and
roads.
For
all.
This
is
a
part
of
the
legislation.
L
Transportation
Improvement
program
approval.
We
also
received
in
your
packet
the
indots
fiscal
year,
2024-2028
Statewide,
Transportation,
Improvement
program
approval,
and
then
all
of
that
is
in
included
in
the
scroll
here
and
then
one
thing
that's
not
in
there
is
that
we've
got
the
19.
Well,
the
2023
Indiana
Metropolitan
planning
organization
annual
conference
Bloomington
will
be
hosting
the
conference
this
year
that
will
be
held
at
at
the
Monroe
Convention
Center
on
August
I'm,
sorry,
October,
10th
and
11th
we'll
be
sending
out
additional
information
to
you
on
that
shortly.
F
I
guess
the
question
just
to
confirm,
but
so
that
it
looks
like
the
Statewide
Transportation
Improvement
program
for
the
new
one
has
been
adopted,
and
thus
our
local
tip
is
also
officially
in
place
and
I.
Think
just
an
exciting
change
to
this
is
now
as
the
Imp
as
we
vote
to
change
the
tip
and
amend
it
in
the
future.
It
is
automatically
by
default.
A
part
of
this
tip
is
that
all
correct?
Yes,
this
is.
L
L
It
saves
us
a
month
and
a
half
to
two
months
theoretically
in
processing,
which
means
that
we
can
make
amendments
much
faster,
be
more
responsive
to
the
needs
of
all
of
the
local
public
agencies
that
have
Pro
program
projects
yeah
the
the
reference
here
it
shows
all
of
the
all
the
other
you
know
showed
up
there
on
the
screen
shows
all
the
individual
mpo
websites
and
all
of
those
that
are
included
by
reference
like
I,
said.
Theoretically,
this
will
streamline
the
process
immensely
behind
the
scenes.
A
M
L
The
First
Amendment
we
have
is
a
request
from
the
Indiana
Department
of
Transportation.
This
involves
State
Road,
4546
Corridor,
intersection
improvement
with
added
travel
Lanes.
This
is
from
0.2
miles,
east
of
Interstate
69
or
Arlington
Road
Bridge
overhead
to
0.93
miles
east
of
Interstate
69
Kinser
Pike.
L
L
Okay,
the
second
project
we
have
is
from
the
Indiana
Department
of
Transportation.
This
one
is
the
protect
program,
development
for
infrastructure,
Investments
acts.
This
is
a
Statewide
Statewide
initiative.
It
would
involve
four
hundred
thousand
dollars
in
federal
funds.
A
hundred
thousand
dollars
in
state
funds
for
a
total
cost
of
five
hundred
thousand
dollars
of
letting
data
is
yet
to
be
determined.
On
that.
Some
of
you
may
ask
what
the
protect
program
is.
Protect
program
stands
for
promoting
resilient
operations
for
transformative,
efficient
and
cost-saving
transportation.
L
What
this
essentially
does
is
it's
tied
to
climate
change,
for
resilience
for
infrastructure,
climate
change,
natural
disasters,
Community
evacuation
routes
and
or
at-risk
Coastal
infrastructure
activities.
If
that
makes
clear
how
that
will
be
used,
the
next
project
we
have
involves
a
request
from
Monroe
County.
This
is
for
the
eagleson
avenue
bridge
over
the
Indiana
railroad.
L
This
project
would
involve
okay.
This
was
recently
updated
fiscal
year,
24.
we're
looking
at
preliminary
engineering
of
forty
five
thousand
dollars
fiscal
year,
25
we're
looking
at
a
hundred
thousand
dollars
in
right-of-way
acquisition
costs
and
then
in
fiscal
year,
26
we're
looking
at
4.7
7
4
million
743
thousand
dollars
in
construction
in
fiscal
year.
26..
L
This
project
was
on
the
well
yeah
on
the
IU
campus
I,
don't
know:
has
it
been
transferred
yet
or
not?
Okay,
okay:
the
structure
structure
was
previously
owned
by
Indiana
University.
It's
been
transferred
to
Blue
Monroe
County,
so
Monroe
county
is
now
developing
the
project
using
Federal
Bridge
funds.
K
We're
here,
I
just
was
wondering
in
terms
of
the
right-of-way.
What
what
parties
are
you
looking
to
acquire
property
from.
A
It's
still
under
design
I
think
they
have
an
idea,
I
think
it's
mainly
IU.
If.
I
A
L
L
This
is
slated
for
construction
anticipated,
letting
is
December
13th
of
this
calendar
year.
This
is
showing
fiscal
year.
24
the
local
funds
would
be
one
million
five
hundred
ninety
eight
thousand
six.
Sixty
three
federal
funds
would
be
four
million
601
337
for
a
total
cost
of
six
point:
two
million
dollars.
This
amendment
is
pending
the
fiscal
year.
24
funds
don't
really
exist
in
in
terms
of
what
we
have
right
now.
L
The
the
local
planning
organization
or
city
of
Bloomington
is
negotiating
with
other
mpos
about
a
loan
from
fiscal
year,
2027
money
to
fiscal
year,
24
that
would
allow
for
construction
of
this
project
in
this
calendar
year.
I
mean
I'm.
Sorry
in
this
fiscal
year,
this
would
not
affect
any
other
lpas.
Just
the
city
of
Bloomington
doing
a
loan
potential
loan
I
should
say
with
other
mpos
the
next
project
we
have
I'm
yes
go
over
here.
L
There
would
be
a
memorandum
of
understanding,
but
the
memorandum
of
understanding
would
be
signed
by
the
mpo
myself
with
the
other
mpos
with
and
and
gone
through
the
legal
process,
also
where
it
would
be
more
or
less
saying
we
promised
to
pay
you
in
fiscal
year,
27
for
the
funds
in
fiscal
year
24.
L
L
and
then
some
of
the
other
mpos
in
Indiana.
Do
it
more
frequently
it's
just
a
matter
of
need,
because
projects
move
out
and
move
forward
so
rapidly
and
and
all
of
the
mpos
I
I
might
say
all
14
of
Indiana's.
Mpos
too,
are
having
issues
with
the
fact
that
Engineers
estimates
are
coming
in
significantly
lower
than
what
the
bid
prices
are.
L
Part
of
that
is
due
to
the
fact
that
unit
costs
well
unit
costs
assigned
by
the
Department
of
Transportation
may
be
out
of
date,
and
also
they
may
not
reflect
what
I
would
call
supply
chain
issues
and
then
also
involved
in.
There
is
potential
timing
of
the
of
the
construction,
letting
projects.
If
you
have
a
bid,
letting
in
May
you're
less
likely
to
get
a
successful
bid
than
you
are
to
have
a
bid,
letting
in
say
November
or
December.
A
L
L
L
That
was
myself
and
and
it's
it's
so
like
I
said
it's
rare,
rare
well
for
the
city
of
Bloomington,
it's
just
almost
unheard
of,
but
it
it
opens
an
opportunity
for
the
city
of
Bloomington
to
achieve
significant
funding
for
the
project.
L
L
And
there's
an
opportunity
cost
involved
in
all
of
that.
Okay,
second
project
we
have
here
is
Covenant
protected
bike.
Lanes
project.
This
one
does
not
have
a
des
number
yet
assigned
to
it.
Those
will
be
developed
in
the
next
couple
of
weeks,
we're
looking
at
fiscal
year,
2024,
not
changing
fiscal
year.
2025
remaining
the
same.
The
change
would
be
in
fiscal
year,
2027,
where
that
would
become
a
local
project.
A
construction
engineering
would
be
470
thousand
dollars.
L
Construction
would
be
three
million
nine
hundred
and
eighty
thousand
dollars
for
a
total
cost
of
four
million
four
hundred
fifty
thousand
dollars,
and
then
you'll
see
some
others
here
that
are
Downstream.
The
next
one
is
go
Bloomington.
This
is
the
transportation
demand
Management
program
for
Bloomington
and
Monroe.
Yes,.
G
H
L
City
of
Bloomington
only
one
for
one
trade,
one
pocket
to
the
other
pocket
for
a
different
year
and
then
turning
that
project
into
a
100
local
funded
project.
Thank.
G
L
That
project
has
not
begun
up
to
this
point
in
time,
because
it
doesn't
even
have
a
des
number
or
a
schedule
built
next
project.
I'm,
sorry
is
the
the
go
Bloomington
project
Transportation
demand
Management
program
for
Bloomington
and
Monroe
County
I'll
scroll
down.
Here
again.
If
you
see
fiscal
year,
24
25
26
are
not
affected
fiscal
year
2027.
L
this
one.
Instead
of
being
federally
funded
with
climate
Reduction
Program
funds,
those
would
go
to
zero
and
that
would
become
a
100
percent
locally
funded
project
in
2027,
totaling,
449,
633
dollars,
and
then
the
final
one
involves
downtown,
curb
ramps
phase.
Four.
This
one
does
have
a
des
number
220021.
L
Looking
at
this
it
in
fiscal
year,
24
Remains
the
Same
fiscal
year,
25
26
no
funds
at
all
fiscal
year,
27.
you're,
looking
at
it
instead
of
using
highway
safety,
Improvement
program
funds
in
section
164
funds,
those
go
to
zero
and
instead
that
project
would
be
funded
with
100
local
money
at
eight
hundred
thousand
dollars,
and
those
are
all
of
the
proposed
amendments
for
the
Indiana
Department
of
Transportation,
Monroe
County
and
the
city
of
Bloomington
I'll
be
happy
to
answer
any
questions
you
may
have.
C
I'm
kind
of
curious
what
exactly
Statewide.
L
L
Well,
it's
the
the
funds
are
available
through
the
infrastructure
and
investment
jobs,
Act
yeah,
and
to
use
the
funds
they.
They
have
to
have
a
plan
on
how
to
use
those,
whether
they're
going
to
use
those
in
the
coastal
areas
up
in
the
Michigan
City
area,
whether
they're
going
to
use
them
down
on
the
Ohio
River
area.
L
C
L
B
A
little
bit
this
is
being
managed
by
our
central
office.
Partners
from
what
I
can
tell
it
looks
like
we've
only
allocated
money
for
the
main
engineering
funds,
so
I
think
you're
on
the
right
track.
Pat.
This
is
probably
a
study
I've
reached
out
to
my
peers
and
central
office.
I've
not
heard
a
bad
kid,
so
I
can
provide
an
update
for
next
meeting.
J
A
J
H
M
J
A
L
Flip
over
the
paper
under
the
current
requirements
of
the
infrastructure
and
investment
jobs
act,
all
the
mpos
are
required
to
update
their
complete
streets
policy.
We
have
been
actively
involved
in
that
since
June
I'm.
Sorry,
since
July
of
this
year,
we
have
a
markup
of
the
complete
streets
policy
in
consultation
with
smart
growth
America.
We
will
also
have
a
markup
in
consultation
with
the
Indiana
Department
of
Transportation
safety
group
involving
safe
Safe
Streets
and
for
all
safe
and
complete
streets
for
all.
E
L
It's
updated
reflecting
new
legislation
and
new
requirements,
new
planning
requirements
for
the
Federal,
Highway
Administration,
and
also
it
reflects
the
Indiana
Department
of
Transportation,
we'll
be
adjusting
its
goals
typically
well.
Every
year
we
always
have
a.
We
always
bring
to
you.
The
Indiana
Department
of
transportation's
targets
for
injuries,
fatalities,
property
damage
and
those
always
increase
every
year
and
the
ones
that
you
will
see
next
month
show
we
must
have
a.
We
must
have
a
decrease.
E
You
feel
that
this
update
is
making
progress
yeah,
because
it's
strongly
making
progress
or
is
it
just
sort
of
incremental?
No.
E
L
Because
the
Indiana
Department
of
Transportation
will
change
its
targets
and
then
I
mean
that
in
itself,
I
mean
those
have
always
been
increasing
over
time,
and
this
will
be
the
first
time
that
they'll
be
declining
by
2.5
percent
or
at
least
that's
the
goal
that
the
commissioner
has
said
with
with
that.
You
know
on
a
state
level
and
I
mean
that's
significant
in
itself.
There's
also
discretionary
funding
available.
Statewide
now.
L
Excuse
me
for
Safe
Streets
for
all
safe,
secure
streets
for
all
city
of
Bloomington
will
be
pursuing
an
ss4a
Grant.
These
are
discretionary.
Nationwide
there's
also
increased
momentum,
Nationwide
for
what's
called
Vision
zero,
and
then
there's
also
an
initiative
by
the
Department
of
Transportation
to
develop
a
vulnerable
Road
users.
L
Study
that
met
this
morning
at
10
o'clock
by
the
way
wow
and
the
vulnerable
Road
users
element,
would
look
at
everything.
That's
non-motorized,
in
other
words,
all
the
pedestrians,
all
the
bicycles,
it's
looking
at
the
data
Statewide
and
then
we're
also
looking
at
the
data
on
what
I
would
call
the
local
mpo
level
2.
L
and
and
yes
and
not
a
motorized,
also
includes
horse-drawn
carriages.
It
does
not
include
Scooters
or
motorcycles,
but
yeah
I
mean
the
vulnerable
Road
users
group.
We
met
this
morning,
we're
meeting
again
at
the
end
of
September.
The
timeline
is
very
aggressive
for
the
submission
to
the
commissioner
and
to
the
governor
for
their
approval
by
mid-november.
E
L
L
I
know
there's
increasing
awareness
among
all
of
the
npos
I,
don't
know
of
any
any
of
the
mpos
actively
pursuing
Vision
zero.
At
the
current
time,
the
Indiana
Department
of
Transportation
is
taking
it
one
step
at
a
time
where
the
vulnerable,
Road
users,
identification
and
Amendment
to
the
safety
plan.
The
state
safety
plan
where
it
goes
from
here,
I,
don't
know,
but
two
years
from
now
I
think
you
could
easily
see
at
least
one
or
two
mpos
that
would
have
adopted
Vision
zero
plans.
I
L
L
We
had
one
firm
that
responded
positively
and
then
they're,
putting
together
a
proposed
scope
of
work
in
a
fee
schedule,
and
then
the
timeline
for
that
I
haven't
gotten
with
you
on
that.
Yet
because
it's
so
preliminary
the
timeline
for
that
would
be
taking
that
to
the
Board
of
Public
Works,
probably
in
November,
and
then
they
would
begin
Works,
probably
sometime
in
December,
and
then
the
scope
work
timeline
would
extend
until
probably
December
of
next
year
12-month
timeline.
L
L
This
time
we
don't
have
a
pandemic
during
our
outreach
program,
so
it
should
be
somewhat
easier
to
do,
but
in
in
light
of
the
new
legislation
that
we
have
with
the
infrastructure
and
investment
jobs,
act,
Safe
Streets
for
all
new
programs,
climate
