A
City
of
bloomington
plan
commission
for
april
5th
2021..
Let's
begin
by
calling
the
roll.
B
Here
and
kate,
yeah
and
in
right
randolph
is
ill,
so
he
will
not
be
joining
us
today.
A
Okay,
so
we
do
have
a
quorum
and
we
will
continue
with
our
business
at
our
last.
A
Meeting
we
continued
the
final
petition
on
our
agenda,
which
is
0-10-21.
We
continued
that.
A
A
staff
presentation
on
0-10-21
and
then
we
will
go
right
into
amendments.
We
do
already
have.
A
Six
amendments
that
have
been
submitted
either
by
staff
or
by
commissioners
to
consider
tonight.
A
Bit
of
business
ahead
of
us
tonight
as
you'll
recall
in
our
meetings
previously,
we've.
A
We've
been
able
to
get
through
one,
maybe
two
amendments
in
a
meeting.
A
Our
final
recommendation
on
the
petition,
as
we
did
on
previous
petitions
to
five
minutes.
A
But
would
welcome
a
little
bit
of
discussion
or
or
emotion
if
we
felt
like
we
wanted
to
limit.
C
Good
motion
to
allow
or
suspend
our
normal
public
comment
on
the
amendments
and
make
it.
A
Okay,
we
gotta,
we
got,
we
gotta
pick
one
two
minutes
or
three
minutes.
I
think
either
one
is.
A
It's
probably
appropriate,
but
since
you're
making
the
motion
I'll,
let
you.
A
Choose-
or
you
can
say
two
and
a
half
minutes
the
compromise
yeah.
We
did
three
last
time.
D
A
A
We
jump
into
that
business.
Is
there
any
other
any
reports
or
communications
from
commissioners.
E
Right
so
just
to
let
you
know
in
the
audience
that
I
will
be
for
the
first
25
minutes
until
5
55.
E
F
Reach
out
to
me,
I
know
that
the
packet
for
this
meeting
is
the
same
as
the
packet
for
april.
F
F
Wanna
yeah,
sorry
about
that.
So
yes,
the
full
information
for
zeo
10
21
was
in
the
packet.
G
From
the
first,
so
it
says
on
the
website,
if
you
are
interested
in
that
information
for
tonight.
G
So
tonight
we
are
discussing
the
last
of
the
ten
petitions
that
we
brought
forward
as
far.
G
G
Line
of
bloomington's
land
use
regulations
and
map
with
the
shared
visions
and
goals
that.
G
The
math
tonight
the
text
amendments
have
all
been
moved
forward
to
the
council
level.
G
So
the
zoning
map
was
created
through
use
of
obviously
looking
at
the
comprehensive
plan.
We.
G
And
council
hosted
meetings
to
take
input
directly
from
the
public,
as
well
as
having.
G
The
petition
updates
are
as
follows:
there
were
new
districts
put
into
the
udo.
G
Or
the
surroundings
no
longer
matched
what
what
the
zoning
district
indicated,
and
so
we.
G
Redevelopment
master
plan
was
approved,
and
so
we
tried
to
match
districts
to
that
plan.
G
And
then
we
also
were
re-zoning
most
of
our
employment
parcels
to
mixed-use
employment.
I'm.
G
G
Resources
but
basically
you
can
use
the
map
to
zoom
into
your
property.
You
can
search
by
address.
G
G
Previously,
out
of
all
of
our
parks
were
zone
institutional,
which
is
the
district
that.
G
Is
also
for
our
our
government-owned
properties,
including
indian
university,.
G
Uses
and
developments
that
that
are
desired
there
could
be
more
easily
done
as
the
regulations.
G
That
apply
to
a
more
traditional
building
site
may
not
apply
to
a
park
setting.
So
you
can
see.
G
Here
in
green
those
areas
that
we
are
proposing
to
be
zoned
to
parks
and
open
space,
again
areas.
G
Owned
by
city
of
bloomington
as
official
parks
and
then
a
couple
of
other
areas
that.
G
That
we
own
as
well
and
then
the
city
parks
located
in
the
downtown
district,
were
left.
G
Because
their
character,
overlays
have
additional
standards.
G
The
next
new
zoning
district
that
we
have
is
mixed
use
student
housing.
So
this
went
into
the.
G
G
Where
those
types
of
developments
should
be
located
that
those
the
ideas
about
that
have.
G
Changed
in
the
past
they
have
been
pushed
to
the
edges.
Then
they
were
encouraged.
G
Downtown
and
in
the
latest
comprehensive
plan
explicitly
says
that
those
types.
G
A
specific
area
called
gateway
north,
which
is
along
north
walnut,
and
also
that
student.
G
G
Mapped
these
areas,
so
first
we
have
the
gateway
north
area.
That
then
extends
to
campus
to
the
east.
G
G
Developments
with
four
and
five
bedroom
units,
and
also
developments
with
more
than
a
third.
G
Three-Bedroom
units
to
be
able
to
go
and
buy
right
in
these
areas
as
long
as
they
can
meet
the.
G
Requirements
where
those
use
it,
those
bedroom
mixes,
are
not
allowed
in
other
areas
of
the
town.
G
Anymore,
that
if
you've
been
a
follower
of
the
planning
commission
for
a
long
time.
G
Center
here,
which
you
can
see
located
at
10th
and
indiana
and
a
third
area
that
we
have
added.
G
Is
existing
multi-family
east
of
the
new
hospital
site?
Because
that,
obviously.
G
Will
be
a
hospital,
but
it's
also
a
teaching
learning
center
and
because
of
the
ages.
G
G
So
you
can
read
more
about
again
we're
not
proposing
to
change
any
regulations
for.
G
The
mixed
use
student
housing,
those
are
all
existing
in
the
code,
only
mapping
those
areas.
G
And
then
we
have
r4
residential
urban.
You
will
probably
recall
that
this
was
one
of
the
more.
G
G
The
tan
is
what
is
left
over
what
we
have
what
we
are
currently
proposing.
This
is
about
75.
G
Percent,
smaller
than
what
we
proposed
initially,
what
we
we
decided
to
base
the
original
proposal.
G
We
could
identify
numerous
r4
sized
parcels
and
then
build
on
those
that
was
not
our
most
popular.
G
On
public
input
and
something
we
heard
a
lot
was
that
people
really
expected
that
these.
G
Areas
would
be
placed
on
the
edges
of
existing
neighborhoods
and
in
the
historic
part.
G
Of
town,
especially
so
what
we
have
done
here,
you
can
see,
is
try
to
spread
these
opportunities.
G
Throughout
town
in
in
that
there
are
puds
that
are
sized
for
r4
that
have
appropriate
dimensional.
G
Historic
neighborhoods
of
bloomington
along
the
edges
along
major
roadways
or
the
perimeters
of.
G
Those
neighborhoods
between
the
neighborhood
and
greater
a
more
intense
zoning
district.
G
For
single
family
and
but
also
do
allow
for
units
of
greater
density,
so
those
areas
are
what.
G
G
These
are
based
on
ordinance
that
you
saw
excuse
me,
a
petition
that
you
previously
saw.
G
Zoning
district
state
residential
those
will
now
all
be
in
theory.
If
this
are
that
this
is.
G
To
be
approved,
those
will
are
all
the
r1
lots,
so
you
can
see
those
located
here
in
tan.
G
As
we
said,
when
we
were
doing
the
text
amendment,
there
aren't
a
large.
There
are
a
large
number.
G
G
Land
for
the
city,
but
a
district
that
is,
could
be
useful
in
the
future
for
annexation.
G
If
that
were
to
happen
as
well
as
allowing
some
of
these
larger
lots
right
now
to
match.
G
A
district
that
that
matches
uses
and
could
possibly
still
be
developed
further
in
the
future.
G
G
Okay,
so
you
can
see
again
those
are
kind
of
corrections
or
areas
again
that
we
think.
G
Make
more
sense,
changes
that
aren't
basically
precipitated
by
one
of
the
other
changes
like
the.
G
That
were
made,
and
so
you
can
see
that
those
happen
here
on
the
east
side
of
campus
increasing.
G
Some
density
opportunities
just
to
multi-family
in
areas
where
that
may
exist,
as
well
here
to
the.
G
North
of
downtown
and
then
some
areas
along
corridors
as
well.
We
have
change
some
multi-family.
G
Along
the
new
seven
line
plan,
seven
line
between
campus
and
downtown
to
more.
G
Of
a
mixed-use
focus
anticipating
potential
further
development
there
in
the
future,
as
well.
G
Okay
and
then
the
plan
unit
developments
are,
as
I
said,
we
have
119
plan
unit
unit
developments.
G
As
the
ordinance
goes,
that's
a
lot
because
we
should
be
checking
them.
G
Every
year
or
so,
and
those
that
are
fully
developed
should
then
be
rezoned
to
the
their.
G
Base
districts
that
are
most
closely
associated,
and
so
we
are
trying
to
catch
up
with
that
process.
G
B
G
G
To
pud
surrounding
zoning
now
last
year
of
approved,
petition
and
surrounding
uses
as
well.
G
Of
the
pud
being
built
out
or
whether
or
not
the
puds
should
have
been
considered
to.
G
G
G
Or
are
undergoing
current
development
now
or
they're
new?
So,
for
example,
we
had
a
curry
beauty.
G
As
a
pud,
and
then
we
have
other
pd's
that
are
quite
old,
but
that
have
ongoing
development.
G
In
them
so,
for
example,
the
sudbury
pud
we
have
development
going
on
on
the
southern
part
of
that.
G
Last
18
months
as
well,
I
believe-
maybe
two
years
I
think,
18
months
and
then
or
the
thompson
pud.
G
G
Such
as
the
renwick
pud,
we
left
those
as
well
everything
else
if
it
seemed
to
meet
the
95.
G
District
that
most
closely
relates
to
its
uses
and
development
standards.
So
again,
this.
G
Information
is
on
the
website
on
the
public
outreach
website
and
we
will
post
this
as
well.
G
So,
as
mr
whistler
mentioned,
we
have
various
amendments.
Oh
this
doesn't
seem.
G
Okay,
the
first
amendment
is
actually
proposed
by
staff
when
we
went
live
with
the
new
map.
G
That
a
pud
which
he
is
the
sole
owner
of,
though
the
pud
calls
for
uses
and
dimensions
that
fit.
G
G
Areas
and
tried
to
look
at
the
uses
as
well,
so
that
the
property
owners
could
get
the
use.
G
And
we
are
proposing
to
rezone
that
to
r3
and
that's
goes
with
the
surroundings.
H
Concerned
about
r4
at
the
very
end
of
a
dead-end
street,
so
they
didn't
want
to
see
additional.
G
So
we
tried
to
as
much
as
we
could
look
at
again.
We
initially
picked
the
district
that.
G
Matched
the
pud,
but
then,
if
a
property
owner
this
one
in
particular,
had
a
concern
about
that.
G
Was
no
longer
interested,
then
we
matched
the
surrounding
areas.
So
that's
this
triangle
up
here.
G
We
are
proposing
r3
and
then
there
is
at
the
boulders.
We
should
have
proposed
rm.
G
It
is
largely
multifamily,
and
just
through
an
error
of,
I
would
call
it
a
scrivener's.
G
Error
but
a
computer
area
was
zone
r2,
and
so
we
would
would
prefer
that
that
be
zoned,
rm.
G
And,
of
course,
single
family
is
allowed
in
the
rm
zoning
district
and
then
the
last
one.
G
Is
the
habitat
property
was
actually
officially
put
into
the
thompson
pud.
G
So
we
need
to
do
that,
because
council
did
that
and
we
don't
want
to
undo
that.
That
was.
G
And
then
we
have
a
a
second
amendment
from
brad
whistler.
This
is
on
flores
boulevard.
The
map
draft.
G
Has
it's
shown
as
mixed-use
neighborhood,
but
the
pud
actually
has
very
specific
standards
for.
G
Process
they
they
knew
of
the
limitations
and
worked
with
the
council
and
owners
on
that.
G
G
G
Put
through
to
clariz
that
is
not
on
the
transportation
on
the
thoroughfare
plan.
G
G
Thoroughfare
plan
has
planned
and
there
is
no
planned
connection
here,
so
no
plan.
G
Connection
no
redevelopment
that
we
know
of
just
trying
to
move
to
a
base.
Zoning
district.
G
And
we
do
think
that
the
mixed
use
healthcare
is
appropriate
amendment
three
brought
forward
by.
G
Plan
commissioner
sandberg
is
to
remove
the
r4
zoning
district.
So
again
here's
our.
G
Our
r4
map,
and
so
basically
those
would
be
removed.
This
is
a
little
complicated
because.
G
No
zoning
districts
were
proposed
for
these
changes,
so
in
areas
of
town
like
the
historic.
G
Neighborhoods,
where
they
may
be
r3
now
that
may
be
the
intention
it's
for
those
to
go
back.
G
But
in
places
with
that
are
pud
we
would
have
to
designate
a
district
and
or
designate
that.
G
Those
go
back
to
pud
and
obviously
this
is
quite
a
quite
a
number
of
areas
so
that.
G
May
be
more
complicated
to
discuss
wiping
that
completely
off
of
the
map
and
then,
let's
see.
G
Then
these
are
more
specific
r4
removals.
This
is
the
r4
removal
at
we're,
calling
it
the
elm.
G
It
is
shown
to
be
r4.
Some
of
the
reasons
are
it's
one
block
from
atwater,
which
is.
G
Obviously,
a
classified
road
higher
volume
road
for
this
area.
It
is
on
the
edge
of
the
elm.
G
Would
be
between
the
neighborhood
and
that
district?
The
comprehensive
plan
calls
for.
G
Atwater
also,
obviously
supports
numerous
bus
lines
and
there
is
some
and
we
can
look.
G
G
The
north
of
this
as
well,
and
then
some
further
down
hunter
so
definitely
not
entrenched
in.
G
The
neighborhood,
as
we've
heard
people
asking
us
not
to
do
and
on
the
edge
of
this
portion.
G
Of
the
neighborhood
and
largely
rental
we
saw
in,
I
believe
it
was
in
the
amendment.
G
G
G
75
of
these
properties,
we're
recommending
are
already
rentals,
and
then
that
is
located
here.
G
Oh
and
a
comment
also
on
the
nature
of
the
buildings-
and
this
will
go
for.
G
Very
much
support
that
and
have
quite
a
few
local
districts.
And
then
in
order
to
have
those.
G
G
Altered
or
demolished,
but
as
a
reason
not
to
allow
a
land
use.
We
find
that
listing
that.
G
A
property
may
or
may
not
be
contributing
to
a
future
district
is
not
a
very
heavily
weighted.
G
Reason,
as
we
said
in
2019,
we
do
think
community.
We
do
think
these
neighborhoods.
G
And
some
of
them
have,
for
example,
elm
heights
should
gather
together
and
speak
to
the.
G
G
Unique
enough
and
hold
enough
historic
value
to
be
historically
designated
those
things.
G
Again
are
considered
through
demolition
delay,
but
the
use
of
the
property
is.
G
Is
not
designated
by
whether
or
not
they
could
possibly
be
part
of
a
local
district
in
the
future.
I
Okay,
let's
get
to
amendment
five,
this
is
again
to
remove
a
portion
of
the
r4
map,
so.
G
The
area
supports
a
few
duplexes
now
and
it
also
the
one
bus
runs
on
south
washington.
G
G
Zoning
or
commercial
and
then
between
first
and
dodds,
11
out
of
14,
are
rentals.
G
And
could
be
updated
or
sold
or
redeveloped
without
affecting
existing.
G
Owner
occupied
properties,
which
is
something
we've
discussed
quite
a
bit
additionally,.
G
Again,
the
information
was
given
that
these
properties
do
have
some
potential
designation.
G
Opportunities
and
yes,
we
think
that
those
types
of
discussions
should
be
have
with
the.
G
G
Along
walnut
and
the
pud
along
south
dunn,
this
portion
does
have
multiple
plexes
as
well.
G
Duplexes
and
greater
a
large
percentage
of
rentals-
and
I
think
it's
60
one
block.
G
From
hillside,
which
has
you
know,
one
block
300
feet
from
hillside,
which
runs
the
seven
line,
bus.
G
It
is
on
the
edge
of
bryant
park.
There
is
mixed
use
to
the
west
and
multi-family
zoning
to
the.
G
South
so
again
in
the
edge
of
this
neighborhood,
allowing
for
some
higher
density
in
town.
G
G
G
Was
those
areas
between
the
higher
density
and
the
bulk
of
the
r3
district
and.
G
This
block
portion
is
one
that
we
identified
here,
obviously
commercial
to
the
west
and
then.
G
The
again
south
done
beauty
to
the
east,
with
the
commercial
note,
of
course,
at
hillside.
G
Okay,
that
is
what
I
have
so.
G
I'm
happy
to
answer
questions
or
brad.
If
you
want
to
go
into
amendments
whatever
you
prefer.
A
Thank
you,
jackie
yeah.
I
think
what
we'll
what
we'll
do
is
we'll
we'll
jump
right
into
the.
A
Amendments
so
that
we
can
have
a
thorough
discussion
of
the
petition
as
amended
before.
A
We
take
our
final
recommendation,
so
let's
begin
with
amendment
number
one
and.
A
This
is
the
essentially
the
staff
amendment
with
a
few
corrections
in
it,
since
I'm
the
one.
A
A
motion
and
a
second:
are
there
any
questions
for
myself
or
for
staff
about
amendment
number
one.
A
Okay,
well,
then,
we
will
go
to
public
comment
on
amendment
number,
one
if
you
are
here
to
make.
A
Comment
would
like
to
comment.
Amendment
number
one
look
to
the
bottom
of
your
screen.
Look
for
the.
A
A
B
Bill
boss:
yes,
I
am
the
owner
of
the
property
at
the
end
of
west
state
street
and
there
there's.
J
Quite
a
bit
of
misinformation
about
this.
First
of
all,
let
me
you
know
make
it
clear
that
I
did.
J
J
Hasn't
all
happened
yet
part
of
it
has,
but
there's
still
more
that
I
would
like
to
have
happen.
J
J
J
J
Out
that
there
are
two
in
the
city
of
bloomington
the
hand
department
has
the
records
they
could.
J
J
There
is
the
question
about
parking,
so
let
me
address
that
one
of.
J
Our
neighborhood
associations
did
question
adding
density.
If
this
proposal
were
to
be.
J
Street
to
the
last
block
of
eighth
street,
by
my
account,
if
the
city's
proposals,
including
reducing.
J
The
this
pud
to
r3,
if
the
city's
proposals
were
to
be
put
through
seven
or
eight
new
units.
J
An
issue
but
the
it's
not
as
much
of
an
issue
with
this
plan,
so
basically
this
is
an
attempt.
J
To
reduce
odor
occupancy,
the
original
plan
called
for
four
condos
and
a
conservation
easement.
J
In
a
wooded
area
that
is
at
the
end
of
eighth
street,
the
condos
would
be
very
amenable.
J
To
owner
occupancy,
these
are
townhouses,
however,
duplexes
are
not
amenable
to
owner
occupancy.
B
Peter
yes,
hi
peter
dorfman,
the
near
west
side.
I
usually
make
these
comments
as
an
individual.
K
K
Specifically
on
that
far
west
eighth
street
pud,
that
bill
douse
was
just
talking
about
there.
K
Are
a
lot
of
subtleties
here,
but
I
I
want
to
speak
in
support
of
this
amendment
because
I
I.
K
K
Additional
density,
this
amendment,
one,
would
remedy
that,
and
I
want
to
speak.
A
Okay,
seeing
none,
then
we
are
back
to
the
commission
for
any
additional
questions
or.
A
C
You
help
us
understand
what
the
discrepancy
is
and
and
if
we
should
be
concerned
about
this.
C
H
So
we
do
know
exactly
what
pud
mr
baus
has.
It
was
a
pud
that
was
approved
for
a
single
family.
H
House,
as
well
as
a
building
that
had
five
townhomes
in
it,
so
we
had
proposed
to
rezone.
H
This
to
the
r4
district
because
of
the
town
homes
that
were
on
that
were
approved
with
the
pud.
H
H
L
I
just
wanted
to
follow
up
eric
with
a
quick
question
on
the
archery
zoning,
so.
H
G
G
Very
odd
there's
a
lot
of
right-of-way
over
there.
Where
I
don't
know
and
eric
you
can
correct
me.
G
If
I'm
wrong,
but
when
we
look
at
the
1997
pud,
drawing
where
they're
showing
the
possibility.
G
What,
as
they
once
thought,
it
was
now
that
you
know
our
mapping
system
is
a
lot
better.
Now.
G
May
not
make
sense
eric
does
am
I
describing
that
correctly.
I
can
show
the
site,
I
I
don't.
H
G
G
Surveyed,
but
this
is
what
is
in
the
auditor's
book
it
there
are
errors
in
town.
It
is
possible
that.
G
G
G
G
The
available
right-of-way
or
what
the
available
property
is
here
and
rezoning
this
area
to
a.
G
G
Wanted
this
to
go
back,
which
was
supportive
of
our
proposal
to
change
this
to
r3,
so.
G
H
To
match
all
of
the
surrounding
zoning
for
this
neighborhood
so
once
that
changed
to
r3,
and
this.
H
R4
island,
at
the
back
of
the
eighth
street
right
away,
yeah
it
made
sense
and
that
it
matched.
G
It
did
definitely
make
the
situation
different
once
the
rest
of
the
neighborhood
went
back
to
r3.
A
A
Okay,
jackie,
would
you
please
call
the
roll
then,
on
amendment
number,
one.
A
Okay,
so
amendment
number
one
is
adopted.
Moving
on
to
amendment
number
two,
this.
A
Is
also
one
that
I
sponsored,
I
will
move
for
a
adoption
of
amendment
number
two.
Is
there
a
second.
A
I
think
I
see
commissioner
kinsey
second
yeah
so
again,
this
is,
I
think,
jackie
did
a
great
job
of.
A
Pud
was
limited
to
to
medical
use
and
therefore
you
know
in
an
effort
to
make
sure
that
we're.
A
More
permanent
standard
zones-
it
just
made
sense
for
this
to
be
mixed-use
healthcare.
A
Make
a
comment
on
amendment
number
two:
please
raise
your
hand
by
clicking
on
the.
M
Hey
y'all,
thank
you
for
the
time
today
in
allowing
me
to
speak
my
name's
connor
hanson
and.
M
M
M
N
Hello,
sorry,
I
unmuted
someone
go
ahead:
j,
paul
yeah.
My
name
is
eric
paul
and
my
wife
and.
N
I
cindy
live
at
1000,
south
pleasant
ridge
road.
We
are
actually
neighbors
with
connor
hanson.
O
Has
been
and
it
it
works
for
everyone
in
the
neighborhood
and
for
the
community.
Thank
you.
G
A
Number
three:
thank
you
very
much
to
make
it
clear.
Amendment
number
three
was
meant
to
be
a.
P
P
That
taking
that
pause
was
an
important
step
in
in
determining
the
good
zoning
and
public
policy.
P
This
relates
to
an
elm
heights
area.
I
want
to
just
say
that
the
next
three
amendments
are
con.
P
Constituent
general,
they
I
was
asked
to
sponsor
these
amendments
on
behalf
of
individuals
who
live.
P
P
For
the
cultural
legacy
of
bloomington
and
then
furthermore,
the
person
who
introduced
this.
P
P
A
Okay,
so
if
you
choose
not
to
introduce
the
limit
number
four.
P
A
All
right,
then,
we
are
on
to
the
final
amendment.
Amendment
number
six,
commissioner
sandberg
would.
A
You
like
to
this
one:
yes,
yes,
please,
this
one.
I
will
introduce
the
description
of
this
area.
P
So
noted
that
this
particular
neighborhood,
this
is
in
bryant
park.
P
Of
rentals
already
in
this
neighborhood,
and
so
once
again,
this
would
be
a
discussion.
P
On
on
possibly
protecting
some
of
the
areas
along,
this
particular
portion
in
bryant
park.
A
Okay,
thank
you
so.
A
Yes,
okay.
Is
there
a
second
for
the
motion.
P
P
Us
felt
that
it
was
important
to
take
a
pause
and
with
respect
to
constituent
concerns.
P
Surrounding
some
of
these
more
delicate
areas
that
we
are
not
quite
finished,
with
the
designating.
P
Of
our
four
areas,
so
again
I
respectfully
thank
everyone
for
their
time
and
consideration.
A
Okay,
thank
you
well
last
call,
then,
for
a
second
for
the
motion
to
adopt
amendment
number
six.
A
Okay,
so
that
motion
fails
for
lack
of
a
second,
then
then
that
is
the
that
is
the
the
final.
A
Amendment
that
had
been
submitted
prior
to
the
meeting
are
there
any
other
amendments.
A
Back
to
questions
are
there
any
questions
for
commissioners
on
zeo-10-21,
as
amended.
A
If
there
are
no
questions
from
commissioners,
we'll
go
back
to
the
public
for
comment.
C
A
No
worries
well,
if
you
are
here
to
give
public
comment
on
this,
you
can.
Q
G
Enough
to
do
this
for
council
yet,
but
in
the
r4
triplex
should
be
in
the
conditional
list.
G
That
have
end
with
plex,
and
also
the
dwelling
multi-family
have
extensive
use,
specific.
G
Standards,
for
example,
the
dwelling
multi-family,
is
a
maximum
of
eight
units
and
the
plexes.
G
Are
all
limited
by
a
number
of
bedroom
to
match
occupancy
requirements
per
unit.
G
And
then
the
other
uses
you
see
here
are
those
that
are
found
in
also
in
the
r3.
G
Living
situations
again
such
as
assisted
living
or
nursing,
convalescent
home
and
then
of
course,.
G
And
allowable
in
that
district,
so
the
big
change
in
most
of
the
areas
where
the
r4
is.
G
Being
located,
it
would
be
the
allowance
of
conditionally
allowing
triplex
and
fourplex.
G
We
propose
to
add
that's
already
in
code
and
was
part
of
the
april
2020
update.
A
Petition
itself,
so
the
limit
is
five
minutes
when,
when
jackie
recognizes
you
just
please
state.
R
Currently
in
r4-
and
I
just
want
to
say
that
it's
really
disappointing-
that
this
amendment.
R
Was
not
even
seconded
and
offered
up
for
public
discussion.
I
just
think
that's
really.
R
Disappointed
that
we
couldn't
even
discuss
that,
as
ms
samberg
said,
this
is
just
another.
You
know.
S
S
S
S
Been
discussing
in
these
last
days
that,
in
the
name
of
inclusivity,
you
have
effectively
erected.
S
B
T
Work
in
the
udo
and
especially
on
this
map,
because
we
really
did
have
a
problem.
T
To
this
commission
and
their
work,
I,
however,
I'm
disappointed
that
there
wasn't
an
amendment.
T
Introduced
to
restore
the
the
earlier
draft
that
staff
had
prepared
so
meticulously,
they.
T
If
you
look
at
my
house,
for
example,
I
I
have
a,
I
think,
it's
a
5500
square
foot
lot.
It's
a
tenth.
T
T
T
T
T
T
T
A
month
which
is
amazing
in
in
the
in
the
current
market-
and
these
are
mostly
two
three
and
four.
T
Plexes
and
then
there's
a
few
eight
plexes,
I
guess
you
call
it
a
small
apartment
building
and.
T
Then
there's
even
there's
a
very
small
handful
of
you
know:
12
to
40
kind
of
unit
buildings
and.
T
Legal
they're
at
least
considered
and
under
r3
they're,
just
absolutely
not
and.
T
T
T
Got
houses
we've
got
a
whole
block
of
houses
that
that's
currently
going
just
in
the
last.
T
T
T
T
T
One
that
has
small
multi-family
development
thanks
so
much
for
your
time.
Thank
you.
U
You
guys
for
for
your
time
and
your
work
on
this.
It's
obviously
a
big
project.
U
It's
very
important,
obviously
you're
carrying
out
your
responsibility.
I'm
sorry,
could
you
please.
U
U
With
the
exception
of,
there
are
a
couple
of
houses
which
we've
had
demolished
along
there.
U
U
U
U
U
U
U
U
That
r3
is
not
the
use,
the
current
use
and
it
doesn't,
in
my
mind,
accurately
depict
the
future.
G
V
V
To
the
proposal
as
a
whole,
so
here
I
go,
I
live
in
and
I
love
the
area
of
I
love
bryant
park.
V
V
The
edge
is
truly
along
the
traffic
corridor,
for
example
along
hillside,
multi-family
housing.
V
V
V
Of
the
areas
within
the
neighborhood,
where
I
think
we
need
something
more,
I,
for
example,.
V
If
you've
walked
on
wilson
street
north
of
hillside,
you'll
know
what
I
mean,
the
block.
V
V
If
you
allow
r4
all
the
way
up
to
wilson,
there
are
no
sidewalks
there's
infrastructure.
V
But
in
this
in
these
specific
areas
of
of
bryant
park
neighborhood,
we
need
improvements.
V
V
W
First,
thanks
for
all
of
your
work,
all
of
you
that
goes
for
all
the
public
commenters
too.
I
know.
W
Place
get
better,
I
think
it
was
brad
whistler
at
the
2019
planned
commission
meetings
who
said.
W
W
On
to
the
the
the
map
petition,
like
some
others
have
mentioned,
I
I.
W
So
I
think
it's
it's
a
little.
You
know
for
those
saying
that
the
public
wasn't
listened.
W
The
amount
of
r4
land
by
75
percent-
and
so
you
know,
there's
a
there's,
a
compromise
there.
W
You
know
the
text
amendments
are
are
good
also.
I
just
want
to
be
clear
about
something.
W
W
W
W
My
family
is
one
of
those
families.
We
we
put
several
offers
down
on
houses
in
the
city
when.
W
We
moved
three
and
a
half
years
ago
offers
on
two
houses
fell
through.
We
couldn't
make.
W
It
happen
we
had
to
move
outside
the
city
just
barely
outside
the
city,
we're
in
an
area
intended.
W
W
W
Afford
to-
and
that
means
a
lot
of
local
income
tax
revenues
for
the
city.
It
means
a
whole
lot.
W
Who
do
not
live
in
the
city
because
they
can't
afford
it?
And
so
the
text
amendments
and
this.
W
This
new
zoning
map
are
going.
You
know
it's
a
unnecessary
change,
but
an
insufficient
change.
W
But
I
figured
I'd
bring
this
up.
You
know
with
the
american
rescue
act
bloomington
and.
W
That's
it's
pretty
flexible
money,
it's
gotta
be
spent
by
2024,
and
so
I
hope
that
over
the.
W
W
X
Hello,
this
is
deborah
meyerson.
I
appreciate
the
planning
commission's
opportunity
for
public.
X
X
As
proposed,
I
mean
that
they
had
that
type
of
housing.
The
allowable
our
for
uses,
are
what
we.

talking
about
city

okay.
Allow

Sorry,
just
like
the
1950s
few
people
in
our

are
hesitating
for
a
moment.

There's
an

yes,
yeah
thanks
so
much
jackie

the
rest
of

I

a

well-written
piece
by

in

that's
what
happened
in
this
particular
process.
AA
AA
AA
Been
meetings
with
the
neighborhoods,
but
it's
been
really
more
top-down
than
than
collaborative.
AA
Today,
just
about
the
up
zoning
and
about
updating
the
udo
and
the
maps.
But
I
think.
AA
There's
there's
a
a
a
sentiment,
a
feeling
that
the
decision
process
at
the
city
can.
AA
AA
AA
Council
in
the
weeks
ahead
and
and
asked
that
we
it's
not
too
late
that
we
think
about,
can
we
do.
AA
This
process,
still
in
in
talking
about
how
best
to
plan
for
the
future
of
our
our
dear
city,.
AA
Just
a
footnote
jan
sorby
mentioned
about
urban
renewal.
A
lot
of
you
know
that
this
rethink.
AA
Indiana

going
on

it's
it's
about

Actually,
apologized
for
the
destruction
of
those
neighborhoods
and
this
very
moving.
AA
AA
Haven't
done
some
of
the
homework,
but
I
don't
think
there's
a
full
appreciate
appreciation
for.

K
Through
now,
I
I
thought
that
the
way
this
was
supposed
to
work
was
the
map,
the
the.
K
K
Just
for
the
map
itself,
when,
when
we
saw
the
original
version
of
the
map
in
october.
K
And
the
city
had
the
wisdom
to
roll
that
back.
I
I
hear
that
that's
disappointed
some
people.
K
But
the
city
has
said
the
representatives
at
city
have
said
this
was
in
response
to
public.
K
K
K
Here's
what
I
I
want
to
believe
happen.
Bloomington
is
a
small
town
and
I
understand.
K
And
I
I
think,
what
the
city's
about
the
planning
department
and
and
the
mayor
and
everyone.
K
K
The
mayor
and
the
planners
and
and
everyone
involved
made
this
choice
out
of
respect
for.
K
What
I
believe
is
a
much
larger
proportion
of
the
the
population
of
bloomington
who,
like
it.
K
To
the
administration
and
the
planning
staff
for
accepting
the
the
input
from
the
city.

Barry

hi
good
evening,
barry

from

Thank
you

the
opportunity

AC
Comment
on
the
maps
and
now
that
we
do
have
our
four
mapped
in
some
select
locations.
AC
I
wanna
suggest
that
that
we
take
some
additional
time
to
to
look
more
closely.
AC
At
these
areas
and
develop
sub-area
plans,
I
want
to
suggest
that
there's
a
lot
of
value
in.
AC
In
investing
a
little
bit
more
time
and
study
on
a
more
local
level
to
really
lead
by
design.
AC
AC
That
these
are
actually
very
complicated
locations
in
terms
of
traffic
in
terms
of.
AC
Pedestrian
accessibility
and
definitely
in
terms
of
infrastructure
challenges.
AC
And
I
I
really
think
that
these
areas
warrant
some
additional
study
and
not
to
just.
AC
Essentially,
change
the
color
on
the
zoning
map
and
say
we're
done,
I
think,
to
to
make.
AC
AC
Has
a
lot
of
if
interest
and
and
would
like
to
engage,
and
I
think
that
that
could
be.
AC
A
very
fruitful
way
to
pick
up
this
conversation
moving
forward
is
further
study
of
these
small.
AC
Select
but
somewhat
complicated,
and
I
I
think,
messy
areas
you
know.
AC
When
I
was,
I
had
the
good
fortune
to
be
involved
in
the
south
dunn
street
development.
AC
AC
And
I
just
don't
want
them
to
be
left
to
private
developers
to
figure
out.
I
I
think
that
these.
AC
Are
real
that
there's
a
real
opportunity
here,
so
I
am
lobbying
lobbying
for
that
kind
of
process.
AC
AC
G
A
AE
Mainly
in
response
to
some
others
that
I
just
heard
that
are
honestly
a
bit
ridiculous.
AE
First,
I
wanted
to
mention
something
about
you
know.
Bloomington
is
a
small
town
versus
bigger.
AE
AE
Bloomington
is
more
similar
to
larger
cities
than
many
would
give
it
credit
for
another.
AE
AE
AE
Which
is
what
we
tend
to
see
like
downtown:
more
and
more
missing
middle
housing,
duplexes
triplexes.
AE
AE
Ever
have
been
in
history
when
bloomington
was
a
small
town
in
the
19th
century,
a
young
town.
AE
Households,
houses
are
are
declining
in
number
and,
and
you
know,
I'm
not
saying
that's
a
good.
AE
AE
AE
Certain
types
of
people
away,
and
then
the
last
thing
I
want
to
say
is
of
course
nothing
in
the.
AE
From
residential
zones
in
bloomington,
so
thank
you
for
your
work
on
this.
I
look
forward.
AE
AF
AF
I
would
just
like
to
apologize
for
some
of
the
ritual.
That's
been
thrown
your
way.
AF
Language
that
was
employed
that
was
kind
of
disturbing
to
me.
Talk
of
sun
downtowns.
AF
It's
it's
imperative
that
you
understand
that
things
like
redlining
or
even
racist.
AF
Covenants
that
that
bloomington
had
many
of
in
our
neighboring
communities
and
arguably.
AF
The
nation
was,
you
know
yesterday
was
the
53rd
anniversary
of
dr
king's
assassination.
AF
And
we
saw
mass
unrest
in
1968.
The
fair
housing
act
was
finally
passed,
but
this.
AF
But
a
lot
of
the
folks
using
that
language
are
already
hormones,
though
not
being
excluded.
AF
Missing
middle
housing
that
was
mentioned,
you
know,
as
you
folks,
as
a
commission
know,
you
don't.
AF
Have
a
duty
just
to
speak
for
homeowners,
you,
you
speak
into
the
wealth
of
an
entire
community.
AF
All
four
should
be
expanded.
I
was
dismayed
to
hear
about
the
recovery
center
potentially.

Barbara
moss
hi
thank
you
for
this
final
opportunity
to
speak
to
the

the.
O
O
O
O
Honestly,
very
disrespectful
for
our
concerns
could
could
not
be
more
clearly
put
aside.
O
Be
gone
and
our
voices
it
feels
like
they're,
they're,
they're,
actually
being
further
stifled.
O
Even
even
just
tonight,
listening
to
the
the
person
from
from
bryant
park
and
the
other
fellow.
O
Talking
about
the
r
putting
him
in
an
r3
so
that
he,
you
know
with
the
the
medical.
O
O
Speak
with
you
not
just
in
a
reactive
way,
but
in
a
proactive
way
there.
Yes,
there's
been
a
lot.
O
O
O
To
to
live
the
kind
of
lives
that
that
they
have
that
they
thought
they
would
be
able
to.
O
Is
that
we
are,
you
know,
we're
not
in
new
york,
we're
not
in
tokyo,
where
we're
a
small
college.
O
Town
or
you
know
middle
size,
college
town
and
we
are
going
to
have
you
know
we
go
from
three.
O
Neighborhoods,
it's
just
it's
just
a
reality,
so
I
I
really
think
that
that
stepping
back
and
and.
O
A
A
Additional
questions
or
comments
or
a
motion,
we
will
need
to
get
a
motion
on.
A
The
table
commissioner
burrell
go
ahead.
I
would
like
to
raise
a
question
about.
AH
AH
Become
our
three
and
I
would
like
to
question:
why
are
they
not
gonna
be
labeled
mh
for
health.
AH
G
There
actually
I'll
pull
that
up
in
a
second,
but
let
me
share
with
you
the
map
here.
G
Side
for
street,
as
well
with
the
anticipated,
there's
also
residential
this
area.
This
is
one.
G
Of
the
r4
zone
districts
for
in
the
proposal,
so
we
basically
looked
at
this
area.
G
With
existing
uses,
but
not
in
deference
to
potential
future
uses
for
icfr
any.
G
That
they
utilize
can
be
done
in
r3,
which
is
not
quite
accurate
group
care
home
small.
G
And
opioid
rehab
home
small,
I
believe
I
believe,
we've
classified
one
of
their
uses.
G
Is
allowed
it's
a
permitted
use,
they
operate
a
location,
as
I
just
mentioned
at
henderson
and.
G
First
in
the
r3
zoning
district,
so
were
they
to
operate
other
homes
like
that
one.
G
They
have
existing.
There
now
would
become
lawful,
non-conforming
and
could
go
on
existing.
G
G
So
the
the
udo
scales
them
based
on
number
of
occupants,
so
I
believe
it,
someone
can.
G
Correct
me,
if
I'm
wrong,
I
believe
it's
maximum
six
for
the
small
and
I
can
look
that
up.
G
But
it's
basically
a
scale
issue,
those
homes
that
can
go
into
our
r3.
We
had
determined
during
the.
G
Which,
even
though
they
do
own
a
number
of
these
properties,
this
is
a
largely
residential
area.
G
And
so
we
have
proposed
it
to
switch
to
r3,
as
opposed
to
one
of
the
mixed
use.
Districts.
AH
G
Trying
to
have
some
expanded
area
of
r3
here,
instead
of
taking
that
mixed
use
down
to
first.
G
Street
we
added
a
residential
along
because
there's
residential
on
the
south
side
as
well.
G
G
Developed
along
first
street
here
they
own,
I
believe,
a
couple
of
the
properties
in
here.
G
One
that
was
formerly
an
apartment,
complex
and
then
some
of
the
other
properties
there
as
well.
G
Houses
up
to
eight
people,
but
that
would
then
be
still
compatible
with
the
other.
AH
For
what
they
own,
some
of-
let's
see,
somebody
can
correct
me
if
I'm
wrong
hold
on.
G
In
the
past,
used
as
supportive
health
care
for
the
hospital
site,
which
is
going
away.
AH
Yeah,
I
guess
I'm
just
trying
to
understand
how
how
this
affects
what
they
do
with
the
new
zoning.
G
G
Eight
people
so
again,
if
they
own
eight
lots,
64
people
what
they
would
prefer
to
do
on
again.
G
G
We've
had
with
all
the
other
areas
that
we've
changed
from
strictly
r3
in
this
case,
we're.
G
Actually
doing
r3
but
from
mh
to
r3
think
we
lost
brad
whistler.
Oh,
we
may
have
jillian.
G
G
Sorry
about
that
looking
at
the
map-
so
I
don't
know
commissioner
burrell
are
you,
does
that.
G
AH
Maybe
give
mr
reicher
an
opportunity
to.
G
So
the
comprehensive
plan
designation
there
is
the
mixed
use
residential,
which
we
think
has.
G
More
of
a
focus
on
residential,
so
we
chose
r3
in
this
area
because
there
is
existing
residential.
G
There
there
is
existing,
there
are
existing
facilities
there
owned
by
icfr,
run
by
icfr.
That.
G
Are
permitted
have
been
permitted
conditionally,
those
can
remain,
but
the
residential
zoning.
G
Allows
for
any
future
development
of
theirs
or
anyone's
who
wants
to
develop
their.
G
To
the
other
residential,
that's
in
that
area
there
at
the
north
end
of
mcdonald,
gardens.
G
G
The
public
during
question
and
answer
time,
I'm
not
sure
what
the
protocol
is
on
that.
AI
AI
AI
On
the
proposal,
with
a
certain
time
limitation,
that
would
be
fine,
and
that
would
include
mr
riker.
AI
But
that
would
be
the
method
to
to
engage
him
in
further
discussion.
G
The
again
we
are
also
following
the
master
redevelopment
plan
that
came.
G
Out
of
that
public
process-
and
this
was
showing
r3
for
this
area
as
well.
L
Can
I
just
ask
the
question
on
the
process-
I
I'm
not
suggesting
this,
but
I
just
want
to.
L
Better
understand
what
mr
worker
just
said.
So
is
it
possible
for
a
plan
commission,
member.
AI
At
any
time,
and
then,
of
course,
the
the
same
rules
as
applied
to
other
amendments
would
apply.
L
AH
AH
To
mh,
but
I
would
like
to
open
the
discussion
to
see
what
is
the
best
use
for
this
location.
A
Some
specificity
of
the
the
the
area
or
the
specific
parcels
that
we're
talking
about
here.
G
Yes,
if
the
idea
is
to
pull
out
yeah,
I
let
me
share
again
here
sorry.
G
Okay,
so
we
are
talking
about
properties
in
this
general
area,
I
believe,
and
they
own
they.
G
Own
this
as
well
and
this
corner,
I
believe
yes,
if,
if
we
need
to
craft
an
amendment
to
change.
G
This
area,
then
we
would
likely
need
time
to
do
that
to
recess
to
to
do
that
on
another.
At.
G
G
AI
AI
AI
G
To
pull
out
the
icfr
parcels
or
to
reads
on
that
whole
r3
area
to
something
else,
I'm
not
sure.
A
C
C
C
C
A
An
amendment
to
the
map
anytime,
we
want
really,
I
think
it's
just
a
matter
of.
G
Do
something
else
there
that
is
a
reality
that
we
can
weigh.
We
stick
with
the
long
range
plan.
G
If
they
want
to
petition
to
change
that
plan,
they
always
can
and
then
come
back
with
their.
G
With
both
of
the
long
range
guidances
guidance
plans
that
we
have,
and
yes
as
brad
said
that.
G
G
G
Pretty
clear
about
this
area
and
if
and
if
anyone,
including
if
anyone
wants
to
change
it,
then.
P
P
P
AH
Into
the
board
of
zoning
appeals,
once
this
map
is
approved
and
request
a
different
zone.
G
But
new
ones
could
not
be
built
under
the
zoning
district.
A
Commissioner,
st
john
yeah
just
to
clarify
for
staff,
so
on
we're
talking
about
the.
G
G
Dr
kelly's
former
office,
one
to
the
west,
they
use
that,
but
otherwise
the
yes,
the.
G
Structures
on
the
south
side
are
traditional,
single-family,
sized
homes,
okay
and
so
just
to.
A
All
right
any
additional
questions
or
discussion,
commissioner
kinsey
go
ahead.
Yeah
I
have
one.
C
Other
question
and
and
hope
the
staff
can
comment
on
barry
clapper's
comment
regarding.
C
C
C
To
develop
these
sub-area
plans,
sure
that
goes
to
yes,
so
sub-area
plans
are
something
you
lay
out.
G
And
identify
as
being
utilized
in
the
comprehensive
plan
stage,
we've
done
those
before.
G
Than
I
can
with
that
history,
if
you
are
there,
but
basically
yes,
sub
area
plan.
G
Is
you
write
a
comprehensive
plan?
You
designate
areas
that
need
more
specific,
a
more.
G
G
Gets
approved
and
you
know
a
neighborhood
wants
to
petition
to
do
a
sub
area
plan.
I'm.
G
Sure
that
that's
something
we
could
look
into,
I
just
that's
something
that,
like
some
of
these.
G
Issues,
people
have
raised,
those
conversations
are
had
at
the
comprehensive
plan
stage
and
then.
G
That
document
is
used
to
update
the
legal
document,
so
though,
people
may
feel
unsatisfied
a.

p.m.
A
Don't
have
any
motion
on
the
floor
right
now,
so
we
need
to
get
something
on
the
floor.
Whether.
A
That's
on
our
final
recommendation
or
or
an
amendment
or
a
continuation
whatever
that
may
be.
I
I
I
I
AH
For
one
I
want
to
learn
and-
and
we
are
all
learning
on
the
job
here
as
we
go
been.
AH
Doing
this
a
while
and
but
still
a
lot
to
learn,
and
so
it
is
interesting
when
you
you
hear
from.
AH
AH
Two
years
and
things
have
been
changing
and
and
as
soon
as
we
get
it
all
right
and
everybody's.
AH
Happy
about
it,
we're
gonna
have
to
change
again,
because
people
change
circumstances,
change.
AH
So
with
that
in
consideration,
I
am
going
to
withdraw
what
I
was
talking
about.
I
knowing.
AH
That
they
have
recourse
and
that
there
are
recourse
for
them
to
participate
in
the.
AH
As
they
can
also
ask
for
a
rezone,
if
necessary
in
front
of
city
council,.
A
Thank
you
would
any
other
commissioners
have
comments,
questions
or
or
a
motion.
L
I
just
wanted
to
voice
my
own
interest
for
what
commissioner
kinsey
was
talking
about
earlier.
L
L
Concerns
from
prior
public
comment:
that
would
be
something
that
between
now
and
our
next
meeting.
L
Which,
I
think
is
a
week
from
now,
we
might
even
be
able
to
sit
down
and
just
see
further.
L
Discussion
of
that,
the
only
other
thing,
I
guess
I'll
say
is,
although
I
voted.
L
As
everyone
knows,
against
the
buy-right
changes
to
the
staff
amendment,
the
staff.
L
L
C
Zo1021,
the
new
zoning
map
to
the
city
council
with
a
positive
recommendation.
Second,
all
right.
A
We
have
a
motion
in
a
second.
Is
there
any
final
comment
on
the
motion
before
we
take
our
vote.
C
Process
is
important.
You
know,
I
think
one
of
the
things
that's
interesting
about
this.
C
C
About
our
conversation
tonight
is,
there
are
folks
here
who
commented
who
don't
did
not
appreciate.
C
C
C
C
Side
for
or
against
it's
not
that
simple,
there
is
no
kind
of
people
who
are
completely
for
and.
C
Completely
against
it's
a
lot
more
complex
than
that,
but
I
do
think
that
this
this
latest
topic.
C
Comment
and
how
much
things
can
change
as
part
of
that,
I
think
the
you
know
what
we
haven't.
C
C
Mixed
the
ms
district,
that's
been
established
in
gateway
north.
We
just
barely
scratched
the.
C
C
To
create
more
affordable
space,
I
also
think
you
know
we
haven't
talked
much
about.
C
C
C
C
So
I'm
hopeful
about
that
and
I
think
the
r4
that's
a
part
of
this
new
zoning
map
is
really.
C
Exciting
and
I
look
forward
to
further
study
about
this
co,
complicated
area,
but
also
some.
A
A
And
all
the
public
comments,
I
know
this
is
a
tough,
tough
issue,
we're
literally.
A
While
making
everyone
happy,
but
I
just
I
do
really
appreciate
all
all
the
effort.
A
That
went
into
it
and
all
the
public
comment
and
and
and
just
yeah
just
very.
A
Glad
that
we
were
able
to
get
through
this
in
a
in
a
civil
manner,
and-
and
I
hope
this
is.
A
Just
leads
to
better
better
things
ahead
for
for
the
city
of
bloomington,
I
know
everybody.
A
G
Do
the
vote
just
to
spend
the
rules
for
two
two
hearings?
First,
before
we
take
the
final
vote.
A
Oh,
thank
you.
Yes,
yes,
you're
right
so
yeah
as,
as
is
the
case
with
any
petition
our.
A
Standard
rules
require
that
we
have
two
hearings
so
we'll
we
will
need
a
motion
to
suspend
the.
A
Rules
to
forgo
the
the
second
hearing
on
this
before
we
vote
on
this
motion
to
forward.
A
All
right,
so
the
first
first
vote
here
is
to
suspend
the
rules
to
forego
the
requirement.
A
Of
a
second
hearing
go
ahead
and
call
the
role
on
that
one:
jackie
seabor,
yes,
cockrum,
yes,
sandberg.
A
A
And
vote
on
the
recommendation.
The
the
motion
to
forward
zio
1021
to
the
city
council
with
a.
P
A
Okay,
the
motion
passes
7-1
and
that
concludes,
I
think,
all
the
petitions
that
we've
got
on
our.
A
Agenda
so
again,
thanks
to
everyone
for
your
your
patience
and
your
hard
work
and
we'll.
A
Be
back
again
for
our
normal
plan
commission
agenda.
I
believe
our
next
meeting
is
on
on.
