Description
Utilities Service Board Documents:
https://bloomington.in.gov/boards/utilities-service/meetings
A
All
right,
so
I
will
call
to
order
the
utility
service
board
meeting
for
Monday
August
28
are:
are
there
any
I,
don't
know
if
there's
any
public
comment
or
are
there
any
petitions
that
need
to
come
before
the
board
that
would
like
to
go
first,
I.
Would
okay,
so
I
need
to
have
a
motion
to
amend
the
agenda,
to
move
that
to
the
beginning.
A
C
Okay
and
friendly
amendment
to
to
to
move
up
that
separate
line
item,
that
is
the
continuation
of
the
person
who
was
here
last
time,
move
them
up
to.
A
A
A
D
So
last
time
the
homeowner
presented
some
concerns
about
their
their
home,
not
being
served
by
a
a
new
service
line
with
the
sewer
that
was
installed
by
CBU
through
a
grant
on
on
the
Ralston
sewer
project.
As
a
staff,
we
went
back
and
reviewed
their
concerns
and
looked
at
all
the
components
of
the
project,
and
we
would
like
to
offer
as
a
staff
recommendation
to
go
ahead
and
extend
laterals
to
the
RightWay
for
these
prop
properties.
D
If
you
look
at
what
the
grant
agreement
said,
it
said
that
if
the
grant
funds
ended
or
ran
out,
then
the
CBU
agreed
to
finish
the
project,
and
so
we
feel
like
our
goal
of
the
project,
was
to
provide
Sewer
Service
to
these
properties
and
to
eliminate
septic
systems
in
this
older
neighborhood,
where
they
were
failing,
causing
issues
with
pollution
into
the
storm
water
system.
So
our
recommendation
is
based
on
the
way
the
original
project
was
set
up,
that
we
just
go
ahead
and
handle
the
connection
and
and
extend
those
to
those
properties.
D
There's
three,
we
believe:
there's
three
properties
on
this
section
that
could
potentially
want
to
be
connected
at
two
I
believe
are,
are
currently
requesting
connection.
So
that's
our
recommendation.
E
F
Well,
my
comment
is
that
I'm
glad
we
had
a
chance
to
review
this
and
look
at
the
fine
print
and
and
and
justify
this
kind
of
exception
to
what
we
normally
do,
because
some
smart
people
before
us
said
we
need
to
get
this
project
done
and
we'll
write
it
this
way,
and
now
we
we
can
drive
forward
with
this,
since
we've
found
that.
D
Language
we
we
tried
our
best
to
communicate
a
lot
to
the
neighborhood.
I
know
that
different
staff,
members,
Holly
and
Vic
and
and
others
were
at
at
neighborhood
association
meetings
to
try
to
share
you
know
whose
home
would
be
served
and
where
the
extents
of
the
projects
were
but
I
think
where
we
failed
a
little
bit
is.
D
We
should
have
reached
out
to
the
questionable
properties
where
we
weren't
sure
if
we
were
going
to
be
able
to
serve
them
where,
where
we
knew
they
were
going
to
have
to
pump
and
at
the
time
we
did
not
have
have
a
connection
that
was
approved
for
that
at
least
reaching
out
to
them
to
see.
Maybe
they
could
get
an
easement
and
flow
gravity
through
a
neighboring
property
might
have
started
this
process
sooner
in
time
to
get
it
within
the
grant.
D
B
It
thank
you
for
your
work
and
your
team
going
back
last
week.
I
know
we
several
has
chatted
with
you
after
the
meeting
and
I
really
like
this
is
the
right
thing
to
do
in
this
particular
situation
and
I
appreciate
the
work
that
you've
done
to
to
see
that
we
can
make
that
happen
for
our
customers.
So
thank
you.
C
Well,
just
the
comment
that
that
Kirk
U
Kirk
mentioned
that
you
know
this
has
been
clearly
defined
as
an
exception
to
to
our
policies,
given
that
it
was
part
of
this
original
product
project.
We're
not
opening
ourselves
up
to
some
precedent
based
on
this
decision.
And
yes,
thanks
for
digging
in
and
and
finding
the
language
that
supports.
Taking
this.
A
D
A
A
A
Goodness
you.
B
A
Years
ago,
so
is
there
a
motion
to
approve
the
sewer
expansion
project
so
moved.
F
B
A
There
is
another
I
as
I
understand,
there's
another
gentleman
here
that
has
a
project
that
he'd
like
to
discuss
with
the
board.
E
A
I
I
Right
filmography,
my
name
is
Bill
Adam
I
live
at
2225,
South,
High,
Street
and
I'm
here
to
discuss
the
Jackson,
Creek
Phase
2,
Trail
extension
during
this
project.
My
water
line
had
to
be
rerouted
and
that
in
30
yard,
trench
2,
and2,
ft
deep
I've
sent
pictures
to
Mr
Frank
and
are
they
going
to
appear?
I
Okay
and
during
this
process,
electricity
to
one
of
my
barns
was
eliminated.
All
the
gravel
washed
down
my
drive,
my
entryway
was
covered
in
mud.
There's
the
electricity
there's
the
bulldozer
and
it
was
just
generally
a
mess
and
it
remains
mess.
I've
talked
to
everybody
about
this.
I've
talked
to
public
works.
I've
talked
to
the
mayor.
You
guys
are
my
last
hope
when
I
discussed
this
with
Mr
Aon.
I
In
April
W
it's
hard
for
me
to
look
at
the
pictures.
Even
in
April,
he
said
that
everything
was
copet
with
the
Jackson
Creek
Phase
2
project.
Everything
was
done.
That
could
be
done,
I
disagree
with
that
and
he
threw
you
guys
promptly
under
the
bus.
He
said
it
was
CBU
issue.
Well
to
me
it
would
be
the
director
of
the
project
which
he
was
to
rectify
the
situation.
It
hasn't
been
rectified.
I
talked
to
Mr
Wason
and
he
said
the
trench
doesn't
exist,
I'm
telling
you
it
exists,
it's
in
my
front
yard.
I
It
has
been
for
two
and
a
half
years.
No
one
seems
to
want
to
take
care
of
the
trench.
That's
fine,
I
I,
just
really
rely
on
you
guys
to
come
up
with
an
alternative
and
plus
half
of
you
guys
live
very,
very
close
to
me.
Not
quite
adjacent
but
I
know
many
of
you.
The
property's
become
an
isore,
the
yard's
not
maintainable
due
to
the
trench,
I
I
just
wish
for
your
Providence
and
guidance
concerning.
H
A
This
this
is
part
of
the
pathway
project
that
has
come
through
this,
this
particular
area,
where
your
property
was
disrupted
in
that
construction.
I
I
Yeah
I
live
200
yards
north
of
Rogers
Park,
directly
across
from
wexley
adjacent
to
the
Winslow
and
Rogers
roundabout.
To
be
as
specific
as
I
can
be.
Yes,
it
it
was
installed,
the
it
was
installed
and
the
union
was
made,
but
the
trench
was
never
filled
and.
H
I
Oh
no,
it
was
part
of
the
project
it.
It
was
part
of
the
initial
agenda
of
this
project.
It
it
was
necessity.
I
live
right
by
an
MCCSC
property
which
would
be
the
daycare.
The
yellow
house
I'm,
the
White
House,
with
the
overgrown.
I
I
really
I
really
just
don't
know
what
more
to
say
it.
It's
been
two
and
a
half
years,
I'm,
not
getting
any
treading
whatso
all
with
Public,
Works
and
I
I
would
like
it
repaired
I.
Would
here's
optimally
the
greatest
thing
I
could
possibly
have?
Is
water
meter
installed?
It
turned
on
to
make
sure
that
the
union
was
correctly
made
prior
to
it
being
filled
and
graded.
I
And
a
half
years
actually
more
than
two
and
a
half
years,
and
this
is
where
it
gets
complex
I
we
used
to
own
the
house
that
is
now
daycare
the
yellow
house
and
so
that
water
man
was
there
before,
but
now
so,
assuming
that
it
would
run
from
that
house
or
from
Child
School
in
a
southeasterly
manner,
underneath
a
driveway
I
have
and
across
a
bunch
of
municipality
or
MCCSC
pavement.
I
So
when
confronted
with
a
new
project
coming
in
I
welcomed
it
because
my
water
man
had
ruptured,
and
so
at
this
point
it
was
going
to
cost
something
like
25
$30,000,
plus
a
great
number
of
permits
to
get
this
accomplished.
Well
at
this
point,
I'm
like
I,
can
wait
a
year
and
a
half,
and
you
know
because
I
don't
have
money
to
fix
it,
and
so
it
happened
and
then
I
thought
everything
would
be
rectified
in
a
timely
manner.
I
But
it
just
hasn't
been-
and
you
know
to
the
point
like
I
said:
Mr
Wason
denies
there's
a
trench
there,
so
it's
really
become
complex.
I
I
I
I
Was
there
before
30
yard
trench
from
High
Street,
so
this
would
be
going
almost
directly
to
the
east.
B
I
30
yards
and
then
it
would
take
fundamentally
a
turn,
a
dramatic
turn.
You
know
to
the.
B
South,
okay,
thank
you.
G
C
So
Mr
Adam,
your
specific
request,
then,
would
be
to
have
the
the
water
connected
with
the
meter.
A
A
What
what
I
would
like
to
do
is
get
have
the
staff
get
back
with
us
and
let
us
know
what's
going
on
here:
okay,
because
again,
there's
I
have
I,
have
I'm
kind
of
concerned
Why.
Some
things
are
in
in
Array
disarray
as
they
are
disconnected
as.
G
H
A
And
it
know
that
somebody
from
the
team
will
be
getting
back
with
you.
They
have
your
you.
You
you've
got
Frank's
contact
information
now.
H
H
A
To
the
bottom
of
it,
there
may
be
a
couple
more
people
that
have
some
questions
of
you.
So
if
the,
if
the
staff
do
get
in
contact
with
you,
please
give
them
the
information
and
we'll
do
some
digging.
I
I
really
tried
to
be
concise,
but
it
it's
hard
to
explain
unless
you're
very
familiar
with
the
property
which
obviously
Jim
you
are
Kirk
knows
where
I
live.
You
live
across
the
street.
Jeff
knows
where
I
live,
but
it's
very
hard
to
explain
in
a
sense
because
the
face
of
the
house
actually
faces
the
West.
This
was
constructed
way
before
child
School
existed
or
a
bit
before
child
School
existed
so
anyway.
E
E
A
You
know
when
we
had
this
discussion
as
a
board
and
in
our
board
retreat,
where
we
discussed
bringing
this
to
the
top
we
had
had
very.
H
J
K
A
A
We
we
don't
make
them
sit
through
everything,
so
all
right,
fantastic,
okay,
so
is
there?
The
next
item
on
the
agenda,
then,
is
the
approval
of
the
minutes
from
the
previous
meeting.
Are
there
any
comments
or
changes
to
the
minutes?
Hearing
none.
Is
there
a
motion
to
approve
move,
all
those
in
favor
say:
I
I
opposed
minutes
pass.
The
next
item
are
the
items
are
the
approval
of
the
claims,
so
our
first
one
is
for
standard
invoices.
A
A
A
E
K
A
Opposed
motion
passes.
The
next
item
on
the
agenda
are
wire
transfers
in
the
amount
of
4
21,746
60.
Is
there
a
motion
to
approve
or
are
there
any
question,
questions
on
the
wire
transfers
hearing?
None?
Is
there
a
motion
to
approve
Mo,
all
those
in
favor
say:
I
I
I
opposed
motion
passes
and
finally,
our
customer
refunds
with
a
total
of
11,.
A
J
Vic
phce
director
I'm
happy
to
bring
tonight's
consent
agenda
totaling
$1,850.
The
first
item
is
to
power
washer
plus.
This
is
for
power
washing
the
exterior
of
the
Monroe
plant.
This
total
is.
J
$15,804
1980
for
repair
of
gen
generator
transfer
switch.
If
would
any
of
the
board
members
wish
to
consider
any
of
these
separately
hearing
none.
If
there's
no
opposition,
the
consent
agenda
will
be
approved,
as
recommended
by
staff.
Great
hearing,
no
opposition,
the
consent
agenda
is
approved.
Thank
you.
A
G
There
for
the
record,
I'm
Dan
Hudson
the
capital
projects,
manager
for
the
city
of
Bloomington
utilities
and
I'd
like
the
board
to
consider
approval
of
resolution
20
23-12
it's
for
a
guaranteed
savings
contract
with
kosing
for
the
reconstruction
of
the
South
Central
and
West
booster
system
stations
like
to
entertain
questions.
If
there's.
B
H
A
Opposed
motion
passes
okay
and
the
next
resolution.
G
Okay,
again,
I'm
Dan
Hudson,
the
capital
project
manager
for
the
city
of
Bloomington
utilities
and
I'd
like
the
board
to
consider
res
resolution,
20
23-14
and
that's
for
a
guaranteed
savings
contract
with
kosing
for
the
construction
of
several
lift
stations
and
improvements
on
on
many
of
them.
K
A
All
those
in
favor,
say,
I
I,
opposed
motion
passes
thanks
Dan
and
the
next
item
on
the
agenda
is
another
Surplus
designate,
Surplus
property
approval,
and
this
is
Matt.
B
C
Facilities
so
we're
not
doing
it
all
so,
for
this
meeting
we've
got
the
big
hits
engineering,
a
new
plotter
printer
soed
to
auction
the
printer,
the
there's
a
couple
other
random,
also.
A
Vhs
and
Matt,
can
you
just
remind
me
again:
where
do
where
do
these
items
go
where?
Where,
if
we
sell
them,
then
people
have
two.
F
Be
I
think
to
a
pickup
from
our
site.
They
have
to
come
here,
get
it
if
they.
C
A
K
K
B
Then,
like
this
is
$500
on
there
like
and
nobody
buys
it.
That
might
be
something
somebody
would
buy,
but
then,
when
nobody
buys
them
and
recycle
them,
we
just
don't.
We
lose
the
money,
there's
nothing
you
can
like
ride
off
or
whatever
it's
just
that
it's
gone
out
of
the
way.
E
B
A
B
A
B
A
E
A
A
Ask
is
there
a.
A
D
Phil
pedon
engineering
department
and
that
digital
camera
was
in
my
engineering
drawer
and
I,
kept
it
in
there
somehow
inherited
it
around
it.
It
took
a
three
and
a
half
inch
hard,
floppy
disc,
as
the
so
I
think.
Even
if
you
took
a
photo,
you
would
never
get
it
off
of
there.
D
Yeah,
okay,
this
contract
with
wetle
Brothers
for
$25,900
and
the
engineering
department.
The
staff
here
at
the
at
the
utilities
department
has
a
lot
of
experience
with
utilities.
We
don't
on
building
buildings,
and
so
we
have
a
little
bit
but
not
a
lot,
and
we
need
some
experts
in
this
re
in
this
area.
We
also
don't
have
a
lot
of
experience
with
demolition
projects
as
well.
So
wed
Brothers
is,
is
a
company
that's
been
in
town
for
a
long
time
and
they
have
a
lot
of
experience
with
this.
D
They
worked
with
the
city,
other
City
departments.
They
did
the
mill
they're
doing
some
projects
and
trades
district
for
the
city.
The
the
two
Representatives
we
have
here
tonight
are
Chris
seoli
and
Kelly
AEL
you.
D
If
you
were
in
the
subcommittee
meeting,
you
saw
how
how
much
experience
they
have,
what
they
bring
to
the
table
with
their
knowledge
and
wisdom,
and
so
Chris
spent
a
number
of
years
with
MCCSC
as
facilities
manager
and
was
instrumental
in
the
TR
North
project
if
you've
seen
that
new
building,
and
so
they
come
with
a
lot
of
a
lot
of
good
experience
to
help
our
our
project.
D
This
is
for
a
construction
management
agent
and
they
will
help
with
the
preliminary
project
planning
and
estimating
and
assisting
with
the
development
and
review
of
those
rfqs
and
scheduling
assistance.
So
just
just
some
of
those
components
that
help
us
through
this
next
phase
at
a
later
date.
Once
we
once
we
get
closer
to
construction,
they
will
also
be
involved,
and
that
will
be
a
different
contract
if
we
go
with
wed.
But
most
that
will
be
a
separate
contract
when
we,
when
we
get
to
the
construction
side,
hope
to
go
with
w.
A
C
C
Yes,
and
thank
you
to
to
Wed
for
providing
the
the
expertise
thus
far
for
free,
it
seems
appreciate
that
it
helps.
B
A
D
This
is
for
the
Smart
Cover
meters
that
we
have
that
are
in
our
sanitary
sewer
system,
there's
20
of
those
in
service.
This
is
a
annual
contract
for
some
of
the
cell
service
components
that
they
provide
the
internet
website
where,
where
we
can
analyze
the
data
and
then
maintenance
program.
So
when
you
see
this
number,
it's
50,7
62,
but
I
think
about
20,000
is
really
the
base
annual
cost
and
then
the
rest
of
this
is
in
the
event,
this
part
breaks.
D
This
is
what
it's
going
to
cost
you
and
then
they'll
charge
us
if
they
need
the
part
so,
along
with
a
$10,000
allowance,
because
we
like
to
relocate,
relocate
these
and
move
them
throughout
the
system
and
try
to
learn
more
about
what's
causing
overflows
or
leading
to
overflows,
and
so
when
you
adjust
the
locations,
it
costs
I,
think
$900
to
relocate.
So
they've
put
an
allowance
in
the
contract,
for
that
and
I
would
say
that
I
would
like
to
present
this
to
the
board.
D
So
you
can
see
what
the
software
does
and
how
we
analyze
the
data.
It's
really
cool.
Our
technicians
are
out
today
and
I
felt
like
it
would
probably
be
something
we
would
provid
in
a
staff
report
where
we
could
actually
bring
the
the
website
up
and
and
show
you
some
of
the
graphs
and
and
the
mapping
system.
That
goes
along
with
it.
D
Sure
sure
wa,
actually
the
data
that
I
was
looking
at
this
week
following
the
rain
event
that
we
had
over
the
weekend
was
was
really
great
data.
So
hopefully
we
can.
We
can
pull
some
of
that
together
and
and
present
it
at
one
of
the
upcoming
of
staff
meetings.
K
K
A
You
is
there:
are
there
any
other
old
business
items
other
than
the
one
that
we
took
care
of?
F
Reports,
the
planning
committee
that
that
met
just
before
we
approved
a
recommendation
that
the
we
move
forward
with
with
the
Demolition,
architectural
and
Engineering,
so
that
we
can
get
to
a
30
to
50%
of
the
design
project
scope,
which
would
include
issuing
an
RFQ
and
then
a
contract
later
for
architectural
engineering
services.
That
was
a
discussion
and
unanimous
approval
at
the
planning
committee
meeting.
Just
prior
to
this.
A
A
I
just
want
to
say
thank
you
to
everybody
on
for
doing
the
work
on
this
for
the
board,
members
that
all
came
to
the
meeting
to
delve
into
all
of
it
and
the
questions
that
we've
had
again
I
think
we're
moving
in
the
we're
moving
in
a
in
a
very
positive
direction
on
this
and
I
do
feel
that
we
are
getting
the
questions
answered
if
we
are
not
I
encourage
board
members
to
make
sure
that
we
do
get
those
questions
answered,
but
I
appreciate
the
dialogue
and
I
appreciate
everybody's
hard
work
on
this.
A
J
Reports
first
item
I
have
is
to
to
report
about
Staffing
changes
that
have
occurred.
U
Mike
Miller
joined
CBU
as
utility
specialist
one
April
Ridge
joined
us
as
a
consumer
relations
representative
and
Garrett
Hill
joined
us
also
as
utility
specialist
one.
This
particular
batch
of
new
utility
Specialists
have
filled
the
garage.
We
have
finally
restored
a
full
staff
in
tnd.
J
J
Tyler
stury,
who
is
a
plant
operator
at
dilman,
is
now
serving
as
the
inm
superintendent
at
Blue
trool
we're
we're
finished
with
interviews
and
we're
just
waiting
for
HR
at
this
point
on
that
and
then
the
last
thing
is
Kaylee
Bolinger
who's,
a
wastewater
operator
at
the
dilman
plant,
passed
the
Wastewater
4
exam
so
that
she
is
now
a
Wastewater
for
Apprentice,
which
is
quite
an
accomplishment
as
short
a
time
as
she's
been
in
been
in
the
in
the
business.
J
So
we're
very
happy
to
have
her
complete
that
tomorrow
night
is
our
budget
hearing
budget
hearing
start
at
five
o'clock
tomorrow
evening
or
5:30
tomorrow
evening
we
will
be
second,
so
Transit
will
go
first
and
then
we'll
be
up
second.
So
if,
if
you're
interested,
you
can
watch
the
council
consideration
and
and
see
the
kinds
of
questions
that
we
get
from
the
council
tomorrow
night.
J
Another
thing:
that's
significant
is
you
might
recall
about
a
year
or
a
little
more
than
a
year
ago,
we
found
out
that
the
bar
screens
at
the
Monroe
plant
were
failing
at
the
intake.
That
project
was
accelerated
into
our
into
the
the
capital
plan.
That
project
was
completed
last
week.
Tinan
construction
did
the
work
and
it
went
very
smoothly.
J
They
did
a
tremendous
job,
so
the
two
bar
screens
at
the
intake
are
now
complete
and
the
plant
staff
is
now
beginning
the
process
of
cleaning
out
that
building
and
getting
it
all
repainted.
So
we're
looking
forward
to
having
having
that
project
complete
because
it's
it's
been
a
long
time,
a
a
big
stressful
project.
So
that's
all
I
have.
Are
there
any
questions
for.
J
Oh
one
more
thing:
the
coid
numbers,
okay,
the
the
the
blue
tripool
one-
has
been
bouncing
for
about
six
months
fairly
low
numbers.
The
dilman
one
has
been
at
fairly
low
numbers,
but
there
are
three
of
them.
That's
that
you
know,
if
you
squint,
it
looks
like
there
might
be
a
trend,
but
they're
still
really
low,
so
we
are
watching
them,
as
the
reports
come
in.
If
we
start
to
see
any
significant
increase,
we'll
let
the
board
know.
