D
You
well
good
evening,
Port
president
and
Commissioners.
As
you
may
recall,
sic
is
named
after
the
company
founder
Dr,
Irwin
sick
of
Germany.
They
designed
build
and
sell
intelligent
sensors
and
related
projects
are
products
that
are
used
by
a
variety
of
businesses
from
shipping
and
Logistics
to
autonomous
vehicles.
It's
a
completed
construction
of
their
phase,
one
production
and
Logistics
building
in
South
Loop
in
August
of
2022
they're
planning
to
begin
site
work
in
the
fall
of
this
year
and
actual
construction
of
phase
two
in
the
spring
of
2024.
D
D
As
part
of
the
development
agreement
covering
the
four
proposed
phases,
the
port
and
City
agreed
to
assist
sic
with
a
land
write
down
and
by
building
a
parking
structure
within
certain
parameters
to
accommodate
their
Phase
2
development.
The
port
will
build
and
own
up
to
550
spaces
in
a
structured
ramp
which
will
be
leased
to
sick
during
business
hours.
Final
design
work
for
the
ramp
is
necessary
this
summer
to
coincide
with
six
timeline
for
their
office.
Building
construction
cloudberg
is
sixth
architect
for
their
office.
D
Building
design
staff
supports
the
port
entering
into
an
agreement
with
cloudberg
to
provide
the
Professional
Services
needed
for
the
parking
ramp
to
be
built
on
the
parking
parcel,
which
is
just
east
of
the
phase
2
office
site.
Cloudberg's
costs
are
industry
standard
for
this
type
of
work
and
utilizes
efficiencies
that
exist
due
to
the
work
their
work
on
the
office
building.
The
ramp
will
serve
Phase,
1
and
phase
two
of
six
headquarters
project
and
will
be
designed
to
accommodate
a
ramp
expansion
in
the
future
if
needed,
for
phases.
D
D
E
Thank
you,
Mr
President,
so
if
the
city
moves
forward
with
with
this
and
with
the
the
planning
and
ultimately
the
construction
of
the
parking
ramp,
does
that
then,
in
any
way,
obligate
sick
to
continue
to
move
forward
and
their
their
portion
of
phase
two
is:
are
the
two
tied
together,
I
guess,
I'm
asking.
D
Mr
President,
commissioner
Busey.
They
are
tied
together,
so
they
have
to
purchase.
They
will
purchase
the
property
in
September
according
to
their
existing
schedule,
and
they
will
be
designing
they'll,
be
going
through
the
development
Review
Committee
and
going
through
all
of
the
city
approvals
before
they
purchase
the
property
in
September.
So
the
the
phase
two
office
building
and
the
parking
ramp
are
going
together
in
that
approval,
and
then
we
will
sell
them.
We,
the
city,
will
sell
them
the
property
once
that
approval
goes
through
and
so
they're
looking
mid-september
to
do.
That.
B
Any
other
questions
I
think
the
the
form
of
this
agreement
is
something
that
we've
done
with
a
lot
of
the
things
I
know
with
the
mall.
We
we
entered
these
agreements
and
we're
not
in
a
situation
where
we
have
to
issue
rfps
and
things,
and
a
lot
of
these
things
is.
My
memory
is
correct.
When
we
proceed
this
way.
B
So
any
further
discussion
on
this
item,
if
not
I,
would
entertain
a
motion.
It's
based
on
it's
on
page
six
of
your
package
for
entering
into
this
Professional
Services
agreement.
B
Have
commissioner
Carter
moved?
Do
we
have
a
second
second
second
by
commissioner
Hunt?
Is
there
any
further
discussion,
not
all
in
favor,
please
signal
by
saying
aye
aye
opposed
motion
carried
6-0,
and
while
we
have
Becky
up
here,
you
know
we
we
don't
realize
how
much
we
appreciate
the
staff
that
we
have
sometimes
anytime.
You
want
to
ask
anything
about.
B
South,
Loop
she's
got
this
in
encyclopedic
memory
of
all
these
things
that
dealing
with
it-
and
you
know
I,
just
I-
want
to
tell
you
how
much
we
appreciate
all
the
years
you've
been
with
the
city
and
I
guess
you're
going
to
start
doing
some
stuff
with
assessing
too,
but
we
hope
that
we
keep
you
in
your
home
of
the
Port
Authority
Phil.
Thank.
D
B
F
The
United
States
of
America
is
currently
bidding
to
host
the
2027
World
Expo
on
a
site
in
the
South
Loop
of
Bloomington
Minnesota.
If
the
bid
is
successful,
the
Expo
sometimes
referred
to
as
a
World's
fair
has
the
potential
to
elevate
Bloomington
Minnesota
and
this
Bloomington
and
the
state
of
Minnesota
onto
the
world
stage,
as
well
as
spur
significant
economic
development
for
the
city.
An
estimated
14
million
domestic
and
international
visitors
could
visit
Bloomington
over
the
93-day
event.
The
grounds
are
slated
to
require
over
1
million
square
feet
of
development
in
support
of
the
bid.
F
The
Minnesota
state
legislature
approved
five
million
dollars
in
grant
funding
for
the
first
planning
year
of
the
Expo
at
their
2023
legislative
session.
These
funds
will
be
received
by
the
Bloomington
Port
Authority
and
pass
through
to
the
Expo
2027
host
committee,
a
legal
entity
that
will
be
formed
upon
the
successful
selection
of
the
United
States
of
America.
F
As
the
2027
host
country,
the
Port
Authority
commission
is
being
asked
to
authorize
the
Bloomington
Port
Authority
to
enter
into
the
grant
agreements
and
sub-recipient
agreements
with
the
state
of
Minnesota
and
Expo
host
committee
to
expedite
the
receipt
and
use
of
the
funds.
In
the
event
that
USA
is
not
identified
as
the
site
of
the
2027
World
Expo
These
funds
will
not
be
made
available
to
the
Bloomington
Port
Authority.
The
World
Expo
location
decision
will
be
made
on
June
21st
2023
by
The
Bureau
International
Des
exposition.
E
Other
than
thanking
our
state
partners
for
their
work
with
this,
this
is
a
this
was
a
an
ask
that
was
certainly
out
of
the
ordinary.
We
know
that
so
much
of
the
revenue
for
the
Expo
for
Expo
2027
is
more
back
in
whether
it's
through
event
dollars
itself,
ticket
sales,
that
kind
of
thing
or
the
the
sponsorships
that
we're
going
to
see
significant
sponsorships
that
we're
going
to
see
so
much
of
it
is
on
the
back
end
of
the
process
and
so
to
be
able
to
have
five
million
dollars
up
front
like
this.
E
If
and
when
we
receive
the
bid
here
in
Bloomington
to
get
our
Expo
2027
organization
hitting
the
ground
running,
I
think
it
is
enormous,
and
so
this
is
it's.
It
shows
that
this
truly
is
a.
This
is
a
this
is
a
Minnesota
bid,
and
we've
been
talking
about
this.
The
city
of
Bloomington
has
made
a
significant
contribution.
Many
a
number
of
significant
contributions.
The
Hennepin
County
is
in
on
this.
E
We've
got
a
number
of
private
vendors,
who
are
certainly
sponsors
of
all
this
and
to
see
the
state
of
Minnesota
to
step
up
and
offer
this
type
of
financial
backing
and
support.
I
think
just
sends
a
very
strong
message
to
the
voters
in
the
the
bie
I
don't
have
as
good
of
pronunciation.
My
French
pronunciation
isn't
as
good,
so
I'll
just
call
them
the
b-I-e.
This
is
this
is
a
significant.
This
is
a
significant
piece
of
our
bid
in
general
and
in
the
campaign
showing
that
this
is
in
Minnesota.
B
I
would
then
entertain
a
motion.
It's
on
page
20
of
your
package
that
we.
