From YouTube: City Council Listening Session May 1, 2023
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Yeah,
all
right
I
will
call
this
list
session
of
the
Bloomington
city
council
tomorrow
at
5
45
May,
1st
Monday
May,
1st
thanks
everybody
for
being
here.
We
had
two
folks
pre-register
I
think
is
this.
This
is
all
Norman
Rich
here.
This
is
all
Norman
Ridge,
and
this
and
well
so
nice
yeah
Wilson
I,
see
you
there
so
just
to
be
clear.
Our
rules
typically
say:
if
there's
an
item
on
the
agenda.
We
don't
talk
about
it
at
at
this
meeting
because
we
don't
like
to
we.
A
If
we're
going
to
have
the
discussion
we
like
to
have
the
discussion
in
public
we
don't
or
in
front
of
the
the
down
in
the
council
chambers
this
public,
obviously
but
down
on
the
council
chambers
in
front
of
everybody,
so
I'm
I'm
kind
of
hesitant
to
to
talk
to
listen
to
you
folks,
just
because
our
rules
say
on
the
agenda.
A
We
don't
talk
about
it
at
the
listening
session
because
we
don't
want
to
do
the
double
dip,
but
we
want
to
make
sure
everybody
has
the
same
opportunity
we'll
talk
about
it
tonight.
If
there
are
changes
to
what
we
were
talking
about.
It'll,
come
back
on
May,
1st
and
we'll
come
back
with
a
public
hearing
and
and
then
a
vote.
If
there
are
no
changes
to
what
has
been
proposed,
it
will
come
back
on
my
May
1st
and
then
we'll
have
to
have
the
Council
of
discussions.
B
C
A
Based
on
the
calls
in
I
want
to
go
to
Wilson
first,
it's
because
he
was
not
a
problem.
I
just
wanted
to
I
just
wanted
to
talk
through
and
make
sure
that
we
were
all
clear
on
things
so,
but
we'll
get
to
you
and
yes,
you
could
certainly
turn
in
the
not
a
problem,
not
a
problem.
What
else
come
on
up?
Please
all
right.
A
Evening
I
haven't
seen
if
you
could
officially
identify
yourself.
That's
then.
D
Like
you
said,
I'd
like
you
to
introduce
Chris
Berry,
he's
a
Minnesota
Youth
state
director
for
the
Rugby
World
girls
and
boys
for
the
state
of
Minnesota,
so
he's
also
partner
with
me
I'm
on
the
clock.
My
five
minutes
right
now
and
of
course
you
want
to
see
one
minute
about
you.
E
D
Yeah,
if
any
of
you
have
kids
who
want
to
play,
because
what
we've
seen
the
Olympic
Games
now
it's
huge
Pacific
island,
Australia,
New
Zealand,
but
I-
want
to
discuss
this
there's
some
good
updates.
The
last
time
I
was
here
the
Vikings
on
board
they're,
going
to
bring
you
some
of
their
coaches
and
their
mask
up
so
I
need
you
to
go
to
work.
D
You
reach
out
to
your
neighbors,
any
kids
who
want
to
come
to
this
event
and
paas
also
taking
over
that
role,
because
for
me
it's
a
big
job
for
me
to
do,
and
then
also
we
have
a
meeting
with
Fire
Lake
City
council
tonight
they
contact
me.
They
were
interesting
participating
and
the
list
is
going
to
be
big
because
we
have
to
go
to
Minneapolis
meet
with
Jacob
Fire.
D
You
also
called
me
on
his
cell
phone,
so
the
other
thing
I
want
to
discuss
is
all
I
need
to
do
from
you
guys,
if
you
guys,
can
take
care
of
the
lunch
for
the
volunteer
staff
at
the
Marine,
the
Navy
Highway
Patrol,
the
Viking,
all
those
big
companies
they're
already
in
the
listing.
So,
for
me,
we're
probably
gonna
have
like
400
kids
on
this
event.
D
They'll
be
coming
from
all
over
the
state
of
Minnesota
and
I
want
to
thank
them,
and
your
city
council
of
invite
us
to
partner
up
together
because
I'm
also
working
with
the
Bloomington
Police
Department,
so
that
that's
my
goal
after
the
event
I
have
to
send
a
letter
to
the
NFL,
if
they're
interesting,
to
come
on
board
next
year
and
then
hope
State
event
at
U.S,
Bank
Stadium.
That's
the
end
of
your
thing,
the
other
good
news
for
you
guys
since
we're
hosting
this
asked
for
2027.
D
we'd,
like
to
partner
with
Bloomington
city
council,
to
host
a
regional,
National,
Tournament
rugby
and
the
flag
football
here
in
the
city
of
Bloomington.
So
we
can
promote
that
and
especially
I
speak
five
languages,
Americans
more
Tanga,
Tahiti
Fiji
in
New,
Zealand
I
speak
all
the
time.
So
we
want
to
invite
those
countries
to
come
over
and
into
2027
and
compete
because
they
will
show
up
with
the
governor.
D
So
that's
the
main
part
that
we're
doing
is
and
also
I
said.
That's
all
I
want
to
know
from
Bloomington
if
they
can
take
care
of
the
lunch
for
the
volunteer
and
also
coaches.
We
have
Kennedy
and
Jefferson
they're
already
on
board.
I
am
so
really
really
fired
up,
but
if
you
guys
have
any
questions,
all
the
information
is
on
the
website.
D
The
main
thing
is
grab
any
kids
that,
because
there's
no
costs
and
the
Viking
they're
gonna
have
their
mascot
over
there,
some
of
their
coaches
to
run
and
Drew,
so
it
it'll
probably
be
have
Channel
5
and
some
of
the
local
news
gonna
be
there,
but
I
also
have
a
football.
D
A
You
first
of
all,
thanks
for
both
of
you
for
being
here
and
I.
I
played
rugby
in
grade
school
I
mean
that
was
a
long
time
ago,
and
it
was
a
good
time.
I
love
rugby
and
appreciate
the
football
is
you
know,
I
walked
in
and
my
shoulders
started
to
hurt
right
away.
A
It
had
to
do
with
a
a
torn
rotator,
cuff
and
a
long
while
ago,
but
I
appreciate
the
work
that
you're
doing
and
the
work
that
you're
putting
into
it
to
try
and
this
up
to
as
many
people
as
possible
as
many
students
as
possible
to
boys
and
girls
with
rugby
too.
You
know
everybody
with
with
foot
with
football
I,
don't
know
that
we
are
even
legally
allowed
to
buy
lunch.
A
I
would
have
to
ask
our
City
attorney
if
that
were,
if
we're
allowed
to
do
that
and
I
think
we'll
look
into
it
on
any
thoughts
on
that.
F
Mayor
members
certainly
can
look
into
it.
We
have
a
public
purpose
expenditure
policy
that
we
have
to
abide
by
and
there
might
be
some
state
auditor
opinions
on
the
on
the
topic.
I
did
note
that
you
mentioned
that
the
BPD
is
working
with
you
already
oftentimes
cities
can
make
in-kind
donations
of
surface
e-services,
things
that
they're
providing
as
a
way
of
sponsoring
and
sponsoring
an
effort,
and
so,
if
that's
something
you'd
like
us
to
look
into
as
well,
we
can
do
that.
D
Be
for
me,
I,
don't
like
to
cook
I'm,
going
to
be
so
busy
all
over
the
field
and
also
Leo
knows
the
former,
like
you
for
a
receiver
for
the
like.
He
was
supposed
to
be
here
tonight
with
us,
he's
going
to
be
in
my
main
head
coach
for
the
event.
So
all
the
players
and
all
the
coaches
will
go
to
him
and
you'll.
Do
it
just
like
when
you
get
drafted
from
the
NFL.
D
So
hopefully
you
know
this
year.
We
do
a
pretty
good
job.
The
vacuum
will
probably
invite
us
to
the
Eagan
facility
because
I'm
working
with
Lester
Berkeley,
this
is
a
VP
for
the
Viking.
So
what
probably
going
to
take
those
boxes?
We
got
a
big
meeting
tonight,
but
we'll
help
fall
for
you
and
let.
A
Me
just
say
it
would
hurt
if
you
would
leave
us
for
Eagan
I
just
want
to
say
that,
but
I
I
would
understand
Jamie
did
you
have
something
to
change?
Yeah
I
was
just
curious
Wilson.
If.
D
D
Just
a
volunteer,
the
Marine,
you
have
like
nine
staff
member
Highway
Patrol,
they
got
like
11
or
12,
female,
okay
and
fire
department
for
Bloomington,
I,
think,
six
or
seven
and
then
High,
School
coaches,
I
think
like
15
High,
School
coaches,
they're
going
to
help
out
you
know,
and
then
probably
the
mascot
you're,
probably
coming
tackle
me
down.
If
I
don't
feed
him,
you
know,
like
I
said
the
beauty
is,
is
starting
to
come
along.
A
lot
of
these
Mayors
are
calling
me
even
Shakopee.
They
call
me
last
night,
I
said
yeah.
D
A
We
will,
at
the
very
least
as
I,
think
I
promised.
Last
time
you
were
here.
We
will
amplify
this
on
our
city,
social
media,
I'll,
amplify
out
of
mine
I.
Think
everybody
else
could
spread
the
word
on
on
what
they
have
I
I
know.
A
You've
been
at
least
in
contact
with
our
park
and
rec
folks
about
trying
to
make
sure
that
they
amplify
it
through
their
channels,
we'll
we'll
spread
the
word
and
here
in
Bloomington,
and
let
people
know
about
it
and
make
sure
that
everybody
is
aware
of
the
event
and
and
the
date
and
time
and
the
opportunity
that
it
provides
for
kids.
Okay,
go.
G
Ahead,
yes,
please
keep
my
mind
just
one
quick
question
and
given
the
international
nature
of
what
you
do
and
the
potential
for
bringing
people
into
Bloomington,
would
this
be
someone
we
could
work
with
the
convention
and
visitors
bureau
on
to
either
amplify
or
help
support?
If
that
is
a
pathway
forward,
that's
something
they're
always
interested
in.
They
do
a
ton
of
work
with
sporting
events
and
things
like
that.
Amateur
youth.
G
That
type
of
thing
it's
one
of
their
goals,
obviously
is
to
bring
people
into
our
community
to
stay
in
our
hotels,
use
our
resources
play
sports
around
here
and
I
would
like
to
Echo
the
mayor's
comments,
as
I
would
love
to
just
keep
you
right
here
in
Bloomington
we
got
all
the
resources
I.
D
G
C
C
E
A
Thanks
guys
and
now
our
Norman
Ridge
friends,
you
have
a
football.
A
As
I
said,
I
mean
we're
yeah
I,
wanna,
I
wanna
walk
the
tightrope
here
because
we
officially
I
mean
we
won't
accept
the
petition
and
look
at
that.
Yeah
certainly
answer
any
questions
quick
here,
but
I
don't
want
to
get
a
new
extended
discussion
because
it
is
on
the
agenda
this
evening.
Sure
fair
enough
fair
enough.
B
Go
ahead:
do
you
submit
their
petition,
so
we
got
about
200
signatures
that
was
in
support
of
the
new
kind
of
ordinance
that
was
submit.
That
I
saw
that
was
in
the
packet.
So
thank
you
very
much,
I
think
a
clarifying
point
which
I'll
lean
on
Dan
for,
as
you
know,
like
anything
new,
doesn't
come
without
imperfections
and
we'll
be
probably
a
part
of
much
passionate
discussion
tonight
and
so
I
just
thought.
C
I
mean
it's
pretty
straightforward,
it's
just
the
common
I
would
say:
what
do
you
call
it
the
correlation
between
what
we
saw
as
lots,
that
could
be
subdivided
throughout
the
city
in
environmentally
sensitive
areas
and
those
lots
also
meeting
the
same
22
000
square
foot
minimum
lot
size
so
thinking
that
those
would
qualify
if
it
made
sense
so
yeah.
B
C
We
we
obviously
didn't
know
that
it
was
against
the
city's
direction
to
keep
the
lot
sizes
at
the
same
size
or
smaller,
otherwise,
maybe
would
have
considered
something
different,
but
you
know
we're
just
encouraging
everybody
to
you
know
think
in
terms
of
the
big
picture-
and
you
know
I
guess
protect
some
specific
areas
so
that
Lots
subdivision
across
the
city
doesn't
create
enclaves
in
specific
neighborhoods,
where
larger
lots
are
easily
subdividable
and
the
more
accessibly
priced
homes
end
up
being
sold
to
developers
and
turned
into
higher
priced
homes,
so
got
it.
