The
American
Heritage
dictionary
describes
a
noose
as
a
loop
formed
in
a
rope
by
means

a
slip
knot
so
that
it
binds
tighter
as
the

pulled,
a
snare
trap,

knot

The
overhand
loop
knot
does
not
bind
tighter
as
the
Rope
is
pulled.
Unfortunately,
the
Rope
found
in
a
fireman's
Locker
was
not
described
as
an
overhand
loop
knot
and
instead
it
was
described
as
a
crude
noose,
which
implies
guilt.

concerned
that
the
Bloomington
firefighters
were
not
provided
that
right,
based
on
the
following
quotes
from
City
emails,
and
my
concern
is
not
individuals
who
wrote
the
emails
but
that
the
emails
were
seen
by
many
and
I
did
not
see
data
or
anyone
questioned
the
description
of
the
rope
and
the
Assumption
of
guilt.
That
came
with
the
description.

immune
from
racism
or

act
of
hate
done
to
one
of
our
own
state
report,

act

hate
committed

one

firefighters
against
one
of
our
firefighters.

of
activity
and
behavior
is
disgusting.
Fbi
agents
have

dozens
of
interviews,

lab
for
forensic
examination
and
followed
every
lead
down
every
Trail.

this
point
there
is
no
conclusive
evidence
linking
any
individual
or
group
to
the
incident.

now
the
city
and
FBI
consider
the
case
closed.

but

presumed
guilt
remains,
and
this
should

addressed,

they

offering
classes

goal
and
was
signed
up
for
classes
in
November
and
then
I
got
an
email.
That
said,
the
class
was
canceled
and
I
thought
it
was
just
a
single
class,
but
it
turns
out
the
whole
session
in
November
was
canceled.

assume
you
all
are
and
I
was
just
wondering.

was
told
in
email
from
I
can't
remember
her
name,
Kelly
or
oh
I'm.
Sorry
I
should
have
written
it
down,
but
but
that
more
information
would
be
forthcoming

see
that
they're
offering
classes
in
December

ended

meeting

issues
have
been
going
on
and
I
only
met
sometime

last

not
sure

final
vote

of
that

that

think
anybody
who's

this
room
was

look

our
city
manager
to
see
if
there
is
there
anything
that
you've
been
told
that
we
can

Artistry
is
trying
to
figure
out
what
their
next
phase
looks
like
they
struggled
with
financially
and,
as
you
said,
they
had
some
transition
with
the
executive
factor
that
ends
up.
The
board
has
been
working
to
identify
really
three
things:
number
one:
a
corporate
or
other
partner
that
could
donate
money
and
serve
as
sort
of
a
fundraising
effort
to
rebuild
some
of
the
cash
balances
that
they
have.
That
would
be
ideally
plan.
Number
one
plan.
Number
two
is
there?
Is
a
group
called
Propel
non-profits?
A
Nowhere
and
so
they're
also
pursuing
a
grant
either
a
grant
or
a
loan
through
this
Propel
nonprofits,
and
the
third
thing
that
they
did
request
earlier
was
a
city
cash
infusion
of
nearly
three
quarters
of
a
million
dollars
in
the
city
voted
no
at
the
time,
but
also
encourage
them
to
keep
working.
So
the
Artistry
board
is
continuing
to
work.
They
haven't
made
a
final
decision
on
what
their
plan
is
hypothetically.
A
If
they
continue
on
and
are
successful,
there
may
be
a
delay
in
services,
but
ultimately
they
would
return
back
to
normal
programming
and
production
and
the
classes
would
return.
The
gallery
would
return,
and
maybe
performances
would
ultimately
come
back
as
well.
That
would
be
an
ideal
scenario.
The
other
option
would
be
to
explore
somebody
else,
helping
to
coordinate
education
activities
or
somebody
else
coordinating
Galleries
and
frankly,
it's
just
too
soon
for
us
to
know,
because
we
have
to
let
artistry
decide
their
own
future.

this
is
a
non-profit
and
the
decisions
that
they
make
are
are
not
in
our
control
and
when
we
know
will

suspect
everybody
will
know
it.

the

one
aspect

this

that
there's
been
no
information
to

people
that
attend
classes
regularly,
have
paid
for
classes
in
November
and
we're
told
that
their
classes
were
canceled
and
that
the
money
wouldn't
be
refunded
until
sometime,
maybe
in
the
future,
or
maybe
it
would
be
converted
into
additional
classes
at
some
time
in
the
future.
But
nothing.

what
we're
doing
here's
our
problems,
none

that
and

many

the
people
that
I
know
through
having
attended
classes
there
they're
also
sort

curious

not
hearing
anything
from
the
people
that
run
the
organization
and

Don't
know
if
you
can
relate
this
to
them
that
that's
just
not
a
very
good
way
to
run.

them
regarding
their

it

control
over
it

only

people
that
you
know
they
paid
for
classes
and
now
they
can't
go
and
they're
out
money
and
it's

a
tough
situation
for
the
people
that
rely
on
those
services
or
enjoy
those
services
and
classes,
whether
it's
the
performances
or

pottery
or
the
any
of
their
art
stuff

mean
my
kids
have
been
involved
in
their
programs
over
the
years.
They
got
great
stuff.
I
mean
to
be
honest,
it's
been.

Yeah
they
got
in
terms
of
background
just
so
you
know,
I
mean
they.
They
just
ran
into
a
wall
or
a
cliff
or
whatever
you
want
to
call
it
in
the
pandemic,
and
candidly
didn't
react
all
that.
Well,

lot
of
other
organizations
reacted
better
to
those
changing
situations
and
they
found
themselves
in
a
hole
and
they
came
to
the
council
and
I
think.
Ultimately,
they
asked,
for
you
know
three
quarters
of
a
million
dollars.

hey
trust
us
we'll
take
care
of
this,
and
you
know,
and
the
council
was
not
there-
that's
why,
as
Mr
Sable
noted,
there
are
other
options
on
the
plate
that
they
may
be
able
to
do
that,
and
maybe
there's

role
for
the
city
there's
some
of
those
other
things
under
fruition
as
well.

facility
that
is
here
is
an
excellent
facility,
yeah
and
and
a
lot
I
know
that
other
classes,
Ceramics
classes,
have
been
canceled
and
and
completely
eliminated
from
Edina,
and
there
are
some
in
St,
Louis,
Park
and
I.
Don't
believe
that
they're
working
anymore
either
I'm
and
so
that
the
city
of
Bloomington
has
invested
a
lot
of
money
in
the
facilities,
the
Ceramics
facilities
in
particular
and
in
the
glass
Studios
as
well.
Buying
Kilns.
There
have
been
donations
from
people
that
have
taken
Ceramics
classes
that
provided
money
to
buy.
I
A
Raku
Kiln,
the
one
that
sits
outside
all
winter
long
and
the
investment
from
people
that
take
classes
into
this
facility
as
well.
So
I,
don't
know
if
you
were
aware
of
that
or
not,
but
yeah.

it's
just
a
courtesy
to
the
students
that
have
followed
Artistry
and
participated,
people
that
buy
tickets,
but
anybody
who's
on
their
mailing
list
should
be
notified
and
told
kind
of
given
the
story,
and
maybe
there's
some
things
that
they
can't
disclose
at
the
moment,
but
at
least
give
people
an
update.
