meeting

we

five
council
members
here
this
evening.
We
do
have
a
total
of
six,
because
councilmember
Nelson
is
joining
us
remotely
from
a
public
location
and
that's
been
properly
notified,
so
we're
good
there.
The
one
thing
that
they
will
do
is
we,
since
we
have
a
council
member
remote,
all
of
our
votes
are
going
to
have
to
be
roll
call
votes.
Just
so
everybody's
aware
that,
and
so
we're
ready
to
go.
Our
first
item
on
the
agenda
tonight
is
the
approval
of
the
agenda.

Under
our
introductory
items,
we've
got
an
official
resolution
that
declares
a
vacancy
of
our
city
council
and
we'll
follow
that
up
right
away
with
a
selection
of
finalist
candidates
for
appointment
to
the
city
council,
member
at
large
got
a
proclamation
of
our
Martin
Luther
King
Jr
day
Proclamation,
and
then
an
update
on
our
veterans
memorial,
our
consent
business,
which
councilmember
Carter
is
going
to
take
care
of
for
this
evening,
is
14
items.
It's
kind
of
a
lengthy
one
under
item
four
hearings
and
resolutions,
item
4.1,
I,
think
officially
on
the
agenda.

If
item
4.1
is
listed
as
a
public
comment,
officially
that's
a
public
hearing
and
it
was
noticed
in
the
paper
as
a
public
hearing
I
think
we
just
had
a
little
bit
of
a
typo
in
terms
of
what
the
the
official
agenda
was.
So
I
wanted
to
make
that
correction,
we'll
have
a
public
hearing
and
regarding
our
city
code,
Amendment
on
single
and
two
family
residential
standards
and
then
we'll
have
a
discussion
on
item
4.3.
Regarding
the
Artistry
Grant
request,
we
also
have
a
number
of
items
under
our
organizational
business.

pavement
Management
program,
our
Street
Maintenance
project
for
the
Bloomington
Ferry
Road,
the
Planning
Commission,
is
going
to
talk
about
their
2023
work
plan.
Well,
the
discussion
about
our
legislative
policies
about
Bloomington
sales
tax,
the
project,
priority
prioritization
and
then
we'll
do
a
number
of
appointments,
as
we
do
in
the
first
meeting
of
every
year,
and
that
is
I.
Think
we've
got
almost
10
of
those,
maybe
a
few
more
than
10,
of
the
appointments
to
everything
from
our
fire
department,
relief,
Association,
all
the
way
to
the
494,
Corridor,
commission
and,
ultimately,
our
Council
secretary.

the
resignation
of
council
member

Coulter
and
declaring
an
official
vacancy
on
the
Bloomington,
City

Council,
any
questions

comments

anything

discuss.
Regarding
item
2.1,
if
not
I,
look
for
a
motion
to
accept
the
resolution
to
clearing
a
vacancy
so
moved.

the
selection
of
our
finalist
candidates

the
appointment
to
the
city
council,
member
at
large
position,
just
a
review
for
the
folks
who
are
here
and
who
are
tuning
in

Wednesday
of
last
week

again

Saturday
morning,
we
interviewed
I
think
nine
candidates
on
both
of
those
days
Nine
and
Nine.
I
think
that
was
the
case
for
a
total
of
18
people.
I
think
we
had
22
applications
ended
up
interviewing
18
people
who
had
applied
to
fill
the
seat
of
the
council
member
at
large
seat.

We
had
good
discussions.
We
had
a
great
group
of
candidates.
They
thought
a
fantastic
group
of
candidates.
Bloomington
should
be
proud
of
the
folks
who
have
come
forward
and
offered
to
to
serve
in
this
capacity,
and
our
job
now
is
to
go
from
that
18
down
to
a
more
manageable
number
of
three
four
five
six
somewhere
in
there
and
we'll
bring
those
folks
back
in
on
Wednesday
of
this
week
for
second
round
interviews,
and
then
we
will
make
a
decision
based
on
the
information
that
we
have
and
just
to
be
clear.

The
information
that
we
do
have,
in
addition
to
the
interview
where
everyone
answered
the
same
four
questions.
We
also
asked
each
applicant
to
provide
a
a
resume
and
a
cover
letter.
Basically,
this
is
a
job
interview
and,
and
so
we
asked
a
resume
and
counsel
a
resume
and
cover
letter,
as
well
as
a
simple
application
that
they
filled
in
and
and
the
the
four
questions
that
we
had
in
the
application
and
interview
process
so
we'll
be
cutting
it
down
now
to
a
number.

we've
asked
each
of
the
council
members
to
do
council
is
to
identify
five
people
at
a
at
a
maximum
of
five
people.
If
you
don't
want
to
vote
for
five
people,
you
don't
have
to
but
identify
five
candidates
that
you
would
like

move
forward.
We
will
tally
up
the
the
the
votes
here
and
anyone
with
a
majority
of
the
council
supporting
them.

interviews

we'll
throw
out
one
caveat
if
we
end
up

one
person,
perhaps
we'll
have
a

round
vote,
we'll
eliminate
some
people
off

candidate
pool
just
a
little
bit
as
I
said,

would
expect
this
is
going
to
be
somewhere
between
three
and
six
or
seven
people,
which
we
can
certainly
do
for
a
second
interview
and
we'll
be
able
to
make
a
decision
from
there

civil

public
services
and
whereas
Dr
King's
message
evolved
over
time
from
one
of
basic
civil
rights
and
voting
desegregation
to
advancing
labor
rights,
economic
and
social
justice
and
peace
and
dignity
for
all.

community

Veterans
Memorial
proposed
by
Bloomington.
Remembers
veterans
got
with
us
tonight,
Mike
Dardis

Brinkman,
both
residents
of
Bloomington
and
board
of
directors.
Members
of
the
Bloomington
remembers
veterans
committee.
Gentlemen,

Thank

New
Year
to
you

look
forward
to
seeing
with
you
with
me.
Dwayne

is
our
Treasurer.
He
will
be
presenting
some
of
the
financial
aspects
of
The
Proposal
we're
here
to
make
the
formal
request
for
State
bonding
support
and
construction
of
the
Veterans
Memorial
on
the
east
line
of
the
Bloomington
City
Plaza.
So
we're
we
have
a
meeting
with
the
State
Legislative
leadership.
I
have
a
meeting
tomorrow
with
one
of
the
state
senators
on
this
topic
as
well.
I
We're
making
making
good
progress
next
slide.
Please,
oh
you
got
to
slide
up.
That's
right,
I,
don't
know
what
the
purpose
of
the
mission
is
to
design
build
and
maintain
a
memorial
to
all
veterans
and
their
families
of
past
present
and
future
military
conflicts,
and
not
just
the
conflicts
but
also
any
service.
They
did
in
peace
as
well
the
vision
to
honor
all
those
who
have
borne
the
battle
and
for
their
families.

The
design
concept
includes
recognition
of
the
important
roles
that
both
the
soldier
and
the
family
play
to
the
to
the
service
to
their
service
to
the
country.
The
design
features
two
walking
paths,
one
parking
path,
a
narrower
path
where
the
soldier
would
walk
alone
or
the
servicemen
would
walk
alone.
I
The
other
path
for
the
family,
who
have
who
have
their
own
journey
to
support
and
and
work
and
support,
and
worry
about
that
veteran
during
the
service
period.
Next
slide
reflection,
the
image
will
be
located
at
the
end
of
the
excuse
me.
There
will
be
an
image
at
the
end
of
the
path
and
provide
a
quiet
space
for
reflection
and
healing
we'll
be
working
with
a
local
Mental.
Health
Organization
to
include
resources
for
the
veterans
in
this
area
particular
is
to
address
Suicide
Prevention
and
mental
health
issues.

We
feel
this
is
the
critical
element
to
the
memorial
since
that
over
22
veterans
a
day
are
taking
their
life,
and
that
includes
one
additional
service
member.
Who
is
an
active
duty?
So
it's
a
serious
thing
and
I
know
the
city
of
Bloomington
also
has
a
focus
on
this,
so
it
will
reflect
not
only
this
to
the
veterans
but
also
to
the
general
population
is
providing
resources
for
the
prevention
of
suicides.
I
The
space
will
be
provided
for
Community
gatherings
or
events
of
the
residents
and
visitors
can
come,
which
will
be
available
like
Veterans,
Day
and
Memorial
Day.
We
really
don't
have
a
spot
like
that
right
now,
it'll
be
a
place
to
not
only
have
large
larger
meetings,
but
also
smaller
Gatherings
for
families
and
so
forth
to
to
reflect
and
remember
the
veterans
next
slide
education.
I
It's
it's
Unique
in
the
sense
that
we're
using
dog
tags
to
reflect
the
the
service
members.
The
dog
tags
will
not
only
have
demographic
information
on
them,
but
also
QR
code,
which
will
allows
the
veteran
to
tell
their
historic
their
own
story
and
make
it
a
living
history
for
what
the
veterans
believe
was
useful
and
significant
for
their
service.
We
already
have
at
least
one
example.
We
have
about
20
a
little
under
30
dog
tags
that
we've
sold
so
far
and
we're
in
the
process
of
trying
to
get
those
established.
I
This
is
a
strong
part
of
our
educational
process
and
I
think
that
this
is
done
right.
It'll
be
really
a
pretty
magnificent
story
about
what
really
what
what
really
was
going
on
and
during
the
time
of
the
service
members
future
next
slide.
Please,
the
design
concept
includes
room
for
future
growth
and
expansion,
the
ground
we
have
places
where
benches,
and
there
are
already
six
benches
wrong
benches,
which
reflect
all
six
branches
of
service,
including
space
force,
which
was
certainly
very
new,
but
it
also
provides
opportunities
for
other
additions
to
the
memorial.

The
cost
comparison
of
the
Bloomington
proposal
was
the
seven
hundred
thousand,
but
it
ties
in
closely
what
Rich
feels
2013
rate
was
at
seven
hundred
thousand
edina's
at
half
a
million
Eden
Prairie,
half
a
million
Saint
Peter
at
600,
000.
and
500
000
for
the
state
capital
medal
of
honor
memorial.
Also
to
reflect
that
this
is
those
casts
were
costs
from
two
or
three
four
years
ago.
We're
talking
about
current
construction
costs
right
now,
which
have
increased
somewhat
we're
working
with
the
Leo
Daley.

the

sources

funding
we
are
working
through
and
the
amounts
we
have
received
from
each
of
those
sources.
To
date,
dog
tags
are
9,
800
Foundation
grants,
five
thousand
military
service
Club
donations,
VFW

Legions,
57,
000.
business
donations,
fifty
six
thousand
individual
donations.
Eighty
six
hundred
fundraising
and
public
relations
events
a
little
over
nine
thousand.

As
Mike
shared,
the
memorial
design
concept
was
for
seven
hundred
thousand
and
knowing
there
were,
there
may
be
additional
costs.
We
are
working
towards
750
000.
on
this
chart.
Each
of
the
sources
are
listed
in
a
minimum
percentage
of
the
total
goal
that
we're
striving
to
obtain
from
each
source.
As
you
can
see
for
State
bonding.
We
would
like
that
to
cover
around
45
percent
of
that
total.

have
this
dog
tags
at
20
percent
Foundation
grants
at
five
percent
military
service
clubs
at
10
percent,
business
donations,
10,
individual
donations,
five
percent
and
the
fundraising
and
Public
Relation
events
also
five
percent.
Obviously
we
would
like
to
see
all
of
those
much
bigger
and
we
are
certainly
working
on
that
at
this
time.

seeing
a
fairly
large
surge
of
of
support
here
in
the
last
three
to
four
months.
We
went
through
some
hard
times
with
the
covet
and
so
forth,
but
we're
able
to
maintain
a
steady
but
but
small,
growing
level
of
financial
support
during
that
period.
So
we
were
happy
to
hold
our
own
and
to
grow
it
during
those
difficult
times,
but
we
ask
we
are
asking
for
the
350
000
from
the
state
of
Minnesota
a
bonding
request
and
ask
for
your
support
in
your
legislative
priorities.
For
that
amount.

I
have
a
couple
of
questions,
I
think
for
just
for
clarification.
We
know
that
there
is
a
process
that
goes
along
with
all
of
this.
This
isn't
just
a
request
for
us
to
support
the
bonding
request,
but
there
is
a
formal
process
that
kind
of
works
its
way
through.
Perhaps
you
could
explain
that
a
little
bit
and
where
you
are
in
that
process
right
now,
we.
I
Know
that
there
have
been
two
bills
introduced
in
the
State
either
drafted
or
in
the
process
of
being
introduced.
One
in
the
house
state
house,
one
in
the
state
senate
for
350
000.,
we've
gotten
support
from
a
number
of
sources.
Again
I'm
going
to
be
meeting
with
Senator
Mann
tomorrow
and
to
find
out.
You
know
we're
getting
support,
we're
not
getting
anybody
saying
no
and
which
is
encouraging.
I
mean
it's
been
a
tough
slot,
but
we're
starting
to
see
the
movement
that
we
need
to
have
and.

That's
good
and
obviously
then
Senator
Wickland
would
have
been
the
Senate
author,
obviously
yep
and
understanding
full
well
that
this
in
the
the
legislative
biennium.
This
is
the
first
year
which
is
a
budget
year,
as
opposed
to
a
bonding
year
with
the
off
chance
that
there
may
be
a
bonding
bill
this
year.
But
that
there's
no
given
on
that.
So
we
could
be
looking
at
a
kind
of
a
two-year
process
here
to
to
see
if
we
get
the
bonding
funding
from
the
the
state
of.
I
Minnesota
you're
looking
at
you
know
the
cost
increases
that
would
reflect
2024.
We
hate
to
commit
to
that
at
this
point,
but
you
know
we
have
been
using
November
23
as
kind
of
a
signpost
for
the
last
three
years,
but
reality
is
what
it
is.
So
you
know
we
will
do
what
we
have
to
do
in
that
understood.

The
way
that
the
verbiage
is
listed,
there
are
these
temporary
permits
are
granted
until
2028
or
until
it's
done,
and
that
feels
really
squishy
and
so
I'm
just
wondering
what
we
as
a
city
have
in
as
recourse
if
these
projects
are
held
over
or
they
take
a
lot
longer
than
we
anticipate
they
will
or
whatever
what.
What
are
we
normally
able
to
do
in
in
such
a
case?

Mr
mayor
council,
member
dalessandro,
with
traditional
MnDOT
agreement
on
this
particular
project,
we're
probably
going
to
have
close
to
six
or
eight
different
agreements
and
unfortunately,
there
isn't
a
clear-cut
recourse
on
that
agreement
on
those
agreements
with
MnDOT.
This
particular
no-cost
permit
is
using
easements
in
most
cases
that
the
city
Only
already
owns
and
one
parcel
that
the
city
owns
and
the
reason
that
they
put
out
there
to
2028
is
they
expect
the
construction
project
to
be
done
in
2026.

However,
we're
well
familiar
even
with
our
own
projects,
that
when
you
go
to
do
the
restoration
of
the
grass
or
plant
different
trees
and
shrubs
that
sometimes
those
don't
take
very
well
and
MnDOT,
does
their
restoration
model
different
than
the
city
does
so
they
let
a
separate
contract
for
that.
So
the
construction
would
be
done.
There'd
be
temporary
stabilization,
but
they
intend
to
come
back

This
might
be
the
the
main
event

lot
of
folks

I'm
guessing

hear
more
about
this
and
learn
a
little
bit
more
and
possibly
offer
a
comment
during
our
public
hearing.

reminder

our
timeline

This
has
been
going
on
for
quite
a
while
lots
of
discussions
that
we've
had
started
way
back
in
October
2021.
We
had
study
sessions
with
Planning,
Commission
and
HRA
joint
study
sessions
and
we
followed
up
in
January
and
then
February.

brought
to
Council
on
a
study
session
and
then
finally
public
hearing
for
the
ordinance
for
at
the
Planning
Commission
on
December,
8th
and
here
we
are
tonight
for
public
hearing
the
goals
of
the
project
for
the
single
family
and
two
family
code.
Standards
update
are
to
encourage
more
housing
options,
a
broader
range
of
housing
types,
increased
affordability
where
possible,
address
racial
Equity
when
possible
and
encourage
healthy
and
sustainable
communities.
These
are
kind
of
the
3D
lenses
that
we
look
through
racial
Equity,
health
and
sustainability.

So
when
we
talk
about
shifting
market
demand,
you
can
see
in
this
figure.
After
a
crash
of
2008,
we
lost
a
lot
of
housing
production.
You
see
this
kind
of
downward
curve
in
production,
and
this
kind
of
straight
line
is
where
the
demand
is.
That
is
the
demand
that
we've
had
in
the
metro
area,
but
we
weren't
keeping
up
in
Pace
and
now
we're
kind
of
in
this
catch-up
period.
Where
we
saw
increase,
we
see
lots
of
multi-family
happening.

You
can
see
our
black
and
African-American
Community
owns
in
a
rate
of
20
compared
to
our
white
non-hispanic
population,
which
is
75
percent,
and
so
there's
many
different
factors
for
that
affordability
being
one
of
them,
and
this
hopefully

indirectly
address
that,
and
so
we
do
with
our
code
updates
racial
Equity
impact
assessment.
We
look
at
making
sure
that
our
code
updates
don't
create
negative
impacts
that
are
unintended
and
if
there
are
negative
impacts,
there's
mitigation
members
mitigation
strategies
that
are
in
place.

One
of
the
benefits
that
came
out
when
reviewing
this
is
we're
bringing
a
lot
of
our
Lots
into
conformance.
There
are
about
15
or
17
percent
of
our
lots
are
not
meeting
our
minimum
lot
size
today
or
lot
width
requirements.
So
it's
bringing
a
lot
into
conformance
and
we're
allowing
for
a
broader
range
of
uses
of
housing
types.

So
when
we're
thinking
seniors
looking
to
downsize
that
aren't
ready
for
assisted
living,
yet
there's
a
smaller
home
with
less
maintenance
that
they
can
move
into
you're
thinking,
larger
families,
intergenerational
that
need
a
larger
house,
but
it's
occupied
by
two
a
couple
in
a
large
house.
This
allows
movement
in
the
market
for
those
to
open
up,
so
there
are
lots
of
benefits
that
we're
hoping
to
encourage.
There
are
some
potential
that
you
increase
development,
maybe
at
a
scale
that
increases
property
value
to
a
level
that
could
increase
your
tax
burden
in
a
neighborhood.

the
analysis
regarding

We,
we
don't
anticipate
this
happening,
but
one
of
the
mitigation
steps
that
we
have
is
potential
code
update
in
the
future.
This
is
something
that
will
continue

monitor.
Our
assessing
division
obviously
looks
closely
at
property
values
daily,
but
we
also
review
it
in
our
annual
housing
report
that
our
planning,
Division
and
HRA
work
together
on
and
looking
at
what
is
barriers
to
home
ownership
or
continuing
to
maintain
that
ownership
as
part
of
that
too.

this
code
update
will
address
chapter
19
21
in
chapter
22,
and
it
also
will
require
a
comprehensive
Plan
update,
so
I'll
try
and
quickly
walk
through
these
in
chapter
19.
These
are
pretty
minor
in
our
two
family
home
definition.
We
are
including
a
10
foot
common
wall
requirement.
This
is
actually
a
standard
in
the
existing
two-family
home
standards
in
chapter
21,
so
this
is
just
kind
of
aligning
that
standard,
trying
to
make
sure
that
it
is
actually
a
common
wall
between
two
units.

That's
what
makes
it
kind
of
an
attached
unit,
and
then
we
have
a
kind
of
wonky
language
here
regarding
principal
buildings
on
a
single
lot,
and
this
is
kind
of
discussing.
There
are
potential
scenarios
where
you
might
have
more
than
one
principle
building,
and
this
might
come
up
as
well
in
other
discussions
in
our
missing
middle
housing.
Discussion
that
you'll
see

in
this
year

our
planning

chapter
21,
this
is
the
bulk
of
our
standards.
This
is
kind
of
the
big
discussion
we
had
during
our
study
session
was
for
lot
sizes.
We
are
proposing
to
reduce
the
minimum
lot
size
from
11
000
square
feet,
to
7
800
square
feet
and
for
Corner
Lots.
We
would
also
reduce
that
from
15
000
to
11
000
50
square
feet,
so
this
would
bring
you
can
see
here.
17.89
percent
of
our
lots
are
currently
out
of
conformance.

This
would
bring
what
most
of
those
into
conformance
it's
about
3
600
down
to
about
350.
That
would
be
remaining,
and
you
know
at
some
point.
These
lots
that
were
developed
were
the
standard
and
we
updated
our
R1
zoning
code
to
make
them
non-conforming.
So
this
is
kind
of
reversing
that.
But
to
do
that,
you
have
to
reduce
your
lot
with,
because
our
streets
are
not
changing
are
a
lot
or
a
lot.

if
you
are
in
a
neighborhood
surrounded
by
large
Lots,
you
won't
be
able
to
reduce
your
lot
width
at
all,
so
without
removing
that
it
kind
of
negates
the
point
of
addressing
the
small
Lots
and
really
there
are
some
situations
that
could
potentially
happen
in
east
Bloomington,
where
there
are
some
larger
lots
that
are
surrounded
by
smaller
80-foot
Lots.
This
could
potentially
still
take
advantage
of,
but
you
don't
really
see
that
in
West
Bloomington,
so
it
becomes
kind
of
this
East
West
issue.

So
when
you're
looking
at
that
potential,
are
we
really
going
to
encourage
too
much
development
that
we're
going
to
displace
residents?
You
know
we
looked
at
what
is
that
concentration?
Because
when
we
think
of
gentrification,
you
think
about
20
or
more
percent
of
a
neighborhood
turning
over
and
redeveloping
is
really
what
kind
of
is
a
trigger
to
gentrification.

So
looking
at
kind
of
site
suitability,
you
have
kind
of
two
main
factors:
there's
other
factors,
but
the
cost
of
the
property
you're
looking
to
redevelop
and
the
size
that
you're
able
to
redevelop.
Because
is
it
large
enough
that
you
can
split
into
one
two?
Maybe
three
lots
or
is
it
and
is
it
cost
prohibitive?
Is
it
a
million
dollar
home
you're
not
going
to
be
able
to
split
that
so
using
those
two
factors,
kind
of
creating
a
high
suitability
and
low
suitability
and
then
doing
a
cluster
analysis
of
those
properties?

Are
they
located
in
any
one
area?
That's
going
to
encourage
too
much
of
a
development
boom
in
one
neighborhood.
We
really
don't
see
that
there's
you
can
see
that
yellow
section
there's
some
Pockets,
where
it
kind
of
happens,
but
it
not
to
a
scale.
That's
really
going
to
create
any
issues.
And
again
we
have
that
kind
of
relief
valve.
If
we
do
cease
an
inordinate
amount
of
development
happening
that
we
weren't
expecting.

Well,
maybe
there's
some
changes
that
need
to
be
made
in
the
future,
but
we
don't
anticipate
that
we're
estimating
about
10
to
20
new
units
a
year
compared
to
our
existing
kind
of
five
or
less
that
we
get,
and
so,
if
you're
extracting
that
over
time,
you're
looking
about
100
200,
maybe
300
new
units
and
so
not
a
huge
amount
of
development.
But
there
will
be
hopefully
some
developing.

We
discussed
moving
the
minimum
floor
area.
This
was
a
council
Direction.
At
the
study
session
we
have
building
code
standards,
they
kind
of
address
that
to
some
degree-
and
we
also
are
bringing
in
from
our
two
Family
Code
section
a
storm
water
requirements
so
and
we
currently
require
that
a
maximum
of
35
percent
impervious
surface
in
our
two
family
home
standards.

We
allow
an
exception
up
to
45
with
approval
from
the
city
engineer,
and
so
this
allowed
us
the
opportunity
to
kind
of
review
that
a
little
bit
is
it
appropriate
for
the
single
family
and
working
with
our
engineering
department.
We
said
yes,
this
could
work,
but
we
really
think
it's
most
appropriate
for
those
small
lot
situations,
so
we're
applying
it
to
those
that
are
currently
non-conforming
that
are
kind
of
constrained
have
been
constrained,
so
it
would
only
be
applicable
for
lots
that
are
11.
000
square
feet
are
smaller,
but
we
would
also
require
mitigation
steps.

We
were
not
just
allowing
you
to
increase
your
impervious
surface.
We
need
to
mitigate
that
somehow.
So
one
of
the
mitigation
steps
is
requiring
tree
plantings
because
trees
consume
water,
that
water
infiltrates
into
the
ground
at
a
faster
rate,
and
so
we
require
overstory
trees,
not
not
ornamental
trees.
They
have
to
be
approved
from
our
city
engineer,
there's
other
opportunities
for
rate
control
or
underground
storage
chambers
too.

But
you
can
really
see
the
benefit
on
a
small
lot
where
maybe
they
want
to
put
a
detached
garage
in
your
backyard
with
a
Adu
above
and
you
have
a
longer
driveway,
that's
adding
to
your
impervious
surface.
So
there's
opportunities
there
to
kind
of
really
support
some
of
the
goals.
Here
we
are
also
proposing
to
remove
the
prevailing
setback.

We
have
a
front
setback
requirement
of
30
feet,
except
if
you're
next
to
a
neighbor
whose
house
was
built
before
1974,
then
you
have
to
have
an
average
of
your
neighbor
and
we
felt
this
kind
of
unequitable
you're
only
applying
to
some
Lots,
not
others.
1974
was
the
cutoff
for
some
reason,
and
really
it
created
this
unnecessarily
unnecessary
barrier.
We're
just
going
to
go
with
the
30-foot
setback
applied
across
all
Lots,
this
one's
a
little
wonky
and
it
kind
of
tripped
up
Planning
Commission.
So
hopefully
I
get
this
right.

So
in
chapter
21.301.02,
this
talks
about
structure
placements
setbacks.
We
have
a
footnote
that
says
an
accessory
building
cannot
be
to
be
between
the
primary
building
and
the
street.
So
you
can
see
this
example
here.
This
is
a
lot
that
has
a
street
on
two
sides
and
there's
a
shed
between
the
primary
building
and
the
street.

It
was
not
the
intent
to
prevent
that
from
happening,
because
this
is
in
the
backyard
where
we
want
it
to
be,
and
it's
clearly
outlined
in
chapter
21.301.19,
our
accessory
building
structure,
which
kind
of
differentiates
between
your
side
yard
along
the
street,
your
front
yard
along
the
street,
your
rear
yard
along
the
street.
You
can
see,
there's
all
these
different
kind
of
examples,
and
so
we're
kind
of
just
we're
going
to
rely
on
that
language,
which
is
the
correct
language,
how
we
apply
it.

we
discussed
as
well
reducing
our
parking
requirements,
this
again
had
both
sides.
The
consensus
ended
up
being
that
we
reduced
the
garage
requirement
from
two
cars
to
one
car
and
reduced
the
parking
requirement
from
four
cars
to
two
cars.
You
can
see
an
example
here
about
15
percent
of
our
Lots
currently
have
this.
They
have
a
single
car
garage
again,
probably
developed
before
we
had
the
standard
in
place
that
increased
it,
but
you
can
see.
This
is
a
great
example
where
my
spouses
grandmother
she
lives
alone
retired.
She
only
has
one
car.

So
with
our
two-car,
our
two
family
dwellings,
we're
also
looking
to
make
some
updates
so
similar
to
our
single
family,
we're
reducing
the
lot
size
really.
When
you
look
at
a
two-family
dwelling,
it's
two
single
family
homes.
Squished
together,
you
don't
have
that
middle
side
yard,
and
so
you
can
see
in
this
example,
you
tip.
We
would
have
opportunity
for
two
10
foot
side
yards.
If
you
just
remove
that
you
get
to
2
600
square
feet
that
you
can
remove
from
two
single
family
lots
squished
together.

Then
the
remaining
standards
are
pretty
much
just
aligning
with
those
single
family
updates
that
we've
done
so
removing
the
median
lot
width
requirement,
aligning
the
setback
front,
step
back
with
a
single
family.
We
currently
have
an
additional
50
foot
front
setback
for
two
family
homes,
which
was
identified
by
developers.
It's
just
a
not
necessary
barrier.
I
think
the
original
intent
was
to
kind
of
limit
the
masting
on
the
street.

We
also
have
groupings
of
two
family
homes,
currently
you're
required
to
get
a
plan,
development
overlay,
which
is
a
rezoning.
So
if
you
are
proposing
a
two-family
home,
that's
within
500
feet
of
an
existing
two
family
home.
It
requires
that
rezoning.
This
adds
about
six
to
eight
weeks
in
expense.
You
know
permit
fees
and
that
we
have
in
public
notice
fees
we're
proposing
to
lessen
that
not
remove
it
completely,
but
lessen
it
to
a
conditional
use
permit
that
would
be
approved
at
Planning
Commission.

This
reduces
that
time,
probably
about
closer
to
a
month
and
the
permit
fee
is
lower
and
you
can
imagine
a
scenario.
You
know
two
family
home
developers.
It's
not
your
Lennar
or
polti.
Doing
big
subdivisions,
it's
kind
of
your
one-off
Builder,
your
local
and
there
are
many
cases
contracted
by
a
property
owner
who's
purchased
a
property
looking
to
build
this,
so
it
it's
they're.
Looking
this
really
just
reduces
the
barrier
to
creating
that
two-family
home.

Then.
Finally,
we
are
proposing
to
updating
our
plats.
Currently,
when
you
do
a
lot
split-
and
this
is
that
same
property-
for
that
two
family
home,
it
requires
a
Type
3
plat,
so
that
requires
going
to
Planning,
Commission
and
then
Council,
hearing
or
Planning
Commission
public
hearing
and
then
Council
approval.
And
this
doing
the
type
one
greatly
speeds
that
up.

It
allows
staff
to
review,
and
then
Planning
Commission
to
approve
so
similar
to
the
conditional
use
permit
and
just
makes
it
easier,
and
this
would
be
limited
to
just
two
lots
so
we're
not
allowing
multi-family
in
this
space
Ukraine.
It's
really
intended
for
single
and
two
family
lot.
Development
to
streamline
in
that
process.

some
of
the

we've

with
our
Bloomington
housing
action
team
discussed

the
goals
that
they
had

project

how
they
influenced

kind
of
utilized
that
to
come
up
with

these
strategies.
We
did
a
farmer's
market
where
we
talked
to
at
least
50
people.
We
had
a
let's
talk,
Bloomington
page
with
88
unit,
unique
user
hits.

did
those
study
sessions
with
planning
and
HRA
together
and
then
this
city
council
study
session.
We
have
listserv
with
3
000,
plus
subscribers
that
we
send
this
out
to
and
when
we've
had
numerous
discussions
with
residents
one-on-one,

interested

potentially
doing
two
families
or
doing
lot
splits
and
Realtors
and
Developers,
and
then
on
the
27th
we
were
featured
on
the
Star
Tribune
on
the
front
page.

one

our
us
and
Richfield
are
also
in
the
process
of
updating,
so
they
wrote
an
article
about
that
and
then,
lastly,
as
you
can
see,
we've
had
some
residents
here.
We've
had
some
correspondence
with
them
in

last
couple
of
days,
so
in
your
packet,
you
were
provided
I
believe
we
had
10
letters
that
were
submitted
five
requested
that
the
vote
be
postponed
until
they
had
some
time
to
review
the
the
proposals.
Four
were
concerned
that
there
was
a
lack
of
direct
notification,
as
you
recall,
with
a
city-wide
ordinance
like
this.

goes
into
the
public
into
the
newspaper
for
public
notice.
We
don't
do
direct
mailers,
it's
difficult
to
do
something
in
the
briefing
there
is
a
lead
time
about
three

a
half
months
that
you
need
to
provide.

it's
greatly
makes
it
difficult
for
that
three

concern
that
the
ordinance
would
encourage
more
on-street
parking
in
their
neighborhood.

sidewalks

safety
concerns

children

the

people

driving
lots

conflicts
happening
there
to

concern
that

developer
that
this
would
just
encourage
development
right

they'll
be
too
many
units

impacting

neighborhood
character

concern
that
they'll

losing

wooded
nature
of
their
neighborhood

that
kind

relates
to
where
we
receive
these
correspondence
from
five
or
from
the
mount
Normandale
area
and
five
are
from
the
Norman
Ridge
area.

Dale
area
is
kindness,
Northern
and
then
this
is
rs1
properties
zone.
So
rs1
is
our
large
lot.
Zoning
District
there's
only
120
Lots
in
Bloomington
that
are
zoned
rs1,
but,

you
can
see,
this
area
does
tend
to
have
larger
Lots.
So
talking
with
one
of
the
residents
they
asked
well,
is
there
potential
that
our
area
could
be
our
neighborhood
could
be
rezoned
as
rs1.
So
some
of
the
things
that
we
look
at
you
know
this.

some
of
the
things
that
we
look
at
are
just
the
scale
we
we
wouldn't
Zone
one
property,
that's
considered
spot
zoning
and
that's
illegal.
You
want
to
do
kind
of
a
neighbor,
neighborhood
area
that

sense

this
area.
Maybe
it
could
make
sense,
but
then
we
also
look
at
potential.
Are
you
creating
a
lot
of
non-conformities?
Does
it
really
fit
with
that
zoning
District?
In
this
case,
rs1
is
Zone.
It
has
a
minimum
lot
of
size
of
33
000
square
feet.

of
these
Lots
do
meet
that
about
65
percent,
didn't
on
average.
This
area
was
about
27
000
square
feet,
so
close,
so
maybe
there's
potential
for
this
area
to
be
rezoned
to
rs1
or
address
that
non-conformity

tweaking
the
rs1
zoning
District.
This
is
just
something
we
want
to
make
you
aware
of
that.
There's
other
there
is.
Some
relief
valve
is
potentially
for
this
area.
That
is
expressing
concern.

currently
just
a
primer
for
the
record
when
we
hit
our
land
use
plan.
Has
these
broad
categories,
low
density,
medium
and
high
density
residential
things
like
industrial
General,
commercial,
that
our
zoning
gets
into

land

guideline
it's
kind
of
nested
within
those.
So
if
our
zoning
is
going
to
go
beyond
that
density,
we
need
to
adjust
our
land
use,
that's
underlying
there.

update,
if

single
family
home

an
Adu
on
a
7800
square
foot,
lot
you're
dialed
about
11.8
units
per
acre,
it's

little
bit
different.

we've
currently
calculated
we've
kind

adus
and
kind
of
pretending
that
that
doesn't
add
to
our
density.
So
this
is
kind
of
addressing
that
issue
that
we've
had
in
the
past
because
yeah.
So

we
go
to

units
an
anchor
to
accommodate
this
update,
we
now
have
5
to
50.

have
to
adjust
our
medium
density

it's
now
higher
than
our
medium

we
are
proposing

move

wanted
to
kind
of
acknowledge
that
that
might
be
something
that
happens
along
the
Glendale
Avenue
Corridor
that
might
have
that
mix
of
residential
and
Industrial
together.

Commission
we
had
one

support
of
the
project
and
then
the
Planning
Commission
didn't
have
a
whole
lot
of
else
to
discuss
that

hadn't
already
addressed,
but
one
did
bring
up

could

keep
it

the

lot

standard
that

front

but
we
have
decided

property
was
built
before
1974,
then
you
have

if
this
is
30
feet

or
60
feet-
and
this
is
30
feet,
you
now
have
a
requirement
of
well,
it's
not
quite
45
feet,
but
there's
there's
a
variance
that
we
give.

foot
set
back
here.
So
you
have
this
additional
requirement.

trying

initial
thought
was
to
try

keep
a
straight
line
in
those
situations

you

have
variants

some
neighborhoods

results

code
gets

we

concern

developers

duplex
to
family
housing,
but
then
turning
turn
them
into
rentals
when
our
goal
is
really
around
home
ownership.

so
can
you
just
talk
more
about

risk
there
can
we

anything

Government

prevent
the
sale
of
parcels
to
developers
if
that's
their
plan?

last
couple
years
we
previously
lived
in
a
in
a
duplex
in
South
Minneapolis
for
13
years
and
actually
moved
to
Norman
Ridge
as
a
more
affordable
alternative
to
a
single-family
home
of
similar
size
in
South
Minneapolis.
So
I
was
made
aware
of
the
proposal
on
Saturday
and
along
with
the
rest
of
our
neighborhood,
which
you
can
probably
see
here.

I
spoke
with
an
attorney
today
from
a
local
Law
Firm
who
suggested
the
same
approach
so
a
little
background.
Norman
Ridge
we're
located
in
Congressman
council
member
Dalessandro's,
District
three.
We
have
you
know
many
elderly,
elderly
residents
and
families
with
young
children.
It's
a
low
density
area
with
many
Parcels
in
excess
of
a
half
acre
and
multiple
Parcels
over
a
full
acre.

The
passage
of
The
Proposal
will
have
an
outsized
impact
on
our
neighborhood,
which
I
believe
is
not
in
the
best
interest
of
the
city.
So
to
illustrate
the
specific
importance
of
the
proposal,
there's
currently
one
property
in
the
neighborhood
under
contract,
with
a
contingency
to
close
on
the
proposal's
passage
with
a
minimum
lot:
width
of
163
feet
and
22
000
square
feet
of
parcel
area,
property
May,
support
development
of
three
residential
units.

Up
from
the
current
single
unit
running
some
basic
math,
the
property's
asking
price
is
equivalent
to
17
per
land
foot
and
using
assessed
values
in
the
neighborhood
I
identified
10
of
the
60
owners
in
our
neighborhood
having
property
that
is
assessed
at
less
than
17
per
land
foot.
So
this
is
a
concentrated
amount
of
property.
That's
affected
by
the
proposal
that
I
think
is
going
to
create
issues.

So
one
of
the
issues,
namely,
is
Public
Safety
all
of
the
the
con,
the
what
I
described
as
the
characteristics
of
Norman
Ridge
create
road
hazards
right.
So
it's
difficult
enough
to
drive
around
in
in
a
highly
gradient
area
with
with
blind
turns
so
adding
traffic
from
densification
and
promotion
of
on-street
parking
in
a
hilly.
Neighborhood
like
this
is
generally
a
risky
decision.

As
mentioned
in
page
28
of
the
staff
report.
The
city
can
positively
impact
a
safe,
walking
environment,
Norman
Ridge
Drive
is
a
popular
walking
Loop
in
the
area
due
to
the
hills
and
scenery,
so
greater
on
street
parking
would
reduce
visibility
of
pedestrians,
especially
children
on
this
road.
Increased
traffic
would
pose
an
increased
threat
to
those
pedestrians.
So
I'd
like
to
ask:
how
does
the
city
plan
to
maintain
a
self-safe
pedestrian
environment
for
children
at
our
elderly
on
Norman
Ridge
Drive,
with
limited
off
street
parking
at
new
developments?

Snow,
plowing
challenge
in
our
neighborhood?
My
my
mailbox
has
been
knocked
off
twice
this
year
already
so
snowplowing
amplifies
the
issues
of
the
on-street
parking
living
in
Minneapolis.
You
got
snow
emergency
days
have
to
move
cars.
Plows
move
around
them
turns
into
a
disaster
as
the
winter
moves
on.
So
this
just
ends
up
creating
more
more
things
that
drivers
have
to
avoid
on
these
Hills
and
with
these
blind
turns
so
I'd
like
to
know
in
a
neighborhood,
with
minimal
sight
lines
and
steep
gradients.

Lastly,
kind
of
a
random
one:
the
male
I
don't
know
if
anybody's
checked
in
on
what
it
takes
to
get
mail
delivered
to
a
curbside
mailbox
these
days.
But
the
post
office
requires
30
feet
of
approach
and
30
feet
of
clearance,
so
60
feet
in
total
to
get
to
and
exit
delivering
mail.
This
equals
the
60-foot
lot
minimum
proposed
by
the
city,
making
it
impossible
to
park
in
front
of
a
new
development
and
receive
mail
where
you
have
curbside
mailbox.
That's
the
entire
Norman
Rich
Mill
era
development.

make
sure

neighborhoods

we
had

issue

put

in

trees

the

street

walking

Norman

walk

Echo
the
safety
concerns

just
an
added
density

programs,
where

the
Ridgeview
School

class

on

single-family
zoning
District

a
lot
of
the
discussion
here
is
that
Norman
Ridge
Norman
Dale
Court,
is
a
very
different
area
than
you
know:
east
Bloomington
or
Glen
Wilding,
they're
they're
different,
and
that's
because
we
have

single
zoning
District.

one
of
the
opportunities
we
explored
is
well
what,
if
we
add
more
zoning
districts,
which
is
more
comparable
to
other
communities
where
they
have
that
gradation
in
their
zoning,
but
the
difficulty
with
that
I
mean
this
was
a
long
process.

got
lots
to
develop
lots
of
input
to
begin
with
and
lots
of
different
discussion.
When
you
go
that
route,
it's
an
even
bigger
project
and
you're
talking
about
rezoning
properties
at
in
the
hundreds,
thousands
of
properties
that
might
be
rezoned
having
to
explain
that
having
to
come
up
with
a
whole
new
zoning
code.

becomes
a
much
larger
project
than
we
had
were
directed
to
do,
and
this
is
a
way
to
kind
of
achieve
our
goals
in
a
cost-effective
way,
because
if
we
do
that
big
project,
the
reality
is
we're
mostly
built

land
to
redevelop.

opportunity
around
the
edges
to
allow
people
to
do
more
with
their
property
or
to
redevelop,

going
to
get

tracks

land

might

one

two
other
neighborhoods
pockets
of
the

variety

proponent

affordable

our

lot

this

country

founded,
it's

folks

attention
to
what's

neighborhood

saw
stuff
like
this
more
often,

to
to
put
a
button
on
it.

me

scattered

I
grew
up
in
a
rental
duplex
when
I
was
little

My

folks
rent

place

get
on
soapbox

anything
dad
was
a
hardware
salesman.

a
flight
attendant
and
when
they
got
that
duplex
and
we
had
a
front
yard
and
we
had

door
that
I
could
stand
at
when
I
was
four
years
old.

dad
came
up
the
front
sidewalk.
That
was
our
dream
home.

families

joint
meetings
with
the
school
board
and

at
drifting,
enrollment
saying

we
get
more
families
in
the

these
classrooms

keep
our
schools
strong,

with
moderate
changes
like

of
the

the
city
with
a
request
for
financial
assistance,
the
city
granted
a
250,
000
I'm,

000
Grant
in
September,
and
asked
Artistry
to
go
back
and
evaluate
its
situation
and
inform
the
council
if

amount
of
assistance
they
were
asking
for
was
was
appropriate
for
their
needs.
The
Artistry
came
back
and
subsequently
asked
for
a
loan
of
750
000.
The
city
Council
chose
to
not
do
that
for
several
reasons.
One
is
that
the
the
city
just
generally,
is
not
in
the
business
of
providing
loans.

Second,
there
wasn't
security
that
was
identified
and
there
wasn't
a
strong
assurance
that
the
loan
would
be
repaid
and
there
was
a
feeling
that
other
funders
should
be
part
of
the
solution
as
well.
So
Artistry
went
out.
They
spoke
to
a
number
of
organizations.
One
such
organization,
Propel
non-profits,
does
financial
and
Consulting
Services
in
service
to
other
non-profit
organizations
and
is
committed
to
helping
Artistry
work
through
their
current
challenges.

Artistry
has
revised
their
request
and
is
Seeking
a
grant
of
250
000
from
the
city,
and
if
the
city
were
to
follow
through
with
this
grant
a
couple
of
the
conditions,
we
would
terminate
the
existing
supplemental,
Cultural
Arts
grants
and
its
commitments,
which
is
currently
in
place
and
provides
an
additional
fifty
thousand
dollars
annual
funding
to
Artistry.

would
also
terminate
the
relationship
that
is
defined
in
the
supplemental
Cultural
Arts
grants,
by
which
the
city
has
two
ex-officio
board.

would

commit

continue

certain
services
in
the
realm
of
Visual
Arts

Guthrie
Children's
Theater

fortunate

be

made
the
choice
in
October
to
pause
our
programming.
We
made
the
difficult
choice
to
reduce
the
staff
so
that
we
would
re-examine
our
mission
impact
and
vitality.

have
successfully
paid
all
artists
for
the
work
that
they
have
completed.
We've
paid
or
negotiated
down
more
than
50
percent
of
the
liabilities
that
happen
from
past
leadership
and
are
continuing
to
have
those
conversations
and
we've
been
so
grateful
for
our
stakeholders
and
partners
and
vendors
in
their
generosity
and
support.

They
looked
at
all
of
our
financial
records
for
the
past
years
and
our
history,
as
well
as
a
revamped
budget
that
looks
at
a
smaller
staff,
about
60
percent
of
our
programming
that
keeps
essential
things
in
place
and
and
a
cash
flow
that
looks
at
months
a
month
over
the
next
year
and
we
were
elated
to
find
out
from
those
experts
that
they
do
see
a
solid
Way
Forward
and
will
walk
with
us.
Importantly
to
us
through
this
turnaround.

during
this
challenging
time,
we've
refocused
on
our
biggest
opportunities
for
revenue
and
Community
impact
for
Artistry
to
survive
and
thrive.
We
must
Pare
down
our
programming
to
align
with
a
clearer
Mission
and
our
financial
reality.
So
in
front
of
you
have
a
little
snapshot
of
what
our
budget
looks
like.
So
in
2022,
before
this
discovery
in
September,
there
were
15
full-time
ftes
on
staff
and
our
budget
was
around
2.3
million.
We
had
theatrical
season,
we
presented
visual
art
in
three
Galleries
and
special
events.

We
did
creative
Place
making
in
partnership
with
the
city
and
others.
We
had
five
to
six
educational
sessions
here
in
the
center
per
year,
plus
Outreach
all
over
the
sixth
County,
seven
County
area,
and
we
were
the
box
office
for
all
of
Bloomington
Center
for
the
Arts,
but
we
have
proposed
and
what
we
think
is
viable
for
this
next
year.
As
we
look
to
rebuild,
is
we're
currently
at
four
full-time
staff.

That
is
tailored
to
not
only
our
current
budget,
but
also
what
we're
presenting
and
producing
so
that
we
can
rebuild
and
really
reconnect
with
the
community
and
see
what
matters
for
them.
By
doing
that,
we've
been
able
to
create
a
budget
that
our
board,
our
team
and
our
partners
believe
is
a
viable
budget
for
the
coming
year
in
2023
2223.
So
the
season
impact
what
people
expected
and
what
they're
able
to
get.
We
wanted
to
make
sure
that
we
were
clear.

if
we're
able
to
move
forward,
we
did
present
a
lighter
schedule
for
our
annual
gifts
in
the
gallery.
We
were
so
glad
to
be
able
to
do
that.
We
had
over
40
artists,
artists
that
were
still
able
to
participate
in
that
event,
and
we
were
able
to
raise
money.
The
artists
make
65
percent
of
that.
We
only
cover
our
costs,
which
was
wonderful
to
be
able
to
send
checks
to
those
folks
last
week
who
count
again
on
Artistry
to
make
their
living.
Those
were
visual
artists,
we've
rescheduled,
our
theatrical
season.

They,
of
course,
have
the
option
to
donate
to
their
tickets
to
Artistry,
and
then,
when
our
box
office
reopens
when
and
if
our
box
office
reopens,
they
can
speak
to
our
team
about
other
options
that
we
might
be
able

line
with
what
theater
companies
across
the
country
have
done.
Unfortunately,
we're
all
familiar
with
cancellations
and
postponements
because
of
covid,
and
so
the
good
news
is
that
we
at
least
had
a
template
at
which
to
follow
so

could
honor
and
address
the
needs
of
our
patrons.

our
galleries,
on
our
stages
and

programming

Bloomington
Center

our
partnership
with
the
Confluence
Gallery
at
the
Wildlife
Refuge,
we
will
reduce
costs
for
our
theatrical
Productions,
while
producing
at
least
four
main
stage
shows
per
year
in
the
Schneider
theater.

programming
that
prioritizes
Community
artists
and
Community
engagement,
we'll
also
prioritize
more
Community
engagement
at
all
levels
of
programming.

need

change

way
we
operate.

our
goal

find
efficiencies,
build
in
financial
accountability
and
streamline
our
processes

monthly
meetings
and
cash
flow
reports,
with
Propel
monthly
financial
reporting
to
the
board
of
directors.

our

governance

already
started
to
do

recruiting

fundraising

reducing

theater

arts
organizations

take

look

we

spending
to
create
the
art,

that's
been
some
of
the
work

folks
have

feel
free

jump

mostly
what
we're
looking
at
is
having
more
creative
unit
sets

cheaper
to
produce
and
cheaper
to
move.

we
want

sure

the
money

we

to
people

people
are
getting
paid
what
they

to

one

favor
of

mentioned

Quite
simply
the

would
be

the

boards

city
is
that
our
city
council
can
know

appoint

boards
and
commissions
people

expertise
in
their

seven

Council.
We
advise
the
city
council
on
a
variety
of

long-range

issues,

and

we
did
merge
with
the

in

commission

exists
It's
all
under
the
umbrella

the

Commission

serve

developments
listed

rezonings

special
projects
and
a
number
of
city
code
amendments
which
all
of

those
are
going
through,
went
through
you
and

through

I'm
not
going

touch
on
individual
ones.
As
far
as
the
projects
go,
I
want
to
highlight
that
different
projects
on
the
work
plan
are
kind
of
divided
up
into
different
buckets.
That's
how
we're
thinking
about
them,
there's
discrete
planning
projects
and
then
there's
ongoing
and
supportive
projects.

we
talk
about
the
projects
seeming,
we're
mainly
going
to
focus
on
the
discrete
planning
projects,

number

ongoing

things
that
we
do
as
well

certainly

the

we

are
things
that
we
collaborate

a
wide
variety
of
other
staff
and
other
departments
on

ongoing

Commission
is

number
of
these

likely
to
extend

term

staff

fair
amount
of
transition
in

planning
division

we

preliminary
research

some
feedback
on
that
a
zoning
cord
reorganizational
project,
this
is
more

a
clerical
project,
kind
of
just
improving
the
clarity

structure
of
our
zoning
code,
missing
middle
housing
standards,
the
Planning,
Commission
and
Council
both
received
a
study
session
presentation
from
planning
staff
on
this
topic.

looking
at
what
types
of
housing
types
kind
of
fit
between
the
housing,
Continuum
or
Spectrum
in
between
a
single
family
and
multi-family
housing,
and
where
can
the
zoning
code
be
tweaked
or
what
other
potential
policy
prescriptions

be
used
to
passively
integrate
those
uses
into
more
more
integrate
them
into
Bloomington,
short-term
rental
regulations?
This
is
a
project
that
we
were
discussing
prior
to
the
pandemic
and
something
that
the
pause
button
was
pushed
on
at
that
time.

city
has
partnered
with
the
University
of
Minnesota,
which
is
likely
to
take
place
later
this
year
to
do
our
return
on
investment
type
analysis
of
some
key
policy,
questions
that
involve
planning
land
use
and
Zoning
Roi

land

types
as
well
as
Roi.
On
some
of
the
city's
investments
in
affordable
housing,
so
that's
a
partnership
with
some
graduate
level.
Students
at
the
University
of
Minnesota
that'll
be
taking
place
in
the
spring
met
Council
system
statement
response.

simply
responding
to
some
updates
in
the
regional
planning
documents
on
the
part
of
the
Met
Council,
just
to
bring
City
comprehensive
plan
into
conformance
with
some
of
those
updated
Regional
plans,
sanitary
sewer,
funding
project.

is
a
project,
that's
definitely
very
collaborative
among
several
departments
and
divisions.
It
has
to
do
with
you
know
some
areas
of
the
city's
sanitary
sewer
infrastructure
that
are
reaching
their
capacity,
our
limit
in
terms
of
the
development
in
those
areas.

So
if
the
city
wants
to
continue
to
see
increased
development
in
certain
strategic
districts
or
certain
areas,
there
needs
to
be
a
discussion
about
how
to
fund
some
of
the
upsizing
of
trunk
or
Mainline
sanitary
sewer
infrastructure,
it's
being
led
by
planning
but
I'm
sure,
Finance,
Public,
Works
utilities.
Legal
lots
of
people
will
be
involved
in
that
one
rezonings
there's
some
additional
rezonings
that
are
recommended
within
the
Lindale
Avenue
retrofit
plan.

potential
for
mixed
use,
those
types
of
things
I
had
a
few

so
I
breezed
through
that
pretty
quick,
suffice
to
say
we
go
through
and
we
in
addition
to
the
hours
we
also
go
through
exercise

years
work
can
kind
of
break
down
just
from
a
sequencing
standpoint

make
sure
that
we
have
enough
staff
capacity
to
adequately
lead
these
projects

regulatory
issue

talking

If
it's
something
that
lives
in
the
zoning
code,
certainly
planning
staff
are
going
to
be
brought

conversation

typically
it
would
be
receiving
some
correspondence
from
us
that,
whatever
is
the
issue
it
doesn't
conform
to
the
zoning
code,
for
example.
So
how
would
we
evaluate
those
types
of
requests?
We
would
you
know,
certainly
with
our
miscellaneous
issues,
ordinance
process.
We
look
at
things
like
that.

To
a
degree
we
always
let
any
member
of
the
public
resident
business
owner
whomever
that
they
have
an
opportunity
to
seek
to
amend
the
city
code
via
process.
Now
that
process
is
quite
costly
and
time
takes
a
long
time,
so
I
empathize
with
people
that
that's
not
a
magic
balm
for
them
to
pursue,
but
I
mean
about.
We
have
conversations
about
our
policies
and
ordinances
every
single
day
and
that
will
continue
like
how
it
comes
back
to
a
council
in
the
form
of
a
work
plan.

not
always
that
direct
line,
but
you
know
for
things
that
we
think
have
merits.
Certainly
we're
going
to
include
it
in
work
that

do
either
in
the
form
of

ordinances
along
the
way
or
if
it's
something

study

from
another
advisory
border
commission,
then
it's
something
that
we
would
potentially
include
in
our
work
plan.

Port
Authority
does
now

kind

more

development

things
would
be
encompassed

we're

out
and
seek

expend
our
political

capital

effective

items

be
those
because
they

the
highest
dollar

things

note

that
we
often
partner
with
other
groups
like
The
League

Minnesota
cities

Metro
cities

municipal
legislative
commission,
our
own
efforts.
We
do
employ
lobbyists

support

work

we
also
have
access
to
functional
areas
within
the
organization,
so
Economic
Development
Association
of
Minnesota,
the
Public
Works
folks,
the
police,
Chiefs,
the
local
public
health
agencies.
There
are
significant
resources
for
local
governments
to
Advocate
at
the
state
level.

is
a
2023
draft
legislative
program,
it's
very
similar
in
style
and
Delivery,
for
what
you
have
seen
in
the
past.

two
items
to
note
that
things
that
Bloomington
has
worked
on
specifically
one
is
a
draft
paid
parental
leave

we
hope
to
bring
to
you
in
early
February
and
at
this
point,
I'll

late
February,
because
the
schedules

tighter
but
also
then
earn
sick
and
save
time
is
also
being
going
to
be
considered.

make

the

one

is
active
transportation
funding
at

it
makes
sense

big
push
at
the
legislature
right
now
on

broadband
and
closing
the
gap

schools

we
have
an
equity
issue
here
in
the
city
of
Bloomington,
so
I
think
if
we
can
be
more
active
in
support
of
those
conversations,

that
would
be

on
the
passive
side.

the
community
who
are
tuning
in
and
wondering
what
this
conversation
is
about.

fact
is
that
we
have
a
very
large
Capital
program.
We
have
an
awful
lot
of
physical
assets
here
in
the
city
of
Bloomington
and
we
have
a
lot
of
a
lot
of
facilities
to
maintain.
We
are
a
community
that
is
of
a
certain
age
where
a
lot
of
these
facilities
and
buildings
were
constructed
in
a
certain
time
period
and
the
the
time
to
reinvest
in
those
properties
is
coming
due
much
at
the
same
time
here
so
over
the
last
seven
years
or
so.

So
the
local
option,
sales
tax-
is
a
strategy
that
we
would
be
able
to
finance
capital
projects
really
important
capital
projects
and
do
so
in
a
way
that
that
reduces
the
obligation
for
Bloomington
taxpayers.
So
we've
done
the
analysis
on
on
the
amount
of
well.
We
have
not
done.
We've
had
the
Minnesota
Extension
Office.
Do
the
analysis
on
how
much
sales
tax
revenue
is
generated
in
the
city
of
Bloomington
and
use
that
number
to
forecast
how
much
it
would
support
in
financing
to
do
several
projects?
So
you
see
up
there.

second
box,
the
11
to
12
million
dollars
generated
each
year,
that's
sales
tax
revenue
and
we
would
use
that
Revenue
stream
over
a
period
of
20
years
to
finance
projects
so
Mike.
Why
don't
you
go
ahead
real
quickly
and
go
back
to
you
know?
Actually
we
can
start
here,
we'll
go
we'll
just
we
don't
need
to
go
back.

The
the
previous
slides
just
had
what
happened
in
2022.
We
had
asked
the
legislature
to
consider
granting
Bloomington
the
authority
to
move
forward
and
tax
bills
did
not
move
at
the
Minnesota
Legislature
last
year,
so
our
requests
did
not
move
forward.
So
what
it
is
that
we're
asking
for
a
half
of
a
percent
added
tax
on
gross
receipts
of
retail
sales
in
the
city.

That
only
applies
to
things
that
are
currently
taxable
so
items
like
food
and
clothing,
which
are
not
taxed
in
the
state
of
Minnesota
as
essential
items,
would
continue
to
not
be
taxed
under
this
proposal.
The
Minnesota
extension
analysis
shows
that
of
that
sales,
tax
revenue
generation
in
the
city
of
Bloomington
about
75
percent
of
that
pre-covered
was
being
generated
by
non-bloomington
residents.

That
number
dipped
a
little
bit
during
covid,
because
we've
had
updated
numbers
and
the
the
reason
is
that
our
hospitality
industry
generates
an
awful
lot
of
sales
tax
and
because
our
hotels
were
mostly
shuttered
for
a
good
amount
of
time.
The
Mall
of
America
was
closed
for
a
number
of
months.
A
lot
of
the
outside
spending
declined
during
covet,
and
what
we
know
is
that
those
sales
numbers
are
rebounding
to
the
level
they
were
back
in
2019..
AN
So
we
expected
that
ratio
of
non-resident
spending
is
returning,
just
as
the
sales
numbers
are
rebounding
and
again,
the
local
sales
tax
would
have
less
impact
for
Bloomington
residents
than
asking
Bloomington
taxpayers
to
pay
for
these
projects
via
property
tax.
So
one
really
important
notice.
If
note
is,
if
the
legislature
approves
our
request,
it
still
has
to
go
to
Bloomington
voters
to
approve,
so
there
would
be
a
referendum
after
the
legislative
session
like.

The
number
is
relatively
the
same:
we're
looking
at
about
155
million
dollars
of
projects.
That's
the
amount
that
could
be
financed
over
a
20-year
period
based
on
the
revenue
generation
numbers
from
Minnesota
extension,
Bloomington,
Ice,
Garden
renovation
was
included
last
year
because
of
the
the
cost
of
increasing
costs
of
materials
and
labor
in
the
construction
market.
We've
had
to
adjust
this
number
upward,
so
it
is
now
in
the
neighborhood
of
35
million
dollars,
which
is
up
a
couple
million
from
last
year's
request.

I
I
believe
the
council
is
familiar
with
this
for
those
in
the
community.
We
have
significant
repairs
that
have
to
be
made
to
the
mechanical
and
the
the
physical
plant
of
the
building
itself.
A
roof
replacement.
The
refrigeration
system
is
outdated.
The
refrigeration
is
not
being
manufactured
in
the
United
States
anymore
and
can
only
be
purchased
on
a
secondary
Market.
It's
no
longer
allowed
to
import
it,
so
as
the
supply
of
it
continues
to
decline,
the
cost
is
going
to
go
up
substantially
and
it's
just
not
a
safe
product.

So
having
a
new
refrigeration
system
is
an
absolute
must
moving
forward.
So
this
is
a
significant
project
to
maintain
the
you
know,
the
vitality
and
the
viability
of
the
ice
Garden
moving
forward
next
slide,
please
the
Community,
Health
and
Wellness
Center
again
a
project
that
was
included
last
year.
This
one
was
originally
in
for
75
million
dollars.
Council
will
recall
that
we
had
estimated
that
cost
based
on
the
medium
project
proposal
back
when
we
were
looking
at
Community
Center
designs
in
2019..

This
one
has
been
updated
again,
largely
due
to
the
increasing
costs
of
construction
and
other
costs
related
to
that
project
that
we
want
to
make
sure
to
incorporate.
So
this
is
an
important
one.
This
would
replace
the
existing
Creekside
facility
and
also
replace
the
public
health
facility
and
combine
those
two
into
one
facility
which
the
council
has
said
will
be
at
the
Creekside
location.
We
want
to
take
that
off
the
table
right
away,
that
we're
not
we're
not
focused
anywhere
else,
except
for
a
Creekside
and
public
health
replacement
on
the
Creekside
site
next
slide.

is
a
new
project.
The
it
replaces
two
other
projects
that
were
in
last
year.
One
was
a
replacement
of
the
golf
course
clubhouse
at
Duan
and
cl
and
Golf
Course
improvements
that
that
one
was
not
well
received
by

legislature
and
in
fact,
requests
for
golf
courses
are
typically
turned
down
by
the
legislature.
We
also
had
the
Bloomington
Center
for
the
Arts
expansion,
but
given
the
uncertainty
about
where
the
Arts
stand
today,
we
didn't
feel
it
was
appropriate
to
move
forward
with
a
significant
request,
based
on
on
the
current
uncertainty.

Council
expressed
interest
in
having
a
natural
resource
project
staff
went
to
work
based
on
the
park
system,
master
plan
and
the
natural
resources
plan
that
we've
been
working
on
and
have
come
up
with
a
significant
project
that
would
be
concentrated
in
The
Nine,
Mile
Creek
area
of
Miami
Central
Parks.
So
this
would
add
substantial
Park
shelter
building
and
vastly
improve
the
the
passive
and
active
Recreation
opportunities
in
that
area,
while
also
doing
some
important
natural
resource
repair.

the
important
criteria
is
that
projects
that
are
approved
by
the
legislature
have
some
sort
of
regional
impact
and
benefit
so
whether
they
would
accept
the
the
regional
nature
of
this
proposal,
because
the
Nine
Mile
Creek
area

connective
area
that
moves
through
many
communities
is,
is
one
that
we'll
have
to
see
whether
that's
received
well
or
not.
So
those
are
the
three
projects
that
we're
proposing.

meeting

January
23rd,
we
need

pass
a
resolution
that
formally
requests
the
authorization
to
move
forward

we
have
to
identify
the
projects
and
the
costs
associated
with
projects
in
that
resolution.

those
are
two
really
important
projects,
I
I
am
a
little
bit
concerned
about
shorting
them
from
a
cost
perspective
and
I
understand.
The
natural
resources
is
important.
I
also
think
that
these
are
two
projects
that
we've
been
talking
about
for
so
long
that
I
absolutely
have
to
get
done
that
if
we're
going
to
use
this
funding
mechanism,
we
want
to
do
what
we
have
set
out
to
do,
which
is
minimize
exposure
to
Bloomington
taxpayers
and
I'm
I'm
leery
of
coming
back
and
having
to
go.

tax
dollars
or
some
other
funding
source,

sources

as
we

closer

planning
of
that
project
and
because
there
are
so
many
different
sources
of
funds,
it's
going
to
vary
from
Project
to
project.

biggest
question

impact
on
the

property
tax
revenue
and
it's
its
allocation
towards
Debt,
Service
and
being
in
competition
with
other
projects
that
are
depending
on
property
tax.

we

enough

tax
for
these
projects,
the
we'd
look
to
other
sources,
it
complicates
those
those
additional
projects.
