going
to
do
some
appointments
to
the
HRA
board,
the
port
authority
and
to
the
Merit
board.
We
have

items
under
consent,
business
and
I
believe
councilmember
dalessandro
has
their
consent
agenda
tonight
under
hearing's
resolutions
and
ordinances.

public
hearings
and
the
first
is
probably
the
main
event
for
tonight:

and

hearing
we'll
also
talk
about
our
2023
through
2032
Capital
Improvement
plan
public

a
new
on
sale,
intoxicating
liquor
and
Sunday
license
application
at
Friendship.

day
is
observed
every
December,
10th

is
observed
every
year.
It's
observed
December
10th
this
year
and
the
day
December
10th
is
the
day
in
1948
that
the
United
Nations
General
Assembly
adopted
the
Universal
Declaration
of
Human
Rights,
and
we
have
been
doing
that
here.
In
Bloomington.
We
have
established
our
Human
Rights
Commission
back
in
1968,
and
we
recognize
this
day
each
year
with
her
Human
Rights
Day
Proclamation,
which
I
will
read
today.

whereas
this
city
of
Bloomington,
Human,
Rights
Commission,
is
celebrating
54
years
of
aiding
and
Advising
the
city
council
in
ensuring
all
citizens
have
equal
opportunities
and
whereas
the
city
of
Bloomington
recommits
its
goal
of
protecting
and
advancing
human
rights
to
all
now.
Therefore,
I'm
mayor
Tim
Bussey

hereby
Proclaim

as
human
rights
day
and
ask
all
residents
to
continue
their
efforts
in
making
Bloomington
a
model
for
fair
and
equal
rights
for
all

re-engage
the
Early
Learning
advisory
Council,
as
well
as
other
projects
mentioned
in
the
nomination,
such

raising
money

update

the
preschool
equipment

Southwood

at
the
pond.
Center
just
I'll
show
the
scope
of
all
the
amazing
things
that
you're
doing
in
our
community.

Creating
Community
for
the
youngest
people
in
Bloomington
is
investment
in
their
future,
and
we
believe
that
Community
is
how
young
people
will
grow
their
sense
of
belonging
and
acceptance
here
in
Bloomington.

Todd
pod
group
in
Bloomington
and
I.
Also
chair,
the
Bloomington
Early
Learning
advisory
Council
toddpod
got
started
in
the
early
fall
of
2020
coming
off
of
early
pandemic
lockdown
time.
It's
short
for
toddler
pod.
It
was
a
group
of
families
with
children,
basically
one
to
five
years
old
that
wanted
to
meet
at
local
parks
and
have
social
time
both
for
the
little
kids
and
their
grown-ups.

a
pandemic
thing
and
it
was
born
out
of
like
a
desire
for
connection,
but
what
I've
seen
is
toddpod
has
grown
more
since
the
pandemic,
eased
up
than
it
did
during
the
pandemic,
which
tells
me
there
was
just
a
need
for
Community
for
connection.
It
still
is
just
an
email
list
like
it
is
not
anything
official
and
yet
it's
so
much
more
toddpod
got
started
with
eight
families
and
then,
as
we
moved
around
different
parks
and
we
added
people
a
year
later,
it
was
a
hundred
today,
two
years
and
change
later,
it's
275.

Also
chair
the
Bloomington
Early
Learning
advisory
Council,
which
is
a
lot
of
words
for
a
group
that
is
separate
but
aligned
with
the
school
district
and
specifically
Early
Childhood
in
the
school
district.
That
group
exists
to
Advocate
and
advise
on
the
Early
Childhood
programming.
The
district
does
also
to
do
some
things
that
aren't
as
measurable
but
are
equally
as
important.
You
know,
building
Community,
making
School
feel
like
more
than
a
class.
You
attend
once
a
week.

Joy
farming,
the
more
I
give
to
it.
The
more
seeds
I
plant,
the
more
things
spring
up
and
there's
stuff
to
reap,
and
it
just

Just
that's
why
it's
grown
and
I
continue
it,

I

the

the
first
person
in
the
room
or
at
the
park
to
say
hello,
and
if
you
do
that,
you
can
build
a
Todd
pod.
That's
the
secret
sauce
is
just

the
first
person

saw

real
that
happens

our
city

our
Parks
every
week.
It's
getting
colder,

it's
not
happening
as
often
right
now

summer.

magic
is
every
day
of
the
week

Saturdays

there's
one
thing,
I've
learned
since
becoming
a
parent
myself,
I've
been
at
this
about
five
years
now.
It's
that
you
cannot
over
support
a
family
with
young
children,
it's
simply
impossible.

demands
are
too
much
the
sleep
too
little
the
emotions
too
intense,
and
if
you
do
support
them,
if
you
see
them,
if
you
welcome
them
in,
if
you
give
them
a
place
to
belong
and
be
accepted,
they
will
never
forget
it.
They
are
the
most
grateful
bunch
of
people
because
of
how
vulnerable
that
time
is,
and
it's
a
time
where
we
all
have
more
in
common
than
we
have
different
and
everything
you
give
to
them.

this
community

I
hope
it
keeps
growing

agenda
item
2.3
is
an
update
on
our
city
council,
member
vacancy
as
I'm
sure.
Most
of
you
know,
our
city
council
member,
our
colleague,
Nathan
Coulter,
was
in
November,
was
elected
to
the
Minnesota
House
of
Representatives
and
will
be
leading
the
city
council
to
take
that
job
I
think
unless
he
wants
to
turn
it
down
and
stay
with
us,
I
mean
it's
a
it's
tempting
I'm
sure
it's
a
he's
going
to
try
and
reply
now.

council

What
we
have
tried
to
do
is
make
sure
there
is
as
little
time
for
vacancy
on
the
council
as
possible
so
that
we
have
a
full
complement
of
council
members,
and
so
even
though
the
effective
date
of
the
vacancy
has
not
occurred
yet
we're
pretty
confident
that
we
know
that
the
vacancy
is
still
going
to
happen,
and
so
we're
going
to
put
the
wheels
in
motion
so
that
the
council
can
be
ready
to
go
as
soon
as
that
vacancy
is
there.

We
have
identified
initial
interview,
dates
of
January,
4th
and
7th,
which
would
be
special
City
Council
meetings,
and
then
that's
obviously,
depending
on
the
number
of
applicants
we
get
resolution
declaring
the
vacancy
will
happen
on
January
9th.
That's
because,
according
to
our
Charter,
the
actual
resolution
doesn't
get
made
until
the
vacancy
actually
occurs.
So
we
have
to
wait
for
that
to
happen,
and
then
we
will
invite
the
finalists
to
present
before
the
council
and
then
hope
to
have
an
appointment
made
and
a
new
council
member
seated
by
January
23rd.

we
put

information
up

Wednesday,
and
so
folks
can
certainly
call
us
in
the
administration
office
if
they
have
questions
and
I

know
that
city
council
members
are
always
available

answer

terms

the
obligation
and
responsibilities

we're
basically

Speaking
of
appointments
are
three
items
that
include
appointments.

Stamp
presentation
very
good,
so
as
Council
as
you
know,
our
HRA
board
governs
the
activity
of
the
Bloomington
Housing
and
Redevelopment
Authority,
and
their
mission
is
to
help
provide
affordable
housing
opportunities
for
those
not
adequately
served
by
the
marketplace,
to
coordinate
the
city's
efforts
to
preserve
existing
neighborhoods
and
promote
development
and
Redevelopment
that
enhances
Bloomington
very
recently
this
year.
As
a
matter
of
fact,
we
expanded
our
HRA
board
from
five
members
to
seven
members,
and
so
we
have
actually
three
openings
on
our
HRA
board
and
seven
members.

So
with
that
officially,
this
is
a
mayoral
mayoral
appointment
with
approval
of
the
council
and
based
on
the
interviews
that
we
did
in
the
discussion
of
the
interview
panel.
The
three
recommendations
by
the
mayor
are
to
appoint
Rod
Wooten,
Blake,
doblinger
and
Jennifer
Muller
to
the
HRA
board
of
directors
counselor.

Port
Authority,
which
was
created
to
deliver
orderly
real
estate,
Redevelopment
and
economic
development
throughout
the
city
and
the
port.
Authority's
efforts
currently
are
concentrated
in
the
South
Loop,
which

east
of
Highway
77,
including
the
Mall
of
America
but
beginning
in
2023.

authority
and
we
had

two

the

the
panel

because
I
know
there
has.
This
has
been
something
that
a
number
of
people
within
the
community
have
talked
about,
at
least
in
my
district
I
think
councilmember
Dalessandro's
District
borders
on
this
as
well.
It's
about
safety
at
our
schools,
Crossings
things
of
that
nature,
and
this
is
a
project
that
actually
I
think
was
approved
or
voted
on
about
two
to
three
years
ago
and
is
now
coming
forward.

seen
you
know,
kids
trying
to
cross
those
intersections
with
people
trying
to
get
through
them
and
this
by
directing
kids
closer
into
the
school
away
from
the
roads
by
you
know,
taking
out
a
turn
lane
to
the
right
when
you
go
out
of
there,
so
you
can't
really
see
what's
going
on
behind
you,
as
opposed
to
being
a
more
of
a
perpendicular
coming
out
to
102nd,
where
you
can
easily
look
to
your
left
and
your
right
and
see
traffic
patterns.
I
think
there's
just
a
lot
of
really
good
things.

doesn't
deal
with
everything
in
the
area.
Obviously
we
know
that
I
mean
we've
got
Jefferson
down
the
road.
It's
got
issues,
but
this
is
a
really
really
good.

step.
The
reason
I
bring
that
up
is
there's
been
questions.
We've
we
received
questions,
I've
seen
them
on
Facebook
and
I
just
wanted
to
give.
Let's
see,

here's
a
chance
to
just
kind
of
address
some
of
those
and
let
the
community
know
the
benefit
of
this
project.

have
a
really
busy
agenda

the
opportunity

highlight
this
project
and
go
over
some
of
the
benefits.
If
we
do,
it

The
overhead
I

show
a
Just

conceptual
layout
of
some
of
the
improvements
that
we
have
planned
for
this
intersection.
So
we've
been
working
closely
with
the
school
district
for
I'm
I'm
a
little
happy
and
a
little
sad
to
say.

Students
that
are
headed
to
the
middle
school
and
the
elementary
school
would
follow
a
brand
new
sidewalk
and
be
able
to
cross
on
the
school
campus
at
a
location
where
there's
only
a
single
Lane
of
traffic
in
each
Direction
and
no
turning
movements
happening.
So
while
they
still
have
to
cross
traffic,
it's
a
much
more
controlled
with
it
with
a
lot
less
activities
going
on.
We
don't
have
to
worry
so
much
about
the
driver
judgment
where
up
here,
there's
a
lot
of
complication
going
on.

We
we
and
the
school,
and
all
the
parents
in
this
area
have
concerns
with
their
kids
crossing
that
driveway,
while
drivers
are
also
doing
that
complex
move.
So
we
are
not
going
to
restrict
pedestrians
from
this
area.
There's
still
going
to
be
some
improvements
for
pads
that
are
crossing
here.
We
know
that
kids
are
still
traveling
down
to
the
high
school
and
there's
other
pedestrian
activity
in
the
area,
so
we'll
make
it
safer
both
on
their
site
and
at
the
driveway
opening.

The
reason
for
the
added
right
turn
Bay
into
the
school
driveway
is
that
in
the
future
we
would
like
to
see
this
West
102nd
Street,
converted
from
a
four-lean
to
a
three
lane.
This
is
a
critical
element
to
be
able
to
still
maintain
on-road
bike
Lanes
when
in
the
future,
when
we
make
that
Improvement.
So
just
that's
one
of
the
questions
that
had
come
up
in
conversation
as
well
I'm
happy
to
answer
any
any
other
questions
but
appreciate
the
opportunity.

a
quick
additional
question:

That
was
really

In
fact,
when
I
looked
at
that
myself,
I
was
like
I'm,
not
sure
what
I'm
looking
at,
so
it
really
did
help.

know

one

other
questions
that
was
asked
was
around
the
speed
limit
there
and
I
know.
We've
asked
for
a
fairly
comprehensive
city-wide
traffic
study.
That's
coming
up
in
the
near
term
and
I'm.
Looking
forward
to
that,
is
there
any?

we
intend
to
address
speed
limits,
city-wide,
and
so
this
is
definitely
a
location
where
I
anticipate
seeing
the
speed
limit
being
reduced,
but
we
want
to
handle
that
as
more
of
a
all-encompassing
city-wide
project
and
that
process
is
underway.
With
that
study,
getting
going
right
now
so
I
think
the
timeline.
It
may
end
up
falling
right
in
line
with
this
project
delivery,
or
it
may
be
a
little
bit
later,
but
it
it
is
very
likely
that
that
will
happen
and
be
addressed
under
that
full
speed
study.

What
what
I
would
say
in
terms
of
the
speed-
and
this
was
actually
a
point
that
I
was
going
to
raise
because
I
think
that
was
another
concern-
that's
come
up
with
people
in
the
neighborhood
one
of
the
things
that
I
think
is
a
benefit
to
this,
because
speed
is
one
thing:
the
the
speed
that
traffic,
but
the
differential
in
speed,
seems
to
be
less
safe.
In
my
mind,
when
you
have
that
right
turn
lane
into
there
or
the
left
turn
lane
into
there
stopped
and
they
have
people
going
by
at
35.

That
seems
to
be
what
is
most
dangerous.
You
get
somebody
pulling
out
into
that
traffic
all
of
those
things,
and
then
you
know
you
get
people
rightfully
you
know
they
they
come
out
of
there
and
then
they
turn
left
to
go
into
the
neighborhoods
to
the
north
of
there.
Now
you
have
car
stopped
in
the
right
lane.

They're
gonna
they're
gonna
try
to
find
their
fastest
way
through
there.
So
thank
you
for
doing
this.
I
I
underestimated
how
long
you've
been
working
on
it,
so
I'm
really
glad
to
see
it
come
to
fruition
like
I
said
not
perfect,
doesn't
address
everything,
but
a
really
really
good
first
step.

our
budget
process
that
began
three
four
months.

introduce
our
City
Assessor.
Tim
Bulger
is
also
in
the
council
chambers
this
evening,
and
he
will
be
available

the
end
of
my
presentation
to
answer
any
questions
about
assessed,
property
values,
homesteading
properties
and
the
state's
property
tax
refund
program,
and
he
will
also
be
available
in
the
lobby
just
outside
of
the
council
chambers
afterwards.

anyone

specific
questions
about
their
own
property
evaluation.

So
we
have
had
eight
budget
discussions
at
Council
meetings
this
year,
so
in
May
there
was
kind
of
an
initial
budget
discussion
with
Chief
seal
was
here
as
well,
and
then
in
August
we
had
the
special
meeting
to
discuss
the
preliminary
tax
levy
and
general
fund
budget.
The
preliminary
tax
levy
was
set
in
September
on
October
3rd.
Then
we
had
some
non-property
tax
budget
requests
that
were
approved
on
October
17th.

We
had
an
in-depth
look
at
the
Utility
Fund
budget
and
their
proposed
rates,
and
then
we
had
some
Department
budget
discussions.
We
did
a
deep
dive
this
year
into
all
of
the
department
budgets
and
so
those
started
on
October
24th
and
then
on
November
14th.
We
had
the
utility
rates
public
hearing,
we
had
some
additional
Department
budget
discussions
and
then
on
the
21st.

had
the
special
meeting
to
finish
the
department
budget
discussions,
as
well
as
to
discuss
the
final
2023
tax
levy
and
general
fund
budget,
and
so
this
next
slide
is
a
word
cloud
that
was
created
from
council's
discussion
following
my
budget
and
tax
levy
presentation
on
November
21st.
So
we
thought
this
might
be
interesting
to
put
together.
Some
of
the
words
that
stand
out
to
me
are
six.
That's
there
in
the
middle,
which
I'm
assuming
is
came
from
a
reference
to
the
six
career,
firefighter
positions
that
were
in
the
preliminary
2023
budget.

Along
with
those
events,
the
city
also
conducts
a
national
Community
survey
annually
to
receive
statistically
weighted
results
that
reflect
bloomington's
overall
and
the
serving
survey
took
place
between
May
20th
and
July
8th
and
the
results
were
shared
with
the
council
at
the
October
7th
city
council
meeting.
This
was
the
11th
time
that
the
city
has
conducted
the
survey.

The
reduction
in
the
fire
expenses
is
that
in
the
original
budget
that
was
presented
and
approved
in
2020
I'm
sorry,
it's
September
23
that
had
six
full-time
firefighters
in
that,
and
that
was
before
we
received
the
safer
Grant
from
FEMA
and
in
this
budget
we
have
just
three
firefighters
in
addition
to
the
18,
but
and
that
they
would
not
start
until
July
and
then
some
of
the
other
things,
the
contingency
and
the
delinquent
taxes.
That's
just
a
factor
of
having
less
property
taxes
and
also
having
less
expenses.

We
had
an
increase
in
parks
and
rec
arts
in
the
Parks
expenses
of
ten
thousand,
and
then
in
that
preliminary
budget
we
did
have.
We
had
added
to
the
transfer
from
strategic
priorities.
So
initially
we
planned
1.1
million
to
come
from
the
Strategic
priority
fund
into
the
general
fund
for
tax
levy
stabilization
for
the
preliminary
budget.
We
increased
that
by
729
000
and
then
in
this
proposed
budget,
where
we're
proposing
to
bring
that
back
down
to
1.1
million.

When
you
add
in
the
increase
in
The,
Debt
Service
amount
for
the
construction
of
fire
station
number
four,
so
it's
85
percent
and
on
the
next
slide,
just
there's
a
picture
of
the
fire
station
number
four
project
and
881
000
of
the
one
million
dollar
increase
in
debt
service
is
related
to
this
project.
This
construction
of
fire
station
4,
that's
replacing
an
outdoor,
outdated,
older
fire
station.

And
just
as
a
reminder
from
before,
When
I
Was,
Here
speaking
to
the
Council
on
November
18th,
the
Minnesota
Department
of
Revenue
had
a
news
release
of
the
overall
increase
in
the
proposed
tax
levies.
This
is
based
on
preliminary
tax
levies
from
2022,
and
so
I
have
highlighted
there
for
cities,
it's
a
9.1
increase.
So
what
we're
proposing
tonight
is
pretty
much
in
line
with
that
increase.
You
can
see
what
they
have
for
counties,
townships,
schools
and
special
taxing
districts
as
well
on
the
next
slide.

And
then
this
is
a
sample
property
tax
statement
for
the
median
value
home.
The
median
value
home
is
valued
at
355
900
dollars,
and
this
just
shows
the
split
out
for
city
property,
tax,
the
city
with
city
property,
tax,
county
school
and
other
so
from
the
overall
tax
bill
about
a
third
of
that
is
the
city
and
the
rest
are
other
taxing
jurisdictions.

They
do
say
that
a
high
a
far
higher
percentage
of
renters,
then
homeowners
do
participate
in
this
program,
since
the
landlords
are
required
to
provide
that
certificate
of
rent
paid
form
annually.
That
includes
property
tax
refund
instructions,
some
Property
Owners.
They
must
be
homesteaded
in
order
to
file
a
property
tax
refund
and
be
able
to
have
the
market
value
exclusion,
as
well
as
file
for
the
property
tax
refund.

If
you
can
even
just
go
back
one
slide
so
sorry,
so
it
is
available
for
both
homeowners
and
renters.
The
due
date
is
August
15th,
but
you
can
file
up
to
one
year
after
that
due
date
and
there's
two
different
types:
there's
one
based
on
income
and
I.
Have
the
dollar
amounts
there
for
renters
and
homeowners,
and
then
there's
also
another
property
tax
refund
available.
The
state
sets
the
level
but
for
21
to
22.

It
was
if
there
was
an
increase
in
the
property
taxes
of
12
percent
or
at
least
a
hundred
dollars,
and
then
there's
also
on
the
next
slide.
Additional
subtractions
that
can
help
qualify
to
increase
refund
amounts
based
on
dependence
if
you're,
65
or
older
contributions
to
retirement
account
or
permanent
or
total
disability.
So
there
is
a
senior
deferral
program
and
the
testing
department
has
more
information
about
that.

first
of
all,
I'd
like
to
thank
those
that
showed
up
to
my
town
hall
last
week
and
the
I
had
the
privilege
of
the
timing
right
before
the
budget.
So
I
received
a
few
questions,
as
you
might
expect,
and
a
couple
of
them
I'll,
be
honest.
I
wasn't
able
to
answer
in
real
time
there,
but
I
think
there
were
good
questions
that
people
asked
with
regards
to
that.

So
on
the
property
tax
statement
that
we
all
receive
for
our
properties,
people
had
a
question.
You
know.
We've
talked
about
this
as
Public
Safety
in
in
85
percent
is
going
into
public
safety,
police
and
fire
department
85
of
the
levy
increase,
but
they
pointed
out
on
the
information
from
the
county.
It
says:
Public
Safety
is
going
up.
14.5
percent,
but
Human
Services
is
going
up.

16.2
percent
in
conservation,
26.8
percent
and
I
looked
at
that,
and
it
seemed
to
me,
but
I
just
want
to
get
clarification
that
the
reason
for
that
is
Public
Safety
is
by
far
our
largest
budget,
it's
over
three
times
larger
than
any
of
those
other
categories,
and
so
a
Fourteen
and
a
half
percent
increase
in
public
safety
amounts
to
over
five
million
dollars,
whereas
conservation,
26.8
percent
increase
amounts
to
a
little
over.

hundred
thousand
dollars
am
I
understanding
that
correctly,
and
is
that
kind
of
how
does
that
help?

And
Mr
Mayor
and
council
members,
if
I,
can
jump
in
also
councilmember
Nelson
when
you
mention
the
Human
Services
one
too,
because
of
Public
Health,
we
had
a
significant
increase
in
Grant
revenue
and
there's
an
increase
in
expenditure
that
is
specific
to
that
Grant
activity.
So,
when
you're
talking
about
the
percentage
increase
in
some
of
these
activities,
you
don't
necessarily
see
coinciding
revenues
that
go
along
with
them.
So.

And
that
might
be
explained
by
the
all
other
revenues
going
up
by
just
shy
of
three
million,
so
okay
I
just
want
to,
because
that
was
a
question.
I
wasn't
able
to
answer
in
real
time.
I
hadn't
seen
that
form
before
the
second
one.
Do
we
have
any
forecasts
of
what
we're
looking
at
for
levees
going
into
the
future?
That
was
a
question
that
I
was
asked.
You
know,
because
this
is
you
know,
no
doubt
about
it:
a
significant
increase
and
and
I
think
we've
talked
about
that.
So
people
are
like.

we
going
to
continue
to
have
these
types
of
significant
increases
or
not
I
mean
the
reality
is.
If
you
look
at
the
last
three
years,
you
know
on
average,
we're
at
less
than
five
percent
increases
when
you
take
the
last
three
years,
so
you
know
we're
trying
to
hold
it
in
line
we're
trying
to
keep
it
in
check.
But
I
think
people
are
looking
at
what's
coming
forward
and
if
we
have
a
sense
of
where
we're
at.

Sorry
probably
has
specific
numbers
that
are
fingertips
are
close
to
them,
but
I
I
think
it's
safe
to
say
that
we're
looking
at
higher
than
average
increases
over
the
next
several
years.
As
we've
worked
through
the
budget
projections
with
the
council
over
the
last
five
to
six
years,
we've
been
anticipating
this
very
heavy
capital
investment
phase,
going
into
needing
a
number
of
facility,
Replacements
and
Renovations.

So,
with
our
our
base
operations,
the
heavy
capital
investment
and
then
the
transition,
especially
in
fire
department,
we're
going
to
see
heavier
than
usual
increase
is
over
the
next
few
years.
And
you
know
that's
that's
forecasting.
The
council
is
always
going
to
have
the
ability
to
do
something
different
than
what
the
forecast
says.
So
I
don't
want
anybody
listening
to
hear
me
and
say
well.
That
decision
is
already
made
because
the
council
has
to
make
a
decision
every
year
on
what
the
budget
is
going
to
be.

know
we
talked
about
that
the
last
time
and
I
wanted
to
just
just
ensure
that
folks,
who
may
have
not
attended
that
the
last
time
you
talk
about
kind
of
why
the
reduction
actually
ends
up
becoming
an
increase
to
this.
Can
you
talk
a
little
bit
about
that
manager
and
I've
got
one
other
question
for
you
guys

that's
a
good
question
because,
as
you
look
at
what's
a
red
number
and
what's
a
black
number
in
kari's
chart
there,
it
does
get
confusing.
It
is
an
increase
because
it
is
the
reduction
of
a
revenue
coming
into
the
general
fund.
So
what
we
did
back
in
September
to
get
to
the
council's
desired
preliminary
Levy
number
was
increase.

The
tax
levy
increase,
and
so
what
we
asked
the
council
to
do
was
to
pull
back
on
that
strategic
priority
transfer
into
the
general
fund
so
that
we
don't
have
a
significant
structural
imbalance,
because
we
have
what
we
call
tax
levy,
stabilization
of
about
1.1
million
dollars
for
the
next
several
years,
and
we
didn't
want
it
to
be
much
higher
than
that.
So
that's
what
that
729
thousand
dollars
difference
is.

And
I
also
thought
I
heard
you
say
during
the
last
meeting
manager
and
understanding
that
things
can
change
over
time,
so
I'm
not
trying
to
lock
into
a
box
here.
So
please
understand
when
I
say
this:
that
there
was.
We
understand
that
by
bringing
on
additional
firefighters
in
the
future
that
we
may
possibly
utilize
that
to
help
defray
some
of
those
when
we
hit
that
that
bump
further
out
once
we
add
those
am
I
understanding
that
correctly.

mayor
council
members,
council,
member
Lowman,
I,
don't
feel
boxed
in
I
think
that's
consistent
with
what
we've
said
is
that
the
initial
three-year
Grant
from
the
federal
government
for
those
18
new
firefighters,
we'll

have
a
point
in
time
where
it
impacts

levy
and
we'll
have
to
account
for
that.
Yes,
and
the
Strategic
priorities
fund
may
be

way
that
we

that
again

admire
them,
I
trust
them
about
two
years
ago,
my
brother-in-law
was
watching
the
Vikings
play
with
his
twins
when
they
all
realized
something
was
wrong
and
they
called
9-1-1.

some
one
of
my
my
first
thing
is:
we
have
allowed
in
Bloomington
a
rash
of
private
businesses
in
our
residence
in
our
neighborhoods.
I
have
four
group
homes
within
a
mile
of
my
home.

I

that's
two
doors
down
and
paramedics.
Are
there
weekly
at
least
I'm
two
doors
down,
so
I
can
see
this
happening?

They
they're
straining
a
short
staffed
system
and
I
think
the
city
needs
to
look
at
the
licensing
of
these
private
businesses
that
are
not
taking
care
of
their
own
private
business
plans.
They
need
to
staff.
Fourth,
the
residents
that
they
have
accepted
into
that
home.
This.
It's
not
my
taxpayers,
money
that
should
be
spent
for
private
business
and
private
and
I
I
also
want
to
say
that
when
you
move
private
businesses
into
established
neighborhoods,
it's
it's
not
fair.
They
can
just
my
road.

care
of
their
property
in
a
minimal
way.
They
I'm
not
on
a
public
transit
line,
so
they're
stuck
at
their
home.
They
don't
contribute

hosts
National,
Night
Out
at
my
house.

don't
come,
they

watch

other
neighbors.
They
don't
add
value.

see
this
home
taking
from
this
community
and
not
adding
anything.

strain
and
I
think
that
needs
to
be
addressed.
That's
one
of
my
things.

also
would
like
to
say
that
city
government
provides
services
for
our
community

residents

live
safe
and
free

believe
that
city

Recreation,
those
are
all
personal
choices,
it's
a
nice
amenity

but
it's
not
essential.

not
something
like
fire
and

essential
services

a
city
provides
because
that's
a
basic
Community
need.

we
have
Fine
Arts
golf
courses,
swimming
pools,
ice
arenas
and

believe
that
you
need
to
evaluate
their
cost
sustainability
versus
private

business,
taking
over
some
of
that
and
look
at
what
percentage
of
our
community
is
really
using
that
I,
don't
know
what
minutes
I
pulled
up,
but
I
was
on
the
city
page
for
the
Bloomington
Center
of
arts
and
I
pulled
up
some
meeting
and
they
had
18
people
show
up
for
a
poetry
reading
and
felt
that
was
a
good
turnout.

people
versus

On
that
basis
and
my
question
there
has
been
some
building
in
the
neighborhood
and
including
some
multi-million
dollar
homes
and
I'm.
Just
wondering
does
that
drive
the
increase
for
a
neighborhood,
or
is
it
does
that
just
wash
out
in
in
the
large
number
scheme
of
things?
So
that's
my
question
and
I
guess
just
my
comment
is
single
father,
two
kids
in
college
inflation
is
taking
a
bite
out
of
things.
This
increases
for
me
is
a
couple
thousand
dollars
and
or
more
actually
and
I
just
would
like
to
see
the
council.

can't

to

and
that's
retirees,
elderly
people
who
can't

out
because
of
the
snow

the
ice,

they
can't
drive

are
working

with
the
kids
right
now,
helping
them
get
ready
for
school
tomorrow,
preparing
for
finals
they're,
not
here
to
speak
immigrants
who
have
waited
in
line
paid
their
fees
now
they're.
Here
they
don't
even
speak
our
language
they're
trying
to
get
their
feet
on
the
ground.
They're
not
here
to
speak.

don't
know
how
local
government
works,
and
yet
these
increases
that
you're
thrusting
upon
the
people
of
Bloomington
are
going
to
hit
them
hardest.
I
might
be
able
to
afford
it.
Others
might
be
able
to
afford
it
ten
dollars
a
month.
You
say:
what's
what's
the
big
deal,
120
bucks
a
year
and
yet
for
the
people?
The
most
vulnerable
people
in
our
in
our
society,
those
people
who
can't
be
here
to
speak,
they're
the
ones
that
are
going
to
hit
the
hardest
with
any
type
of
increase,
especially
an
increase.

That's
that's
more
than
it
needs
to
be
now.
I
fully
agree
that
we
need
to
invest
in
fire
and
police
I.
Think
that's
something
that
everybody
can
agree
upon,
and
this
has
been
sold
to
us
as
a
safety
budget,
as
a
safety
increase
nobody's
arguing
with
that.
But
how
have
we
gotten
to
the
number
that
we've
gotten?
It's
not
been
through
any
discussion
of
rational
spending
containment.

Our
departments
have
not
been
challenged
to
come
up
with
spending
reduction
plans,
whether
through
attrition
organizational
Redevelopment
Outsourcing,
whatever
the
case
may
be
to
get
their
expenses
down.
That
has
been
that
has
been
devoid
of
any
discussion
that
I've
seen
on
this
whole
issue,
and
so
you
know
when
I
look
at
that
and
I
wonder
why
a
council
and
a
mayor
and
a
city
structure
would
would
almost
refuse
to
entertain
any
sort
of
rational,
reasonable
spending.
Reductions
that
have
been
brought
to
you.

myself
have
brought
at
least
five
or
six
you've
gotten
other
people
that
have
broughten
have
brought
spending
reduction
ideas.
We
had
a
budget
advisory
committee
for
the
last
two
years.
I,
don't
know
why
we
didn't
have
that
this
year
by
the
way,
but
you've
got
all
those
ideas.
So
it's
not
that
you
don't
have
the
ideas.
You've
got
the
ideas
on
how
to
take
the
expenses
and
reduce
those
and
and
that's
how
you
get
to
four
or
five
percent.

started
this
at
11.58
increase.
Then
it
went
to
10.5
now
we're
at
9.15
just
to
be
able
to
say
that
it's
a
single
digit
increase,
not
a
double
digit
increase,
and
yet
we
can
see
from
the
numbers
on
the
screen
that
it
comes
from
accounting
gimmicks.
It
doesn't
come
from
real
spending
cuts
and
not
cuts
that
are
going
to
be
painful
or
anything
but
cuts
that
nobody
would
even
notice-
and
that's
just
been
completely
devoid
of
the
discussion
and
I'm
just
wondering
why.
Why
is
that
such
Why?

Is
that
kind
of
discussion
resisted
by
the
council?
Why
is
there
not
entertained
reasonable
spending?
Adjustments
which
you're
going
to
have
to
do
anyway,
you're
going
to
have
to
do
them
next
year
or
the
year
after
we
know
that's
coming
so
why
not
get
a
jump
on
it
now?
So
that's
my
point
here
is:
we
can
get
this
back
to
four
or
five
percent
increase.
That's
where
we've
been
for
the
last
seven
years,
the
average
increase
has
been
4.67
percent
for
the
last
two
years.

It's
been
2.75
percent,
now
we're
pushing
10
percent,
which
is
a
333
percent
increase
over
the
last
two
years.
So
for
all
those
people
who
can't
be
here

speak
I'm
here
to
kind
of
speak
on
their
behalf,

behalf
and
I
would
just
like
to
ask
one
person
on
this
Council
to
make
a
motion

table
this

have

we

we

of
them
in

Bloomington,
and
they
do

challenges
in
our
communities

approach

next
regulatory
cycle,

priorities
around
that
with
our
legislative
partners,
because

think
that
that's
important
I
would
also
say
that
you
know

could
probably

decision

and
whether

all

folks
behalf

vote

moves
the
community
in

direction

behind

hope

even
beyond

reached
out

knocking
doors
across
two
campaigns.

homebound

their

wanted

door

heard
people

nuts
and
bolts

medical
emergencies

addressed.

parks

good
natural

the

we've
addressed

been

overwhelming

east
side
of
the

in

note

conversation

body

full
confidence.

safe
place

live

outside

five
major
purpose
areas,
so
this

a
planning
tool.
We
create
this
document
every
year

that
document
we
include
projects
that
are
50,
000

greater

couple
years
back
with
recommendations
from
the
council.
We
included
an
executive
summary
in
the
beginning
of
the
document
and
that's
highlighting
the
areas
that
are
spending
of
million
dollars
more
each
year,
so
for
2023
I
will
highlight
about
just
over
36
million
dollars
of
spending.

two
largest
projects
in
that
is
our
payment
Management
program,
which
the
council
already
started:
the
approval
process
of
some
of
the
roads
to
consider
for
that
and
the
payment
management
overlay.
So
those
are
the
two
big
areas
of
spending

next
year.

a

There
are
no
guarantees
that
if
the
document
is
approved
that
the
project
is
approved,
everything
has
to
align
with
the
funding
sources
and
approvals
to
move
the
project
forward
and
then
just
to
move
forward
on
those
projects.

summer

2022
staff
and
the
city
manager's
office
work
on
defining
the
projects,
updating
the
projects,

lot

these
projects,

you

dates

the

that
the
project
was
created.
So
you
see
projects
that
were
created
years
ago
and
we're
still
feeding
the
project
like
the
payment
management
project
has
got
zero
zero

Maple
Grove,
took
bids
for

expansion
and
renovation
of

center

dollars
for
that
Improvement,
and
currently
the
value
of
that
Improvement
is
just
under
120
million,
so
they're
local
option
sales
tax
will
only
fund
90
million
and
they're
adding
a
sheet
of
ice,

that's
what
the
voters
wanted
so
materials
out.

are
crazy
in
costs
and
supplies.

currently
we
we've
increased
it
to
100
million
and
we're
looking
at
some
way
that
we
can
solve
get
that
a
little
bit
more
solid
as
we
approach
January
and
that
you
know
that's
a
placeholder
100
million
dollars
for
Community
Health

Wellness
Center.

also
added
the
moyer
Central
Park
natural
resources,
improvements,
and
that
was
in
the
draft
and
we
increased
that
up
to
20
million
dollars
and
then
the
big
Renovations
we
sat
to
35
million
dollars.

gambling
regulations
and
to
hopefully

finalize

discussion
that
council's
been
having
over
the
past
several
months.

April
staff
presented
an
overview
of
charitable
gambling
regulations,
and
the
discussion
at
that
point
was
what
could
the
city
potentially
do
to
ensure
that

charitable
gambling
revenues
we're
staying
within
our
community?
So
we
took
a
look
at
the
gambling
regulations
and
Council
provided
some
direction
on
further
changes.
They
might
want
to
see
right
and
some
engagement
that
then
the
city
should
do
with
our
charitable
gambling
licensed
organizations.

over
the
course
of
the
Summer
Staff
conducted
Outreach
to
our
charitable
gambling
organizations,
we
sent
letters
to
all
of
our
licensed
organizations.
We
had
informational
meeting
and
then
we
had
a
let's
talk,
Bloomington
survey.
We
came
back
then
on
August
15th
to
the
city
council
and
then
the
city
council
kind
of
paired
down
the
options
that
it
was
reviewing
and
then
provided
direction
to
City
staff
to
prepare
the
ordinance.
So
here
we
are
today
with
an
ordinance
for
your
review
and
consideration
and
go
to
the
next
slide.

receive

lot
of
additional
feedback

license
holders,
but
in
looking
at
where
our
license
holders
have
reported
in

of
those
up
to
a
little
bit
higher
level.

in
our
trade
area

Bloomington,
but
that's
certainly
a
policy
decision
for
Council.
If
that
50
is

correct
number
and
as
a
reminder
when
we
surveyed
our
cities,
13
of
the
cities
that
we
surveyed
out
of
the
16
had
a
trade
area
requirement
and
the
range
was
anywhere
between
30
to
100
percent.

next
change
in
the
proposed
ordinance
is
expanding.
The
eligibility
at
the
Mall
of
America
for
charitable
gambling
premise
permits
or
locations
So.
Currently
charitable
gambling
is
limited
to
the
fourth
floor
that
was
enacted
in
1992
Council
minutes.
At
that
point
indicated
there
were
concerns
about
mess
from
pull
tabs
and
minors
being
in
the
vicinity
of
gambling,
and
so
the
Mall
of
America
requested
that
that
provision
be
removed
and
that
charitable
gambling
be
allowed
at
any
eligible
location
within
the
mall,
so
state
law
and
city
ordinance
requirements
still
a
loss.

The
charitable
gambling
operation
still
needs
to
be
run
by
a
state
licensed
non-profit
and
it
has
to
be
within
a
local,
a
location
that
holds
an
on
sale,
liquor
license
or
be
the
license
holders
regular
place
of
meeting.
So
basically,
what
this
does.
It
allows
restaurants
within
the
Mall
of
America
to
have
premise
permit
operations
within
it
throughout
the
whole
Mall.
Instead
of
being
limited
to
the
fourth
floor,.

If
we
could
take
two
over
in
the
Mall
of
America
instead
of
just
one,
and
it
also
allows
our
local
organization
to
have
more
of
a
reach
in
Bloomington.
Since
a
lot
of
other
communities
have
residency
requirements
and
they're
not
allowed
to
go
out
and
work
in
those
communities,
it
provides
a
little
bit
more
opportunity
for
them
here,
but
it
they
didn't
want
us
to
completely
remove
the
cap
because
they
didn't
want
to
see
a
monopoly
in
the
city
of
Bloomington
either.

So
they
kind
of
felt
just
doing
that
small
increase
would
provide
a
little
bit
more
flexibility
and
opportunity
for
them
and
as
a
reminder,
state
law
does
not
require
a
license
cap.
So
that
is
completely
a
council
decision
as
to
whether
or
not
to
have
one
and
what
that
correct
number
is
next
slide.

tonight
we
have
our
public
hearing
and
if
Council
so
chooses
the
ordinance
approval
in
December,
we
will
conduct
then
Outreach
to
our
license
holders
and
provide
an
update
to
the
Mall
of
America
and
then
in
2023.

burdensome

they'll
just
pack,

and
say
well,

Bloomington,
because
we
can't
meet
that
requirement.

were
trying
to
find
that

is
the
second
time
we're

talk
about
THC
product
regulations
and
potential
licensure
within
the
city
and
again,
I
have
license
examiner,
Doug
junker
and
then
remotely
is
public
health
administrator,
Nick
Kelly
as
well
little
background
as
you'll
recall
in
July
State
Statute
changed
and
allowing
the
sale
of
certain
Edibles
that
contain
THC,
which
is
the
Cannabis
ingredient
extracted
from
hemp
and
in
July
of
2022.
We
had
an
interdepartmental
staff
meeting.

You
can
see
all
the
Departments
listed
there
to
kind
of
discuss
what
approach
we
would
recommend
for
the
city
of
Bloomington
and
then
in
August.
We
came
forward
to
the
city
council
with
that
approach,
with
our
with
our
suggested
licensure
and
some
of
the
suggested
ordinance,
unlicensed
requirements
and
city
council
at
that
time
provided
direction
to
prepare
an
ordinance
Amendment,
which
is
now
what
you
see
before
you
this
evening.

The
regulations
include
the
requirement
that
the
sales
must
be
conducted
at
a
fixed
place
of
business,
so
you
can't
have
a
mobile
sale.
You
have
to
have
a
place,
that's
addressed
and
that
we
know
where
those
sales
are
occurring.
There
is
a
500
foot.
Setback
from
schools,
no
license
shall
be
issued
to
an
exclusive
liquor
store,
and
that
is
just
consistent
with
State
Statute,
which
currently
does
not
allow
exclusive
liquor
stores
to
sell
anything
other
than
a
very
specific
list,
and
THC
products
are
not
on
that
list.

city
will
conduct
regular
compliance
checks,
just
like
we
do,
for
alcohol
and
for
tobacco.
Employee
training
is
required
on
checking
ID
and
on
the
effects
of
THC
products,
very
similar
language
to
what
we
have
in
our
tobacco
ordinance
and
then
self-service
of
THC
products
is
not
allowed
unless
the
business
is
21
plus
and
at
least
90
percent
of
its
revenue
is
derived
from
THC
or
tobacco
products
and
again,
that's
very
similar
to
what
we
currently
have
in
our
tobacco
regulations.

So
if
we
go
to
the
next
Slide,
the
benefits
of
these
proposed
regulations
are
really
three-fold.
The
first
concern
that
we
had
when
we
were
meeting
his
staff
back
in
July
was
access
and
sales
to
minors
right,
and
so
we
have
set
up
these
regulations
with
really
the
goal
of
discouraging
sales
and
access
sales
to
and
access
by
miners.

The
second
benefit
is
that
we
are
ensuring
that
we
know
that
there's
a
permanent
physical
sales
location
which
will
help
us
with
our
enforcement
efforts
in
the
state
statute.
Currently,
there
is
no
requirement
for
a
fixed
place
of
business,
and
so
when
we
were
talking
as
staff
of
how
we
would
how
we
would
manage
if
there
are
complaints
or
concerns,
you
know
there
was
a
concern.
Well,
if
we
get
a
complaint
that
someone
sold
to,
you
know
a
minor
and
it
was
out
of
the
trunk
of
their
car
in
a
parking
lot.

are
being
consistent
with
what
a
lot
of
other
cities
are
doing
if,
with
regards
to
THC
products,
we're
going
to
now
once
we
start
licensing
them,
we'll
know
how
many
we
have
and
where
they
are,
and
what
type
of
businesses
they
are
and
will
have
the
ability
to
communicate
with
those
retailers
as
laws
and
restrictions
change.

our
codes
might
update.

this
ordinance
Amendment
and
it's
kind
of
like

who
do
you
Outreach
to
because
at
this
point,
we're

who
all
this

selling

products

this
provides
us
with
a
nice
solid
foundation
to
move
forward
with,
as
we
know,
statutes
are
probably
going
to
change
and
in
laws
and
regulations

need
to
be
communicated
out
to
these
retailers.

good
bit
of
support

supporting

organizations

the
city
to
either
amend
or
rescind
it

believe

the

consensus
was
that
probably
wasn't
going
to
happen.

interesting
that
we
kind
of
wrapped
up
both
of
those
conversations
under
the
notion
of
a
welcoming
and
inclusive
City

trying

think

can
do
that
at
best.

was
our
listening

week
item
two
updates
by
the
city
manager,

share

the
council

the
community.
The
mayor
and
I
last
week
were
part
of
the
Minnesota
and
USA
delegation
in
Paris.
Continuing
efforts
to
be
awarded
the
the
Expo,
the
specialized
Expo
for
2027.,
the
United
States
and
Minnesota
team
had
a
presentation
in
front
of
the
Bureau
of
International
expositions,
as
did
the
other
four
candidate
cities
and
countries
and
a
reminder
again.
Those
other
four
are
Phuket
Thailand
Belgrade
Serbia,
Malaga,
Spain
and
baroloce
Argentina.

The
presentations
went
well.
The
delegation
hosted
a
dinner
of
delegates
from
other
countries,
which
I
think
was
very
successful
in
terms
of
building
relationships
and
being
able
to
expand
on
the
on
the
theme
of
healthy
people,
Healthy
Planet,
which
is
what
we're
trying
to
attract
the
other
countries
to
support
for
Expo
2027
next
steps
in
the
process
after
this
last
presentation
is
the
really
hard
work
of
the
campaign
Begins
for
the
next
six
months
until
June,
when
the
bie
will
have
their
vote
to
determine.

Who
will
be
the
host
of
2027
and
I
expect
in
the
next
six
months
that
there
will
be
a
couple
of
other
significant
efforts?
I'm
expecting
that
the
Expo
group
will
host
a
symposium
for
delegates
where
we
will
have
a
day-long
program
to
expound
on
the
theme
itself
and
and
talk
about
the
programming?
That's
anticipated
and
helping
other
countries
understand
how
they'll
be
able
to
participate
and
get
value
out
of
the
Minnesota
proposal,
and
then
I
would
imagine.
There
will
be
some
additional
touch
points
over
those
couple
months
with
other
countries
as
well.

months
is
going
to
go
really
quickly.
I
think
that's
what
we
all
realize
at
this
point.
So
I
should
note,
too
that
the
presentation
that
was
given
by
the
Minnesota
and
USA
team
was
headlined
by
First
Lady
Joe
Biden
by
video
and
the
Surgeon
General
of
the
United
States
was
in
person
to
present,
as
was
Dr
Arkell
Georgia.

there

point
in
the
presentation
process
where
they're
looking
for
commitments
from
a
funding
perspective
by
the
by
the
delegation,
you

do
they
do

look
at

viability

Project's
success
as
part
of
it
from
a
financial
perspective,
yeah.

All

those
are
are
realistic.
The
feedback
that
we
received
during
that
inquiry
mission
is
that
the
numbers
that
the
Expo
bid
committee
has
proposed
are
well
within
reason.
The
sponsorship
goals
are
attainable
that
the

financing
and
and
the
budget
looked
reasonable
and
I
think
that
they
are
comfortable.
What
what
the
Expo
bid
committee
application
stated.
We
could
do
that
we'll
be
able
to
accomplish,
and
when
I'm
saying
we
I
want
to
be
clear.

the
Expo,
the
Minnesota,
USA,
Expo,
2027
organization,
the
mayor
and
I
again,
our
our
members
of
that
board.
The
Wii
is
not
the
city
of
Bloomington
right,
so
we
are.
We

partner

host
committee
or
host
Community,
but
the
the
work
of
preparing
the
application
and
the
the
the
know,
the
Financial
Risk,
and
all
of
that
right
now
belongs
with
that
Expo
2027
organization.

one
thing
not
to
Expo
in
particular,
but
the
on
Saturday
took
part
in
the
ribbon
cutting
for
the
d-line
at
bus,
rapid
transit,
which
runs
from
Brooklyn
Center
through
Minneapolis
Richfield
and
ultimately
to
Bloomington
replaces
the
route
five
on
on
Metro
Transit.
It's
it's
bus,
Rapid
Transit.
So
it's
easy
on
easy
off.
It's
15
minute
service
all
day,
it's
prepay,
so
it
moves
much
quicker.
It's
much
more
frequent
and
it's
just
it's
going
to
be
a
great
service.

for
that
Corridor,
where
I
learned
on
Saturday
that
one
in
four
residents
on
that
Corridor
do
not
have
a
car,
and
so
this
will
be
a
great
benefit
for
for
the
transit
and
for
the
mobility
and
for
the
equity
in
that
in
that
region.
So
it's
it
was
happy
to
be
part
of
it.
It
was
cold,
but
we
managed
so
a
little
bit
chilly
that
day,
Council
anything
to
add
councilmember
Lowman.

specifically
the
the
person
who
came
before
us
last
week
that
what
their
question
was
is
that
they
were,
they
were
taking
classes
and
they've,
been
told
that
those
are
canceled,
and
so
they
weren't
sure
and
still

That
letter
really
doesn't

good

answer
for
that
either
and
so
I
think
what
they're,
what
they're
looking
for
and
what
other
folks
are
looking
for.
