Description
The 35W@94 construction from downtown to Crosstown will ramp-up significantly starting June 8th with major impacts including large construction zones, reduced lanes, and many exit/on ramp closures for the next 3.5 years until winter of 2021.
Half of the lanes on I-35W will be reduced for 3.5 years starting this June until winter of 2021.
This employer briefing will provide key information about the project as well as impacts to transit. Knowledgeable representatives from MnDOT, Metro Transit and Commuter Services will present project details and answer your questions.
This major construction project will impact many commuters and no doubt add to traffic delays on Crosstown, I-35W, I-494 and other roads used by your customers and employees.
The key highlights of this 3.5 year-long construction include:
- Reducing I-35W from 10 lanes to five lanes between downtown Minneapolis and 43rd St. South
- Closing half of the 35W/94 interchange for 3.5 years
Northbound I-35W to Westbound I-94 and
Eastbound I-94 to Southbound I-35W
- Closure of several exits/on-ramps to I-35W including Lake St.
Reconstruction of 11 bridges
When completed, this project will result in an improved 35W/94 interchange, added MnPASS capacity, and a new in-line transit station at West Lake Street (to be used by the Orange Line BRT).

an
iconic
shot
of
the
downtown
skyline
that
pedestrian
bridge
is

demolished.

this
project
about?
It's
on
35w?
It
runs
from
downtown
Minneapolis
down
to
43rd
Street.
It
started
last
summer.
We,
as
I
mentioned
we're
really
getting
into
it
in
the
next
36
hours,
or
so
it's
been
20
plus
years
in
the
making
that
kind
of
put
this
project
together.
It
kind
of
took
all
the
project
partners,
Minneapolis
Metro,
Transit,
Hennepin
County
MnDOT-
to
be
in
the
same
place
to
make
this
happen
so
before
I
get
into
what's
gonna.

are
you
gonna
see
over
the
next
three
and
a
half
it
three
and
a
half
years,
I'd
like
to
skip
ahead
to
three
and
a
half
years
from
now,
and
what
are
we
all
gonna
get
out
of
it?
What's
this
keep
our
eye
on
the
prize
so
number
one
we're
replacing
aging
infrastructure,
so
35
W
was
built
back
in
the
early
60s,
it's
50-plus
years
old.

Now
the
pavement
is
worn
out,
there's
a
number
of
bridges
that
need
replacement,
we're
doing
that
work,
so
we're
replacing
the
pavement
we're
replacing
11
bridges,
we're
rehabbing,
four
bridges,
there's
a
number
of
bridges
that
are
gonna,
be
brand
new
bridges
that
will
be
part
of
the
project.
The
pavement,
that's
under
the
asphalt
the
concrete
pavement
under
the
asphalt
out
there
is
pretty
beat-up.

being
built
as
part
of
this
project,
so
there's
a
new
two
level
transit
station
at
Lake
Street.
The
ball
will
be
in
the
center
of
35w,
somewhat
similar
to
how
46th
Street
is.
There
will
be
frequent
very
frequent.
They
can
get
into
a
bus
service
at
the
station
and
it's
going
to
be
a
really
quick
commute
from
there
and
into
and
out
of
them.
Minneapolis
there's
also
going
to
be
a
new
ramp
that
connects
the
freeway
to
12th
Street
and
that's
how
you
get
over
to
there
Marquette
and
second
bus
transit
ways.

There's
gonna
be
improved
access,
so
when
35w
was
originally
built,
Lake
Street
and
the
Lake
Street
business
community
was
largely
kind
of
left
out
of
the
plan.
Currently,
if
you're
going
southbound
on
35w,
the
first
exit
is
at
35th
36th
Street
as
part
of
the
project,
there's
going
to
be
a
new
exit
to
Lake
Street
and
then
in
the
northbound
direction.
There's
there
is
currently
an
exit
to
Lake
Street
to
the
31st
Lake
Street
exit,
but.

The
Lake
Street
neighborhood
to
get
up
to
those
employees
there's
going
to
be
a
new
exit
to
28th
Street,
so
they
don't
allow
those
employees
and
patients
to
get
to
where
they
want
to
go
quicker
and
easier
and
then
also
keep
those
people
out
of
the
Lake
Street
a
neighborhood
mobility
improvements,
so
there's
gonna
be
min
pass
lanes
added
in
both
directions.
Currently
there
is
a
min
past
shoulder
in
the
northbound
direction.
That's
going
to
grow
up
and
become
a
real
min
pass
lane
and
then
the
southbound
direction.

you
would
have
taken
35
W
to
westbound
94
a
few
weeks
ago,
when
the
bridge
was
still
there,
you
take
the
big
flyover
it
merges
in
with
the
fourth
Avenue
traffic
that
becomes
the
Hennepin
lyndale
exit
traffic
that
uses
that
ramp
has
to
what
we
call
weaving
with
the
traffic
trying
to
get
off
at
Hennepin.
Lyndale
creates
a
lot
of
congestion,
creates
a
lot
of
safety
issues
when
the
project
is
over.

ramp
is
going
to
come
on
the
left
side
of
94

percent
of
the
traffic
that
uses
that
ramp
continues
west
on
94
past
394.
So
they
want
to
be
in
the
left
two
lanes
of
94
anyway,
so
we're
putting
them
where
they
want
to
be,
and
then
they're
gonna
have
their
own
lane
through
the
tunnel.
So
they're
not
gonna
have
to
merge
in
with
the
94
traffic
and
that
should
really
free
up
that
ramp
traffic,
which
will
also
free
up
35w
traffic
and
94
traffic
and
then
the
southbound
direction.

Currently
the
westbound
94
traffic
merges
in
with
the
southbound
35
traffic
in
the
94
35w
commons
area.
There
I
has
a
quick
merge,
there's
also
often
a
lot
of
congestion
that,
especially
on
35w
that
often
goes
back
to
the
river.
If
not
further,
there's
gonna
be
a
new
lane
added
from
that
entrance
all
the
way
to
the
new
exit
at
Lake
Street.
So
that
will
give
traffic
over
a
mile
to
kind
of
work
itself
out
in
getting
the
lanes
that
it
wants
to
be,
and
then
there
will
also
be
pedestrian
bicycle
improvements.

a

There
is
the
24th
Street
pedestrian
bridge.
That's
gonna
be
coming
down
next
Friday.
Obviously
it's
not
at
all
accessible
that
is
going
to
be
replaced
with
a

accessible
bridge
of
much
easier
for
bicyclists
to
use.
There's
also
going
to
be
a
new
connection
between
the
Midtown
Greenway
I
down
to
the
new
transit
station
at
Lake
Street,
which
will
be
really
important.

rebuild
all
this
kind
of
what
we've
been
up
to
Franklin
Avenue
bridge
started
work
on
that
summer
that
opened
to
pedestrians,
bikes
and
westbound
traffic
on
June
force
on
June
1st,
so
that
was
last
Friday
in
the
we've
been
working
on
the
38th,
Street
pedestrian
bridge
or
not
pedestrian,
38th,
Street
Bridge,
and
that's
expected
to
open
sometime
in
July
this
year,
11th
Street
ramp
from
94
westbound
to
11th
Street
closed
on
April
23rd.
That
is
closed
until
the
end
of
June
they're
continuing
to
work
on
that.

put
that
back
together,
another
closure
we
had
was
the
12th
Street
ramp
out
of
downtown
Minneapolis
closed
on
May
7th
to
general
traffic.
We
kept
it
open
for
for
transit
and
HOV
s.
One
thing
you'll
hear
is
throughout
this
project.
Is
that
we're
really
trying
to
give
transit
in
advantage
in
this
quarter
with
the
amount
of
capacity
we're
taking
off
of
35
W
we're
encouraging
as
many
people
as
possible
to
use
transit,
especially
getting
into
downtown
Minneapolis
so
providing
those
transit
advantages
to
get
into
downtown?

it
over
the

move

the
next

weekends.
So
back
on
May
18th
we
had
a
weekend
closure
of
94
and
closure
was
really
related
to
some
bridge
work.
We
were
doing

pedestrian
bridge
around
the
sculpture
garden,
but
we
took
advantage
of
that
weekend
closure
to
take
down
the
ramp
that
goes
from
35w
northbound
to
94
westbound,
so
that
bridge
was
taken
out
of
service.
It
won't
be
replaced
or
open
to
traffic
until
the
fall
of
2021.

that's
a
very
long
term
closure
of
a
major
connection.
A
lot
of
people
ask:
why
does
it
take
so
long
to
rebuild
a
bridge
and
to
rebuild
that
bridge
over
the
river
in
less
than
a
year
just
the
way
for
one
we're
doing
this
under
traffic?
So
with
the
35w
bridge
over
the
Mississippi,
we
had
the
unfortunate
advantage
of
not
having
any
traffic
to
worry
about,
but
in
this
case
to
move
all
the
traffic
that
we
need
to
on
35w
through
this
very
constrained
corridor.

opened

impact
their

reduced

in
the
southbound
direction.

to
be

to
two

lanes
so
essentially
about
half
the
capacity
of
35
W
is
going
to
be
lost
as
we
move
into
this.
This
traffic
switch
as
I
noted
before.

stages

the
project,
but
really
I
wanted

focus
on
stage
two,
since
that's
what's
coming
up

immediately
today,
you

go

kind

get
a
little
bit
better
than
the
later
stages,
but
it's
still
pretty
tough.
So
what
can
we
do
about
all
this
construction
and
we're
really
urging
people
to
think
about
what
their
alternatives
are?

Luckily,
you
know
for
most
of
the
employers
here
you're
in
the
494
corridor.
This
isn't
quite
as
dyers
when
I
speak
to
the
downtown
businesses
who
are
using
that
direct
connection
into
downtown
Minneapolis.
But
you
are
gonna,
see
you
know,
difficulties
with
people
trying
to
get
through
the
corridor
and
you're
probably
going
to
see
additional
condition
on
the
freeways
around
35w,
as
people
start
to
shift.
So
we're
encouraging
people
to
think
about
teleworking.
He
worked
places
an
outfit
that
can
help
employers
I
set
up
teleworking
policies.
If
they
don't
have
them.

Teleworking
doesn't
mean
that
someone
works
from
home.
You
know
five
days
a
week
every
week
it
might
mean
that
they
maybe
come
in
to
the
office
a
couple
hours
later
one
morning
a
week
and
that's
a
if
they
do
that
and
they
avoid
that
one
that
one
period,
that's
a
you
know:
10%
reduction
in
traffic.
You
know
if
everyone
did
that,
so
that
could
those
small
things
can
have
a
substantial
impact
on
traffic
biking
and
walking.

Especially
if
you
are
you
know,
live
close
to
the
corridor.
Biking
or
walking
might
be
an
option,
and
we
also
encourage
people
to
think
about
how
they
could
be
multi
modal.
So
maybe,
if
you're
going
to
use
transit
now
to
give
it
downtown,
Minneapolis
or
somewhere
else,
you
can
park
at
our
Park
and
Ride,
take
the
bus
and
then
wherever
you
get
to,
maybe
that's
not
quite
close
enough
to
where
you
want
to
be.

you
can
use

nice
ride
or
a
bike
that
you
brought
on
the
bus
to
get
to
your
final
destination,
so
think
about
how
you
can
be
multimodal
to
get
around
to
traffic

pass.

know
that

northbound
direction,
we're
still

have
the
nispom
in
pass
lanes.
We
have
the
min
pass
lanes
on
394
transit
users.
Carpoolers
paying
customers
can
all
use
these
men
pass
lanes.
So
that
is
another
way
to
get
through.

in

traffic
off
of
the
street
on
the
right

that's
a

downtown

impacts
of
this
project
on
Metro
Transit
and
its
operations,
I'm
gonna
follow

future

35w
and
the
orange
line.
So
the
orange
line
is
actually
one
of
the
part
of
the
reason
for
this
larger
MnDOT
project.

orange
line
will
be
a
BRT
line
connecting
downtown
Minneapolis
all
the
way
through
the
35w
corridor
to
Burnsville
it's
today,
the
most
heavily
traveled
Express
bus
route
corridor
in
the
region
we
carry
14,000
bus
rides
each
weekday
on
26
routes.
That's
both
MBTA
and
Metro
transit
routes
with
the
addition
of
the
Orange
Line
project,
we're
expecting
to
see
ridership
nearly
double
by
2040.

service
plan
will
be
similar
to
what
you
see
on
our
other
metro
lines,
the
blue
line

orange
line
project

all
the
local
funds
have
been
secured

our
capital
costs
have
been
holding
stable
and
now,
with
this
35w
at
94
project,
the
MnDOT
lead
components
will

construction

soon,
we've
also
completed
our
station
design
and
are
finalizing
the
transit
way
engineering
this
summer.

give
you
a
little
sneak
peek
of
what's
coming
the
12th
Street
ramp
that
Erin
mentioned
earlier.

will
provide
a
really
split
connection
for
our
buses
between
the
the
min
pass
lanes
on
I-35
W
and
the
Marquette
and
second
corridor
in
downtown
Minneapolis.
Today,
mixing
with
local
traffic
on
11th
and
12th
streets
is
one
of
the
the
slow
points
for
our
service,
and
this
will
be
a
huge
improvement,
not
just
for
the
orange
line,
but
for
all
of
our
Express
and
commuter
routes
that
use
35,
W,
35,
W
and
Lake.
Street
Station
is
another
element
of
the
project
that
we're
really
excited
about.

on

westbound
direction,
our
26th
Street
Bridge
closure
on
view
to
the
demolition
there.

is
gone
for
four
and
a
half
months.
Of
course,
the
routes
that
are
impacted
is
the
route
11,
and
that
is
also
greatly
impacted
by
course
of
28th
Street
Bridge.
So
we
we
have
a
rather
convoluted
detour
for
the
route
11,
so
I
encourage
you
to
contact
our

or
our
customer
service
or
further
detour
detour.

far

understanding
what
the
operations

downtown

going
to
hear
is
our
transit
mitigation.
Our
field
staff
will
be
out
there
very
heavily
enforcement.

have
extra
service,
we've
expanded
our
service,
we've
added
extra
service
and
we
do
have
a
reserve
of
extra
buses
to
identify
the
trips
that
might
need
assistance
in
being
replaced
or
make
up
time.
And
so
it's
important
that
we
maintain
the
frequency
for
our
customers
that
are
utilizing,
transit
and
taken
advantage
of
transit.

To
me,
this
construction
phase
a
little
more
palatable
so
that
daily
management
team
consists
of
Street
operations
and,
of
course,
TCC
and
we'll.
We
have
very
vigilant
eyes
on
on
the
street,
making
sure
that
our
service
is
maintained
and
that
frequency
is
there
for
our
customers
and
it
goes
back
to
Kirsten.

So
we've
been
planning
on
this
project
for
a
long
time
and
looking
what
we
can
do
with
the
service
as
Aaron
said,
transit
is
really
part
of
the
solution
here
during
this
project,
or
we
want
to
be
providing
options
to
commuters
and
to
other
residents
to
be
able
to
get
around
when
getting
around
by
car
is
gonna,
be
a
lot
harder.
So,
with
that
in
mind,
we
developed
a
package
of
service
improvements
that
we
could
implement
during
the
construction
to
improve
the
choices
for
commuters
out
there.

So
on
most
of
the
commuter
routes
in
the
corridor,
we
have
been
adding
service
to
serve
more
work,
ships
in
downtown
Minneapolis,
so
starting
this
Monday
people
will
be
able
to
access
downtown
for
work,
ships,
beginning
6
to
9
a.m.
and
ending
3
to
6
p.m.
so
building
more
flexibility
into
those
schedules.

If
people
want
to
try
working
a
little
earlier
or
later,
the
biggest
improvement
that
we've
made
is
an
enhancement
on
Route
535,
which
again
is
the
precursor
to
the
Orange
Line
little
strip
map
you
see
off
to
the
left
is
around
5:35
we've
improved
the
service
in
the
weekday
on
weekdays.
During
peak
and
off-peak
periods-
and
that
is
in
both
directions,
and
so
it
provides
access
to
the
494
corridor,
employers
as
well
people
coming
connecting
out
of
downtown
down
to
this
area.
We've
also
added
weekend
service
to
the
sprouts.

It
would
be
30-minute
service
all
day
between
downtown
and
the
South
Bloomington
Transit
Center.
We
think
summer
is
actually
a
great
time
to
try
this
weekend
service
because
there's
so
many
activities
and
events
downtown.
This
will
be
a
way
that
people
can
get
out
of
their
cars
and
try
something
else
instead
and
reduce
some
stress
so
complimenting
the
bus
service.
We
kind
of
tallied
up
all
the
Park
and
Ride
spaces.
We
have
available
in
the
corridor
to
help
us
identify
where
to
send
folks
where
the
best
opportunities
are
the
blue
line.

We
think
is
going
to
be
a
huge
attraction
for
new
riders.
That's
actually
a
great
solution
for
getting
to
your
Vikings
game
or
your
downtown
events,
but
we
have
about
950
spaces
available
currently
on
weekdays
at
our
park
and
rides
at
20th
Avenue
and
at
Fort,
Snelling
and
I.
Think
folks
are
gonna,
be
really
attracted
to
that
that
service.
That
seamless
connection
into
downtown,
we
also
have
quite
a
bit
of
capacity
you're
right
out
of
this
building.
Here
we
have
a
Park
and
Ride.

It's
called
the
Knox
Avenue
Park
&
Ride,
here
adjacent
to
the
best
buy
property,
and
we
have
about
350
spaces
available
there.
Other
Park
and
rides
with
some
capacity
available
include
Kendrick
down
in
Lakeville,
as
well
as
the
South
sale,
Transit
Center,
some
kind
of
a
good
swath
of
the
the
South
Metro.
We
have
Park
and
Ride
service
available.

the

is
MBTA's
service

and
I,
don't
believe
they're
here
today,
but
they
have
been
developing
their
own
plans
for
service
during
this
period
and
they've
got
some
brochures

our

bicycling
walking
pretty
much
anything

driving
alone
in

car

be
a
good
option
during
this
period,
when
we
have
so
little
capacity
out
there
on
35w
Metro
Transit
has
been
doing
its
own,
pretty
robust
communication
campaign
to
communicate
with
riders
and
potential
riders.

we
have

dedicated

you
see
there
that's
being
updated
with
new
information
as
it's
available,
and
now
we
have
it
kind
of
as
a
banner
across
the
top
of
our
Metro
Transit
homepage,
to
really
catch
people's
attention.

also
encouraging
people
to
sign
up
for
our
rider
alert
subscription
service.
This
lets
people
who
ride
a
particular
route
sign
up
for
alerts
specific
to
that
route.
So
if
a
stop
is
going
to
close,
we
have
a
last-minute
d2r
happening,
any
kind
of
service
change
that
may
come
up.
You'll
get
notified

also
been
doing

lot
of
commuter
events
and
transit
fares.

marketing
campaign

some
Skyway
ads,
targeted
social

Corridor

with
