mayor
tim
busey,
and
this
is
the
council
minute
for
the
week
of
april
25th.
At
our
monday
meeting,
the
city
council
took
a
big
step
in
shaping
the
future
of
the
city
of
bloomington
by
adopting
the
bloomington
tomorrow
together
strategic
plan.
I'm
sure
many
of
you
have
participated
in
a
strategic
planning
process,
either
in
your
professional
careers
or
maybe
with
your
church
or
a
non-profit
organization.

Any
successful
strategic
planning
process
makes
you
take
a
look
at
what's
going
on
today,
evaluate
where
you
want
to
be
tomorrow
and
lay
out
the
steps
that
need
to
be
taken
to
get
there
bloomington
tomorrow
together
has
been
a
rigorous
and
vigorous
community-based
process.
That's
been
developed
over
the
past
six
months
and
it
has
involved
hundreds
of
stakeholders
working
literally
thousands
of
hours.
The
goal
is
to
focus
the
work
of
the
city
council
and
the
city
staff
in
partnership
with
the
community
on
an
intended
future
for
the
city
of
bloomington.

Get
the
best
response
when
you
have
the
community
represented
in
a
meeting
like
this,
so
it's
great,
you
know,
there's
different
beliefs,
different
nationalities.
They
come
from
different
places,
different
stories,
but
we
all
call
bloomington
home,
and
so
it's
great
to
have
so
many
different
perspectives
when
it
comes
to
talking
about
the
city
that
we
all
live
in.

Our
mission
is
to
cultivate
an
enduring
and
remarkable
community
where
people
want
to
be.
That
was
the
mission
statement
that
came
out
of
our
core
planning
team
process
back
in
december,
and
since
then,
we've
been
working
to
flesh
out
what
that
means
and
how
we're
going
to
achieve
it.
So
we
started
this
process
last
fall
by
including
a
lot
of
community
members
who
wanted
to
have
a
voice
to
get
their
input
to
find
out
what
they
thought
about
the
community.

We
were
able
to
use
a
consensus
process
to
come
together,
talk
about
our
shared
values
and
the
things
that
we
all
wanted
for
the
city
we
want
to
live
in.
That
was
a
really
exciting
part
of
the
process.
We
really
just
tried
to
have
open
honest
conversations
and
there
was
like
there
were
some
really
challenging
conversations
that
we
had
as
a
group,
but
we
came
out
with
this
plan
that
we're
all
pretty
excited
about
together
since.

Then
we've
had
action
teams
that
have
met
around
those
strategic
objectives
and
we've
had
a
measurement
team
that
has
put
together
the
ways
that
we
are
going
to
monitor
and
track
progress
to
achieving
this
mission.
They
have
had
their
input
into
the
mission
that
what's
important,
how
we're
going
to
achieve
it.
They've
done
the
research
and
they've
made
the
recommendations,
and
all
of
that
has
come
back
to
me
so
that
when
I
present
it
to
the
city
council,
it
will
reflect
the
will
of
the
people,
because
we've
had
hundreds
of
residents
involved
in
this
process.

Of
the
best
takeaways
of
this
process
is
the
realization
of
the
abundance
of
commitment
and
passion
in
the
community.
Our
residents
have
time
and
again
demonstrated
how
much
they
care
about
bloomington
and
how
firmly
committed
they
are
to
a
future
where
people
can
have
that
same
experience
in
bloomington.

people

We

and,
as
we
progress
moving
forward,
you'll

accomplishment
being
reported,
so
that
information
will
be
very
transparent
and
very
available
for
everybody
who
wants
to
see
it.

can't
wait
to
get
to
work
on
implementation
and
to
begin
cultivating
and
enduring
and
remarkable
community
where
people
want
to
be.
Also
on
monday
night,
the
city
council
took
the
final
steps
necessary
to
allow
food
trucks
to
operate
more
easily
and
more
commonly
in
the
city
of
bloomington.
As
I
talked
about
last
month,
the
city
council
started
this
discussion
regarding
food
trucks
more
than
two
years
ago.
It
was
on
the
agenda
in
march
of
2020
and
then,
of
course,
the
pandemic
derailed
everything.

The
council
tabled
the
issue
indefinitely,
because
bloomington
restaurants
were
going
through
an
incredibly
tough
time
and
we
didn't
want
to
add
additional
competition,
but
now
that
it
feels
like
we're
on
the
other
side
of
the
pandemic,
it's
the
right
time
to
act
on
this
issue.
I've
heard
from
many
many
residents
and
businesses
who
tell
me
that
they
want
to
see
more
food
trucks
at
neighborhood
events
serving
office
buildings
over
the
lunch
hour
and
being
used
as
a
general
amenity
in
the
city.

There
can't
be
more
than
three
trucks
at
a
location
and
they
can't
park
within
200
feet
of
the
existing
entrance
of
an
existing
restaurant.
The
hours
of
operation
for
trucks
will
be
from
7
am
to
10
pm
and
they
can't
stay
overnight.
There
are
also
standards
in
place
for
residential
areas.
In
case
someone
would
want
to
hire
a
food
truck
say
for
a
graduation
party
or
a
neighborhood
celebration
in
neighborhoods.

loves
the
k-9
unit
and
it's
a
great
opportunity
to
meet
our
new
police
chief

hodges.
The
open
house
runs
from
11am
to
2pm,
get
it
on
your
calendars
now
that
will
do

this
