commission
advises
the
city
council
on
development
proposals,
development
standards,
long-range
planning
and
transportation
issues.
Some
of
the
items
the
planning
commission
has
final
authority.
Others

city
council,
will
make
the
final
decision.

is
made
up
of
seven
volunteers
who
serve
for
up
to
three
years
at
a
time
and
tonight
all
seven
commissioners
are
with
us,
so
we
have
a
quorum
and
tonight
we
have
two
items
on
our
agenda,
but
before
we
begin
tonight,
we'll
stand
and
say
the
pledge
of
allegiance
all
rise.

then
we'll

public
hearing

the
public
may
direct
questions

the
planning.
Commission
planning

may
take
those

staff

the
applicant
depending
upon
the
planning
commission's
thoughts
and
needs
on
that.

that,
we'll
close
the
public
hearing
and
move
into
discussion
and
a
decision
so

as
usual

most
entities,
we,
the
number
of
applicants
will
or
the
number
of
public
will
help
determine
kind
of
the
process.
Generally,
we
would
stay
with
about
a
three
minute
limit
for
each
person
from
the
public
to
speak
before
giving
up
the
the
opportunity
to
the
next
person
once
we've
gotten
through
everybody,
we'll
go
back
and
finish
with
any
additional
comments,
but
we
want
to
make
sure
we
get
everybody

chance

for
an
adult
daycare
facility.

The
address
is
1321
american
boulevard
east.
The
site
is
just
east
of
american
boulevard
and
12th
avenue.
Intersection
surrounding
uses
include
residential
other
office
buildings
and
a
hotel
caring
hands.
The
tenant
name
would
occupy
approximately
4
700
square
feet
of
the
fifty
five
thousand
square
foot
total
area
between
two
buildings,
the
site.
The
space
would
be
located
in
the
center
of
the
northern
building,
highlighted
in
yellow
on
my
screen,
then
there's
a
photo
of
the
building
from
the
street
view,
so
you
can
get
an
idea
of
the
existing
site.

The
applicants
stated
they
generally
serve
30
individuals,
but
would
like
to
serve
up
to
60
individuals
with
five
staff
members.
They
previously
occupied
a
space
at
80,
40,
old,
cedar
avenue
in
bloomington
and
are
relocating
to
the
subject.
Property
hours
of
operation
are
from
8
30
to
4
30
pm
here
are
the
submitted
plans
caring
hands.
They
would
have
areas
for
socialization
food
distribution,
office
and
conference
rooms.
No
on-site
food
preparation
would
occur
on-site,
but
they
would
have
catered
meals.

The
applicant
is
required
to
submit
an
environmental
health
plan
review
application,
so
they
can
review
the
food
distribution
area
and
catering
plan
and
then
lastly,
I
just
wanted
to
touch
on
a
few
miscellaneous
items.
The
parking
is
compliant
as
the
required
parking
for
the
daycare
use
is
less
than
the
previous
office
use.

Daycare
uses
don't
generally
generate
a
high
parking
demand,
and
the
applicant
has
mentioned
that
the
daycare
users
would
be
primarily
dropped
off
and
picked
up
by
their
staff
and
then,
as
stated
earlier,
the
hours
of
operation
are
from
8
30
to
4
30,
because
the
use
is
not
in
operation
in
the
early
morning
or
evening
hours.
Lighting
compliance
is
not
required
at
this
time,
so
staff
is
recommending
a
condition
that
the
hours
of
operation
is
limited
to
7,
30,
to
5
pm,
to
allow
staff
to
open
and
close
for
business.

Lastly,
many
trees
and
shrubs
have
been
removed
over
time,
so
revised
landscaping
plan
must
be
reviewed
to
show
the
new
material
and
that
must
be
submitted
prior
to
building
permit
issuance.

are
recommending
approval
on
this

this
is
an
application
for
final
site
and
building
plan
approval,
the
site
location,
we're
at
8301
stanley
road.
So
the
building
is
just
east
of
stanley
road
north
of
84th
street.

site
is
located
on
the
very
eastern
edge
of
the
normandale
lake
district
plan.
It's
boarded
by
single-family
residential
to
the
south
and
east
immediately
southeast
there's
another
multi-family
residential
building,
as
well
as
well
as
multi-family
just
to
the
north,
and
then
we
have
more
commercial
retail
services
to
the
west.

see
if
I
can
live
in
this
area
where
the
new
dwelling
unit
would
be
located,
however,
there's
no
proposed
changes
to
the
exterior,
so
all
the
changes
are
solely
interior,
so
the
proposal
would
look
the
same
as
the
existing
conditions.

So
some
of
the
standards
we'll
look
at
are
you
know
minimum
unit
size
open
space
for
that
new
unit
parking
for
the
new
unit
and
then
storage
space
to
outside
of
the
unit
is
required.
However,
this
one's
a
little
unique
because
we
require
storage
space
just
for
the
new
unit.
However,
the
other
units
do
not
have
to
come
into
conformance
with
that
storage
space
outside
of
the
unit
requirement
and
they
don't
because
there's
not
that
expansion
of
floor
area.

usually,
if,
if
the
floor
area
expands
by
25
or
greater,
then
it
would
trigger
some
of
these
additional
standards.
So
that's
you
know
solid
waste
and
recycling
area
for
the
whole
building,
light
landscaping
and
lighting
as
well
as
sprinkler
systems,
and
I
guess
just
a
quick
note
on
that.
The
garage
is
sprinkler,
the
lower
level
garage,
but
the
units
themselves
are
not
and
the
state
code
does
not
require
that
which,
since
there's
no
floor
area
expansion.

code
also
requires
one
enclosed
parking
space
for
each
dwelling
unit,
and
so,
let's
take
a
look
here
next,
the
applicant's
proposing
to
create
this
new
space
in
the
garage
or
the
lower
level
garage
by
demolishing
a
couple
bathrooms
that
are
shown
on
the
screen
here
just
to
the
left
of
the
dumpsters,
so
makes
room
for
a
new
ada
code
compliant
space
and
then
there'd
be
a
new
ramp
and
stairs
to
access
the
elevators,
and
also
note
that
the
storage
lockers
are
proposed
across
the
way
they're
shown
in
the
orange
rectangles
there.

whether
or
not

wondered
about
taking

room

application,
but
I'm
reasonably
satisfied
that

applicant
knows

tenets
of
the
building
like

see

fact

we're
adding

space
and

ada
accommodations
within
the
facility.

note
that,

opinion,
given

fact

we
don't
require
a
community
room
and
the
fact
that
the
parking

recorded

decreasing,

just
find
it's
probably
not
the
for
the
applicant's
sake

something
that
I
just
would
have
expected
could
have
been
handled
in
the
straight
early
so

we
think
about
some
of
these
things

the
future,

our
rules

procedure
or
our

code
type
