Commission,
the
Planning
Commission
is
made
up
of
seven
volunteer
Bloomington
residents
appointed
by
the
city
council.
Tonight
we
have
six,
which
is
a
quorum.
The
commission
advises
the
city
council
on
development
proposals
and
development
standards,
long-range
planning
and
transportation
issues.
Our
work
is
informed
by
the
city's
comprehensive
plan,
various
District
plans
and
the
city
code
for
some
items.
The
commission
makes
a
recommendation
with
the
city
council
having
a
final
decision
making
Authority.
We
have
one
such
item
tonight.

a
conditional
use,
permit
application
for
bright
kids,
Center
daycare
located
in
an
existing
place
of
assembly
at
8600,
Bloomington
Avenue
South,
so
the
proposed
site
is
outlined
in
red.
As
you
can
see,
the
property
is
currently
a
place
of
assembly
and
it
is
also
home
to
Seven
Hills
Academy,
which
is
a
K-8
school.
The
property
is
zoned,
R1,
single
family,
residential
and
designated
quasi-public
and
the
comprehensive
plan.
The
property
is
bound
by
a
major
collector,
86th,
Street
and
three
residential
streets.
The
surrounding
properties
are
zoned
single
family,
residential.

applicant
is
proposing
a
daycare
in
a
place
of
assembly,
which
is
a
conditional,
limited
use
in
the
R1
zoning
District.
So
a
conditional,
limited
use
means
that
the
maximum
allowed
square
footage
is
25
of
the
total
flare
floor
area
of
the
building.
The
left
image
shows
the
daycare
location
outlined
and
read
in
comparison
to
the
whole
building,
and
so
the
square
footage
of
the
daycare
only
constitutes
approximately
six
percent
of
the
four
area
of
the
building.

a
resident
brought
a
concern
to
staff
about
traffic
demand
management
related
to
this
section
on
the
screen
and
institutional
uses.
The
correspondence
with
the
resident
is
in
not
in
the
packet,
but
is
at
your
seat.
The
city's
traffic
engineer
created
a
preliminary
trip,
slash
traffic
evaluation
that
you
also
should
see
at
your

It's
that
large
piece
of
paper.

So
the
estimates
on
the
trip
generation
sheet
determined
that
the
proposed
student
count
was
below
the
thresholds
for
traffic
limitations,
provided
that
there
is
a
traffic
control
plan
in
place.
Therefore,
in
order
to
disperse
traffic
from
Bloomington
Avenue
South,
the
applicant
is
proposing
the
plan
on
the
screen,
which
you
can
see.
The
arrows
show
that
the
caregivers
will
enter
off
of
East
88th
Street
drop,
the
children
off
and
exit
onto
Bloomington
Avenue.

So,
as
far
as
sidewalk
goes,
staff
had
a
couple
of
concerns
about
the
sidewalk
connection,
so
the
first
concern
was
about
the
route
the
children
would
take
to
get
to
the
playground,
because
the
playground
is
up
north.
The
applicant
addressed
this
by
receiving
permission
to
use
the
north
exit
of
the
building,
so
the
children
can
use
the
already
existing
crosswalk
to
go
to
the
park.

The
second
concern
regarding
sidewalks
is
for
caregivers,
who
may
walk
the
children
to
school
and
those
who
may
be
dropping
off
on
foot
or
bike
or
whatever
the
image
on
the
left
shows
the
sidewalk
Network
outlined
in
blue
with
the
Red
Dot
being
the
daycare's
entrance.
As
you
can
see,
there's
no
sidewalk
connection
from
this
entrance
to
the
public
sidewalk
Network.
The
image
on
the
right
shows
staff's
recommended
route
to
connect
the
entrance
to
the
public
sidewalk
with
a
crosswalk
and
then
also
a
sidewalk
in
striped
blue.

changes

sure
that
some
of
the
uses
we
were
seeing
within
neighborhoods
institutional
uses
in
specific,
didn't
overload
traffic
on
these
local
neighborhood
streets
that
was
found
to
be
somewhat
deleterious
to
the
quality
of
life
once
traffic
reached
above
certain
thresholds,
and
so
the
resident
was
the
the
inquiries
that
we
had
were
related
to
how
much
traffic
is
being
generated
by
this
when
the
code
was
revised.
Initially,
okay,
there
we
go.

There
were
three
Provisions
that
were
put
in
place,
three
tests
that
developments
had
to
meet
and
I'll
just
go
a
little
bit
into
trips
and
how
we
think
about
those
there's.
The
common
term
trip
that
you
might
think
I'm
going
to
go
to
the
grocery
store
I'm
going
to
drive
over
there
I'm
going
to
pick
up
some
chips
and
salsa
and
I'm
going
to
drive
back
I
did
a
trip
to
the
grocery
store.

The
way
Traffic
Engineers
think
about
trips
is,
if
you
can
Envision
sitting
in
a
lawn
chair
along
a
street
and
if
a
car
goes
right
to
left.
You
click
your
clicker.
That's
one
trip.
It
goes
the
other
way
you
clicker
clicker,
that's
another
trip,
so
we
sort
of
double
count
trips,
and
so
the
things
I'm
going
to
talk
about
switch,
your
your
thinking
into
that.

That's
how
we
figure
out
trips
and
for
some
reference,
one
of
the
the
most
well-known
trip
rates
is
a
single
family
home
in
North
America
generates
about
10
trips
a
day
it
seems
high
at
first.
But
if
you
think
about
it,
you
drive
your
car
to
your
driveway.
You
go
to
work,
your
spouse.
Does
the
same
thing
come
back.
That's
four
trips!
You
run
to
the
grocery:
that's
two
more
you're
up
to
six.

Maybe
you
have
a
teenager
that
drives
or
you
take
them
to
sports
you're
up
to
eight
ten
is
fairly
easy,
so
that's
pretty
typical
trips
for
a
single
family
home
over
time,
Traffic
Engineers
having
no
Hobbies
or
things
like
that
have
collected
trips
for
all
sorts
of
different
uses
from
just
about
everything
you
can
imagine.
But
in
terms
of
what
does
that
mean
a
local
Street
in
Bloomington
averages
about
500
trips
a
day.
So
that's
a
pretty
quiet
street.

So
that's
busier,
you're
thinking
about
traffic
when
you're
on
a
road
like
that
arterials
Lindale,
American,
Boulevard,

to

Street
across
the

that
we
just
had
a
study
on
it's
about

000
cars
a
day
it's
one
of
the
busier
ones
in
the
county,
all
the
way
up
to
your
freeways,

trips
a
day.
So
that
gives
you
some
context
of
of
what
we're
talking
about.

So
the
code
that
was
put
in
place
a
few
years
ago
has
three
criteria
that
have
to
be
met
and
I'll
just
sort
of
give
these
a
shorthand
label
one.
Does
it
add
three
or
more
300
or
more
trips
a
day
to
a
local
residential
street
at
least
once
per
week
on
a
regular
basis?
This
is
the
daily
trips.
Is
it
starting
to
add
trips
that
the
neighbors
are
going
to
feel
a
little
frustrated
by
a
little
bit?
Gonna
deteriorate,
their
quality
of
life.

The
second
test
is
it:
does
it
add
a
hundred
or
more
new
trips
today
on
a
local
Street
such
that
the
overall
trips
add
up
to
about
a
thousand
trips
a
day?
That's
a
low
number
that
thousand
trips
a
day,
but
we
generally
start
to
hear
from
people
once
you
get
above
a
thousand
trips
a
day.
People
start
to
become
a
little
less
comfortable
on
the
road
they
feel
like
it
diminishes
their
quality
of
life.

So
that's
why
we
have
that
number
in
there
and
then
the
last
criteria
is:
does
the
expansion
produce
a
hundred
or
more
trips
per
hour
in
the
peak
hour
on
a
regular
basis?
So
when
this
thing
is
at
its
Max?
Is
it
producing
more
than
100
trips
an
hour?
And
the
reason
behind
this
is
that
we
do
see
some
uses
that
have
a
really
high
trip
production,
but
only
certain
times
a
day.
Healthcare
facilities
are
one
where
they
tend
to
their
shift.

Change
tends
to
produce
a
lot
of
trips
and
it
does
it
like
seven
o'clock
in
the
morning
and
then
3
30
in
the
afternoon.
So
it's
not
your
typical
rush
hour,
but
it
can
generate
enough
trips
to
be
frustrating
to
neighbors.
So
those
are
the
three
tests
that
each
development
has
to
pass
when
they
are
generating
trips,
each
institutional
use
onto
a
local
Street.

So
for
the
daycare-
and
this
spreadsheet
is-
is
probably
it
would
be
better
if
I
put
this
in
a
map,
although
it
would
be
no
less
interesting
for
sure
the
the
trip
generation
rate
daily
for
a
daycare
is
about
for
a
little
over
four
trips
per
student.
So
if
you
have
50,
students
multiply
that
by
4.09,
that's
the
trips
that's
going
to
generate
daily.
We
also
know
how
many
trips
it's
going
to
generate
in
the
peak
hour
because
again,
Traffic
Engineers,
we
don't
have
a
lot
to
think
about.

So
we
calculate
trips,
the
if
you
take,
then
the
proposal
for
90
students
and
you
look
at
the
peak
hour,
We're
well
below
that
100
trip
threshold
well
below.
We
don't
need
to
worry
about
that.
That
is
condition
three,
so
I'm
starting
backwards
here
condition
one
was
back
to
our
300
or
more
trips.
This
daycare
generates
about
370
trips
if
it's
up
to
90
students.
Well,
that
could
overload
it
if
they
were
using
a
single
driveway
that
would
clearly
trip
that
threshold.

If
all
the
trips
were
coming
off
of
Bloomington,
Avenue
they're,
not
they're,
bringing
trips
in
they've
got
a
good
Network
and
they're
bringing
trips
from
around
the
area
or
around
the
building,
and
so
it's
not
all
going
to
overload
Bloomington
Avenue.
So
they
meet
that
criteria
as
well,
and
then,
lastly,
is
the
Thousand
trips
per
day
threshold
and
excuse
me
my
that's
the
very
bottom
here
and
if
you
add
the
new
trips,
this
daycare
will
generate
to
the
existing
trips
on
the
street.

One
of
the
things
that
we
need
to
see
with
this
is
a
circulation
plan
that
validates
what
we
think
is
going
to
happen
with
trips
and
that's
why
Commissioners
we've
added
that
condition
that
the
this
use
is
subject
to
site
and
circulation
plan.
Once
we
get
that
we'll
review
it,
it
needs
to
be
a
credible
site
and
circulation
plan.
It
needs
to
be
self-reinforcing.
It
needs
to
use
dry
vials
in
a
way
that
were
typical
and
custom
in
North
America,
where
we
drive
on
the
right.

needs
to
be
credible
and
the
city
engineer
will
approve
that
once
we've
made
that
determination
so
that
we
can
say
yes,
this
daycare
is
complying
with
code.
It's
not
going
to
impact
the
neighborhood
adversely
on
the
traffic.

usage
at
this
site

use

the
space

years
now

remember
going

phase
one

One

complete

touch

the
variety
of
phases
for
this
technology
campus,
but
the
the
property
is,
it's
provided
several
properties,
but
I
just
want
to
note
that
8050
Winstead
way
used
to
be
20th
Avenue.
So
there
was
a
there.

Was
a
road
name
changed
there,
so
this
is
more
or
less
what
the
site
looks.
Today
we
have
a
significant
Warehouse
production
and
office
building,
and
that
was
completed.
I
believe
last
year
and
sick
is
looking
to
expand
and
very
much
in
line
with
their
preliminary
development
plan,
which
I'll
I'll
show
you
in
a
moment,
but
you
can
see
that
essentially,
the
entire
screen
between
the
Fairfield
and
Winstead
way
is
part
of
the
sick
plan,
development
or
technology
campus
foreign.

Well,
we
just
we
just
heard
about
Mac
for
a
moment,
and
the
airport
has
a
lot
of
influence
on
what
can
and
can't
happen
in
the
South
Loop
district,
and
we
do
have
airport
height
limits
through
the
airport
zoning
standards
and
that
that
is
limiting
to
some
degree,
and
you
know,
especially
with
phase
two
a
four-story
office
building.
That's
that's
really
maximizing
that
available
airspace.

you

develop,
the
applicant
will
have
to
go
through
a
FAA
review

potentially

approvals

temporary
variances

cranes,
as
well
as
just
documenting
everything

mindful

campus

undeveloped,

production
and
Warehouse
facility
on
the
campus,

have
phase
four
and
so

is
a
real,
significant,

second
office
expansion
not

large
as
phase
two
but
still
significant,

additional
warehouse
and
production
spaces

then
additional,
essentially
an
expansion

the
parking
structure.

this
on
the

represents
the
full
build
out
of
the
technology
campus
going
to
the
final
development
plan,

this

so.
This
is
phase
two.
The
physical
improvements
for
phase
two.
You
can
see
the
the
building
on
the
Southeast
corner

site
or
northwest
corner
of
the
Winsted
way,
lindau
intersection
so
immediately
to
the
southeast
of
the
building.
Is
the
Confluence
sculpture?
If
you
need
the
reference
also
in
terms
of
like
access,
you
know,
access
would
largely
remain
the
same
there.

There
is
an
existing
access
point
along
Lindell,
Lane,
there's
also
an
access
point
along.
What's
now
Winstead
way:
that'll
it'll
change
from
some
guest
parking
to
loading
and
a
fire
a
fire
way,
but
there
wouldn't
be
major
changes
in
in
public
rights
of
way
and
again.
So
this
kind
of
just
Zooms
in
a
little
bit
on
the
site
plan-
and
you
know
so-
you
can
see
how
the
building
is
located
fairly
close
to
the
street,
which
is
exactly
what
we're
hoping
for
with
the
South
Loop
District
plan.

We
want
buildings
to
frame
the
street
to
create
a
more
friendly
pedestrian
environment
where
there's
ample
sidewalk
width
for
folks
walking
their
dogs
or
if
they
work
there
anymore,
they
want
to
sit
outside
on
a
nice
day.
They
have
a,
they
have
a
comfortable
place
to
to
sit,
and
so
in
as
part
of
this
plan,
there's
a
some
public
Plaza
space
right
on
the
corner,
which
there's
some
renderings
I'll
show
you.

But
it's
very
well
vegetated
has
outdoor
seeding
and
is
right
along
the
street,
so
that
really
improves
the
urban
character
of
our
South
Loop
District
and
we
always
look
at
landscaping
and
so
suffice
it
to
say
the
landscape
plan.
You
know
goes
above
and
beyond
what
our
standards
are,
and
especially
along
not
only
public
spaces,
but
then
amenity
spaces
for
for
customers
and
guests
or
employees.
They're
clearly
have
put
a
lot
of
thought
into
those
amenity
spaces
and
that
don't
have
any
too
many
comments
on
the
Landscaping
plan.

So
we
always
like
renderings
and
I
have
and
the
applicant
provided
several
of
them
and
they
were
including
your
packet.
There
was
a
note
about
a
roof
sign.
I
just
have
to
say
that
you
know
roof
signs
are
not
permitted,
and
so
there
was
a
discrepancy
between
the
renderings
and
the
two-dimensional
building
elevations
and
the
applicant
was
made
aware
of
that.
But
in
terms
of
materials,
the
the
primary
facade
we
have
mixed-use
District
requirements.
This
is
the
LX
District,
so
there
are
additional
design
standards
that
have
to
be
met.

One
of
those
is
transparency
along
along
certain
streets.
Lindau
is
considered
a
primary
Street,
and
so
the
requirement
is
at
a
few
at
least
50
percent
transparent
between
two
feet
and
ten
feet
above
grade.
So
it's
a
very,
very
detailed
standard,
but
the
gist
of
it
is
you
want
transparency,
Along,
The,
Pedestrian
way
along
street
level
or
or
sidewalk
level,
and
the
applicant
is
proposing
70
so
well
above
the
requirement
in
terms
of
transparency
on
the
East
Elevation.
That
has
a
lower
requirement.

Looking
Southeast,
you
can
see
the
Skyway
connecting
phases,
one
and
two
so
that
that's
a
nice
feature
of
you
know
we
don't
have
too
many
skyways
in
Bloomington,
but
a
nice
connection
with
phase
one
and
two,
and
then
it
also
has
enough
height
to
accommodate
fire
trucks
underneath
it
because
this
is
this-
would
be
serving
as
a
fire
lane
too.
Underneath
the
the
road
underneath
the
skyway,
similar
images.
Looking
East
from
the
vantage
point
of
the
the
guest
parking
in
the
in
the
middle
of
the
site,
I
just
have
some
commentary
on
the
signage.

It
is
a
little
too
big
and
also
would
reduce
the
transparency
amount
along
that
elevation.
So
we
had
we
discussed
with
the
applicant
Alternatives
and
we
think
there's
a
viable
solution
to
have
that
presence
that
branding
presence
along
the
street
yet
not
have
it
be
signage
that
is
on
the
exterior
skin
of
the
building.
So
there's
definitely
Alternatives
there
that
we're
working
through
and
will
be
advantageous
to
the
city
as
well.

And
of
course
we
have
to
include
at
least
one
image
of
a
parking
structure-
they're
not
as
not
as
interesting
to
look
at,
but
it
is
relevant
the
the
parking
structure.
We
don't
have
many
design
standards
for
parking
structures
that
can
be
precast
concrete.
They
typically.
This
probably
will
be
it's
not
anything,
probably
not
anything
architecturally
adventurous,
but
nonetheless
it
is
something
we
do
look
at
and
the
exact
materials
of
the
parking
structure
is
still.
You
know.

It's
still
at
play
the
applicants
working
with
the
port
authority
on
exactly
how
that
how
that's
going
to
turn
out
Now
parking
itself
sick,
is
proposing
what
we
believe
is
more
than
adequate
parking.
You
can
see
the
the
table

included

the
staff
report
now.
This
is
for
phases,
one
and
two
in
total.
So
we
we
added
up
all
the
office
between
phases,
one
and
two,
the
production
facility,
the
warehouse
facility
and
then
sick,
would
have
you

preferences.

trainings,
that
is
a
significant
part
of
their
floor
plan,
and
so
they
we
included
part
of
that
as
a
public
assembly.
If
you
will
from
a
parking
standpoint
where
we
have
one-third
occupancy.
So
all

total,
the

was
a
requirement
of
847
stalls
and
there
is
some
proof
of
parking,
that's
shown
suspect
they're
not
going
to
need
to
construct
it,
but
that's
above
the
requirement,
so
we're
very
comfortable
with
what's
proposed
for
parking
and
think
it'll
it'll
work
really
well
for
the
site.

is
