From YouTube: Design Review Committee
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
It
is
five
o'clock
and
we
have
Quorum.
So
if
we
want
to
get
started,
we
can
go
ahead.
The
applicant
is
online
for
this
item.
D
D
The
spell
this
is
the
building
that's
located
on
Capitol
Boulevard
and
then
second
we'll
move
across
to
the
adjacent
building.
That's
across
Lois
Avenue.
The
committee
heard
this
item
at
the
March
design
review
hearing
and
approved
the
application,
with
a
condition
to
return
to
a
future
work
session.
D
The
applicant
has
provided
some
updates,
including
a
revised
Capital
Boulevard
elevation,
so
that
smaller
image
is
what
the
committee
saw
last
time
and
then
in
the
updated
design
they
are
using
the
metal
siding
along
the
second
and
third
floors
and
then
on.
The
Upper
Floor
is
that
darker
material
is
proposed
to
be
fiber
cement
and
the
lighter
gray
material
is
Plaster
that
wraps
from
the
north
of
Assad
and
then
the
current
approval
just
does
have
a
condition
that
prohibits
plaster
on
the
Capital
Boulevard
elevation.
D
So
if
the
committee
were
to
approve
this
design,
we
would
need
to
modify
that
condition
and
then
on
the
yielding
elevation.
You
can
see
that
the
metal
siding
on
that
second
and
third
story
and
then
the
dark
material
is
that
fiber
cement
and
the
applicant
has
provided
an
updated
rendering.
So
the
before
is
on
the
left
and
then
you
can
see
the
new
rendering
on
the
right.
D
D
So
then,
just
in
summary,
in
order
to
approve
the
applicant's
drawings,
as
proposed
the
committee,
you
would
need
to
delete
or
change
the
two
existing
conditions
I
regarding
the
plaster
material
and
K
for
the
rooftop
screening,
and
with
that
we
can
let
the
applicant
walk
through
their
changes.
If,
unless
you
have
any
questions.
C
C
Thank
you,
commissioner
and
committee
for
taking
the
time
to
review
our
project
in
this
working
session.
Appreciate
it.
We
also
have
our
client
Sophia
from
CA
Ventures
on
as
well.
If
there's
any
questions,
thank
you
for
the
introduction
Caitlin,
as
described
I'll,
try
to
I
think
we
went
over
the
location
and
stuff
so
I'll
try
to
just
talk
through
the
updates
and
conversations
that
we
had
last
time.
C
So
in
summary,
last
time
we
this
project
the
one
located
along
South
Capitol,
there's
two
we'll
talk
about
the
the
one
behind
it
in
the
next
working
session,
but
this
one
along
South,
Capitol
and
Yale,
with
Lois
behind
a
lot
of
the
conversation
left
last
time
revolved
around
materials
and
changes
of
plane
or
in
some
locations
lack
thereof
and
really
honed
in
I.
Think
what
we
tried
to
describe
and
talk
through
was
a
simplification
of
trying
to
have
clean,
simple
moves
and
I.
C
Think
some
of
the
conversation
you
see
the
previous
rendering
on
the
bottom
here
there
was
the
fiber
cement
panel
on
the
second
and
third
floor,
with
a
different
color
at
the
corner,
as
this
viewed
as
you
come
down
from
the
depot
and
Yale
Street
on
the
left,
and
then
the
metal
siding
along
Yale
and
kind
of
upwards
on
that
two
through
six
story
on
the
left
side
and
then
Blaster
was
set
back
on
the
upper
portion
along
here.
C
Along
with
that
gray,
you
can
see
the
current
version
above
I'd
like
to
just
talk
through
kind
of
the
updates.
We've
made
and
I
think
the
comments
we
had
last
time
helped
improve
our
design
and
really
hone
in
on
this
concept
of
simple
moves
and
and
trying
to
really
take
care
of
of
the
importance
of
South
Capitol
and
just
talk
through
the
the
kind
of
hierarchy
of
materials.
So
what
we
went
back
and
we
looked
at,
is
we
really
felt
like
that?
C
Second
and
third
story
along
South,
Capitol,
really
lended
itself
to
to
bring
in
that
metal,
siding
that
that
vertical
and
that
kind
of
frustration
down
there
to
to
bring
it
closer
to
the
scale
of
the
the
street
and
the
the
people
walking
around,
and
so
we
felt
like
that
move
down
there
was
was
kind
of
it
was
our
first
mass,
so
I
have
it
called
out
as
one
this
kind
of
concept
of
this
Mass
Above
This
base
wrapping
around
not
calling
out
the
corner
is
anything
different
other
than
that
this,
some
of
the
small
signage
in
the
openings
on
the
first
floor,
the
second
Mass
here
on
the
Yale
Street
and
then
as
it
wraps
around
South
Capitol,
that's
our
fiber
cement
panel.
C
That
was
previously
on
the
second
and
third
story.
This
was
an
update.
We
removed
a
lot
of
the
plaster
along
South
Capitol
and
made
that
this
number
two
kind
of
outlined
in
white
box
above
and
felt
like
that
transition
there
between
one
and
two
creating
a
separation
of
plane,
allowed
us
to
kind
of
have
that
change
of
material
and
not
just
adjusted
before,
as
we
had
it
alongside
Capital
that
transitioned
to
plaster
to
to
the
metal.
Siding.
C
Just
for
the
top
couple
stories
set
back
there,
and
so
if
I
go
to.
This
is
the
the
final
image
that
we
have.
We
feel
like
this
has
allowed
us
to
refine
the
materials,
create
the
hierarchy
and
really
provide
the
importance
along
South,
Capital
and
and
feel
that
concept.
There
has
really
helped
us
along
with
that.
C
We
also
heard
some
feedback
about
some
of
the
signage
and
we've
kind
of
toned
that
down
a
little
bit
to
more
blend
in
with
some
of
it
and
then
really
just
providing
a
higher
R
key
of
for
the
one
or
two
locations.
We
feel
like
it's
important,
but
I
think
there
was
also
some
commentary
that
there
was
a
good
amount
of
signage
on
there
that
caused
a
little
bit
less
of
the
Simplicity
concept
we
were
talking
about
as
Caitlyn
showed.
C
This
is
kind
of
the
the
previous
and
the
current
the
items
I
just
talked
about
with
that
fiber
cement
panel
along
the
top.
That's
the
large
area
here
that
was
previously
plaster
and
metal
siding
as
it
wrapped
around.
So
really
that
Simplicity
and
you
guys
can
just
kind
of
see
the
the
concept
there
just
breaks
it
down
into
just
like
a
couple
kind
of
one,
two
three
levels
of
move
and
then
having
the
the
corner
from
the
north
wrap
around.
C
This
just
being
that
final
image
there
and
then
also
trying
to
bring
in
some
of
the
the
grade,
change
that
we
had
talked
about
last
time
on
self-capital
and
some
of
that
portion
of
that
kind
of
bottom
corner.
There
would
be
hidden
from
those
districts
Canal
over
there,
Yale
Street,
as
I've
just
described.
C
Essentially
that
was
a
large
change
you
can
see
before
we
had
that
different
color,
fiber
cement
and
just
really
trying
to
simplify
and
create
that
fiber
cement
panel
on
this
large
portion
back
here
along
Yale
and
then
bring
that
metal
siding
closer
to
South
Capitol
in
that
first
kind
of
aha
moment.
As
you
come
down
from
the
depot,
and
then
we
just
have
the
other
elevations
here
that
we
can
discuss
further
if
necessary,
I'm,
just
updating
them
to
wrap
around
the
metal,
siding
and
some
of
those
elements
that
we
had
previously
done.
C
Second,
conversation
that
came
up
or
that
we
discussed
was
the
roof
screening.
The
mechanical
units
I
think.
Last
time
we
presented
a
slide
similar
to
this
in
conversation,
understanding
that
these
roof
units
are
small
three
to
three
and
a
half
feet
above
the
roof
deck
they
are
located
in
the
center
of
our
roof
area
and
the
parapits
and
the
size
of
the
building
does
block
it
from
the
street
level.
C
Based
on
our
conversation
last
time,
we
understand
the
concern
that
the
I
think
a
neighbor
as
well
as
the
committee
had
discussed
about
the
view
from
from
the
depot.
C
This
was
an
image
we
had
pulled
up,
I
think
in
our
rebuttal
to
kind
of
discuss
and
talk
through
our
project
being
on
the
left
side
here,
and
so,
while
we
still
feel
like
it's
far
away
and
there's
a
lot
of
foliage
and
things
that
do
screen
it
and
the
the
elements
are
very
short
of
small
elements,
if
you
zoom
into
maybe
something
like
the
Boise
State
across
the
way,
it
would
be
similar
to
a
couple
of
these
small
elements
there.
C
So
we
felt
when
we
looked
back
at
it,
that
we
would
make
sure
to
screen
from
that
south
side
and
preserve
that
view
towards
the
capital.
If
you
we're
standing
at
the
Depot
but
other
than
that,
we
felt
like
it
would
be
very
limited
in
view
based
on
the
location
and
the
central
aspect
of
it
from
the
the
right
of
way
and
the
the
streets
below
and
with
that
I'll
ask
you
guys
I
guess
our
ass
today
is
to
improve
our
project
with
these
updates.
C
We
feel
like
it's
a
lot
better
of
design
because
of
the
conversations
you
guys
brought
to
us
a
couple
months
ago,
and
we
appreciate
your
time
in
reviewing
it
and
we
would
ask
to,
as
Caitlin
mentioned,
maybe
tweak
those
conditions
to
allow
for
the
a
couple
elements
of
the
South
screening
and
then
the
small
portion
of
plaster
in
that
North
Zone.
Thank
you.
F
Chair,
yes,
to
be
a
little
more
specific
when
you
talk
about
plasterers
that
ethos
or
is
that
a
stucco
product.
B
So
do
procedurally
do
we
want
to
each
one
of
these
is
is
a
separate
project
and
we
would
need
a
motion
for
each
one
of
them.
We
would
do
them
one
at
a
time
or
both
at
the
end
of
this
discussion
since
they're,
tied
together.
B
A
Work
session
items
I
will
just
remind
you,
though,
that
this
is
a
public
hearing,
so
we'll
we'll
have
a
public
testimony
portion
see
if
anyone
wants
to
testify.
Oh.
B
Seeing
none
I
will
close
the
since
it's
a
work
session.
We
still
do
the
same
process:
okay,
so
we'll
close
the
public
part
of
the
hearing
and
open
it
up
for
debate
amongst
the
committee,
so
questions
or
comments.
G
Mr,
chair,
I,
guess:
I'll
start
the
conversation
just
because
it
looks
like
they
are
requesting
a
couple:
modifications
to
the
conditions.
I
I
think
that
I
mean
the
wrapping
of
that
sucko
material
around
the
corner.
I
guess
I
know
that
there's
some
design.
You
know
some
of
the
policy
that
doesn't
allow
that
on
Capital
I
think
it
does
lend
itself
to
some
of
the
Narrative
of
the
building
design.
G
I
guess
it
doesn't
bother
me
I
mean
I
I'm
only
starting
this
conversation
because
I'd
like
to
hear
what
other
other
committee
members
think
about
that
element,
I
think
stopping
that
element
at
the
corner.
Maybe.
G
You
know
if
you're
driving
down
Capital
headed
south-
and
you
see
that
stucco
there
and
then
at
the
Hard
corner
it
transitions
to
a
metal
panel
or
cement
board
or
cement
panel.
I
think
it
might
look
a
little
strange
to
me
so
I,
like
the
changes.
I,
also
think
that
screening
on
that
South
Side
is
adequate
personally.
So
those
are
my
comments.
H
Mr
chair,
yes,
I,
agree
with
Committee
Member
simple
on
the
wraparound
and
on
the
screening
and
I
want
to
add
that
I
really
like
the
new
materials
on
the
building,
and
then
it
reads
as
one
solid
building.
That's
a
huge
Improvement.
F
Chair,
yes,
I
I
think
the
wrapping
of
the
the
stuff,
though
product
is
also
adequate.
I,
think
it
really
comes
down
to
a
matter
of
semantics.
You
know
we
can
allow
it
on
the
North
facade,
but
definitely
not
on
the
East.
No
I
think
that's
fine.
I
personally
am
not
really
inclined
to
budge
on
the
rtu
screening.
F
I
still
think
that
there
there
will
be
visibility
above
the
trees,
and
there
are
several
angles
from
which
you'll
be
able
to
see
essentially
level
with
that
roof
and
I.
Think
if
we're
gonna
enforce
a
higher
standard
anywhere
than
Capital
Boulevard
would
be
it
so
I
would
be.
You
know,
in
in
favor
of
accepting
condition,
I
and
rejecting
condition,
k
or
I
think.
That's,
that's
probably
reverse
yeah.
F
You
guys
know
what
I
mean
yes,
I
I
also
think
that
this
is
an
improved
design.
I
think
it's
hard
to
tell
because
the
the
elevations
and
the
original
package
I
think
were
a
little
inconsistent
with
parapet
Heights
based
on
which
elevation
you're,
seeing
but
I
did
somewhat
prefer,
where
the
stucco
Mass
had
a
slightly
varied
elevation.
I
think
that
helps
kind
of
accentuate
it
as
a
a
mass
of
itself
relative
to
the
gray,
was
it
fiber,
cement,
Mass,
but
I?
F
It's
not
it's,
not
something
I'm
really
willing
to
engage
in
a
protracted
argument
about
so
I
think
this
is
a
a
good
Improvement.
G
Mr
chair,
yes,
I
will
move
to
approve
the
work
session
drawings
dated
received
April
4th
2023
per
the
findings
contained
in
the
worst
work
session.
Memo
for
the
hearing
dated
May
10
2023
and
the
work
session
discussion
with
the
removal
of
current
condition
of
approval,
I.
G
Just
real
quick
I
think
that
Committee
Member
erstad
I
I
think
that
the
the
full
height
screening
on
all
sides
of
those
rtus
is
appropriate
here.
I
convinced
me
with
your
limited
discussion.
I
was
you
know,
I
get
wrapped
up
in
looking
at
one
image
and
I
think
you're
right
that
it
would
be
viewable
from
you
know,
maybe
further
down
Crescent
Rim
from
that
west
side
and
stuff
too.
So.
H
D
D
So
this
is
the
front
elevation
facing
Lewis
Avenue
and
it
does
not
appear.
The
applicant
has
made
any
changes
to
this
elevation.
There
was
more
discussion
on
the
Yale
elevation,
so
the
applicant
has
extended
that
concrete
base
along
the
bottom
to
align
with
the
material
change
on
the
upper
floors,
and
then
they
have
also
added
that
additional
Landscaping
into
that
elevation.
There
is
a
10
foot
wide
area
between
the
sidewalk
and
that
facade,
so
there
is
substantial
room
to
include
that
Landscaping
there
on
the
roof
plan.
D
Similarly,
to
the
previous
application,
the
applicant
has
shown
a
rooftop
screen
on
the
south
of
the
southernmost
equipment,
so
that
does
relate
to
condition
I,
which
would
need
to
be
modified.
If
the
committee
wishes
to
approve
it
as
a
as
proposed
and
that's
all
I
have,
and
unless
you
have
any
questions
any.
C
C
Thanks
for
the
introduction
Caitlin.
Thank
you
for
your
time
committee.
This
is
Project
just
behind
the
one
we
just
talked
about
Caitlyn
as
you
described.
This
is
the
main
rendering
most
of
the
conversation
last
time
revolved
around
the
kind
of
Yale
Street
and
this
left
side
here.
C
So
that's
the
area
we
look
to
improve
upon
and
then
we'll
also
talk
about
the
screening
as
the
secondary.
But
in
the
last
time
that
we
had
discussed
I
believe
there
was
conversation
of
just
how
this
on
the
bottom.
You
can
see
the
previous
grade
and
feel
like
it
aligned
with
anything
that
the
concrete
in
the
stone
was
wrapping
in
a
way
that
maybe
wasn't
dictated
as
well
as
it
could
have
been,
and
then
also
just
looking
at
providing.
C
As
Caitlyn
said,
we
have
a
larger
setback
there
that
allows
for
a
landscape
portion
that
we
can
really
utilize
for
just
that
first
floor.
There
is
in
this
garage
behind
it,
so
you
can
see
in
the
current
one
above
we've
updated
that
Landscaping
to
be
very
robust
and
in
a
way
and
provide
some
nice
screening
there
along
Yale
for
that
pedestrian
and
that
sidewalk
walking
through
there
and
then
also
extending
that
stone,
veneer
down
past
that
window
and
essentially
aligning
with
the
fiber
cement
transition
above.
C
So
we
think
that
is
a
approved
upon
based
on
our
conversation
last
time
and
would
ask
that
you
would
accept
that
as
some
good
updates
for
the
project
I
do
have
also
the
other
elevations
in
here,
but,
as
Caitlyn
mentioned,
those
have
not
updated
based
on
our
previous
discussions
and
then
the
second
conversation
is
similar.
One
to
one
we
just
had
this
building
is
the
one
on
the
left
side,
so
South
Capitol
being
on
the
right
side
and
then
lowest
in
the
middle
here.
C
So
this
building
is
further
back
again,
we
had
looked
at
it,
understood
the
conversation
and
concerns
last
time
from
the
depot
and
provided
some
screening
on
this
on
the
South
Side
here
and
then
looking
at
this
image.
I
guess,
based
on
your
conversation
just
a
minute
ago,
I
would
say
we
understand
that
the
concern
to
preserve
the
the
South
Capitol
View
and
all
of
that
I
feel
like
this
building
being
even
further
back
from
Lois
further
stepped
away
that
the
screening
would
not
be
needed
on
all
sides.
C
We've
looked
at
it
from
the
South
Side
I
would
say
that
the
the
Vantage
points
from
the
kind
of
West
and
North
are
really
are
begin
to
be
limited
to
either
very
far
away.
Where
it's
it's
hard
to
see
these
three
foot
tall
things
with
a
parapet,
that's
already
two
feet
in
front
of
it
and
then
some
of
it
I
mean
it
just
becomes
some
of
the
buildings
from
downtown,
but
from
a
pedestrian
in
typical
public
view.
C
We
feel
like
that's
is
limited
in
a
sense,
so
we
would
ask
that
understanding
your
opinion
and
and
kind
of
keeping
the
condition
on
the
last
one.
We
would
ask
that
this
one
being
further
back
from
South
Capital
it'd
be
limited
to
the
screening
that
we've
shown
so
with
that.
Thank
you
for
your
time
and
appreciate
your
consideration.
B
B
Seeing
none
I
will
I
think
we're
again
any
questions
in
the
open,
we'll
go
ahead
and
close
this
the
public
part
and
open
it
up
for
discussion
on
the
committee's
part
yeah.
So
any
questions.
B
G
G
G
B
Moved
in
second,
in
any
comments
seeing
none,
we
call
the
roll.
E
B
A
All
right,
thank
you.
Mr
chairman,
you
guys
got
through
those
items
fairly
quickly,
so
we'll
have
a
pretty
good
break
here
before
the
hearing,
but
I
will
just
run
through
the
agenda
for
the
hearing,
real
quick,
so
two
items
on
tonight's
hearing
first
item
is
a
14
200
square
foot,
industrial
building
on
West,
Emerald
Street.
We
are
recommending
approval
and
the
applicant
is
in
agreement
with
the
conditions
of
approval.
So
we
would
recommend
that
one
for
the
consent
agenda
unless
anyone
has
any
concerns
all.
A
Then,
item
number
two
at
West
State
Street,
is
a
new
four-story,
Fitness
and
recreation
building
for
YMCA
again
in
in
agreeance
with
the
applicant
on
all
the
conditions
of
approval.
Unless
the
committee
would
like
to
hear
it,
we
could
shoot
it
for
consent
too,
but
there
may
be
some
discussion
warranted
on
it.
That's
at
the
committee's
pleasure.
F
As
a
matter
of
procedure,
I
I
feel,
like
generally
projects
of
this
scale,
just
shouldn't
fair
enough.
F
I
I
want
to
be
respectful
of
people's
time,
but
you
know
when
we're
getting
to
a
half
block,
or
you
know
anything
over
three
stories-
we're
looking
at
some
pretty
impactful
projects.
All.
E
A
A
Thank
you,
okay
and
then
just
quick
heads
up
a
reminder.
We
will
not
have
a
hearing
next
month.
City
council
will
be
holding
the
modern
zoning
code
hearings
that
whole
week,
so
next
hearing
will
be
in
July.
So
with
that
we'll
see
you
at
six
o'clock
all.
A
Everyone
from
the
public
entering
the
hearing
on
Zoom
has
been
automatically
muted
and
cannot
speak
as
the
item
you're
interested
in
comes
up
for
discussion,
you'll
be
called
upon
and
unmuted
you'll
be
promoted,
panelists
and
will
rejoin
the
meeting
after
a
slight
delay.
There's
a
chat
function
in
Zoom.
It
is
not
part
of
the
record.
It
should
only
be
used
if
technical
difficulties
arise.
If
the
chat
function
isn't
available,
you
can
email
zoning
info
cityofboise.org
with
any
technical
issues.
B
Thank
you
good
evening.
We
are
citizen
volunteers
appointed
by
the
mayor
and
approved
by
the
city
council.
We
make
final
decisions
on
design
and
review
permits.
Any
decision
made
tonight
may
be
appealed
to
the
Boise,
City
Planning
and
Zoning
commission,
provided
that
the
appeal
is
filed
within
10
days
of
the
hearing.
B
In
order
to
file
an
appeal
you
must
have
given
written
or
oral
testimony
at
tonight's
meeting.
So
that's
why
it's
important
to
give
your
name
and
address
when
you
testify
tonight,
we
utilize
a
consent
agenda.
This
means
that
if
the
applicant
agrees
with
the
staff
report,
if
there
is
no
public
opposition,
the
item
will
be
placed
on
the
consent
agenda.
All
items
that
are
placed
on
the
consent
agenda
are
approved
with
one
motion.
B
G
B
B
G
E
B
D
Thank
you
Mr,
chair
and
committee
members.
Next,
we
will
hear
item
drh23-00119.
This
is
a
design
review
application
to
construct
a
new
four-story,
approximately
101,
600
square
foot,
Fitness
and
recreation
building
in
a
c5dd
Zone.
D
Okay,
the
subject
property
is
approximately
0.84
Acres,
located
on
the
south
side
of
State
Street
between
North
10th,
Street
and
North
11th
Street
in
downtown.
The
applicant
will
remove
the
existing
improvements
on
the
site
and
complete
a
record
of
survey
to
combine
the
two
existing
parcels.
D
Here's
the
landscape
plan,
you
can
see,
there's
a
patio
proposed
or
like
a
plaza
proposed
along
11th
Street,
and
then
they
have
the
streetscape
proposed
along
all
the
streets.
J
So
what
you're
seeing
here
is
an
updated
visual
of
the
new
downtown
YMCA.
Our
design
philosophy
to
date
has
been
to
show
activity
on
display,
so
openness
and
invitingness
for
folks
that
are
part
of
the.
Why,
but
also
the
public
to
come
in
and
join
the
Y.
That's
our
goal.
J
So
in
this
view
you
see
the
two-story
open,
Lobby
and
kind
of
the
entry
space,
as
well
as
some
off
to
I'm.
Looking
at
the
screen
so
off
to
my
right,
that's
where
partner
spaces
would
be
so
having
visibility
into
those
areas
and
then
looking
down
State
Street,
seeing
the
kind
of
larger
openings
and
activity
on
display
inviting
you
in-
and
this
is
just
an
updated
all
of
the
materialities
are
the
same.
Nothing
has
changed
just
the
realisticness
of
the
vision
and
more
contextual
information
with
the
development
you
know
around
the
surrounding
site.
J
You'll
see
the
I
call
it
the
pool
box,
but
the
two
store
or
four-story
volume,
two
story
of
pool
and
two-story
of
gym
and
athletic
spaces.
So
looking
into
there
from
the
street,
you
can
see
more
activity
on
display,
so
we
really
tried
to
highlight
what
it
means
to
be
a
member
of
the
y
or
a
new
member
of
the
Y.
G
I
J
Yeah
so
kind
of
at
the
end,
that's
where
one
of
the
stair
Towers
would
be
we'll
also
have
kind
of
a
central,
and
you
can
see
it
in
the
floor
plans
a
central
stair
that
goes
from
basement
all
the
way
up
to
Fourth
and
then
we'll
have
elevators
that
go
up
there,
so
planning
for
that
future.
For
okay,.
B
H
So
I'm
glad
you
answered
that
so
because
I
saw
the
schematics.
Why
there
are
these
chimney?
Looking
things
just
sort
of
sticking
out,
is
there
well
I
know
it's
impossible
to
know
it's
fundraising,
but
is
there
some
idea
of
how
long
those
stair
towers
are
gonna?
Stick
out
I
feel
like
the
stair
Towers
look
sort
of
silly
lean.
H
Thank
you,
so
yeah
I'm
just
curious
how,
if
that's
a
pretty
temporary
thing
or
if
there's
any
way
of
knowing
how
long
they're
gonna.
J
So
I
would
say
the
philosophy
of
the
Y
in
our
design
team.
It's
our
mission
to
get
that
built
so
that
it
doesn't
so
that
we
have
it.
So
that's
our
goal
we
can
in
studying
kind
of
the
3D.
You
know
that
Central
One
might
not
necessarily
be
as
visible
as
it
is.
You
know,
kind
of
on
the
floor
plans
and
such
that
one
that
you
kind
of
see
there
that
fits
with
the
elevation
and
kind
of
how
we're
organizing
the
materials
and
then
it
when
we
build
the
fourth
floor.
J
I
F
Mr
chair,
yes,
I,
just
I,
really
appreciate
you
guys
bringing
the
updated,
renderings
I
think
the
the
images
that
first
came
out
pulled
straight
from
SketchUp.
They
they
didn't
speak
to
the
transparency
of
this
building
and
they
didn't
really
speak
to
the
context
either.
F
I
I
appreciate
just
how
much
more
this
communicates.
What
the
the
design
is
about.
I
do
still
feel
like
this
looks
a
lot
like
an
office
building
just
in
terms
of
coloring
masking
overall
treatments.
F
F
Kind
of
fun
features
that
the
the
existing
building
has,
whether
that's
you
know,
colors
that
represent
the
core
values
or
just
kind
of
a
softer
components
to
it.
I
I
think
that
the
I
think
that
would
benefit
the
the
overall.
F
I
also
question
some
of
the
the
massing
decisions.
You
know.
If
you
go
back
to
the
other,
the
northwest
corner.
You
know
you've
got
a
two-story
space
there
on
the
main
floor,
but
you've
broken
it
up
to
look
like
just
you
know:
a
couple
of
standard
height
office
floors
and
I'm
wondering
if
there
was
a
design
philosophy
there
or
if
it
was
a
cost
savings
issue
or
if
you
could
just
kind
of
speak
to
that
a
little
bit.
Yeah.
J
So
our
design
philosophy
on
the
way
that
it
looks
you
know
always
with
non-profits
or
trying
to
strike
a
balance
between
efficiency
of
construction
and
cost
and
materiality
and
wanting
it
to
feel
Timeless
I
mean
this
is
going
to
be
a
building.
That's
there
for
hopefully
100
years.
J
We
don't
want
to
make
something
that
may
look
trendy
or
you
know,
kind
of
fall
out
of
times,
and
so
that's
one
aspect
of
it
and
the
other
I
will
say
you
know
we
have
sure
constructability
constructability
issues,
one
you
know
trying
to
break
up
the
facade
cost
is
also
that
it's
certainly
something
we're
looking
we're
open
to
looking
into
so
there's
there's
a
lot
of
factors
that
went
into
it.
We
also
did
a
lot
of
different
studies
with
our
clients
on
you
know
how
we
wanted
to
make
that
look.
J
You
know
we
studied.
Do
we
make
that
kind
of
pool
box
more
identified
or
not?
This
is
kind
of
the
direction
that
we
all
landed
as
a
group.
So
taking
that
into
account
doing
anything,
though,
okay,
okay,
hopefully
it
answers.
Your
question
is.
J
F
J
I
Mr
chair,
yes,
I
saw
that
in
the
conditions
of
approval
we
needed
some
more
bike,
racks
and
I,
like
the
bike,
rack
design
that
are
in
the
documents,
they're
pretty
fancy,
but
are
they
practical?
And
in
this
case,
where
I
I
know
the
bike
racks
get
full
at
the
current
building,
and
so
I
would
consult
with
your
bicycle.
Partners.
Colleagues
like
what's
a
really
good
bike,
rack
that
we
can
maximize
the
use,
not
necessarily
the
aesthetic.
I
So
that's
just
more
of
a
comment
and
a
suggestion
and
then
I
agree
with
Mr
erstad
that
the
building's
kind
of
missing
some
of
the
Whimsy
I
guess
of
the
existing
building,
but
I
totally
appreciate
what
you're
saying
as
well.
So
I
guess:
I,
don't
at
all
want
to
make
this
a
condition,
but
maybe
just
a
suggestion
with
your
partners.
Maybe
some
public
art
it's
on
the
building
or
outside
the
building
could
maybe
be
that
Whimsy
and
help
address
that
and
be
some
of
the
fun.
I
J
You
absolutely
I
definitely
agree,
and
you
know
with
our
development
Partners.
You
know
we're
in
a
kind
of
a
greater
development,
and
there
is
you
know,
a
lot
of
discussion
and
planning
around
what
we
can
do
with
public
art
in
that
space,
maybe
not
necessarily
on
our
building,
but
maybe
in
our
Plaza
or
on
the
adjacent
buildings
and
then
also
looking
at
the
alleyway
is
a
kind
of
more
lively
space
to
kind
of
help.
With
the
nature
of
that
two
and
a
half
city
blocks
and
your
comment
to
the
bike
racks,
absolutely
that's!
J
You
know
one
option
to
look
at,
but
we
definitely
know
as
a
biker
myself.
We
definitely
know
that
downtown
needs
more
biking,
storage
and
in
the
adjacent
facility
there
will
be
a
park
boy,
Park,
Boise,
Bike
Locker.
There
should
hold
I,
can't
remember
the
amount
of
bikes
there
and
then
we
are
proposing
to
increase
the
amount
of
bikes
in
the
right
away.
So
to
accommodate
some
of
that-
and
we
did
a
pretty
extensive.
F
Sure,
yes,
I,
do
have
a
question
for
staff,
because
I've
mentioned
the
parkway
facilities.
We
don't
currently
have
an
application
for
the
adjacent
property.
Do
we
what?
What
is
the
required
parking
stalls
for
this
right
now?
I
know
they're
in
the
P2
overlay,
but
with
a
building
this
size,
it's
still
probably
going
to
be
over
100
stalls
right.
D
D
I
think
they
I
do
have
an
exact
number,
but
it's
several
hundred,
so
their
proposal
is
to
provide
parking
agreements
with
the
future
building,
as
well
as
parking
agreements
with
some
of
the
surface
parking
lots,
and
we
would
require
those
parking
agreements
be
in
place
before
we
sign
off
on
any
construction
permits
and
then,
with
the
new
zoning
code,
this
will
be
in
a
zone
that
does
not
require
parking.
F
So
there's
a
lot
of
hoped
for
conditions
that
we
have
a
lot
of
reasons
to
believe
could
come
to
pass,
but
I'm
glad
to
hear
that
there's
at
least
a
backstop
of
requiring
parking
con
parking
agreements
in
the
time
being.
Thank
you,
foreign.
B
Thank
you
for
your
time.
Thank
you.
Is
there
anyone
representing
the
neighborhood
association
here
that
would
like
to
testify
or
online
seeing
none.
Are
there
any.
B
H
Mr
chair,
yes,
I,
have
several
comments
on
the
building.
Can
we
bring
up
the
it's
just
the
initial
rendering
for
them?
Yes,
thank
you.
H
A
few
things
one
to
address
the
comment
on
that
some
of
my
fellow
committee
members
have
about
the
I.
Don't
know:
Office
Building,
look
I'd
like
that.
This
is
a
very
classic
streamlined,
clean,
looking
building
I
think
it's
sophisticated
in
a
way
that
the
wide
deserves
I,
think
Whimsy
gets
outdated
very
quickly
and
I
think
the
Y
has
done
a
very
good
job
of
marketing
in
itself.
Marketing
itself
is
more
than
just
a
place
for
little
kids
to
go,
and
the
building
reflects
that
quite
well.
H
H
The
view
from
11th
Street
is
remarkable:
I
love
the
entrance
and
the
inclusion
of
an
outdoor
space
it
you
know
with
the
11th
Street
Bikeway.
It
seems
like
that
will
be
a
very
well
used
space.
Very
very
different
from
the
approach
to
the
current
building
it
it's
very
it's
just
very
welcoming
and
I
I
hate
to
see
any
building
built
on
a
busy
thoroughfare
that
doesn't
have
openings
to
that
street
like
meaning
to
State
Street,
but
it
the
Y
doesn't
now
and
I
can
see
that
it
won't
later
and
I
assume.
H
That's
because
for
this
kind
of
use
you
know
for
safety.
You
can't
have
people
coming
in
and
out
all
different
ways,
but
I
I'm
really
impressed
with
the
especially
this
perspective
of
the
building
and
I.
Think
most
people
will
see
it
driving
by
and
it
will
look
like
a
handsome
sophisticated
building
that
the
city
deserves
so
I'm
I'm
very
excited
about
this
and
I
think
it's
it's
better
than
it
needs
to
be.
B
I
H
F
Chair,
yes,
while
I
would
strongly
disagree
that
this
is
better
than
it
needs
to
be
I
do
think
it's
good
enough.
G
Mr,
chair
I'm,
excited
about
it.
I
think
that
you
know
I
the.
Why
building
now
is
you
know
it's
served
its
purpose,
I
guess
it's
definitely
getting
to
the
point
where
it
needs
something
like
this
to
come
in
and
upgrade
it
and
bring
in
the
new
facility,
so
I'm
really
excited
to
see
it.
