A
All
right
for
for
today's
work
session,
we
are
going
to
be
giving
you
an
update
on
the
well.
Only
one
person
is
being
very
updated
about
this
or
two
people,
but
still
very
good.
We're
gonna
give
the
update
to
the
commission
and
for
the
record
for
some
developments
that
have
been
happening
with
the
downtown
as
you'll
see
later
it
rebranded
Mercantile,
Mercantile,
historic
district.
A
It's
was
originally
to
include
the
properties
along
10th
from
Bannock
domain
and
along
main
along
the
blocks
that
start
at
Ninth
and
extended
12th,
but
then
based
on
some
Communications
with
planning
staff
and
members
of
the
committee
that
happened
after
the
March
meeting
when
we
gave
the
initial
presentation
the
boundaries
have
been
updated.
A
Part
of
this
is
to
have
no
parcel
splits,
because
that's
just
weird,
is
it
not
a
fancy
planner
term,
but
it
is
weird,
and
so
we
just
want
to
make
sure
we
pick
up
full
parcels
and,
as
we
were
looking
at
that,
we
noticed
some
properties
across
the
street
at
Ninth
that
should
definitely
have
been
included
should
definitely
be
included
in
this
District
and,
as
I
said
before,
as
there
is
a
bit
of
a
confusion
with
West
downtown
is
a
one
of
the
neighborhood
associations
and
we
were
originally
going
to
call
this
the
West
downtown
historic
district,
but
this
actually
falls
entirely
in
the
downtown
neighborhood
association.
A
Things
could
have
gotten
weird
at
some
point.
Confusion
of
well,
that's
not
in
West
downtown,
that's
in
downtown
Etc,
so
we
came
up
with
a
different,
better
name
and
Mercantile.
Is
we
finally
decided
that
was
probably
the
best
choice
for
the
name,
at
least
for
now?
A
Could
change-
and
we
also
looked
at
the
period
of
significance
going
extending
from
1945
as
we
originally
intended
to
1965,
and
that
is
justifiable,
because
that
was
the
year
the
Boise
Redevelopment
Association
for
agency
was
established
and
well
well,
we
all
know
what
that
was
about
tear
it
all
down
and
build
them
all,
and
luckily
I
have
a
job
now,
because
that
didn't
happen,
and
so
due
to
these
changes
in
other
mitigating
circumstances,
you
know
having
to
do
additional
properties
and
other
things,
we're
anticipating
a
formal
submission
to
the
commission.
A
Preservation,
commission
meeting,
assuming
we
have
corn
and
here's
the
visual
of
the
boundary
changes.
This
was
all
in
the
packet
you
received.
This
is
to
nicely
to
go
on
YouTube
and
public
record,
but
that
was
our
original
boundary
area
and
we
extended
our
boundary
and,
like
I
said
we
picked
up
these
buildings.
Well,
they
show
better
here
these
four
buildings
and
a
few
other
buildings,
one
as
recent
as
1955.
I,
think
55
or
54..
A
So
here's
the
added
buildings,
gosh
small
font,
look
at
me
yeah,
of
course.
Well,
you
can
see
you
can
see
which
building
we
are
Alexander's
Alexander's.
B
A
Those
are
the
four
along
ninth
on
the
east
side
and
some
more.
This
is
a
non-contributing
structure.
There
is
something
there
historic
if
you
look
really
hard,
but
it
was
heavily
remodeled.
So
we
consider
that
non-contributing.
This
is
the
addition
to
the
wahi,
which
will
be
considering
non-contributing,
and
this
is
the.
A
First
Bank,
whatever
it
is
now
but
Bill
is
the
First
Bank
in
1955
and
it
was
contributing
designed
by
Hummel
and
the
last
building
is
the
non-contributing
modern.
This
was
a
recent
build.
A
And
with
that
that
ends
my
presentation,
I'm
open
for
discussion,
some
thoughts
about
how
it
looks
like
we're
going
and
how
the
the
commission
feels
as
a
whole
about
these
modifications,
Stanford
questions.
B
A
We
we
are
going
to
we're
going
to
push
that
a
little
bit
later
on
for
the
first
communication,
but
we
definitely
do
anticipate
and
we'll
have
business
owner
buy-in
before
we
bring
it
to
the
commission
for
review.
A
So
sometime
in
early
to
mid-november
is
probably
when
we'll
start
trying
to
get
buy-in
from
from
the
the
business
owners
and
then
we'll
proceed
soon
after
we're
we're
hoping
for
a
November
HPC.
Let's
just
put
it
that
way.
That's
our
aspiration
and
we
expected
the
buy-in,
wouldn't
take
that
long
and
we'd
have
a
good
feel
for
it,
and
then
we
would.
That
would
be
kind
of
a
stop,
though,
depending
on
what
the
feedback
is.
A
If
a
plurality
of
the
business
owners
are
very
against
it,
then
then
that
would
cause
us
to
re
rethink
our
approach,
but.
A
We
we
may
be
able
to
do
an
early
engagement,
then
what
we
can
I
can
look
into
that.
I'll
I'll
speak
with
staff
and
we'll
have
some
further
conversations
about
the
when,
when
the
notification
will
happen
and
the
process
for
notifying
well
I
know,
we've
notified
in
different
ways
for
other
districts.
I'll
just
have
to
get
with
staff
and
see
how
they've
notified
the
property
owners.
A
I
know
that
there's
probably
example,
documents
and
methods
that
we
use
mailers
fly
flyers
and
postings
on
properties,
I'm,
not
sure
exactly
how
that's
happened
in
the
past,
as
I
wasn't
on
staff.
The
last
time
this
process
was
being
initiated,
but
we
can
look
into
that
sooner
rather
than
later.
A
I
may
ask
a
commissioner's
help
with
my
number
to
make
sure
I
have
it
right,
but
I'm
thinking
we're
at
four
yeah
now,
three
or
four,
because
there
is
this
well
I'll,
have
to
remember
what
was
happening
before,
but
there's
this
is
non.
Actually
it's
listed
more
clearly
here
through
this
grouping
for
the
ones
that
are
not
contributing
so.
A
No,
that's
these
nine
nine
was
what
was
before.
These
are
additional
buildings
they're
going
into
the
district
to
the
right.
The
key
is
just
for
the
additionals,
so.
B
Total
of
18
buildings
in
the
district,
twelve
nine,
oh
twelve
years,
Okay
so.
C
A
I
think
that
is
in
the
original
section.
That's
maybe
no,
let's
see
I,
think
everything
in
the
original
was
contributing
except
Maybe,
potentially
not.
C
B
C
A
A
It
is
generally
non-contributive
because
of
the
modifications
or
year
of
cons
what
construction
is
post
dates.
There's
a
in
this
area,
there's
the
small
brutalist
drive-through
for
a
bank.
That's
picked
up
as
part
of
picking
up
a
full
parcel
and
that
would
be
I'm
not
including
that
because
it's
outside
of
the
period
of
significance,
but
that
could
be
included
as
an
additional
non-contributing
structure.
I'm,
just
not
including
it
on
this
graphic.
A
We
have
more
documentation
some
more
analysis
of
the
buildings
that
we've
added
and
then
we
have
to
create
the
actual
working
documents
memos
and
other
things
like
that.
I've
been
looking
at
memos
of
past
applications,
I'll
have
further
meetings
with
staff
to
get
through
exactly
how
to
suss
out,
particularly
what
it
looks
like
I've
done.
A
good
amount
of
editing
of
some
of
the
example
documents
that
I
discovered
to
bring
them
up
to
date
and
reflect
information
about
this
District.
A
So
that's,
what's
that's
the
time
consuming
part
is
to
get
it
all
together
in
a
complete
and
coherent
memo.
That
goes
through
the
that,
when
we
present
we're
presenting
the
applications
for
this,
we'll
do
an
application
for
the
for
approval
of
the
district
and
then
an
application
for
request
to
update
the
guidelines
to
include
that
District.
A
As
I
was
saying,
if
we
see
if
we
do
ask
questions
and
a
plurality
or
a
majority
of
the
owners
aren't
if
there's
just
a
few
outliers
that
aren't
interested
or
are
opposed
to
it,
then
it
can
still
proceed.
It's
just
a
matter
of
the
numbers.
A
I,
don't
know
exactly
how
the
particulars
work,
but
feedback
is
desired
and
we
definitely
won't
complete
buy-in
or
as
close
to
complete
buy-in
as
possible,
knowing
that
there
is
probably
going
to
be
a
few
business
owners
that
aren't,
but
then
it's
my
job
as
a
salesperson
for
historic
reservation,
to
do
my
best
for
convincement
that
it
is
a
good
idea
and
it's
not
the
burden.
That
may
be
the
reason
that
they
are
opposed
to
it.
A
Any
more
questions-
oh
well,
I'll
guess
the
two
other
members
of
the
committee
may
not
be
asking
other
questions:
okay,
I
suppose
that
ends
the
work
session.
We
just
wanted
to
give
you
an
update
of
where
we
are
and
where
we're
going
and
what
we've
expanded,
and
it's
really
awesome
that
we
picked
up
these
four
buildings
and
because
yeah
those
especially
that's
just
that's
a
good
addition.
That
is
definitely
a
part
of
the
coherency
and
it's
also
helps
with
having
the
whole
across
the
street.
A
Is
not
a
district
syndrome
alleviated
a
little
bit
in
that
area,
because
it's
generally
good
to
have
districts
Bound
by
alleys
and
other
methods
of
bounding
than
that
building
across
the
street
is
not
in
my
district
and
they're
doing
what
do
it,
and
why
can
they
do
that?
C
Thank
you,
hello
and
welcome
to
the
historic
preservation
Commission
meeting.
Do
we
call
roll
s
key
arroni.
