voice
and
sight
dog
tag
program
may
be
undergoing
some
changes.
At
a
study
session.
Last
week,
a
majority
of
council
indicated
they
are
likely
to
support
proposed
changes,
including
requiring
dog
owners
to
attend
an
information
session
and
instituting
annual
renewals
for
green
tags.
Fines
for
not
displaying
the
green
tags
on
off
leash
dogs
are
also
likely
to
change
from
50
to
100.

Voice
insight
tag
program
was
put
in
place
in
2006
and
it
was
kind
of
a
trial,
unique
program
at
its
time,
which
required
people
to
watch
a
video
to
understand
what
the
requirements
are
and
then
display
a
tag
on
their
dog.
A
little
time
has
passed.
We
did
some
monitoring
associated
with
the
program
that
indicated
that,
while
we
did
achieve
some
of
our
compliance
goals
on
certain
aspects
of
voice
and
side
control,
some
were
not
improved
in
the
way
that
we
had
hoped.

We've
been
looking
at
ways
that
we
can
perhaps
improve
the
program
and
some
of
the
ideas
that
we're
looking
at
are
not
only
having
people
still
watch
a
video
but
actually
attend
an
information
session.
We're
also
looking
at
changing
the
way
that
violations
contribute
towards
loss
of
privileges,
as
well
as
looking
at
making
sure
any
dog
participating
in
the
program
has
proof
of
rabies.

To
remember,
the
parks
belong
to
the
people,
so
these
are
the
people's
parks
and
we
really
need
people
to
come
forward
and
tell
us
what
they
like
about
the
parks
and,
more
importantly,
what
they
like
to
see
us
do
to
improve
the
parks.
We
have
some
land
that
hasn't
been
improved.
Yet
one
of
the
questions
we're
facing
is:
do
we
improve
and
develop
that
land,
or
do
we
maintain
and
develop
the
land?

Parks
department
will
hold
additional
community
meetings
and
open
houses
through
this
spring
before
finalizing
a
draft
master
plan,
the
draft
will
then
go
through
the
parks
advisory
board
before
returning
to
council
this
fall.
The
city
is
also
looking
for
community
input
on
the
boulder
civic
area
project.
There
will
be
an
interactive
open
house
on
wednesday
to
provide
the
community
with
detailed
information
on
flood
risks
and
the
opportunity
to
offer
ideas
about
near-term
area
improvements.
This.

Civic
area
means
a
lot
of
things
to
a
lot
of
people.
It
is
the
we're
calling
it
the
civic
heart
of
the
city.
This
is
where
everybody
comes
together.
This
is
where
decisions
are
made.
This
is
where
the
farmers
market
is
the
library,
the
significant
amount
of
people
who
use
this
place
in
many
different
ways.

So
when
we're
thinking
about
the
future
transformation
of
this
area
and
building
upon
the
success,
we
want
to
hear
from
different
perspectives,
you
know
there's
a
whole
range
of
ideas
from
parks
to
the
types
of
uses
that
should
be
considered
in
the
future
for
this
area.
So
it
is
really
important
that
we
hear
ideas
from
the
public
who
use

means
parking
downtown

in
high
demand,
but
this
holiday
season,
boulder
parking
services,
has
a
gift

boulder

lights

december
parade
this

caroling
holiday
lights
and
floats
from
several
local
businesses
and
organizations.

parade
kicks
off
at
6
pm
at
15th
and
walnut
with
the
boulder
high
school
marching
band
this
year
in
honor
of
the
summer
olympics
several
past
and
present
boulder
olympians
will
lead
the
parade.
