boulder
residents
and
businesses
will
be
receiving
discounted
flood
insurance
rates
thanks
to
the
city
of
boulder's
flood
management
program,
the
national
flood
insurance
program
improved
boulder's
community
rating
system
classification.
This
new
classification
will
provide
a
20
discount
on
flood
insurance
rates.
The
previous
discount
rate
was
15
percent
inside
boulder
news
talked
to
floodplain
and
wetland
administrator
katie
knapp
about
this
important
improvement.
We

Credit
for
our
flood
management
efforts,
things
that
exceed
the
the
minimum
national
requirements,
the
maintenance
of
the
channels,
the
alerts
and
response
systems
that
we
have
in
place,
our
outreach
and
education.
We
try
really
hard
to
let
people
know
about
the
flood
risk,
so
they
can
be
prepared
and
not
caught
off
guard
what
really
drives
our
flood
management
program
is
really
to
protect.
The
the
people
of
boulder
flood
losses
aren't
something
that's
normally
covered
on
a
normal
homeowner's
policy.

city
employee
who
makes
significant
contributions
to
youth
in
our
community
has
received
a
prestigious
award
parks
and
recreation.
Employee
alex
zinga
won
a
boulder
chamber
of
commerce
award
for
women
who
light
up
the
community
alex,
runs
the
youth
services
initiative
program,
which
serves
low-income
youth
with
recreation
opportunities.

Contributions
are
far-reaching,
with
the
youth
she's,
a
true
mentor
to
them
there
all
of
the
kids
really
look
up
to
her
she's
kind
of
a
surrogate
mom
to
them,
but
she
makes
sure
that
they
understand
to
give
back
to
the
community
that
they
understand
about
volunteering,
that
they
understand
about
getting
good
grades
in
school
and
striving
to
be
the
best
that
they
can.
So
her
contributions
are
greater
than
just
those
that
our
department
receives.
It
goes
far
beyond
with
the
kids.
I
think.

Everybody
lives
in
boulder
because
of
all
the
opportunities
for
recreation
and
the
families
that
I
work
with
can't
afford
to
take
advantage
of
those
opportunities.
They
it's
expensive,
and
so
we
provide
those
services
at
a
low
cost
so
that
they're
able
to
do
what
other
people
do
who
enjoy
living
in
boulder.

The
university
of
colorado
is
planning
to
start
using
its
natural
gas-powered
turbines
again
to
generate
electricity
and
heat
for
the
campus
cu's
power
plant
on
18th
street
was
retrofitted
in
1992
to
use
one
source
of
fuel
cu
stopped
using
the
power
from
its
cogeneration
facility
in
2004
because
of
the
skyrocketing
costs
of
natural
gas,
but
will
start
again
thanks
to
a
decrease
in
natural
gas
prices
inside
boulder
news
wanted
to
find
out
how
these
turbines
help
boulder
meet
its
climate
action
goals.

Of
the
goals
that
we've
set
out
for
ourselves
for
our
long-term
energy
needs
is
creating
as
much
energy
as
we
possibly
can
here
locally.
For
example,
we
have
hydro
facilities
in
the
city
limits,
and
this
is
one
more
example
of
creating
more
electricity
where
it's
generated,
so
one
of
the
issues
is,
of
course,
is.

If
you
generate
in
some
of
the
centralized
power
plants
in
colorado,
you
lose
some
of
that
energy
as
it's
transmitted
over
long
distances
and
so
there's
great
efficiency
gained
by
generating
at
the
place
that
you're
using
it
and
again
it's
a
cleaner
source
of
energy,
so
it
fits
very
nicely
with
our
overall
community
climate
action
goals.
Now
the
exciting
thing,
then,
is
when
the
university
brings
this
facility
online.

Gone
through
a
process
where
we've
determined
that
one
of
the
best
fits
for
the
university
is
to
have
a
balanced
approach
to
our
utilities
and
that's
weighing
in
carbon.
That's
weighing
in
energy
savings,
that's
weighing
in
cost,
so
part
of
that
balanced
plan
is
to
reduce
our
carbon
and
the
best
way
to
do
that.
Right
now
for
the
university
is
to
run
cogeneration.
So
we
already
had
the
asset
we're
just
going
to
repower
it
and
reuse.
It.
A
Cu's
powerhouse
will
undergo
some
enhancements,
including
the
construction
of
a
separate
heating
and
cooling
plant
near
the
core's
event
center
before
it
is
put
back
into
use
summer
in
boulder.
Just
wouldn't
be
the
same
without
the
colorado
shakespeare
festival
which
opened
for
its
55th
season
at
cu
last
week.
The
event
takes
close
to
200
people
to
put
on
every
year
all
in
an
effort
to
celebrate
shakespeare
and
his
continuing
influence.
The
popular
festival
is
starting
off
the
season
with
12th
night.

Know
that
some
people
who
haven't
been
before
think
they
don't
like
shakespeare,
maybe
they
had
a
boring
shakespeare
class
in
high
school
or
in
college,
but
shakespeare,
of
course,
did
not
read,
write
to
have
his
plays
studied
in
college.
He
he
wrote,
plays
to
be
enjoyed
to
be
spoken,
aloud,
live
by
actors
and
presented
to
an
audience
and
that's
the
best
way
to
enjoy
shakespeare.

So
if
people
think
they
don't
like
shakespeare,
I
would
urge
them
to
come
and
try
out
a
comedy
like
12th
night
and
see
if
they
don't
have
a
good
time
plus
the
the
experience
here
is
more
than
just
a
play.
Most
people
bring
a
picnic
on
the
lawn
and
have
beforehand
we
sell
a
variety
of
concessions,
including
beer
and
in
the
theater
itself.
So
it's
an
event.
It's
a
good
time.
I
think
one
of
the
big.
I
Things
for
an
actor
that
makes
it
different
from
other
jobs
and
and
other
performances
is
what
you're
looking
at
as
far
as
this
space,
the
rip-on
is
a
is
such
an
amazing
venue
and
really
unique
and
being
out
here
on
a
beautiful
summer.
Night
is
really,
unlike
any
other
place
you
could
possibly
perform
and
something
that
makes
the
festival
unique
to
boulder
and
different
from
other
theatrical
experiences.
The
audience
might
have
the.

Colorado
shakespeare
festival
will
show
five
plays
this
summer.
The
season
ends
in
mid-august
for

performances.
