Description
Though the comprehensive plan is a citywide plan, each geographic area of the city has a unique identity and context that will shape and guide its future. In this feedback session, we invited participants to engage in a discussion about findings and draft recommendations specific to Wando and Daniel Island (Cainhoy Peninsula). Feedback from participants will inform revisions to the final draft of the plan.

I'm
going
to
summarize
quickly
as
quickly
as
I
can,
both
what
we
heard
from
the
community
and
also
what
we
learned
from
specifically
the
housing
analysis
and
our
water
and
land
analysis
I'll
say
more
about
what
both
of
those
mean
later
and
then
also
I'll.
Give
you
an
update
on
where
we
are
with
the
african-american
settlement,
community
research
that
has
come
out
of
the
planning
process.
A
So,
first,
what
we
heard
we
conducted
as
a
citywide
survey
over
2500
people
responded
to
and
we
held
listening
sessions,
virtual
primarily
listening
sessions
around
the
city,
two
for
each
area
of
the
city
and
also
community
partners
and
organizations
led
their
own
meetings
around
the
city.
Overall,
we
had
more
than
3
000
people
participate
in
some
way
shape
or
form
and
the
city
plan
process.
So
these
next
couple
of
slides
are
a
summary
of
what
we
heard
from
the
community.
A
So
these
are
things
that
we
heard
across
the
city
that
we
heard
every
and
every
part
of
the
city,
not
just
one
area.
So
we
heard
that
preserving
and
restoring
local
ecosystems
is
really
important
to
people
and
not
just
preserving
those
ecosystems
but
having
access
to
them,
especially,
we
heard
the
wando
area.
Access
to
water
is
very
important.
A
Community
members
want
to
see
more
collaboration
and
coordination
with
jurisdictions
to
make
the
necessary
improvements
to
our
infrastructure,
especially
in
older
communities.
The
urban
growth
boundary,
which
is
that
bold
line
on
the
map
for
those
who
can't
see
what
I'm
talking
about.
It's
the
it's,
the
it's
a
planning
tool
that
we
use
to
designate
where
urban
growth
ideally
stops
and
outside
of
the
urban
growth
boundary
that
we
reserve
for
rural
development,
and
so
people
want
to
see
that
boundary
that
current
the
current
line
be
protected
and
also
to
improve
the
area.

That's
the
transition
between
the
more
urban
development
and
rural
development.
We
heard
a
lot
from
people
all
over
the
city
of
all
walks
of
life.
Wanting
to
see
the
city
do
a
better
job
of
protecting,
preserving
and
celebrating
gologic
culture
and
history
throughout
the
region
for
mom
and
pop
local
businesses
to
to
support
those
businesses
more
and
by
one
way
having
more
affordable
commercial
space.

Acknowledging
that
there's
going
to
be
increased
development
and
currently
is
increased
development
along
clements
ferry
road
that
the
that
we
need
to
give
special
attention
to
make
sure
there's
connections
for
people
on
bikes
and
people
walking
to
connect
the
different
communities
along
the
road
and
also
daniel
island
praise
was
given
for
daniel
island
as
being
an
a
good
example
of
connected
community
with
a
lot
of
access
to
parks,
recreation
and
green
space.
The
community
really
wants
to
see
that
be
extended
to
the
upper
part
of
the
king
white
peninsula.
A
The
next
I
will
go
over
the
key
findings
from
our
housing
analysis.
We
understood
that
housing
is
one
of
our
city's
greatest
challenges:
affordable,
housing,
especially
and,
and
so
we
took
a
deeper
dive.
We
collected
better
data
than
we've
ever
had,
and
there
are
some
of
the
here
are
some
of
the
key
findings.
We
learned
from
that
analysis,
so,
first
off
we're
going
to
use
the
term
affordable
housing
as
we're
repeating
these
findings.
A
They
define
affordable,
as
when
housing
expenses
add
up
to
30
or
less
of
a
household
annual
income
before
taxes
and
they
categorize
different
levels
of
affordability
by
household
income
and
they
place
household
income
by
a
percentage
of
the
area
median
income.
So
the
area
meeting
income
for
a
single
household
single
individual
household
in
the
charleston
metropolitan
region
is
56
700
year
annually
and
so
different
categories
of
household
income
ranges
are
based
on
that
area.
Meeting
income.
So,
for
example,.

So
I
don't
think
this
is
news
to
anyone
that
our
current
housing
stock
does
not
provide
sufficient
housing
options
for
affordable
options
for
all
income
levels.
We
found
that
42
percent
of
all
charleston
households
are
cost
burden,
and
that
means
that
they're
paying
more
than
30
percent
of
their
income
on
housing
costs
and
that's
just
based
on
their
rent
or
their
mortgage
that
doesn't
take
into
account
insurance
or
utilities.
So
it's
likely
even
higher
than
that.

Also
did
a
cross
analysis
to
look
at
the
diff
that
cost
burdenness
across
race,
black
and
white
households
across
the
city
neighborhoods
with
the
majority
of
black
residents,
are
more
than
twice
as
likely
to
be
cost
burdened
as
those
with
the
majority
of
white
residents.
This
is
largely
due
to
severe
income
gaps.
Income
disparities
in
the
city
of
charleston.
A
A
Hanoi
peninsula,
including
wando
and
daniel
island
communities,
pay
the
highest
amount
on
average,
when
you
include
both
housing
costs
and
transportation
costs,
and
also
something
that
we
looked
at
is
you
know
we're.
This
is
primarily
focused
on
housing
costs
versus
household
income,
but
we
understand
that
other
things
influence
where
people
live
and
need
to
be
considered
when
we're
planning
for
future
housing
so
where
people
work
their
age,
their
family
size
and
also,
we
need
to
take
into
account
sea
level
rise
and
flooding.

The
vulnerability
assessment
that
the
city
recently
conducted
found
that
six
percent
of
all
residential
parcels
in
charleston
will
be
vulnerable
to
tidal
flooding
with
three
feet
of
several
sea
level
rise
and
tidal,
flooding,
meaning
flooding
that
occurs
just
from
high
tides.
It
doesn't
not,
you
know,
outside
of
any
kind
of
rain
event
or
storm.
A

if
that
seems
low
partially,
is
because
daniel
island
is
mostly
built
out
at
this
point,
and
so
really
that's
a
number.
That's
reflecting
more
of
future
development
in
the
wando
area
and
also
something
that
we
found
is
that
of
these
units
that
need
to
be
created.
The
greatest
need
is
for
the
households
making
30
or
less
in
the
area
median
income,
okay-
and
the
next
section
is
about
what
we
learned
from
our
water
and
land
analysis.
So,
along
with
our
housing
challenges,
we
have
severe
challenges
with
sea
level
rise
and
flooding.

The
dutch
dialogues,
layered
planning,
looks
at
inhabitation
that
development
and
land
use
infrastructure
and
also
ground
soil,
water
and
ecology,
and
that
is
what
we
were
missing.
We
did
not
have
a
city-wide
analysis
of
our
soil,
water
and
ecology
and
how
that's
going
to
change
with
sea
level
rise.
A
But
this
is
one
thing
we
wanted
to
highlight
from
this
analysis,
which
is
the
elevation
risk
zones
map
that
they
provided
us
with
for
all
areas
of
the
city,
and
this
is
this-
is
what
we're,
using
primarily
to
guide
the
land,
use
recommendations
that
we'll
go
over
later.
So
it
breaks
down
the
city
into
four
different
zones:
high
ground,
where
there's
the
lowest
flood
risk
and
also
where
greatest
responsibility
to
manage
water
and
capture
water.

The
compound
flood
risk
zone
where
there's
a
mixture
of
flooding
impacts
from
not
just
the
tide
but
also
runoff
and
rainfall
and
the
corresponding
runoff
and
then
the
tidal
flood
risk
zone.
This
is
the
area
where
flooding
is
frequent.
It
can
be
independent
from
precipitation
events,
and
also
this
is
a
dynamic
area
where,
with
sea
level
rise,
we're
going
to
see
likely
going
to
see
marsh
actually
moving.
Inward
called
marsh
migration.

These
are
planning
strategies
that
they
are
recommending
for
the
city
to
apply
in
all
areas,
whether
it's
high
ground,
adapt,
tidal
flood
risk
or
compound
flood
risk.
These
are
areas
where
these
are
planning
and
strategies
that
are
going
to
be
important
for
us
to
use
in
a
variety
of
ways
going
forward.

Where
there's
a
lot
of
development
already
and
it's
a
highly
vulnerable
area,
we
don't
have
the
opportunity
to
adapt.
There
is
much
to
defend,
which
includes
sort
of
like
flood
walls,
sea
walls,
berms
and
pumps.
Those
are
defensive
measures
that
we
can
incorporate
to
protect
our
city
as
as
we
go
forward,
then.
Finally,
I'm
finishing
up.
This
is
my
last
section
here.
This
is
the
settlement
community
research
project
I
mentioned
earlier.

is
something
that
has
arose
out
of
listening
sessions
in
the
fall
we've
started
on
during
the
process,
based
on
what
we
heard
from
the
community-
and
this
is
at
the
when
our
definition
for
settle
settlement
community
is
quite
broad.
It's
mainly
referring
to
communities
that
were
formed
by
descendants
of
going
to
the
people
in
the
beginning.

It
depends
on
your
elevation
that
kind
of
area
between
the
high
ground
and
the
tidal
flood
risk
zone
as
to
what
is
the
most
appropriate
zoning
there.
We
are
giving
an
indication
via
our
land
use
maps,
but
these
are
all
kind
of
coming
with
an
asterisk
that
you
still
have
to
take
into
account.
The
drainage
basin,
analysis
and
soils
on
your
site.

So
the
land
use
categories
that
are
recommended
in
the
plan
go
from
rural,
which
are
areas
outside
the
urban
growth
boundary
to
suburban
edge,
which
are
kind
of
typically
backed
up
to
the
edge
of
the
suburb
of
the
urban
growth
boundary
then
suburban,
which
is
a
good
percentage
of
the
city.
Suburban,
is
typically
four
dwelling
units,
an
acre
to
eight
dwelling
units
and
acre
across
the
city.
Then
we
have
our
neighborhood
areas,
which
have
more
of
a
mix
of
uses
a
little
bit
more
of
an
urban
neighborhood
format.

Six
to
twelve
dwelling
units,
an
acre
examples
might
include
ansonboro
downtown
or
hampton
park
terrace
downtown.
Then
we
have
our
neighborhood
edge,
which
is
a
little
bit
more
intense.
Still
it's
along
a
lot
of
key
corridors
and
it's
the
area
of
the
city
that
has
the
uses
that
everybody
needs
on
a
daily
basis
that
sometimes
can't
be
hard
in
the
smack
dab
in
the
heart
of
a
neighborhood.
They
need
to
be
on
a
key
corridor,
that's
adjacent
to
a
neighborhood,
and
that
is
kind
of
the
the
background
neighborhood
edge.

An
example
would
be
portions
of
folly,
road
or
portions
of
savannah
highway,
and
then
we
have
our
city
center
where
our
most
intense
uses
go.
This
is
kind
of
the
urban
core
of
downtown
charleston,
as
well
as
areas
where
we
are
seeing
new
redevelopment
or
could
see
redevelopment
like
civil
mall,
some
areas
along
sam
rittenberg
and
west
ashley,
and
then,
of
course,
we're
going
to
show
you
some
areas
in
the
clements
ferry
road
area
and
daniel
island
area
that
are
in
the
city
center
category
2.

Job
center
are
areas
where
we
have
a
lot
of
jobs
produced
and
would
like
to
keep
the
job
producing
businesses
in
place.
Some
of
clements
ferry
road
is
in
this
category
and
then
industrial.
Definitely,
the
charleston
regional
business
park
is
in
this
category
and
some
other
sites
along
plymouth,
ferry
road
and
then
areas
that
don't
really
have
a
lot
that
will
go
on
on
them.
The
low
impact
and
conserved
areas
that's
going
to
be
low,
elevation
lands
and
potential
tidal
flood
risk
areas
in
future
marsh
migration
areas.

There
might
be
limited
development
there.
You
know
no
more
than
say
one
unit
an
acre,
but
even
then
the
houses
will
need
to
be
elevated,
probably
on
stilts
like
in
a
park
under
fashion
or
something
like
that,
and
then
we
have
of
course,
natural
and
wetland
areas
that
are
completely
preserved
and
cannot
be
developed.
And
then
we
have
parks
that
can't
be
developed
because
they're
preserved
as
parklands.

The
dark
color
at
the
center
along
clements
ferry
road
is
the
city
center
designation,
that's
mostly
falling
within
the
king,
hoy
or
point
hope
development
area
we'd
like
to
see
those
densities
closer
to
clements,
ferry
road
and
the
densities
decreasing
the
further
away
you
get
from
clements
ferry
road.
Then
we've
got
some
of
the
area.
Of
course
the
francis
marion
forest
is
basically
beyond
our
urban
growth
boundary,
which
is
the
dark
line
on
the
northeast
here
and
beyond.
That
line
is
basically
all
either
park
or
natural
wetland
area.

Then
moving
down
clements
ferry
road.
You
can
see
such
locations
as
the
area
around
jack
primus.
You
can
see
charleston
regional
business
park,
which
is
in
our
job
center
designation,
clements
ferry
again
has
city
center
on
either
side
so
that
we
could
have
some
degree
of
density
along
clements
ferry
that
takes
advantage
of
the
fact
that
it's
some
of
the
highest
land
in
the
city
higher
than
anywhere
in
west,
actually
higher
than
anywhere
on
john's
island,
james
island
downtown.

Almost
all
the
development
has
occurred
there
other
than
some
areas
along
some
waterfront
sites
and
around
the
interchange
there,
but
the
daniel
island
town
center
essentially
is
a
city
center,
so
we're
showing
that
in
that
way,
the
lower
areas
of
daniel
island
beyond
the
actual
development
are
spoiled
areas
from
bridging
activities
and
those
are
showing
as
natural
or
wetland
areas
possibly
way
into
the
future.
If
there's
more
dredge
spoil
added
there,
there
could
be
other
development,
but
that's
not
something
that's
going
to
happen
in
the
10-year
time
frame
of
this
plan.

There
are
still
some
jobs
in
our
areas,
but
we
aren't
seeing
the
the
potential
for
density
on
clements
fury
as
we
get
closer
to
the
interstate,
because
elevations
are
so
low
and
you
see
how,
where
the
interstate
intersects
with
clements
ferry.
It's
almost
all
in
the
natural
wetland
or
low
impact
conserved
area,
so
some
of
the
key
changes
in
the
future
land
use
map
from
our
previous
plan.
That's
10
years
old.

That's
why
we've
encouraged
a
little
bit
more
density
along
that
route
as
opposed
to
being
further
away
from
clements
ferry,
not
having
as
much
density
the
neighborhood
edge
designation
views.
The
periphery
of
neighborhoods
as
a
place
for
connection
between
the
nearby
residential
area
and
major
multimodal
transportation
routes
replaces
the
highway
land
use
designation.
That
was
in
our
10
year
old
plan,
which
viewed
transportation
routes
as
primarily
destinations
for
automobiles.

The
low
impact
and
preserve
designation
is
a
new
land
use
category
that
was
developed
in
response
to
the
land
and
water
analysis,
and
we
were
showing
you
that
on
the
previous
maps
and
they
identified
ears
in
the
city,
they're
not
appropriate.
For
certain
types
of
future
development
due
to
flooding,
sea
level
rise
and
marsh
migration,
the
city
center
designation
was
previously
the
urban
core
or
urban
center
and
neighborhood
center,
and
the
desire
of
the
idea
with
this
is
to
encompass
a
wider
variety
of
urban
scale,
development
that
will
vary
in
density
and
intensity.

The
town
center,
as
I
mentioned
on
daniel
island,
has
been
not
used
and
instead
it
is
designated
as
city
center
and
in
the
area
along
clements
ferry
with
some
of
the
high
elevation
has
gone
to
city
center
and
hopefully
can
have
some
of
that
didn't
stand,
support,
mass
transit
and
other
transportation
routes,
and
then
we
wanted
to
show
everybody
this
map
too.
That
just
shows
the
conserved
and
protected
lands
as
well
as
parks
in
this
particular
area
of
the
city.
Of
course,
the
most
prominent
is
the
francis
marion
forest.

There
are
a
number
of
parks
on
daniel
island.
It
also
points
out
how
there
aren't
parks
along
the
clements
ferry
area,
and
that
is
something
that
we
really
want
to
address.
Our
city
is
also
going
through.
At
the
same
time,
a
new
parks
plan
and
the
keenhoy
wando
area
has
been
definitely
identified
as
an
area
that
needs
parks
and
we
will
be
working
hard
to
incorporate.
