doesn't

members
for

really
quick
meeting
since
we
didn't
really
have
any
other
council
members

purpose
of
the
meeting,

to
discuss
the
topic

our
next
public
informational
session.
Three
different
topics
were
put
out
there.
We
tentatively
agreed
internally
on
a
schedule
knowing
that
we
were
going
to
bring
it
to

CPAC
at
large
and
there
was
going
to
be
some
homework
done,
based
on
what
we
recommended.

we
recommended
was
that
the
next
meeting
be
in
February,
Feb,
February,
9th
at
7,

pm
and
the
topic
being
the
racial
bias
dashboard,
not
not
the
results
of
the
audit,
but
actually
where
the
dashboard
is,
how
to
read
it
and
not
really
digging
in
deep
into
it,
because
Department's
not
prepared
for
that.
Yet
okay
they're
going
to
need
more
time,
so
this
is
really
about
the
dashboard,
and
then
we
had
had
this
topic
pending
having
you
know
some
information
from
the
human
Affairs
and
racial
conciliation
Commission.

representative

had
not

not
been
a
communication

department

that
commission
at
the

it

too
early

progress

two

council
members

expected,
and
it
would
greatly

appreciated

would
read
through
them

send

comments

a
timely

Good

everyone
good
to
see
everybody
again
so
just
a
little
bit
of
context
around
the
Constitutional
issues
and
stops
policy.
As
you
all
know,
we've
been
talking
about.
The
traffic
stops
policy
for
a
while.
It
was
really
all
over
the
place
and
policy
that
reference
traffic
stops
or
traffic
enforcement.
It
had
a
lot
of
different
terms
and
you
know
context
surrounding
it,
and
we
really
struggled
with
how
to
implement
that
into
the
traffic
team
policy
and
the
traffic
units
when
it
and
when
it
does
apply
to
all
officers.
I
All
officers
can
conduct
motor
vehicle
stops,
and
so
that's
really,
where
we've
gone
back
and
forth
on
where
to
put
this,
and
we
thought
we
figured
that
constitutional
issues
and
stops
is
the
best
place
to
to
add
some
of
the
language.
We're
going
to
talk
about
tonight
into
that
policy
and
really
clear
it
up,
and
one
of
the
biggest
things
is,
is
you'll,
probably
catch
myself,
correct
and
catch
me.
Correcting
myself
tonight
is
moving
away
from
that
terminology
of
traffic
stops
or
traffic
enforcement.
I
We're
really
going
to
try
to
focus
on
Motor,
Vehicle
stops
or
vehicle
stops.
That's
not
difficult
for
us
to
do
when
we
talk
about
pedestrian
stops
or
bicycle
stops,
but
for
some
reason-
and
we
generally-
we
all
know
it
vehicle
stops-
are
how
we're
going
to
refer
to
that
from
now
on,
because
I
think
it
just
sets
the
a
larger
scale.
I
Policing
is
a
tool
for
us
to
address
issues
in
the
community,
so
that's
kind
of
like
the
overarching
theme
is
just
simply
transitioning,
that
into
vehicle
stops
and
putting
that
into
policy
with
constitutional
issues
and
stops
where
we
Define
other
types
of
stops.
So,
aside
from
that
kind
of
theme
there
with
it
of
just
you
know,
changing
the
language
there
to
to
be
more
encompassing
the
the
policy
revisions
are
pretty
much
going
to
do
three
things
centered
around
vehicle
stops.
I
The
first
is
just
to
create
the
policy
to
call
them
motor
vehicle
stops
and
identify
what
they
are
and
and
why
we
do
them
as
a
department.
And,
of
course,
we
do
them
to
address
driving
bad
driving
and
and
ensure
that
vehicles
are
safe
on
the
road,
so
safety
and
Equipment
of
infractions,
but
there's
a
whole
Myriad
of
other
things
that
we
also
use
vehicle
stops
for
that.
That
previously
was
either
muddied
or
not
clear
in
policy
and
those
things
are
still
constitutionally
allowed.
I
But
there
are
things
to
address
crime,
whether
it's
a
bolo
for
a
robbery,
suspect
or
a
vehicle
that
might
fit
a
description
of
something.
We
have
a
myriad
of
tools
that
we
can
use
and
reasons
to
conduct
motor
vehicle
stops,
but
that
previously
was
either
like
I
said
vague
or
not
in
policy,
and
that's
really.
I
One
of
the
key
things
we
wanted
to
do
is
Define
that
for
the
community
and
understand
why
we
do
stops,
but
equally
as
important
and
arguably
in
some
cases,
more
important
for
our
officers
to
understand
that
we
do
want
those
types
of
stops
being
done
as
our
department
that
everything's
not
centered
on
you

it

a
little
duplicate

work,
but
we
haven't
really

technology

figure

out

beneficial

we're
able

see

that
we're
going

part

bullet
point
is
to
clarify
the
policy
on

We've
had
several
different
iterations

that
over
this
over
the
last
few

officers
constitutionally
officers
can
ask
consent

anybody,

that's
generally
not
a
good
practice.

research
on
that
they're
just
asking
people,
because
you
can
to
search
them,
doesn't
necessarily
it's
not
efficient
and
it's
not
a
good

tool
to
build
trust
in
the
community.

we're
going
to
clarify

policy
on
that
that
you
need
to
have
a
reason,
a
particular
reason
why
you're
asking
for
consent-
and
that
must
be
documented
in
the
field
contact
as
well.
So
again,
we've
had
some
conflicting
stuff
on
that,
but
we
really
feel
like
that's
an
important
piece
to
clarify
here
as
we're
rolling
out
this
policy
and
the
third
thing-
and
this
is
some
instances-
we
have
examples
of
them
and
some
we're
still
working
on.

exactly
sure
how
it's
going
to

we

they've

2022

and
they
really
were
attacking

objective

reducing
alcohol-related,
violent
collisions,
especially
in
the
evening
and
overnight
hours
and
they've
done
a
tremendous
job.

don't
want
to
jinx
them
and
give
their
results
out
yet.
But
I
think
y'all
heard
some
of
our
other
conversations
about
that.

In
the
past
that
that
really
is
working,
our
DUI
arrest,
they're
really
doing
some
great
work
out
there,
they're
in
strategic
and
data
driven
areas
and
they're,
really
having
a
positive
effect
on
that
and
and
really
seeing
a
change
in
in
what
our
fatals
were
this
past
year
for
collisions
out
there.
So
that's
really
the
three
key
pieces
of
the
policy.
That's
going
to
be
rolling
out
again,
that
is
separate
from
the
traffic
team
policy,
which
is
which
encompasses
a
lot
more.

to
be
general
or

that's
what
we're
looking

it

last

prevent
or

at
their

pod
mentorship
program
with

our

was
at
the
request
of
the

interviews
with
our
attendees

the
creating
the
culture
of
accountability
that
we
all
want
and
not
just
saying
we're
doing
it,
but
actually
making
pivots
in
the
right
direction
and
so
developing
supervisors
that
are
always,
you
know,
constantly
paying
attention
and
leading
and
and
accountable
and
doing
the
right
things
for
the
right
reasons
and
and
so
anyways
I
you're,
all
a
part
of
that,
and
and
whether
you
know
it
or
not,
your
your
questions,
your
input,
your
prodding,
is
an
integral
part
of
who
we
are
what
we
do
and
it's
frustrating
I
think
at
times
for
all
of
us
and
and
it
it's
it's
been
a
lot
of
work.

for
our
team,
just
a
traffic
policy
alone,

I
can't
say
enough.

headed

small
tasks
to
try

words

action

organization.

to
just
you

check
a
block

say

we

did
that
policy
he's
in
charge
of
Patrol
now
and
he's
already
talking
it
up
with
all
of
his
commanders,
his
team
leaders
and
and
he's
looking
at
the
data
he's
a
data
guy,
and
what
are
we
doing?
Why
are
we
doing
it?
How
are
we
doing
it?

kind
of
touched
on
trying
to
keep
it
at
this
simple,
but
then
how
does
that
affect
our
outcomes
where
we
still
are
keeping
our
communities
safe,
but
we're
treating
people
with
dignity
and
respect
and
we're
doing
it
in
the
way
that
we
should
be
doing
it
so
I'll
stop

grateful
for

alive

I'm
grateful
to
be
a
part
of
something
so
important
and
work
with
so
many
really
good
people
in
a
city
that
has
supported
me,
