Department.

a
really
tough
day.
Just
give
everyone
a
quick
update,
pretty
much
tackle
the
first
order
of
business
is
kind
of
talk
about
the
status
of
the
third
party
assessment.
I
know
a
lot
of
questions
have
come
up
with
that
in
the
same
position.
Everyone
I've
talked
to
offline,
both
formal
and
informal.

The
city
I
apologize,
the
the
City
of
Charleston
and
the
police
department
stand
fully
committed
to
completing
this
assessment
within
the
prescribed
time
frame,
which
is
October
31st,
so
I
know,
there's
a
lot
of
questions
going
back
and
forth
as
far
as
contracts
and
things
like
that,
but
that's
pretty
much
why
I
wanted
to
come
and
relay
to
this
group
as
far
as
what
we
stand
with
with
the
audit
we're
still
full
steam
ahead.

far

the
commitment
of
the
police
department
and
the
city.

assessment
is
concerned,

you

the
contracts
with
the
city,
so
any
contract
negotiations
are
with
the
city
and
not
the
police
department.

the
feedback
we've
heard
from
the
public,
who
have
the
perception
that
the
police
department
is
responsible
for
any
delays.

it's

We

a

contract
with
a
university
that
we
are
handling
that,

it's
still
full
steam

it's
on
track
to
be
completed.
October
31st
and
that's
where
we're
committed
to
finishing
the
product.

about
what
you
said
that
we're
not
halted
that
the
work
is
still
going
on.
As
a
community
engagement
liaison
I've
been
informed.
Where
halted
that
there
have
been
some.
There
have
been
some
concerns
with
the
contract
and
the
ability
to
continue
to
keep
on
so.

say
halted,
an
ultimate
is
pretty
much
to
allow.
The
lead.
Researcher
has
been
out
of
town
right
period
that
that's
the
only
halt
in
in
the
process,
and
it's
I
think
it's
been
painted.
As
that,

process

been
placed
on
hold
and
ceased.

the
messaging
that's
coming
from
some
groups
and
I'm
here
to
say:
that's,
that's
not
the
case,
the
doctor,
that's
responsible
for
the
the
work

he
has
subcontractors
out.

been

the
information
needed
was
a
bit
challenging
and
so
I
just
want
to
make
sure
if
you're
saying
that
all
of
the
issues
have
been
resolved
to
where
the
contract
is
going
to
be
able
to
make
it,
the
efforts
of
the
contract
will
be
able
to
make
its
conclusion.
You
said
the
end
of
October
yeah.

crystal
clear,
so
there's
no
questions
on
where
we
stand
as
a
city
and
a
police
department,
the
police
department,
as
far
as
documentation,
participation,
openness
for
this
process,
there's
no
halt.

there's
no
question

commitment.
There's

question
about
presenting
the
information
to
everybody
that
needs
it.

involved
in
this
process
to
include
subcontractors,
so
I,
don't
want
you
getting
one
side
of
the
story:
I
don't
want
no
one
being
manipulated
by
one
side
or
the
other,
with
this
process
and
I'm
being
very
tactful
as
far
as
I
present
that
to
you
over
400
documentations
have
been
presented
for
this
process
from
the
police
department.
Okay,
the
analogy
I
used
for
this
process
is
that
we
are
the
student
presenting
homework
to
a
professor,
all
right,
so
what
we
think
that
we
have
got
a
great
product
and
we
stand
by
our
products.

the
whole
purpose
of
the
assessment.
It's
always
been
the
position
of
the
police
department
and
the
city.
The
chips
fall
where
they're
made.
This
is
not
a
Sprint.
This
is
a
marathon
and
we've
always
said
that
so
I
want
to
clear
the
crystal
clear
with
the
messaging.
As
far
as
where
we
stand,
we
have
to
October
31st

for
this
product
to
be
finished,
and
our
expectations
is
that
all
parties
involved
will
have
completed
their
process.

leadership
positions
or

constituents

recognize

not
only
CPAC,

city

taking
this

serious
opportunity

of
Charleston
things
can,
when
things
are
slowed
or
appear
to
be
halted,
it
brings
concern
that
all
we're
doing
is
checking
a

and
that
members
are
part
of
of
a
piece
of
this
game

unquote,
gain
to
just
appear
that
we're
being
diligent
in
a
particular
area,
so

these

Chief
Walker,

these
are
the
right
time
to
do
that

we

it

role
for
for
everybody
on
here
is
a
two-part
full.

hold
the
police
department
accountable,
but
they're
only
half
of
our
equation
as
well,
so
we've
now
addressed
it
to
the
Chief
and
if
we've
got
you
know,
we
now
want
to
make
sure
this
process,
as
council
member
Fielding
said,
is
not
a
check.
The
box,
you
know
I
would
almost
say
that
our
next
step
is
now
turning
to
city
council,
Public,
Safety,
Committee
and
addressing
our
concerns
to
them
in
case
any
of
these
alts
contract
issues.

Resource
issues
are
from
their
side
of
the
coin,
because
I
want
everybody
to
remember
that
it's
the
police
department
being
audited
they're,
not
the
customer
and
so
their
their
job
is
to
be
available
and
they're
held
accountable
to
be
available.
And
so
yes,
if
we
hear
examples
where
they're
not
we're
going
to
call
them
correct
right,
and
so,
if,
as
the
different
groups
come
to
us
and
talk
about
the
police
department's
doing
this,
it's
beholden
to
us
to
get
examples,
because
I
love
examples
to
be
able
to
say
well
on
this
occasion.

didn't
do
this
this
and
this
rather
than
us
well
or
you
know,
you're
holding
it
up,
but
when
we
get
to
when
we
get
to
the
update,
I
really
want
to
look
at,
and
hopefully
we
can
get
to
a
point
where
you
know.
Maybe
we
build
a
narrative
that
we
do
go
back
to
the
city
council
and
ask
these
questions.
The
Public's
looking
at
us,
you
know
is
CPAC
to
be
the
public
armed
for
them
in
getting
this
work
done,
and
it's
a
two
it's
a
two-part.

we
have
no
problem
turning
around
and
looking
at
the
city
council
and
saying:
okay
guys.
Where
are
you
with
this,
so
we
have
the
full
picture
for
the
public,
so
you
know
Chief
I,
appreciate
you
taking
those
questions

absolutely
I
want
to
reach
out
to
see
if
anybody
else,
because
we're
not
we're
not
done
with
that
part.

I
really
appreciate
the
questions,
and
this
is
the
opportunity,
like
I,
say,
to
really
get
things
straight,
so
we're
all
on

same
page
and
the
communication
is
there.
So
no,
the
last
night
we'll
talk
about
like
I,
said
it's
been
a
really
tough
couple
months
at
the
police
department.
Everyone
is
kind
of
familiar
with
that
dealing
with
a
lot
of
grief.
One
of
the
things
a
major
concern
right
now
is
just
making
sure
everyone
is
in
a
position
mentally
and
physically
to
be
able
to
serve
this
community.

We
kind
of
in
a
new
territory-
and
you
know,
dealing
with
the
loss
of
our
chief
fast
forward.
We've
had
a
couple
of
different
incidents
happening
at
the
police
department
since
that
time
frame
we
just
lost
one
of
our
beloved
sergeants
of
40
years
over
the
weekend
that
we're
dealing
with
that
service
is
going
to
be
Saturday
for
sergeant
Nick,
Sergeant
Nick,
just
retired,
from
the
police
department
in
March,
so
he
was
just
getting
in
the
in
the
groove
where
he
was
enjoying
his
retirement.

So
that's
something
that
we're
going
to
be
dealing
with
over
this
this
weekend.
So
we
just
asked
everyone
to
keep
this
department
and
these
officers
in
your
in
your
prayers,
just
making
sure
like
I
say
mentally
physically.
We
are
at
a
spot
where
we
can
continue
to
serve
and
really
monitoring
our
offices
in
our
civilian
staff,
because
it's
really
not
normal
to
deal
with
the
amount
of
things
that
this
agency
in
this
city
has
dealt
with
in
a
relatively
short
time
period.
So
that's
been
my
primary
concern.
Public
Safety
is
still
number
one.

the

search
for
permanent
police
chief
weather
achiever.

that
as
well

you
were
named,
acting

role

responsibility
changes
you

Can
you
can

we're

tune

who
your
leadership

leadership
like
I
said
the
search
is
still
active.
Perth
is
doing
the
national
search
we
had
to
have
information
in.
Regarding
you
know
the

candidates
had
to
be
submitted
by
the
end
of
July,
so,
like
I
say
it's
still
a
very
active
process.

Next
steps
will
soon
follow,
not
sure
what
those
are
right.
Now,
that's
probably
as
much
as
I
got
with
the
process
as
far
as
what
what
well
they
are
with
the
search.
It's
not
it's
not
going
to
be
really
forthcoming
until
they
get
a
a
good
group
of
selected
candidates.
That's
a
possibility
for
this
for
the
job
and
they're
probably
present
that
to
the
mayor
and
city
council,
then
they'll
set
something
up
as
far
as
next
steps,
so
the
leadership
at
the
police
department
is
still
pretty
much
the
same.

got
two
Deputy
Chiefs
Dustin
Thompson
and
Jack
Weese
that's
over
operations
and
the
other
is
over
Central
investigations.

We
are
making
some
adjustments
as
far
as
different
roles
as
far
as
mid-level
management.
That
would
be
the
lieutenants
we're
still
going
and
ironing
that
out
based
on
these
other
departments,
but
everything
is
still
fast
forward.
You
know,
nothing
is,
has
stopped
it's
business
as
usual,
just
a
lot
more
Communications
and
and
kind
of
playing
chess
right
now.
As
far
as
the
pieces
of
the
police
department.

it's

you

your

the

role

chief

assumed

split
amongst
the
Command
Staff.

curtel
is

department's
set
up
pretty
much
to
operate.
It
don't
matter
who's
in
the
position.

have
procedural
Justice

community,
which
pretty
much
is
still
in
line
with
what
I'm
doing
now.

the
finer

of
the
department
has
been
split
between
DC
Thompson
and
DC
whis,
and
that's
something
like
the
budget
and
some
other
things
that
we
we
do
amongst
the
the
troops,
but
for
the
most
part,
I
acted
as
the
number
two
on
the
cheap
rentals
I
assume
pretty
much
all
his
responsibilities
to
include
like
the
budget,
Fleet
Internal
Affairs,
all
that
stuff
fell
under
the
chief
originally
so
I
kind
of
was
doing
that,
even
when
he
was
here
all.

We
are
in
talks
with
some
of
our
local
groups
to
kind
of
bring
that
platform
to
the
community.
One
group
is
occasion
that
we're
actually
looking
forward
to
actually
bringing
the
traffic
piece
is
really
trying
to
reach
a
larger
audience.
So
that's
forthcoming.
We
really
will
need
everyone
to
kind
of
help,
be
a
mouthpiece
for
those
efforts.
We
would
like
to
get
a
great
turnout
and
start
here
with
soliciting
to
this.

body
we
also
reaching
out
to
the
the
community
groups
neighborhood
president,
also
a
houses
of
worship
and
fill
us
in
on
that
date
that
we've
selected
it's
going
to
be
in
September.
We're
gonna
do
what
we
do
at
the
Citizens
Academy
one
block.
The
first
block
will
be
a
traffic.
The
traffic
stop
portion
to
include
pretty
much
our
process
and
procedures
on
protocols,
expectations
and
kind
of
conclude,
with
the
presentation
that
we
had
with
the
data
so
I'm
looking
forward
to
it.

citizens

robust

past
president,

other

our
newest

police
academy

that's
a
testament
to
her
leadership
and,
if
she's,
the
reason
why
I
went
so.

appreciate
that
and
hopefully
we're
keeping
that
going
forward.

reports
Well.
Normally,
that

be
the
council
member
Grant
who's,

chair

our
policies
and
procedures
subcommittee.

the

everything
and
probably

better

I
do
and
you

to

they

mean
there

us

unless

policy
review

going

be

issues

internet

it

that
was
pretty
much

from
you

the
meeting
minutes

the
upcoming
events,

once
we're
done
with
that

is
a
subcommittee
that
we
that's
part
of
our
part
of
our
guidelines.
Our
Charter,
one
of
the
focuses
of
CPAC,
has
been
and
I've
included
on
the
agenda,
so
you
can
read
it
for
yourself
was
our
ability
and
we
were.
We
were
empowered
to
do
a
high
level
review
of
Citizen
complaints
against
the
police
department,
and
by
doing
that,
we
can
put
together
a
group
who
reviews
the
statistics.

Statistics
are
provided
and
we're
warranted
through
the
the
chair
on
individual
cases
can
be
reviewed.
You
know
obviously
they'll
adapt
whatever
they
need
to
redact
and
I.
Think
that's
an
important
part
of
what
we
do
is
we
send
out
these
surveys
and
things
like
that
and
I
know.
I
know
councilmember
field
and
I.
We
used
to
talk
about
that
all
the
time.
The
challenge
that
we
always
had
was
having
enough
members
that
were
active
to
to
field.
You
know
the
different
subcommittees
and
as
we're
bringing
new
people
on
board
I
think
that's.

mission
is
to
try
try
to
tee
some
of
those
up
again.
I
know
the
communications
is
kind
of
backed
down.
You
know,
I
know
we
want
to
get
that
started
again,
but
I
think
that's
yeah
I
think
we've
talked
about
it
before
that,
bringing
the
complaint
review
subcommittee
into
being.
What
would
be
probably

They
could

hit
somebody

insurance

but
they
were
all
intelligent

was
just
really
impressive.

young

stood
out

me

pulled
over
a
young
lady.

respond

involved

our
day-to-day
basis
and

minimize
this

think

it's
really
important
to
note
that
there
has
been
a
tremendous
tremendous
amount
of
work.

has
taken
place
since
the
last
time
we
met,
and
not
just
internally
at

police
department,
but
by
all
project
partners

obviously
council
member
of
Fielding.

the

work
that's
been
done
on
the
community
engagement

that
I
speak
for
all
parties

we
all
say
that
we
want
to
see
this

there's
been

big
investment
in

very

learn
from
it
and

continue
to
improve

focus

the
fact
that
the
first
part,
and
probably
the
largest
part
of
this
assessment,
was
the
Fidelity
review
and
that's
basically
US
based
sharing
with
the
era
team,
our
proof,
our
rationales,
for
what
what
has
been
done
internally,
to
address
the
recommendations
to
work
towards
implementing
them,
and
so
over
the
last
couple
of
months
we've
spent.

You
know
all
members
of
the
CPD
at
various
levels,
from
the
leadership
on
down
even
to
sergeants,
have
been
working
in
tandem
to
bring
together
a
vast
array
of
documentation
to
support
all
of
the
efforts
of
the
department
and
we're
actually
at
a
point.
I
know
that
Chief
Walker
mentioned
in
his
introductory
remarks
that
we
have
over
400
at
this
point,
references
to
supporting
documentation
for
the
70
70
different
recommendations.
One
of
them
was
canceled
by
CNA,
and
one
of
them
is
of
course,
the
final
assessment
that
we're
working
on
now.

that's
taken
us.
Understandably,
that's
taken
us
time
to
be
able
to
produce
those
documents,
not
only
produce
them,
but
also
have
engagement
back
and
forth
with
the
era
team
to
try
to
give
them
context
to
provide
them
with
additional
information
about
how
we
see
these
documentations
supporting
the
implementation,
we
actually
have
a
new
way
of
organizing
the
documentation.
We've
also
worked
very
hard
on
producing
the
administrative
data
that
is
also
building
being
supplied
to
the
era
team.
At
this
point,
we
have
no
outstanding
administrative
data
requests.

have
all
been
supplied
to
the
researchers
who
are
now
working
with
those
data
to
produce
empirical
analyzes,
and
at
this
point
where
we
are
in
the
process,
we're

close

finishing
the
final
exchange
of
documentation.

aspect

that

you

really
interested

learning

researcher
is
seeing
the
methods

they
use
to
produce
their
analyzes
and
then
doing
what
I
can
to
replicate
them
and
often,
depending
on
the
software
packages
that

used
by-

this

kind
of
in
you
know,
I'm
getting
into
nerd
territory
here.

there
are
ways
to
be
able
to
replicate
certain
empirical
analyzes
if
the
right
information
and
syntax
or
code
that
was
used
to
create
the
different
data
files
do
cleaning
and
then
basically
issue
commands
to
the
analysis,
software
to
reproduce

same
results.

you
know
this
basically
slice
and
dice
the
data
the
same
way.
So
that's
something
that
I'm
keenly
interested
in
is
trying
to
figure
out.

us
to
be
able
to
get
the
exact
code
used

run

analyzes
and
then
if
we
can't
get
the
exact
code

know

much
about
the
methodology

we
can
have

point
of
reference

audit
and
the
investment

quickly

starting
out
with
notable
Outreach.
We
attended
the
ashleyville
Maryville
block
party,
which
was
its
first
since
pre-covet
that
went
well.
We
helped
plan
and
attend
this.
The
safe
summer
kickoff
at
the
Gathering
Center,
which
is
an
against
the
Green
community,
with
Allison
Hilton
and
other
Community
Partners.

We
participated
in
Greg's
grocery
packing
Day
event
with
area
agencies
and
also
did
a
dedication
to
Chief
Reynolds
on
that
day.
Also
Starbucks
on
Sam
Rittenberg
hosted
coffee
with
a
cop
for
us
and
we
engage
in
multiple
people
who
resided
and
visit
our
community.
They
were
there
and
asked
many
questions
and
we
had
a
good
time.

participated
with
CCSD
The
Hope,
Center
navigation,
Center,
North,
Charleston,
Department
of
Mental,
Health
and
other
non-profit,
as
serving
the
unhoused
and
undeserved
undeserved
parties
in
the
downtown
area.
The
river
dog
hosted
CPD
for
National
Night
Out
earlier
this
month,
where
we
engage
with
members
of
our
community
to
promote
citizens
and
police
relations.
Those
are
the
Outreach.
These
are
some
programs
that
we
did
between
the
month
of
June
and
August,
which
is
Camp
hope.

We
had
eight
week
youth
program,
we
began
in
June,
we
had
three
day
camps
and
one
evening
camp
Day
Camp
was
held
by
the
sros
and
the
evening
Camp
was
held
by
Outreach
officers
and
professional
staff.
We
had
our
finale
at
the
end
of
July
that
went
well.
It
was
always
a
success.
We're
looking
forward
to
next
year.
Camp
hope
we
participated
in
the
flip
league
basketball
league
in
Forest
Park,
a
CBD
played
in
the
kickoff
event
and
attended
throughout
the
sessions
for
Community
engagement.
We
plan
and
held
our
inaugural
Youth
Academy
in
July.

It
was
a
one
week,
Academy
in
which
the
youth
were
taught
about
Special
Operations,
including
Harbor,
Patrol
traffic
and
Motors
safety
and
impaired
driving
consequences.
The
bomb
team
was
out
there,
K-9
SWAT
did
a
presentation.

We
also
talked
about
Internet
safety,
and
they
also
did
a
tour
at
the
Charleston,
Airport
and
Aviation,
which
they
enjoyed.
We
plan
to
continue
this
program
and
tweak
it
as
we
go
along
the
youth
for
Middle
School
ages.
For
this
program
we
planned
a
multi-partner
wellness
day
in
July
for
the
community
promote
a
healthy
lifestyle
with
cooking
demonstrations,
and
that
was
held
on
Hampton
Park.

we
had
a
cooking
demonstration
with
Chef
Renee
Saunders
and
we
partnered
with
the
Hope
Center
Deep
South
Carolina
Roper
St
Francis,
one
180
place
was
out
there:
Charleston
Center
Low
Country,
Food,
Bank,
South,
Carolina,
Department
of
Mental
Health
CCSC
and
the
fire
department,
the
there's
a
company
called
Fleet
Feet,
which
is
in
Mount
Pleasant,
and
they
sponsored
a
whole
bunch.
Just
shoes
sneakers
for
the
community
that
day
on
August
5th
Community
Unity
kickoff
with
Cyrus
Birch.

We
just
had
this
last
weekend
with
his
partnership
with
CPD
and
his
501c3
roses
in
concrete,
with
with
membership
in
the
Hazelwood
area,
which
she
grew
up
in,
and
that
was
a
success
that
we
had
about
30
kids
out
there
and
they
had
a
great
time.

are
some
non-fatal
overdose,
Outreach
updates,
Outreach
with
Community
Partners,
wake
up,
Carolina
Charleston
County
public
libraries
begin
hosting
Narcan
training,
and
that
was
also
advertised
in
the
media.
We
partnered
with
Mount
Pleasant
in
their
National
overdose
awareness
event
on
8
30
on
831.
We
will
be
on
8,
31.

and
I
have
a
survey
update
which
was
launched.
We
talked
about
that
earlier
and
that
was
a
success.
We
have
additional
places
to
signage
and
high
volume
areas
in
the
community
and
we
moved
the
signage
around
for
different
big
events
in
the
Charleston
area.
So
people
will
be
able
to
see
it.
We
also
had
it
at
National
Night
Out
day
and
some
upcoming
events.

our
back
to
school
bash
at
both
community
centers
Hispanic
Heritage,
Month,
Outreach
fall
police,
Citizens,
Academy
I
heard
that
talked
about
earlier
cops
on
the
coop
is
coming
up.
Faith
and
blue
weekend.
We
have
Halloween
howl
and
we're
moving
into
our
holiday
events,
and
that's
all
I
have
if
there
any
questions
for

point
out
that
it's
it's
part
of
community
outreach,
but
if
you
haven't
seen
already,
there's
been
a
lot
of
publicity
lately
about
our
mounted
Patrol.

came
back
probably
a
couple
years
ago,
two

three
years
ago,
but
kind
of
a
low-key
just
getting
them
introduced.
What
I've
seen
in
the
media
a
lot.
Two
officers
went
up
to
went
up
North
with
the
horses
to
to
train
on
the
two
mounted.

know
police
forces,
which
is
pretty
neat,
and
it
gives
me
an
opportunity
to
give
a
shout
out
to
one
of
my
civil
classmates.
An
old
guy
went
up
for
the
training
and
he's
actually
the
he's.
The
right
he's,
the
police
officer
that
rides
the
horse
homes
like
there's
homes
and
Watson,
and
so
you've
got
an
old
former
Chicago
cop
riding
a
horse
in
Charleston.
So
I,
don't
know
if
that's
safer,
to
have
them
up
there
or
in
a
car,
but
I
think
that's
pretty
neat.

got
those
back,
so
that's
neat

not
heard
from
so
we'll

to
follow

with
