Description
City of Charleston Police Advisory Council 7/1/23
B
A
June
1st
meeting
of
CPAC
the
citizens
police
advisory
Council
happy
to
have
you
all
here,
I'm
going
to
go
ahead
and
call
the
meeting
to
order.
This
is
the
so
before
we
start
the
meeting
and
do
the
roll
call.
You
know,
I
I
guess
something's
been
going
on
everybody's
hearts
of
mind
for
quite
a
while,
but
especially
the
past
week.
Let's
take
a
moment
of
silence
for
for
chief
Reynolds,
his
family
in
the
police
department.
A
All
right,
thank
you
very
much,
I
appreciate
that.
So,
if
you
would
Jill,
if
you
would
do
the
roll
call,
please.
C
Hopefully,
you
guys
can
all
hear
me.
Can
you
hear
me
now?
Okay,
nice,
okay,
one!
Second,
let
me
just
make
sure
that
my
yeah
this
is,
but
this
is
not
okay
I.
Everybody
can
hear
me.
Okay,
yep.
D
B
C
Okay,
thank
you
we'll
go
ahead
and
start
council
member
Emily
Broome.
C
I
see
her
I
think
she's
on
you,
okay,
I'm.
C
Number
gotcha:
okay,
we
got
you!
Thank
you,
council,
member
Ryan,
Davis
here,
council,
member
Arian,
Fernandez.
G
C
I
see
her,
so
she
may
not
be
able
to
speak
at
the
moment
and
councilman
Yamaguchi.
A
Perfect,
well,
that's
a
good
segue
into
Welcome
to
our
newest
member
Jamie
Khan
from
District
11,
which
is
council
member
Ross
Appel
is
appointee
Jamie.
If
you
want
to
introduce
yourself.
B
Sure
thank
you
Paul
good
evening
everybody
I'm
Jamie
Khan,
looking
forward
to
serving
with
everyone
on
this
committee.
I
am
a
lawyer
by
profession,
but
I
also
worked
at
the
Charleston
Police
Department.
B
A
Me
welcome.
We
look
forward
to
having
you
all
right.
So,
let's
move
into
Jill
I
believe
we,
you
know.
As
of
your
update
earlier,
no
citizens
signed
up
to
participate.
That's
right!
Okay
and
I.
Don't
see
any
I've
called.
Do
we
have
one
call
on
4241
or
is
that
Emily
we
have
one
call
in
that
looks
like.
A
A
Okay,
so
we
don't
have
any
citizen
participation
this
this
month.
So
that's
fine!
Let's
move
into
the
approval
of
the
minute,
so
council
members
I
know
Jill
has
distributed
the
minutes
from
our
last
meeting.
If
everybody's
had
an
opportunity
to
look
those
over,
you
know
I'll
open
the
floor
to
any
questions,
comments,
concerns
or
a
motion
to
approve.
H
This
is
Harrison,
I've
read
the
minutes
well
good
evening.
Everyone
I
read
the
minutes
and
there's
a
one
I
think
era,
and
that
is
that
on
the
motion
to
I,
guess
it
also
exclude
former
councilman
Curry
I
did
not
second,
that
motion
I
believe
Sarah
Mack.
B
I
A
All
right
perfect,
so
we,
the
motion,
was
made
by
councilmember,
McIver
and
seconded
by
council
member
Fielding,
any
discussion
debate
all
in
favor,
say
aye
or
hold
up
your
hands
thumbs
up
whatever
you
want
to
do.
Do
the.
A
A
K
Everything
come
off
me
thanks,
good
up
good
evening.
Everyone.
Thank
you.
So
much
Paul
welcome
to
the
new
council
members
Jamie
nice
to
see
you
again.
It's
been
years
just
a
quick
update.
Oh
it's
just
quick
status!
First
I
wanted
to
just
start
off
by
anyone
that
reached
out.
It's
been
a
really
challenging
two
weeks
and
it's
not
going
to
be
a
lot
to
update,
saves
some
of
the
more
detailed
updates.
K
As
far
as
our
audience
gonna
be
Jill
is
going
to
touch
base
on
that
kind
of
where
we
are
with
the
end
of
the
year
report.
Captain
crotella
will
touch
base,
but
I
I
want
to
use
this
time
to
really
thank
everybody
and
kind
of
get
kind
of.
What's
the
plan
moving
forward
with
us
since
the
Chief
passed,
but
everyone
that
reached
out
called
they
thought
they
prayers
and
everything
else.
Thank
you
all
so
much.
It's
definitely
needed
that
new
to
chief
personally
knew
it
was
more
than
just
a
public
figure.
K
He
met
mother
to
us
than
just
being
the
chief
of
police.
He
was
truly
our
brother,
our
friend
a
protector
of
everybody
and
we're
going
to
miss
him,
so
we're
still
adjusting
as
a
department
with
some
of
the
challenges
that's
associated
with
his
departure.
First
and
foremost,
trying
to
make
sure
officer
Wellness
is
at
the
Forefront.
K
He
has
so
many
personal
relationship
officers
that
we
have
to
make
sure
that
they
are
dealing
and
coping
with
this
and
still
being
able
to
do
their
job
and
serve
so
a
lot
of
help.
Coastal
crisis
chaplain
see
on
one
of
the
initiatives
that
the
chief
actually
partake
in
partooking
was
our
therapy
K-9
I'm,
not
sure
if
you
guys
are
familiar
with
that,
but
that's
Miss
Kathy
Bennett.
They
have
been
awesome.
K
K
For
those
that's
been
on.
This
call
for
a
while.
This
has
been
pretty
much
an
ongoing
process
for
two
years.
It
hasn't
changed
still
being
ran
as
we
were
the
Chiefs
over
the
respective
bureaus.
You
guys
follow
under
my
particular
domain.
As
far
as
procedural
business
and
community
outreach,
deputy
chief
Thompson
is
running
operations
and
deputy
chief
whis
is
running
investigations.
K
It's
been
going
that
way
for
two
years.
Any
major
decisions
that
had
to
be
made
is
pretty
much
take
on
take
on
that
responsibility,
but
that's
kind
of
where
we
are
until
we
tow
any
different
from
the
from
the
Council
City
Council
Office,
so
that's
kind
of
all
status.
K
I,
don't
foresee
that
changing
right
now,
so
that's
that's
kind
of
where
we
are
there's
a
lot
of
positive
things
that
came
out
of
very
tragic
incident
and-
and
one
has
just
been
the
overall
Brotherhood
and
Sisterhood,
and
just
the
love
man
and
that's
really
what
Chief
rental
stood
up
for
and
I'm
very,
very,
very
grateful
to
all
of
you
on
this
call.
So
any
questions
that
you
may
have
anything
any
follow-ups
for
me.
K
I
have
had
a
couple
meetings
chairman
Tamborino,
with
a
couple
outside
groups,
so
we
will
have
some
some
forms
that
I
think
we're
going
to
be
producing
in
the
near
future.
With
a
couple
people
I
plan
on
taking
our
Citizens
Academy
the
platform
that
we
utilize
on
the
road
per
se,
some
of
you
that
just
went
through
it.
So
a
lot
of
questions
still
come
up
as
far
as
like
procedural
Justice
was
traffic
stops.
K
So
one
of
our
first
points
they're
all
trying
to
plan
that,
with
our
occasion,
Partners
had
a
very,
very
productive
meeting
with
with
them
about
a
week
ago,
so
that
will
be
four
cup.
Fourth,
that's
probably
the
biggest
biggest
thing
that
we
got
right
now
that
we're
gonna
be
planning.
I
Thank
you,
sir,
when
you
said
you're
gonna,
take
it
on
the
road.
Are
you
looking
at
schools
or
summer
camps
or.
I
K
So
one
of
the
things
that
we
came
up
with
they
can
get
if
they
can
get
the
people
they
get
their
members
in
the
whole
nine
yards,
I.E
cage
them.
That's
who
we're
meeting
with
that?
One
of
our
and
the
dialogue
has
been
there.
K
I
want
them
to
feel
involved,
and
but
it
you
know,
two-way
dialogue.
So
some
of
the
things
that
we
educate
our
community
on
I
plan
on
educating
them
on.
So
if
they
won't
come
to
us,
we're
going
to
go
through
them,
but
one
of
the
first
forms
and
there's
still
a
lot
of
details-
we
got
to
iron
out
with
it.
It
will
probably
be
the
traffic
stops,
that's
a
whole
platform.
K
If
you
remember,
we
do
a
presentation
at
the
beginning.
It
probably
won't
include
the
scenarios.
It
won't
include
that,
but
it
will
roll
right
into
data,
sets
that
Jill
and
Captain
bruta
presented
and
it'll
give
them
an
opportunity
to
have
some
some
very
spirited
discussions
and-
and
it's
not
one-sided
so
trying
to
educate
them.
I
I
think
that's
an
excellent
step
forward,
so
thank
you,
deputy
chief
Walker,
and
once
you
present
that
occasion,
I'm
quite
sure
the
membership
of
Cajun
with
a
number
of
ministerial
alliances
and
other
agencies
like
ACLU,
has
some
members
in
Cajun,
too
I.
Think
that
would
be
very
helpful.
You.
I
K
We
had
a
very,
very
fruitful
discussion
and
I'm
very
Dr
Benton.
What
kind
of
facilitate
right
like
I
said
I
think
we've
always
been
talking
the
same
language.
Well,
somebody
got
taken
a
moment
to
listen,
but
I
think
we
use
that
and
I'm
very,
very
excited
about
it.
So
it'll
be
one
I
hope
to
do
more
than
one.
K
They
had
a
lot
of
questions
and
we're
very
proud
of
some
of
the
stuff
that
we
got
going
on
culturally
at
the
police
department,
and
we
want
to
highlight
that,
but
we
want
to
put
it
in
the
context,
and
so
it
makes
sense
to
everyone,
especially
with
the
use
of
force,
some
of
the
work
that
we've
been
working
on
almost
four
years
now.
K
We
want
to
highlight
that
and
I
think
that'll
be
the
opportunity
to
do
so.
They
can
get
their
members
and
it
definitely
open
up
to
you
guys
in
the
community
as
well,
but
you
know
they
got
to
get
people
there.
A
Anyone
else
have
any
questions
or
comments
for
deputy
chief
Walker
hi
you're
off
the
hook
Cheeto,
but
stick
around
because
you
know
you
know
we'll
wheel,
you
back
here,
man,
okay,
so
I'm
gonna
give
my
update.
My
updates
both
is
chair
and
is
my
you
know.
I
know
you
all
read
the
agenda
and
realized
you're
going
to
give
individual
updates
on
your
activities.
So
I
would
say
these
past
two
months
have
probably
been
the
busiest
for
me
with
relationship
to
CPAC
activity.
A
You
know
normally
I'm,
you
know,
come
to
meetings
in
10
meetings.
That's
you
know
your
Zoom
meetings,
but
past
couple
of
months,
I've
attended
I
met
with
a
community
group
out
of
Gatson
green
with
deputy
chief
Walker
and
Catherine
cretella.
It
was
a
very
good
session.
Some
members
of
Cajun
were
there.
Most
importantly,
there
were
members
of
Gatson
Green
community
there
and
I
think
that's
always
very
important
for
us
to
be
able
to
hear
their
feedback.
A
A
very
good
Obsession
I've,
attended
I
attended
both
public
sessions
of
the
assessment
team.
The
first
one
was
a
pretty
active
participant
gave.
My
feedback
did
that
the
second
one
I
was
more
of
a
I
think
was
more
of
a
spectator,
because
I'd
already
participated
once
and
my
voice
should
only
count
once
and
I
was
happy
to
see
several
other
of
our
CPAC
members
there
something
I'm
pretty
happy
about
deputy
chief
Walker
and
I
went
over
to
the
Citadel.
You
know,
as
you
all
know,
I'm
a
graduate
there.
A
For
those
that
don't
know,
this
is
for
the
Southern
Conference,
which
settles
in
our
new
coach.
Mo
Drayton
is
the
first
blackhead
coach
of
football
in
the
history
of
that
conference,
which
is
kind
of
late,
but
you
know
I'm
just
happy.
A
The
Civil
is
in
the
Forefront
and
you
know
I
I
know
mo
personally
and
he's
a
great
guy
and
when
he
took
on
the
job,
I
kind
of
mentioned
to
him
something
about
the
activity
with
CPAC
and
being
involved
and
within
minutes,
even
though
he
was
in
the
middle
of
the
biggest
recruiting
week.
They
had
within
minutes.
He
was
reaching
out
to
me.
How
soon
can
you
match
me
up
with
deputy
chief
Walker?
A
You
know
I'm
really
interested
in
being
a
part
of
this
which
helps
piggyback
on
to
when
I
connected
him
with
you
know
the
the
civilist
basketball
head,
coach,
Ed,
Conroy
and
they're
already
on
their
way
to
doing
youth
programs,
and
things
like
that
he's
going
to
do
the
same
thing
and
match
his
team
up
for
youth
efforts.
Some
help
with
Camp
hope
just
different
activities
for
the
Civil
football
players
to
participate
in
with
the
department
and
the
youth
I
think
it's
beneficial
to
both
so
I'm
gonna
throw
out
a
challenge.
A
A
You
know,
I
think
it's
good
for
the
college
students
to
understand
the
opportunities
they
have
in
the
payback
I
think
it's
very
valuable,
so
I
appreciate
deputy
chief
Walker
participating
in
those,
obviously
the
the
different
activities
related
to
Chief,
Reynolds
and
his
passing,
and
that
various
things
that
are
going
up
that
happen
with
that
is
you're.
Going
to
hear
in
various
committee
updates
on
the
era
team
policy
Jerry's
got
his
updates.
A
There's
a
lot
of
work
going
on
behind
the
scenes
to
make
sure
that
we're
getting
we're
going
to
be
in
front
of
the
public
safety
Commission
in
a
couple
weeks,
they're
going
to
be
talking
about
CPAC
guidelines
and
things
like
that,
and
they
should
be
talking
about
our
guidelines
or
our
efforts
in
a
vacuum.
So
I've
already
put
them
on
notice.
A
It
not
only
do
I
want
to
give
be
on
the
agenda
for
a
CPAC
update
in
general
to
give
an
update
on
our
activities,
but
but
I
want
to
speak
to
anything
that
they
discuss
related
to
changing
our
guidelines.
Looking
at
those
or
the
actions,
we're
doing
I
think
it's
very
important
that
they
understand,
especially,
you
know.
A
The
policies
and
procedures
guidelines
that
that
Doris
has
put
together
I
think
it's
very
important
that
we
Champion
that
because
she
did
an
amazing
job
with
the
Department
I
think
that's
I
mean
besides
I
mean
millions
of
meetings
with
everybody.
Lately
it's
hard
for
me,
I
had
to
jump
in
and
do
my
actual
job
this
week,
which
fun
change
of
pace.
Federal
government
is
not
as
friendly
as
the
local
government.
So
it's
a
big
change.
Cheetah.
Do
you
have
your
hand
up?
Do
you
want
to
say
something.
K
No
I'll
just
gonna
add
to
it
as
far
as
those
relationships
with
both
athletic
coaches
at
the
Citadel
they
I'm
trying
to
get
my
camera
on
there
we
go
probably
Camp
hope
is
going
to
be
the
first
function,
especially
trying
to
get
that
worked
out
with
coach,
Drayton
and
Aquila
Simmons
are
trying
to
get
it
coordinated,
but
they
need
the
help.
So
I
think
it'll
be
a
great
partnership.
It's
just
mentoring
and
the
engagement
piece.
So
we
really
do
appreciate
that
connection,
so
just
want
to
acknowledge
that.
A
I
appreciate
that-
and
you
know
guys
anytime,
you
all
think
you
can
see
or
think
of
opportunities
jump
right
if
you
put
in
Cheeto
in
his
team's
hands.
You
know
it's
like
I
told
him.
You
know
he's
he's
seen
this
in
action
twice
when
I
basically
told
him
and
the
coaches
I'll
make
the
introduction
that
I'm
leaving
I
have
no
interest
in
sheep
hurting
participating.
You
guys
know
what
you're
doing
you're
professionals
and
what
you
do
I'm
just
making
an
introduction
and
they've
run
with
it.
A
One
last
thing
I'm
going
to
do
on
the
cinema
front
is
last
year
for
one
of
the
games.
You
all
knew
this
one
of
the
football
games
I.
You
know
just
because
I
thought
it
was
the
right
thing
to
do,
and
I
saw
an
opportunity,
I
sponsored
10
children
and
two
sros
to
go
to
one
of
the
Civil
football
games
and
the
feedback
I
got
from.
That
was
amazing.
So
you
know
what
I
did
is
I
turned
to
the
civils
ticket
office
and
athletic
director,
and
so
I
want
to
take
this
up
a
notch.
A
How
do
we
get
20
students
in
every
game
with
with
SRA
officers,
so
I'm
working
with
the
civil
now
to
put
together
sponsorship
packages
for
the
sales
teams
to
be
able
to
get
more
kids
at
more
SRO
officers?
To
these
things,
because
you
know
it's
a
good
opportunity
for
these
kids
to
get
away
from
their
homes
and
you
know,
have
an
activity
and
just
have
a
good
time,
and
you
know
it's
good
for
them
to
do
that
and
I
think
these
are
great
initiatives.
A
So
that's
where
I'm
trying
to
put
my
Talent
time
and
treasures.
So
that's
pretty
good!
That's
what
I've
got
anybody
have
any
questions
comments
for
me
all
right,
good,
I'm,
gonna,
move
next
into
the
subcommittee
reports.
Let
me
first
turn
it
over
to
the
policies
and
procedures.
Council,
member
Grant,
you're
up.
L
Good
evening,
everyone
I
apologize
for
not
showing
my
face,
but
both
Tuan
and
I
are
fresh
from
a
prior
event,
so
I'm
not
prepared
to
to
show
to
visually
present
myself
I
believe
that
you
all
have
received
copies
of
the
2023
policy
review
schedule.
L
That
was
just
recently
updated
by
Officer
catrella,
so
you
all
receive
that
you
should
have
also
received
the
proposed
policy
review
process
and
that
included
information
that
was
updated
from
our
last
policy
committee
meeting
to
include
a
line.
Seven,
you
should
have
also
received
a
copy
of
the
final
general
order,
40
juvenile
operations
and,
regarding
you
know
our
last
May
9th
meeting.
That's
the
only
highlights
I
have
from
that.
A
When,
when
door
sends
these
policies
out
and
ask
for
commentary
every
one
of
you
is
on
the
policy
subcommittee,
okay,
everyone,
so
we're
asking
everybody
to.
Please
take
the
time
to
look
over
the
edits
that
are
being
recommended.
If
you
pull
that
up,
you'll
notice
that
they
are
highlighted,
and
you
can
see
what
the
suggested
edits
are,
they
also
submit
to
you
through
Google
forms,
which
is
a
great
online
way
of
adding
your
comments,
so
she
can
centralize
those
we
have
a
very
narrow
window
to
get
that
done,
so
it
doesn't
take
long.
A
I
would
just
ask
that
you
please
go
in
there.
Do
your
review
provide
your
commentary
if
you
have
no
commentary
at
least
respond
back
to
to
Doris
and
let
her
know
that
you
have
reviewed
it
and
you
don't
have
commentary
that
that's
just
for
me.
To
put
it
bluntly,
that's
just
a
matter
of
respect
and
courtesy.
You
know
she
took
the
time
to
email
you
and
ask
for
your
assistance.
A
Do
her
the
favor
and
the
courtesy
of
responding
back
to
her.
It
also
is
helpful
for
for
Captain
critella
to
know
what
our
status
is
in.
Being
being
responsive,
you
know
we
asked
the
police
department
to
put
these
in
front
of
us
and
give
these
to
us,
and
if
we
don't
do
our
part,
they're
just
spinning
their
wheels
in
we're
wasting
their
time
too,
and
that
that
was
my
editorial
Miss
Doris.
You
know
I
had
to.
L
Do
that?
No!
Thank
you.
Thank
you.
We
we
did
have
a
you
know
great
participation
at
our
Alliance
meeting,
so
I
want
to
thank
everyone
again
who
took
the
time
to
send
it
on
our
last
meeting
as
we
reviewed
as
we
went
over
well,
Captain
crotella
told
us
that
our
review
of
the
Geo
40
16
of
the
20
recommendations
were
implemented.
So
I
think
you
know
the
work
we
did
was
significant
and
and
made
a
difference
in
how
they're
looking
at
policies.
L
L
Also,
we
spoke
about
the
virtual
option
for
the
public
safety
meeting,
that's
to
be
held
on
June,
15th
and
I.
I.
Think
I
heard
some
of
that
conversation
at
the
beginning
of
the
meeting,
but
we
still
didn't
have
a
definite
answer.
So
Jill
did
you
have
any
information
to
update
regarding
that
June
15th
meeting,
whether
or
not
it
will
be
able
to
be
accessed
virtually
yes,.
C
So
it
should
be
yes
and
I
believe
I
think
that
Steve
Ramon
will
probably
have
better
information
than
me,
but
I
think
it's
in
it's
entirely.
Virtual
is
what
I
heard
and
he'll
distribute
the
information
when
he
receives
it.
A
And,
of
course,
tentatively
from
what
I
understand
I
spoke
to
the
vice
chair
earlier
today,
and
he
was
telling
me
that,
because
I
asked
them
that
question
too,
do
you
meet
virtually
or
in
person
and
what
he
was
telling
me
is
when
the
committee
meetings
on
the
same
day
as
a
council
meeting
they'll
meet
in
person,
but
the
policy
subcommittee,
if
it's
not
on
the
same
day
as
a
council
meeting,
will
meet
virtually
but
in
Steve's
invite
I
think
he's
going
to
include
those
details,
so
don't
rely
on
I
just
told
you
Carl's
been
wrong
before
you
could
be
wrong
again.
D
Yeah
at
the
last
meeting
Doris
when
we're
talking,
she
commented
that
she
and
I
were
the
two
official
members
of
the
committee
we
loved
having
other
other
of
the
councilman
president.
M
D
D
D
We
may
want
to
work
with
them
to
figure
out
how
to
perhaps
add
another
column,
to
the
the
Google
Doc,
so
he
can
perhaps
put
those
comments
there.
So
that
could
be
part
of
part
of
the
record,
but
we
headed
in
the
right
direction.
G
L
All
right,
councilman
Fields,
just
asked
if
she
can
be
a
member
of
the
policy
committee,
so
yeah
we
recruited
someone,
so
please
become
a
part
of
that.
What
that
swung.
L
One
of
the
last
things
we
did
discuss
was
we
were
supposed
to
distribute
a
poll
for
CPAC
members
to
get
some
input
on
the
part
on
the
five
policies
that
the
policy
subcommittee
would
like
to
review
in
2023
and
since
Jerry
and
I
are
the
two
active
members
in
the
subcommittee
and
Jerry
didn't
really
have
any
input
about
any
preferences
he
had
about
what
policies
we
would
review.
L
I
would
make
this
the
recommendation
that
we
review
on
general
order,
four,
which
is
the
commission
of
accreditation
of
accreditation
of
law
enforcement,
that's
go4,
geo30
authority
to
exercise
alternative
to
arrest,
Geo,
77
body,
worn
cameras,
geo81
office
of
compliance
and
policy,
NGO
82
Traffic
Unit.
So
these
are
the
five
policies
that
I
am
recommending
that
the
policy
committee
review
real.
A
D
A
Okay,
just
wanted
to
cover
that
so
you're
making
a
motion
for
that
Doris.
A
A
Hearing
none
I'm
going
to
call
the
question
Doris
if
you
would
just
repeat
for
the
notes,
what
are
the
specifics
again,
just
repeat
it
for
me.
Please.
L
I
am
recommending
that
for
the
2023
policy
subcommittee
to
review
the
following
policies:
geo4
Commission
of
accreditation
and
law
enforcement,
geo30
authority
to
exercise
alternatives
to
arrest,
Geo,
77
body,
worn
cameras,
Geo
81
office
of
compliance
and
policy
and
geo82
Traffic
Unit.
H
D
See
your
hand,
sorry,
yes,
I
just
want
to
note
that
these
five
or
the
priorities,
but
they're
Captain
critels,
provided
the
those
that
are
going
to
be
annually
reviewed.
D
So
these
won't
be
the
only
five
we
may
be.
Making
comment
on
correct
I
just
want
to
make
sure
that
we're
not
limited
to
just
to
these
five.
L
A
D
I
I
agree:
I
just
wanted
the
record
to
reflect
the
fact
that
those
annual
reviews
that
are
are
important.
We
may
be
commenting
on
those.
Thank
you
so.
A
Perfect
any
opposed.
A
M
Absolutely
and
after
this
week,
I
will
let
you
know
what
policy
that
we're
working
on.
First
I
did
get
the
email
last
week,
but
through
the
chief
funeral
and
our
clear
accreditation
coming
up
in
three
weeks,
we
kind
of
had
to
shift
our
priorities
to
ensure
that
Kalia
was
taken
care
of,
but
next
week
I'll,
let
you
know
which
ones
we're
going
to
start.
Looking
at.
First.
A
Okay,
perfect.
Thank
you
all
right.
So
again
you
know
we're
not
going
to
spend
much
time
on
it.
The
communications
subcommittee,
obviously
I'm
not
going
to
chair
that
anymore,
so
I'm
really
yeah
I'm
gonna
spend
I
I
do
want
to
get
us
ramped
up
with
our
final
council
members,
so
we
have
a
full
plate
of
people
and
then
we're
going
to
move
forward
on
Communications.
We
were
gonna.
We
had
recommended
a
session
probably
for
a
month
ago
and
then
with
all
the
other
public
sessions.
A
That
kind
of
you
know
for
the
era
assessment
team
that
took
a
backseat
there's
been
a
lot
going
on,
so
we'll
probably
ramp
that
back
up
in
the
next
couple
of
months.
We
want
to
look
at
different
sessions.
I
know
we
promised
the
department
that
we
would
do
a
session
on
their
their
Narcan
initiative.
A
I
think
that's!
That's
a
big
one!
We'll
have
an
upcoming
session.
You
know
when
the
timing's
right
on
the
era
assessment
team
results.
So
you
know
we
can.
We
can
broaden
that
exposure
to
that
and
put
some
of
our
perspective
on
it.
So,
probably
by
the
next
meeting.
I'll
have
somebody
identified
hopefully
to
take
that
on,
so
we
can
move
forward
with
that
unless
somebody
wants
to
volunteer
all
right.
My
next
meeting
I've
only
told
somebody
okay.
Next
up.
A
So
if
you
read
the
agenda-
and
you
read
my
notes
from
my
my
last
update
to
you
all
I-
think
it's
much
more
important-
that
we
start
enforcing
our
guidelines
right
and
we've
been
doing
that
gradually
and
gradually.
We've
been
kind
of
soft,
sometimes
and
understanding
and
time
constraints.
But
you
know,
we've
got
certain.
A
We've
got
our
guidelines
that
we're
supposed
to
be
in
contact
with
the
community,
and
our
activities
are
not
just
limited
to
being
on
this
call
once
every
two
months,
it's
talking
to
your
city,
council
member,
even
if
it's
for
five
or
ten
minutes
just
to
let
them
know
because
believe
it
or
not.
Some
of
these
council
members
don't
even
know
who
they
vote,
who
they
have
appointed
on
CPAC,
and
that
means
that
we're
not
necessarily
communicating
back
and
forth
and
just
filling
them
in.
So
when
we
start
doing
that.
A
That
gives
them
an
understanding
of
the
importance
of
our
efforts
and
why
CPAC
is
still
a
valuable
commodity
in
all
the
things
that
we
do,
I
think
most
of
them
have
no
idea
what
we
do
right.
They
don't
know
about
our
impact
on
policies
and
procedures
are
working
with
them
on
community
engagements
and
things
like
that.
So
the
more
you
do,
feedback
to
your
council
members,
the
better
off
we
are
so
what
I'm
going
to
do
is
every
meeting
going
forward.
A
So
every
CPAC
meeting
going
forward
forward
I'm
going
to
go
around
and
ask
every
council
member
to
give
an
update
so
over
the
past
two
months,
police
talking,
it
doesn't
have
to
be
a
you
know.
It
doesn't
have
to
be
a
30-minute
dissertation
brief
highlights
of
what
you've
done
in
your
role
as
a
CPAC
representative
in
the
community,
with
your
council
member,
some
of
the
activities
you're
working
on
that
we
don't
see
on
these
calls.
A
D
I'm
appointed
by
the
mayor
I've
during
the
over
the
last
two
months,
sent
him
notes
and
comments
about
both
the
guidelines.
Appointments
to
the
council
and
the
contract
for
the
evaluation.
I've
appeared
at
probably
half
of
the
city
council
meeting.
Somebody
comment
on
those
on
those
on
those
items
and
I've
had
sidebar
conversation,
a
luncheon
meeting
with
the
chairperson.
You
know
the
Public
Safety
Committee
Peter
Shahid.
A
He
was
completely
shocked
at
how
Jerry
and
I
our
partners
in
crime
and
crime
fighting.
He
never
would
have
put
us
together
and
when
he
would
hear
the
stories
about
Jerry
and
I
tag
teaming
on
everything
we
did.
He
thought
it
was
the
interesting
in
the
world.
So
Jerry
I,
don't
know
if
you
ever
told
you
that,
but
that
was
it
was
a
funny
thing.
He
would
make
comments
to
me
about.
He
thought
it
was
awesome.
The
two
of
us
were
hanging
out.
H
No
well
good
evening
again
well,
I've
been
a
part
of
the
police,
Citizen
Academy,
and
that
was
every
Wednesday
for
about
eight
weeks.
But
of
course,
given
what
has
transpired
with
the
illness
and
imp
and
death
of
our
chief,
we,
those
last
two
I
believe
were
suspended
in
the
graduation
that
was
planned
was
not
held,
but
we
will
receive
certificates
of
of
that.
H
Given
the
fact
that
I
will
say
this,
there's
another
Academy
offered
this,
this
fall
I
believe
I
would
probably
want
to
ask
to
participate
in
a
couple
of
the
sessions
that
I
missed,
because
I
found
the
whole
experience
very
enlightening.
I
have
had
very
little
intimate
knowledge
about
the
operation
of
the
police
department
and,
as
a
part
of
the
Citizen
Academy
I
was
experienced
and
it
was
exposed
to
some
of
the
the
activities
and
decision
making
around
policing
in
this
community.
H
H
If
you
will,
if
you
will
the
other
thing,
I've
been
tasked
behind
our
chair
to
to
lead
our
be
a
lead,
the
the
CPD
survey,
that's
on
on
that's
under
that's
happening
as
as
we
speak
and
I'll
have
more
to
say
about
that
at
the
time
on
the
agenda,
but
and
I
was
out
of
time
a
couple
weeks.
So
it's
it's!
It's
it's
I
plan.
Let
me
talk
about
the
future
I
plan
to
be
more
participatory
and
more
community
events.
H
As
these
summer
unfolds,
I
will
say
that
I
will
be
we'll
have
my
my
grandchildren
here
for
the
next
two
weeks,
so
I
won't
be
as
available
if
this
happens
in
the
next
two
weeks,
unless
I
can
beg
my
wife
to
give
me
a
reprieved
from
granddaddy
activities.
But
that's
that's
and
that's
nothing
bonus
of
my
report.
A
A
For
that
we
can,
we
can
coordinate
you,
but
I
bet
you.
We
can
arrange
it.
Okay,
you
want
to
make
a
comment.
K
Yes,
sir,
just
Mr
Harrison
yeah,
we
will
be
making
up
those
two
dates.
I
did
talk
to
Captain
McFadden,
just
with
the
timing.
We
definitely
want
you
to
take
part
in
that
last
exercise
with
the
Special
Operations
day,
especially
with
the
way
that
Society
currently
is
with.
All
these
active,
Shooters
I
think
is
very
important
with
this
body
to
understand
how
we
respond
our
protocols
and
just
everything
associated
with
with
that
subject.
K
So
that's
definitely
something
we
want
to
make
up
and
then,
with
the
graduation
I,
do
plan
on
inviting
everyone
back
during
the
next
session
and
informally
recognize
your
class.
Anything
you
want
to
make
up
in
between
you'll
be
more
than
more
than
free
to
do
so
doing
that
next
session.
K
No,
you
ain't
got
two,
you
have
it'll,
be
it's
a
great
experience,
but
we
want
you
to
see.
You
know
I'm,
like
I,
say
I'm,
I'm,
I'm,
I'm
very
proud
of
what
we
got
in
the
officers
we
have
so
I,
I,
I,
I
I
want
you
to
get
a
full
experience.
So
that's
why
I
say
one
of
the
busy.
So
you
get
get
everything
you
you
need.
Okay,.
A
K
Like
I,
say,
I
got
plans,
you
know
we're
gonna
all
be
doing
ride.
Alongs,
that's
Command,
Staff
too
good.
A
All
right,
next
up,
let's
Ryan.
O
Okay,
thank
you
yeah
that,
as
you
know,
I
started
this
with
the
seat
back.
You
know
when
it
was
first
originally
I
began
back
I,
don't
know
four
or
five
50
years
ago,
and
so
and
with
the
and
with
my
increased
workload
and
travel
and
my
circus
home
life
and
I'm
still
trying
to
balance
that
figure
out
how
to
do
it.
I
am
going
to
not
renew
for
the
subcoming.
My
term
ends
on
June
23rd,
so
I'm
not
gonna,
be
renewed.
O
I
did
let
councilman
Sheely
know
probably
two
months
ago
and
I
have
been
working
with
him
and
trying
to
you
know
get
some
people.
Are
you
interested
in
it?
I
have
met
with
a
couple
people
just
to
you
know,
talk
to
them
about
you
know,
what's
going
on
and
and
believe
it
not.
Even
since
the
the
last
meeting
I
was
when
I
was
reading,
the
minutes
I
was
like
I
cannot
believe.
I
missed
this
much
over
it
missing
one
meeting
in
a
month,
so
I
apologize
for
that.
O
So
now
I
got
to
go
update
these
people
that
were
talking
to
you
about
the
additional
responsibilities,
but
you
that
being
said,
I've
I
have
not
had
a
chance
to
be
as
active
as
I
want
to
be
in
and
I
know
this.
This
position
deserves
somebody
that's
going
to
spend.
You
know
the
time
to
do
it,
so
I'm
working
with
them
and
we'll
get
that
filled.
So
that's
essentially
my
update
there
thanks.
A
Ryan
we've
enjoyed
having
you
and
I
enjoyed
being
a
co-classmate
with
you
at
the
police,
academy,
yeah
and
Jamie.
Just
so,
you
know
going
to
the
regular
police
academy
is
not
a
waiver
for
having
to
attend
the
citizens.
Police
Academy,
we
tend
to
think
you
learn
more.
The
citizens
Police
Academy,
because
you
have
all
the
entire
Command
Staff
in
front
of
you.
They
put
on
quite
a
production
that
we
know
they
don't
give
boot
recruits
so
I
think
you'll
get
a
lot
out
of
it.
D
I
Yes,
I
have,
but
as
far
as
CPAC
responsibilities,
I
have
reached
out
to
the
neighborhood
associations
in
District
three,
so
that
I
can
ensure
they
knew
about
the
assessment.
That's
underway
and
provided
email
addresses
to
be
able
to
reach
them
so
that
effective
Communications
could
be
done.
I
do
expect
to
keep
them
informed
through
my
councilman's
monthly
news
that
he
sends
out,
which
is
really
good,
so
I'm
going
to
provide
councilman
shacklin
with
an
update
that
you
will
hear
from
me
later
on
on
tonight's
agenda.
Thank
you.
A
And
and
I
will
say
that
through
her
efforts
with
the
Cessna
team,
she's
also
been
giving
a
great
commercial
for
CPAC
in
our
survey.
So
in
every
one
of
us,
you've
been
really
highly
encouraging
all
the
participants
to
sign
up
to
make
sure
they
get
a
copy
of
our
service.
So
you
know
twana.
You
know
we
appreciate
all
your
efforts,
Miss
Sarah.
How
are
you
I
see?
You
I
see
you
on
there.
B
A
F
N
N
Yeah
I
came
later
so,
but
other
than
that
I
attended
the
The
Forum
that
they
had
at
the
Calhoun
Street
Life
Library.
That
was
very
interesting
and
we
learned
a
lot
and
I
was
glad.
There
was
no
police
presence,
because
people
were
able
to
speak
more.
A
A
L
Okay,
well
I
was
on
the
inaugural
Council,
so
I've
been
here
a
minute
and
has
I've
seen
the
transition
from
coming
in
and
not
knowing
what
to
do
and
how
to
do
it
to
now
having
concrete
roles
and
really
making
a
difference.
I
think
on
this
on
this
Council
in
the
past
month,
I
promoted
and
participated
in
the
community
Forum.
L
At
the
beginning
of
the
year,
I
became
chair
of
the
policy
subcommittee,
which
is
a
really
busy
committee,
so
yeah
I
was
appointed
by
Carol
Jackson,
former
councilman
Carol
Carol
Jackson,
who
continues
to
reach
out
and
communicate
with
me.
I've
not
had
the
opportunity
to
meet
the
District
12
current
councilman,
councilman
Parker,
so
hopefully
soon
I
will
be
able
to
do
that
or
maybe
she
reached
out
to
me.
A
Perfect
and
we
you
know
and
like
like
with
Swan
and
Ryan
and
Sarah,
we,
you
know
those
of
us
that
came
later.
We
definitely
appreciate
you
all
Paving
the
way,
because
we
are
where
we
are
because
of
your
what
you
all
have
done.
You
know
we're
just
following
your
leads.
You
guys
stay,
you
know
the
more.
You
won't
stay
as
our
mentors.
The
more
we
need
you
all
right.
Let
me
see
who's
up
next
I
think
I'm,
a
gene.
A
A
G
Here
I'm
here,
I,
attended
and
helped
serve
hamburgers
and
hot
dogs
for
four
hours
at
Riverview.
Bridgeview
excuse
me
apartments
and
then
we
stayed
and
helped
pick
up
trash
after
that
I
attended
the
citizens,
Police
Academy
classes
with
Harrison
and
learned
a
lot
and
found
out
that
I
didn't
know
that
much
about
everything
so
I
learned
a
lot.
I
did
a
Ride
Along
on
May,
the
24th
I
was
nine
to
one
I,
think
that
was
a
Monday
with
officer
Emma,
Gomez
team,
three
James
and
John's
Island,
and
she
was
wonderful.
G
She
said
most
of
her
day
is
actually
dealing
with
a
lot
of
homeless
people
and
getting
them
to
lose
the
businesses.
She
has
patience
of
Job
and
it
was
very
quiet
except
there
was
a
wreck
on
Maybach,
so
we
had
a
wreck
to
work
and
that
was
interesting.
Took
pictures
of
that
I
have
updated,
Peter
Shaheed
May
the
10th.
G
He
was
the
councilman.
That
pointed
me
for
district
nine
I
made
a
10th
I
gave
him
an
assessment
of
everything
that
I
had
done
and
I
attended
a
seven
hour
class
at
our
Charleston
Trident
board
of
realtors
at
home,
with
diversity.
So
I
am
now
certified
with
at
home,
with
diversity
diploma
and
I
picked
up
my
certificate
from
the
Citizens
Academy,
but
I
also
like
Harrison
I
would
like
to
pick
up
that
missed
class.
Special
apps
I
attended
the
two
racial
bias
meetings
and
I
must
say:
Miss
Fielding.
G
You
were
very
interesting
to
listen
to
I
learned
a
lot
from
you
learned,
patience.
First
of
all,
because
it
did
like
Miss
Mack
said
it
got
a
little
heated
a
couple
of
times,
but
people
were
working
together
and
gave
their
opinions
and
I
think
that's
about
it.
There
is
a
gay
pride
parade
Saturday
morning
and
I
have
been
asked
to
participate
in
that
and
work.
One
of
the
floats,
so
I
will
be
doing
that
Saturday.
A
E
Hello
I'm
here,
thank
you
guys
for
all
you've
been
doing
in
the
community.
Yes,
I
y'all
have
are
amazing
for
all
your
efforts
and
echoing
what
was
said
before
by
somebody.
I
am
approaching
my
three
years
on
CPAC
and,
unfortunately,
gonna
have
to
roll
off
just
due
to
being
involved
in
a
lot
of
other
things
that
are
pulling
me
away,
but
hopefully,
one
day
we'll
have
the
time
to
come
back
on
in
some
capacity,
but
also
want
to
just
extend
myself
to
be
available.
E
If
you
guys
need
me
still
from
a
Communications
committee
standpoint
to
help
with
the
the
quarterly
the
presentations
that
we've
been
doing,
I'm
happy
to
always
step
in
and
help
any
way
that
I
can
and
I
think
September
is
actually
will
be.
My
three
year
mark
so
happy
to
do
whatever
I
can
between
now
and
then
to
help
you
guys
out
and
stay
involved
and
I
will
also
work
to
find
a
good
replacement.
I
promise
I
won't
leave.
B
E
All
hanging
to
have
somebody
that
will
be
super
involved
and
be
a
good
Committee
Member.
A
Hey
Emily,
when
you
get
to
that
point,
when
you,
when
you
reach
out
to
to
Mike
seekings,
if
y'all
don't
have
somebody
I've
got
a
volunteer
who
recently
graduated
from
the
citizens,
Police
Academy
who's
been
trying
to
get
on
board
yeah.
E
A
During
and
after
yeah
guys,
I
want
everybody
to
remember
that
when
I
like
when
I
was
doing,
my
rattling
was
interesting.
We
pulled
over
for
a
stop
and
we
were
there
for
a
while,
and
you
know
the
the
reporting
party
they
were
talking
to
me
just
off
inside
and
they
knew
I
was
a
ride
along
and
they
were,
you
know,
hey,
that's
awesome.
A
I
said
guys,
you
know
you
can
do
the
same
thing
change
the
whole
tone
of
the
call,
but
they
were,
they
got
all
excited
that
they
could
do
ride-alongs
too
any
citizen
over
the
age
of
18
can
do
that
as
long
as
they
sign
up
the
police
department.
So
if
you
ever
run
into
that,
let
me
know
and
I
can
get
you
the
contact,
information
I.
Think
good.
So
you
know
I
think
that's
a
is.
Is
it
Cherry
handling
right
now
it
used
to
be
Gibson
yeah.
C
I
can
I
can
connect
council
member
Broome
with
the
right
person
yeah.
A
A
So
if
you
can
do
an
evening
shift
towards
the
weekends,
that's
probably
if
you
really
want
to
see
de-escalation
procedures
dealing
with
mental
health,
just
a
variety,
the
more
you
do
in
the
evenings
is
when
you
know
the
people
come
out
and
thanks
to
someone
you
know,
by
the
way
I
saw
you
leaving
the
gym
this
morning.
I
just
didn't
honk.
The
horn
didn't
want
to
scare
you.
A
A
Next
meeting
you're
not
gonna,
be
able
to
top
all
the
activity.
You've
had
there's
no
way
so
I
appreciate
all
the
effort.
What
I
want
to
move
now
is
I
want
to
move
to.
Steve
I
want
to
talk
about
the
the
guideline
updates
and
also
Steve.
If
you
could
just
give
a
quick
status,
I
thought
I
had
it
on
here,
but
let's
give
a
quick
status
on
vacancies
and
the
efforts
that
you're
doing
to
working
with
the
council
members
of
the
mayor
to
get
these
vacancies
filled
for
us.
J
Yeah
so,
as
I
mentioned
before,
June
12th
at
2
pm
is
the
Public
Safety
Committee
meeting
and
at
that
time
I've
got
a
call
in
to
council
member
shade
to
get
us
on
the
agenda
for
the
guideline.
Amendments
I
also
am
going
to
add
the
issue
of
the
vacancies,
so
the
Public
Safety
Committee
can
be
made
aware
of
that,
and,
of
course,
ask
that
you
all
also
be
given
the
opportunity
to
to
present
anything.
J
You
want
to
present
to
the
committee
at
that
that
time
so
I'm
waiting
for
a
call
back
from
him,
I
haven't
heard
back,
and
just
so
you
know,
the
Public
Safety
Committee
meeting
is
on
June
12th.
However,
the
city
council
meeting
is
not
until
June
20th,
so
we
have
Public
Safety
one
week
and
then
we've
got
Council
the
next.
J
So
if
you
can
mark
your
calendar
for
that,
because
Public
Safety
will
then
be
reporting
out
to
the
full
Council
as
to
our
guidelines
and
and
other
issues
that
we're
discussing
there
as
the
vacancies
arose,
I
did
reach
out
both
by
email
and
by
phone
to
the
council
members
on
a
couple
of
occasions,
it's
been
quite
a
while
since
that
that
happened
and
I
know
the
mayor
personally
did
as
well
and
I
know.
J
Jill
has
been
involved
in
finding
people
from
graduates
from
The
Citizen
Police
Academy,
who
have
expressed
interests
in
serving
on
the
your
Council
and
has
has
kept
a
list
of
those
people
and,
as
vacancies
have
come
up,
she
has
offered
those
names
to
the
council
members
I
think,
most
recently
it
was
council.
Member
Bowden
had
a
a
person
in
his
district.
That
was
a
graduate
of
the
academy
that
that
she
presented
the
person's
name
to
to
him.
A
Perfect
and
I've,
you
know
Steve
I,
think
you've
heard
of
it
being
I've
also
reached
out
to
the
vice
chair
Carl,
and
asked
him
to
make
sure
that
you
know
put
us
on
the
agenda
to
do
a
CPAC
update
and
to
be
able
to
put
them
on
notice
that
we
would,
when
they
take
up
the
subject
of
CPAC
guidelines.
A
A
Okay,
all
right!
Thank
you.
So
let
me
start
with
Jerry
racial
biasada
and
third
party
assessment
review.
I
know
this
is
going
to
be
a
tag
team,
so
Jerry's
been
Jerry
was
appointed
to
be
the
CPAC
representative
to
to
follow
along
the
process.
As
you
know,
you
know
our
Antoine
is
is
knee
deep
in
it,
but
not
in
her
role
as
a
CPAC
member
but
she's
wearing
both
hats
at
the
same
time,
so
any
perspective
she
can
give.
A
D
Sure
Mr
chairman
after
the
or
my
designation
as
a
point
who
liaison
I
connected
with
Bob
kale,
who
is
coordinating,
we
were
invited.
We
had
the
joint
meeting
on
the
18th
to
see
track
meeting,
and
then
there
was
a
community
kickoff
on
this
on
that
described.
D
There
were
about
30
people
there,
and
that
was
a
good
meeting.
Bob
and
I
agreed
to
connect
every
two
weeks
and
where
he
would
ask
answer
questions
most.
D
The
most
recent
response
came
the
city
council
at
the
last
meeting,
amended
the
contract
extending
the
time
period
for
the
study
creating
a
a
three-month
excuse
me
a
30-day
extension
through
the
end
of
July,
but
there
is
also
a
provision
that
the
contract
can
be
extended
by
mutual
agreement
by
the
department
by
the
city
and
the
the
Consulting
team,
so
that
they
won't
have
to
go
back
to
city
council
again
to
get
extension,
I
asked
Julian
and
she
did
circulate
the
updated
project
calendar,
which
shows
the
activities
that
have
been
completed
and
remaining
forums.
D
D
D
Question
had
been
raised
both
at
the
community
meeting
and
the
kickoff
meeting
about
the
addition
of
a
black
subject
matter
expert
to
the
team
that
has
not
been
completed
yet
there
has
been
an
individual
identified,
but
the
budget
needs
to
be
amended
and
that
has
not
been
taken
care
of
and,
as
you
know,
if
you've
paid
attention
to
the
communications
from
the
evaluation
team,
there
is
a
website
and
a
phone
number
where
folks
can
call
in
and
or
create,
provide
information
and
there's
also
that
website
has
an
overview
of
the
goals,
objectives
and
will
be
updated
periodically.
D
The
only
other
thing
I
would
add
the
Council
on
the
city
council,
Public,
Safety
Committee
in
addition
to
the
CPAC
issues,
will
also
I
understand.
From
the
last
conversation
with
councilman
the
chair
of
the
committee
councilman
Shaheed,
there
will
also
be
discussing
the
amended
contract
as
part
of
for
the
evaluation
at
the
at
the
meeting
as
well.
I
Sorry
about
that,
thank
you,
chairman,
I,
think
our
vice
chair
has
covered
everything.
The
only
statement
that
he
didn't
make
is
we
had
about
40
or
45
present
at
the
second
Community
Forum
that
was
held
at
the
main
library
on
May
25th
and
everything
else
I
believe
he
covered
oh
and
vice
chairman
Harris
in
talking
to
Bob.
He
did
originally
email
you,
the
information
I,
don't
know
why
it
didn't
transmit
to
you,
but
thank
you
Jillian
for
making
sure
that
first,
chairman
Harris
received
it
the
program
calendar.
The
project
calendar.
A
I
Leaders
correct,
but
that's
what
I
didn't
mention
that
again,
because
Vice
chairman
Harris
did
mention
that
in
his
data,
his
feedback
that
he
provided.
A
I
That
is
correct.
We
do
not
have
a
date
yet
for
that,
because
that's
being
arranged.
A
But
you
did
an
amazing
job.
Putting
that
together,
you
know,
I
know
quite
a
few
of
us
attended
at
least
one
of
the
meetings
it
it
it's
it's
a
good
eye-opener,
I,
think
I,
think
the
key
to
those
sessions
was
participation
and
for
good
or
for
bad.
You
know:
I,
give
Cajun
credit
for
being
able
to
roll
out
the
buses
and
get
their
people
there.
You
know
it.
It
can
tend
to
be
one-sided
conversation
when
it's
one
group,
but
I
really
applaud
the
people.
I
I
know
there
was
a.
A
There
was
a
few
people
there
that
I
met
that
were
actually
from
various
neighborhood
associations,
so
it
wasn't
all
cage
event.
The
only
group
you
know
I'm,
not
naming
names,
I
didn't
know
anybody's
names.
The
only
the
only
part
of
that
personally
got
to
me
a
little
bit
was
there
was
an
entire
group
that
didn't
even
live
or
work
in
this
city.
They
were
probably
some
of
the
most
outspoken,
and
that
was
you
know
what
I
give.
A
What
I
give
the
era
assessment
team
they
they're
able
to
filter,
and
they
know
you
know
they
know
how
that
works
so
that
that
made
me
feel
a
little
bit
better
after
hearing
you
know
their
feedback
at
you
know.
I
was
like
you
don't
live
here.
You
don't
work
here,
but
you've
got
pretty
strong
commentary,
so
that
was
handled
pretty
well.
Yeah
and
I
want
to
repeat
what
what
was
said.
You
did
an
amazing
job,
I
mean
you're
you're
control.
A
L
May
I
make
the
comments.
Yes,.
F
L
You'd
also,
you
really
did
a
great
job
at
moderating.
That
meeting
it
flowed
very
nicely.
L
Time
was
a
little
crunched,
but
it
provided
an
opportunity
to
have
full
discussions
of
their
experiences
in
the
community
and
Paul
I'd
like
to
disagree
with
you
on
one
thing:
I,
don't
think
it
was
just
on
one-sided
I
think
we
heard
information
from
the
community
that
maybe
we're
not
in
a
position
to
hear
because
I
know,
I
heard
a
lot
of
things
going
on
in
the
community
that
if
it
was
not
for
that
Forum
I
would
not
know
what
interactions
were
going
on
so
it
may
create,
or
it
should
provide
an
opportunity
to
further
into
some
of
the
situations
that
were
raised.
L
A
Absolutely
what
I
applaud
I
really
want
to
applaud
124
is
that
was,
without
a
doubt,
I
think.
The
biggest
concerns
we
had
going
into
those
meetings
was
expressed
whether
people
were
going
to
feel
safe,
making
their
commentary
I.
The
commentary
I
heard
someone
you
provided
a
very,
very
safe
environment
and.
M
A
Felt
very
free
to
speak
their
truth
as
plainly
as
clearly
and
really
as
candidly
and
bluntly
as
they
wanted
to,
and
that's
a
testament
to
how
you
all
ran
that
meeting,
because
most
people
would
not
feel
that
comfortable
doing
that.
With
that
subject
matter
side
you
know,
I
I
mean
I,
certainly
applaud
you,
you
know
but
yeah.
You
know
yeah
you're
the
leader,
so
you
know
how
it.
I
Goes
well,
thank
you
and,
and
I
do
want
to
add.
I
wasn't
going
to
add,
but
I
do
want
to
add
the
fact
that
with
don't.
Please
don't
get
despondent
because
of
the
number
of
attendees,
the
folks
who
were
there.
It
was
very
obvious
that
they
are
very
much
so
in
touch
with
the
community
from
their
various
associations,
so
they
were
very
candid.
I
Mage
and
I
walked
around
some
of
the
tables
to
hear,
and
it
appeared
that
yes,
people
were
feeling
safe
to
speak
their
truth
and
be
candid,
which
is
exactly
what
is
needed
in
an
exercise
such
as
this,
because
you
want
to
make
sure
you're
not
checking
the
block
just
checking
the
block
and
moving
on
you
want
to
make
sure
that
we're
getting
information,
that's
passionate
to
the
community
at
large
and
so
I
I
do
think
that
the
people
who
were
there
are
very
well
vested
in
the
community
by
one
way
or
the
other,
and
because
of
their
experiences
they
were
able
to
share
so
candidly.
I
Those
of
you
on
CPAC
who
attended
I,
know
you
weren't
attending,
but
because
of
your
membership
on
CPAC,
but
you
were
attending
because
you
are
a
Community
member
and
thank
you
so
much
for
taking
that
time
as
a
community
member
to
take
full
advantage
of
that
opportunity.
It's
one
thing
to
show
a
problem
or
state
a
problem.
I
It's
another
to
roll
up
your
sleeves
and
participate
in
coming
up
with
a
viable
solution
to
problems
that
could
really
be
vetted
and
reviewed
to
see
what
can
really
be
placed
into
effect,
to
bring
about
better
community
policing,
better
policing,
better
relationships
between
the
community
and
the
police.
Now
I'll
get
off
my
soapbox.
Thank
you.
Thank
you,
chairman
Tamborino.
Thanks.
C
Okay,
I'll
just
first
of
all
thank
Vice,
chair
Harris
and
council
member
Fielding
for
their
reports.
They
they
provided
very
thorough
descriptions
of
activities
that
have
happened
in
the
community
and
also
some
of
the
behind
the
scenes,
work
and
I'm
very
glad
to
hear
that
people
felt
safe
at
these
forums.
C
I
know
that
was
a
concern
and
I'm
glad
to
hear
that
that
was
achieved
and
I
have
no
doubt
even
though
I
I
wasn't
there
by
Design
I'm
very
glad
to
hear
that
Tuan
did
such
a
remarkable
job,
leading
them
and
I
had
no
doubts
in
my
mind
that
that
would
be
the
case.
So
thank
you
again
from
the
CPD,
so
I'll
just
briefly
sum
up
with
a
description
of
some
of
the
activities
that
have
been
happening
internally
with
the
CBD
CBD
in
relation
to
the
era
assessment.
C
Within
the
CPD,
as
a
result
of
the
72
different
audit
recommendations,
and
so
we've
had
a
variety
of
meetings
with
the
era
team,
with
a
variety
of
captains
that
are
overseeing
each
of
the
five
areas
of
focus
and
those
are
traffic,
stops
complaints,
uses
of
force,
Community
engagement
and
Personnel,
hiring
promotions
and
other
intern
internal
staff
issues.
We've
had
a
lot
of
exchange
of
information
between
the
teams,
so
mainly
it's
been
the
Charleston
Police
Department
Gathering
documentation,
and
you
know,
starting
to
gather
administrative
data
to
be
able
to
support
the
the
claims
of
implementation.
C
In
response
to
each
of
the
recommendations-
and
this
is
we
found-
has
become
an
iterative
process.
We
will
provide
information
to
the
team.
They'll
go
back
review
the
information
and
that
will
bring
up
additional
questions
and
need
for
clarification,
so
we'll
continue
to
interact
with
them
to
try
to
respond
to
those
additional
requests
us
and
make
sure
that
they
have
as
much
information
as
they
need
to
to
perform
an
objective
and
thorough
assessment.
C
And
a
lot
of
this
information
that
we're
trying
to
provide
through
these
meetings
is
additional
context
because,
as
we
know,
administrative
data
and
things
that
are
noted
in
policy
really
only
tell
part
of
the
story,
but
a
lot
of
the
historical
process.
The
next
steps
and
other
information
about
you
know
where
we,
how
far
we've
come
in
certain
areas,
is
also
conveyed
to
the
era
to
improve
these
interviews.
C
And
so
there's
been
a
lot.
A
lot
of
work
already
done
we're
kind
of
in
the
middle
of
the
process,
where
we're
going
to
have
additional
meetings
for
follow-up
on
each
of
the
areas,
and
we
do
have
additional
data
to
provide
to
the
ARA
team.
So
they
can
do
some.
Some
empirical
analysis
of
additional
information,
but
but
yeah
there's
a
lot
of
work
happening
here
behind
the
scenes
that
you're
not
seeing.
But
the
hope
is
that
that
will
still.
C
You
know,
be
very
clear
in
the
report
that
not
only
are
we
listening
to
the
community,
but
we
also
are
inviting
the
era
team
inside
of
the
department
to
see
for
themselves.
The
work
that's
been
done
here.
A
A
No,
it's
always
good
to
put
you
guys,
then
meaning,
because
people
are
winding
down
there
is
their
enthusiasm
starts
to
drainage,
one
off
the
call
right.
Thank
you
guys.
I
do
for
those
that
don't
know
they're
putting
in
a
lot
of
work
on
this.
This
isn't
this
isn't
a
part-time
effort.
This
is
a
full-time
effort.
So
thank
you
so
piggybacking
on
that
Twan
mentioned,
and
we
mentioned
a
few
times.
A
The
CPD
survey,
which
is
completely
and
totally
independent
of
the
era
assessment
team
and
we've
had
to
make
that
clear
for
a
while
that
we
want
people
to
be
able
to
understand
the
difference
between
the
two
so
Harrison
and
he
would
give
us
an
update
on
where
you're,
at
with
the
where
we
you
know,
the
police,
department
and
CPAC
are
with
the
survey.
Okay,.
H
Thank
you,
chairman
Tamborino,
and
thanks
for
entrusting
me
with
this
initiative
and
to
be
the
point
person
from
CPAC
to
work
with
the
the
police
department,
but
I
must
say
from
the
outset.
The
progress
would
not
have
been
possible
without
the
skill,
knowledge
and
receptivity
of
Jill
representing
the
CPD.
We
received
a
toll
as
reflected
in
the
attachment
that
was
sent
about
99
comments,
suggestions
from
various
parties,
including
many
of
you,
and
we
really
appreciate
your
taking
the
time
to
go
through
that.
H
H
H
H
Also
you
can
expect-
and
Jill
can
also
speak
to
this-
that
a
Spanish
version
will
be
it'll,
be
translated
into
a
Spanish
version.
Given
the
the
challenges
that
the
CPD
and
this
community
experience
would
be,
death
of
the
chief
there's
been
a
slowing
of
the
process.
We
had
expected
to
maybe
get
a
the
final
draft
much
earlier,
but
given
what
has
happened,
that
is
not
going
to
be
a
case.
H
There's
a
projected
date
of
mid-june
and
one
of
the
things
that
Jill
made
me
aware
of,
and
we
we
met
as
we
met
last
evening
and
I
would
say:
we've
met
on
other
occasions
and
communicated
about
this
survey
that
she
needs
to
sit
down
with
Captain,
McFadden
and
thereafter
Jill
and
after
she
completes
that
process
with
Captain
McFadden.
As
I
said
they
projected
they
would
be
in
mid-june,
with
a
soft
lunch
earlier
Jill.
Would
you
like
to
supplement
what
I've
shared
yeah.
C
Absolutely
and
I'll
go
ahead
and
share
the
my
screen
just
to
demon
to
I.
Think
everyone
got
a
copy
of
this
sorry
I
have
a
lot
of
a
lot
of
things
up
right
now.
Okay,
so,
first
of
all,
I
just
want
to
thank
Professor
from
MacGyver
for
being
a
real
excellent
liaison
for
CPAC.
He
certainly
been
very
dedicated
to
the
task
very
attentive,
to
detail
and
very
open-minded
and
understanding,
and
you
know
able
to
compromise
and
and
understand
other
points
of
view
too.
C
So
I
I
give
him
credit
for
his
work
on
this
as
well
so
and
actually
I'll
update
you,
council,
member
MacGyver.
I
did
incorporate
a
couple
of
the
comments
that
you
gave
me
yesterday
into
this
table.
So
now
we
stand
at
102.,
Thomas
events
that
we've
received
and
that's
and
and
that's
correct
their
comments
from
a
variety
of
different
parties.
So
this
just
gives
you
a
sense
of
the
different
types
of
content
areas
on
which
the
comments
pertain
and
the
the
highest
area
is
in
the
question
options.
C
A
lot
of
people
have
written
in
and
given
us
really
helpful,
really
constructive
suggestions
on
ways
to
frame
different
options
for
questions,
but
we
are
comments.
You
know
that
we've
received
to
really
spend
the
gamut
from
introduction
introductory
material
that
will
help
Orient
people
to
the
purpose
of
the
survey
and
why
it's
being
done
additionally
being
able
to
go
through
the
the
content
in
an
easily
understandable
flow
cutting
down
the
length
of
the
survey.
C
I
know
that
there's
been
a
lot
of
comments
that
we've
received
about
not
making
the
survey
too
onerous
or
too
lengthy,
and
just
and
we've
had
a
lot
of
comments
as
well
about
different
types
of
questions,
making
sure
that
we
focus
on
certain
areas
and
then
we've
even
had
the
era
team
was
helpful
in
providing
some
feedback
on
how
to
analyze
the
the
survey
results.
C
So
We've
definitely
taken
all
of
those
comments
in
stride
and
as
you'll
see
as
Harrison
mentioned,
the
link
that
was
previously
distributed
and
I
can
redistribute
it
after
this
call
just
so.
You
all
have
to
have
it
at
the
top
of
your
inbox.
If
you're
interested
in
going
back
in
there
and
taking
the
revised
version
of
the
survey,
it's
still
you
know
it's
not
a
live
survey.
We're
still
in
the
development
phase.
We're
happy
to
receive
additional
commentary
from
you.
As
Mr
MacGyver
noted.
C
We
would
like
to
try
to
get
this
out
and
that
the
goal
is
mid-june.
So
we're
hoping
to
be
able
to
have
a
final
version
within
the
next
week
or
so
and
then
have
our
the
volunteers
that
have
generously
offered
to
review
the
Spanish
version
that
we're
putting
together
to
give
them
some
time
to
look
at
it,
and
then
we
hope
to
be
able
to
start
distribution.
C
Potentially,
we
might
ask
people
the
the
members
of
CPAC
to
help
us
with
a
soft
launch
to
be
able
to
send
it
out
to
some
individuals
with
whom
you
associate
just
to
make
sure
that
it
works
right,
we'll
still
collect
the
data,
but
we
can
take
a
look
at
how
the
data
come
through,
make
sure
all
of
that
is
functioning
properly
and
then
be
able
to
go
with
a
broader
launch
to
try
to
collect
data
towards
the
end
of
the
month.
C
So
from
middle
to
end
of
the
month,
and
of
course
those
dates
are
still
flexible,
depending
on
the
realities
of
getting
everybody's
comments
and
incorporating
them
in
a
timely
manner.
But
I
think
that
we've
made
a
lot
of
progress
and
I'm
excited
to
see
what
happens
and
what
we
learn
from
both
the
responses
and
the
first
time
that
we
are
Fielding.
A
survey
together
and
I
see
Vice
chair
Harris
has
his
hand
raise
so.
D
C
Sure
absolutely
so,
the
survey
we're
basically
trying
to
cover
a
lot
of
different
topics,
but
to
do
so
in
a
concise
manner.
So
we
still
have
people
finish
it.
So
the
survey
is
really.
It
is
the
basis
for
one
of
the
recommendations
and
the
Strategic
leadership
plan,
which
was
that
the
CPD
reached
out
to
the
community
every
other
year
and
assess
their
perceptions
of
police
performance,
perceptions
of
safety
and
perceptions
of
how
the
police
are
performing
with
Community
engagement.
C
Beyond
that,
it's
running
parallel
to
the
racial
bias
audit,
because
we
hope
to
collect
some
additional
information
about
perceptions.
People
have
of
changes
that
the
CPD
has
made
since
the
racial
bioslot
it
concluded,
and
so
what
we're
trying
to
do
is
really
accomplish
all
three
of
those
goals.
We
have
questions
up
front
about
ratings
of
performance
of
CPD.
We
dive
into
questions
about
perceived
bias
in
the
performance
of
the
officers
in
the
department.
We
also
get
into
questions
about
fear
of
crime
or
concern
about
crime.
C
You
encountered
a
police
officer
from
the
Charleston
Police
Department
within
the
last
year
and
to
give
us
some
information
about
that
experience
and
then,
at
the
end,
we
collect
demographic
information
to
try
to
be
able
to
to
have
a
subset
analyzes
of
what
different
people
are
thinking
related
to
where
they
live
their
race,
their
age,
their
gender,
and
we
hope
we
also
have
a
section
where
we
ask
them
to
just
give
us
any
other
feedback
that
we
didn't
ask
about.
So
that's
a
lot
to
try
to
accomplish.
C
In
a
you
know,
a
short,
concise
survey
but
I
think
that
we're
we're
definitely
close
to
achieving
the
main
focus
or
the
main
goals
of
those
multiple
focuses.
A
For
me,
as
you're
writing
this
right-
and
this
is
not
the
first
time
CPD-
has
done
a
survey
right.
Please
confirm
that
the
intent
is
to
write
this
survey
so
that
two
years
from
now,
it's
not
Rewritten,
because
you
want
to
be
able
to
use
these
answers
as
a
benchmark,
and
if
you
change
your
survey
in
two
years,
we'll
be
back
at
the
same
point
where
we
don't
have
a
benchmark
anymore.
You
have
to
continuously
be
asking
so
you're
writing
this,
not
only
for
today,
but
for
the
future
correct,
correct.
C
Correct
yeah
we're
definitely
starting
here
that
it's,
it
is
true.
If
there
are
additional
sections
that
would
have
to
be
added,
for
whatever
reason,
we
won't
have
a
comparison
point,
but
the
point
of
reference.
Basically
the
answers
that
we
get
today
from
people.
We
would
hope
to
ask
the
same
questions
in
two
years
and
be
able
to
compare
them,
but
yeah
any
additional
sections
or
any
other
focuses,
would
have
to
be
added,
and
then
we
wouldn't
have
a
benchmark
for
you
know
for
for
prior
comparison,
but
yeah.
A
What
you
know-
I
I,
certainly
Harrison
you,
you
know,
I
love
your
efforts
on
this
and
all
the
volunteers
of
the
effort,
but
I
especially
I,
think
it's
important
for
me.
I
I,
especially
notice,
and
want
to
highlight
the
willingness
of
the
police
department
to
reach
out
to
these
different
groups
that
they've
not
historically
reached
out
to
for
feedback
When
developing
things
like
surveys
and
things
like
that:
they've
taken
feedback
from
quite
a
lot
of
groups.
A
So
when
those
surveys
go
out,
you
know
it's
really
important
to
be
able
to
say
they
had
input
on
the
creation
of
this
survey,
and
so
that
should
help
get
the
buy-in
to
get
their
various
channels
to
participate,
and
we
can
use
them
as
distribution
channels
because
they
were
part
of
the
process.
I
mean
that's
transparency
that
we
ask,
for
they
got
copies
of
the
survey
in
advance.
They
got
to
put
their
fine
tune.
A
It
and
I
think
that's
it's
not
a
checking
in
the
Box
I
think
it's
critical
so
that
we
do
have
buy-in
from
the
community,
because
then
we're
going
to
turn
to
these
Community
leaders
that
were
involved
in
building
it
and
turn
them
into
Distributing
it
and
increasing
our
participation.
So
I
really
want
to
thank
the
police
department
for
their
openness
and
willingness
to
take
all
of
that
feedback
and
incorporate
it.
H
I
have
a
question
about
distribution,
I,
think
it's
going
to
be
I,
think
you're
right
chairman,
but
I
was
how
can
we
ensure
that
this
survey
gets-
and
this
is
this-
is
a
question
to
to
anyone
who
wants
to
give
input,
make
sure
that
survey
gets
distributed
in
places
that
we
may
not
normally
get
them
distributed
to
and
can
expand
from
what
a
survey
that
might
have
places
that
might
be
distributed
a
couple
years
ago?
A
Well,
I
I
know
we
have
the
community
channels.
I
know
we
want
to
take
advantage
of
recent
media
contacts
that
we
have
if,
if
need
be,
if
we
want
to
pump
up
the
the
distribution
you
know,
we
can
certainly
look
into
having
that
communication.
You
know,
or
you
know,
that
public
forum,
that
we
have
that
educational
series-
we
get
a
lot
of
traction
with
that.
The
news
always
does
a
a
story
on
it.
A
A
I
think
we
spent
a
lot
of
time
on
that
and
you
know
every
idea
I
mean
somebody
even
said
you
know
park
benches,
but
then
you
know
we
get
into
budget
and
how
long
that
lasts
and
but
I
think
the
idea
is
to
be
as
creative
as
possible.
There's
nobody,
that's
going
to
say
no
to
any
distribution
method.
You
can
think
of.
We've
got
to
do
it.
The
Department's
got
to
do
it
will
reach
out
to
the
various
media
sites
to
do
it.
A
D
So
one
of
the
the
critical
opportunities
there
is
that
the
police
department
has
a
relationship
with
the
Charleston
Housing
Authority,
not
only
in
the
two
locations,
but
if
we
can
get
the
housing
authority
to
make
an
effort
to
get
residents
to
respond
to
the
survey,
that
would
be
a
population
that
was
likely
to
be
missed
by
all
the
things
that
you
said
you
outlawed
they're
not
likely
to
be
in
that
there
may
be
a
need
for
some
incentives,
but
that's
something
that
should
be
followed
up
on
I
met
with
director
Milligan
about
had
lunch
with
him
about
a
month
ago
and
I
I
think
he
would
be
amenable
to
that.
C
That's
that's
great,
thank
you,
yeah,
and
we
and
I
will
say
that
we
we
have
a
variety
of
different
methods
to
try
to
get
the
information
out
just
in
general,
when
we
put
out
information
to
the
public.
However,
we
do
value
and
really
need
the
help
of
every
council.
Member
on
this
call
to
assist
us
in
making
sure
that
your
connections
are
aware
of
the
survey
and
yeah
any
any
sort
of
list
serve
or
other
connections
that
we
have
in
the
community
through
our
community
outreach.
C
Our
relations
with
with
Business,
Leaders
and
even
I
know
that
there
were
several
people
that
volunteered
their
contact
information
to
receive
the
survey
at
both
of
the
era,
Community
forums,
so
we'll
make
sure
that
you
know
those
people
get
a
copy
and
really,
you
know,
I'm
open
to
accepting
information
from
anyone
that
you
know
has
connections
to
a
hard
to
reach.
Community
I'm
happy
to
talk
to
them
about
ways
that
we
can
try
to
get
increase
the
response
rates
within
reason,
I
mean
we.
C
A
A
You
know
if
you
need
to
reach
out
to
you
know
you
know
deputy
chief
Walker
or
Captain
Bruder
to
make
that
happen
really
push
it
down
to
them,
because
they
they're
really
in
contact
with
a
lot
more
homeowners
associations,
and
we
can
even
dream
of
right.
Okay,
I
know
we're
I,
know
we're
on
time.
So
pressed
for
time
did
you
have
anything
we
haven't
covered
Jill
that
you
want
to
bring
up
under
your
your
updates.
C
No
just
that
I
will
I
will
redistribute
the
survey
link,
so
people
have
another
chance
to
take
a
look
at
it,
and
I
would
ask
for
any
commentary
by
the
beginning
of
next
week.
I'll
just
say
that,
because
we
would
really
like
to
try
to
move
this
along,
but
any
other
comments
we'll
definitely
consider.
H
Here
we
go
one
last
last
point
on
that
as
far
as
the
distribution,
if
deal
mentioned
it,
if
people
have
want
to
suggest
organizations
or
Etc
who
might
want
to
give,
would
be
open
to
giving
comments
back,
we
got
filling
out
the
survey,
then
I
think
we
should
Jill.
Are
you
open
to
receiving
that
information
from
the
CPAC
members.
C
Course,
yes,
please!
Yes,
if
people
have
ideas
well,
you
know
if
you
will
forward
them
to
me,
I'm
or
if
you
want
to
forward
them
to
council
member
MacGyver
who
can
get
them
to
me?
Yes,
of
course,
okay,.
A
D
A
question
and
an
unrelated
matter,
captain
critella
at
one
of
the
meetings
we
were
at
mentioned,
the
2022
Internal
Affairs
report
or
annual
report
being
done
by
the
end
of
the
end
of
the
the
second
quarter.
Are
we
on
on
top
of
that
Tony?
Are
we
likely
to
move
into
the
third
quarter.
M
No
sir
Russo
on
on
track
and
our
promise
was
the
end
of
the
second
quarter
and
we
plan
to
stick
with
that.
M
Absolutely
and
the
report
gets
finalized,
we'll
push
it
out
to
you
as
we
do
with
every
our
other
groups
that
we
work
with.
Yes,
sir.
A
I
Thank
you,
chairman
Tamborino
Jill.
Did
you
get
the
list
of
email
addresses
from
Charlton,
okay,.
C
I
Good
good,
we
did
ask
them
to
do
that.
Also
did
Charlton
share
with
you
the
original
list
that
we
used
for
the
kickoff
meeting.
F
C
N
A
Gonna
help
the
Distributors,
that's
pretty
good,
all
right.
Normally.
This
would
be
the
time
for
Christy
to
talk
about
Community
engagement
but
I
think
Jill
volunteered
a
little
commercial
for
you,
deputy
chief
Walker.
A
C
Yeah
I'm
gonna
share
my
screen
just
because
Captain
McFadden
did
provide
we
with
a
Slide
the
show.
Hopefully
everybody
can
see
that
okay.
So,
as
usual,
there's
been
a
lot
of
Outreach
to
report
so
most
notably
the
yearly
record
recurring
reoccurring
spring
anti-bullying
basketball
games
were
completed,
that
is
the
Charleston
Police
Department
versus
a
local
high
school
and
middle
school
teams,
and
during
the
that
event,
officers
also
discussed
the
anti-bullying
message.
C
Beyond
that,
the
Outreach
team
organized
and
held
a
spring
movie
night
at
the
greater
Macedonia
AME
Church,
which
offered
a
free,
safe
area
with
snacks,
for
families
to
gather
and
watch
the
movie
together
and
as
some
of
the
CPAC
members
also
reported
she
or
her
she
and
her
teammates
organized
and
held
a
rock
the
block
Community
event
in
Bridgeview
I
saw
several
CPAC
members
there.
So
that
was
great.
Thank
you
all
for
coming
and
the
top
left
photograph
in
this
demonstration
shows
some
of
the
activities
that
occurred.
C
A
Also
go
ahead,
let
me
just
jump
in
for
a
minute.
So,
of
course,
with
those
who
didn't
get
to
attend
the
bridge
view,
it
was
an
excellent
opportunity
for
us
to
watch
deputy
chief
Walker
and
deputy
chief
Thompson
practice
their
entry
level
skills.
We
had
an
incident
that
happened,
probably
a
block
away
from
where
we
were
standing
and
to
see
the
two
of
those
old
guys
running
to
go
chase
down
a
domestic
violence
incident
happening.
A
C
Additionally,
they
participated
in
the
clementa
Pinkley
Community,
fair
and
in
the
first
Bingo
night
at
the
Ronald
McDonald
house
since
pre-covered,
and
that
is
the
the
photo
on
the
right
hand,
top
they
also
presented
at
the
Waring
Senior
Center
and
the
Brookdale
Senior
Living,
to
educate
the
residents
on
when
to
call
9-1-1
versus
a
non-emergency
number,
and
they
also
worked
with
the
Charleston
County
Mental
Health,
to
distribute
resources
to
those
experiencing
homelessness
in
downtown
in
West
Ashley
and
then
the
last
notable
event
and
then
I'll
jump
into
some
other
information.
C
Is
they
participated
in
the
elementary
school
career
days
and
end
of
school
events,
and
they
also
provided
McGriff
the
crime
dog,
some
programming
that
they've
engaged
in
they
planned
and
held
a
multi-agency
event
called
Splash
into
spring
at
Bali
beach,
which
promoted
water
and
boat
safety
as
the
summer
rolls
in
that
is.
The
bottom
left
photo
on
the
slide
that
you
can
see
and
the
attendance
was
estimated
at
a
couple
hundred
people,
so
that
was
a
very
successful
event.
C
They
planned
community
community
Unity
day
which
we,
which
unfortunately
had
to
be
canceled
due
to
the
storm.
Last
Saturday,
they
had
a
kickoff
with
Cyrus
Burch
for
his
partnership
with
CPD
and
his
501c3
roses
and
concrete
for
youth
mentorship
in
the
Hazelwood
area
of
West
Ashley.
C
So
the
new
date
for
that
event
is
going
to
be
determined,
they're
still
engaged
with
the
youth
mentorship
program,
which
started
last
year
on
Mondays
at
CE,
Williams,
North
and
they're,
working
with
the
school
resource
officer
for
scheduling,
and
so
it
will
entail
discussion
and
sports
engagement
and,
as
was
already
mentioned,
the
citizens
police
academy
was
was
in
session.
C
They
recently
completed
the
spring
course
Unfortunately.
They
had
to
cancel
the
last
couple
of
sessions,
but
you
know
they
hope
to
be
able
to
offer
makeups
to
people.
I'll
also
mention
that
in
the
back
this
the
graduation
bags,
some
of
the
participants
have
collected.
We
also
included
a
link
to
a
survey
asking
graduates
to
express
their
interests
and
possibly
becoming
future
CPAC
members.
So
we
are
still
trying
to.
C
You
know
encourage
engagement
in
this
Council
for
people
who
have
demonstrated
their
commitment
to
going
through
the
academy
already
and
that
the
the
bottom
right
photo
is
of
Captain
Jenkins,
who
presented
to
the
group
and
for
the
first
time,
I
believe
the
block
on
Central
investigations
was
added
into
the
curriculum,
so
I'm
sure
that
was
really
interesting
for
those
that
attended.
C
They
helped
plan
and
participated
in
the
Latin
American
Community
Spring
Fest,
with
the
partnership
project
at
St,
Andrews
Presbyterian
church,
and
that
sparked
conversation
with
the
community
and
police
officers
and
they
still
open
their
community
centers
twice
a
week
to
work
on
school
items.
Homework,
communication
and
game
time
with
local
children.
I
have
a
couple
updates
from
the
non-fatal
overdose
Outreach
coordinator,
so
she's
working
on
Outreach
with
Community
Partners,
including
wake
up
Carolina
the
Charleston
County
public
libraries
to
host
Narcan
training
workshops,
so
that
planning
is
still
underway.
C
She
also
connected
with
one
180
place
and
the
Hope
Center
regarding
Narcan
distribution
and
education
and
she's
working
on
a
video
to
be
released
to
include
testimonials
from
overdose
victims,
family
members
and
act
Force,
which
is
the
addiction
crisis
task
force,
is
growing
and
adding
other
smaller
agency
to
it,
as
well
as
additional
non-profits,
and
then
I'll
conclude
with
some
information
about
upcoming
events,
they're
in
planning
with
Charleston
County,
Mental,
Health
and
other
local
agencies
and
non-profit
organizations
for
a
day
of
a
Unity
day
of
mental
health
and
wellness
for
July,
8th
and
that'll,
be
in
Hampton,
Park.
C
Also
Camp
hope
planning
is
completed
with
a
June
12
start
date.
That's
also
going
to
include
a
week-long
Youth
Academy
with
the
middle
school
age,
youth,
to
discuss
CPD
operations,
units
and
communicate
with
each
other.
Regarding
interactions,
there
will
be
an
ashleyville
Maryville,
Community
block
party,
the
first
one
since
covid
on
June
10th
and
then.
Finally,
the
flip
league
basketball
league
begins
June
10th
with
a
game
versus
the
CPD,
and
those
will
games
will
continue
through
July
and
that's
the
update
that
Captain
McFadden.
Like
would
like
to
present
to
you
all.
A
D
Sorry
at
least
one
or
two
Council
meetings
ago,
the
department
submitted
requests
for
applications
or
grants
that
they
were
submitting
to
address
community
policing,
police,
Community
relationships
and
racial
bias.
Activity
I
not
now,
because
we're
laid
out
or
I
would
suggest
that
that
information
be
passed
on
in
terms
of
what
the
concept
was
and
how
what's
being
proposed,
might
involve
in
some
way
the
work
that
CPAC
is
doing.
You
know
how
you
know
all
this
could
be
integrated,
integrated
together,
sure.
C
I
can
briefly
describe
them,
so
we
recently
applied
for
two
grants.
One
was
the
from
the
U.S
conference
of
Mayors
and
the
target
corporation.
That
was
a
a
private
Grant
in
the
amount
of
one
hundred
thousand
dollars
for
over
one
mid-size
City
in
the
country.
C
The
hope
there
was
to
be
able
to
strengthen
our
internal
and
external
data,
Gathering
and
presentation
process
specifically
related
to
a
lot
of
the
data
collection
around
the
racial
bias
audit,
and
so
that
one,
you
know
we
hope
to
be
able
to.
If,
if
we
are
successful
in
receiving
that
Grant,
we
would
be
hopeful
to
improve
our
data
presentation
capacity.
The
second
one
was
a
bureau
of
Justice
assistance
grant
for
the
smart
policing
portfolio
and
the
CPD,
along
with
Dr
Corey
Haberman
from
the
University
of
Cincinnati.
C
Is
the
evaluation
partner
submitted
a
proposal
to
expand
its
problem-oriented
policing
practices
and
procedures,
and
part
of
that
did.
We
did
in
the
narrative
writing
that
we
would
be
hoping
for
Community
feedback
and
engagement
in
some
of
the
identification
of
the
problem
areas
and
strategizing
about
ways
to
be
able
to
address
those
problems
outside
of
strictly
law
enforcement
responses.
C
That
one
is
in
the
amount
of
I,
believe
eight
hundred
thousand
dollars,
and
that
you
know
those
are
usually
very
competitive,
but
we
feel
we
feel
very
good
about
our
application.
In
terms
of
you
know,
submitting
a
really
convincing
argument
to
be
able
to
fund
what
we've
already
started
here
and
to
build
on
them
for
future
Improvement.
F
K
You're
muted
did
that
answer
your
question
regarding
the
grants
you
get,
what
you
needed-
okay,
yeah
and
just
to
piggyback
on
on
that
that
presentation
and
I'll
go
back
to
what
I
normally
refer
to,
because
it's
the
engagement
piece.
K
We
got
a
lot
of
community
engagement
initiatives
across
the
city
and
it's
not
just
our
community
outreach
officers.
So
I
still
encourage
this
body
to
kind
of
get
involved
and
engage
what
you
can
it's
not
about
cookouts,
it's
it's
not
about
burgers
and
things
like
that.
K
It's
about
exposure
for
our
youth
and
I
I
spoke
on
it
a
little
while
ago,
we're
just
one
small
piece
of
this
puzzle
when
we
talk
about
societal
issues
that
we
got
going
on
in
our
community
and
we're
trying
to
give
do
all
do
do
our
part
as
far
as
giving
these
kids,
something
that
they
can
see
outside
their
their
common
walls.
So
that's
what
a
lot
of
disengagement
is
centered
around.
K
We
try
to
be
creative.
We
try
to
be
a
second
parent
to
some
some
of
these
kids
that
don't
have
parents,
so
we
really
need
the
engagement,
especially
from
this
body
and
I
also
include
our
Citizens
Council
people.
They
need
it.
So
we
got
a
lot
going
on.
You
know
so.
I
just
want
to
add
that
caveat
in
there
Paul
I
kind
of
do
it
every
every
meeting
I'm
on
here
it
got
to
be
some
engagement.
K
A
Well
and
one
thing
I'll
point
out
to
the
being
involved
there
you
know
I'll
certainly
have
thought
deputy
chief
Walker
for
his
brashness
in
doing
it.
Typically
these
Community
meetings,
when
some
of
these
groups
want
to
meet
they'll
meet
at
the
galeard
center.
They
meet
at
the
library
in
a
really
really
nice
places
he
kind
of
threw
some
of
them
for
a
loop
when
he
said
no.
A
You
know
people
like
me
talking
about
a
subject
that
I
knew
educationally,
but
I
don't
know
from
living
it.
It's
more
important
for
me
to
to
ask
the
people
from
the
community
hey.
Why?
Don't
we
all
shut
up
and
let's
listen
to
you
because
you
live
it
day
to
day
I.
Don't-
and
you
know,
that's
really
powerful,
so
you
know
cheetah
I
really.
A
You
know,
you
know
that
I
applaud
that
you're
really
encouraging
people
to
get
into
the
community
itself
and
listen
to
the
people
there,
because
we
often
talk
for
them
instead
of
listening
to
them
and
I.
Think
that's
huge,
so
I
I
appreciate
that
I
also
enjoyed
talking
to
your
officers
that
work
that
bead.
So
that's
that's
always
good
too
had
we
talked
to
one
young
guy
he's
young
to
me.
He's
been
on
the
force
for
17
years,
his
Patrol
cop
and
gas
and
green.
A
The
first
thing
I
asked
him
is
what
are
you
still
doing
here?
He
said
because
don't
want
to
leave
here.
This
is
my
beat
and
that's
where
I
want
to
be
Till
I
Retire
I
could
have
been
promoted.
I
didn't
want
to
be.
This
is
I,
feel
I'm
giving
back
more.
It
was
a
great
discussion
and
you
know
none
of
the
brass
was
around
when
he
said
it,
so
that
was
pretty
good,
so
I
like
that,
all
right.
Anybody
have
any
closing
comments.
Questions
concerns,
I,
I,
know
y'all,
it's
late.
A
A
We've
got
your
contact,
information,
Emily,
I,
think
you've
got,
did
Emily,
make
it
and
I
only
can't
last
and
mo
you
I
did
see
you
come
in
I'm
not
going
to
put
you
on
the
spot
for
an
update,
because
I
know
you've
had
a
tough
day
at
school
and
getting
ready
for
finals
and
everything
else,
but
appreciate
you
joining
Jamie.
The
first
meeting
didn't
scare
you
off.
If
it
did
that's
on
you
not
on
us,
but
I
know
you're
a
trooper,
so
I
think
you'll
be
a
very
active
participant
going
forward.
A
Thanks
everybody
and
again
get
your
name
in
front
of
them:
get
get
participation
because
that
only
makes
our
team
stronger
makes
our
community
stronger.
So
thank
you
all
for
your
participation
and
have
a
wonderful
night.
Your
meeting
is
adjourned.
