not

not
a
church
band,
because
this
is
an
honest
effort
to
celebrate
this
music
in
a
secular
way,
but
not
forgetting
or
forsaking,
it's
spiritual
content.
So
we
really
appreciate
all
of
you
for
being
here.

culture

on

recognize
the
City
of
Charleston
2022
employees
of
the
Year,
Shamika,
Hicks
and
Troy
Williams
will
y'all
please
come
forward

join

this
has
taken
y'all
from
the
nomination
letter
that
they
had
for
our
customer
service
initiative.
For
those
of
you
that
don't
know,
and
maybe
you'll
think
about
this
in
the
future.
When
you
encounter
a
city,
employee,
who's,
doing
a
remarkable
job.
A
We
accept
applications
for
customer
service
initiatives
by
our
employees
and
and
those
nominations
are
made
by
fellow
employees
who
feel
like
their
fellow
employee
really
did
a
good
job
and
helped
something
along
and
also
by
citizens
as
well
and
every
quarter.
We
recognize
outstanding
initiative
by
our
employees
to
give
good
customer
service,
but
at
the
end
of
the
year
we
pick
out
a
very
special
employee,
in
this
case
two
who
did
a
just
a
remarkable
job
in
some
aspect
of
customers
service
and
from
their
nomination
letter
submitted
by
Sarah
Stern
in
August.

During
a
week
of
incessant
rain,
Shamika
Hicks
and
Troy
Williams
were
driving
to
one
of
the
recreation
department
playground
locations
while
driving.
They
passed
a
man
standing
on
the
sidewalk
a
little
while
later
on
the
way
back.
They
saw
the
man
lying
on
the
ground
partially
in
the
street,
with
his
face
in
a
puddle
of
water,
and
they
immediately
stopped
and
ran
to
help
him.
They
were
able
to
move
him
out
of
the
street
his
face
out
of
the
puddle
of
water,
and
he
was
somewhat
conscious.
A
It
was
clear
that
the
man
was
experiencing
a
medical
emergency.
They
called
for
EMS
were
able
to
flag
down
a
passing
police
officer.
They
stayed
with
of
him
until
EMS
arrived.
Thankfully,
Shamika
and
Troy
were
aware
of
their
surrounding
Spirit
no
time
whatsoever
in
jumping
into
action
to
help
a
fellow
citizen.
They
did
not
share
their
story.
When
they
got
back
to
the
office,
they
simply
felt
they
were
doing
the
right
thing.

Their
Supervisor
was
made
aware
of
these
actions
a
few
days
later
and
submitted
the
nomination
as
she
felt
they
should
be
commended
for
saving
a
citizen
in
need
and
representing
the
City
of
Charleston.
So
well.
So
if
I
may
ask
you
to
just
join
me
in
given
a
rousing

for
Bonita
and
Karen.

change

area

six
story,
hike
district
and
also
a
four-story
hike
District
to
a
five-story
hike
District.
So
it's
taking
some
down
a
little
bit
lower
and
taking
some
areas
a
little
bit
higher
and
I'll
show
you
that
through
these
Maps
here,
this
is
also.

There
is
a
slight
difference
in
what
Planning
Commission
recommended,
which
is
a
25-foot
setback
for
the
start
of
the
five-story
district
from
King
Street
versus
the
applicants.
Request
of
20-foot
setback
fairly
minor,
but
it
I'll
explain
more
in
about
that
in
a
minute.
That's
what
that
little
note
is
about
so,
and
you
all
are
familiar
with
the
prime
property.

I
think
it's
at
the
corner
of
the
over
passes
for
I-26,
that
connect
I-26
to
the
Septima
Clark
Parkway
and
the
overpasses
are
over
King
Street,
it's
just
north
of
line
street.
It's
in
the
cannonborough
Elliott
Borough
neighborhood,
and
here
we
see
the
area
in
green.
That
is
proposed
to
go
from
the
four
to
five
story
district
and
then
the
area
in
blue.

Six
stories
would
go
from
six
to
five,
so
that's
a
pretty
substantial
reduction
and
more
of
a
reduction
than
it
is
an
increase
here,
and
then
this,
if
it
was
the
25
foot
set
back
here,
it
would
be
compatible
with
what
happens
further
south
on
King
Street
as
well,
and
I've
got
a
few
other
images.

So
in
our
comprehensive
plan
this
is
in
our
city,
centers
area.
So
that
is
the
area
where
bigger
Heights
go
more
density,
so
this
is
all
compatible
with
that.

that
these
are
vacant
Lots

present
parking
areas

an
area
of
King
Street,
that's
emerging
with
other
uses
and
new
buildings,
there's
a
new
building
that
was
built
just
north
of
the
overpass

five-story
office
building

this
section

King
Street

the

the
five-story
office
building
next
to
the
overpass
and
again
this

the
area
we
saw
this
slide
just
a
minute

the

one
difference

this
between
what

planning
competition
recommended
and
what
the
applicant
requested
is
that
difference
in
the
setback
of
the
fifth
Story.
The
tradition
of
this
area
of
King
Street
is
that
it
would
be
25
feet
back.
That's
what
staff
recommended
that's
what
Planning
Commission
endorsed
the
applicants
had
requested
a
20-foot
setback
instead
of
25
purely
mine.

Although
in
this
lot
this
block
they
had
been
a
50-foot
setback,
so
they
are
bringing
that
forward,
and
that
again,
is
why
staff
had
suggested
the
25
foot
setback
just
to
be
in
keeping
with
the
rest
of
that
western
side
of
King
Street
Planning
Commission
did
recommend
this
request
with
the
25
foot
setback.

So
as
Mr
Morgan
described
we're
basically
sort
of
leveling
off
the
site,
it's
right
now,
four
and
six.
We
want
to
bring
the
six
down
to
five
and
bring
a
little
bit
of
the
front
part
from
four
up
to
five.
All

all,
it's
a
net
sort
of
decrease
for
the
property
Planning
Commission
voted
unanimously
in
favor
of
it.
We,
the
applicant,
are
fine
with
the
25
foot
setback
that
staff
recommended
in
Planning
Commission
recommended.

wealth

that
and
our
plan
that
we
will
present
to
the
bza
will
be
substantially
less
than
the
50
units
that
are
that
it's
currently
zoned
for
right
now

more
to

the
parking
lot

disenchanted
with

into
the

thing
with

landing
with

currently

go
away
and

lot
of
cars
in
that
little
shot,
block

petition

circulating

big
number
out

if

acres

can
build

apartments
on
it
right
and

not
requiring

affordable
unit
on

CPD

not

engage

community

from

not

to

credible
to

people

us
want

all
want
this

work
for

of

impacts

evicted

laundry,

from
adverse
weather,

to
a
social
worker,

free
mobile
telephones,

to
housing
and

the
Hope
Center
a
little
bit
different
from
most
other
organizations,

they

Charleston

have
worked
at
a
job
for

help

the
best

with

increase

homeless
individuals

outer
West
Ashley,

something

I
would
expect.

I
was
driving
to
Costco
yesterday
and
saw
like
a
cart
like
grocery
cart
with
you
know
a
bunch
of
stuff
on
it,
yeah
I
mean
look
like
somebody's
using
it
for
their
belongings.
Just
kind
of
in
the
road
and
I
know
I've
gotten
just
a
bunch
of
emails
about
folks
living
over
there
and.

that

that's
actually
a
great
one.
On
this
past
Saturday,
we
held
an
event
called
Super
Saturday,
we
connected
with
our
service
providers,
and
we
provided
Outreach
Services
to
the
community
in
need,
and
we
saw
300
people
there.
That
day,
we
literally
at
12
30
had
to
stop
people,
unfortunately
from
coming,
because
we
would
not
have
the
manpower
to
meet
the
need.
I
believe
that
the
numbers
of
the
homeless
they
vary.

lot
of
them
are
concentrated
in
different
parts
of
the
City
of
Charleston,
but
for
a
homeless
population,
a
part
of
their
survival.
Is
they
migrate?
So
they
go
from
the
city
of
Charleston
to
North
Charleston.
They
go
west
Ashley,
they
may
go
to
Summerville,
and
then
they
go
to
places
where
they
can
sometimes
hide
without
being
seen
or
where
they
think
that
they
have
access
to
resources
much
quicker
than
a
different
City.

So,
honestly,
it
depends
to
be
honest
with
you
I'm
happy
to
follow
back
up
and
give
you
final
numbers
because
we're
still
compiling
our
data
from
Saturday,
but
it
fluctuates
between
downtown
and
North
Charleston.

most
you're

flexible
area

those
needing
assistance

hot
days,
just
to
be
able
to
get
out
of
the
sun
and

heat,

cold
evenings
could
serve
as
our
own
city-operated
warming
shelter.
We
do
not
have
one
in
the
City
of
Charleston
hard
to
believe.

would
look
to
a
good
partner
like
Seacoast
to
help
us
operate
it
when,
when
we
do
go
into
that
mode,
but
I
wanted
to
share
I
visited
the
one
in
Columbia
just
a
few
weeks
ago
that
the
city
of
Columbia
operates
and
they
they
a
little
more
inclusive
in
terms
of
the
temperature
that
they
set
up
shop,
which
is
40
degrees.
Most
of
the
folks
in
Charleston
that
do
warming
shelters,
wait
until
it
gets
to
35
or
even
34
degrees
and
I
do
think
starting
at
40
degrees
is
is
much
more
more
Humane.

would
mean
that
we're
open
more
nights
a
year
than
than
the
current
operators
do
and
they're
wonderful
I
don't
mean
to
disparage
them
at
all,
they're,
relying
totally
on
volunteers
and
all
like
that.
But
I
think
that
would
be
a
very
Humane
thing
to
do
so.
My
goal
at
this
point
when
we
get
this
together,
is
that
we
would
operate
at
40
degrees
and
below
and
have
a
warning
warming
shelter
available
for
our
citizens,
who
who
need
it
so
more
to
come,
and
then
we
gotta

gotta
fund.

at
sports
back
on
going

way
back

2013,
mainly
in
four
boroughs:
Peninsula
James,
Island,
West,
Ashley,

those

areas
are
growing
pretty
at

pretty
good
Pace
in
participation
with
the
peninsula,
actually
seeing
a
decline
in
youth
participation
and
Lori
share
that
she
thinks
it's
just
because
there's
less
children
living
on

peninsula
than

were
in
were
in
the
past
and
that's
why
that
participation's
down
a
little
bit
so
there's
also
there's
more
participation
in
most
sports
tackle.
Football
has
less
participation
happening
right
now.

concerns

safety

but

up

some
of
that,
we've

additional
flag
football
offerings,

also

less
expensive

participants

of

are
growing
out

participation

our

was
telling

thousand
kids

to
see

fields

Ashley
Park,
but
also
Mallory
Shear
is
working
on

agreement
with
USA
management
who
specializes

finding
seasonable
aquatic
staff
throughout

Carolinas
in
Georgia.

seasonal
lifeguard
contract,
with
the
ability
for
Mallory
to
finalize
that

transfer

facilities
over
in
councilmember
Mitchell's
district,
and
if
you
look
at
the
facilities,
we

frankly
compared
to
most
other
parts
of
the
city,
both
facilities

staff
exceed
most
other
places.

have
at
Laurie
mentioned
our
only
year-round
pool
at
the
MLK
pool.
We
have
Martin
Park,
which
has
a
staff
Playhouse
and
programs
available.
We
have
the
saint
Julian
Divine
Center,
which
the
city
just
reinvested
a
couple
million
dollars
in
which
is
also
staffed
and
has
numerous
programs
there.

have
a
park
house
and
Hampstead
Square,
which
is
just
a
few
blocks
away
and
has
programs
off
of
there.
We
have
the
shaw
center,
which
is
also
a
few
blocks
from
there,
which
has
even
additional
programs.
So
we
have
facilities
all
in
this
part
of
our
city
and
they're
all
open
and
operated.
Yes,
sir,
and
and
and
functioning
and
staffed,
and
offering
programs
to
our
kids
Mr
Jones
who's
here
was
not
an
employee
of
the
recreation
department.
He
worked
for
the
executive
department
and
he
was
a
community
liaison.

dedicated,

that
position
to
working
with
children
and
Recreation.
He
does
have
his
own
non-profit
organization,
which
I
presume
is
still
active
and
we
arrange
the
schedule
for

he
only
has
to
report
for
that
need
three
days
a
week
which
leaves
him
time
to
do
his
non-profit
and
still
put
teams
together
in
addition
to
all
the
facilities

staff

opportunities
on
the
east
side.

certainly
respect
councilmember

passion
for

mentor

grants
