we

talk

a
challenge
there.

at
the
council
meeting
there
was
discussion
about
taking
advantage
of
the
state
statute

which
allows
for
raising
revenue
for
special
purposes,
and
you
know
at
the
local
level.
So
the
question
of
whether
or
not
any
of
the
recommendations
that
we're
talking
about
all
right
has
relevance
for
230.
So
we
need
to.
We
need
to
get
smart
about
what
that
means
and
know
whether
or
not
that's
something
that
we
can
foster
a
conversation.

our

think
that's
such
a
good
point

there
is
a
lot
of
willingness
on
city
council
right
now
to
be
creative
with
how
we
use
that
power

funding
challenge
to
implementing
something
think
about
who
we
can
put
a
fee
on

we

has
very
limited,

ability
to
raise
taxes.

property
taxes.

our

rely
on
these

so
the
city
is
really
pigeonhole
in
many
ways
how
we
can
raise
revenues
so
oftentimes
it's
on

backs
of
homeowners.

act
gives
us
greater
authority
to
Levy
fees
and
taxes
for
special
purposes.
So,
for
example,
we
want
to
build.

know
additional
Recreation
facilities
on
if
we
wanted
to
focus
on
parking.

other
night

around
school
crossing
guards
and
funding.
You
know
improvements
to
streets
where

instead
of
having
to
go
to
the
county
state,
wondering
how
we're
going
to
get
that
funding.
This
could
be
a
potential
source
of
this

make
it
clear
for
folks
listening
that
the
city
is
really
hamstrung

only
you

you
looking
at
that,
but
the
County
Council
is
also
looking
to
say
well
how?
Where
can
we
get
ours?

as
a
concerned,
citizen
of
the
City
of
Charleston
Jason,
you

I
want

get
him

He
responded.
He
gave
me
a
very
thoughtful
response
and
I
really
appreciate
that
and
that's
what
I
think
our
city
councilman
need
to
do
is
respond
to
you
and
let
you
know.

here

all
the
facts,

but
you

want

that
you

city

County
taxpayers,

Hold,

much
burden,

not

to
make
sure

main
example
that

heard
the
council
discuss
as
an
illustration
of
what
this
new

municipalities
to
do

enables
municipalities

example
was
adding
a
flat
rate
fee
on
every
hotel
reservation.
So
I
think
that's
the
common
practice.
It's
not
to
go
after
extra
money
out
of
citizens
Pockets,
but
it's
to
be
as
inventive
as
possible
about
the
users
of
the
city
that
really
do
not
pay
their
fair
share
to
be
those
users.

sort
of
getting
on
a
tangent
here,
but
these
these
fees
are
that
are
the
type
of
you
know
it's
it's
like
it's
like
a
gas
tax,
it
is
I
mean
even
if
you're
a
Libertarian.
This
is
a
perfect
tax.
It's
you
know
it's
it's
paid
by
the
people
who
derive
the
most
use
out
of
whatever
it
is,
and
we
can
Target
it.
So
it's
not
spreading
to
those
who
don't
use
it
or
we
can
spread
it
broadly
and
it
can
be
shared
by
by
a
lot.

that's

what
I
mean
nobody
wants
to
overburden
them
and,
at
the
end

the
day,
we're
just
making
recommendations
to
city,
council
and
city
council
certainly
take
that
into
account.

property
tax
appears

to
get

responses
and
with

repeated
follow-up,

a
great
thing
and

love
having
that
back

forth

impose

recommendations,

Governor
Haley
signed

years
ago

unfortunately
yeah
many
of
you

sure
see
in
the
newspaper,
our
roads
don't
appear
to
have
improved
to

level
that

thought

happen
with
those
increased
taxes.
So
again
you
know
it's
just
a
matter
of
you
know
what
your
perspective
is
on.
You
know,
what's
being
asked
to
be
paid
and
then
what
do
we
see
really
happening
as
a
result
of
that.

mean
my
observation
is
again
as
an
old
city
manager,
all
right:
the
opportunity
for
a
kind
of
thoughtful
conversation
to
craft
I,
think
who
were
the
payers
who
would
have
benefit,
who
benefits
right
and
how?

Even
though
there's
a
specific
kind
of
Target
and
impact,
it
benefits
other
folks
that
part
of
what
it
is
that
we're
trying
to
harmonize
if
you
will
across
the
city-
and
so
this
is
a
great
opportunity
for
us
to
do
that
and
have
those
conversations,
those
difficult
conversations
right
before
they
get
to
City
Council,
where
they'll
be
difficult
again.

Somebody
to
put
a
ribbon
on
this,
we
are
going
to
think
about
which
of
the
four
remaining
areas.

we
need
to
move
on
we'll
sharpen
our
focus
on
what
it
looks
like.

have
to
follow
up

three

we've

recommended
right
and
by
February
half,
hopefully

first
Workshop
right
that
will
equip
us

more
ready
to
do
the
work
that
we
need
to
do,
and
it's

interests.

Development
skates.
It

the
way

most
people

the

of
that
group.

mazzique.

He
was
Alvin
Smith,
economic
empowerment
anyway,
Sky
said,
if
anyone
doesn't
know
that
they
have
just
grown
in
stature
by
Leaps
and
Bounds
over
the
last
couple
of
years.
I
think
a
lot
of
attention
was
paid
to
opening
what
they
call
the
Opportunity
Center.
That's
a
great
facility
up
on
Rivers
Avenue,
where
no
one
would
have
ever
had
a
reason
to
go
except
now
they're
there
and
they
host
a
variety
of.

And
Training
pieces
for
non-profits,
small
business,
heirs,
property
information
and
they
allow
they
have
several
offices
that
they
they
ran
out
of
the
pittance
to
groups
like
The,
Air,
Center,
Ayers,
property
Center
anyway,
so
they're,
a
great
Organization
for
you
to
look
into.

But
this
webinar
that
they
had
today
was
targeted
on
the
three
lobbying
efforts
they're
going
to
take
up
with
the
state
legislature
this
year
and
if
it
carries
over
into
next
year
and
I,
the
the
presentation
that
was
given
on
the
webinar
wasn't
online
by
the
time
I
got
here.
So
I
can't
respect
that
the
one
that
I
think
would
be
a
really
good
thing
for
us
to
dovetail
into
an
economic
empowerment
activity
is
they're
going
to
lobby
for
a
return
of
what
they
call
individual.

Could
establish
within
the
state
code,
there's
an
enabling
opportunity
for
local
government
to
establish
this
program
that
would
allow
people
to
set
aside
their
own
savings
and
then
have
it
matched
that
and
the
municipality
would
get
the
match
money
coming
trickling
down
from.

So
they're
they're
going
to
be
working
on
that
one
it
it
dropped
off
the
city's.
You
know
budgeting
priorities
I
think
two
administrations
ago,
but
that
they
they
definitely
want
to
bring
it
back
and
the
other
one
is
they're
going
to
lobby
for
a
calf
on
the
the
lending
rate,
the
debt
rate
that
payday
loan
purveyors
can
charge,
and,
and
so
that
needs
a
lot
of
people,
they
want
people
to
go,
go
into
their
churches
and
get.

You
know,
people
writing
letters
when
it
comes
time
to
supporting
whatever
Bill
they're
going
to
be
putting
forward.
So
when
I
can
get
a
hold
of
their
their
efficacy
efforts.
Presentation

think
would
be
worth
us
looking
at
it
in
February
and
seeing
how
we
might
be
able
to
help
out
because
they're
all
right,
in
line
with
the
disparities
that
we're
trying
to
deliver
positive
Improvement
against.

League
of
cities,

supposed
to
be
about
economic
Mobility.

data

be
helpful

legislation

outright

roadblocks

systemically
oppressed

city
has
stolen
from
people

debt,

people

react

that

the
absolute

money

from
the

sources

resources

partners
