Description
City of Charleston Committee on Public Safety 1/11/2021
B
B
All
right
good
afternoon,
everybody
welcome
to
the
2
30
meeting
of
city
council
on
january,
the
11th
2021,
I'm
still
having
a
difficult
time
of
adding
a
one
behind
my
zero
on
2020
and
I'll
get
used
to
that.
I
think
we
have
a
quorum
present
councilmember
sheila,
since
you
look
like
a
prophet
with
your
beard,
you
want
to
lead
us
in
a
moment
of
silence
or
identification.
Please.
C
All
right,
thank
you,
mr
chairman.
Let
us
pray
our
heavenly
father.
We
thank
you
for
all
of
your
blessings
for
the
blessings
of
this
day,
or
we
thank
you
for
those
members
of
public
safety
who
do
so
much
to
keep
us
safe.
Lord,
we
ask
protection
for
all
of
them,
especially
those
who
put
their
lives
in
harm's
way
for
us
every
day.
We
ask
that
you'll
guide
us
in
this
meeting
today
that
you'll
give
us
your
blessings
to
do
what's
acceptable
for
you
for
it's
in
your
holy
and
precious
name.
We
pray,
amen.
B
Amen,
thank
you,
sir
well
done
appreciate
that
and
did
not
mean
to
exclude
councilmember
sacramento
with
his
bearded
look
either.
But
you
always
look
more
fuller
to
me,
so
I
just
really
wanted
to
call
this
meeting
to
order
to
get
us
up
to
date
on
two
important
things
that
we're
pending
out
there.
One
is
the
charleston
police
department
after
action
report.
B
I
know
we
had
extended
the
public
comment
period
on
that
and
I
just
wanted
to
get
for
the
record
where
we
stood
with
that
and
I
think
chief
did
you
want
to
lead
off
on
on
giving
us
a
quick
update
where
we
are
with
the
the
after
action
report,
and
I
think
heather,
I'm
trying
to
see.
If
I
see
heather's
number
on
here.
E
Thank
you
very
much
good
afternoon,
just
a
short
update.
It's
really
a
status
update.
As
chairman
just
mentioned,
we
did
change.
We
did
extend
the
deadline
for
the
public
comment
for
another
month
to
december
31st
2020..
E
So
we
have
received
a
few
more
comments
from
the
public,
not
that
many
about
three
more
people
commented
the
total
number
of
28
responses
that
we
received
when
we
put
out
these
requests
through
several
different
channels,
several
different
media
venues.
So
we
are
collecting
reviewing
that
information.
It's
going
to
take
us
a
little
time
to
do
that.
B
And
I
would
suspect
that
we
would
probably
want
that
to
come
before
this
committee
first
and
for
this
committee
to
review
it
and
then
report
it
out
in
to
the
full
council,
after
that,
so
council
members
any
questions
or
comments
or
other
suggestions
from
heather
or
the
chief
as
they
finalize
this
report.
B
Head
shaking
no
so
so
heather,
I
I
think
what
we'll
do
is
we'll
just
probably
touch
base
again
when
you
get
close
to
that
point,
you're
on
a
final
draft
and
we'll
go
over
the
logistics
presenting
this
and
how
to
present
it
to
full
committee
members
and
then
the
full
council.
Okay,.
B
I
don't
think
it
was
important
that
we
just
understood
where
we
were
with
this
thing,
because
it's
been
a
while,
since
we
had
any
other
update
on
that.
So
thanks
for
that
quick
report
appreciate
it
welcome.
D
No
thank
you
appreciate
it.
Thank
you.
B
All
right,
chief
courier,
I
know
you're
around
there,
you
are
happy
new
year,
but
to
you
everybody.
By
the
way
I
haven't
seen
a
group
many
of
y'all
since
our
last
council
meeting
and
everybody
looks
the
same
so
and
everybody
looks
they
have
survived
in
good
health.
Good
to
see
that
so
I
know
there
was
some
progress
being
made
and
some
other
discussions
going
on
with
our
fire
station
number
11..
G
So,
thank
you.
Everyone
beth
brownlee
is
who's.
Of
course,
she's
been
managing
the
project
day
to
day,
we'll
have
the
update
for
you
today.
So
thank
you.
Beth.
H
Yes,
sir,
thank
you
so
much
and
and
again
happy
new
year
to
everyone.
We've
made
some
significant
progress
at
fire
station
11.
This
morning
we
met
with
nbm's
subcontractor
brad
wolfe
from
wolf
installations.
H
H
Once
we
get
approval
on
that,
make
sure
that
everything
looks
good,
they
will
be
working
on
refinishing,
the
floors
the
week
of
the
18th
and
then
moving
in
some
of
those
appliances
that
they
had
to
take
out
putting
in
their
baseboards
again
things
like
that,
once
the
floors
are
finished
and
once
they
are
dry,
I
would
like
to
invite
all
of
those
that
came
out
to
the
november
18th
meeting
where
we
looked
at
the
floors
in
case
anyone
wants
to
see
it
make
sure
that
everything
meets
their
standards
and
and
their
expectations.
H
If
all
goes
well
with
this
installation,
I
think
we're
all
going
to
be
very
happy
with
these
lures.
Regarding
the
other
outstanding
items,
nbm
continues
to
work
with
their
subs
to
complete
the
pre-punch
list.
We've
been
on
site
several
times
and
have
asked
for
updates
from
nbm
and
what
we've
got
is
probably
somewhere
between
50
and
75
percent
of
those
punch
list,
complete
of
those
that
are
complete.
H
There
are
some
things
that
we
still
question
whether
or
not
it's
acceptable,
but
what
we
want
to
do
is
then
take
that
opportunity
at
the
final
punch
list
to
be
able
to
provide
that
feedback.
We
also
have
some
site
work.
That's
occurred.
They
have
raised
several
of
the
inlets,
but,
according
to
my
contractor,
as
of
this
morning,
they
are
having
a
difficult
time
getting
the
original
landscape
contractor
back
out
to
perform
the
other
outstanding
items.
So
nbm
is
working
with
another
landscaper
to
try
to
get
the
other
items
resolved.
H
I
also
want
to
stress
really
that,
while
all
of
these
items
are
important,
it
seems
like
the
biggest
thing
right
now.
That's
holding
up
this
project
is
the
building
itself.
We
can't
get
a
drb
to
approve
the
building
because
they
haven't
finished
the
exterior.
Yet
there
are
several
outstanding
items
there.
H
We
don't
have
all
of
our
mechanical
and
fire
inspections,
because
they
haven't
been
able
to
call
them
all
in
that
also
prevents
us
from
getting
a
co.
We
also
have
storm
water
and
engineering
things
that
they
need
to
wrap
up,
including
the
aspelts
that
were
required
to
submit
to
stormwater
and
all
of
those
should
be
part
of
the
ceo
process
and
then
once
nbm
actually
gets
the
co
which
is
slow
coming
then
we
can
actually
perform
our
final
punch
list.
H
So
while
we're
seeing
some
progress,
it's
slow,
but
our
biggest
thing
right
now,
I
think,
to
take
away.
Is
that
we're
making
some
big
progress
on
those
floors
which,
as
those
that
saw
it,
know
not
adequate.
B
So
beth,
when
you
are
talking
about
your
pre-punch
list
and
you
you
mentioned
50
to
75
completed
that,
are
you
throwing
the
floors
into
that
category
as
well
or
you
separated
that
as
a
different
pre-punch
list
item.
H
Well,
while
the
floors
were
part
of
the
pre-punch
I'm
holding
that
separate,
because
that
is
just
one
item
of
probably
a
hundred
items
that
we've
commented
on
so
the
floors
are,
you
know
the
biggest
thing
from
my
perspective
on
the
interior,
because
we
can't
get
the
fire
department
in
without
those
floors
being
acceptable.
H
They
claim
that
the
friday,
the
22nd
the
floors
will
be
set
and
ready
for
people
to
walk
on
it
after
that,
the
the
fire
department,
you
know
we
can
start
moving
some
things
in
some
small
things,
but
we
are
keeping
all
of
our
equipment
that
we
have
pre-purchased
and
furniture
out,
because
we
technically
cannot
move
it
in
without
a
co.
F
F
B
You,
sir,
any
commitment,
committee
members,
have
any
comments,
questions
for
all
three
wonderful
staff
members
who
have
been
on
this
and
very
persistent
with
our
contractor,
and
I
appreciate
all
that's
all
I've
done
with
this.
Yes
service.
The
mayor
thank.
B
Yes,
pat
you
have,
you
have
been
very
dogged
with
this
thing
and
we
really
do
appreciate
your
tenacity
with
with
the
updates
on
this
and
if
y'all
don't
mind,
I
I
wanted
to
sort
of
keep
us
on
a
monthly
update,
and
so
we
can
mark
the
progress
on
that.
I
don't
mean
to
tax
all
too
much
on
it,
but
I
think
we've
just
been
waiting
around
for
so
long
and
they
are
so
far
behind
on
their
deadlines.
B
I
think
it's
just
sort
of
good
that
they
know
that
we're
watching
this
on
a
monthly
basis.
So
if
that's
okay
with
y'all,
we'll
we'll
bring
you
all
back
in
in
february
for
another
update.
B
That,
I
think,
that's
helpful,
because
that
gives
you
a
little
more
muscle
to
them
that
they
know
that
we're
on
this,
that
the
council
is
very
much
in
inquiring.
That's
what's
transpiring
and
we
want
this
thing.
This
thing
done.
I
won't
ask
you
for
a
completed
update
or
when
you
think
we're
going
to
move
in.
I
think
it's
still
premature
with
that,
but
I
think
these
incremental
progress
reports
are
are
important.
B
I
Chief,
if,
if
anything
will
show
that
being
patient,
trusting
in
the
process
is
an
endurance
run
this
is
it
you've
done
it.
So
I
agree
with
the
mayor
beth
good
job.
We,
I
think,
a
year
ago,
when
we
had
these
meetings,
doubted
very
much
we'd,
be
sitting
here.
Having
this
conversation
with
nbn
still
in
the
in
the
games,
good
work.
B
J
B
Chief,
we
had
a
tour
out
there.
Good
lord,
you
know
time
has
flown
by
so
fast,
so
it's
been
about
a
month
ago,
and
it
really
is
magnificent
what
they
have
out
there.
I
don't
know
if
you
saw
the
news
story,
but
they're
making.
This
is
really
good
progress
out
there.
So,
chief,
do
you
want
to
comment
on
on
the
forensic
building.
D
Well,
I'll,
let
jason
give
the
official
answer
for
the
city.
His
team
has
done
a
phenomenal
job.
I
just
spoke
at
length
with
judy
this
morning.
It
is
on
time
and
they're
doing
some
neat
things
to
help
us
with
it
and
and
the
gas
lines
for
the
instruments,
and
I
mean
judy's
like
really
connected
to
jason's
team,
and
I
I
can't
say
enough
good
about
them
and
we
we're
having
a
very
good
experience
so
far.
It
is
on
time,
and
it's
it's
really.
D
It's
going
to
be
a
game
changer
for
us.
I
I
was
so
excited
talking
to
judy
this
morning
about
where
she's
at
she's
a
little
overwhelmed.
I
think,
as
as
as
you
would
imagine,
with
the
finishing
things
up
and
the
move
and
other
things
that
are
scheduled
in
the
next
couple
weeks,
thanks
for
asking
it's
a
it's
a
huge
positive
for
our
department
for
our
city
and
it's
a
big
step,
really
big
positive
step.
B
Councilman
I'm
looking
forward
to
not
in
the
two-distant
future
a
reuben
cuddy
right
now
and
I
I
know
you
will
be
there
with
belzon
district.
Yes,
sir,
okay,
chief
india,
the
comments
that
we
need
to
talk
about.
I
know
that
sled
is
taking
over
the
investigation
of
the
bridgeview
incident,
but
we
did
have
the
press
conference
on
on
that
and
a
lot
of
to
do
to
council
member
mitchell
for
his
leadership
in
the
leadership
of
the
mayor,
in
your
leadership
chief
on
this,
in
bringing
the
community
together
and
being
very
transparent.
B
With
all
of
this.
I
know
that
we're
somewhat
limited
on
what
we
can
discuss
because
sled's
in
the
middle
of
this
investigation,
but
I
did
want
to
give
a
shout
out
to
all
three
of
y'all
for
how
we
responded
to
that
initially
and
looking
for
a
final
sled
report
on
those
five
officers,
and
I
think
that
one
thing
I
would
say
I
think
they're
all
very
grateful
that
there
could
have
been
a
lot
worse
situation
out
there,
but
the
response
by
cpd
was
wonderful.
B
D
B
I
see
that
you
joined
us
welcome,
I
don't
know
if
you
had
any
comments
that
you
want
to
add
to
anything
on
our
agenda.
I
think
we're
about
to
wrap
up
unless
there's
any
other
items
that
commit
any
committee.
Members
want
to
bring
on
councilman
jackson
thanks
for
joining
us.
Yes,
sir,
mr
mayor,
mr.
A
Chairman,
I
know
we
just
mentioned
with
the
forensic
building
that
it's
going
well
and
almost
to
be
ready,
but
I
think
mr
kronsberg
was
ready
to
give
you
a
brief
from
a
more
official
update
from
capitol
project's
point
of
view.
A
G
I
don't
have
any
dates
to
give
you,
but
following
up
on
what
the
chief
said,
I
know
that
the
contractor
is
there
they're
working
on
the
floors
right
now,
and
the
substantial
completion
should
be
coming
up
very
quickly
and
I
didn't
realize
we
were
going
to
get
into
that
project
today,
but
we
can
provide
if
we're
not
open
by
the
next
meeting
date.
We
can
have
ed
boyne
s,
come
in
and
give
a
very
specific
update
for
you.
B
K
B
Thank
you
all
all
very
much.
We
will
meet
again
in
a
month
and
one
of
the
items
will
be
as
to
the
after
action
report
and
another
update
on
fire
station
number
11.,
maybe
some
other
business
as
well,
but
those
two
will
make
sure
we
have
on
our
agenda
all
right
I'll
see
some
of
you
guys
a
little
bit
later.
I
think
we
got
a
couple
other
meetings
this
afternoon.
Thank
you
all.
I'm
glad
everybody's
safe
and
well
and
being
no
other
further
businesses
meetings
here
by
adjourned.
Thank
y'all.
Thank
you.
