Description
City of Charleston Committee on Public Works and Utilities 8/14/23
B
A
A
Thank
you
now,
let's
improve
the
hopefully
approval
of
the
minutes
of
July
17th
meeting.
The
motion
probably
moved
in
second.
E
A
B
Etc
sir
E1
is
one
of
our
letters
to
D.O.T,
saying
we're
going
to
accept
maintenance
for
some
Granite
carbon.
We
have
a
typo
that
should
say
break
in
Columbus
instead
of
Columbia
Street
in
conjunction
with
that
project.
It's
63
Columbus,
and
we
recommend
for
that,
and
the
second
is
the
acceptance
dedication
for
new
drainage
easement
on
a
project.
Matt.
Do
you
have
anything
you
want
to
add
on
that?
One.
C
No
thank
you
Mr
Brown,
that's
just
I
think
public
easements
coming
in
as
part
of
a
development
project.
That's.
A
And
just
with
a
slight
change
of
amendment
to
item
one:
yes,
sir,
okay,
we
have
a
motion
out
there,
we'll
move
with
with
the
amendment
right,
probably
moving.
Second,
given
the
correction,
any
more
discussion
on
that
hearing,
not
all
in
favor
of
e
one
and
two,
please
say:
aye.
E
A
Any
important
eyes
have
it
item.
F,
all
the
temporary
encrosis
anything
out
of
the
norm:
Mr
Brian
I.
B
Know,
sir,
we
got
irrigation,
defensing,
some
planters
and
some
things
of
that
nature,
but
nothing
out
of
the
ordinary
they've
all
been
inspected
and
by
our
inspectors
in
the
field.
We
recommend
for
those.
A
I
agree:
Public
Service
update,
G1
environmental.
B
Environmental
services
update
I
just
talked
about
Mr
sod
Brandon,
said
our
Environmental
Services
superintendent
and
we're
doing
very
well
as
usual
running
on
time
and
we're
getting
our
crews
in
and
out,
trashy
slowed
down
a
little
bit
with
the
heat
I.
Don't
think
people
are
working
in
their
yards
so
much
so
we
hadn't
had
very
many
issues
with
that,
but
we're
picking
everything
up
on
time.
B
One
thing
I
would
like
to
report
is
that
recently
we
met
with
the
mayor
and
we're
going
to
really
work
very
hard
on
trying
to
get
our
power
washing
on
King
Street
going
and
Matt
and
Brandon
are
working
on
a
plan
with
that
and
we're
gonna
adjust
some
timing
of
one
of
our
schedules
on
one
of
our
crews
to
hopefully
get
that
going
very
soon.
With
a
new
ambassador
program.
B
Through
the
bid
program,
we've
been
doing
a
really
good
job
and
I
think
we
may
and
I
have
talked
and
Matt
I
think
we've
got
the
trash
situation
handled
and
we're
doing
a
really
good
job
of
that.
I
ride
that
street
in
the
morning
and
the
night
before
I
leave
but
I'm
still
not
real.
Happy
with
the
power
washing
we're
going
to
really
work
hard
on
getting
that,
so
we
can
make
that
up
a
CBD
something
we
can
all
be
proud
of.
So
we're
going
to
continue
to
work
hard
on.
A
A
And
bushes
and
things
like
that,
but
it
didn't
have
one
of
those
Parts
getting
silver
tarps
over
it
and
I
just
wanted
to.
Does
those
trucks
have
that?
Because
I
could.
B
B
Mr
Wayne
I
do
have
also.
We
have
three
permanent
encroachments,
which
we
have
to
get
you
guys
to
vote
on,
since
these
are
permanent
and
they're.
B
A
B
Sir,
these
are
this:
is
a
project
and
we're
in
G
two
and
three
actually
651
king
or
cornices,
and
a
balcony
overhang
on
that
project,
which
are
permanent
structures,
but
they
actually
do
encroach
into
the
airspace
over
the
right
of
way
and
requiring
and
encroachments.
So
we're
we're,
have
reviewed
those
they've
been
approved
for
bar
to
the
design
of
the
building
and
we're
recommending
for
approval.
Those
permanent
requests.
G
G
So
there's
yet
another
one
of
my
many
pet
peeves,
the
people
who
were
planning
construction
kind
of
let
their
properties
go.
A
little
derelict.
I
took
a
picture
of
this
very
Corner
over
the
weekend
and
I
haven't
sent
it
to
Dan
re-share
yet
because
the
weeds
are
all
grown
up
on
it.
G
Could
you
yes,
sir
I'm,
happy
to
approve
the
the
encroachment,
if
you
think
it's
reasonable,
but
when
you
get
back
to
the
owners,
would
you
ask
them
to
clean
up
the
lot
and
keep
the
weeds
cut
until
they
build
the
new
building
on
it?
Absolutely.
B
G
Up
well,
thank
you
and
I
I
I'd
say
that's
a
recurring
theme
with
with
folks
who
are
planning
and
development
that
they
they
think
all
of
a
sudden.
Well,
we
don't
have
to
cut
the
weeds
in
more
just
because
we're
planning
on
doing
something
down
the
road
you
know,
but
they
they
are
responsible
for
keeping
their
weeds
cut.
Absolutely.
B
Yes,
sir,
to
the
back
of
the
curb
we'll
we'll
take
a
look
on
those
and
we'll
also
ride
around
and
check,
share
it
with
our
inspectors,
and
we
have
a
Friday
meeting
with
our
engineering
inspectors
and
I'll
mention
that
this
Friday
to
make
sure
they
keep
an
eye
out
for
that
also.
Thank
you.
Yes,
sir.
A
Look
councilman
appeal.
D
Thank
you,
Mr
chairman
mayor
you're,
hitting
on
something
I
thought
about
a
lot.
Over
the
years
I
mean
there
are
some
very
High,
visible
properties
in
this
city
that
have
received
major
entitlements
from
the
city
in
the
form
of
accommodation,
special
exceptions
from
the
bza
ETC
that
are
worth
millions
of
dollars,
if
not
tens
of
millions
of
dollars,
and
these
properties
are
some
of
the
most
hideous
eyesores
in
the
city
and
I'm.
D
You
know
the
bza
can
put
conditions
on
special
exceptions
under
state
law.
I
think
there
should
just
be
a
standard
condition,
put
on
all
special
exceptions
that
we
grant
that
are
worth
millions
of
dollars.
The
City
of
Charleston
is
going
to
approve
your
hotel.
You've
got
to
clean
up
your
property
right.
You.
G
F
D
Can
just
be
like
and
I
know
we're
on
the
wrong,
maybe
committee
for
that
that
might
be
zoning
department,
but
I
mean
it
could
just
be
a
standing
condition
in
the
boilerplate
of
any
of
these
permits
that
if
the
city
is
gonna,
you
know
do
that,
for
you
that's
the
least
that
could
be
done
in
return.
G
A
Thank
you
for
that,
because
I'll
tell
you
what
I
won't
put
anybody
on
email
blast,
because
I
know
that
their
friends
and
getting
ready
to
come,
but
it's
not
here
yet,
but
there's
a
certain
buffet
restaurant
that
went
out
of
business
on
Saint
Andrews
Boulevard
that
literally
has
weeds
growing
up
the
front
of
the
building
is
actually
covering
the
name
of
what
the
restaurant
once
was
and
yeah
I
mean
that's
just
a
cool
violation.
There
I
mean
this.
A
A
Cut
the
grass
anymore
yeah,
you
do
I'll,
try
it
so
anyway,
if
we
can
get
look
into
that
one,
please.
Let's
carry
emotion
on
G2
and
three
for
those
permanent
improvements
at
651.
King
Street
was
the
pleasure
to
commitment.
A
Moving
second,
any
more
discussion
discussion
on
those
addresses
hearing,
none
all
in
favor,
would
you
please
say:
hi
hi
right,
G4
approachment
at
3202,
Coastal
grass
way
Mr.
B
A
B
Matt
I'm
gonna
have
to
defer
to
you.
If
you
don't
mind
on
this,
so
I
know
this
is
something
Kenzie
had
worked
with
the
developer
on.
If
you
could,
maybe
just
if
you
have
a
brief
explanation
to
tell
them
what
we're
trying
to
do
to
allow
this
in
the
easement.
C
Let's
see
I'm
not
familiar
with
the
particular
address,
but
typically
a
water
quality
device
is
when
we're
you're
looking
at
a
mechanical
treatment
device
for
improving
water
quality
on
a
site
discharge
and
try
to
pull
up
the
address.
Briefly,.
A
Yes,
let's
do
that,
let's
let's
go
well:
we
get
the
storm
water,
I,
think
Dupont,
waffle,
drainage,
I,
think!
That's
you
right!
Mr
Boone!
It.
C
B
C
A
C
One
for
Dupont
wappu,
so
this
is
recommending
an
application
right,
recommend
permission
to
apply
for
and
submit
a
letter
of
interest
and
letter
of
intent
for
the
US
Army
Corps
of
Engineers
cap
pilot
program
and
a
cap
is
what
they
they
call
the
grant
program
I
think
because
it
actually
stands
for
the
continuing
authorities
program,
which
may
be
one
of
the
less
exciting
acronyms.
C
But
the
cat
program
is
basically
a
new
pilot
that
they
have
from
a
previous
order,
Bill,
where
they
allow
the
core
to
fully
fund
study,
design
and
construction
of
stormwater
Improvement
projects
if
they
are
in
areas
of
a
series
of
different
economic,
economically
disadvantaged
Community
criteria.
C
This
section
of
the
DuPont
wapu
watershed
does
qualify
as
an
environmental
justice
Community
under
the
census
tract
that's
in.
It
allows
basically
improvements
to
open
Channel
systems,
which
we
have
a
significant
open,
Channel
system,
typically
known
as
the
Sanders
Canal.
That
runs
through
that
often
that
Watershed
often
constricting
flow
and
causing
a
lot
of
on-street
flooding
as
we're
all
aware
of
so
this
would
be
that
application
for
a
program.
C
It
doesn't
have
a
perfectly
finished
cost,
because
the
core
would
do
the
design
and
construction,
but
up
to
13
million
four
hundred
thousand
dollars
with
no
match
necessary
from
the
city
other
than
a
commitment
to
the
city,
to
help
acquiring
properties,
if
necessary,
for
easements
or
for
right-of-way.
For
the
project.
A
A
Workshops
with
the
county
and
the
public
on
on
the
do-wop
drainage
District
does
this
includes
that
whole
area
part.
C
Of
that
area,
it's
a
portion
of
it
Mr
chairman
the
the
city,
has
funded
with
some
cost
matching
from
the
county.
The
design
of
areas,
one
through
four,
which
are
mostly
the
downstream
areas
around
the
the
mall,
basically,
okay,
we've
also
funded
the
city-
has
funded
construction
of
of
improvement
projects
in
that
area.
This
would
be
then
looking
for
the
Upstream
project
areas,
as
you
continue
basically
East
in
the
Basin
looking
for
the
core
to
start
working
on
potentially
some
of
those
Upstream
projects.
C
A
C
Don't
score
as
well
on
traditional
economic
cost
benefit,
but
that's
actually
what
the
cap
pilot
program
is
meant
to
do.
Is
it
eliminates
cost
benefit
ratios
from
the
calculations,
because
the
core
has
realized
that
in
a
traditional
cost
benefit
ratio,
you
almost
never
serve
a
disadvantaged
community
because,
generally
the
personal
scores
high
in
value.
G
And
as
we've
learned,
if
you
help
with
the
Upstream
drainage,
it
It
ultimately
helps
to
Downstream.
G
A
C
Here
is
the
the
map
of
the
Basin
coming
up
now.
E
C
City
has
been
working
in
these
projects
areas,
one
through
four
here,
I'm
working
with
the
property
owners.
First
Amusement
acquisition
we're
through
most
of
our
design
work
other
than
finalizing,
where
we'll
be
able
to
build
so
that
we
can
finalize
permanent
applications
and
do
permits.
What
we're
looking
at
here
is
that
basically
there's
a
primary
drainage
channel
that
kind
of
comes
roughly
through
this
section
of
the
Basin
kind
of
right
through
areas.
C
A
C
A
A
All
right,
listen,
I,
think
this
is
an
awesome
idea.
Is
this
something
the
county
can
because
obviously
this
is
City
and
County
area,
so
they
need
to
join
in
with
this
application.
Also,
so.
C
The
county
staff
has
written
a
letter
of
support,
based
on
the
ongoing
cooperation
between
our
two
entities
in
the
DuPont
wapu
watersheds
that
will
get
submitted
with
our
permanent
or
our
application.
If
it's
approved
by
Council
to
the
Army
Corps
of
Engineers,
showing
that
the
county
is
a
supporter
of
the
city
applying
for
the
project
and
will
continue
to
Advocate
and
support
the
project
from
their
staff
level
as
well.
Yeah.
A
D
Thank
you,
Mr
chairman.
Once
we
get
the
application
over
the
other
side
of
the
net.
Are
there
things
we
can
do
with
you
know
the
Congressional
Delegation
or
anybody
at
a
higher
pay
grade
than
us
on
this
call
to
make
sure
that
all
the
right
people
know
about
this
and
it
gets
a
little
bit
of
visibility.
Is
there?
Is
there
a
time
and
place
for
that.
C
So
it
is
expected
to
be
extremely
competitive
because
it
doesn't
have
that
cost
benefit
ratio.
It
opens
up
the
potential
for
a
lot
of
neighborhoods
that
would
normally
not
be
eligible
for
major
grants
to
be
looking
for
projects.
So
we've
we've
been
in
discussion
with
our
local
core
office
and
the
mayor
and
has
been
in
discussion
with
his
staff
with
the
Congressional
staffs.
A
Yeah
big
question
very
good
question:
councilmember
I.
C
There
is
so
this
is
a
a
pretty
quick
burn
project
for
the
core.
They
expect
to
announce
Awards
within
a
two
or
three
months
of
application.
Applications
are
due
this
month.
The
information
about
the
project
program
only
really
came
out
a
few
months
ago,
so
they've
been
trying
to
move
it
very
quickly
under
that
order.
C
Bill
I
suspect
that
they'll
want
to
spend
it
out
within
the
next
three
or
four
years,
most
likely
again,
it's
a
this
one's
a
little
bit
different
and
it's
a
core
lead
project
rather
than
a
city-led
project,
is
most
of
the
core
work
the
stormwater
department
has
done
before,
as
but
yes,
they're.
Looking
for
a
pretty
quick
turn
on
the
project,
work.
E
C
G
E
And
just
one
more
quick
follow-up
by
me,
Mr
chairman:
do
you
have
your
mark
and
your
on
your
wish
list
where
this
money
is
going
to
be
used
for
within
this
area?.
C
It
would
be
on
that
kind
of
that
major
open,
ditch
that
runs
through
that.
We
kind
of
call
the
Sanders
Canal
that
runs
through
this
section
of
DuPont
wapu,
so
the
city
would
still
have
to
come
back
in
and
do
some
of
the
pipe
improvements
and
neighborhood
improvements
to
get
water
into
that
major
conveyance.
To
really
improve
the
drainage,
but
basically
it'd
be
like
opening
up
the
artery
to
get
the
water
out.
C
C
So
I
I
don't
know
if
it
would
use
all
of
the
money
or
not.
It
very
much
depends
on
the
approach
that
the
the
core
is
allowed
to
do
like
Culvert
improvements
under
roads
with
the
money.
Even
though
it's
limited
to
like
an
open,
Channel
stream
approach,
so
there
there
could
be
additional
funding,
but
they're
only
authorized
to
use
it
on
those
open,
Channel
components,
so
it
may
be
that
it
just
doesn't
consume
all
of
the
money
that
is
theoretically
available
in
a
Grant
application.
C
E
Well,
it's
still
good
it's
going
to
create
a
huge
benefit
for
the
that
Community
I
mean
it's
just
yeah
I'm
glad
you
were
able
to
identify
that
Matt
and
let's,
let's
grab
it,
let's
get
a
hold
of
it.
A
C
Can't
misdetermine
that
that's
something
we
can
do,
we
can
go
back
to
that
and.
C
So
this
is,
this
is
a
MTD
which
is
a
mechanical
treatment
device,
basically
like
a
Vortex
box
type
separator
or
you
build
a
large
concrete
structure
and
treat
treat
water.
This
is
built
as
part
of
the
Floyd
Drive
Apartment
project
on
Floyd
Drive
extension,
but
the
MTD
is
only
allowed
to
treat
the
water
that
comes
from
the
public
road.
That's
why
it's
being
allowed
to
be
constructed
in
the
public
roadway,
so
they
had
to
build.
C
They
had
to
build
a
road
and
then
they
are
allowed
to
put
in
this
MTD
in
the
roadway.
In
order
to
do
the
treatment
for
that
water
from
the
public
road,
they
have
separate
devices
in
place
for
their
system,
and
then
there
is
a
a
cpmsf
which
is
our
restrictive
covenants,
where
basically,
the
Property
Owners
Association
for
that
apartment
system
has
to
continue
to
maintain
this
MTD.
Do
the
vac
truck
maintenance
on
it
and
any
repairs
it
needs
in
addition
to
it,
treating
the
water
for
the
road.
C
E
A
Any
more
discussion,
all
in
favor
would
you
please
say:
aye
Indian
post.
Thank
you.
H2
Concord,
Street,
Pump
Station
upset
Mr
Felton.
C
Yeah,
thank
you.
Mr
chairman.
This
is
recommended
approval
for
the
the
negotiated
guaranteed
maximum
price,
the
GMP
for
the
Concord
Street
pump
station
upfit,
so
we
previously
have
contracted
with
Ruby
Collins
on
this
project
is
the
contractor.
The
CMR
in
the
situation,
contract
manager
at
risk
instruction
manager
risk
for
pre-construction
services,
which
is
where
they
participate
in
the
final
design
of
the
station.
With
our
engineer,
they
we
then
contracted
for
a
a
early
release
package
of
ordering
long
lead
time,
equipment
for
the
pumps
and
the
mechanical
and
electrical
devices.
C
This
is
now
the
final
amount
for
the
guaranteed
maximum
price,
which
is
an
increase
to
the
existing
contract.
They
had
just
those
two
Services
I
mentioned
the
design
work,
some
of
the
design
work
and
then
the
early
procurement
of
pumps
and
electrical
increases
that
by
just
over
5.8
million
dollars
to
get
to
the
GMP,
which
is
actually
slightly
below
a
couple
hundred
thousand
dollars
below
the
original
estimates
for
the
GMP
for
the
project.
When
we
started
this
process,
that's
been
a
good
work
through
with
Ruby
Collins.
So
far.
C
This
project
will
also
establish
our
our
construction
budget,
which
allows
modifications
to
budget
up
to
100
000
per
our
typical
language
at
staff
level
through
the
cattle
project
Review
Committee,
and
then
that
identifies
the
funding
sources
for
the
project,
which
are
the
drainage
fund,
local
option.
Permit
funds
and
Hospitality
fund
happy
to
take
any
questions
on
this.
One.
C
We
could
Mr
chairman
this
is
a
separate
contract
with
our
Professional
Services
firm
to
do
the
construction
engineering
inspection,
basically
the
CEI
Services
during
construction
on
the
project,
but
that's
with
with
black
and
Veach.
This
will
be
an
additional
fee
of
just
over
1.2
million
dollars
to
handle
those
services
for
the
next
couple
of
years.
E
A
Aye,
any
of
those
eyeshadow
great
Mr,
Smith
chairman.
G
If,
if
y'all
don't
know,
but
the
chairman
probably
knows,
but
it
is
a
drainage
basin,
all
from
the
I
am
to
to
Calhoun
Street
all
the
way
to
meeting
and
then
all
the
way
up
to
Mary
Street
and
a
little
beyond
that,
and
it
also
covers
the
Market
Street
area.
So
I
forgot
what
the
figure
number
was.
G
It
was
substantial
number
when
we
were
talking
about
the
the
amount
of
water
it
evacuated
during
Hurricane,
Matthew
and
hurricane
Irma,
but
it
it's
been
doing
so
on
an
ongoing
basis
for
for
25
years
is
certainly
not
an
amount
of
money
that
we'd
really
budgeted
for
a
few
years
ago,
but
we
we
got
to
maintain
yeah.
That
shows
the
whole
basis.
G
This
pump
handles
and
an
example
I
like
to
share
with
people.
Is
you
see
that
top
picture
there
of
the
corner
of
Calhoun
and
East
Bay
Street
right
is,
and
sometimes
we
make
these
improvements,
and
you
know,
and
then,
after
a
little
while
it
doesn't
flood
anymore
and
people
forget
about
it.
G
That's
one
corner
where
it
just
a
kind
of
normal
Summer,
Afternoon
shower
you'd
have
a
foot
or
two
of
water
at
that
corner
and
of
course
it
hasn't
been
that
lap
way
for
25
years
now
and
this
this
is
just
money
well
spent
to
keep
keep
that
pump
station.
The
Workhorse
that
it's
been
serving
for
the
last
25
years.
E
I
was
just
going
to
Echo,
but
you
know
we
remember
this
area
and
the
Market
Street
area,
and
particularly
that
water
came
at
4
30
in
the
afternoon
people
leaving
downtown
you
had
a
snake
around
and
figure
out
a
way
home
out
of
this
area
and
I.
Remember
the
the
wrong
Administration
this
project
being
undertaken
and
the
did
it
just
created
such
a
immediate
relief.
E
Well,
particularly
those
two
more
visible
areas
of
Market
and
Calhoun
East
Bay
Street,
so
it's
a
it
is,
it
has
earned
its
keep
and
whatever
we
need
to
do
to
keep
it
operating
that
full
function.
We
need
to
do.
A
I
I
couldn't
agree
more
Mr,
Mayor
you're
100
right
on
that.
A
lot
of
people
forget
how
meeting
in
Calhoun
I
mean
you
couldn't
get
to
them.
On
those
downpours,
I
mean
that's
right.
You
see
the
top
picture,
at
least
that
and
go
slow
and
maybe
get
get
through.
A
But
when
you
get,
if
you're
coming
from
a
meeting,
if
you're
on
a
meeting-
and
you
got
the
Calhoun,
you
had
to
find
another
way
and
it
went
all
the
way
up
beyond
the
museum
remember
across
from
the
visited
Reception
Center
and
the
museum
all.
D
A
C
C
The
Market
Street
tunnel
work,
the
original
Calhoun
East
tunnel
work
the
pump
station
itself.
It
is
one
of
the
highest
expenditures
of
of
City
funds
as
well
of
Greenwich
investment
in
the
city.
A
But
it
definitely
worked
all
right,
so
we
already
have
motion
on
this.
Remind
me,
Madam
clerk
is
the
motion
on
the
floor.
In
this
we
did
I.
F
G
F
A
C
Item
four
is
recommended
approval
of
a
Dominion
OIP
agreement.
Those
are
the
other
work
in
progress
agreements
of
dominion
where
basically,
they
need
to
put
a
utility
duck
Bank
under
one
of
our
arches.
In
order
to
do
that,
we
need
to
stabilize
the
arch
in
that
location,
which
is
cleaning
and
lining
it
like.
We
have
in
many
other
areas,
because
this
is
out
of
sequence.
C
For
us,
we
typically
ask
for
a
50
50
cost
share
which
Dominion
has
agreed
to
so
this
is
them
contributing
32
and
a
half
up
to
thirty
two
and
a
half
thousand
dollars
for
a
50
cost
match
with
the
city
expected
to
contribute
approximately
thirty
two
and
a
half
thousand
dollars
to
stabilize
and
clean
a
section
of
brick
Arch
at
the
intersection
of
East,
Bay
and
Cumberland,
which
will
also
support
Dominion
efforts
to
underground
power
in
that
area.
A
E
A
A
Meeting
because
they
were
very
good,
we.
A
Conversation
pro
and
con
about
whether
to
put
a
referendum
on
about
the
perimeter
wall.
This
is
an
effort
to
help
provide
information
to
all
areas
of
City
by
having
a
little
bit
more
representation.
A
A
Day
whenever
this
is
voted
upon,
it's
going
to
take
an
all-out,
City
effort
to
get
this
done
and.
A
Is
just
powerful,
so
that's
the
recommendation
for
discussion,
I'll,
step
back
and
listen
to
input.
D
E
G
Well,
thank
you
Mr
chairman
and
I'm,
all
in
favor
of
increasing
representation,
I,
think
and
I'm
looking
forward
tomorrow
evening.
We'll
have
a
presentation
from
Dale
Morris
about
this
project,
giving
us
all
an
update
on
it
and
I
think
we
all
recognize
we
can.
We
can
continue
to
do
a
better
job
to
spread
the
word
about
it
and
having
good
representation
on
this
advisory
committee
can
be
a
part
of
that.
I
would
ask
just
a
clarification
or
question.
G
Maybe
how
because
some
of
the
existing
members
do
in
fact
live
in
various
parts
of
the
city.
I
know
Kevin
Mills
lives
on
Daniel,
Island
and
I.
Think
Andrew
wonderly
lives
on
James
Island,
so
you
know,
and
and
one
or
two
of
the
members
live
West
Ashley
so
but
they
may
be
appointed
by
virtue
of
their
position
like
cash
and
relay
right.
It's
the
community
Charleston
Historic
Foundation,
but
she
happens
to
live
West
Ashley.
So
do
we
add
another
West
Ashley
person
just
before
that
Wes
actually
I.
A
Think
we
do
I
mean
we
got
70
000
people
with
that
yeah
again
having
a
regional
aspect.
Enhanced
doesn't
hurt
any
section
in
the
city,
I,
don't
think.
G
So
so
that
was
one
consideration.
Another
is
just
advise
everyone
that,
given
some
of
these
folks
kind
of
specialty
like
the
Rosemount
rep,
actually
lives
in
North
Charleston,
but
Mr
Maybank
Herbert
Maybank
was
the
logical
person
to
represent
them
and
he's.
G
Yeah,
so
you
don't
have
to
live
in
the
city
on
this
one
and
then,
if
we're
going
to
make
a
modification
to
it,
even
though
I
hadn't
heard
it's
a
problem
for
for
any
members,
but
I'd
just
like
to
kind
of
incorporate
it
on
all
our
committee's
advisory
committees,
going
forward
that,
if
you
know
at
some
level,
if
they
don't
participate
or
show
up
to
a
certain
degree
that
we,
you
know
be
able
to
replace
them
without
it.
A
A
International
African-American,
Museum,
executive
committee,
Believe,
It
or
Not
meets
at
the
exact
same
time,
so
I
got
to
get
a
scheduling
piece
on
that
figured
out,
so
we
can
get
them
separated.
So
I
can
increase
my
attention,
but
what
the
impending
opening
of
the
I
am
believe
me
being
on
on
that
executive
committee.
To
get
that
thing,
ramped
up
and
open
was.
D
A
Anyway,
I
didn't
mean
to
cut
you
off
Mr
Man.
A
You
I
think
it
was
a
great
point:
I
agree
with
all
them:
I'll
go
to
council
membership
and
then
council,
member
Bowden.
You
took
your
hand
down,
but
you
still
have
a
question.
I'll
come
back
to
you
after
council
member
gee,
okay,
great.
E
Thank
you,
Mr,
chairman
and
I
think
this
is
a
wonderful
idea,
because
you
and
I
you
know
I
suspect
councilman
may
have
the
same
kind
of
issues
if
folks
are
not
informed
of
what's
going
on
outside
of
West
Ashley
was
taking
place
on
the
peninsula,
and
I
I
saw
this
firsthand
on
a
number
of
my
constituent
meetings.
So
having
somebody
who
was
a
who
sits
in
West
Ashley
on
on
this
advisory
committee
does
make
a
huge
impact
in
a
huge
difference.
E
So
I
think
some
of
the
details
may
be
need
to
be
worked
out
on
how
we
proportion
this
representation.
We've
got,
as
you
mentioned,
or
almost
half
of
the
City's
population
lives
in
West
Ashley.
E
That
needs
to
be
reflective
in
this
composition
and
it
doesn't
matter
if
someone's
sitting
on
this
committee
now
and
based
upon
their
position
with
a
government
agency
or
a
non-profit
agency
that
does
that
should
not
count
towards
the
geographic
location
of
a
citizen
being
on
involved
in
that
so
I
like
this
idea.
A
lot
I
think
it's
going
to
help,
get
our
community
more
engaged
and
involved
in
this
process,
and
that's
something
we
just
need
to
be
doing
along
these
lines.
E
So
but
let's
work
out,
perhaps
the
the
details
of
this
a
little
bit
more
on
how
this
representation
is
going
to
be
portioned.
A
Out
great
to
me,
councilman
Bowden.
C
I
had
the
same
question
that
the
that
the
mayor
did
so
I'm
good,
but
I'm
I'm
totally
in
support
of
this
I.
Don't
remember:
Phil.
D
D
A
couple
meetings
ago
when
we
talked
about
the
referendum,
this
absolutely
needs
to
be
a
project
that
has
an
all-in
approach
across
the
board
and
anything
we
can
do
to
work
towards
that
goal
is,
is
time
and
energy
well
spent.
So
I
think
this
is
a
great
way
of
doing
that.
Yeah.
A
I
appreciate
all
your
input.
Let
me
say
this:
everybody
that
serves
on
that
committee.
The
current
committee
has
done
not
good
work,
excellent,
it's
just
that
I
thought
it'd
be
great
for
more
people
to
know
what
they
know
and
be
representative
of
the
the
the
major
areas
of
the
city.
So
from
a
regional
standpoint,
so
again,
I
appreciate
your
input.
A
B
Numbers
I
I
just
had
I,
wanted
to
just
give
you
guys
a
quick
update
on
the
Bear
Circle
bridge.
When
you
finish,
this
is
all
okay.
A
Well,
that's
all
I
had
on
that.
It
was
just
a
discussion
to
carry
forward
the
council,
so
I've
got
one
item
at
the
end
of
the
meeting
to
bring
but
Mr
Brown.
Why
don't
you
share
with
you?
Thank.
B
You
Mr
chair
I,
just
want
to
happily
report
that
just
got
an
email
from
Greg
Tuttle
with
cape
Romaine
demolition
will
start
tomorrow
on
the
bridge
guard
rails
and
Timbers.
The
crane
will
start
to
be
assembled
on
Thursday
and
Friday
of
this
week
and
start
removing
slabs
next
week.
So
April
main
is
ready
to
get
there
and
get
that
job
finished
in
a
quick
manner
for
us
and
we'll
keep
you
guys
surprised
into
the
progress
of
that
job
as
we're
going.
E
E
Wasn't
the
city
who's
crew
doing
that
it
was
a
state
who
finally
punted
up
and
if
any
of
us
who
had
walked
ran
took
a
bicycle
along
Old,
Town
Road,
particularly
right
in
front
of
the
fire
station
there.
E
The
the
sidewalks
were
beaten
out,
chewed
up
in
terrible
condition
and
I
just
have
to
give
a
tip
to
the
state
for
finally,
stepping
up
and
taking
care
of
some
much
needed
repair
on
on
the
sidewalk
I
gave
all
the
credit
to
Tom,
but
he
immediately
deferred
it
to
the
to
the
states.
I
just
want
to
tell
him
thank
you,
and
we
still
need
a
little
bit
of
cleanup
work
out
there.
Tom
I,
just
drove
by
the
other
day.
B
A
A
Everything
really
send
them
a
collective.
Thank
you.
Councilman
seriously,
I
see
Miss
cookham.
This
cook.
F
F
A
You
all
right,
that's
all
right!
Thank
you
for
keeping
us
on
Facebook
I
have
one
other
piece
of
old
business
that
I'd
like
to
bring
and
I
sent
it
to
Mr
fountain
at
a
talk
about
the
11th
hour,
but
I
sent
it
to
him
at
the
11
000
person
property
with
Neil
pastel
over
there
in
your
area,
councilman
she
ate
I
sent
you
a
couple
of
pictures
of.
Are
you
familiar
with
some
of
the
sinkhole
and
whatnot
that
was
repaired
over
there
Mr
Fountain
recently.
C
A
number
of
questions
from
the
residents
in
that
area
relating
to
different
storm
water
issues,
uh-huh.
B
B
Week
that
was
investigated,
I
think
councilman
Shady.
They
still
gave
it
to
us
turned
out
that
was
CWS
and
we
turned
that
over
there,
some
of
Matt's
fine
maintenance
people
over
there,
checking
it
and
with
CWS,
and
it
was
turned
over
to
CWS
for
their
repair.
A
Councilman
said:
I
see
your
hand
up
I
know.
You
know
something
about
this.
E
One
yeah
Neil,
Postell
and
Matt
and
I
I
think
have
had
a
couple
conversations
about
this,
but
there
is
a
lake
behind
her
house.
Yeah.
E
And
there
was
I
think
Matt,
you
Allison
a
crew
over
there
recently
to
look
at
her
wall
That's
collapsing
into
the
lake
because
of
some
drainage
issues
over
there,
and
then
there
was
some
green
looking
fungi
or
algae
that
was
popping
up
in
there
as
well.
So
I
did
I,
don't
know
if
you
had
followed
up
on
that
or
I
I
believe
somebody
from
your
department
went
over
there
to
look
at
it
and
check
that
out.
I,
don't
know
if
there's
any
more
follow-up
with
that,
but
she's.
E
That's
part
of
that
area
that
when
Charlestown
Landing
was
created
in
1970,
they
damned
up
this
drainage
area
and
created
this
little
Lake
in
Charleston
Estates,
and
so
this
has
just
not
been
I,
don't
think
probably
I'd
dated
or
maintained.
So
might
you
familiar
with
what
I'm
talking
about.
C
You're
exactly
right,
Mr
Matt
I
can
show
a
picture
if
you'd
like
to
see
it.
Basically,
this
area
here,
as
you
mentioned,
coming
off
Old
Town,
Road,
Charleston
Landing.
A
C
C
This
sort
of
storm
water,
Pond
Lake
here,
which
has
some
connections
till
to
the
tide
through
the
pipes
and
then
there
are
a
few
Road
drains
that
still
drain
back
into
that
storm
water
system
likely
from
before
the
road
was
ever
built
and
originally
drained
into
that
Creek
I
think
some
of
the
residents
have
complained
about
some
potential
erosion
from
some
of
the
hurricanes
and
other
events
that
have
occurred
in
the
area.
C
It
is
a
little
bit
challenging
that
the
outfall
pipe
in
the
area
has
an
easement
on
it,
but
that
really
is
the
only
easement
that
we
have.
The
lake
is
not
in
a
so
it
wasn't
built
as
a
storm
water,
Pond
or
facility-
there's
not
an
easement
on
it,
so
we're
a
little
more
restricted
on
what
we
can
do
it
up
a
staff
level.
C
So
I
think
we
have
put
Miss
pastel
in
contact
with
our
legal
department
to
see
if
there's
any
options
she
can
take
for
repair
or
other
situations,
and
we
have,
of
course
this
comes
from
where
he
mentioned,
and
councilman
shade
and
Mr
Brian
mentioned.
Both
us
and
CWS
have
been
out
looking
at
some
other
issues
and
Fulton
Place
and
in
some
of
the
other
areas
for
sinkholes
potholes,
any
other
issues
that
result.
A
C
That
was
the
main
complaint
from
the
resident
is
that
during
a
previous
hurricane
event,
I
think
it
was
Hurricane
Ian
but
might
have
been
a
different
event.
I'll
double
check
enough
water
came
through
the
yard
that
she
felt
that
it
had
caused
damage
to
her
patio
in
the
rear
of
the
property.
So
that's
I
think
that's
where
we
had
put
her
in
contact
with
the
legal
department
from
the
torque
claim
perspective
to
see
if
there
was
anything
that
was
eligible
and
I
certainly
don't
want
to
put
yeah.
C
Where
she's
necessarily
talking
about
legal
liabilities
and
Open
Session,
but
there's
there's
challenges,
obviously
with
hurricane
events,
and
when
we
have
these
people,
when
we
don't
have
easement
for
what
the
city
can
compensate
for.
A
Going
on
and
thank
you
Miss
Copeland
for
you're,
not
of
approval.
