Description
City of Charleston Committee on Real Estate 8/17/2020
A
E
B
F
Yeah,
when
people
throw
lawyer
jokes
my
way,
I
always
say
imagine
how
I
feel
I
have
to
deal
with
these
people
every
day.
D
B
D
Like
kinka
jews
and
sloths
and
anteaters,
and
that
were
brought
in
illegally,
they
don't
have
any
record
of
them
having
permits
from
the
usda
and
they
charge
50
bucks
a
group
to
go
to
their
backyard
and
watch
the
animals
in
cages.
In
the
marsh.
D
F
B
B
B
B
E
B
B
So
all
right,
I
see
it's
at
2
34,
so
let's
go
ahead
and
get
cranked
up:
councilmember
jackson,
you're
on
the
first
item
for
an
invocation
or
a
moment
of
silence.
Whatever
is
your
your
preference.
D
Yes,
let's
pray
at
the
start
of
a
busy
week,
lord,
where
I
believe
just
about
everybody
that
is
commissioned
to
serve
your
community
here
in
the
city
of
charleston
meeting
in
a
variety
of
settings
and
places
and
agenda.
I
just
pray
for
your
wisdom
in
each
occasion,
lord.
D
B
You
ma'am,
thank
you
very
much.
We
have
minutes.
B
A
C
Is
this
is
a.
G
H
C
That
is
that's
in
relation
to
the
daniel
island
rec
center.
B
C
D
B
B
All
right
all
those
idiots
further
discussion,
all
those
in
favor
say
aye
all
right.
Any
opposed,
yea
he's
havoc
item
number
b,
and
this
is
very
controversial.
Apparently
a
clock
at
the
municipal
golf
course
crosby.
Are
you
going
to
invite
us
on
this
one?
G
This
is
a
clock,
that's
being
donated
by
the
friends
of
the
muni
to
the
city
of
charleston,
and
it
is
a
clock
that
the
nearest
one
locally
would
be
in
front
of
ben
silver
on
king
street.
I
believe
it
is
right.
It's
just
it's
a
very
nice
looking
kind
of
timepiece
that
is
used
in
many
public
settings
around
the
country.
B
G
E
B
B
Okay,
is
there
a
second
on
the
annexations,
a
second
all
right,
any
further
discussion,
all
those
in
favor
say
I
in
the
opposition
cnn,
the
eyes
have
it
unanimously
before
I
think
we're
going
to
go
into
an
executive
session.
Is
that
right,
one
of
our
lawyers
on
the
yes,
that's.
A
B
All
right
before
we
do
that,
I
miss
cook
and
I
had
a
miscommunication
on
two
items.
B
I
wanted
to
add
to
our
agenda,
and
one
was
this
sort
of
goes
back
to
what
councilmember,
waring
and
sacramento,
and
I
have
been
dealing
with
on
ghost
island,
but
a
discussion
about
an
archaeology
ordinance,
and
I
know
I've
talked
to
mr
medina
about
that,
but
I
would
like
to
go
ahead
and
bring
that
back
up
at
some
point
for
a
full
discussion
and
we
could
do
it
on
our
next
real
estate
committee
meeting
and
have
some
discussion
about
that.
B
I
know:
cost
is
going
to
be
a
huge
issue
with
that,
but
I'd
like
to
for
us
to
explore
some
options
on
on
that
with
what
we
can
do.
The
city
is
old
as
charleston
we
celebrate
we're
commemorating
our
350th
anniversary
and
we
don't
have
an
archaeology
ordinance
to
me.
It
just
seems
like
we're
just
missing
the
boat
on
this.
I
don't
know
how
to
explain
it
to
you,
but
it
just.
B
I
don't
know
how
we
have
gone
through
this
much
without
having
some
kind
of
archaeology
checklist
at
the
very
least,
to
make
sure,
as
we
are
approving
development
and
yeah
I'll
save
my
my
sermon
for
later.
But
I
would
like
to
bring
that
back
up
and
I'll
ask
the
legal
department
if
they
could
give
us
some
time
on
that
at
our
next
real
estate.
Meeting.
Yes
ma'am,
ms
jackson,.
D
Thank
you.
I
I
really
appreciate
you
initiating
that
as
a
serious
matter
that
we
will
take
up.
Mr
chairman,
I
I
think
it's
the
only
time
that
I
know
of
where
the
city
of
alexandria
virginia
is
is
leading
the
pack
over
charleston
in
in
protecting
its
historicity.
D
B
I
I
think,
that's
just
something
we
will
have
to
discuss.
I
mean
I
think
that
that's
something
we
need
to
describe
on
the
parameters
number
one.
Should
we
do
it
number
two?
What's
the
jurisdiction
it's
going
to
entail,
I
don't
know
I
just
seen
that
we've
got
you
know
we
have
uncovered
graves
around
this
community,
our
prior
counseling.
B
You
were
involved
in
this
council
member
wearing
yeah
you're
right
during
the
yard
reconstruction
project
and
we
had
to
halt
construction
because
of
graves
that
we
were
finding
and
had
to
locate
and
find
out
the
history
of
those
things,
the
citadel
they
did
an
expansion
program
at
at
the
johnson
higgins
stadium.
They
came
across.
H
A
H
E
I
just
wanted
to
add
that
we've
actually
have
tried
to
bring
this
forward
the
last
few
few
years
and
it
really,
I
think,
there's
good
consensus
to
do
it.
It's
just
a
matter
of
the
budget.
E
This
this
matter
might
be
a
better
position
to
move
forward
in
the
ad
hoc
budget
committed
in
real
estate,
because
if
you,
if
you
model
alexandria's
ordinance
which
which
we
have
done
right
after
I
got
elected,
I
met
the
mayor
of
alexandria
and
unfortunately
she
only
served
one
term
but
a
remarkable
lady
and
she
shared
their
ordinance
with
me
and,
in
essence,
we'd
have
to
hire
our
own
archaeologist
to
do
their
just
like
we
have
a
city
architect,
we'd
have
a
city
of
archaeologists
to
really
manage
the
kind
of
program
that
they
have,
but
I
do
want
to
add
that
you
know
there's
a
platform
for
some
investigation
to
occur
under
certain
parameters
through
the
state,
historic
preservation
office
of
certain
size.
E
I
don't
have
this
one
on
the
agenda,
so
I
didn't,
you
know,
go
back
and
look,
but
there
are
certain
parameters
under
which
the
development
does
have
to
do.
Archaeolog,
archaeology,
archaeological
studies.
Sorry
about
that,
I
would
like
to
do
more.
I
support
it.
We
just
would
have
to
would
have
to
fund
it
thanks.
B
Yeah,
so,
let's
just
see
what's
out
there,
we've
talked
about
the
other
states
and
the
cities
having
one
of
these
things.
Let's,
if
I
get
the
legal
department
sort
of
give
us
some
ideas
of
what
kind
of
parameters
we
would
have
in
our
jurisdiction
and
let's
kick
it
around
a
little
bit
and
it's
certainly
you
right.
It's
not
the
in-depth
academic
budget
ad
hoc
committee.
At
some
point
we
have.
B
Already
drafted,
I
know
we
do
not
understand
it,
but
let's,
let's
see
what
we've
got
and
kick
around
some
more
next
meeting.
Yes,
yes,
ma'am.
D
I
was
just
gonna,
you
know
jump
off
from
what
the
mayor,
just
you
know,
wisely
said
about
the
financing
of
such
a
position.
I
think
I
understand
that
there
are
ways
that
you
could.
We
could
make
it
into
sort
of
a
hybrid
so
that
we
wouldn't
you
know,
need
to
have
a
full-time
member
of
our
own
staff,
but
we
could
be
providing
authority
to
experts
that
would
serve
at
the
pleasure
of
the
city.
B
Next
next
real
estate
committee
meeting,
the
other
issue
that
I
wanted
to
bring
out
in
the
post
and
curry
did
a
a
very
admirable
job
with
this
article
about
these
donut
holes-
and
I
had
been
talking
with
the
planning
department
about
this
for
several
years
and
trying
to
figure
out
ways
of
how
to
approach
these
because
there's
several
neighborhoods
in
my
district
that
are
half
in
half
out
and
some
of
those
touch.
Councilmember
wearings
encounter
most
cyclists
district.
Like
the
maryvaleville
area.
B
It's
it's
usually
walking
through
landmines
to
try
to
figure
out,
which
is
what
city
or
what
property
is
in
our
city,
jurisdiction
or
not.
So
I
wanted
to
have
a
general
discussion
about
that
as
well.
So
I've
asked
people
to
get
planning
folks
who
appear
at
our
next
real
estate
and
see
what
we
can
do
on
don't
hurt,
do
not
hold
annexations
councilman
waring.
Did
you
wanna.
H
I
agree
with
you
wholeheartedly
on
that
it
was
a
very
good
article
on
it.
I'm
really
glad
that
they
aiming
it
at
the
you
know
the
general
assembly
state
law
on
that
one
because
where
the
city
had
done
it
in
the
past,
we
all
know
ernest
andrade.
But
you
know,
mr
mayor,
you
remember.
Ernest
andrade
was
the
annexation
officer
for
the
city
and
he
was
very
aggressive
frankly
and
getting
many
of
the
areas
west
ashley
and
james
allen,
keen
hawaii
peninsula
and
all
of
that
into
the
city
of
charleston.
H
So
we
kind
of
backed
off
on
that
over
the
years.
But
as
we
go
about
revitalizing
west
west
of
the
ashley
and
when
I
say
revitalize
in
west
ashley,
it's
really
areas
west
of
the
peninsula
as
well,
because
we,
you
know,
we
got
rethink
folly,
road
and
all
of
that
on
james
island.
So
that's
classic
comprehensive
effort
and
this
donut
holes
man.
It's
if
you
look
at
many
of
the
blighted
areas.
West.
Actually
many
are
not
in
the
city,
it's
in
the
psd
frankly
or
an
unincorporated
area.
H
We
need
to
have
a
strategy
of
the
city
and
certainly
encourage
the
state,
and
if
we
can
help
endorse
what
they're
going
to
do
in
the
state
level.
Count
me
in
on
that.
B
So,
madam
clark,
if
you
would
just
make
sure
that
we
send
out
a
invite
to
mr
lindsay
from
the
planning
department,
I
think
they
need
to
be
involved
along
with
our
legal
department
as
well
on
this
discussion
for
next
next
meeting.
