new
year
on

that
over

will

call
this
meeting
to
order
the
January
3rd
2023
traffic
and
transportation
committee
to
order-
and
let
me
see
if
councilmember
Parker
but
I
don't
see
on
here.

I
would
like
to
just
take
this
opportunity
to
offer
prayers
to
the
family
of
Damar
Hamlin.
If
you
watch
Monday
Night
Football
last
night,
you
know
there
was
a
just
terrible
event
at
the
Monday
Night
Football
game
where
he
had
to
be
taken
to
the
hospital.

So
obviously
my
wife's,
a
Die
Hard
Buffalo
Bills
fan,
so
our
thoughts
and
prayers
are
with
their
family
as
well.
So
that
being
said,
I
want
to
move
on
to
item
three
of
the
agenda,
which
is
The
Pedestrian
safety
on
the
upper
peninsula
and
ask
councilmember
Jason
sakron
to
kick
that
off.

a

New,
Year's
and
Christmas
holiday.

I
appreciate
you
all
taking
the
time
kind
of
want
to
just
want
to
give
you
all
a
quick
overview
of
of
the
agenda
item.
I
know,
Mr
Somerville
was
was
available,
Mr
Mathis
were
were
there
at
this
meeting,
but
October
24th
I
hosted
a
community
meeting
downtown
several
folks
from
city.
Were
there
Sheriff's,
Office
scdot
as
well
as
Charleston,
moose,
Senator,
kimson
and
representative
Gilliard
were
both
in
attendance
and
about
40
downtown
residents.

The
purpose
of
that
meeting
was
really
to
draw
attention
to
some
of
the
ongoing
issues
that
I've
been
experiencing
as
a
council
member
since
I
was
elected
and
hearing
about,
particularly
on
that
Rutledge
of
and
King
Street
Corridor
several
intersections,
but
the
four
intersections
that
we
really
focused
on
during
this
meeting
were
Rutledge
and
Simmons
Rutledge
and
Moultrie
King
and
Moultrie
and
King
and
Grove,
and
these
are
the
intersections
we
focused
on
mainly
because
of
of
the
volume
of
traffic
as
well
as
that.

There
are
four
different
schools
really
within
a
couple
blocks,
with
all
four
of
those
intersections
based
on
those
conversations
at
that
meeting
with
with
representative
Gilliard
and
senator
timson,
it
seemed
that
there
was
some
political
will
on
their
part
to
be
engaged
and
help
advocate
for
some
of
the
changes
that
I
will
outline
today.
Very
briefly,
a
couple
couple
things
before
I
make
those
recommendations
and
kind
of
gauge
the
standing
committee's
appetite
on
moving
forward.

This
part
of
the
Upper
Peninsula
has
has
experienced
heavy
traffic
volumes
during
the
morning
late
afternoon,
and
a
lot
of
that
is
just
natural
traffic
patterns,
but
some
of
that
is
the
increased
population
that
we've
seen
in
some
of
our
neighborhoods,
and
all
this
really
is,
is
juxtaposed
on
the
2018
Charleston
City
County
city-wide
plan
that
city
council
adopted
in
2018
I
just
want
to
read
you.
You
know
just
a
quick
paragraph
which
which
kicks
off
the
the
plan
that
was
adopted
in
2018.
in
preparation
for
the
continuous
influx
of
people
and
businesses.

The
three
recommendations
that
I
will
make
all
fit
and
align
with
the
transportation
plan
that
was
adopted
and
I
can
get
into
those
in
a
second
but
the
the
requests
that
we
want
to
make
are
bulb
outs
and
or
curb
extensions
at
all,
four
of
those
intersections,
which
should
include
a
rectangular
rapid,
flashing,
Beacon
and
again.
The
improvements
that
we
are
advocating
for
are
consistent
with
the
2018
plan
that
was
adopted.
So
we're
not
asking
for
anything
out
of
the
ordinary,
and
in
fact
you
know,
these
are
recommendations
that
were
embedded
in.

know
kind
of
formal
conversations
with
County
and
state
colleagues
kind
of
to
determine
you
know
where
we
can
find
some
some
funding
for
this
and
prioritize
this
folks
from
the
again
folks
from
South
South
Carolina
DOT
were
there
that
that
evening-
and
you
know
they
did
also
punt
a
little
bit
and
say
you
know-
we've
got
to
find
the
money
for
this,
but
Senator
kimson
particularly
was
interested
and
said
he
could
help.

You
know
Grease
the
wheels
or
to
speak
and
advocate
for
us,
but
it's
really
incumbent
upon
the
city
staff
to
reach
out
and
make
those
connections.
So
that's
one
of
my
requests
is:
is
for
City
staff
to
to
go
about
the
work
of
figuring
out
how
to
get
those
four
projects
funded.

it

to
see

they
had
any
preliminary
thoughts
about
the
proposals
that
are
that
are
kind
of
working,
their
way
up.

did
send
a
letter
to
the
DLT
informing
them
of
the
request
of
the
requests
to
improve
the
intersections
that
councilmember
mentioned
in
which
actually,
today,
I
got
a
letter
from

dot.
Basically
indicating
that
you
know,
we
need
to
request
through
the
CTC
as
well
as
TST,
submit
the
request
for
the
money
is
for
those
projects.

They
agreed
that
the
bull
vouts,
as
well
as
the
increased
division
triangles
at
the
intersections,
would
help
improve,
but
they
again
suggested
that
we
go
through
the
tstn
receipt,
see
request
route.

state,
reps
and
Senator
agree
to
give
us
a
letter
on
their
letterhead
requesting
Fame
and
all
like
that.
It's
good
to
have
those
other
letters
of
support
when
we
make
those
requests.

any
reason
why
they
wouldn't
and
I'm
happy
to
reach
out
unless,

that's

that
Somerville
can
do,
but
I'm
happy

interchanges
don't

the
expense
of
other
things

the
queue

needing
improvements

a
really
long
time
and
we've
been
sort
of
waiting
patiently.

a
wonderful
Christmas
and
New
Year,
where
it
looks
like
everybody's
safe
and
seems
to
be
safe
and
sound.
So
one
of
our
December
Council
meetings
I
circulated
a
series
of
photographs
of
a
bunch
of
18
wheelers,
including
a
photograph
of
a
pod,
a
portable,
on-demand
storage.

Whatever
you
call
it
unit
parked
right
on
sumar,
Street
and
and
I
know
that,
from
time
to
time
we
had
been
using
sumar
Street
for
a
variety
of
purposes.
It's
been
used
as
a
a
place
for
sand
sandbag
collection.
It
was
used
during
the
some
of
the
storms,
I,
say,
dumping
point
for
storm
debris,
removal
and
now
the
fire
departments
use
it
from
time
to
time
for
training
grounds
and
also
for
caught
up
uses
it
between
places
as
well
and
I.

Think
maybe
even
some
movie
production
company
was
out
there
doing
some
filming
at
one
point:
we've
had
solids
out
there
and
I
see
Lieutenant
King
is
is
on
this
as
well,
and
we
I
tried
with
him
about
this
problem
from
time
to
time.
There
have
been
no
trespassing
signs
out
there
and
then,
just
recently
I
noticed
we
put
out
bigger
signs
that
says
no
parking,
stopping
Etc
et
cetera
out
there.

In
spite
of
those
signs,
people
are
still
parking
at
consumer
Street
spot
now
over
the
weekend
and
I
checked
during
the
holiday
season.
I
had
not
see
any
out
there
in
the
last
two
weeks,
or
so
maybe
two
or
three
weeks
so
I
think
those
signs
I
maybe
had
an
impact
out
there
and
I'm
not
sure.

If
Lieutenant
King
can
Enlighten
us
whether
or
not
his
officers
were
not
there
patrolling
that
area
a
bit
more
rigorously,
but
that
has
that
has
seemed
to
have
and
some
impact
on
the
Sue
Marshall's
site.
But
it
goes
beyond
that
as
well.
It
goes
beyond
Mr
chairman,
just
as
soon
as
we
signed.
It
also
impacts
areas
right
across
the
street.

So,
like
everything
else,
you
push
somebody
off
one
Island
they
go
and
hop
onto
another
Island
and-
and
while
this
is
private
property
not
owned
by
the
city
and
not
on
any
particular
right
away,
we
still
have
these
big
18-wheelers
parking
on
what
I
would
call
abandoned
land
so
right
across
the
street,
from
our
property,
the
city's
property
on
Sue
Marshall
Street.

Was
it
all
Captain
D's
in
a
gas
station,
with
a
BP
gas
station
situated
over
there?
That
has
become
the
The
Parking
Spot
of
choice
now
so,
since
we
moved
it
from
one
side
to
the
other.
So
while
we
may
have
been
successful
with
the
new
size
being
posted
that
we've
got
them
off,
the
Sumo
Street
site,
then
down
over
at
the
lot
across
the
street.

The
South
Carolina
Department
of
Transportation
has
used
that
as
a
staging
area
for
some
of
their
heavy
equipment
for
I'm
not
sure
what
the
equipment
is
being
used
for,
but
it's
out
there
and
we've
complained
to
them
about
this
from
time
to
time,
and
they
continue
to
allow
that
Department
of
Transportation
equipment
to
be
placed
there
and
then
from
time
to
time.
Somebody's
eating,
yellow
rigs.
Are
there
as
well
now
I
know,
there's
a
different
ball
game
when
you
dealing
with
private
property
versus
City
yelling
property.
But
this.

it
really
is
just
looks
like
a
Dumping
Ground
for
West
Ashley
and
we've
got
to
address
somehow

don't
know
if
we
do
it
by
a
zoning
ordinance,
I'm,
not
sure.

there's
something

Is
there
something
we
need
to
do
with
our
livability
court
differently,
but
we've

put
it

large
Lots
turning

parking
garages
for

wheelers

heavy
equipment

solution

some
other

following

getting
these

big
old
heavy
equipment
off
of
our
neighborhoods.

this

quite
some

There
are
agreements
with
that
bowling
alley.

is
zoned

business.
They
are
allowed
to
have
the
equipment
there.

keep

have
been
dovetailing
with
the
police
department
and
even
traffic
and
transportation
monitoring
that
whole
entire
area

will
defer
to

not
sure

much

do
at

zoning

Commercial
activity
which
allows
those
types
of
vehicles
on
their
private
property.

don't
know
if
they're
entering

type
of
contractual
agreement
or
not,

certainly
defer
to
them
regarding
some
type
of
ordinance
other
than
what
is
on
the
books.

some
years

a
lot

discussion
about
tractor-trailer
trucks
parking
in
neighborhoods
in
in
the
city
of
North
Charleston,
not
so
much
in
the
City
of
Charleston.

chime

based

our
experience.
The
tractor,
not
the
trailer
detractors
are
not
prohibited
in
residential
areas.
If
they're
on
their
private
property,
I
can
get
with
zoning
again,
I
don't
believe
it's
been
explored
otherwise,
but
we
do
have
the
complaints
that
are
generated
in
residential
areas
with
tractor
trailers
are
the
starting
of
the
engines
early
in
the
morning
from
time
to
time,
but
I've
spoken
with
Lee
batch
out
of
many
occasions
and
it
is
allowed
for
our
zoning.
That's
something
I
would
recommend
looking
into
to
change.

the
councilmember
shade
of
I
understand
correctly
that
you
you,
the
main
complaint
is
a
we've
kind
of
dealt
with
it
on
our
own
property,
although
it
needs
enforcement
over
time.
Admittedly,
until
you

if
it

certain
point,
we
could
put
a
chain
up,
you
know,
but
it's
for
it's
tractor-trailer
parking,
that's
on
business,
commercial
property,
but
adjacent
to
neighborhoods.

the
even
today
as
I
came
in
from
to
my
office,
there
were
three
or
four
three
rigs
parked
on
the
property
right
across
the
street
from
sumo
Street,
which
is
the
old
Captain
D's
in
the
old
BP
station.
There
now
I
haven't
run
down
the
owners
of
the
property
to
see
if
they
give
him
permission,
but
it
still
is
an
eyesore
for
that
location.
Now,
across
the
street
I'm
saying
Wittenberg
is
a
couple
of
neighborhoods,
including
Ashley
Hall
men
are
and
Charlestown
Estates.

Then
the
Ashley
bowling
leans.
You
wait
on
the
front
door
to
Ashley
Hall
Manor,
so
it
it.
It
really
is
just
we're
trying
to
revitalize
West
Ashley.
This
isn't
revitalizing
us.
Actually,
this
is
just
going
back
and
reverting
to
what
people
have
complained
about
as
West
Ashley
being
less
trash.

If
we're
not
going
to
step
forward
to
rectify
this
and
relate
to
our
citizens
down,
quite
frankly,
we've
got
to
get
these
things
off
of
off
of
property,
that's
subject
to
being
revitalized
and
redeveloped
I
guess
maybe
the
first
step
we
reach
out
to
the
owners
of
the
property
to
see
if
they
got
permission
to
do
that.

they're
allowed
to
do
that,
then
we've
got
to
go
back
to
what
Dan
just
mentioned,
which
is
looking
at
ordinances
to
see.
If
they're
allowed
to
to
do
that
and
and
change
the
ordinance
to
disallow
that
type
of
use
in
the
city
I'm
sure
there
should
be
specified
locations
so
that
these
guys
and
listen
I
I
understand
truck
drivers.
They
have
a
tough
job,
I
mean
they're
hauling.
They
have
long
hours,
they
kind
of
long
stretches
of
of
road.
But
that's
not
our
problem.

problem's
not
here
to
accommodate
them
using
open
slab
property
to
park
their
rigs
overnight.
We
want
to
designate
some
areas
for
them.
That's
fine!
Let's
go
ahead
and
and
work
on
that
part
of
it
and
maybe
work
out
something
that
they
chip
in
and
help
develop
and
pay
for
a
place
within
the
park
there.

is

those
vacant

checking

it,
but
again
that's
pulling
us
away
from
doing
other
things.

really
do
think

I

brought
this
up
to
Parks.

few
months
ago,
I
mean
putting
a
simple
couple
chains
across
that
lot
will
solve
the
problem.

realize
there's
probably
an
aesthetically
pleasing
argument
to
be
made
or
whatnot,
but
putting
some
signage
up,
having
a
padlock
on
one
interest,
so
Carter
can
get
in
so
fire
can
get
in
that
that
will
solve
it
instead
of
just
becoming
a
reoccurring
issue
for
at
least
the
sumar
location
I
mean
that
that's
my
suggestion.
It
keeps
my
people
free
from
having
to
continuously
checking
on

chain
you

Publix
grocery
store
has
deliveries
from
tractor
trailer
trucks
and

we
don't
want
to
get
in
the
way
of
Commerce
and

the
slogan
that

you
got
something

it
came
here
on
the
truck,
so
we
rely
on
truckers
to
and
their
Logistics
to
to
supply
just
about
every
need
out
there
for
our
stores
and
and
businesses.
So
we
certainly
don't
want
to
do
anything
that
gets
in
in
the
in
the
way
of
that.

property
owner

we'll

look
for
the
parks
department

look

installing

proactively

this
end,

think
you

your

problem
continues
to
persist,
despite
some
of
the
efforts
that
we're
going
to
go
forward
with,

look
at
this

ordinance
changes

issues

deliveries

long-term
overnight
parking
and

think
an
ordinance
change
is
warranted

we

process
now

have
that

our
toolbox.

going
to
help
address
some
of
this
issue
because
it
is
it
Springs
up
is
once

sidewalk
spoke
with
Charleston
County
earlier
this
morning

they
are
working
with
the
dot
to
make
some
very
minor
tweaks

plans

there

race
crosswalk,
but
they
do
expect
to
put
that
out.

bid
in
the
next
three
within
the
next
three
months,
I
would
hope
sooner,
but
they
said
three
months
just
to
be
safe
and
then
it
will
be
out
to
bid
30
to
45,
maybe
60
days,
and
then
hopefully,
construction
will
begin
after
that,
so
that
one
should
be
happening
this
year
in
terms
of
the
Sanders
Road
at
bees.

fees

parking
fees
on

our
city
and
our
citizens.

recommending

increases
