corridors

road
safety
artists
that
scdot
safety
office
was
conducting
specifically
around
non-motorized
modes
and
a
lot
of
work
that
went
into
stakeholder
engagement,
coordination,
site
visits
to
identify
priorities,
and
so
just
wanted
to
bring
what
stantec
and
scdot
put
together
for
for
your
review
and
questions,
and
otherwise
the
other
piece
that
we
covered
when
they
came
and
presented
on
king
and
meeting
street
was
the
fact
that
the
bc
cog
about
two
months
ago
voted
on
allocations
specific
to
these
and
a
couple
of
other
corridors.

the
north
charleston
area
as
there's
a,
I
believe,
six
out
of
the
ten
most
dangerous
locations
in
the
state
are
within
our
county,
so
I'll.
Let
them
kind
of
give
that
breakdown
and
otherwise
allow
you

ask
questions
as
well

think
one
of
the
pieces
that
I
have
gotten
questions
about
from
the
council
members
was
about
timeline
of
implementation
of
some
of
these
recommendations.
So
I
think
if
you
could
touch
on
that
too,
I
think
that
would
be
helpful
for
the
council
members.

If
you
participated
in
the
king
and
meeting
presentation
three
four
months
ago,
will
sound
familiar
but
I'll,
give
an
overview
of
calhoun
and
st
phillip
and
then
the
calhoun
streak
recommendations,
the
saint
phillips
street
recommendations
and
then
what
are
the
next
steps
for
this
process?

We'll
cover
that
next,
okay,
let's

this
slide
gives
an
overview
of
scdot's
rsa
program,
as
shown
on
the
screen
here.

One
we
start
identifying
safety
issues
through
data
analysis,
field,
observations
and
local
knowledge.
We
bring
a
multi-disciplinary
team
together
to
form
a
variety
of
perspectives
and
scdot's.
Current
rsa
program
began
in
2016
and
then
2018
is
when
they
identified
non-motorized
program
and
then
started
it
under
this
non-motorized
program.

shows
the
study
limits
of
the
two
corridors,
just
to
kind
of
help
orient
you.
The
east
west
route
is
calhoun,
it
begins
at
4th
street
on
the
west
end
and
goes
to
east
bay
on
the
east
end,
and
then
the
north-south
route,
of
course,
is
st
phillips
street.
It
begins
at
george,
crosses
over
calhoun
heading
north
and
ends
up
at
lion
street.
As
you
see
on
the
map.

Okay,
this
chart
shows
how
many
crashes
are
occurring
on
calhoun
street
and
st
phillips
street
each
year,
so
in
a
six
year
period,
I'll
just
give
you
quick,
total
numbers
here:
calhoun
had
714
vehicular
crashes,
16
bike
and
24
ped
crashes
and
st
phillip
had
121
vehicular,
six
bicycle
and
six
pedestrian
crashes.

So
you
can
see
bike
and
ped
crashes
account
for
only
a
small
portion
of
the
overall
crashes,
but
those
rates
are
still
higher
than
other
corridors.
So
so
we
we're
studying
here
for
improvements.

Okay,
now
we're
moving
on
to
the
actual
recommendations,
starting
with
calhoun
street.
I
won't
list
every
recommendation
but
I'll
hit
on
the
main
ones.
Pedestrians
are
main
component
of
the
study,
so
we
wanted
to
evaluate
one
how
pedestrians
travel
up
and
down
calhoun
street,
how
they
cross
the
side,
streets,
accessibility,
but.
I
J
We
look
at
the
infrastructure
that's
present
today
and
what
improvements
might
be
made
to
better
accommodate
them.
I'll
also
mention
that
for
calhoun,
36
of
the
40
biking
pad
crashes
occurred
at
the
actual
intersections.
So
for
this
study
the
intersections
were
a
focus
point.

The
installing
countdown
pedestrian
signal
heads
where
they
weren't
already
present
you'll
see
considering
all
pedestrian
phases,
you'll
notice
that
the
pedestrians
at
this
intersection
are
free
to
cross
in
any
direction,
so
they
have
their
own
dedicated
phase.
So
all
the
signal
heads
are
red:
pedestrians
get
their
own
designated
move
basically
and
for
calhoun
street
we,
the
study,
recommended
them
for
four
intersections
median
king
and
st
philip,
three
of
which
are
also
on
the
other
rsa.
So
there's
some
overlap
there,
the
other
signalized
intersections.

We
recommended
the
leading
pedestrian
minerals
and
that's
where
basically,
the
pedestrian
gets
a
set
amount
of
time
hit
start
before
the
green
turns
so
that
they
can
get
out
into
the
intersection
and
start
crossing
before
the
drivers
can
ever
enter
the
intersection
to
help
reduce
the
conflict.

And
also
adding
reflective
back
plates
to
help
increase
visibility
for
the
drivers,
especially
when
the
sun's
behind
you
now
we're
looking
at
location,
specific
recommendations.
Here
you
see
the
existing
sidewalk
on
the
western
end
of
the
project.
This
is
from
halsey
to
ashley
avenue.
So
what
the
study
recommended
was
taking
out.

That
retaining
wall,
because
it
basically
between
it,
basically
creates
a
barrier
for
the
pedestrians,
reducing
the
effective
sidewalk
width.
So
we
said,
let's
take
out
that
that
barrier,
if
we
can
and
re-grade
it
and
create
more
room
for
the
sidewalk,
the
the
hospitals
were
involved
in
this
and
they
noted
that
they
have
mobility,
impaired
patients
who
use
this
sidewalk.

That
was
the
recommendation
there
and
the
far
east
end
of
the
project.
If
you
notice
in
the
lower
left
hand
corner
the
sidewalk
in
that
corner,
is
really
tight
and
there's
a
concrete
right
turn
out
there.
That's
not
very
effective.
So
we
said
why
don't
we
take
out
that
island
reconstruct
that
radius
to
having
a
nice,
sidewalk
and
that'll
also
allow
us
to
step
back
the
crosswalks,
as
seen
so
it'll
shorten
the
crossing
distance
a
little
to
decrease
the
pedestrian
exposure
type.

concludes
calhoun
street.
So
now
we're
going
to
move
into
the
phillips
st
phillips
street
recommendations,
they're
two
completely
different
corridors.
You
know
cohen's
wide.
It's
got
four
lanes,
it's
got
high
traffic
volumes,
st
phillips
is
kind
of
the
opposite.
It's
two
lanes
and
it
has
low
traffic
volumes
and
it's
also
lower
speed
it's
supposed
for
25.,
but
it
has
a
fairly
active
bicycle
presence.

So
we
said
why
don't
we?
Why
don't
we
repurpose
that
right
lane
and
make
it
a
cycle
track
and
put
up
a
barrier
between
it
and
give
protection
for
the
bicycles
to
have
their
own
space?

This
is
the
more
traditional
layout
where
there's
two
lanes
one
in
each
direction
today
on
saint
philip,
so
the
recommendation
here
was
for
a
bicycle
boulevard
and
there's
basically
two
main
elements
of
that
bicycle
boulevard.
One.
You
want
heavy
markings
for
shared
use.
Lane
markings
to
alert
the
drivers
that
hey
there
our
biceps
out
here
and
we
need
to
share
the
lanes
with
them
and
then
the
other
main
element
was
in
the
mid-block
areas,
make
the
center
line
dashed.

So
those
are
the
key
points,
main
points
of
that
and
then
like
calhoun,
we
had
corridor
recommendations,
they're
similar
to
what
we
just
showed
for
calhoun
crosswalks,
ada
ramps,
pavement
marking
upgrades
and
a
number
of
maintenance
items.

And
then
traffic
signal
recommendations
they're
generally
the
same
as
what
you
saw
for
calhoun,
but
the
intersection
locations
are
different,
like
calhoun,
the
all
pedestrian
phase
and
and
the
leading
pedestrian
intervals
warrant
new
signal
timings
in
median
king.
We
talked
about
how
the
whole
downtown
is
part
of
one
network,
so
these
projects
would
be
a
good
time
to
to
retime
the
signals
as
well
under
a
separate,
separate
effort,
and
then
lastly,
this
is
saint
philip
at
greenway.
At
the
college,
you
may
recall,
is
an
existing
crosswalk
there.

The
study
recommended
potentially
raising
that
crosswalk
and
putting
in
rectangular
rapid
flashing
beacons
to
help
alert
the
driver,
since
that's
a
heavy
pedestrian
crossing
area,.

And
then
this
is
the
last
slide
next
steps,
the
rsa
reports
are
essentially
completed.
Now.
Dot
has
begun
evaluating
recommendations
for
funding.
Keith
mentioned
the
cog
getting
involved
in
funding
options
as
well.
Dot
will
next
program
its
implementations
as
projects
they'll
contract
with
a
consultant
for
design
and
then
move
on
into
construction.

knew

safety
analysis
was

but
it's
good

a
little
bit

I
know
now
in
terms
of
study
and
sort
of
for
me,
the
the
one
to
flag
would
be
that
scdot
has
begun
evaluating
recommendations
for
funding.

look

tell

maybe
keith
you

us

you're
thinking

the
cubs

that
spur
dot
on

things
jump
started

can
we
all
do
to
sort
of
light
a
fire

that
they've
got
the
study
under
their
belt.

member

this
case,
sean

the

safety
office
at
cdot.
So
I
let
him
fill
in
the
blinks

The
work
that
happened
at
bcd
cog
was
the
process
of
making
these
recommendations
real
by
beginning
to
allocate
dollars
towards
evaluation,
design
and
ultimately,
completion
of
some
of
these
recommendations.

think
the
road
safety
audit
objective
was
to
identify
those
recommendations,
some
of
which
would
be
taken
up
by
sadot
safety
office,
but
some
of
which
would
have
to
be
partnership
to
pursue,
and
so,
for
example,
we
all
know
that
county
is
doing
courtney
and
calhoun
project
right.
That's
not
that's,
that's
a
part
of
the
improvements,
but
that's
something
that's
being
done
through
local
dollars.

This
year,
both
the
mid-block
crossings
of
and
saint
philip
near
the
college
were
requests
from
the
city
through
the
county
sales
tax
project.
That
was
sales
tax
program
that
were
awarded
this
year.
We
found
out
that
they
were
awarded,
so
those
are
projects
that
were
a
part
of
recommendation
that
we
went
ahead
and
requested
for
and
have
gotten
funding
for,
and
then
also
the
fiber
cabling
that
we
presented
on
maybe
two
or
three
council
meetings
ago
that
that
r
signal
crews
are
doing
along
the
calhoun
corridor.

That
would
allow
the
upgrading
of
the
signal
capabilities.
There's
some
other
steps
with
that,
but
laying
those
fiber
cabling
allows
that.
So
it's
definitely
something
where
we
are
definitely
looking
to
the
scdot
to
take
the
lead,
but
some
of
the
things
we'll
also
have
to
take
partnership.

to
fill
in
the
blanks
for
the
council
member,
I'm
specific
to.

Everybody
we
have,
I
mean
just
to
explain
some
of
the
process.
We
have
began
evaluating
the
recommendations
from
both
of
these
locations
and
both
of
these
reports,
and
you
know
just
preliminary
from
us
reviewing
them.
We
we
anticipate
having
enough
funding
to
fund
all
of
the
recommendations
in
both
of
these
reports.
That's
not
saying
if
something
doesn't
come
up.

We'll
probably
look
at
it.
It
just
depends
some
of
the
small
recommendations
we
may
look
towards
for
some
maintenance
up.
You
know
maintenance
chance
to
to
fix
some
of
those,
but
some
of
the
other
ones
we'll
get
a
consultant
under
contract
and
try
and
lump,
as
you
know,
trying
to
have
as
few
projects
as
possible.
So
you
know
we
can
lump
them
all
into
one.

That's
what
we
would
try
to
do,
but
I
mean
as
far
as
where
we're
at
now
we
we're
we'll
be
going
we'll
go
towards
getting
consultant
on
the
contract,
getting
the
scope
getting
the
project.
The
specifics
developed,
I'm
getting
plans
where
needed
and
then
moving
forward
with
that,
and
you
know
sometimes
that
can
be
a
little
longer
than
wanted
process.
But
it's
just
it's
needed
from
our
point
of
view,
but
other
than
that,
that's
kind
of
where
we
had.
I
So
thanks
to
both
brett
and
sean-
and
I
I
just
heard
your
response
here
from
d.o.t-
about
the
desire
which
kind
of
makes
an
efficiency
center
sense.
If
you
got
enough
money
to
keep
all
of
this
together,
I
would
just
share
with
you
that
there's
a
renewed
interest
in
the
city
to
make
any
improvements
that
we
can,
particularly
on
the
king
street
corridor
sooner
rather
than
later.
I
Councilmember
seeking
and
I
both
sit
on
another
committee
called
the
central
business
district
improvement
commission
and
there's
been
a
lot
of
discussion
about
the
impacts
to
businesses
this
year
in
our
central
business
district,
and
I
view
these
proposed
changes.
It's
all
very
positive
and-
and-
and
so
I
know,
y'all
have
a
a
clock
of
your
own.
I
I'll
just
make
comment
the
sooner
the
better.
I
As
far
as
we're
concerned,
we'd
love
to
have
have
all
of
these
improvements
come
along,
but
I
I
guess
if,
if,
if,
if
it
turned
out
that
it
got
broken
into
smaller
pieces
to
where
one
could
go
sooner
than
the
others
or
get
prioritized,
I
would
say
that
would
be
king
street
in
my
opinion,
and
try
to
get
that
done
and
then
so
that's
more
of
a
comment
and
question,
maybe
but
respond
if
you
like
and
then
brett,
I
was
going
to
ask
you
about
the
recommendation
for
on
st
phillips
street
below
calhoun.
I
It's
not
funded,
but
this
was
before
I
became
mayor
that
the
council
approved
for
that
to
be
done,
so
they
never
funded
it,
but
it's
still
hanging
out
there
so
to
speak.
So
if
we're
not
going
two
way,
I
certainly
like
what
you
all
recommended,
because
the
amount
of
traffic
seems
to
be
underwhelming
there
to
have
both
of
those
lanes.

mention
this:
if,
if
the
city
wants
it
to
be
too
lame,
we
could
apply
the
same
or
dot
could
apply
the
same
treatment
as
what's
being
shown
for
north
of
california.
The
bicycle
build.

Well,
I
can
jump
in
here
real
quick,
if
you
don't
mind,
because
I
can
share
a
little
history
on
this.
Mr
mayor,
I
mean
we
voted
to
tune.
This
turn
that
whole
corridor,
the
succumbing
street
and
st
phillips
street
two
ways
nine
years
ago
the
vote
was
twelve
to
one.
I
was
the
one
and
one
so
far
as
one,
and
one
of
the
reasons
is
because
of
that
very
corridor
that
you
just
showed
us
on
st
phillips
street
south
of
calhoun.
A
If
you
turned
it
two
ways,
you
would
effectively
shut
down
a
number
of
things
and
activities
that
already
go
on
on
the
campus
of
the
college
of
charleston
and
would
make
it
impossible
to
put
bike
ped
facilities
in
there
and
the
college
has
really
resisted
it.
I
don't
see
any
viable
way
to
move
forward
with
a
two-way
st
phillips
street
south
of
calhoun
anyway.
So
I
think
the
cycle
track
is
the
way
to
go,
and
I
would
highly
recommend
it.

and
that
you
know
just
to
add
to
that,
you
know
there
will
still
be
plenty
of
opportunities
for
going
forward,
and
you
know
a
lot
of
these
are
just
recommendations
and
we'll
go
forward
trying
to
develop
it,

ultimately
we're
going
to
need
municipal
agreements
and
we'll
definitely
through
this
whole
process,
be
in
touch
with
keith
and
who
else
from
the
city.
Because
when
we
start
developing
these
projects
we
will
definitely
need
municipal
agreements.
So
there
will
be
a
lot
of
communication,
so
there's
still
opportunities.

have
public
information
meeting
required
for
all
of
these,
so
we'll
have
we
have
opportunities
for
public
input
and
we
have
opportunity
to
get
feedback
from
the
city
staff
and
everyone
going
forward.
So
you
know
it'll
still
be
it's
a
it's
collaboration
going
forward.
So
just
want
to
make
sure
that
you
know
that's
kind
of
what
we'll
do.

point,

mean
to
the
extent
we
can
get
these
going
sooner
rather
than
later.

a
lot

good
things

think
we

this
three
months
ago

king
street
and
I'd
say
this
with
some
caveat
that
I
do
not
like
the
mayor
or
anybody
else
want
to
slow
anything
up,
but
one
of
the
things
I
do
not
see
as
part
of
this
recommendation
or
mentioned
in
the
study
or
in
your
pr
comments
today
is
left.

Turn
signals
off
of
calhoun,
going
north
on
st
phillips
street
from
west
to
east
and
the
same
thing
at
king
street,
going
north
on
king
street
and
we've
talked
a
lot
about.
Those
left
turn
signals
and
it
seems
to
me
that
they
are
absolutely
needed
and
I
think,
if
you
broke
down
the
accident
numbers,
you
would
see
those
turn
areas
create
a
good
number
of
those
accidents.

yes,
I
mean
it
is.
It
is
literally
on
some
mornings
when
we're
at
full
capacity
on
those
streets,
which
I
my
understanding
is
we
get
about
25
000
cars
a
day
on
coming
on
calhoun
street,
when
we're
fully
up
and
running
st
phillip
street
and
king
street
become
clogged
mess
as
soon
as
someone
tries
to
take
a
left
turn
and
they
get
halfway
through
the
intersection.
On
the
other
side,
you
got
carter
buses
on
there.
You
have
college
students
crossing.

Those
discussions
when
we
were
doing
the
actual
studies-
and
I
know
there
were
there-
was
some
concern
and
different
discussion
about
doing
an
overall
signal
study
for
the
whole
peninsula,
and
I
know
maybe
keith
can
add
some
more
to
that.
But
I
know
we
talked
about
that.
I
don't
know
where
we
stand
on
some
of
that
yeah.

then
the
only
concern
that
we
had
raised
was
the
fact
that
the
review
of
the
signals
for
the
peninsula
needs
to
be
done
as
a
whole.
It's
a
whole
grid
situation,
and
controversy
can
certainly
say
this
multiple
times
we
have
not.

as

in

costs

last
council
meeting,

all
voted
favorably
on
that
change
within
the
ordinance,
but
during
the
deliberations
at
committee,
when
the
mayor
had
brought
up
taking
a
review
of
all
the
different
aspects
of
nocatee
on
all
of
our
different
areas
of
the
city,
not
just
in
west
ashley,
and
so
the
legal
team,
along
with
robbie,
worked
on
briefing
you
all
on
that,
and
so
you
should
have
received
some
of
that
background.

various
other
cities
and
what
they've
put
together

different
it
is
from
how
we
do
it
here
in
charleston,
as
is
the
case
with
a
number
of
different
things.
But
I
wanted
you
to
be
abreast
on
what
that
looked
like
and
really
respond
to
the
mayor's
request
to
dig
deeper
into
that.

It
appears
that
the
city
is
a
little
in
some
areas,
we're
a
little
lower
and
some
areas
were
a
little
higher
than
what
the
average
tends
to
be,
and
I
think
it's
that
when
the
city
enacted
its
towing
ordinance
in
1997,
the
towing
fee
for
non-consensual
tows
was
tied
to
the
police
contract
and
there
was
only
one
contract
for
the
entire
city.

And
since
then,
we
have
divided
up
the
city
into
five
towing
zones,
and
so
the
police
bid
out
a
towing
contract
for
each
one
of
those
zones,
and
so
the
ordinance
for
the
non-consensual
tow
has
never
changed.
Even
though
the
process
for
for
the
police
department
has.
And
so
that's
what
happened.
So
that's
what
created
the
discrepancy
in
the
west
ashley
toffee
in
comparison
to
the
other
four
zones.

Now
that
council
has
addressed
that
issue
at
its
last
meeting
by
raising
the
fee
permitted
to
be
charged
in
west
ashley,
they're,
all
fairly,
all
fairly
lumped
together
and
and
can
fluctuate,
as
the
code
is
currently
written.
But
there
is
an
opportunity
you
know,
because
there
are
two
options.
One
do
you
know
to
leave
everything
as
is
based
upon
the
recent
adoption
by
council
or
two
to
amend
the
the
current
ordinance
and
and
detach
it
from
the
city's
towing
ordinance
and
have
a
separate
stand-alone
fee
for
a
non-consensual
tow.

That
would
be
consistent,
city-wide
and
if
that's
something
that
the
committee
is
minded
to
do,
it
looks
like
from
the
information
that
robbie
gathered
looking
at
other
jurisdictions.

That
160
looks
to
be
about
the
the
mid-range
and
and
the
amount
that
the
majority
of
the
entities
charge,
and
then
there
were
some
suggestions
to
potentially
increase
the
storage
from
15
per
day
to
25
today
per
day
and
then
also
to
increase
the
notification
cost
which
that
are
permitted
to
be
charged
to
send
certified
letters
to
the
property
owner
and
any
lien
holders
from
ten
dollars
to
twenty
dollars.

bringing
some
kind
of
uniformity

different
formula
and
to
bear
would
would
decrease
the
cost,

right
now,

is
it
genie
in
downtown.

the

thought
I'd
share
with
the
committee-

to
ask
that
we
lengthen
the
number
of
hours
before
that
first
day
kicks
in
the
you
know,
maybe
have
an
hourly
fee
rather
than
for
two
hours,
that
it'd
be
four
or
five
hours,
because
by
the
time
you
find
out
your
car
get
towed
and
you
get
a
ride
up
to
wherever
the
car
is
and
all
like
that
you

two
hours
is
gone
and
you're
already
paying
them
for
a
whole
day's
storage
and
they've
only
had
your
car
for,

you

just
over
two
hours.

would
suggest
that
we
lengthen
that

update

of
adding
the
actual
signal
heads
to

as
soon
as
we
get
that,
we

folly

napa
mall
intersection
improvements
there
and
making
that
connection
there,

should
be
they're
expecting

duration
of
that
project
to
be

reason
why
you're
seeing
delay
there,
the
county
is
waiting
on
the
charleston
water
system
to
install

the
sprinkler
system
and
irrigation,
so
they

move
forward
with

plantings
in
that
median.

morse
to
bring
better
pet
safety
there.
As
a
reminder,
the
agreement
with
scdot
is
that
we
pay
for
the
signal,
designs
and
scdot
handles
everything
else,
including
materials
and
installations.

engineer
who's
going
over
those
pieces
and
getting
those
signal,
design
plans
up
and
going
just
a
reminder
that
we're
on
the
peninsula.
