think
basically
like

first
time
I've
done
this
is
this:
is
the
safe
accommodation
tax
budget
for
money
for
distribution
that
we're
asked
to
do
basically,
every
year
we
haven't
done
it
for
a
year
and
a
half,
and
if
you
see
there's
a
series
of
criteria
that
the
applicants
need
to
meet
to
be
funded
and
this
year's
funding,
if
you
all
look
closely
you'll,
see
that
one
of
the
recipients
of
a
very
large
sum
of
money,
a
hundred
thousand
dollars
against
the
recommendation
by
the
way
150
000,
is
the
charleston
wine
food
festival.

What's
different
today
than
two
three
four
five
years
ago.
Is
that
five
years
ago,
four
years
ago,
three
years
ago
and
two
years
ago,
that
was
a
festival
that
was
produced
and
centered
in
the
city
of
charleston
over
the
course
of
time
they
have
moved
to
north
charleston,
and
I
went
back
and
looked
today
to
see
how
much
we
have
funded
just
in
the
last
five
years,
recognizing
the
two
of
those
years.

were
limited
budget
years
because
of
covet
in
2017

000.

In
2018

in
2019,
140
000,
on
top
of
that,
we
gave
them
arpa
money
of
37
500.
The
total
in
five
years
that
we've
doled
out
to
the
wine
and
food
festival
was
515
000
and
in
response
to
that,
they've
moved
their
operations
to
north
charleston.
Now
clearly,
there's
some
benefit
to
those
in
the
industry
around
the
city
of
charleston.

That
line
of
food
is
still
here
and
in
the
region
it
is
still
called
the
charleston
wine
and
food
festival.
Although
it
is
centered
in
north
charleston,
they
clearly
do.
I
imagine,
put
heads
in
beds,
which
is
really
what
this
money
is
to
be
used
for,
is
to
give
back
into
the
industry
and
in
the
community
to
advertise
to
get
people
to
charleston.
We
haven't
had
any
shortage
problem
with
that
by
the
way,
but,
let's
think
about
that,
a
a
festival
that
is
now
centered.

So
it's
a
long
way
for
me
saying
and
by
the
way
my
understanding
is
that
they
have
signed
a
three-year
contract
with
north
joelson
and
are
paying
for
the
privilege
of
having
their
event
there.
So
if
we
put
some
monies
in
their
coffers,
we're
essentially
just
sending
up
to
north
charleston,
we
love
our
neighbors
in
north
charleston,
but
I
don't
think
funding
festivals
up.

is
one
of
the
missions
that
we
have
around
this
table
at
city
council
when
we
have
precious
few
dollars
to
make
sure
that
we
protect
the
things
that
we
need
to
be
doing.
Would
we
love
to
see
them
come
back
downtown
sure?
Should
we
have
a
conversation
about
that?
You
bet.
We
certainly
should,
but
in
the
meantime,
to
be
funding
them
to
the
tune
of
a
hundred
thousand
dollars
with
all
due
respect,
I
think,
is
an
overpayment.

think
it's
consistent
with
the
spirit
of
what
we're
doing
here
with
these
accommodations
taxes,
and
I
don't
think
at
this
point-
I'm
not
gonna
vote
for
it,
and
I
would
suggest
that
to
be
a
conversation
on
this
table
about
what,

anything
goes
to
wine
and
food
and
what
we
should
do
in
the
future
about
that,
but
just
blanket
giving
them
a
hundred
thousand
dollars.
It's
just
not
for
me
the
right
thing
to
do
today
and
I'm
not
gonna
vote
for
that.

facts

They
did
move
the
festival
to
north
charleston.
There
were
still
a
large
majority

events
downtown,

you're
absolutely
right.

that
that
any
argument
that
there
was
a
boom
here
influx
of
tourists.

suggests
that
that's
not
the
case.

think
we
should
rethink
this
for
next
year.

don't
know
if
they
did
sign
a
lease,
but
hopefully
we
can
revisit
the
other
thing
that
they
did
share
with
me.
That
I
think,

important
as
part
of
this
dishonest
conversation
is.
They
were
having
issues
with
the
space
several
years
and
folks
that
manage
that
space
told
them
that
they
have
no
certain
terms
that
they
were
going
to
allow
them
to
to
be
there.

city,

we
want
them
here,
we
need
to
figure
out
an
additional
alternate
location
for
for
that
moving
forward,
but
I
agree
mike
like
I'm
not
sure
why
we
would
dole
this
out,
but

do

other
concerns

this

not
sure
if
we
can
get
to
that
I'll.
Ask
that
question

but
if
we're
just
talking
about
food
and
wine
fest
now's

I
guess
for
folks
at
home
that
are
listening
and
want
to
understand
how
this
process
works.

concerns
was
this
was
a
zoom
another
zoom
meeting.
So
my
question
is:
when
are
we
going
to
get
back
to
in-person
meetings,
particularly
for
these
types
of
things
where
non-profit
organizations
and
community
organizations
can
come
and
ask
questions,
I
believe
someone
from
food
and
wine
festival
was
on
that
call,
but
couldn't
get
in.
I
was
having
difficult
technical
issues
trying
to
voice
their
their
concerns
or
answers.
Some
of
the
questions
that
were
being
raised.
So
that's
question.

look

down

I
see
many
organizations
here
in
charleston
that
receive
money
from
us
that
our
community
organizations,

think
that
they
they
are
not
hurting

financial
dollars

little
country,
children's
museum
and
they're
at
the
tune
of
65
000..
There's
there's
no
other
organizations
on
here
that
are
focused
on
youth
and
education
issues

I
think
that
something
as
a
city
we
should
be
looking
at.

questions
on

of
the
things
that
councilmember
seeking

brought

charged
him

anything

they

for

up

north

away

charleston

expo

only
getting

much

they
request

the
money

them

think

it's

disingenuous
on
their
part,
they
picked
up
their
tent,
moved
it
out
of
the
city

charleston
and
they're
going
to
another
location.

their
email
that
they
sent
out
to
us
concerning
this

what

benefit
they
bring
into
the
city
is
true.

They
do
bring
a
large
amount
of
benefit,
but
if
we're
going
to
spend
our
the
money,
that's
allocated
to
us
to
promote
for
things
that
this
money
was
designed
to
promote
it
needs
to
stay
in
the
city
of
charleston
and
if
they're
gonna
they're
gonna,
they
made
it
a
conscious
decision
to
leave
the
city.
That's
fine!
Let
north
johnston
fund
them
a
hundred
thousand
dollars.

it

newer
members

council
to
know
the
relationship
between
the
city

gibbs
museum.
We
have
50
owners
on
that.
I
think
some
of

newly
elected

known
that.
So
I
think
obviously
we
should
we
have
a
vested
interest
in
them
being
successful,
and
I
agree
with
councilman
seekings
and
my
colleagues
on
this.

certainly
appreciate
the
comments
made
by
speaking
about
the
main
stage,
so

speak,
being
moved
to
north
charleston.
I
I
did
attend
an
event
of
charleston
wine
and
food
at
gatsboro
park
across
from
the
international
african-american
museum,
and
they
purposefully
chose
to
have
it
there.
It
was
a
gospel
brunch
and
the
hope
was
they
would
continue
a
relationship
with
our
museum.

know,
we've
we've
been
funding
this
at
a
higher
level
for
a
number
of
years,
as
pointed
out,
and
and-
and
I
don't
view
it
as
as
a
black
and
white
kind
of
thing-
there's
a
gray
in
between
they
did
have
some
issues
about
marion
square
honestly
and
I
think
that's
part
of
what
what
led
to
their
decision
to
put
the
main
stage
so
to
speak
up
in
north
charleston.
They
kept
a
number
of
events
in
the
city
of
charleston
and
and
promoted
through
association,
a
number
of
our
restaurants
here.

I
I
would
respectfully
say,
even
if,
if
I
appreciate
the
fact
that
y'all
y'all
cut
it
at
the
committee
level
and
and
apparently
had
a
discussion
there,
and
if
you
want
to
cut
it
a
little
more.
That's
that's

I
think
we
ought
to
stay
in
the
game
with
them
see
what
happens
over
the
next
couple
of
years.
They're
still
going
to
be
in
both
cities,
and
that's
just
my
respectful
opinion.

we
should

council

don't
mind,

them,
but
to
fund
them
at

dollars.

good

projects

entire

project

worked

it

2014

he's
been
a
fantastic
client,
along
with
everyone
else
that
he's
brought
on
his
team.

build
this
project

capital
projects
alone.
It's
too
large.

too
complex
coming
was
fantastic.
They

really
the
heavy
lifting

this
project

we
just
kind

looked
good

and

mayor
o'reilly,

all

support

making
this

friday,
we
actually
secured
our
tco
for
the
third
floor

monumental

was

boat

went

housing,

it

where
they
were
cleansed

they
were

of

a
chilling
experience
when
you
go

know

they're
highlighting

make
that
visit

initial
visit,

the
museum
is
there

impact

citizens
of
charleston

visitors

glad

we
took
a
pause
and
thank

think
it's
just
worth
noting
what
this
is
going

mean
to
the
city

generations

station

our
city
and
when

by

sunday
morning
it

accommodations

zones,
those
people
coming
in
and
out
all
the
time
there

people
with
roller

people
locals
getting
breakfast
coffee
talking
with
the
firefighters

was
so
good

a
brand
new
facility
or
a
brand
new
fixed
up
facility.

committee
met
yesterday
afternoon.
We
took
care
of
all
of
our
business
in
we
haven't
confirmed
this,

it's
an
unofficial
record

first
item
on

agenda
was
a
request
to
extend
the
deadline
in
the
city
of
charleston's
mou,
with
landmark
enterprises
llc
regarding
sumar
street
aka,
the
old
piggly
wiggly,
and
the
proposed
extension
was
just
for
90
days,
and
that
proposal
proceeded
to
receive
unanimous
approval
by
the
committee,
and
there
had
been
a
recent
update
on
this
project
at
the
most
recent
meeting
of
the
work
west
ashley
revitalization
committee,
and
I
believe
we
may
be
hearing
some
more
about
that
later
this
evening,
then
we
turned
to
the
annexation
part
of
the
program
and
shockingly
there
was
nothing
from
my
district
this
year,
this
meeting.
I
Well,
I
guess
we
got
everybody,
but
all
these
annexations
were
approved
unanimously
and
mr
morgan,
our
planning
director,
introduced
us
to
our
new
annexation
coordinator,
which
I
hope
everybody
will
have
the
opportunity
to
meet
and
work
with,
because
now
we
have
someone
thinking
about
this
every
single
day,
her
name's
molly
and
I'm
drawing
a
blank
on
her
last
name
and
I'm
doing
this
live
on
youtube,
which
is
embarrassing,
but
molly
is
with
the
city,
and
I
encourage
all
my
colleagues
to
reach
out
to
her
and
introduce
yourselves.

just
want
to
comment
about
the
item.

on
the
90
day
extension.
We
have
eric
coleman,
west
ashley
project
managers
with
us,
and
our
partners
with
landmark
are
here
and
we
hear
from
them
later
on
in
the
committee
council
report.
I
just
want
to
emphasize
a
couple
of
things
that
this
90-day
delay
is
not
a
delay
in
the
work
that
they
are
doing.
They
are
scheduled
to
go
before
the
design
review
board
at
the
main
meeting,
which
I
think
will
be
one
of
the
first
in-person
meetings.

We
have
challenges
managing
tourism
in
this
city
and
that's
an
ongoing
concern,
but
our
accommodations
business
is
back
and
we're
blessed
to
be
able
to
allocate
seven
and
a
half
million
dollars
of
funds
for
various
projects
and
organizations,
including
our
bond
service
on
the
international
african
american
museum,
our
our
own
piccolo
festival,
mojo,
festival
and
then
numerous
organization,
cultural
organizations
that
bring
heads
and
beds
in
our
community.

So
I
consider
that
a
blessing
we've
already
discussed
kind
of
the
milestone
this
evening
of
of
the
punch
list,
so
to
speak
on
the
international
african-american
museum,
we
got
station
number
six
open
on
cannon
street
back
serving
public
safety
and
our
fire
department.

We
approved
moving
forward
with
the
lake
dotterer
connection
under
the
glenn
mcconnell
freeway
that
we've
been
talking
about
for
a
few
sessions.
We
we
approved
partnership
reaffirmed
our
partnership
with
charleston
water
service,
where
they
will
spend
about
two
million
dollars
to
help
with
our
2.7
million
on
our
low
battery
seawall
project.

We
set
the
paradigm
for
how
we're
going
to
operate
a
facility
to
continue
to
help
those
experiencing
homelessness
in
our
city,
and
we
we
came
up
with
some
additional
funding
to
help
create
55
new
units
of
affordable
housing
that
went
by
in
about
30
minutes.
