You're watching the Promotion Ceremony for the Charlotte-Mecklenburg Police Department, April 17, 2020. Thanks for joining us. Let's wish all these officers the best in the next stages of their careers.
A
Friday
morning,
and
he
thinks
several
steps
ahead
to
ensure
that
proper
decisions
are
made,
his
transition
to
captain
will
be
effortless,
as
he
has
already
assumed.
The
role.
Lieutenant
role
was
part
of
the
128th
recruit
class
hired
in
August
of
1998
after
graduating
from
the
Academy.
He
worked
in
the
West
/
division
until
2006
when
he
left
the
department,
but
he
could
not
stay
away,
so
he
returned
in
2008
where
he
went
to
the
University
City
division
until
he
was
promoted
to
sergeant
in
2012.
A
As
a
captain
in
the
West
/
division,
lieutenant
role
was
awarded
the
medal
of
merit
in
2012,
as
a
trustee
on
the
board
of
trustees

lieutenant

A
A
Need
to
be
better
about
forwarding
that
so
I
apologize.
Our
next
promotion
is
the
promotion
to
the
rank
of
Major
and
if
captain
Jacquie
Briley
can
join
us
down
here,
according
to
major
Dave
Johnson
prior
to
assuming
command
over
the
training
division,
captain
Riley
was
the
captain
of
the
north
tryon
division,
one
of
Charlotte
Charlotte's,
busiest
and
most
dynamic
patrol
divisions.
During
her
years
as
commander
of
the
North
China
division,
she
garnered
a
reputation
as
a
consummate
professional
who
leaves
with
strength,
fairness
and
a
genuine
concern
for
those
in
her
charge.
A
Since
returning
to
the
training
academy,
where
captain
Riley
previously
served
as
a
recruiter
and
as
the
recruiting
lieutenant
she
jumped
in
with
both
feet
and
clearly
demonstrated
the
commitment
to
the
mission
and
exceptional
competence
that
has
followed
her
throughout
her
career.
So
far
in
2020,
she
has
led
the
recruiting
division
to
a
sharp
increase
in
new
hires
and
the
implementation
of
a
new
applicant
tracking
system.
A
She's
also
guided
the
training
division
through
the
uncertainty
of
the
kovat
19
crisis,
with
confidence
and
a
calm
demeanor
captain
Bradley
was
part
of
the
130
first
recruit
class
hired
in
April
of
1999
upon
graduating
from
the
Academy.
She
worked
in
the
East
Way
division.
She
worked
in
the
Community
Services
Division
as
a
school
resource
officer,
and
she
worked
in
the
training
and
recruiting
division
until
she
was
promoted
to
sergeant
in
2010.
A
As
a
sergeant,
she
worked
in
the
Metro
division
was
promoted
to
lieutenant
in
2012,
where
she
moved
over
to
the
East
Way
division
and
to
the
training
and
recruiting
division.
She
was
promoted
to
captain
in
2016
where
she
went
in
assumed
command
of
the
North
China
division
and
then
most
recently,
the
captain
over
the
training
and
recruiting
division
and
her
new
assignment
will
be
the
major
over
the
professional
standards
and
Training
Bureau
she's,
the
recipient
of
the
police
community
relations
award
in
2003,
2007
2012
and
2018
she's.
A
A
recipient
of
the
Chiefs
Award
for
Excellence
in
policing
in
2009,
was
awarded.
The
Met
merit
in
2011
is
a
graduate
of
the
leadership
development
initiative
in
2013
and
is
a
graduate
of
the
Third
Symphony
command
college
in
2018.
She
earned
her
Bachelor
of
Arts
and
communications
from
Fayetteville
State
University
in
1998,
and
she
earned
her
master's
of
science
and
criminology
from
the
University
of
North
Carolina
Charlotte
in
2005,
captain
Brierly,
you
may
pin.
A
Our
next
promote
T
is
Captain
Rob
dance
according
to
major
Selvi.
The
interesting
thing
about
this
question
is
that
I
cannot
point
to
just
one
example
of
leadership
devout
displayed
by
captain
dance.
What
I
can
tell
you
is
that
he
brought
a
genuine
enthusiasm
to
his
position
in
violent
crimes.
He
leads
by
walking
around
and
engaging
with
his
employees.
He
has
gone
above
and
beyond
as
efforts
to
learn
about
the
work
that
the
detectives
perform
when
responding
to
homicide
scenes.
A
Captain
dance
has
gone
the
extra
mile
by
staying
with
the
detectives
and
returning
to
headquarters,
to
observe,
interviews
and
offer
support.
This
was
not
something
that
was
required
of
him.
Rather,
it
was
something
he
wanted
to
do.
Given
this
type
of
leadership,
I've
heard
positive
feedback
from
the
detectives
and
supervisors
who
report
to
captain
dance.
They
felt
supported,
appreciated
and
heard,
and
I
believe
that
this
is
the
best
expression
of
excellent
leadership
that
I
can
think
of.
A
Captain
dance
was
part
of
the
one
hundred
and
fiftieth
recruit
class
hired
in
September
of
2006
prior
to
joining
the
Charlotte
Mecklenburg
Police
Department.
He
worked
in
the
Elkin
Police
Department
from
1995
to
2006
upon
coming
to
singing
PD.
He
worked
as
an
officer
in
the
East
Way
division
until
he
was
promoted
to
sergeant
in
2010.
We
went
to
the
Metro
division
was
promoted
to
lieutenant
in
2012
when
he
went
to
the
East.
A
According
to
lieutenant
Bob
Phelps
I've
had
the
opportunity
to
work
under
captain
Foley
in
three
different
divisions
over
the
course
of
my
career
from
when
he
was
a
newly
promoted
sergeant
in
the
North
Division
again,
when
he
was
assigned
as
a
captain
over
the
university
city
division
and,
most
recently
for
the
past
year
and
a
half
with
his
assignment
as
captain
in
the
property
and
evidence
management
division.
With
each
of
these
assignments,
I
have
seen
his
leadership
abilities
continue
to
grow,
reaching
a
pinnacle
in
this
current
assignment
property
and
evidence.
A
Management
has
offered
plenty
of
opportunity
to
develop
in
the
areas
of
contracts,
equipment,
uniform
procurement
audits
and
budgeting
to
a
level,
perhaps
like
no
other
in
the
department.
Yet
captain
Foley
did
not
let
this
loan
down
taking
it
head
on
and
showing
great
leadership
that
I've
learned
from
in
the
process.
He
leads,
but
is
always
ready
to
follow,
considering
the
input
of
those
under
him
he's
confident
which
has
been
inspiring
to
our
entire
team
and
doesn't
waste
time
contemplating
decisions,
but
consciously
works
to
mitigate
any
potential
risks.
A
A
He
worked
initially
with
the
Mecklenburg
County
Police
Department
in
1992,
until
the
transition
to
see
MPD
in
1993
worked
in
the
steel
creek
division
until
2002
and
then
worked
as
a
small
stint
as
a
robbery
detective
in
1995
in
1996.
It
was
promoted
to
sergeant
in
2002
where
he
worked
in
the
North
Division
and
the
hickory
grove
division
became
a
response.
A
Iary
commander
in
2008
was
promoted
to
lieutenant
in
2012
in
the
North
Division
was
promoted
to
captain
in
2015,
where
he
worked
in
operations,
command,
University,
City,
Division,
the
criminal
Intelligence
Division
and
finally,
the
property
and
evidence
management
division.
Captain
Foley's
new
assignment
will
be
oh,
the
major
over
the
lab
in
evidence.
A
Bureau,
captain
Foley's,
a
recipient
of
the
police
community
relations
award
in
2012,
was
recognized
as
the
SI
MPD
outstanding

of
the
Year
in
2012
and
is
a

of
the
3rd

earned
his
Bachelor
of

science
from

Captain

B
B
A
According
to
John
C
Maxwell,
one
of
the
top
leadership
thinking
thinkers
of
our
generation
being
a
great
leader,
is
all
about
a
genuine
willingness
and
true
commitment
to
lead
others
to
achieve
a
common
vision
and
goal
through
positive
influence.
No
leader
can
ever
achieve
anything
greater
or
long-lasting
alone.
A
Maxwell
said
that
this
about
leadership
leadership
is
influence,
nothing
more
and
nothing
less.
So,
if
leadership
is
all
about
influence,
you
might
ask
yourself:
how
do
you
influence
others?
Well,
quite
simply,
what
matters
most
when
it
comes
to
influence
is
having
a
positive
attitude.
It
really
is
that
simple,
your
attitude
is
contagious
and
a
positive
attitude
can
shift
the
entire
energy
of
an
organization.
The
greatest
reflection
of
a
leader
being
a
true
leader
is
whether
or
not
they're
influencing
anyone.
A
The
five
of
you
taking
the
next
step
in
your
policing
careers,
specifically
because
of
your
ability
to
influence
and
lead
others,
as
the
chief
has
said
in
the
past,
unless
you
can
name
at
least
two
individuals
who
you
have
influenced
and
mentored,
then
you
are
not
ready
for
the
next
step.
This
time
in
our
lives
is
absolutely
critical,
not
only
in
policing,
but
in
our
community.
Now
more
than
ever,
our
families,
co-workers
and
community
members
are
looking
to
us
to
lead
and
we
must
lead
by
example.
A
Leadership
is
not
a
license
to
do
less.
It's
a
responsibility
to
do
more.
I
read
an
article
about
Abraham
Lincoln
in
the
art
of
his
transformative
leadership.
The
most
striking
part
of
the
article
was
how
he
wanted
to
be
an
example
of
what
leadership
should
look
like.
How
did
he
do
this
through
his
compassion,
self-awareness
and
humility?
There
was
always
a
sense
of
common
purpose
that
guided
his
presidency
and
how
he
approached
every
decision
now.
A
How
does
this
relate
to
your
new
leadership
role,
treat
everyone
with
compassion,
always
be
self-aware
of
your
knowledge,
skills
and
abilities,
and
when
to
ask
for
help
and
be
humble,
congratulations
to
lieutenant
Rory
captain
troll
major
Bradley,
major
dance
and
major
Foley.
Today
you
embark
on
a
new
role
within
our
story,
Department
and
we
as
an
organization,
are
going
to
be
faced
with
many
significant
challenges
over
the
coming
months
and
years
with
your
promotion.
A
Today,
you
will
have
direct
impact
on
how
we
shape
and
lead
the
next
generation
of
police
officers,
and
we
have
entrusted
you
to
do
an
excellent,
an
outstanding
job.
Thank
you
very
much
for
joining
us
for
our
very
first
virtual
promotion
ceremony.
We
hope
that
you
enjoyed
it
and
with
that
Godspeed
and
have
a
great
day.
