Charlotte
Mecklenburg
Police
Department.
We
certainly
appreciate
you
continuing
to
join
us

work

this
pandemic
as
we
host
another
virtual
press
conference.
We
have
two
speakers
today.

we're
gonna
have
Deputy
Chief
Jeff
festes,
who
has
been
the
point
person
for
our
response
to
this
covin
19
pandemic,
but
first
we
have
detective
jennifer
Bumgarner.
She
has
been
with
us
and
she
will
discuss
the
recent
spike
that
we
have
seen
in
the
number
of
domestic
related
calls
for
service
that
we
have
seen
over
the
past
couple
of
weeks.
Detective
Bumgarner
is
a
detective
with
our
Special
Victims
Division.
She
and
her
team
members
investigate
these
domestic
related
cases
and
she'll.
Give
us
tremendous
insight
on
this
continuing
crime.
First
up

I'm,
with
our
Special
Victims
Division
I
specialized
in
domestic
violence
cases
since
March
26.
Since
the
stay
at
home
order
came
in
place,
we've
had
about
a
20%
increase
in
calls
for
service
domestic-related,
that's
a
little
over
350,
more
cases
than
the
same
time.
A
year
ago
we
can't
say
that
it
is
related
to
the
same
homework,
but
we
can't
say
that
it
is
not
either.

Good
morning
my
name
is
Shannon.
Drollinger
I
am
a
domestic
violence
survivor.
My
story
is
a
little
bit
different.
Every
survivor
story
is
a
little
unique,
but
mine's
different
in
that
I
was
active
duty
military
when
I
was
in
a
relationship
that
turned
sour
as
sometimes
they
do.
Domestic
violence
is
a
slow
boil.
Typically,
it's
not
something
that,
just
overnight
all
of
a
sudden
relationships
change,
it
usually
starts
with
small
things,
red
flags
or
what
they're
known
as
and
they
develop.
I
was
very
good
at
ignoring
those
red
flags.

Even
during
this
time,
all
you
have
to
do
is
reach
out.
I
went
through
several
months
of
counseling
to
help
and
the
county
is
providing
those
as
well
there's
a
wide
variety
of
options
for
assistance
in
the
situation
that
you're
in
right
now,
all
you
have
to
do
is
reach
out.
There's,
obviously
the
police
force
is
there.
If
you
need
it,
911
is
a
great
resource,
they'll,
be
there
if
you
call,
as
well
as
the
hope
line
for,
say,
clients.

we

of
our
local
media
called

and
we

several

asking

go
through
those

that
they're
trying
to
work
out
some
technical
issues,
detective
homework,
I
understand
that
we
do
have
seen
if
he
does
have
adequate
appropriate
resources
to
manage
these
cases,
especially
when
we
see
a
spike.
The
department,
though,
is
far
more
interested
in
preventing
these
cases
that
responded
to
these
cases
after
someone's
who
the
victimized
about
the
community
well,.

That
does
tend
to
happen.
Sometimes
people
feel
like
they
can't
get
out,
and
so
they
just
tempers
flare.
They
can't
think
outside
the
box,
and
so
it's
okay
just
to
get
outside
and
just
take
a
break
from
one
another.
Take
a
ride.
The
car
go,
take
a
walk,
go
for
a
run,
go
play
with
the
kids.
Just
get
just
give
everybody
time
to
cool
off.

respond
to
the
calls,
as
we
always
have
it,
may
just
we
may
space
ourselves
differently
when
we
get
to
the
call,
we
may
ask
you
to
step
outside
just
so.
We
have
more
space
in
between
each
other
when
talking
it's
the
social
distancing,
everyone's
the
six
feet
apart
to
one
another,
so
it
just
gives
the
people
who
call
in
on
one
it
gives
them
a
chance
to
not
be
as
close
to
us
as
well.

a
new
situation
to
develop
years
ago.
I
have
you
could
reach
out
to
speak
with
anyone
directly
within
the
sound
of
your
voice
and
maybe
in
a
similar
situation
that
you
were
trying
to
manage,
you
would
say
what
how
critically
resources
are
available.
They're.

So
important
if
I
could
say
anything
to
anybody,
that's
in
a
situation
right
now
it
would
be
to
reach
out
for
help
getting
out
of
a
situation
has
to
stem
from
the
survivor
it
has
to
stem
from
the
person.
That's
in
that
situation,
nobody
can
come
out
and
make
you
get
out
of
situation.
Nobody
can
for
you
out
of
your
home.
Nobody
can
force
out
of
situation,
but
you
have
to
want
that
help,
but
that
help
is
there.

It
is
always
there
whether
it
is
a
really
good
friend,
whether
it's
your
family
member,
sometimes
those
that
are
close
to
us
or
the
hardest
people
to
talk
to
about
a
situation
like
this
I
know.
For
me,
that
was
the
fact
what
that
was
the
case,
but
even
if
you
call
any
of
the
numbers
that
we've
listed
today,
there's
somebody
there
that
will
listen
to
you.
That
will
talk
to
you
that
will
give
you
ideas
for
how
to
get
out
of
situation.

It
I
believe
it
would
have
been.
My
situation
was
a
little
different
because
being
active
duty,
I
was
afraid
of
the
of
getting
in
trouble
in
the
military,
so
I
didn't
reach
out
anything
into
any
situations
of
outside
of
military.
Had
a
known
of
civilian
civilian
resources
like
safe
reliance
like
the
community
services
I
would
have
reached
out
far
beforehand
to
figure
out
what
I
could
get.
What
could
be
done
to
fix
the
situation,
because
there
are
statistics
that
show
that
I
am
very
very
blessed
to
be
alive
right
now
and.

Today,
there's
always
hope
I
know
would
like
to
be
in
that
super
dark
place
that
it
doesn't
feel
like
it's
ever
going
to
get
better
the
guilt.
The
shame
is
awful.
There
are
so
many
resources
out
there
and
there's
so
many
people
that
understand
exactly
what
is
going
on
in
your
life.
There
are
people
that
know
have
walked
side
by
side
with
you,
parents
of
children,
brothers
and
sisters.

update

the
police
department
response
to
the
Cova
pandemic
chief

As
far
as
the
enforcement
of
the
proclamation
and
orders
go
I'll
say
so
far
so
good
on
the
macro,
we
have
seen
very
good
response
into
the
social
distancing.
Sometimes
it's
very
difficult
when
you're
out
on
a
road,
you
see
a
lot
of
cars
around
you
and
you
want
to
say.
Are
you
essential?
What
about
you
and
you
look
like
you're
closer
than
six
feet,
I'm,
not
sure
and
that's
very
difficult
to
try
to
police
and
manage
so
we
are
trying
to
make
sure
that
we
get
all
the
complaints
answered
from
a
coded.

Nineteen
response
just
want
to
remind
everyone.
The
mass
gathering
and
essential
non-essential
businesses
opens
close.
Those
are
things
that
we
can
handle
whether
or
not
someone
is
six
feet
apart
from
another
person
or
not,
we
really
can't
enforce
on
the
whole.
That's
just
not
that's
it.
That's
a
guidance,
that's
a
recommendation.
It's
not
something
that
you
see.
Officers
were
a
tape
measure
out
measuring
distances
between
people.
That's
what
it's
going
to
take
from
a
personal
protective
stance
to
keep
you
safe
and
your
family
safe
during
this
healthcare
pandemic.

So
we
want
to
make
sure
that
you're
keeping
yourself

as
best
we
can,
but
that's
not
an
criminal
enforcement
activity
that
we
can
honestly
and
and
practically
enforce
so
I
know,
there's
been
a
lot
said
about
protest
policing
during
this
time.
There's
so
there's
a
couple
of
things.
I
think
that
we
as
a
society
need
to
bear
in
mind
one
is:
we
are
absolutely
in
the
middle
of
a
pandemic.
We
understand
that
too.
This
is
state
of
emergency.
There
have
been
proclamations
and
orders
that
have
been
issued.
We
understand
that.

We
want
to
make
sure
that
we
do
our
very
best
if
a
person
or
group
is
involved
in
practicing
religion,
while
they
are
in
groups
of
no
more
than
10
and
out
an
area,
that's
under
the
guidance
and
under
the
rules
of
the
current
Proclamation
they're
allowed
to
do
so
now.
I
know
and
recognize
that
some
people
won't
agree
with
that
stance.

We
understand
that,
however,
we're
charged
for
making
sure
that
we
protect
the
rights
of
all
citizens
under
the
proclamation
order,
even
under
a
pandemic,
so
it
gets
very
complicated
when
a
person
who,
for
example,
during
the
bortion
protests,
this
is
a
line
where
the
right
to
assemble
and
freedom
of
religion,
cross
and
intermingle.
So
what
we
are
trying
to
do
is
ensure
that
we
are
giving
groups
of
10
or
less
the
ability
to
space
out
and
voice
themselves,
while
under
the
auspices
of
the
pandemic.

First,
off
I
won't
speak
for
other
cities.
I
can
just
speak
for
this
community
and
what
I'll
say
is
that,
as
I've
said
in
the
past
you
know
any
type
of
enhance
pay
is
one
that
decisions
that
had
been
made
from.
You
know
people
above
me
and
smarter
than
me
and
in
you
know,
in
larger
positions
of
leadership,
so
can't
speak
for
other
other
cities
again
I'm
sure
that's
being
talked
about
and
decided
upon
and
whatever,
but
that's
not
I
mean
I,
wouldn't
be
able
to
comment
on
that.

think
I
when
I
said
whether
for
employees
we
have
three
sworn
officers:
one
non-sworn
family
member
at
CN
PD,
who
are
out
who
had
tested
positive.
We
have
I,
think
we
have

and
that
number
changes
who
are
out
due
to
illnesses
or
protective
measures,
and
that
number
changes
we
have
some
that
come
off
and
something,
of
course
go
on
so
that
that
number
changes
where
we're
cautiously
optimistic
about
the
stance
that
we've
been
able
to
take.

So
far
from
the
protective
angle
when
anybody
gets
sick
or
shows
any
kind
of
illness
we're
out
of
abundance
of
caution
going
ahead
and
following
the
recommendation
of
CDC
and
putting
them
out.
So
four
is
the
number
that's
positive
about
28,
maybe
30
today,
as
we
speak,
are
the
ones
that
are
out
due
to
the
precautionary
measures.

think
that's
it.
There's
two
parts
of
that
I
would
suspect.
I
don't
have
the
numbers
in
front
I
suspect
there
may
be
a
reduction
in
car
crashes
I
would,
it
would
just
seem
to
make
sense?
I
haven't,
haven't
checked
that,
but
as
far
as
fatalities
go
I'm,
sorry
to
say,
I
still
see
those
come
across
my
desk
on
a
fairly
regular
basis,
so
I'm
not
sure
about
that.

What
I
suspect
anecdotally
is
that,
while
we
have
less
cars
out
on
the
road
that
our
people
may
be
traveling
faster
because
they
don't
see
traffic
out,
they
see
roadways
ahead
and
they
figure
that
you
know
during
this
time.
This
would
be
a
good
time
to
to
speed
and
job
recklessly
so
I
think
first
part
I
suspect,
there's
been
a
lessening
amount
of
crashes,
but
the
second
is
also
suspected.
The
severity
of
the
crisis
are
still,
sadly,
where
they,
where
they
don't
need
to
be.

I,
don't
have
a
specific
number,
but
what
I
suspect
is
that,
while
we
have
officers
doing
all
kinds
of
other
things
during
this
time
period
also
expect
that,
because
there's
less
traffic
on
the
road-
and
we
have
officers
doing
other
things
and
other
protective
measures
and
on
suspected
citations,
will
be
down
and
I'm
I'm.
Pretty
confident
that
during
this
time
period,.

just
to
say,
when
I
echoed
one
more
time
to
make
sure
everyone's
clear
that
how
very
proud
that
we
are
of
our
first
responders
our
medical
professionals,
our
emergency
management
personnel
officers
in
the
field,
I
couldn't
be
more
proud,
seems
to
me
like
every
time.
There's
a
crisis
in
this
community.
Our
citizens
rise
up
in
response
and
our
first
responders
step
up
in
response
and
I'm
very
proud
of
that.

We
believe
that
is
our
duty
to
do
so.
As
long
as
our
staffing
allows
that
that's
what
we'll
continue
to
do,
we
want
to
make
sure
that,
while
we
are
responsive
to
the
officers,
you
know
well-being
and
protective
measures,
and
we
are
doing
that
and
seeking
new
ways
to
do
that.
We
also
want
to
be
respectful
for
the
citizens
out
there
to
give
them
the
top-quality
service
delivery
that
they
need.

I
mean
just
to
say:
we
we
have
from
the
beginning
before
the
pandemic.
You
know
really
got
started
in
full
war.
You
have
to
understand
that.
There's
a
that,
we
have.
You
know
on
a
large
number
of
officers,
I
hear
from
officers
in
the
street
who
believe
they
are
safe.
I
know
that
for
peace
as
they
hear
from
some
that
aren't
safe,
I
think
we're
both
right.

The
idea
is,
we
have
a
sworn
duty
to
uphold
and
as
long
as
our
staffing
models
allow
for
that,
and
we
provide
n95
mask
and
tell
officers
to
wear
those
and
we're
trying
to
protect
them.
The
best
we
can
we're
going
to
continue
to
go
to
calls
when
a
citizens
call
us
if
the
staffing
models
changes,
and
we
can't
do
that-
then
we
won't
and
that's
the
status
we
have
today.

General
rests
our
down
and
there's
a
couple
of
points.
I
want
to
make
here.
So,
if
ulcers
are
on
scene
and
they
deem
it
necessary
to
make
an
arrest
for
various
whole
host
of
reasons,
I
want
to
make
clear
to
the
public,
we
will
make
an
arrest
and
we
won't
hesitate
so
there's
any
acts
of
violence
or
domestic
violence
that
we
just
talked
about
or
anything
else
that
officers
deemed
while
their
own
scene
needs
to
be
an
arrest
made.

We
will
so
there's
that
the
second
part
of
that
is
that
you
know
where
there
are
other
instances.
You
know
minor
things
where
they
could
be
put
off
or
that
a
citation
may
work
in
lieu
of
a
physical
arrest.
We're
doing
that
as
well.
Again,
that's
very
minor
infractions
are
things
that
you
know
we
could
low-level
misdemeanors
that
we
believe
based
on
totality
circumstances.
The
officer
in
the
field
makes
the
determination,
then
we'll
do
that
as
well.
We
just
want
to
make
sure
that
we
don't
put
a
message
out
there
that
we're
not
making
arrests.

community

such
dignity.
Respect
these
very
responsive.
What
they
don't
get
to
see,
however,
is
what
we
get
to
see
on
the
team.
This
selfless
endeavor
that
the
way
that
he
puts
himself
aside
for
the
community
for
this
team,
the
sleepless
nights
him
volunteering
to
take
on
assignments
that
nobody
would
touch
with
a
ten-foot
pole.
That's

we're
losing
captain

Our
loss
is
going
to
be
the
central
divisions
gain.

tremendous

even
