priorities

the
concerns
that
we
feel.
City
managers
should
bring
into
this
role
right
things
that
they
should
be
focusing
on
it's
important
now,
a
lot
of
folks
were
able
to
participate
and
I.

Think
I
really
appreciate
the
fact
that
there's
also
a
survey
that
went
out
for
people
to
be
able
to
share
their
thoughts
on
this
very
important
role,
because,
as
you
know,
the
city
manager
kind
of
helps
bring
the
priorities
of
our
community
into
light,
and
that's
really
what
I
would
like
to
encourage
us
to
think
about.
How
can
we
bring
the
voice
of
community
members
into
this
process
so
that
they're,
the
ones
that
are
leading
what
the
priorities
of
our
city
should
be
like?

like
I,
said,
I
really
appreciate
the
space
I
appreciate
the
survey
and
I
would
really
like
to
call
on
more
Community
engagement.
Hopefully,
once
you
guys
narrow
down
the
selection
of
the
candidates
potentially
having
another
public
hearing,
so
that
community
members
could
meet
the
candidates
and
hear
from
them
and
potentially
ask
questions,
and
also,
if
there's,
a
screening
committee
potentially
incorporate
more
Community
voice
into
that
process
as
well.

I
think
that
as
city
manager
should,
when
it
comes
to
Chelsea
we're
small
in
size,
but
we
have
big
city
problems
and
I
think
they
should
have
experience
with
infrastructure
growth
and,
most
importantly,
I,
think
how
to
protect
or
ensure
that
community
members
are
most
vulnerable
can
remain
in
our
communities.

name,
is
Kathy
Cabral
I'm,
a
Chelsea
resident
from
living
at
56,
Cottage,
Street
and
I
am
here
to
express
the
need
for
a
culturally
responsive
city
manager.
One
who
understands
the
needs
and
the
nuances
of
our
community
we've
seen
Chelsea
be
very
resilient
from
the
many
ways
in
which
we've
collaborated
with
one
another.
During
the
pandemic
and
I
think
we
need
a
city
manager
that
continues
to
reflect
those
needs
of
our
diverse
community.

Otherwise,
from
my
perspective,
in
education,
too,
I
think
it's
important
that
we
have
a
city
manager
that
continues
to
think
about
the
needs
of
our
of
Chelsea
Public
Schools
and
continues
to
collaborate
with
our
central
office,
superintendent
and
school
committee
as
well
to
ensure
that
we
have
a
a
rigorous
and
quality
education
for
all
of
our
students,
whether
they
be
in
our
Caminos
program
or
graduates
of
our
Virtual
Academy
as
well,
and
so
I
just
wanted
to
continue
to
share
that
and
emphasize
the
need
for
a
culturally
responsive
city
manager
and
a
selective
process
that
reflects
that
as
well.

You
know
some
of
the
priorities
that
I
think
the
city
manager
should
have
I'll,
I,
guess,
I'll
start
with
housing
being
the
first
of
them.
Housing
in
Chelsea
is
super
limited.
Some
of
the
residents
that
live
here
are
sort
of
being.
They
aren't
sort
of
being
they're
being
priced
out
and
we
need
a
city
manager.

That's
going
to
take
that
into
consideration
as
they
craft
housing
policies,
so
I'm,
proposing
or
I
think
that
y'all
should
take
rent
control
as
through
a
like
home
rule,
petition
and
sort
of
put
that
forward
to
sort
of
prevent
the
displacement
of
residents
in
the
city.
The
other
thing
is
I
also
work
in
education
and
those
two
things
are
deeply
connected
right
when
someone's
displaced
from
their
home
evicted,
whether
legally
or
illegally,
it
disrupts
the
ability
of
students
in
Chelsea,
Public
Schools
from
actually
getting
their
education,
and
you
know
reaching
the
quote:
unquote:
American
Dream.

The
other
thing
that
I'd
like
to
share
is
that
I'm
a
little
disappointed
in
this
process
that
Collins
Center
came
through
with
some
recommendations
right.
They
recommended
forming
an
advisory
Council,
but
that's
clearly
not
what's
happening.

This
is
sort
of
a
disappointing
amount
of
Outreach
to
the
community
when
it
comes
to
sort
of
picking
a
one
of
the
like
I
guess,
one
of
the
top
positions
within
local
government
I,
don't
think
a
Google
form
or
whatever
the
website
is,
is
enough
and
would
have
you
know,
supported
the
recommendation
of
the
Khan
Center
of
putting
together
an
advisory
Council
as
opposed
to
having
just
City
counselors
make
their
pick,
because
realistically,
it's
I
only
voted
for
one
of
y'all
here.
So
it
doesn't
feel
quite
Democratic
to
me
personally.

The
process,
first
of
all
city
council
will
not
allowed
to
accept
resumes
number
one,
because
it's
a
public
record
and
anybody
who's
applying
for
the
job
doesn't
want
their
employee
to
know
that
they're
applying
for
the
job
so
part
of
the
process.
We
hired
the
Collins
Center
as
the
president
of
the
council
I
was
able
to
name
a
committee
of
five
members
that
who
will
research
people
in
the
community
who
will
participate.
As
the
screening
committee,
the
screen
candidates.

And
they
will
screen
the
candidates,
I
name
the
chairperson
of
the
screening
committee,
which
will
be
eugeno
Flaherty
and
they
will
actually
do
the
interviews
for
the
city
managers
position
and
the
city
council
will
have
the
final
say
of
they'll.
Give
us
probably
the
top
three
candidates
and
the
city
council,
probably
on
a
Saturday,
will
interview
those
candidates
and
then
we
would
make
a
selection
as
to
who
we
think
would
best
fit
the
city
of
Chelsea.

to
pride
myself
in
being
connected
to
my
community,
but
unfortunately,
I
didn't
know
much
about
this
process
and
I'm
glad
that
it
sounds
that
the
city
council
has
appointed
some
a
group
of
residents
that
are
going
to
help
with
the
screening
process,
so
I'm
really
excited
to
learn
more
about
them
and
who
they
are.

was
wondering
if
there's
an
opportunity
for
for
committee
members
that
are
interested
in
the
process
also
to
participate
and
to
kind
of
share
their
thoughts
as
well
with
this
committee.
That
seems
that
has
been
appointed
already,
and
it's
going
to
take
a
lot
of
it's
going
to
help
with
the
decision
making.

know
if
any
one
of
them
are
here,
but
I
would
love
to
talk
to
them
and
if
they
aren't
it's
very
unfortunate,
because
tonight
is
the
day
that
community
members
are
going
to
be
speaking
and
they're,
not
here
to
hear
what
they
would
like
to
prioritize
so
well.

it's
five

us,

so
what
we're
going
to
do
is
that
we're
going
to
we
still
have
yet
to
meet.
We
have
our
first
meeting
I
believe,
maybe
tomorrow,
that's
still
on
Monday,

we're
going
to
do
when
we
meet
is
try
to
figure
out
a
process,
so
we
can
solicit
applications
or
resumes
or
letters
of
interest
from
the
public
so
that
we
can
appoint
those
four
residents.

The
steering
committee
will
be
responsible
for
interviewing
the
city
manager
and
giving
us
a
dwindle
list
that
we
will
eventually
that
we
will
eventually
choose
from
I'm,
assuming,
as
we
did
the
last
time
that
at
that
point
there
will
be
more
input
from
the
community,
because
that's
something
that
I
think
we're
all
advocating
for
is
for
everybody
to
be
involved
in
the
process.

So
these
five
city
council
members
will
appoint
four
additional
residents
from
the
from
the
from
the
community
to
add
to
the
one
chairman,
Eugene
O'flaherty,
that
the
chairman
appointed
as
chair
of
that
committee.
Those
five
people
will
do
all
the
interviews.
We
cannot
be
part
of
that
process
as
if
I
heard
someone
mention
Collins
Center
Collins
Center
recommended
that
it's
best,
if
we
don't
do
it
as
City
councilors,
because,
first
of
all,
all
of
us
being
together
in
the
same
room,
it
becomes
public
public
property.

Anything
you
submit
and
it
wouldn't
be
fair
to
someone
that
doesn't
want
their
business
out
there
about
where
they're
applying.
For
that
won't
happen,
the
other
thing
that
they
suggested
because
we
asked,
can
we
do
some
residents
and
some
City
councilors
and
they're,
like
that
kind
of
puts
a
lot
of
pressure
on
Chelsea
on
Chelsea
residents.
It's
best
to
kind
of
keep
out
of
it,
so
we
decided
to
go
full
Resident.
There
will
be
a
body
of
five
people
that
would
do
those
interviews.

have
further

once
we
meet
next
week
that
we
will
put
out
to
the
public
I
assure
you
that
I
believe
we're
all
in
agreement
that
we
want
this
to
be
a
transparent
process,
that
we
want
people
to
be
involved
in
this,
and
so
more
information
will
come,

maybe
we
can
all
get
better
about
sharing
it.
That
was
part
of
the
reason
why
we
created
the
Google
form,
because
we
want
to
solicit
answers
from
people
who
maybe
can
come
to
a
city,
council
meeting
and

home

for
you

tell

friends

we
are
doing
everything
in
our
power
to
make
sure

this

inclusive
process
and
that
everybody

be
involved
in
it,

that's

process

brand

happened
last
night

city
council
meeting
and
so
I
hope
that
answers

of
the
questions.

you

said
about
everybody
wanting
this
to
be
a
fair
and
transparent
process
with
plenty
of
community
input,
but
at
the
same
time
you
have
to
realize
it's.
It's
the
city,
council,
who's
required

charter
to
choose
the
to
choose
the
the
the
city
manager.
So
you
know,
there's
no
wiggle
room
on
that.

that

Collins
Center
will

meeting
with
each
counselor
for
about
a
half
an
hour,

minutes
individually
and
they're,
going

ask
us
what
we
think
is
important.

important
qualif
kind

questions

the

are
some
of
the
important
things
that
we
think
that
we
should
be
prioritizing
in
our
next
city
manager
once
they
collect
all
that
information
from
all

us
they're
going

create
something
presented
to
us
and
say

said,
and
then
one
by
one
we'll
be
voting
on
that
and
those
would
be
the
guidelines
that
will
help
inform
the
body
of
five
that
will
be
actually
interviewing
the
city
manager
so
that
there,
yes,
it

little
sporadic.
We
have
this
meeting
here,
there's
a
Google
form,
but
that
everything
will
eventually
come
together
and
that
we
are
trying
to
move
through
it
in
a
mindful
way

where
everyone

the
calling
center

past

it
looks
like
they

pretty
good
record
to
be
engaged
again.

the
city,
council
and
I
personally
have
a
lot
of
faith
in
the
comments
and
that
they
will
deliver
us
the
best
candidate
once
they
meet.
What
all
the
council
is.
They'll
put
a
profile
together
about
what
the
city
is
about,
the
schools
about
the
people
and
they
will
they
will
recruit
the
candidates.

through
you,
the
question
was
whether
or
not
a
counselor
could
attend
a
meeting.
Yes,
of
course,
just
like
anyone
else,
there
allowed
to
attend
a
meeting.
However,
once
a
counselor
would
start
deliberating
in
that
meeting,
then
that
could
be
a
potential
violation,
so
of
course,
you're
able
to
view
and
attend
just
like
anyone
else
would,
but
you
wouldn't
be
able
to
participate
in
the
same
way
that
you
would
as
a
counselor.

For
the
people
who
so
this,
this
process
needs
to
be
an
out
in
the
open.
So
so
yes,
so
no
anything
that
is
sent
to
that
committee
is
out
in
the
old
one.
The
only
exemption
to
the
public
records
law
is
for
appointing
authorities
for
preliminary
screening
committees,
which
is
the
eventual
body
that
you're
going
to
be
appointing
to
so
that
one
would
be
protected
and
you'd
be
able
to
go
into
executive
session
for
that
purpose,
but
not
for
a
subcommittee
of
the
council
right.
