is
a
meeting
of
the
Chelsea
licensing
commission
I'm
joined
this
evening
by
fellow
Commissioners
Mike
mcateer
Alexandria
Christmas
myself,
Marty
McAlpine,
as
well
as
our
licensing
clerk,
Naomi
LeBron
and
our
city
solicitor,
Cheryl,
Watson
Fisher.
To
start
things
off
can
I
get
an
adoption
of
the
minutes
from
the
May
11
2023
Chelsea
licensing,
commission
meeting.

Well,
first,
we
want
to
have
a
motion
to
approve
the
renewal
of
the
tobacco
licenses.
Tacky
taxi
service
licenses,
which
are
the
taxi
companies
and
the
Hackney
licenses
they're
all
expire
at
the
end
of
June.
This
month
and
we'd
like
a
motion
to
approve
all
of
those
who
are
completed,
their
applications

that
also
in
just
to
clarify,
because
I
skipped
it,
the
renewal
of
the
Hackney
licenses
as
well.
Yeah.

Next
is
the
status
of
the
pocket
liquor
licenses.
We
have
two
liquor
licenses
that
are
not
being
used,
but
that
are
owned
So.
Currently
we
have
their
beer
and
wine
on-premise
licenses.
As
you
know,
El
Kiosco
has
a
full
liquor.

License
now
had
purchased
the
beer
and
wine
and
have
had
that
for
over
six
months
now,
almost
about
a
year
and
they
haven't
sold
it
or
used
it,
the
value
of
on
premises
or
even
lower,
since
we
have
open
liquor
licenses
and
also
Nancy
Serna,
the
state
of
Nancy
Serna
and
I'm,
going
to
explain
a
little
bit
more.
Why
this
is
important.
They've
held
on
to
this
license
for
a
couple
of
years.

That
was
the
license
was
under
her
name
but
being
used
at
Ranchos
Las
pupusas
on
the
corner
of
second
and
Chestnut
Street,
we
transferred
the
license,
approved
the
transfer
of
the
license
for
Gustavo
Serna
from
92
Washington
to
that
location.
But
you
can't
have
two
licenses
at
that
location.
He
renewed
the
Nancy
Cyrano
one,
even
though
it
wasn't
his,
but
he
was
skid
that
he
would
lose.
He
was
in
the
process
he
thought
of
purchasing
it.

Usually
bring
them
before
the
License
Commission,
they
give
them
so
many
months
to
other,
sell
it
transfer
it,
and
then
it
comes
back
to
the.
If
not,
we
turn
back
to
the
city's
numbers.

we

kioskos

the
time
they
receive
the
letter,
it
will
be
six
months,
so
we
could
set
a
date
so
bring
both
of
them

chief
and
the
abcc,
which
happens

be

Chelsea,
so
I,
don't
think
it'll
be.
Hopefully
the
summers
are
hard
because
of
vacations,
probably
hopefully
in
the
fall.

So,
on
May
5th
there
was
a
call
to
the
Chelsea
walk
Pub
it
may
or
may
not
have
originated
inside
just
based
upon
the
caste
system,
how
they
get
the
calls.
The
officers
responded
down.
They
found
a
woman
who
was
severely
intoxicated.
They
took
her
into
custody
that
situation
resolved
itself.
They
went
back
to
the
Chelsea
Public
to
review
any
video
that
may
have
been
inside
to
see
if
it
had
started
inside
or
if
there
in
fact
spilled
outside
they
went
back
in
and
the
video
system
was
down.

the
main
focus,
I
guess
of
the
follow-up,
was
the
inability
for
the
officers
to
view
any
video
from
the
inside
of
the
bar
to
see.
If
it
in
fact
happened
inside
they
told
officer,
fine
and
officer
McLaughlin
that
there
was
a
problem
with
the
video
system.
It
was
somewhat
Antiquated,
they
didn't
have
the
password.
They
were
told
on
a
few
occasions
to
either
get
the
new
password
or
get
a
new
system
and
I
believe
as
of
this
date.

and
I
would
say,
especially
considering
they
are
required
to
maintain
30
days
worth
of
video
in
having
one
of
the
city's
liquor
licenses.
So
they're
they're
already
not
doing
what
they're
supposed
to
do
and
am
I
correct
that
they
just
recently
reopened
again.

there's
been
some.

The
letter
that
the
captain
is
referencing
is
a
letter
from
one
of
our
residents,
Deborah
zabet
from
375
Broadway.
Her
letter
reads:
I
live
at
375,
Broadway
and
I
have
noticed
over
the
past
six
months
that
there's
a
lot
of
activity
in
front
of
the
pub
that
is
uncomfortable
for
me.
As
a
community
member,
there
is
definitely
drug
dealing.
There
is
drunkenness,
loud
voices
and
activity
and
smoking
cigarettes
and
weed.
It
is
if
it
was
a
single
person,
okay,
but
it
is
usually
a
group.

I
have
also
noticed
a
lot
more
police
activity
in
the
area,
for
instance,
right
now,
as
I
write,
this
email
there
is
a
lot
of
activity.
My
assumption
is
that
the
city
agencies
who
are
Hands-On
with
people
in
crisis
are
doing
what
they
can
to
help
those
that
they
can.
However,
as
a
community
member
who
is
a
work
from
home
person,
I
just
have
a
lot
of
visibility
and
things
have
gotten
consistently
worse.

I
mean
the
email
in
and
of
itself.
I
think
is
self-explanatory
about
the
enforcement
effort.
You
know
she,
you
know,
make
statements
to
certain
things
going
on,
but
on
the
flip
side,
the
city
agencies
are
doing
what
we're
supposed
to
down
there.
So
I'm,
not
really
certain
what
the
context
of
the
complaint
would
be
other
than
that
I
think
the
city
is
on
top
of
whatever
was
happening
outside
that
she
was
concerned
with
we'll
just
keep
keep
it
on
file.

is
the
Fiesta
Shows
operates
twice
a
year
in
Chelsea

one

This
is
like
the
eighth
year,
as
he

stated

row

the
Home
Depot,
the
one
that
is
down
on
Eastern
Avenue.

Both
of
these
are
fundraisers
for
local
charities
or
events,
and
so
forth.
The
first
one,
the
one
that
is
in
on
Eastern
Ave,
that's
going
to
raise
money
for
scholarships
for
local
Chelsea
students
and
Northeast
students.
Also,
this
one
has
been
the
one
that
has
been
dedicated
for
Chelsea
Community
connections,
which
helps
families
with
diapers
food
coats
and
food
drives
and
people
who
get
displaced.

a
public
hearing
to
consider
a
special
alcoholic
beverage
license:
off-premise
beer
garden
application
for
bear,
moose,
theater,
Zone
Incorporated,
a
pollinare
theater
and
a
one-day
amusement
and
entertainment
license
application
for
the
pollinare
theater
at
189
winnisimus
street.
That
one
didn't
come
out
right
when
a
Summit
Street
Chelsea
Mass.

August
and
it's
free
outdoor
bilingual
English,
Spanish
theater
it'll
be
a
production
of
Hamlet.

I'm

requesting
the
poor
impairment
for
the
dates
of
the
fourth
fifth
11th
12th,
18th
and
19th
for.

So
the
5
to
10
30
here
so
five
o'clock
is
when
we
would
begin
setting
up
in
Chelsea,
Square
six
o'clock,
I
believe
is
when
we
were
looking
to
have
the
Beer
Garden
open.
There
would
be
some
pre-show
performances
which
might
be
music.

youth
program,
a
couple
of
nights,
is
going
to
be
putting
on
a
performance,
so
there'd
be
a
different
acts
as
part
of
a
pre-show
and
then
the
performance
itself

believe
we're
planning
to
start
at
7
30,
sometimes
the
time
it's
shifted
a
little
bit
from
year
to
year,
and
it
would
be
you
know,
set
in
different
locations
and
Chelsea
squares.
It
has
been
the
past
two
years.
It
will
be
a
90-minute
performance
of
Hamlet
is
what
we're
aiming
for
and
then
to
have
the
Beer
Garden
open
again
after
the
performance
closes.

houses

houses

units

cost

providing

better

be
at
the
kind
of

submitted.
The
first
one
is
by
City
Council
president
Leo
Robinson.
He
wrote
their
Commissioners.
This
letter
is
in
support
of
the
application
for
a
rooming
house
license
father
Mr,
Rick
Costa
and
his
company
Hawthorne
Broadway
LLC
Mr
Carson
has
renovated
and
rebuilt
the
Darin
on
the
corner
of
Chestnut
and
5th
Street
and
another
one
on
Fifth
Street.

He
develops
quality
housing
for
Chelsea
residents.
He
has
also
developed.
We
looked
across
street
52
Washington
Ave
he's
built
housing
there.
Mr
Costa
also
manages
the
properties
he
develops.
The
city
has
no
problems
with
his
buildings
and
he's
exceptionally
managed
and
developed
housing
units
that
are
habitable
and
not
a
blight
on
the
community.

Hawthorn
Street
has
become
a
nuisance
on
City
resources
and
to
the
community.
We
need
someone
who
can
manage
this
property
I
highly
support
this
application
and
urge
the
commission
to
favorably
grant
that
license.

email

former
city
manager,
Thomas
ambrosino.
Just
writing
because
I
understand,
Rick
Costa
is
is
before
the
licensing
commission
tonight
for
a
rooming
house
on
Hawthorne.
Just
want
you
to
know.
I
have
been
pressing.
Rick
for
four
years
to
buy
that
piece
of
crap
from
the
Rizzo
family.
That
really
was
one
of
the
last
really
bad
moving
houses
we
had
near
the
downtown
I
know
he
will
improve
it
substantially
from
its
current
poor
state.

from

public

speak
on
the
matter,
there
was
no
one
except
for
those
two
letters
that
were
received

think
you've
pretty
well,
summed
it
all
up.
As
far
as
you
know,
the
lower
scope
of
things
up
until
you
know
the
improvements
and
we're
not
going
to
stand
in
the
way
of
improvements.
Obviously,
if
they're
looking
to
better
the
downtown-
and
it's
only
going
to
better
the
people
who
may
be
homeless
or
you
know
in
transition,
so
any
improvements
good.
As
far
as
we're
concerned.

prove
the
application
for
a
rooming
house
license
pending
the
necessary
approvals
through
zoning
and
any
other
boards
through
the
city.
